5-Jan-2023: 134th Meeting of Offshore Security Co-ordination Committee (OSCC)

The 134th meeting of the Offshore Security Co-ordination Committee (OSCC) was held under the Chairmanship of Director General, Indian Coast Guard,  V S Pathania at Varanasi on 04 January, 2023. The participants   reviewed the preparedness and effectiveness of the security of India's offshore installations.

Addressing the meeting, Shri Pathania highlighted the importance of offshore energy installations of the country and their security. He said that the possibility of assault by inimical forces cannot be ruled out, stressing the need to stay focused and be ready to take stringent offshore security measures at all times.

He cautioned that as a forum, OSCC cannot afford to ignore any factor impinging on offshore security and all stakeholders have to maintain thorough preparedness to respond promptly with coordinated and concerted efforts.

30-Dec-2022: Indian Coast Guard Concludes Maiden Contract for 10 Multicopter (VTOL) Drones

In a major boost to Marine Surveillance and Interdiction capabilities, the Indian Coast Guard has concluded maiden contract for 10 multicopter (VTOL) drones in consonance with Government of India’s policy of embracing Drone Technology.

These drones are capable of being launched from both Ships whilst underway, as well as Shore Stations and will play a significant role in the reach if ICG unit during Surveillance & Security operations. In addition,  these drones are going to assist in Search and Rescue (SAR), both by day as well as night. The ICG plans to induct 100 additional drones by 2025, to meet the ever-growing challenges in India’s Maritime Zones and Search & Rescue Region.

1-Dec-2022: Indian Coast Guard Advanced Light Helicopter Mk-III squadron, 840 Sqn (CG), commissioned in Chennai

In a major boost to further strengthening the Coast Guard Region East, 840 Sqn (CG), an Indian Coast Guard Advanced Light Helicopter (ALH) Mk-III squadron, was commissioned by DG Shri VS Pathania at ICG Air Station, Chennai on November 30, 2022. The commissioning of 840 Sqn (CG) is indicative of the leap towards self-reliance in the field of helicopter manufacturing, in line with the government's vision of ‘Aatmanirbhar Bharat’. It will provide a major fillip to the abilities of Indian Coast Guard in the security sensitive waters off Tamil Nadu and Andhra region.

The ALH Mk-III helicopters, indigenously manufactured by Hindustan Aeronautics Limited (HAL), features state-of-the-art equipment including advanced RADAR as well as Electro optical sensors, Shakti engines, full glass cockpit, high-intensity search light, advanced communication systems, automatic identification system as well as search-and-rescue homer. This feature enables the helicopter to undertake maritime reconnaissance as well as carry out search and rescue at extended ranges while operating from ships, both by day and night.

The aircraft has the ability to switch roles from an offensive platform with heavy machine gun to that of a benign one carrying a Medical Intensive Care Unit to facilitate transfer of critically ill patients. A total of 16 ALH Mk-III aircraft have been inducted in the Indian Coast Guard in a phased manner and four of these aircraft are positioned in Chennai. Since induction, the squadron has flown over 430 hours and conducted numerous operational missions.

30-Nov-2022: Indian Coast Guard conducts 24th National Oil Spill Disaster Contingency Plan and Preparedness Meeting in Chennai

Indian Coast Guard (ICG) conducted the 24th National Oil Spill Disaster Contingency Plan (NOS-DCP) and Preparedness Meeting in Chennai, Tamil Nadu on November 30, 2022. Director General, ICG Shri VS Pathania, who is the Chairman of NOS-DCP, chaired the meeting. About 100 delegates, including representatives of various Ministries, Central and State Government departments and agencies, State Pollution Control Board, Ports and Oil Handling Companies participated. National capabilities with the common aim to ensure collective preparedness to respond to any oil and chemical spill contingency in Indian waters were reviewed.

In his address, Shri VS Pathania stated that ICG is prepared to deal with threats to the region and its resources, including marine oil and chemical spill at sea. He stressed that as new vulnerabilities continue to emerge, the stakeholders must recognise the opportunity to enhance cooperation through stronger partnerships, effective coordination and imbibing best practices of the developing technology.

Presently, as the third largest importer of crude, India receives a large volume of oil through ships. Similarly, it stands sixth in the world as major chemical importer country. Both oil and chemicals if spilled pose inherent risks to the maritime zones of India and the connected coastlines housing large coastal population, marine ecosystem, industries and various installations along with supporting tourism industry. Therefore, preventive measures by the Central Coordinating Agency, Ports, Ship Owners, Oil Handling Facilities, Coastal States and other concerned stakeholders are required to be taken to prepare for any likely marine spill.

18-Nov-2022: Indian Coast Guard conducts 20th National Maritime Search & Rescue Board meeting in Gujarat

In the series of Annual Maritime Search and Rescue (M-SAR) meetings, Indian Coast Guard (ICG) conducted the 20th National Maritime Search and Rescue (NMSAR) Board meeting at Kevadia, Gujarat on November 18, 2022. The apex level meeting was chaired by Director General, ICG Shri VS Pathania who is also the Chairman of NMSAR Board.

The Chairman, in his inaugural address, highlighted various initiatives undertaken by ICG in coordination with other stakeholders/resource agencies for strengthening the M-SAR services under the aegis of the Board. During the meeting, Shri VS Pathania launched the National Maritime Search and Rescue Plan-2022. It serves as a policy document for all the participating agencies & stakeholders for directing an integrated and coordinated approach towards the functioning of the M-SAR system.

Apart from deliberations on various maritime safety issues and identifying areas of improvement of SAR services through policy framework and awareness programmes, technical presentations were also delivered by the subject experts from ICG, ISRO, Maharashtra State Fisheries and Karnataka State Fisheries followed by brainstorming sessions and discussions on Agenda Points from the stakeholders.

The NMSAR Board, comprising 31 members from various central ministries/agencies, members of the Armed Forces, all Coastal States & Union Territories, meets annually to discuss policy issues, formulate guidelines & procedures, assess the efficacy of National Maritime Search and Rescue Plan and services for mariners and fishermen in the vast 4.6 million sq km of Indian Search and Rescue Region (ISRR).

26-Oct-2022: Indian Coast Guard Rescues 20 Bangladeshi Fishermen & hands over to their Bangladesh counterpart

Indian Coast Guard (ICG) rescued 20 Bangladeshi fishermen from the sea off Sagar Island near Indo-Bangladesh International Maritime Border Line (IMBL) on 25 Oct 22. In a swift coordinated Search and Rescue (SAR) operation, ICG saved their lives after the Coast Guard Dornier aircraft on surveillance sortie of the post landfall of cyclone “SITRANG” sighted their capsized boats and alerted the SAR team. They were rescued quickly and handed over to Bangladesh Coast Guard.    

ICG had launched its Dornier aircraft post landfall of cyclone “SITRANG to sanitize the area close to the coast off Odisha and West Bengal and to render assistance to the mariners affected by the cyclone. During the surveillance sortie, ICG Dornier aircraft sighted approx. 20 persons in water about 90 NM form IMBL as their boats had capsized in the cyclone. The survivors were clinging onto the floats and debris from sunken fishing boat. ICG dropped life raft in the vicinity and remained in area till survivors embarked the life raft.

Then the ICG aircraft diverted merchant vessel “Nanta Bhum”, which was in vicinity during its passage from Port Klang in Malaysia to Kolkata, directing it to pick up the 20 persons from the life raft dropped by it.

Coast Guard ships Vijaya, Varad  and C-426 were diverted to augment SAR efforts and sanitize the area. The 20 Bangladeshi fishermen were subsequently taken over by ICG Ship  Vijaya. The fishermen were checked by medical officer onboard ICG ship for their fitness before being handed over to Bangladesh Coast Guard, in accordance with the Memorandum of Understanding (MoU) signed between Indian Coast Guard and Bangladesh Coast Guard.

It is pertinent to mention that the Indian Coast Guard in coordination with State Governments of Odisha and West Bengal, had initiated pre-emptive and preventive actions as per its laid down standard operating procedure to mitigate the risk posed by impending weather/ cyclone and ensured the timely and safe return of all fishing boats in aftermath of the receipt of first indication of formation of  “low pressure area” forecasted by IMD regarding cyclone “SITRANG”. The advisory was also shared with Bangladesh Coast Guard. Throughout the passage of cyclone weather, advisory was aired by ICG through Radar Station and Remote Operating Stations.

14-Sep-2022: Indian Coast Guard & ATS, Gujarat apprehend a Pak boat carrying Rs 200 crore worth of drugs from Indian waters

The Indian Coast Guard (ICG) and ATS, Gujarat have jointly apprehended a Pakistani boat with six crew, carrying approximately 40 kilograms of drugs worth Rs 200 crore, from Indian waters. On the intervening night of September 13-14, 2022, the ICG, on the basis of intelligence inputs by ATS Gujarat, strategically deployed two fast interceptor class of ships - C-408 and C-454 - for patrolling in the area close to notional International Maritime Border Line (IMBL). A Pakistani boat was spotted moving suspiciously in Indian waters, five nautical miles inside notional IMBL and 40 nautical miles from Jakhau. On being challenged, the Pakistani boat over boarded a consignment and started evasive manoeuvering. Braving rough seas, the ICG ships intercepted the boat and apprehended it.

The boat is being brought to Jakhau for further joint investigation. This is the fifth such joint operation by the ICG and ATS, Gujarat in last one year. It highlights the importance of effective coordination amongst stakeholders for robust coastal security network.

23-Aug-2022: Indian Coast Guard rescues 32 Bangladeshi Fishermen

Indian Coast Guard (ICG) rescued 32 Bangladeshi fishermen and handed over to Bangladesh Coast Guard (BCG) today in accordance with existing Memorandum of Understanding between the two Coast Guards. Indian Coast Guard Ship, Varad  rescued 32 Bangladeshi fishermen after their boats capsized at Indo-Bangla International Maritime Boundary Line and handed  over them safely to Bangladesh Coast Guard Ship ‘Tajuddin (PL-72)’. Bangladesh Coast Guard has thanked Indian Coast Guard for their humanitarian role in saving the lives of Bangladeshi fishermen.

The Bangladeshi fishermen’s boats had capsized during cyclonic weather/ depression, which travelled along the coast of Bangladesh and West Bengal between 19-20 Aug 22. Most of these fishermen were found clinging on to nets/ floats, in turbulent sea and struggling to survive for almost 24 hours after their boats had capsized, when they were sighted by Indian Coast Guard ships and aircraft on 20 Aug 22. Out of 32 Bangladeshi fishermen, 27 were rescued by Indian Coast Guard in deep waters and remaining 05 were rescued by Indian fishermen in shallow areas.

With the first indication of formation of ‘Low Pressure Area’ forecast by IMD, Indian Coast Guard had alerted its ships/ aircraft and all shore units in the state of West Bengal and Odisha. Indian Coast Guard monitors weather updates daily issuing advisories to fisheries and local administration for instituting necessary measures during likely formation of Low Pressure/ Cyclone. Indian Coast Guard has been working in close coordination with civil administration, fisheries authorities and local fishing/ trawler organisations of respective states of West Bengal and Odisha to mitigate the risks posed by impending weather/ cyclone.

As part of its charter of duties, the Indian Coast Guard undertakes Maritime Search and Rescue operations frequently. The Indian Coast Guard not only provides solace to fishermen and mariners in distress, but also provides humanitarian assistance. This operation reflects the commitment of Indian Coast Guard towards safeguarding precious lives at sea against all odds. Such successful search and rescue operations will not only strengthen the regional SAR structure but also enhance the international cooperation with neighboring countries.

28-Jun-2022: Indigenous Advanced Light Helicopter MK III squadron commissioned into Indian Coast Guard in Porbandar, Gujarat

835 Squadron (CG), an indigenous Advanced Light Helicopter (ALH) MK III squadron, was commissioned into Indian Coast Guard at its Air Enclave in Porbandar, Gujarat on June 28, 2022. DG, Coast Guard Shri VS Pathania presided over the commissioning ceremony which was attended by various military & civil dignitaries based at Porbandar and Gujarat area. The commissioning of this squadron marks a tremendous leap towards self-reliance in the field of Search and Rescue (SAR) and maritime surveillance, in line with Prime Minister Shri Narendra Modi’s vision of ‘Aatmanirbhar Bharat’.

So far, 13 ALH MK-III aircraft have been inducted in the Indian Coast Guard in a phased manner and four of these aircraft are positioned at Porbandar. Since the induction, the squadron has flown over 1,200 hours and conducted numerous operational missions, including the maiden night SAR mission off Diu coast.

The 835 Sqn (CG) is commanded by Commandant Sunil Dutt. The commissioning will give a major fillip to the abilities of the Indian Coast Guard in the Gujarat region and further strengthen the country’s maritime security.

28-Mar-2022: Upgrading the functioning of coast guards

The Government has established a robust maritime search and rescue framework to address and respond to various contingencies in deep sea and in coastal areas of India, which includes distress onboard fishing boats and merchant vessels, safety of life during marine incidents and Search & Rescue (SAR) response during cyclones etc.  Director General Indian Coast Guard has been designated as the Chairman of National Maritime Search and Rescue Board (NMSARB), which constitutes members from national/coastal state administration/agencies.  The force levels of Indian Coast Guard has been enhanced to 159 ships and 72 aircrafts.  Further, 16 District Headquarters and 42 stations have been set up all along the coastline.  The ships and air assets of Indian Coast Guard are fitted with latest state of the art technology equipment/system/sensors to enhance surveillance capability of the Coast Guard.  Adequate research and deliberations are undertaken while formulating the staff requirements for all acquisition cases so that the new ships and air assets inducted are the best in class.

12-Jun-2021: Coast Guard adds teeth to its aviation arm by inducting ALH Mk-III

In line with Atmanirbhar Bharat vision of Prime Minister Shri Narendra Modi, Defence Secretary Dr Ajay Kumar today inducted Advanced Light Helicopters (ALH) Mk-III in Indian Coast Guard (ICG). The state-of-the-art helicopters are indigenously designed and manufactured by Hindustan Aeronautics Limited (HAL), Bengaluru.

Dr Ajay Kumar in his address praised the perseverance of the ICG and HAL by inducting these helicopters in testing times and progressing our Prime Minister’s vision of ‘Make in India’. He also brought out the importance of having these advanced helicopters for ICG to operate them across the spectrum of Coast Guard operations. The ceremony was carried out in Bengaluru through digital means from New Delhi, keeping COVID-19 protocol at the fore and promoting ‘Digital India’ vision of the Government.

The ALH Mk-III marine version has been designed and developed with in-house customisation of 19 additional equipment by HAL to meet ICG requirements. The HAL will supply 16 ALH Mk-III to the ICG by mid next year. The helicopters are capable of undertaking embarked operations from ships which will enhance Coast Guard capabilities towards sea-air coordinated search, interdiction capabilities, coastal security, search and rescue operations, medical evacuation, humanitarian missions, pollution response missions, etc.

While appreciating ICG for the recently conducted successful operations of drugs & arms seizure and saving lives during cyclones Tauktae & YAAS, Defence Secretary said the capacity and capability augmentation of the service needs to be materialised in a time bound manner considering the onerous responsibilities bestowed on ICG by the Government.

On induction, the 16 ALH Mk-III will be positioned at four Coast Guard squadrons at Bhubaneshwar, Porbandar, Kochi and Chennai. The shared maritime boundaries with littoral states are highly susceptible to illegal activities and the regions are prone to frequent cyclones. These squadrons with embarked operations will ensure seamless surveillance and provide assistance to fishermen in distress at sea.

Director General Coast Guard Shri K Natarajan while acknowledging the efforts of Tatrakshaks for recent concurrent successful operations said that the ICG is as prepared as ever to discharge its duties and induction of ALH Mk-III will usher a new paradigm shift in our capability to undertake ship borne operations and enhance surveillance prowess with extended reach. He also brought out that these helicopters will be deployed in a coordinated matrix along with ships and aircraft to strengthen the service capabilities in Area of Responsibility and beyond.

Chairman and Managing Director of HAL Shri R Madhavan and other senior officials of Ministry of Defence were among those who attended the event.

31-Jan-2021: Indian Coast Guard will celebrate 45th Raising Day

Indian Coast Guard is celebrating its 45th Raising Day on 01 Feb 2021. From a modest beginning with just 07 surface platforms in 1978, ICG has grown into a formidable force with 156 ships and 62 aircraft in its inventory and is likely to achieve targeted force levels of 200 surface platforms and 80 aircraft by 2025.

As the fourth largest Coast Guard in the world, Indian Coast Guard has played a significant role in securing the Indian Coasts and enforcing regulations within the Maritime Zones of India. True to its motto “Vayam Rakshamah” meaning “We Protect”, the service has to its credit saving over 10,000 lives and apprehending around 14,000 miscreants since inception in 1977. On an average, Coast Guard saves one precious life every second day at sea.

Despite the restrictions imposed by the ‘COVID-19’ pandemic, Indian Coast Guard has maintained 24x7 vigil in the Exclusive Economic Zone, by deploying about 50 ships and 12 aircraft daily. The deterrence at sea and coordinated air surveillance by the service enabled seizure of contraband worth about ₹ 1,500 Crore and apprehension of more than 10 foreign fishing boats with 80 miscreants illegally operating in the Indian EEZ alone in year 2020.  The ‘Preventive and Measured Response’ stance of operations introduced just over a year ago, ensured that more than 6,000 fishing boats with about 40,000 fishermen were escorted to safe harbours during the passage of 11 cyclones last year, thus averting loss of lives and property at sea.

In consonance with the Hon’ble PM’s vision of ‘SAGAR’ - Security And Growth of All in the Region, Indian Coast Guard created maritime history in dousing a raging fire onboard the 333 M long Very Large Crude Carrier Motor Tanker New Diamond with about 3 Lakh Metric Tonnes of crude oil off Sri Lanka, thereby averting a major ecological disaster.  Further, ICG also provided Pollution Response assistance to Mauritius during the grounding of Merchant Vessel Wakashio and provided 30 T of Pollution Response equipment in addition to training. ICG is also collaborating with littoral countries to combat transnational maritime crimes and enhance maritime safety in its area of responsibility and in the Indian Ocean Region.

To harmonise the Maritime & Civil Aviation Search & Rescue mechanism, ICG conducted National Maritime Search & Rescue Board meeting and followed it up with SAR Exercise-2020 (SAREX-2020) to validate the existing mechanism for undertaking Mass Rescue Operations. In order to synergise Coastal Security and intelligence, a maiden seminar was conducted to enhance the effectiveness of Intelligence sharing between stakeholders.  The service is also working in close coordination with Central and State agencies to put in place a robust Coastal Security mechanism.

The President of India, Vice President, Prime Minister and Defence Minister congratulated the Indian Coast Guard on completion of 44 glorious years of yeoman service to the nation and appreciated the remarkable role played by the service in pursuit of the nation’s interests in the Maritime Zones.

18-Jun-2019: ICG co-hosts 12th ReCAAP ISC capacity building workshop in capital from June 19

Indian Coast Guard (ICG) will be co-hosting 12th Capacity Building workshop with Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) Information Sharing Centre (ISC) on June 19-20, 2019.

The ReCAAP is the first regional Government-to-Government agreement to deal with piracy and armed robbery at sea in Asia. Presently 20 countries are members of ReCAAP. India played an active role in the setting up and functioning of ReCAAPISC along with Japan and Singapore. Union Government has designated ICG as the focal point within India for ReCAAP. India has hosted this workshop earlier in November 2011 at Goa and December 2017 at New Delhi.

Information sharing, capacity building and mutual legal assistance are the three pillars of co-operation under the ReCAAP agreement. An ISC has been established at Singapore to collate and disseminate the information among the contracting parties and the maritime community. Capacity building workshop is organised annually by the ISC and is co-hosted by one of the contracting parties. The main objective of this workshop is to share updated situation of piracy and armed robbery against ships in Asia and best practices of Asian countries. The workshop also aims to deepen the knowledge of participants on various issues related with piracy and armed robbery such as international laws, prosecution process, forensics and emerging threats.

A total of 31 International delegates from 19 countries will be participating in the workshop. In addition, officials from national stakeholders like major ports, state maritime boards, state marine police, Directorate General of Shipping and Indian National Ship-Owners Association are also participating in this workshop.

28-Jun-2022: PADMA, the Centralised Pay System for Indian Coast Guard launched

Pay Roll Automation for Disbursement of Monthly Allowances (PADMA), an automated Pay & Allowances module for the Indian Coast Guard was inaugurated by Shri Rajnish Kumar, Controller General of Defence Accounts (CGDA), Ministry of Defence, on June 28, 2022.

PADMA is an automated platform leveraging latest technology which will provide seamless and timely disbursal of Pay & Allowances to around 15,000 Indian Coast Guard personnel. This module has been developed under the aegis of Defense Accounts Department and will be operated by Pay Accounts Office Coast Guard, Noida. The launch marked the beginning of the Centralized Pay System (CPS), the foundation of which is being laid down by the Defence Accounts Department Headquarters to provide one stop pay accounting solutions for all organisations under the Ministry.

The CGDA emphasized that the Government has campaigned for Digital India to ensure dedicated services and reduce manual intervention at every level & to promote E-Governance in a big way. Launch of PADMA will strengthen the Digital India concept. Also, it is an ‘Atmanirbhar Bharat’ initiative as the entire module has been designed and developed by Indian entrepreneurs assisted by domain experts.

12-Apr-2019: HC seeks CCS response on plea over Assam Rifles

The Delhi High Court has sought the response of the Cabinet Committee on Security (CCS) on a plea seeking directions to remove the dual control of Assam Rifles and bring it under the Defence Ministry. The next hearing is slated for May 8.

At present, the administrative control of Assam Rifles lies with the Home Ministry, while the operational control is with the Defence Ministry leading to violation of the rights of the troopers of India's oldest paramilitary force.

On December 3 last year, the court ordered the Home and Defence Ministries to hold a meeting to resolve the matter and place before it the decision taken in an affidavit. The Home Secretary informed the court that a note had been sent to the CCS on March 20 and both the Home and Defence Ministries will abide by the CCS' decision.

Unhappy with the response, the court said: "In effect the Ministry of Home Affairs has washed its hands off the issue and placed it at the CCS' doorstep. The court is therefore constrained now to issue a notice to the CCS to explain what decision it has taken on the note forwarded to it by the MHA on March 20."

The petitioner has challenged the Government of India (Allocation of Business) Rules, 1961 saying that it places Assam Rifles under the head 'Police', which is arbitrary, unreasonable and violates the rights of Assam Rifles ex-servicemen guaranteed under Article 14 of the Constitution of India.

The petitioner said that the objective and functions of Assam Rifles were that of a military and para military force and its categorisation as a police force was arbitrary, unreasonable and in violation of the rights of its personnel. The petition also seeks grant of pay, allowances, pension (including arrears) and ex-servicemen facilities to Assam Rifles personnel at par with the Indian Army.
