6-Jul-2023: India and Singapore sign a Protocol Document today extending for five years the current MoU on Cooperation in the field of Personnel Management and Public Administration till 2028

The Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India and The Public Service Division, of the Republic of Singapore signed a Protocol Document on 6th July, 2023, extending for five years the current MoU on Cooperation in the field of Personnel Management and Public Administration till 2028.

The MoU was signed by Shri V. Srinivas, Secretary on behalf of the Department of Administrative Reforms and Public Grievances and Mr. Simon Wong, High Commissioner of Singapore to India.

The MoU aims at strengthening the partnership between the two countries through various forms of cooperation between both countries’ Public Service officers. The cooperation in areas such as Administrative Reforms & Public Sector Transformation, Public Service Delivery, Leadership and Talent Development, E-Governance, Capacity Building and Training form part of the areas to be covered under the activities of MoU.

Union Education Minister Shri Dharmendra Pradhan is on a three-day visit to Singapore to strengthen existing ties and to explore the possibility for widening the scope of bilateral engagement in education and skill development. Shri Pradhan met various key Ministers of Singaporean Government and visited Spectra Secondary School today.

Shri Pradhan had a constructive meeting with DPM & Minister for Finance, Singapore, H.E Mr. Lawrence Wong on strengthening the existing cooperation between India and Singapore with focus on deepening engagements in skill development. During the meeting it was agreed to work together, aiming to create opportunities for lifelong learning, building a future-ready workforce, and making knowledge & skill development a key pillar of strategic partnership.

During the meeting, Shri Pradhan said that under the leadership of the Prime Minister Shri Narendra Modi, the Indian Government launched the National Education Policy (NEP) in 2020. NEP 2020 is specifically focusing on providing early exposure to vocational education in middle schools, ensuring that market relevance of training as well as building capacity of our institutions to provide technical and vocational education. He further informed the Government is also working towards integrating skills qualifications framework with higher education qualification framework and investing in developing short-term and long-term training programs to provide skilling, re-skilling and upskilling opportunities. The Minister stressed on learning from the best practices of Singapore, collaborate and customize it to meet Indian needs.

Shri Dharmendra Pradhan had an insightful discussion with Singapore's Minister of Trade and Industry H.E Mr. Gan Kim Yong. The Ministers had fruitful conversations on strengthening our skill development and vocational training linkages through all mechanisms for creating a seamless architecture for skilling and lifelong learning. Building on the outcomes of the G20 Future of Work workshop in Bhubaneswar, they also discussed ways in which India can leverage the expertise and knowledge of Singapore for addressing common challenges and transforming the Indian skills ecosystem.

Shri Pradhan had the opportunity to have a greater overview of the best practices and models being followed in Singapore for training of workforce. Both the Ministers agreed to advance mutual priorities in skilling, create new opportunities for lifelong learning and collaborate together for the benefit of our countries as well as other emerging economies.

Later in the day, Shri Pradhan visited Spectra Secondary School. He interacted with students and teachers to know more about the teaching-learning environment, pedagogy, among others. The Minister was happy to know that the school prioritises skills-based education and also focuses on encouraging learning at the pace suitable for every learner to prepare them for future workplaces.

21-Feb-2023: India and Singapore launch cross-border real-time payment linkage between UPI and PayNow

India and Singapore have unveiled a new real-time payment system that links UPI and PayNow.

The launch was attended by Prime Ministers Narendra Modi and Lee Hsien Loong, and cross-border transactions were made by the Governor of Reserve Bank of India and the Managing Director of Monetary Authority of Singapore.

This new facility is the first cross-border P2P payment option of its kind and will benefit the Indian diaspora in Singapore. It is hoped that it will bring the benefits of digitalization and FINTECH to the general public.

16-Nov-2022: Prime Minister’s meeting with the Prime Minister of Singapore on the sidelines of G-20 Summit in Bali

Prime Minister Shri Narendra Modi met the Prime Minister of Singapore, H.E. Mr. Lee Hsien Loong on the sidelines of G-20 Summit in Bali today. He recalled his meeting with Prime Minister Lee on the sidelines of G-20 Summit in Rome last year.

Both Prime Ministers took note of the strong Strategic Partnership between India and Singapore and regular high level Ministerial and institutional interactions, including the inaugural session of the India-Singapore Ministerial Roundtable, held at New Delhi in September 2022.

The two leaders reiterated their commitment to further expand trade and investment linkages between the two countries particularly in Fintech, renewable energy, skill development, health and pharmaceutical sectors. PM Modi invited Singapore to invest in various sectors including Green economy, infrastructure, and digitalisation and to take advantage of India’s National Infrastructure Pipeline, Asset Monetisation Plan and the Gati Shakti Plan.

The two leaders also exchanged views on recent global and regional developments. Prime Minister Modi appreciated Singapore’s role in India’s Act East Policy and its role as the country coordinator of ASEAN-India relations from 2021-2024. Both leaders reiterated their desire for working together for furthering the India-ASEAN multi-faceted cooperation.

Prime Minister conveyed best wishes to Prime Minister Lee for the future and invited him to visit India for the G-20 Summit next year.

4-Nov-2022: Joint Military Training-2022 With Republic of Singapore Air Force (RSAF) at Air Force Station Kalaikunda

On 03 November 2022, the 11th edition of the annual Joint Military Training (JMT) between the Indian Air Force (lAF) and the Republic of Singapore Air Force (RSAF) commenced at Air Force Station, Kalaikunda. The two Air Forces have resumed this training after a gap of two years. The training could not be carried out in the intervening two years due to the COVID-19 pandemic. This edition of JMT would be conducted over a period of six weeks. The bilateral phase of the exercise will be conducted from 09 to 18 November 2022 and will see the two Air Forces engage in advanced air combat simulations.

The RSAF is participating in JMT-2022 with F-16 aircraft, while the IAF would field the Su-30 MKI, Jaguar, MiG-29 and LCA Tejas aircraft. The exercise underscores the strong and longstanding relationship between India and Singapore in the domain of defence cooperation. It seeks to provide the participating contingents with an opportunity to share valuable operational knowledge, experiences and best practices, while strengthening the professional bonds between the two Air Forces.

19-Sep-2022: Call on the Prime Minister by the Joint India-Singapore Ministerial Delegation

A Joint India-Singapore Ministerial delegation, comprising Deputy Prime Minister and Finance Minister of Singapore Mr. Lawrence Wong,  Minister for Trade and Industry of Singapore, Mr. Gan Kim Yong and Smt Nirmala Sitharaman, Finance Minister of India, called on the Prime Minister today. The Ministers briefed the Prime Minister about the outcomes of the inaugural session of the India-Singapore Ministerial Roundtable (ISMR), held on 17 September 2022 in New Delhi.  This is Mr. Lawrence Wong’s first visit to India in his capacity as the Deputy Prime Minister.

The establishment of the ISMR is a pathbreaking initiative which was envisioned by Prime Minister Modi and reflects the unique nature of India-Singapore bilateral relationship. The Ministers briefed the Prime Minister about the wide-ranging discussions held, especially in emerging areas of digital connectivity, Fintech, green economy, skill development and food security.

The Prime Minister conveyed his appreciation and hoped that initiatives like ISMR would help further strengthen the bilateral relations between the two countries. The Prime Minister also conveyed his good wishes for Prime Minister Lee and the people of Singapore.

13-Apr-2022: India and Singapore organise East Asia Summit  workshop on Illegal, Unreported, and Unregulated  Fishing

Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India and the Government of Singapore organized a virtual East Asia Summit (EAS) Workshop on Illegal, Unreported, and Unregulated (IUU) Fishing yesterday  co-chaired by India and Singapore Food Agency (SFA).  Shri Jatindra Nath Swain, Secretary, Department of Fisheries (DoF), Government of India  gave key note address . The workshop was attended by  8 EAS member countries, and 4 knowledge partners, officials of Department of Fisheries, Government of India , Fisheries officials of different States/UTs and other invitees.

In his inaugural address, Shri Swain highlighted the urgent call for combating illegal, unreported and unregulated fishing. Mr. Swain shared some of India’s efforts and initiatives to combat IUU fishing especially through working with coastal fishing communities.

The Workshop began with the opening session led by India and chaired by Joint Secretary, Department of Fisheries, Government of India, Dr. J Balaji. During the welcome address Dr. J Balaji introduced the theme of the workshop and welcomed all the esteemed delegates, panelists and participants in the Workshop from the countries of Australia, Cambodia, China, Indonesia, New Zealand, Republic of Korea along with India and Singapore. In his opening remarks to the EAS IUU Workshop, the CEO of the Singapore Food Agency highlighted the importance of combating IUU fishing which has negatively impacted the livelihood and food security of the coastal fishing communities.

The Technical Session 1 was focused on regional collaborations in combating IUU fishing and was Chaired by Singapore Food Agency. The knowledge-partners, namely, the Bay of Bengal Programme Inter-Governmental Organization (BOBPIGO), the Commonwealth Scientific and Industrial Research Organization (CSIRO), the Southeast Asian Fisheries Development Center (SEAFDEC) and the UN Food and Agriculture Organization (FAO) shared the regional efforts and the groundbreaking and continuous efforts being taken to combat IUU fishing. During the Technical Session 2, representative from each participating country shared their national success stories, experience gained and measures being taken up by the respective country to curb IUU fishing.

7-Jul-2021: India and Singapore held meeting on the subject of “Personnel Management and Public Administration”

India and Singapore held a bilateral meeting last evening through virtual mode under the aegis of Memorandum of Understanding (MoU) entered into between Ministry of Personnel, Public Grievances and Pensions and Public Service Division (PSD), Prime Minister’s Office, Singapore on 01st June, 2018 on the subject of “Personnel Management and Public Administration”.

The bilateral meeting was led by Shri Sanjay Singh, Secretary, DARPG from Indian side and Mr. Loh Khum Yean, Permanent Secretary, PSD, Singapore from Singapore side.

During the meeting, both sides shared experiences on Good Governance Practices in a Pandemic, Transforming Leaderships and Ethics, Capacity Building and Training of Leaders and Public Officers, Citizen Centric Governance and identified Citizen-centric service delivery and E-governance as potential areas for future collaboration.

Since the scope of cooperation laid down under the MoU is immensely relevant to the processes of development in both the countries, both sides’ decided to share the best practices on current technology tools and processes of governance, capacity building, service delivery etc. so that both the nations could benefit through cross learning.

28-Aug-2020: 14th India-Singapore Defence Policy Dialogue via video conferencing

The 14th India-Singapore Defence Policy Dialogue (DPD) was held via video conferencing here today. It was co-chaired by Defence Secretary Dr Ajay Kumar and Permanent Secretary (Defence), Singapore Mr. Chan Heng Kee.

Both sides held discussions on a number of issues of bilateral defence engagements between India and Singapore. Both sides committed to further enhance the security partnership between the two countries.

At the end of the DPD, the Implementing Arrangement on Humanitarian Assistance & Disaster Relief (HADR) between India and Singapore was also signed.
