Union Minister of Rural Development & Panchayati Raj, Shri Giriraj Singh said the Bhu-Aadhaar will usher economic and social prosperity, as it will bring about transparency in land dealings and will mark another step towards Ease of Living. The Bhu-Aadhaar or Unique Land Parcel Identification Number (ULPIN) project, being implemented by Department of Land Resources, will be the world’s largest database on land ownership. He further emphasized that Citizen centric Bhu-Aadhaar will revolutionize Governance of Sashakt Bharat. Shri Giriraj Singh said this after inaugurating ‘Bhumi Samvaad – IV: National Conference on Digitizing and Geo-referencing India with Bhu-Aadhaar (ULPIN)’, in New Delhi.

Shri Giriraj Singh said once the digitization process of land records and registration is complete, it will help mitigate the huge pendency of court cases involving land disputes. The GDP loss to the country’s economy is about 1.3% due to projects being stalled over litigation involving land disputes. A study says, 66% of all Civil suits in India are related to land or property disputes, and the average pendency of a land acquisition dispute is 20 years.

The Prime Minister Shri Narendra Modi has been committed to take every scheme towards saturation on the basis of technology. PM Modi gave JAM trinity and now under MGNREGA, 100% wages are paid to the beneficiaries through DBT, with transparency. India has undertaken the world’s largest digitization campaign, - there are 130 crore Aadhaar cards, crores of UPI transactions take place, we have 125 crore mobile phone users with more than 60 crore smartphone users besides 85 crore Internet users.

Union Minister of State for Rural Development and Steel, Shri Faggan Singh Kulaste said without the digitization of land records, India cannot progress and be a developed nation.

The computerization of Land Registrations is 94% complete and 9 crore land parcels now have Bhu-Aadhaar. Transliteration of Land Records will be available in 22 languages in the near future, facilitating the citizens of the country. The Bhu-Aadhaar will be a move towards the Government’s agenda of Citizen Centric Governance which will help achieve the target of India being a $5 Trillion economy.

Bhu-Aadhaar integrated with various governmental platforms will immensely benefit all sectors of the national economy like social sector, infrastructure, energy, even defence and space sector. Bhu-Aadhaar can be gainfully used for Agristack, Minimum Support Price scheme, Gati Shakti and Land Acquisition Projects, Block Chain, Border Management, Hydel and Power Projects and Loans and Mortgage Services by financial institutions. Bhu Aadhaar will revolutionise governance for emerging and Atmanirbhar Bharat.

Bhu-Aadhaar has been rolled out in 26 states, and is in implementation process in the rest 9 states barring Meghalaya due to its tradition of community ownership of land parcels. By March, 2024 the Department targets to achieve 100% of land records under Bhu-Aadhaar.

The Conference had sessions on “Democratization of Land Records Data and Matribhoomi; “Application of Bhu-Aadhaar in Ease of Doing Business (EoDB) and Ease of Living; and “Best Practices – National and Global (Georeferencing / Survey/ Resurvey/ Use of Bhu-Aadhaar and Way Forward”.

This conference was organized under Bhumi-Samvaad series of Dialogues and Deliberations of Land Administration and Governance in the country. It was the 4th such conference with States/ UTs, Ministries and Departments, other stakeholders like Geospatial community, startups, academia. The Conference brought together a diverse group of leaders and participants from various stakeholder groups, including Central as well as State/ UT Governments, academia and research institutes, regional bodies, the business community and civil society.

9-Feb-2021: Digital India Land Records Modernization Programme has been extended up to 2020-21 at a total cost of Rs. 950 crores

Finance Minister Smt. Nirmala Sitharaman in her budget speech mentioned about Minimum Government and Maximum Governance (Para 27) - which is covered by Digital India Land Records Modernization Programme (DILRMP). The status of the schemes and the opportunities for the ministry are as follows:

Digital India Land Records Modernization Programme (DILRMP)

The Digital India Land Records Modernization Programme (DILRMP), a Central Sector scheme has been extended up to 2020-21 at a total cost of Rs. 950 crores. It attempts to build upon the commonalities that exist in the arena of land records in various States to develop an appropriate Integrated Land Information Management System (ILIMS) across the country, on which different States can also add State-specific needs as they may deem relevant and appropriate.

Substantial progress has now been achieved in the prime components of computerization of Record of Rights - more than 90% in 24 States/UTs, digitization of cadastral maps - more than 90% in 22 States/UTs, computerization of Registration- more than 90% in 27 States/UTs, connectivity between Sub-Registrar Offices and Tehsils, integration of Registration and Land Records - more than 90% in 20 States/UTs.

Other initiatives undertaken by the Department are as below:

National Generic Document Registration System (NGDRS)

To provide, one Nation one software for registration of documents & properties to 'empower citizens', Department developed and field-tested a National Generic Document Registration System (NGDRS) through NIC/NICSI under the broad aegis of Digital India Land Records Modernisation Programme (DILRMP) a central sector scheme to include requirements of all the States and the same has been launched/under implementation in 10 states/Union Territories namely Andaman & Nicobar Islands, Dadra and Nagar Haveli, Goa, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Maharashtra, Manipur, Mizoram and Punjab, benefiting 10.47 crore population.

The benefits are the reduction of land disputes, check on fraudulent transactions; Reduced process, time of document registration at Sub Registrar level as per reports from two state governments; processes and time taken in document registration has reduced from 9 to 6 processes and from 3-4 hours to 15-20 minutes respectively; presentation for document registration anywhere within concurrent jurisdiction is possible; SMS and email enabled alerts related to transactions on a property, a dashboard for senior authorities for monitoring the outcomes and analyzing the performance or challenges faced by SROs; data shared and used by important government authorities/stakeholders like the Revenue Department (Income Tax) with a data policy and standards in place; and external system integrations can be provided as required (i.e. eSign, eKYC, Payment Gateways, PAN Verification, ROR to fetch party names for data standardization)

NGDRS software is expected to improve the ranking of the country in ease of doing business in a world level forum and provide ease of living to the people.

Unique Land Parcel Identification Number (ULPIN):

The Unique Land Parcel Identification Number (ULPIN) System will have 14 digits - Alpha-numeric unique ID for each land parcel. The Unique IDs based on Geo reference coordinate of vertices of the parcel would be of international standard and compliance of the Electronic Commerce Code Management Association (ECCMA) standard and Open Geospatial Consortium (OGC) standards and it will provide compatibility so that all states can adopt it easily. Proper land statistics and land accounting through ULPIN will help develop land bank and lead towards Integrated Land Information Management System (ILIMS).

Benefits are to ensure uniqueness in all transactions and keep the land records always up-to-date; a link of all property transactions get established; delivery of citizen services of land records through the single window; sharing of land records data across departments, financial institutions and all stakeholders; and standardization at data and application-level would bring in effective integration and interoperability across departments.

The pilot test has been successfully carried out in 11 States namely Bihar, Haryana, Jharkhand, Odisha, Gujarat, Maharashtra, Karnataka, Madhya Pradesh, Sikkim, Andhra Pradesh and Goa.

Government of India, in 2008-09, had launched Digital India Land Records Modernization Programme (DILRMP) - erstwhile National Land Records Modernization Programme to digitize and modernize land records and develop a transparent and Integrated Land Information Management System (ILIMS) in the country.

Substantial progress has been made under the Programme in the basic requirements of Computerization of Land Records i.e. Record of Rights (RoR) completed more than 90% in 24 States/UTs (5,98,290 villages out of total 6,58,160 in the country); Cadastral Maps digitized more than 90% in 22 States/UTs (1,09,10,525 maps out of total 1,60,69,413 maps); Computerization of Registration completed more than 90% in 27 States/UTs (4,784 Sub-Registrar Offices out of total 5,211 SROs) and Integration of SROs with Land Records completed more than 90% in 19 States/UTs (3,844 SROs out of total 5,211 SROs). It is the vision of the Department to complete computerization/digitisation of land records in entire country by the Financial Year 2023-24. some Innovative initiatives taken under the DILRMP.
