India and Mexico signed a Memorandum of Understanding on research, technology and innovation collaborations with focus on several key technology areas like Aerospace, Electronics Instrumentation & Strategic Sectors; Civil, Infrastructure & Engineering; Ecology, Environment Earth & Ocean Sciences and Water; Mining, Minerals, Metals & Materials; Chemicals (including leather) and Petrochemicals; Energy (Conventional & Non-Conventional) and Energy Devices; Agri, Nutrition & Biotech and Healthcare.

The Multi-Sectoral Historic Agreement was signed in the August Presence of Union Minister for Science & Technology, Dr Jitendra Singh and Foreign Minister of Mexico Marcelo Ebrard at the India Science Centre, Lodhi Road in presence of High-Level Delegations from both the sides.

Dr Jitendra Singh assured the Mexican Foreign Minister that the three priority areas of Water, Lithium and Vaccines flagged by the Mexican side will be taken care of the CSIR and other Sister Organizations and India will provide tangible results in coming few months. He said, Lithium is becoming a real connect between India and Mexico, apart from the future vision of Sustainable Start-Ups.

In addition to regular research & development, capacity building & training and participation in Knowledge dissemination activities, a special focus on Technology and Industry collaboration has been structured in the MoU.

31-Mar-2022: Dr. Jitendra Singh discusses future Science & Technology collaborations with Minister of Foreign Affairs, Government of Mexico

Mexico Minister of Foreign Affairs, Marcelo Ebrard, currently on a visit to India, called on Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh and sought enhanced technology partnership between the two countries. Accompanied by a high level delegation, Marcelo Ebrard stressed on strengthening existing cooperation between India and Mexico and extending cooperation to new areas like vaccines, Information Technology, green revolution, health, biotechnology and space.

“A number of joint projects have been implemented between the two countries in different fields of science & technology to foster collaborative research. This has helped expand networking between scientific communities of both the countries,” Dr. Jitendra Singh said at the meeting today. He noted that “The Programme of Cooperation (PoC) has been renewed by both countries from time to time, and they have agreed to make a new call for joint proposals in different areas of science & technology. India is interested in renewing PoC further with a special focus on working in the areas of Health; Human Security; and Energy in the coming years”.

Dr Jitendra Singh pointed out that the COVID 19 pandemic presented a good opportunity for India to showcase to the World its potential to provide affordable healthcare. He said it highlighted the need to work together on specific areas like health with a special focus on vaccines and underlined the need to take this area of cooperation forward, together.

The Union Minister said that the Prime Minister Narendra Modi gives high priority to scientific innovation and he highlights scientific projects in each of his speeches, like marine science, climate change and bio-fuels among others. Terming India and Mexico as ‘Privileged Partners’, Dr. Singh said that the two countries can complement and supplement each other in many areas and we are on right course.

Minister of Foreign Affairs, Government of Mexico, Marcelo Ebrard emphasized on the need to strengthen the collaborations that existed between the countries since 1975 and work together so that new areas of collaboration in S&T can pick up momentum with an accelerated mechanism in place.

H. E. Federico Salas, Ambassador of Mexico to India, underscored that both the countries have several National Institutions of importance working together, and the scope of such collaborations needs to increase for the benefit of both countries.

Secretary, Department of Science and Technology, Dr. S Chandrasekhar stressed on the need to work together on making pharma products greener and strengthening existing areas of cooperation, while Secretary, Ministry of Earth Sciences, Dr. M Ravichandran pointed out possible cooperation in the deep ocean mission.

Secretary, Department of Biotechnology, Shri Rajesh S Gokhle underlined the need to partner on vaccine development and other areas of health. Director General, Council for Scientific and Industrial Research, Dr. Shekhar Mande highlighted collaboration possibilities in biofuels, carbon neutrality, and in the chemical sector. Dr. Mande, in a separate meeting earlier with Mexican delegation, said that CSIR is India’s premier R&D organization with 37 research laboratories spread across the country with expertise in diverse S&T disciplines and it has been instrumental towards building India-Mexico relationship and would like to continue strengthening research linkages with our peers in Mexico.

The current POC for the year 2020-22 between the Department of Science and Technology, Ministry of Science and Technology (MOST) of the Republic of India, and the National Council of Science and Technology (CONACYT) of the United Mexican States was concluded on December 2, 2019. The Modalities of cooperation included exchange of students, scientists, researchers, specialists, and scholars for the development of programmes, joint research projects of high impact with short-term results on science, technology, and innovation, scientific workshops, seminars, symposia, conferences, congresses, and other meetings.

The meeting was attended by Secretaries of M/o Science & Technology, M/o Earth Sciences, D/o Biotechnology, DG, CSIR, senior officials of various science departments, officials from Ministry of External Affairs and Office of Principal Scientific Advisor to the Government of India.

13-Oct-2020: 5th Meeting of the India-Mexico Bilateral High Level Group on Trade, Investment and Cooperation

The fifth meeting of the India-Mexico Bilateral High Level Group on Trade, Investment and Cooperation (BHLG) was held on 9 October 2020 through video conference. The meeting was co-chaired by the Commerce Secretary of the Government of India, Dr. Anup Wadhawan and the Vice Minister for Foreign Trade of the Government of Mexico, Ms. Luz María de la Mora. Several Ministries, Departments and Business Chambers from both countries participated in the meeting.

The two sides appreciated the progress made in the bilateral trade and commercial relations between India and Mexico in the recent years. Both sides discussed a number of bilateral ongoing and outstanding issues, ranging from Audio-visual Co-production, Bilateral Investment Treaty, market access for agricultural products, a cooperation framework on Sanitary and Phytosanitary (SPS) & Technical Barriers to Trade (TBT) measures between the two countries, co-operation in the Intellectual Property Rights, and exploring ways to promote tourism and people-to-people contact between India and Mexico.

In the meeting, two business to business MoUs were signed, to foster the cooperation in the respective domains. A Memorandum of Understanding between the Electronics & Computer Software Export Promotion Council (ESC) of India and the Mexican Chamber of Electronics, Telecommunications and Information Technologies (CANIETI) was signed. A Memorandum of Understanding between the Federation of Indian Chambers of Commerce and Industry (FICCI) and the Mexican Business Council of Foreign Trade, Investment and Technology (COMCE) for promoting the development of business relations between India and Mexico was also signed.

They also agreed to expand and diversify the bilateral trade relationship to tap the potential of the complementarities between India and Mexico through enhanced cooperation in pharmaceuticals, medical equipment, healthcare, agro-products, fisheries, food processing and aerospace industry etc. A ‘Joint Statement’ after the successful conclusion of the meeting was issued.
