20-Apr-2023: EU-India Aviation Summit begins in New Delhi

The two days EU-India Aviation Summit began in New Delhi today. During the summit, a declaration of intent was signed by Airport Authority of India with Eurocontrol, and a letter of intent memorandum of understanding was signed by DGCA with the European Union Aviation Safety for closer cooperation.

The summit focuses on EU-India air transport relations and the mutually shared challenges and opportunities of the two regions, such as the post-COVID recovery of air traffic, increasing sustainability, maintaining safety and the development of unmanned aircraft systems.

The Union Minister of Civil Aviation and Steel, Shri Jyotiraditya M. Scindia addressed the summit virtually. He said, “India and the European Union (EU) have shared strong historical relations which continue to grow today on the back of robust physical, digital and people-to-people connectivity, aided by the aviation industry”

Shri Scindia stated, “Under the visionary leadership of the Prime Minister Shri Narendra Modi, the Government has taken several steps to promote aircraft manufacturing in the country. We have reformed the regulatory environment to make it as conducive as possible for MROs – reduced GST rates on MRO services from 18% to 5% and allowed 100% Foreign Direct Investment into the sector. New MRO guidelines have also been rolled out for rationalisation of the charges leviable on MRO Service Providers for ease of doing business. I would urge industry players from EU to tap these opportunities, and become a part of the fastest growing aviation market in the world.”

The minister invited EU players to partner India in developing adaptive technologies, and support the objective of tackling emissions from the aviation Industry. “We are encouraging airports to use 100% green energy by 2024, and achieve net zero by 2030. 25 AAI airports are already using 100% green energy. Our target is to make another 121 Airports carbon neutral by 2025. We have also mandated the use of renewable energy as part of the bid documents for upcoming airports; we are also working towards encouraging the use of Sustainable Aviation Fuel. Indian Airline operators have already conducted demonstration flights using bio-fuel blended with ATF”, he concluded.

Ms. Adina Vălean, European Union Commissioner for transport, also addressed the summit through virtual mode. She said, “From commercial opportunities, to aviation safety and security, sustainability, air traffic management, or consumer protection, our shared experiences, as well as our shared objectives, make us natural partners.”

She further said, “We already have a successful history of partnership and cooperation in many areas. I truly hope aviation will become one of our most successful partnerships.”

Mr. Andreas Carlson, minister of Infrastructure and Housing, Sweden addressed the summit. He said, “We have a long standing history of bilateral relation between India and EU. I am sure we have a bright future together with even stronger cooperation and collaboration between EU and India.”

The Secretary, ministry of Civil Aviation, Shri Rajiv Bansal addressing the summit said, “There are several fronts on which India and EU cooperate and this summit marks beginning of that journey.” He said that Indian aviation sector is growing rapidly, and we are preparing for having better infrastructure, better connectivity, with renewed focus on innovation.

2-Jul-2022: India-EU conclude 1st round of negotiations for India-EU Trade and Investment Agreements

India and the European Union concluded the first round of negotiations for India-EU Trade and Investment Agreements, including the Geographical Indicators (GI), in New Delhi last evening. India’s FTA negotiations were led by Chief Negotiator Ms. Nidhi Mani Tripathi, Joint Secretary, Department of Commerce and EU was represented by its Chief Negotiator, Mr. Christophe Kiener.

The week-long negotiations were held in a hybrid fashion – with some of the teams meeting in Delhi and the majority of officials joining virtually hybrid fashion. During this Round 52 technical Sessions covering 18 policy areas of FTA and 7 Sessions on Investment Protection and GIs were held.

The second round of negotiations is scheduled to take place in September 2022 at Brussels.

The negotiations were launched by Shri Piyush Goyal Minister for Commerce & Industry and European Commission’s Executive Vice President Mr. Valdis Dombrovskis at Brussels last month.

India’s bilateral trade with EU amounted to USD 116.36 billion in 2021-22. Despite the global disruptions, the bilateral trade achieved an impressive annual growth of 43.5% in 2021-22.  Currently EU is India’s second largest trading partner after US, and the second largest destination for Indian exports. The trade agreement with EU would help India in further expanding and diversifying its exports of goods and services, including securing the value chains. Both sides are aiming for the trade negotiations to be broad-based, balanced, and comprehensive, based on the principles of fairness and reciprocity.

India and EU have agreed to resume the negotiations for a balanced, ambitious, comprehensive and mutually beneficial trade agreement. Free Trade Agreement (FTA) negotiations, including those on specific issues, are to be held considering the interest of either side. The commodities included / excluded in the FTA negotiations are to be finalized based on extensive consultations with the stakeholders, once negotiations resume.

Review of the existing FTAs is an ongoing process to maximize country’s export potential to benefit the domestic industry, and to make the FTAs more user friendly, simple and trade facilitative.

7-Jul-2021: India - EU Cooperation in Agriculture

A Virtual meeting between Shri Narendra Singh Tomar, Union Minister for Agriculture & Farmers Welfare and Mr. Janusz Wojciechowski, Member of the European Commission, Agriculture was held on 7th July, 2021. The strong momentum of the India-EU relations especially since the last India-EU Summit in July, 2020 was acknowledged. Both dignitaries expressed their condolences for the loss of lives due to COVID-19 pandemic. Union Agriculture Minister thanked the EU & its Member States for coming forward in support of India in these critical times.

Both dignitaries  discussed  EU Common Agriculture Policy (CAP) and the recent India market reforms; EU Farm to Fork Strategy and UN Food System Summit and  bilateral cooperation; G20 Agriculture Minister process and fixation of the Maximum Residue Limit of Tricyclazole in Indian Basmati Rice by the EU. The Member of the European Commission, Agriculture explained in detail the recent reforms undertaken by the EU in the Common Agriculture Policy as well as the EU Farm to Fork Strategy to make agriculture green as well as sustainable. He also mentioned that the EU has set a target of bringing 25 per cent of area in the EU under Organic Farming by 2030.

The Union Minister of Agriculture and Farmers Welfare explained the scenario of agriculture in India and the dominance of small farmers and the commitment of the Government of India towards welfare of farmers in India. The Agriculture Minister  highlighted the recent initiatives taken by the Government of India to increase the incomes of the farmers, the launch of Agriculture Infrastructure Fund with a corpus of Rs One Lakh Crore for development of farm gate and agriculture marketing infrastructure in rural areas, scheme of formation of 10000 FPOs to help small and marginal farmers in marketing of agricultural produce. He enlisted the steps being taken by the Government of India to make agriculture sustainable and environment friendly which included encouragement of application nano-urea and Organic Farming under the Paramparagat Krishi Vikas Yojana. He also highlighted the initiative of encouraging organic farming on either sides of Ganga river up to 5 Km through formation of clusters wherein 11 lakh farmers have already enrolled.

The Agriculture Minister acknowledged India’s support to the UN Food Systems Summit and informed the EU delegation that he will be leading the India delegation to the Pre-Summit being organized from 26th to 28th July, 2021 virtually.

Shri Tomar also raised the issue of fixing the Maximum Residual Limit (MRL) of Tricyclazole used in rice crop which has been a concern for India and is affecting India’s Basmati Rice Exports to the EU. All the required studies and documents have been submitted to EU in May-2021 and MRL will be fixed by second quarter of 2022 before next season.

Shri Tomar suggested that until then the issue may be resolved through other mitigation measures. Member of the European Commission, said that such  issues are not under his mandate, however, he assured of the Indian side to raise the issues with his concerned colleagues in European commission.

Both the dignitaries thanked each other for providing useful  information on India-EU cooperation as well as  Agriculture reforms in respective regions and also promised to work for the welfare of  small & marginal farmers.
