6-Dec-2018: UN launches new framework to strengthen fight against terrorism

United Nations Secretary-General António Guterres launched a new Organization-wide framework to coordinate efforts across the peace and security, humanitarian, human rights and sustainable development sectors.

Termed the UN Global Counter-Terrorism Coordination Compact, the framework is an agreement between the UN chief, 36 Organizational entities, the International Criminal Police Organization (INTERPOL) and the World Customs Organization, to better serve the needs of Member States when it comes to tackling the scourge of international terrorism.

Speaking at the first meeting of the Compact’s Coordination Committee, at the UN Headquarters, in New York, Mr. Guterres highlighted the need to ensure full respect for international human rights standards and rule of law in countering terrorism.

Policies that limit human rights only end up alienating the very communities they aim to protect and which normally have every interest in fighting extremism. As a result “such policies can effectively drive people into the hands of terrorists and undermine our efforts on prevention.”

He also urged greater vigilance against the misuse of emerging technologies such as artificial intelligence, drones and 3D (three-dimensional) printing, as well as against the use of hate-speech and distortion of religious beliefs by extremist and terrorist groups.

According to the UN Office of Counter-Terrorism, the Coordination Committee will oversee the implementation of the Compact and monitor its implementation. It is chaired by UN Under-Secretary-General for counter-terrorism, Vladimir Voronkov.

At its meeting, the Coordination Committee also discussed strategic priorities for the next two years, based on the sixth review of the Global Counter-Terrorism Strategy, relevant Security Council resolutions and UN Counter-Terrorism Executive Directorate(CTED) assessments as well as Member States requests for technical help.

It also looked into the organization of work and ways to improve the delivery of an “All-of-UN” capacity-building support to Member States.

The UN Global Counter-Terrorism Coordination Compact Task Force will replace the Counter-Terrorism Implementation Task Force, which was established in 2005 to strengthen UN system-wide coordination and coherence of counter-terrorism efforts.

12-Aug-2018: Landmark Caspian Sea agreement signed by five coastal nations

After more than 20 years of fraught diplomatic efforts, the five littoral Caspian nations – Russia, Iran, Kazakhstan, Azerbaijan and Turkmenistan – agreed upon a legal framework for sharing the world’s largest inland body of water, which bridges Asia and Europe and has reserves of oil and gas as well as being a habitat for sturgeon. Diplomats described the document as a regional constitution.

This was a hard-won diplomatic victory. As late as last week Iranian analysts reported that Tehran was “50:50” on whether to sign. The main sticking point was how to apportion the seabed. Many favour division by a line equidistant from the five coastlines, but Iran – with the smallest coastline – does not.

Russia was reluctant to allow Turkmenistan to pursue its proposed 300km gas pipeline to Azerbaijan, which would open up its huge, cheap, gas reserves to a European market at present dominated by Gazprom.

On Sunday the five nations agreed to 15 miles of sovereign waters, in addition to a further 10 nautical miles of fishing area, beyond which there would be common waters

The Caspian Sea, which was once controlled by Iran, is a sensitive issue for that country. It lost the northern part of the sea in a defeat by Russia in the 1820s and the loss seems still traumatic. Rouhani’s critics will paint any perceived concession at the summit as national betrayal.

But Rouhani is not well placed to quibble with his neighbours. Since the US president, Donald Trump,  to unleash “the most biting sanctions ever imposed” on Iran with a promise that “anyone doing business with Iran will not be doing business with the United States”, Tehran has been scrambling to fill dangerous new holes in its economy.

Its preference has long been to reach for trade and diplomatic partnerships in Europe but now the US has effectively cut this market off, Iran has been forced to turn to Russia, China and its regional allies to keep its economy afloat.

Trump’s goal to reduce Iranian oil sales to zero by November is looking increasingly implausible. On Friday, Iran’s biggest oil customer,  it would keep doing business with Iran. Rouhani would have used his bilateral meeting with Putin on the sidelines of the summit to seek similar assurances.

A legally binding convention that prevents Caspian nations from opening their borders to third-party aggressors – such as the US or NATO – or allowing any foreign military presence at all on Caspian waters is a triumph for Putin. For Rouhani, a strategic display of Russian support is more pressing.

The best possible outcome for the Iranians will be to walk away with something tangible to take back to Tehran that says we’re doing just fine with or without US sanctions. But bound by sanctions of its own Russia has not got much to give in the way of economic lifelines. The best Putin can offer is assistance in developing Iranian gas fields or some form of cooperation between state-owned institutions already blighted by existing sanctions and written off as toxic.

When it comes to substantial reassurances which Rouhani can take back to an anxious Tehran, an awkward alliance with some trade-friendly neighbours might have to do.

2-Jul-2018: India to provide tariff concessions on 3,142 items to APTA members.

India has agreed to provide tariff concessions on 3,142 products to Asia Pacific Trade Agreement (APTA) members, including Bangladesh and Sri Lanka, from July 1. However, these duty concessions will be more for least developed countries (LDCs) and less for developing nations.

APTA is an initiative under the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) for trade expansion through exchange of tariff concessions among developing country members of the Asia Pacific Region. It is in place since 1975.

It is a preferential trade agreement (PTA), under which the basket of items as well as extent of tariff concessions are enlarged during the trade negotiating rounds which are launched from time to time.

The six member countries are Bangladesh, China, India, Laos, Korea and Sri Lanka.

The results of fourth round of negotiations under the APTA have been implemented with effect from July 1.

India has, on its part, exchanged tariff concessions on 3,142 tariff lines (or goods) with all member countries and special concessions on 48 tariff lines for LDCs, with Bangladesh and Laos. The fourth round of trade negotiations were formally concluded and signed by the ministers of the member countries during their meeting on January 13 last year. The decision of this meet has now been implemented by all members with effect from July 1.

With the implementation of this decision, the coverage of preferences of total tariff lines for each member would come of 10,677 products, up from 4,270 items at the conclusion of the third round.

The average Margin of Preference (MoP) being provided under the agreement is 31.52 per cent. But LDC members are entitled to greater concessions on 1,249 items with an average MoP of 81 per cent.

Under a free trade agreement, countries cut or eliminate duties on most number of goods traded between them besides liberalising norms to promote services trade and investments. But under a PTA, duties are eliminated on a certain number of identified items.
