23-Jan-2021: Union Home Minister Shri Amit Shah launched 'Ayushman CAPF' scheme for personnel and dependents of Central Armed Police Forces during a function in Guwahati, Assam

The Union Home Minister Shri Amit Shah today launched the 'Ayushman CAPF' scheme for personnel and dependents of the Central Armed Police Forces during a function in Guwahati, Assam. On this occasion, Shri Amit Shah presented Ayushman CAPF beneficiary e-health cards to some officers and personnel of the CAPFs.

In his address on this occasion, Shri Amit Shah said the Prime Minister Shri Narendra Modi is committed to serve and take care of those serving the country and making our soldiers Ayushman is the priority of the Modi Government. Today we are also celebrating Parakram Diwas to mark 125th birthday of Netaji Subhash Chandra Bose. Prime Minister Shri Narendra Modi has decided that from now on, the country will celebrate January 23 as Parakram Diwas. He said today the Ayushman CAPF scheme is being started for the healthcare of the brave jawans of the CAPFs and their families. There cannot be a better day to start this scheme than today.

The Union Home Minister said whether it is internal security or border security, our Jawans stand guard with valour and dedication. I believe that soldiers who are serving our motherland should not be worried about their families. It is our responsibility to take care of their families. We have taken many steps to ease their problems and make their lives easier. PM Modi's Ayushman Bharat is one such scheme that is being extended to all CAPF personnel and their families today.

Shri Amit Shah said the Modi Government has solved a problem of the CAPF personnel and that is related to the healthcare of their families. We always want to serve those who serve the country. Now all CAPF personnel and their families will receive free treatment with a simple card swipe in 24,000 hospitals. Shri Shah said the scheme will be fully implemented by 1st May and an effort will be made that the Ayushman shield becomes available to all, through the efforts of the Prime Minister by 1st May. The Union Home Minister said a health card will also be given to all CAPF personnel and their families and all CAPF personnel can receive a medical checkup once every year and their families once in three years. This is a wonderful gift from Prime Minister Modi to our CAPF personnel. The Prime Minister Ayushman scheme has already served around two crore people, and provides free treatment upto Rs. five lakh to the poor and the needy. Shri Shah said that patients are also given Rs. 250 to commute back to their homes after treatment. The lives of India's 60 crore poor have been transformed by this cashless system.

Shri Shah said when he took charge of the the Union Ministry of Home Affairs, there were three major problems faced by security forces, which included lack of a comprehensive plan for healthcare, very low housing satisfaction ratio and extra duty hours due to delay in new recruitments. Shri Shah said the Modi Government has resolved the problem of healthcare today, which is a major beginning. The Union Home Minister said we are also trying to ensure that every Jawan gets to spend at least 100 days every year with his family. Just a few days ago recruitment results have been declared and 50,000 Jawans will join the CAPFs soon, besides another 50,000 Jawans will also be recruited in the near future. The recruitment process will be combined with the cycle of retirements in such a way that a new Jawan is recruited on the day of the other’s retirement. This will enable Jawans to sincerely do their duty. Shri Amit Shah said work will be done to increase the housing satisfaction ratio to 55 percent, which is targeted to be gradually increased to above 65 percent by 2024.

The Union Home Minister said the year 2020 was extremely challenging for the entire human race. Along with the whole world, India has also faced this crisis. In the early days a lot of questions were raised, but by taking the initial steps under the leadership of Shri Narendra Modi, the entire country was ready to unite and fight against the Corona virus and today the virus related figures of India are very good compared to developed countries.

Shri Amit Shah said before the Corona virus struck, we could not make masks, PPE kits, ventilators, but today India has the capability to export these to the world. The main reason for this is that State Governments and 130 crore people standing together with the Prime Minister fought against the Corona virus in India. Shri Amit Shah said CAPF personnel and policemen stood in the front row in this fight. Many soldiers were also infected but there was no laxity in their vigour and passion.

The Union Home Minister said our scientists have made two vaccines that are considered to be the most reliable in the world. Today, the world's largest vaccination programme is being run under the leadership of Prime Minister Modi. Shri Amit Shah said I want to tell the people who are indulging in politics over the Corona vaccine, that there are many other forums for indulging in politics. Why are you indulging in politics on issues concerning the people's health and the vaccine that our scientists have worked hard to make? By indulging in such acts, you are casting aspersions on the ability of our scientists. I request all Jawans, - State Police Forces, CAPFs and others, to wait for their turn and take the vaccine without any hesitation.

Shri Amit Shah said the Modi Government has initiated several reforms, which include the establishment of the National Defence University and National Forensic Science University. This will help students involved in the field of security to make a career. Shri Shah also asked the Chief Minister of Assam and the state’s Finance Minister to open colleges affiliated to these two universities.

The programme was attended by the Minister of State for Home Affairs, Shri Nityanand Rai, the Assam Chief Minister Shri Sarbananda Sonowal, Assam's Finance and Health Minister Himanta Biswa Sarma, Union Home Secretary Shri Ajay Kumar Bhalla, Director General of the CRPF, Shri A.P. Maheshwari, National Health Authority CEO Dr. Indu Bhushan and senior officers of the CAPFs and the Union Government.

1-Mar-2020: Shri Amit Shah inaugurates the campus of NSG Regional Hub at Kolkata

Presiding over the inauguration of the National Security Guard (NSG) Regional Hub campus at Kolkata today, Union Minister for Home Affairs, Shri Amit Shah termed this as an important step in the direction of giving adequate facilities to the brave NSG jawans, which are important for them to function unhindered in ensuring the security of the Nation. The Home Minister presided over the inauguration and founding stone laying ceremony of various welfare projects for NSG, amounting to over Rs. 245 crores, across Kolkata, Manesar, Chennai and Mumbai. He said that the various facilities and schemes being inaugurated today, would go a long way in ensuring the boosting of capabilities of the force and raising the morale of the jawans.

This state-of-the-art regional hub complex at Kolkata, worth over Rs.162 crores, will have Residential and Non Residential Complexes to house 460 persons and families, office accommodation and modern training facilities such as Baffle firing range, indoor shooting range, obstacles, swimming pool, sports complex and artificial rock craft wall etc. This latest NSG complex has become a model regional hub of the NSG, which will help in honing the professional acumen of the NSG commandos and also contribute significantly in capacity building of the first responders, the Police forces of the States.   The area of responsibility of this Hub comprises of West Bengal, Bihar, Jharkhand & the entire North East. The Kolkata hub, hitherto functioning from the Kolkata airport, is the fourth to have permanent infrastructure after Mumbai, Chennai and Hyderabad.

Apart from the inaugurating Regional Hub, Kolkata the Home Minister also inaugurated the 120 family quarters at Training Centre, Manesar; Explosive Magazine built at NSG Hyderabad Hub; and laid foundation stones for the construction of family quarters at Regional Hub Chennai and Mumbai. This newly created infrastructure will improve the housing satisfaction and enhance Operational as well Training capabilities.

Addressing the gathering, Shri Shah assured the force that under the leadership of Prime Minister Shri Narendra Modi, all expectations of NSG from the Central Government would be fulfilled in the next 5 years. The government would put in place an efficient system that would fulfil all the needs of the force, whether it is related to the training modules for the officers for keeping them abreast with latest technology available globally and modus operandi of terrorist organizations; provision of modern technology, arms and equipment; family welfare, among others. Government of India wants to keep NSG two steps ahead in the current global scenario and this vision would be achieved in the near future, he said.

Shri Shah said that since its inception, NSG jawans have given supreme sacrifices to secure the Nation from all terrorist threats and have been successful in instilling confidence in the people. The NSG commando has become synonymous with a 'sense of security' for the citizens of India, by dedicating each second of his valuable life for securing the Nation. Shri Shah appreciated the preparedness levels of the NSG to keep up PM's vision of zero tolerance towards terrorism and eliminating them with minimum collateral damage. He also encouraged the force to keep evolving with the changing threat scenario, update its skills and capabilities continuously, so as to bring down the response time towards any challenge. Stressing on the importance of bringing down the duration of eliminating a threat, he said that there is a need to bring a positive change in the training policy, infrastructure, response strategy, technology and the priority of the jawans in the training. Shri Shah said that the mere presence of NSG must be a deterrent enough for those who think of spreading terror and harm the unity and integrity of the Nation.

"Historically, India has never been an aggressor; we want world peace, yet we would not allow anyone to disturb India's peace, unity and integrity", Shri Shah said. He mentioned that after the surgical strike and the Balakot airstrikes the world recognises the fact that India has a bold leadership that would not let even a drop of its soldiers' blood go waste. Under the leadership of Shri Narendra Modi, Indian security forces have displayed their capability to strike deep inside enemy territory to avenge any act of terror against the country, which hitherto was only displayed by US and Israel. This government has given the country a long awaited and well-defined proactive security policy that is distinct from its foreign policy.

The Home Minister reassured the force that it is a prime priority of the Modi government to ensure the welfare of the soldier and his family. He also mentioned that since the Modi government came to power, it has initiated various schemes for the welfare of the security forces, like one rank one pension, which has led to improvement in the satisfaction ratio of the security personnel. The government is putting in place a well-designed policy that will ensure that the jawans spend at least 100 days in a year with their family. A time bound programme is to be implemented to upgrade the facilities for the jawans at the place of their posting, which is being monitored by the Home Minister. He promised that the determination of the jawans in securing the Nation would be reciprocated in letter and spirit by the Modi government through securing their family's future, he added. Concluding his address, the Home Minister saluted each soldier and their families for dedicating their lives for the Nation.

In his welcome address, DG NSG, Shri Anup Kumar Singh welcomed the Chief Guest and informed that NSG has conducted joint exercises with USA and France as part of its capacity building efforts. The force has countered 115 terrorists and has been awarded 3 Ashok Chakras, 2 Keerti Chakras, 4 Shourya Chakras, 115 Police medals, which stand as a testimony to the NSG’s competence.  NSG is a world class ‘zero error’ force and can counter any kind of attack in minimum response time. NSG which comprises of Indian Army and CAPFs, has multi-dimensional responsibility of countering terrorist attacks/hijack attempts and also providing proximate security. He said that the NSG Hub has state of the art training facilities to train State Police Forces thereby helping in increasing their professional capabilities.

7-Jul-2017: NSG organises first International Aviation Security seminar

National Security Guard (NSG) has organised the first International Aviation Security Seminar in Manesar, with the aim of bringing all major stakeholders under one roof and facilitate them sharing views/opinion, discussions, brain storming with the matters concerning Aviation Security.

Prominent personalities/speakers from various organizations/aviation sector delivered lectures and shared valuable views on the matter of aviation security. Weapons and equipment were also displayed showcasing the current weapons and systems used by the forces and cutting edge systems considered for future planning.

About 300 delegates/officials from the Ministry of Home Affairs, Ministry of Civil Aviation, Directorate General of Civil Aviation, Airports Authority of India, Bureau of Civil Aviation Security of India, Central Industrial Security Force, State Police Forces, Airports, Airlines, Foreign Security /Aviation of USA, France, Germany and Sri Lanka participated in the Seminar.

Shri Rajiv Pratap Rudy also hoisted the National Flag at NSG Campus, during the National Flag Foundation programme, being organised by NSG today. The Force has got a 30X45 National Flag (Tiranga) on a 100 feet monumental flagpole installed in its Campus. It is the India's 67th Flagpole and 26th highest Monumental Flagpole.

5-Jun-2017: MoU signed between Central Industrial Security Force & National Skill Development Corporation

The Central Industrial Security Force (CISF), Ministry of Home Affairs and the National Skill Development Corporation (NSDC) & National Skill Development Fund (NSDF), Ministry of Skill Development and Entrepreneurship, signed a Memorandum of Understanding (MoU).

Skill development has increased the employability among the youth. The system in the country needs to be such that it gives enough importance to the skills possessed by any individual and the policies are framed accordingly. Many skills are in huge demand world over and our youth can tap this opportunity, if groomed properly. Aspirational values need to be added to the designations in the system, which will act as an encouragement to the individuals in CAPF.

India can become a world power if youth of the country develop the attitude towards skill development. In the last two and half years, skill development has led to employment of large number of youth in different areas, thereby strengthening India by skill development. Dignity of labour and value of hard work is losing importance in the country, which needs to be addressed and the attitude towards labour needs to be changed. Hard work and dedication are the most important factors in skill development. CAPFs, when given any Government programme for implementation, have executed in a very speedy and efficient manner, for example: Swachh Bharat Abhiyaan and Digital Payment initiative. There is no dearth of skills in India and skills need to be given importance along with degrees to attract youth towards developing their skills.

This project will help families of CISF personnel. Simultaneously, CISF would be contributing majorly in enhancing the skilling initiative and potential.

The MoU provides that CISF, NSDC and NSDF shall work together at CISF units all across the country where Family Welfare Centres are functional and other CISF locations with an objective to impart skill development programs under the Skill India Mission for the purpose of implementation of CISF Multi Skill Development Institute Projects.

The MoU aims at assisting retiring/retired, serving low medical category (LMC) CISF personnel to acquire additional skills and facilitate their resettlement through a second career. It will also provide welfare to wards, family members of serving CISF personnel, retired personnel and personnel killed in action. Skill Development would go a long way towards supporting gainful employment and at the same time would contribute towards nation building.

The MoU shall remain in effect for a period of 5 years (starting from 5th June, 2017 till 5th June, 2022), subject to a mid-term review after 3 years.
