5-Feb-2021: IAF'S Indigenisation Thrust in Maintenance of Aircraft Fleet

Indian Air Force operates a variety of aircraft fleets of foreign origin ranging from legacy MiG-21 Bison to the state-of-the-art Rafale aircraft. For increased self-reliance and to meet sustenance requirements in product support of IAF aircraft and systems, indigenisation of aircraft as well as systems spares and setting up of indigenous Repair and Overhaul (ROH) facilities for aggregates are key focus areas of IAF.

There is immense scope for indigenisation in the IAF for a wide variety of spares and equipment ranging from aircraft general purpose spares, such as nuts, bolts, cables, gaskets, springs, etc. to complex high technology spares, such as avionics equipment, aeroengine accessories, etc. Indigenisation of spares for maintenance of aircraft and systems is undertaken through Base Repair Depots (BRDs) of IAF located in various parts of the country and No. 1 Central Indigenisation and Manufacturing Depot (CIMD), Nashik.

As part of IAF's focus on Self-Reliance and Atmanirbhar Bharat mission, IAF is giving impetus to fast tracking of indigenisation as well as enlarging the scope of involvement of Indian aerospace and defence industry especially, MSMEs. Towards this, IAF has already identified indigenisation requirements of approximately 4000 lines of spares. Critical requirements for indigenisation include aviation grade filters (fuel, hydraulic & pneumatic), aeroengine bearings, hydraulic and pneumatic hoses, multifunction displays, aviation grade circuit breakers, lamp filaments, spark plugs, etc. to name a few. Enormous opportunities are available for the aerospace and defence industry partners in India including MSMEs to join hands with IAF in this vigorous indigenisation drive.

In addition to manufacture of spares and aggregates, another area of focus of IAF is to engage with the Industry to set up repair and overhaul (ROH) facilities within India for high value rotables/repairables. In achieving this objective, IAF aims to accrue huge savings to the financial exchequer, besides developing and encouraging in-house MRO facilities, thereby leading to reduced timeframes for repair and enhanced operational availability of assets.

To facilitate dissemination of requirements for indigenisation, details of RFPs issued through CPPP portal by BROs/ CIMD are also being listed in the IAF website indianairforce.nic.in .In addition, a list of over 200 lines of high value ex-import spares (unit cost > Rs 10 lakh) has been hosted in the Ministry of Defence website srijandefence.gov.in.

IAF will be displaying a host of indigenisation requirements through their stall in Hall C, during Aero India. Representatives from various BROs will be available in the stall to interact with industry representatives for explaining the requirements for indigenisation and associated procedures.

3-Feb-2021: Shortage of Fighter Aircraft

The deficiencies in number of fighter squadrons arise from time to time due to obsolescence and phasing out of equipment. These deficiencies are made good by planned induction, which is a continuous process.

The Government has approved induction of four squadrons of indigenously designed, developed and manufactured TEJAS Mk-IA aircraft. A total of 83 TEJAS Mk-IA are planned to be manufactured by HAL and inducted into IAF.

The salient steps undertaken to achieve self-sufficiency in defence sector are as under:-

  • Defence Procurement Procedure (DPP) 2016 has been revised as Defence Acquisition Procedure (DAP)-2020, which is driven by the tenets of Defence Reforms announced as part of ‘Atmanirbhar Bharat Abhiyan’.
  • Opened North & South Defence Industrial corridors to promote setting up of industries supporting defence equipment.
  • Permitted acceptance of “Suo Moto” proposals from industry for undertaking indigenous design & development for items needed for defence services.
  • Formulated the iDEX (Innovation in Defence Excellence) framework to provide an ecosystem for Startups/individual innovators/MSMEs to engage with Ministry of Defence/Academia and other such agencies for manufacture of defence related items.
  • Institutionalised the Technology Development Fund and its processes to facilitate the DRDO to engage with Indian industry for technology development needs.
  • Army Design Bureau (ADB):  Indian Army (IA) launched the ADB on 31st August, 2016. The role of the ADB is to act as a facilitator for research & development efforts and  procurement of indigenously developed weapons and equipment extensive outreach programme for industry, MSMEs, Startups and Academia across the country for promoting ‘Make in India’.  The outreach programmes, apart from generating awareness about the modernization requirements, will help to meet the technology needs of the IA from within the confines of domestic resources and talent.
  • Army Technology Board (ATB): The ATB enables indigenous Research and Development efforts in accordance with the operational needs of the IA.
  • Technology Development Fund (TDF):  TDF has been launched by the Government to giving impetus to research and development projects beyond the proof of concept stage.  It has been provided with a budget of Rs.100 crores.
  • The Indian Navy in coordination with Aeronautical Development Agency (ADA) is pursuing the indigenous development and acquisition of a Twin Engine Deck Base Fighter (TEDBF).
  • Ministry of Defence has notified a ‘Negative list’ of 101 items for which there would be an embargo on the import beyond the timeline indicated against them. This is a big step towards self-reliance in defence.  This would offer a great opportunity to the Indian defence industry to manufacture these items using their own design and development capabilities to meet the requirements of the Armed Forces in the coming years.

6-Jan-2021: IAF Academic Collaboration with IDSR, Gujarat University MoU Signed on 29 Dec 20

Indian Air Force and Institute of Defence Studies and Research (IDSR), an autonomous Institution of Gujarat University under the patronage of Government of Gujarat signed a Memorandum of Understanding (MoU) on 29 Dec 20. The MoU will enable Officers of IAF to undertake Doctoral Research, Post-Graduate Programme and Post Graduate Diploma covering various areas of interest that includes Defence studies, Defence Management, National Security, Aerospace &Aviation Science and other areas of Defence Technology.

The event held on a virtual platform was chaired by Air Officer-in-Charge Personnel, Air Marshal RJ Duckworth VSM. MoU was signed by Air Vice Marshal Rajeev Sharma, Assistant Chief of Air Staff (Education) and Ms. Anju Sharma, IAS, Principal Secretary (Higher & Technical Education) to Government of Gujarat and Chairperson-IDSR. Prof Himanshu A Pandya, Vice Chancellor of Gujarat University and Director-General IDSR was also present on the occasion.

As part of Project Akashdeep, Indian Air Force has entered into such partnership with various prestigious Academia to promote research by Officers and create a pool of think tanks with strategic knowledge and intellectual skills. The expertise of these officers would contribute towards formulation of sound strategic plan and policies in the advent of hybrid Military Operations.
