‘Millets’ were among the first crops to be domesticated in India with several evidence of its consumption during the Indus valley civilization. Being grown in more than 130 countries at present, Millets are considered traditional food for more than half a billion people across Asia and Africa. In India, millets are primarily a kharif crop, requiring less water and agricultural inputs than other similar staples. Millets are important by the virtue of its mammoth potential to generate livelihoods, increase farmers’ income and ensure food & nutritional security all over the world.

Recognising the enormous potential of Millets, which also aligns with several UN Sustainable Development Goals (SDGs), the Government of India (GoI) has prioritized Millets. In April 2018, Millets were rebranded as “Nutri Cereals”, followed by the year 2018 being declared as the National Year of Millets, aiming at larger promotion and demand generation. The global millets market is projected to register a CAGR of 4.5% during the forecast period between 2021-2026.

Millets have a glorious history of being among the earliest crops grown by humans. They have been an important food source in the past. But the need of the hour is to make them a food choice for the future!

A once-in-a-century pandemic followed by a conflict situation has shown that food security is still a concern for the planet. Climate change can also impact food availability.

At such a time, a global movement related to millets is an important step, since they are easy to grow, climate resilient and drought resistant.

Millets are good for the consumer, cultivator and climate. They are a rich source of balanced nutrition for consumers. They benefit cultivators and our environment since they need lesser water and are compatible with natural ways of farming.

There is a need for diversity on the land and on our tables. If agriculture becomes monoculture, it impacts our health and the health of our lands. Millets are a good way to increase agricultural and dietary diversity.

Raising awareness to create 'Millet Mindfulness' is an important part of this movement. Both institutions and individuals can make a tremendous impact.

While institutional mechanisms can encourage production of millets and make it profitable via policy initiatives, individuals can make health-conscious and planet-friendly choices by making millets a part of their diet.

I am positive that the International Year of Millets 2023 will start a mass movement towards a secure, sustainable and healthy future.”

Background

The United Nations General Assembly has declared the year 2023 ‘International Year of Millets’. It is the Prime Minister’s vision and initiative that led to this United Nations Resolution being adopted with support from more than 70 nations across the globe. It will help in creating awareness throughout the world about the significant role of millets in sustainable agriculture and its benefits as a smart and superfood. India is poised to become the global hub for millets with a production of more than 170 lakh tonnes which makes for more than 80 % of the millets produced in Asia. The earliest evidence for these grains has been found in the Indus civilization and was one of the first plants to be domesticated for food. 24-Nov-2022: International Year of Millets (IYOM) – 2023 will provide an opportunity to globally promote millets as the nutritious cereals – Shri Narendra Singh Tomar

The Union Agriculture and Farmers Welfare Minister Shri Narendra Singh Tomar has said the International Year of Millets (IYOM) – 2023 will provide an opportunity to increase global production, efficient processing and better use of crop rotation and promote millets as a major component of the food basket. Shri Tomar said that on the initiative of Prime Minister Shri Narendra Modi, the United Nations has declared the year 2023 as the International Year of Millet (IYOM).

“Through this, our aim is to increase the domestic and global consumption of Millets,” said Shri Tomar, addressing the High Commissioners/Ambassadors based in Delhi during the Luncheon hosted jointly by the Department of Agriculture and Farmers Welfare and Ministry of External Affairs as a pre-launch celebration of the IYOM23.

Shri Tomar said the Ministry of Agriculture and Farmers Welfare is working in mission mode to increase millet production and consumption in collaboration with other Central Ministries, all State Governments and other stakeholder organizations.

“The time has come for the Public Distribution System to shift the focus of distribution programs from basic calories to provide a more diverse food basket that includes millets to improve the nutritional status of pre-school children and women of reproductive age,” he said.

Considering the nutritional value of millets, Shri Tomar said the Government of India had notified millet as a nutritious -cereal in April-2018 and millet has also been included under the Poshan Mission campaign.

Under the National Food Security Mission (NFMS), nutritious cereal component for Millets is being implemented in 212 districts of 14 States. Apart from this, many types of assistance is given to the farmers by the states.

Shri Tomar said funding is also being done by the Ministry of Agriculture for supporting sustainable production, creating awareness for higher consumption, developing market and value chain and research-development activities.

The Union Agriculture Minister said more than 66 Startups have been given more than Rs.6.25 crore, while 25 Startups have been approved for further funding. “Government is providing support to Start-up entrepreneurs for recipes and value-added products to promote consumption of millet,” he said.

India has more than 500 startups working in the millet value-added chain, while Indian Institute of Millets Research has incubated 250 startups under RKVY-Raftaar.

Shri Tomar said the NITI Aayog and the World Food Program intend to identify and solve the challenges in a systematic and effective manner. “The partnership will focus on mainstreaming millets and support India in taking the lead globally in knowledge exchange using the opportunities in the form of the International Year of Millets,” he said.

Addressing the High Commissioners/Ambassadors based in Delhi, Minister of External Affairs, Shri S. Jaishankar said, Millets have increasing relevance in the world today in the backdrop of COVID, climate change, and conflicts.

Dr Jaishankar stressed that millets are important for food security as well as international relations. He said COVID was a period that reminded the world what a pandemic could do to food security. He said climate changes can lower production and disrupt trade. He suggested that in international relations, much greater attention ought to be given to food security.

In his address, Secretary, Agriculture and Farmers Welfare Shri Manoj Ahuja said, pandemic has brough increased focus on the needs to augment the income of small and marginal farmers and millet can be one of the best options for the same. He said, climate friendly crop millet can be grown with less water consumption, less carbon emission and even in drought.

Millet is a storehouse of micronutrients, vitamins and minerals. International Year of Millets will raise awareness about the contribution of millets for Food Security and Nutrition, motivate stakeholders for continuous production and quality improvement of millets and attract attention to increase investment in research and development services.

Asia and Africa are the major production and consumption centres of millet crops. India, Niger, Sudan and Nigeria are the major producer of millet.

Jowar and Proso Millets (Common Millet) are the most cultivated millets in the 112 and 35 countries respectively. Sorghum and pearl millets covers more than 90% area and production. Remaining production comes from Ragi (Finger Millets), Cheena (Proso Millets), Foxtail Millets (Kangni) and other non-segregated millets.

India is the major production country of Millet in which Kangni, Kutki or small millet, Kodon, Gangora or Barnyard, china and Brown top are included with Jowar, Bajra, Ragi and small millets. Most of the states in India grow one or more millet crop species. During the last 5 years, our country produced more than 13.71 to 18 million tonnes of millets with the highest production in 2020-21.

According to the fourth advance estimates for the year 2021-22, about 16 million tonnes millets have been produced in India, which is about 5 percent of the national food grain basket. It has the highest market share of 9.62 million tonnes, followed by jowar with a production of 4.23 million tonnes. Ragi is another important millet, which contributes to the production of 1.70 million tonnes and the production of other millets is 0.37 million tonnes.

Millets provide an alternative food system in times of increasing demand for vegetarian foods. Millets contribute to a balanced diet as well as a safe environment. These are the gifts of nature to mankind.

The Ministry of Agriculture & Farmers Welfare has taken several initiatives to promote domestic and international millets. A series of pre-launch programs and initiatives were also organized on the MyGov platform for the International Year of Millet 2023 to create awareness and a sense of public participation about this ancient nutritious grain (millet). 10-Nov-2021: Journey of an innovator to an innovation influencer

Grassroots innovator turned social worker and noted environmentalist Shri Sundaram Verma who grew over 50,000 trees in the arid Shekawati region of Rajasthan using a water saving technique ‘dryland agroforestry’ that requires only 1 litre of water per tree once, then it leaves the seedling to grow has been conferred with Padma Shri, the fourth-highest civilian award of the country this week by the Hon’ble President of India Shri Ram Nath Kovind. The honoured innovator today stands out not only for his innovation, but also for spotting other innovators and inspiring their journey to success.

Shri Sundaram Verma, a native of Danta (Ramgarh), a village in the Sikar district of Rajasthan, was supported by National Innovation Foundation (NIF) – India, an autonomous body of the Department of Science and Technology (DST), Government of India for his Green Grassroots Plantation Techniques for Combating Desertification and undertaking research on arid zone crops. It had been extensively deployed for planting trees under the “greening the desert” initiative. The technique utilizes only one litre of water throughout the lifetime of plant and provides a best-suited solution for conserving water in the arid, semi-arid regions as well as avenues of agroforestry leading to land management, revenue generation and sustainable livelihood.

He is a farmer – breeder with a strong innovation quotient that defines his work. His improved plant variety - Cicer arietinum L. commonly known as ‘Kabuli chana - SR-1’ is distinct by virtue of having medium bold seeds (higher test weight) and superior in terms of yield and pest resistance; and it was successfully registered with Protection of Plant Varieties & Farmers' Rights Authority (PPV&FRA).

In addition, there are other improved plant varieties to his credit like the high yielding ‘Guar (cluster bean)- SR-23’ which is suitable for both arid and semi-arid conditions and can also be grown in various types of soil but the most suitable soil is sandy/sandy loam. Besides, the ‘Moth bean (SR-1)’ is a short duration (60-65 days) variety, superior to the other commercially released varieties in terms of yield & resistance against major pests and diseases. He has been cultivating and conserving local landraces/cultivars of various crops since many years.

Though he was offered an employment opportunity soon after his graduation, he refused it and continued with his passion and area of interest- agriculture based on-farm research for crop improvement and conservation of agrobiodiversity in arid zone crops.

He is one of the earliest collaborators to NIF since inception, currently is its General Body member and has spotted other innovators like him. Shri Jagdish Parikh, another grassroots innovator who was conferred with Padma Shri in the year 2019 for his contribution to developing pest and climate resistant cauliflower variety was scouted by Shri Sundaram Verma on behalf of NIF nearly two decades ago. Additionally, innovators like Smt Santosh Pachar (Carrot variety), Shri Madanlal Kumawat (Multi Crop Thresher), Shri Subhash Ola (Condensate and Heat Recovery System), Shri Yusuf Khan (Groundnut Digger), Shri Rai Singh Dahiya (Bio-Mass Gasifier System) were scouted by Shri Sundaram Verma on behalf of NIF. They were later conferred with Biennial National Grassroots Innovation and Outstanding Traditional Knowledge award. Few innovators spotted by him were invited to be the part of Innovation Scholar In-residence programme at the Rashtrapati Bhavan.

Shri Yadav was speaking at a virtual event on the occasion of Global Tiger Day.

The Environment Minister also released the report ‘Status of Leopards, Co-predators and Megaherbivores-2018’ stating that the report is a testimony to the fact that conservation of tigers leads to the conservation of entire ecosystem.

During all India tiger estimation 2018, leopard population was also estimated within the forested habitats in tiger occupied states of the country. The overall leopard population in tiger range landscape of India in 2018 was estimated at 12,852 (SE range 12,172 - 13,535). This is a significant increase from the 2014, figure that was 7,910 (SE 6,566-9,181) in forested habitats of 18 tiger bearing states of the country.

The event also showcased, the 14 Tiger Reserves in India which received the accreditation of the Global Conservation Assured/Tiger Standards (CA|TS). The 14 tiger reserves which have been accredited are Manas, Kaziranga and Orang in Assam, Satpura, Kanha and Panna in Madhya Pradesh, Pench in Maharashtra, Valmiki Tiger Reserve in Bihar, Dudhwa in Uttar Pradesh, Sunderbans in West Bengal, Parambikulam in Kerala, Bandipur Tiger Reserve of Karnataka and Mudumalai and Anamalai Tiger Reserve in Tamil Nadu.

Conservation Assured | Tiger Standards (CA|TS) has been agreed upon as accreditation tool by the global coalition of Tiger Range Countries (TRCs) and has been developed by tiger and protected area experts. Officially launched in 2013, it sets minimum standards for effective management of target species and encourages assessment of these standards in relevant conservation areas. CA|TS is a set of criteria which allows tiger sites to check if their management will lead to successful tiger conservation.

The event was also attended by Shri Ashwini Kumar Choubey, Minister of State for Environment who emphasized the age old tradition of living in harmony with nature and all forms of life and said that as a top predator, tiger plays a critical role in maintaining healthy ecosystem and exhorted all to come together and join hands to save our tigers and their natural habitat.
