12-Nov-2022: Vice President leads delegation at the 19th ASEAN-India Summit in Cambodia

The Vice President, Shri Jagdeep Dhankhar, who is on a three-day tour of Cambodia, led the Indian delegation, including the External Affairs Minister, Dr S. Jaishankar, at the 19th ASEAN-India Summit in Phnom Penh, Cambodia today.

In his opening remarks, the Vice President hailed the deep cultural, economic and civilizational ties that have existed between India and South East Asia from time immemorial. He stated that India-ASEAN relationship forms the central pillar of India's ACT-EAST policy. He reiterated India’s support to ASEAN centrality in the Indo-Pacific.

At the summit, ASEAN and India adopted a joint statement announcing the elevation of the existing Strategic Partnership to Comprehensive Strategic Partnership. Both sides reaffirmed the importance of maintaining and promoting peace, stability, maritime safety and security, freedom of navigation and overflight in the Indo-Pacific region.

The Joint Statement also reiterated the commitment to enhance India-ASEAN cooperation in various areas such as maritime activities, counter-terrorism, transnational crimes, cyber security, digital economy, regional connectivity, smart agriculture, environment, science & technology, tourism, among other areas. The Joint Statement also proposes expediting the review of ASEAN-India Trade in Goods Agreement (AITIGA) to make it more user-friendly, simple, and trade-facilitative.

Later in the day, the Vice President called on HM King Norodom Sihamoni of Cambodia at the Royal Palace and discussed India-Cambodia ties, including ways to intensify cultural cooperation.

The Vice President had a meeting with the Prime Minister of Cambodia, Mr Hun Sen, along with the Minister of External Affairs, Dr S. Jaishankar. The Vice President held wide-ranging discussions on bilateral ties including human resource, de-mining & development projects. Consequently, four MoUs and agreements were exchanged between the two countries in areas of culture, wildlife & health.

The Vice President, who is also the Chairman, Rajya Sabha, later met with the Senate President, Kingdom of Cambodia, Mr. Say Chhum and had a discussion on strengthening the ties among the parliamentarians of both countries, including via training programs.

Shri Dhankhar visited the National Museum, Phnom Penh and witnessed the works of Khmer art. In a message, he appreciated the artwork which ‘depicts the close civilisational links between India and Cambodia from the old times’. The Vice President, his spouse Dr. Sudesh Dhankhar, Dr S. Jaishankar and others attended a cultural event and dinner hosted by the Prime Minister of Cambodia.

On the margins of ASEAN-India Summit, the Vice President met with H.E. Mr. Pham Minh Chinh, the Prime Minister of Vietnam. Both sides reaffirmed mutual commitment to work together in the areas of trade, economy, security, culture, & synergy in the international domain.

28-Oct-2021: Prime Minister co-chairs the 18th India-ASEAN Summit

Prime Minister Shri Narendra Modi today participated in the 18th India-ASEAN Summit at the invitation of His Majesty Sultan Haji Hassanal Bolkiah of Brunei, the current Chair of ASEAN. The Summit was held virtually and saw participation from the Leaders of ASEAN Member States.

Highlighting the milestone of 30th anniversary of India-ASEAN Partnership, the leaders announced the Year 2022 as India-ASEAN Friendship Year. Prime Minister underlined the centrality of ASEAN in India's Act East Policy and in India's Vision for the wider Indo-Pacific Vision. Building upon the synergies between the ASEAN Outlook for the Indo-Pacific (AOIP) and India’s Indo-Pacific Oceans Initiative (IPOI), PM and ASEAN leaders welcomed the adoption of the India-ASEAN Joint Statement on cooperation for peace, stability and prosperity in the region.

On COVID-19, the Prime Minister highlighted India’s efforts in the fight against the pandemic in the region and also reiterated support for ASEAN’s initiatives in this regard. India has contributed medical supplies worth USD 200,000 to ASEAN’s humanitarian initiative for Myanmar and USD 1 million for ASEAN’s Covid-19 Response Fund.

The leaders exchanged views on enhancing India-ASEAN connectivity in broadest terms including physical, digital and people to people. To further strengthen India-ASEAN cultural connectivity, Prime Minister announced India’s support for establishing the ASEAN Cultural Heritage List. On trade and investment, he underlined the importance of diversification and resilience of supply chains for post-COVID economic recovery and in this regard, the need to revamp the India-ASEAN FTA.

The ASEAN leaders appreciated India’s role as a trusted partner in the region especially during the current Covid-19 Pandemic with its supply of vaccine. They also welcomed India’s support to ASEAN centrality in the Indo-Pacific and looked forward to greater India-ASEAN cooperation in the region through the Joint Statement.

The discussions also covered regional and international issues of common interest and concern, including South China Sea and terrorism. Both sides noted the importance of promoting a rules-based order in the region including through upholding adherence to international law, especially the UNCLOS. The leaders affirmed the importance of maintaining and promoting peace, stability, safety and security in the South China Sea, and ensuring freedom of navigation and overflight.

India and ASEAN share a deep, robust and multifaceted relationship and the 18th India-ASEAN Summit provided an opportunity to review the various facets of this relationship and give a direction to the future of the India-ASEAN Strategic Partnership at the highest level.

25-Oct-2021: 18th ASEAN-India Summit (October 28, 2021) and 16th East Asia Summit (October 27, 2021)

Prime Minister Shri Narendra Modi will attend 18th ASEAN-India Summit to be held virtually on October 28, 2021 at the invitation of Sultan of Brunei. The Summit will be attended by Heads of State/Government of the ASEAN Countries.

The 18th ASEAN-India Summit will review the status of ASEAN-India Strategic Partnership and take stock of progress made in key areas including Covid-19 & Health, Trade & Commerce, Connectivity, and Education & Culture. Important regional and international developments including post pandemic economic recovery will also be discussed. ASEAN-India Summits are held annually and provide opportunity for India and ASEAN to engage at the highest level. Prime Minister attended the 17th ASEAN-India Summit held virtually in November last year. 18th ASEAN-India Summit will be the ninth ASEAN-India Summit to be attended by him.

ASEAN-India Strategic Partnership stands on a strong foundation of shared geographical, historical and civilizational ties. ASEAN is central to our Act East Policy and our wider vision of the Indo-Pacific. The year 2022 will mark 30 years of ASEAN-India relations. India and ASEAN have several dialogue mechanisms which meet regularly, including a Summit, Ministerial meetings and Senior Officials’ meetings. External Affairs Minister, Dr S. Jaishankar attended the ASEAN-India Foreign Ministers' Meeting and EAS Foreign Ministers' Meeting in August 2021 virtually. Minister of State for Commerce and Industry, Smt. Anupriya Patel attended the ASEAN Economic Ministers + India Consultations held virtually in September 2021 where the Ministers reaffirmed their commitment to strengthen economic cooperation.

Prime Minister will also attend the 16th East Asia Summit to be held on October 27, 2021 virtually. The East Asia Summit is the premier Leaders-led forum in the Indo-Pacific. Since its inception in 2005, it has played a significant role in the strategic and geopolitical evolution of East Asia. Apart from the 10 ASEAN Member states, East Asia Summit includes India, China, Japan, Republic of Korea, Australia, New Zealand, United States and Russia.

India, being a founding member of the East Asia Summit, is committed to strengthening the East Asia Summit and making it more effective for dealing with contemporary challenges. It is also an important platform for furthering practical cooperation in the Indo-Pacific by building upon the convergence between ASEAN Outlook on Indo-Pacific (AOIP) and Indo-Pacific Ocean's Initiative (IPOI). At the 16th East Asia Summit, Leaders will discuss matters of regional and international interest and concern including maritime security, terrorism, Covid-19 cooperation. Leaders are also expected to accept declarations on Mental Health, Economic recovery through Tourism and Green Recovery, which are being co-sponsored by India.

12-Nov-2020: Prime Minister addresses 17th ASEAN India Summit

Prime Minister Shri Narendra Modi today participated in the 17th ASEAN-India Summit at the invitation of H.E. Nguyen Xuan Phuc, Prime Minister of Vietnam, the current Chair of ASEAN. The Summit, which saw the participation of all ten ASEAN Member States, was conducted in virtual format.

Speaking at the Summit, Prime Minister underlined the centrality of ASEAN in India's Act East Policy. He noted that a cohesive, responsive and prosperous ASEAN is central to India's Indo-Pacific Vision and contributes to Security And Growth for All in the Region (SAGAR). The Prime Minister underscored the importance of strengthening convergence between India's Indo-Pacific Oceans Initiative and the ASEAN Outlook on Indo-Pacific, to ensure a free, open, inclusive and rules-based Indo-Pacific region. He also invited the ASEAN countries to cooperate on various pillars of India’s Indo-Pacific Oceans Initiative (IPOI).

On COVID-19, the Prime Minister highlighted India's response and broader support to the international community, and welcomed ASEAN's initiatives to fight the pandemic. Prime Minister announced a contribution of US$ 1 million to the COVID-19 ASEAN Response Fund.

The Prime Minister also underscored the importance of greater physical and digital connectivity between ASEAN and India and reiterated India's offer of US$ 1 billion Line of Credit to support ASEAN connectivity. On trade and investment, he underlined the importance of diversification and resilience of supply chains for post-COVID economic recovery.

The ASEAN leaders acknowledged India’s contribution towards promoting peace and stability in the region and welcomed India’s support to ASEAN centrality. The Leaders also welcomed the adoption of the new ASEAN-India Plan of Action for 2021-2025.

11-Nov-2020: 17th ASEAN-India Summit

Prime Minister Shri Narendra Modi along with Prime Minister of Vietnam H.E. Nguyen Xuan Phuc will co-chair the 17th ASEAN-India Summit on 12 November 2020. The Leaders of all ten ASEAN Member States will participate in the Summit. The Summit will be held online.

The Summit will review the status of ASEAN-India Strategic Partnership and take stock of progress made in key areas such as connectivity, maritime cooperation, trade and commerce, education and capacity building etc. The Leaders will discuss ways to further strengthen ASEAN-India engagement and in this context will note the adoption of ASEAN-India Plan of Action (2021-2025). COVID-19, post-pandemic economic recovery and important regional and international developments will also be discussed at the Summit.

ASEAN-India Summits provide the opportunity for India and ASEAN to engage at the highest level. Prime Minister attended the 16th ASEAN-India Summit in Bangkok in November last year. 17th ASEAN-India Summit will be the eighth ASEAN-India Summit attended by him.
