24-Mar-2023: One District One Product (ODOP) approved for 713 districts under PMFME Scheme

Out of all 766 districts across 36 States/ UTs, One District One Product (ODOP) has been approved for 713 districts of 35 States/ UTs under Centrally Sponsored "Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme" implemented by Ministry of Food Processing Industries (MoFPI). The State of West Bengal has agreed to participate in the scheme in January 2023. The ODOPs are approved by the Ministry on the recommendations of States/ UTs. The ODOP for the districts of West Bengal along with newly formed districts across 7 States/ UTs has not been recommended by the respective States/ UTs.

GIS-ODOP digital map has been developed by the MoFPI. ODOP of 710 districts from 35 States and UTs have been indicated. Along with it, districts covering 216 Integrated Tribal Development Areas, 112 Aspirational districts and 35 districts with more than 40% SC population are indicated in the map. The ODOP-GIS is available at https://odop.mofpi.gov.in/odop/

MoFPI has approved 76 Incubation Centres across the country with an outlay of 205.95 crore under PMFME Scheme to provide support to existing / prospective entrepreneurs for capacity building, new / innovative product developments etc. across the value chain.

The generation of revenue has not been envisaged under PMFME Scheme.

The PMFME Scheme provides financial, technical and business support for setting up / upgradation of micro food processing enterprises in the country which inter-alia creates the scope for employment at local level including opportunities for youth.

9-Dec-2022: Under the District as Export Hub (DEH) initiative, products including agricultural products with export potential identified in all 733 districts of the country

Under the District as Export Hub (DEH) initiative, products including agricultural products with export potential have been identified in all 733 districts across the country, Smt. Anupriya Patel, Minister of State for Commerce and Industry said today in reply to a parliamentary question.

In order to boost farm exports, the Government introduced a comprehensive Agriculture Export Policy in 2018, with the following objectives:

  1. To diversify our export basket, destinations and boost high-value and value-added agricultural exports including focus on perishables.
  2. To promote novel, indigenous, organic, ethnic, traditional and non-traditional Agri products exports.
  3. To provide an institutional mechanism for pursuing market access, tackling barriers and deal with sanitary and phytosanitary issues.
  4. To strive to double India’s share in world Agri exports by integrating with global value chain at the earliest.
  5. To enable farmers to get benefit of export opportunities in overseas market.

Promotion of exports of agriculture products is an ongoing exercise. The Government has taken several steps at State/ District levels to promote exports. State specific Action Plans have been prepared and State Level Monitoring Committees (SLMCs), Nodal Agencies for agricultural exports and Cluster Level Committees have been formed in a number of States.

Country and product-specific action plans have also been formulated to promote exports. The Government is also in the process to utilize the proposed District as Export Hub Initiative to achieve the objectives of Agriculture Export Policy. Under the DEH initiative, products including agricultural products with export potential have been identified in all 733 districts across the country. State Export Strategy has been prepared in 28 States/UTs.

The Agricultural & Processed Food Products Export Development Authority (APEDA), an autonomous organisation under the administrative control of Department of Commerce, has the mandate to promote exports of agricultural and processed food products. APEDA has been providing assistance to the exporters under various components of its Export Promotion Scheme.

The Department of Commerce provides financial assistance to promote exports, including exports of agricultural products through Market Access Initiatives (MAI) Scheme, Export Promotion Schemes of APEDA and Marine Products Export Development Authority (MPEDA) etc.

Further, a Farmer Connect Portal has been developed for providing a platform for farmers, Farmer-Producer Organizations (FPOs) and cooperatives to interact with exporters. Buyer-Seller Meets (BSMs) have been organized in the clusters to provide export-market linkages. Regular interactions, through video conferences, have been held with the Indian Missions abroad, to assess and tap export opportunities. Country specific BSMs, through Indian Missions, have also been organized.

ODOP initiative is operationally merged with ‘Districts as Export Hub (DEH)’ initiative of the DGFT, Department of Commerce, with the Department for Promotion of Industry and Internal Trade (DPIIT) as a major stakeholder, Minister of State for Commerce and Industry, Shri Som Parkash said in reply to a parliament question today.

Central Government has initiated One District One Product (ODOP) in all States/UTs of the country, as a transformational step towards realizing the true potential of a district, fueling economic growth, generating employment and rural entrepreneurship, taking us to the goal of Aatmanirbhar Bharat. The ODOP Initiative is aimed at fostering balanced regional development across all districts of the country, enabling holistic socio-economic growth across all regions. The objective is to focus on District of the country as unit for converting into a manufacturing and export hub by identifying products with export potential in the District. The Department is engaging with State and Central Government agencies to promote the initiative of ODOP, which is an on-going process.

In this context, Districts Export Action Plans include specific actions required to support local exporters / manufacturers in producing / manufacturing identified products in adequate quantity and with the requisite quality, for reaching potential buyers outside India, thereby creating economic value. These plans also include identifying and addressing challenges for exports of such identified products/services, improving supply chains, market accessibility and handholding for increasing exports, paving way for employment generation.

The following are some of the achievements of ODOP:-

  1. The ODOP GeM Bazaar was launched on the Government e-Marketplace (GeM) on 29th August 2022 with over 200 product categories created on the platform to promote sales and procurement of ODOP products across the country.
  2. ODOP products are showcased in various International forums such as World Economic Forum, DAVOS in May 2022, at International Yoga day (IYD) in New York, US in June 2022 etc.
  3. The ODOP initiative has been identified for the prestigious Prime Minister’s Award for Excellence in Public Administration in Holistic Development through One District One Product (ODOP) category in April, 2022.
  4. Under DEH (a) State Export Promotion Committee (SEPC) and District Export Promotion Committee (DEPC) has been constituted in all the 36, States/UTs. (b)  products/services with export potential have been identified in 734 Districts across the country (Including Agricultural & Toy clusters and GI products in these Districts); (c)  State Export Strategy has been prepared in 28 States/UTs; (d) Under DEH, State Nodal officers are nominated in 34 States/UTs; (e) DEPC meetings has already been conducted in 681 Districts; (f)  Draft District Action Plan has been prepared for 570 Districts; (g)   a web portal to monitor the progress of District Export Action Plan in all the Districts has been developed by DGFT, to mention a few.

Andhra Pradesh has a total of 26 districts and about 13 of them have been covered in the DEH initiative. 29-Aug-2022: Integration of One District One Product (ODOP) initiative with Open Network for Digital Commerce (ONDC) will help in further expanding the frontiers of ODOP- Shri Piyush Goyal

Union Minister for Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal today called for the integration of One District One Product (ODOP) initiative with Open Network for Digital Commerce (ONDC). The Minister said that ONDC would help in further expanding the frontiers of ODOP by bringing buyers and sellers together on a democratic platform. He was delivering his address after unveiling the unabridged ODOP Gift Catalog containing 300 plus products and ODOP Storefront on GeM in New Delhi today.

Terming ODOP as an earnest effort to highlight the tremendous potential that the rich culture and tradition that India has to offer, Shri Goyal said that India's districts and villages are home to crores of talented weavers, artisans and craftsmen.

The Minister observed that for many decades, the fruits of development were asymmetric and confined to some regions. He underscored that there has been a fundamental shift in thinking of the government in the last 8 years and said that ODOP is aligned with this vision of taking prosperity to each and every part of the country.

Shri Goyal stressed that India can't develop unless remotest corners of the nation are also equal stake holders in development and benefits equally from fruits of progress.  He expressed confidence that ODOP would help bring prosperity to those at the bottom of the pyramid.

Quoting the Prime Minister, Shri Narendra Modi, Shri Goyal said that 'each district of our country has a potential equal to that of one country…We need to understand this power and channelize this potential'.

Referring to the success that ODOP has seen in several states like Uttar Pradesh, the Minister said that convergence or 'samanvay' is a critical factor that would propel the success of ODOP.  Shri Goyal asked that flagship programs of the government such as Startup India, Make in India, district as export hubs etc. be converged with the vision of ODOP. He asked all the Ministries of GoI to help further expand the mandate of ODOP through complementary initiatives.

The Minister asked Ministries, Departments and other government bodies to consider ODOP products exclusively for gifting purposes both within and outside India. He opined that the G20 summit which is set to take place in India soon is a great opportunity to showcase ODOP Products. He suggested that the delegates of G20 be given an exposure to ODOP products through well curated exhibitions of good quality ODOP products and tours of craft villages.

Shri Goyal also called upon students of eminent institutions like NIFT, NID and IIFT to find creative methods to amplify ODOP. The Minister also dwelt upon the need to brand ODOP products, most of which are natural and eco-friendly as sustainable and good for the planet.  In this context, Shri Goyal also called for expansion of the list of GI tagged products by simplifying, streamlining and fast tracking the GI tagging process.

The Minister also called for the expansion of availability of genuine ODOP products to counter fakes in the market and said that strict action must be taken against those who sell counterfeit products. For arts and crafts that are in crisis because of the less number of artisans engaged in their production, Shri Goyal said that more and more artisans must be trained to take up these crafts so that they may be safeguarded.

Shri Goyal proposed 5 action agendas to make ODOP a true game changer. He asked that the ODOP catalog be made exhaustive to serve as a one stop gifting destination for Ministries, Missions, State Governments and Industry. He added that the catalogue must serve as a high quality database of high quality suppliers. He asked states to get ODOP products catalogued in a manner that it improves access and selection and to undertake Search Engine Optimization.

Speaking of the need to improve packaging, Shri Goyal said that each ODOP product has a unique story and characteristics which should be highlighted.  Shri Goyal said that there was a need to hold training sessions to help weavers/artisans with GeM onboarding and cataloguing. He opined that Common Service Centres and Post Offices could be leveraged to provide this training.

Calling for greater international engagement, the Minister said that ODOP must form a part of international exhibitions, events, meetings and conferences. He asked Indian Missions to ensure that ODOP products received international attention.

The Minister asked that for festivals and celebrations, people of the nation must consider gifting at least one ODOP product to friends and family. I believe this is an opportune time to plan and execute this project, in order to realize our collective vision of Aatmanirbhar Bharat in this Amrit Kaal, he said.

The ODOP storefront on GeM went live with 75 categories covering products across States and UTs. The purpose of the storefront is to enable direct procurement of ODOP products for gifting/ office use by various line ministries, government bodies, and foreign missions abroad. This will enable an international audience for India’s rich and diverse products.

Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Mr. Anurag Jain, who was also present at the launch, highlighted the ways in which the ODOP initiative is working to transform the lives of artisans, women, craftsmen, and farmers. He also spoke about the various programs being undertaken including exhibitions, buyer-seller meets, and registration drives.

Several Secretaries to the Government of India, senior State and UT government officials, several Industry Associations and other dignitaries were present at the ceremony.

5-Aug-2022: Shri Piyush Goyal unveils digital version of ODOP gift catalogue

Union Minister of Commerce and Industry; Consumer Affairs; Food and Public Distribution and Textiles, Shri. Piyush Goyal unveiled the digital version of the ODOP gift catalogue. The digital launch took place during the meeting with Export Promotion Councils and Industry Associations at Vanijya Bhawan on 5th August 2022.

The ODOP gift catalogue includes a wide range of products like Fragrances and Oils, Indian Spirits, Home Décor products, Fabrics, and Silks and Shawls.  HCIM highlighted the ways in which the ODOP gift catalogue is a step towards realizing the potential of all districts in India and will give global recognition to the country’s diverse indigenous products. Further, he urged all the line ministries, Industry Association, and Export Promotion Councils to utilize products from the catalogue for encouragement to designs and branding. He also recommended a conscious effort to be taken to include these treasures of India for corporate gifting. This will provide a tremendous boost to the local economy and will help promote the livelihood and sustenance of many farmers and artisans.

Minister highlighted that utilizing products from the catalogue will promote a brand image for local products in the international market, consequently boosting the Prime Minister’s vision of “Make in India” and “Make for World”. He also requested all the associations to share their feedback on each of these products to ensure continuous improvement so that the products can compete at a global level.

22-Jun-2022: Mega Buyer-Seller Meet in Guwahati under One District One Product Initiative, in collaboration with Ministry of DoNER.

With the vision to promote sustainable trade and create market linkages, a mega buyer-seller meet was organized at under One District One Product initiative of Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry with the support of Ministry of Development of North East Region (MDoNER) and its PSUs, North Eastern Handicrafts and Handloom Development Corporation (NEHHDC) and North East Regional Agriculture Marketing Corporation Limited (NERAMAC). The meet focussed on agricultural products from the eight states of the North Eastern Region and witnessed the presence of multiple national and International Brands.

Over 70 sellers, traders, farmers, aggregators from various districts of each of the NE States - Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim - showcased their products to the buyers at the meet in Guwahati. Products included Meghalaya’s world-famous Lakadong Turmeric with more than 7% curcumin content, the GI Tagged Large Cardamom from Sikkim and Queen Pineapple from Tripura, Orthodox Assam Tea, Manipur’s Black Chakhao Rice and more. These products have been showcased to over 30 large buyers representing big brands such as Reliance and ITC, as well as upcoming start-ups in India.

The keynote address for the event was made by Shri Lok Ranjan, Secretary, Ministry of Development of North Eastern Region in the presence of officials and subject matter experts from the Agricultural and Horticultural Departments of the various state governments.  Shri. B. Ramanjaneyulu, Director DPIIT, Shri. Manoj Kumar Das, Managing Director, NERAMAC, and Brig R K Singh, Managing Director, NEHHDC were also present.

NERAMAC which has been set up to support farmers/ producers from the North Eastern Region has been working to bridge the gap between farmers and the larger market. Thus, its role in the current Buyer-Seller Meet in collaboration with the ODOP Initiative has been critical. Through the joint efforts, the best-in-class products from the region are being matched with big brands to improve the earning potential of farmers. Focused trade discussions were also facilitated between the buyers, sellers and the State Government representatives from all the 8 NER states. Additionally, Letters of Intent (LOI) worth Rs. 6 crores were signed during the event.

The above is a direct outcome of the vision of Aatmanirbhar Bharat (Self Reliant India). DPIIT, under its initiative of One District One Product, which is working to ensure creation and sustenance of such linkages with a strong focus on increasing farmers income. With over 700 products cutting across sectors like agriculture, textiles, handicrafts, and manufacturing, the ODOP Initiative seeks to select, brand, and promote one product from every district of the country. This is marked by a key role to coordinate, create collaborative networks, and enable handholding of buyers and sellers for the larger aim of trade promotion and facilitation.

25-Mar-2022: Promoting Cultivation of Kala Namak Paddy

Kala Namak rice is grown in the tarai area of Siddharth Nagar and ten neighboring districts of eastern Uttar Pradesh. It is a scented rice variety which is generally offered better price as compared to other rice varieties to the farmers.  The Government of Uttar Pradesh is promoting Kala Namak rice under One District One Product (ODOP) and has sanctioned a project of Rs. 12.00 crore for promotion of Kala Namak rice.

The Government of India, through Agricultural and Processed Food Products Export Development Authority (APEDA), has taken various initiatives to promote Kala Namak rice viz; capacity building programme for farmers and stakeholders, agri-export farming, organizing ‘Kala Namak Mahotsav’, coordination with Farmer Producers Organizations (FPOs), exporters and farmers. Indian Council of Agricultural Research (ICAR) and its research Institutes namely; Indian Institute of Rice Research (IIRR), Hyderabad, National Rice Research Institute (NRRI), Cuttack and Indian Agricultural Research Institute (IARI), New Delhi are conducting Research &Development in collaboration with Government of Uttar Pradesh on Kala Namak rice.

The Government is implementing National Food Security Mission (NFSM)-Rice in 193 districts of 24 States and Union Territory of Jammu & Kashmir. The 21 districts of Uttar Pradesh are covered under NFSM-Rice programme for enhancing production of paddy. Under NFSM, assistance is given, through state governments, to farmers for interventions like cluster demonstrations on improved package of practices, demonstrations on cropping system, distribution of seeds of High Yielding Varieties (HYVs)/hybrids, improved farm machineries/tools, integrated nutrient and pest management techniques, processing & post-harvest equipments, cropping system based trainings to the farmers etc. The State Governments can also promote cultivation of Kala Namak rice under Rashtriya Krishi Vikas Yojana –Remunerative Approaches for Agriculture & Allied sector Rejuvenation (RKVY- RAFTAAR) with the approval of the State Level Sanctioning Committee (SLSC) constituted under the chairmanship of the chief secretary of the State.

5-Feb-2022: One District One Product (ODOP) mission of Centre takes a giant technology boost.

West Jaintia Hills today witnessed the first-of-its-kind Fly-Off Event to demonstrate the use of novel and innovative Drone/UAV technology for payload delivery, that could serve as a model of solving the 1st mile connectivity issues for Lakadong Turmeric farmers from the hinterland.

Lakadong Turmeric has been identified under The One District, One Product (ODOP) Initiative under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Ministry of Commerce & Industry, as a product with excellent potential for growth and export for West Jaintia Hills.

ODOP partnered with AGNIi Mission, one of the nine technology missions under the Prime Minister's Science, Technology and Innovation Advisory Council to identify Indian innovative technologies that can play a transformative role in the end-to-end processing of Lakadong Turmeric, starting with leveraging payload drones (UAVs) to transport the turmeric in large quantities.

Addressing the gathering at the event, Ms. Sumita Dawra, Additional Secretary, DPIIT said that this event was a first step towards showcasing the innovative solutions that can propel 1st mile connectivity while ushering in Industrial Revolution 4.0.

It may be noted that the Lakadong Turmeric from West Jaintia Hills, Meghalaya, one   of   the   world’s   finest turmeric varieties with the highest curcumin content of 7-9% (in comparison to 3% or less in other varieties), is fast becoming a game changer in the economy of the district. The State of Meghalaya has applied for a Geographical Indication tag for Lakadong turmeric.

The percentage of curcumin and oleoresin content in turmeric determines the demand by the industry along with the price. India is the largest producer and exporter of turmeric (APEDA, 2019). India exported US$ 236.5 million worth of turmeric in 2018 from US$ 182.53 million in 2017. Turmeric is a positive crop; it improves health and is not water guzzling.

Highlighting the fact that despite India being the world’s largest turmeric producer and exporter, turmeric imports had also been increasing, the Additional Secretary said that the major importers were the extraction and processing industries that require high curcumin and oleo resin.

Inspite of the highest curcumin content and excellent potential for domestic sales and export, Lakadong turmeric faces severe market access issues due to the remoteness of the location, topography and terrain. Thus, buyers have to incur additional costs to transport the goods from the villages via local pick-up trucks till the major transporters’ loading point. Additional costs of transportation and delays in the same act as barriers / disincentives for the buyer in the process of procurement.

The flyoff event would not only to give a fillip to the mandate of the ODOP initiative but also leverage modern technology as a fundamental solution to overcome the bottleneck of transportation that acts as a barrier in realizing the optimal potential of this exceptional spice from Meghalaya, Ms. Dawra said.

In consonance with its mandate in April last year, the ODOP Team successfully facilitated the trade of 13,136 kgs of sliced and dried Lakadong Turmeric to a large food processing industry in Ernakulam, Kerala in 2021. It may also be noted that under ODOP initiative, the price of Lakadong Turmeric has increased by Rs. 20, from Rs. 150 per Kg in the Year 2021 to Rs. 170 per Kg in 2022.

Lauding the success of the ODOP team in pitching the highest curcumin content of Lakadong Turmeric as its Unique Selling Proposition, Ms. Dawra said that the team had succeeded in the creation of market linkages for 500+ plus farmers from Self-Help Groups and Co-operative Societies from 4 villages in West Jaintia Hills District.

Ms. Sumita Dawra said that under ‘Lakadong Turmeric 2.0’, new efforts were being planned to scale up procurements for sustainable sales for the harvest season of 2022 and the years to come. For the same, the ODOP team led buyer visits to Meghalaya in December 2021 wherein direct interactions at the farm level and buyer-seller meets were organized for representatives of interested buyers. These have ended in the finalization of procurement orders for over 25,000 kgs already with a plan to increase the same even further, subject to final negotiations this year, she added.

India produces 78 per cent of the world’s turmeric, as per a reply given by the Union Minister of Agriculture & Farmers Welfare Narendra Singh Tomar in the Rajya Sabha on March 12, 2021. In the year 2018-19, turmeric production was 389 thousand tonnes, with area and productivity 246 thousand hectares and 5646.34 kg per hectare respectively.

Government of Uttar Pradesh encourages farmers, entrepreneur/exporters under One District One product (ODOP) Scheme through Financial Assistance Scheme, Training and Tool Kit Scheme, Procurement Assistance Scheme etc.

Presently, Kalanamak rice is being exported to countries like Singapore and Nepal. In addition to export, it is available on e-market place like Amazon, Flipkart and ODOP e-market.

10-Dec-2021: Criteria Under ODOP

The Central Government has initiated the One District One Product (ODOP) in different States/UTs of the country. ODOP is seen as a transformational step towards realizing the true potential of a district, fuelling economic growth, generating employment and rural entrepreneurship, taking us to the goal of Aatmanirbhar Bharat.  ODOP initiative is operationally merged with ‘Districts as Export Hub’ (DEH) initiative of the DGFT, Department of Commerce, with the Department for Promotion of Industry and Internal Trade (DPIIT) as a major stakeholder.

Under the DEH initiative, products and services with export potential have been identified in all district of the country on the basis of consultation with the States/UTs and other stakeholders in the district. The list of identified products and services is regularly updated on the basis of inputs received from States/UTs.

The data with respect to employment generation and investments attracted by the districts under ODOP initiative is not maintained centrally.

Under Districts as Export Hubs initiative, Institutional mechanisms in the form of State Export Promotion Committees (SEPCs) and District Export Promotion Committees (DEPCs) have been constituted in all the 36 States/UTs to provide support for export promotion and address the bottlenecks for export growth in the districts.

Districts Export Action Plans focus on identification of products and services for overseas markets, which include specific actions required to support local exporters/manufacturers in producing/manufacturing identified products in adequate quantity and with the requisite quality, for reaching potential buyers outside India, identifying and addressing challenges for exports of the such identified products/services, improving supply chains, market accessibility and handholding for increasing exports.

Districts Export Action Plans also design the strategies to promote export of the identified products and services in the districts. The plans include specific actions required to support local exporters/manufacturers in producing/manufacturing identified products in adequate quantity and with the requisite quality, for reaching potential buyers outside India. The plans also focus on the interventions required to provide ecosystem for innovation/ use of technology at the district level to make them export competitive. These plans also include identifying and addressing challenges for exports of such identified products/services, improving supply chains, market accessibility and handholding for increasing exports.

4-Oct-2021: First consignment of Kashmir walnuts from Budgam dispatched

The first consignment of Kashmiri walnuts was recently flagged off from Budgam. A truck carrying 2,000 kgs was dispatched to Bengaluru, Karnataka under the One District, One Product (ODOP) Initiative of the Ministry of Commerce & Industry.

Kashmir accounts for 90% of India’s walnut production. With their superior quality and taste, the Kashmiri walnuts are a great source of nutrients and hence widely in demand across the globe. There is immense potential for this product to make its place in the local and global markets.

The successful facilitation of trade was marked with a flag off by Additional Secretary, Ms. Sumita Dawra, DPIIT on 26th September 2021 that was organised in collaboration with the Jammu and Kashmir Trade Promotion Organization (JKTPO). Mr. Ranjan Prakash Thakur, Principal Secretary to Govt. Industries and Commerce, J&K, Ms. Tazayun Mukhtar, Director, Industries, Kashmir, Ms. Khalida, Deputy Director, Horticulture, Kashmir, Ms. Ankita Kar, MD, JKTPO and Invest India Team.

Recognizing that walnuts were being imported into India on a large scale despite the availability of Kashmir walnuts, the 'ODOP' team began an in-depth market analysis and stakeholder consultations in Kashmir. Further, importers of walnuts in India were contacted and through dedicated handholding at both ends, the ODOP team was able to facilitate the procurement. Such efforts also give a boost to the AatmaNirbhar Bharat campaign as, for instance, in this case the Bangalore-based importer, who was previously sourcing walnuts from the US, is now able to distribute quality walnuts at a fraction of the import cost.

On the sidelines of the flag off event, a roundtable conference was organised in Budgam wherein inputs were sought from industry representatives. Regional Director PHDCCI, Iqbal Fayaz Jan, Baldev Singh, Himayun Wani, Bilal Ahmad Kawoosa, President KCCI, Sheikh Ashiq, Farooq Amin, and President FCIK, Shahid Kamili shared their insights and experiences with respect to the trade and export ecosystem in Kashmir. 

Horticulturists and trade representatives recommended the way forward includes domestic and international marketing through Buyer-Seller Meets, e-commerce onboarding of more agricultural and handicraft/handloom products as well as creating product/scheme awareness for products from each district which will be supported by the ODOP initiative under the Ministry of Commerce & Industry.

23-Mar-2021: One District One Product (ODOP) ) approach under PMFME

As part of Aatmanirbhar Bharat Abhiyan, Ministry of Food Processing Industries has launched an all India centrally sponsored scheme "PM Formalisation of Micro food processing Enterprises (PMFME) Scheme" for providing financial, technical and business support for upgradation of existing micro food processing enterprises.

The Scheme adopts One District One Product (ODOP)  approach to reap the benefit of scale in terms of procurement of inputs, availing common services and marketing of products. ODOP for the scheme will provide the framework for value chain development and alignment of support infrastructure. More than one cluster of ODOP product may be there in a district or cluster of ODOP product may consist of more than one adjacent district. Ministry has approved ODOP for 707 districts of 35 States/ UTs with 137 unique products.

Support for Common Infrastructure for clusters would be provided to FPOs, SHGs, Cooperatives, any Government agency or private enterprises.

The objectives of the scheme are to build capacity of two lakh micro enterprises through increased access to credit, integration with organized supply chain by strengthening branding and marketing, increased access to common services, strengthening of institutions, research & training in the food processing sector.

The details of support to Micro Food Processing Units under the scheme are mentioned below:

  1. Support to Individual Micro Enterprises: Credit-linked capital subsidy @35% of the eligible project cost, maximum ceiling Rs.10 lakh per unit;
  2. Support to FPOs/ SHGs/ Producer Cooperatives: Credit linked Grant @35% to support clusters and groups such as FPOs/ SHGs/ Producer Cooperatives along their entire value chain for sorting, grading, storage, common processing, packaging, marketing, testing etc.
  3. Support to SHGs for seed capital: Seed capital @ Rs. 40,000/- per member of SHG engaged in food processing for working capital and purchase of small tools.
    Support for Common Infrastructure: Credit linked grant @ 35% to support FPOs, SHGs, Cooperatives, any Government agency or private enterprises for Common infrastructure. The common infrastructure will also be available for other units and public to utilize on hiring basis for substantial part of the capacity.
  4. Branding and Marketing Support: Grant upto 50% for Branding and Marketing to groups of FPOs/ SHGs/ Cooperatives or an SPV of micro food processing enterprises.
  5. Capacity Building: The scheme envisages training for Entrepreneurship Development Skilling (EDP+): program modified to meet the requirement of food processing industry and product specific skilling.

The Ministry of Food Processing Industries (MoFPI) under Centrally Sponsored Pradhan Mantri Formalisation of Micro Food Processing Enterprises Scheme (PM FME Scheme), provides financial, technical and business support for upgradation of existing micro food processing enterprises. The scheme adopts One District One Product (ODOP) approach to reap the benefits of scale in terms of procurement of inputs, availing common services and marketing of products. ODOP for the scheme has framework for value chain development and alignment of support infrastructure. This scheme is being implemented for a period of five years from 2020-21 to 2024-25 with an outlay of Rs. 10,000 crores. ODOP for 707 districts of 35 State/UTs have been approved by the MOFPI. The Ministry of Agriculture and Farmers Welfare through One District One Focus Produce (ODOFP) for 728 districts of 36 States/UTs converge resources towards ODOP from ongoing centrally sponsored schemes such as Mission for Integrated Development of Horticulture (MIDH), National Food Security Mission (NFSM), Rashtriya Krishi Vikas Yojana (RKVY), Paramparagat Krishi Vikas Yojana (PKVY), schemes of Ministry of Fisheries, Animal Husbandry and Dairying.

State Level Up-gradation Plan (SLUP) by all States/UTs is based on Agriculture production of ODOPs, industrial scenario, market availability etc.  It enables the States to identify its product clusters, market linkages, stakeholders, requirement of skill development for beneficiaries, infrastructure support, financial linkages etc.

Identifying district specific products would lead to the following benefits to the micro food processing entrepreneurs:

  1. Increased access to credit by existing Micro Food Processing entrepreneurs, FPOs, Self Help Groups and Co-operatives;
  2. Integration with organized supply chain by strengthening branding & marketing;

Support for transition of existing 2,00,000 enterprises into formal framework;

  1. Increased access to common services like common processing facility, laboratories, storage, packaging, marketing and incubation services;
  2. Strengthening of institutions, research and training in the food processing sector; and
  3. Empowers SC, ST and Women Entrepreneurs as the scheme lays special focus on SC, ST and women entrepreneurs.

Increased access for the enterprises, to professional and technical support.

The scheme envisages strengthening backward and forward linkages, provision of common facilities, incubation centres, training, research and development (R&D), marketing and branding. The enhanced capacity of processing and value addition in agriculture and allied sector products will lead to a better price realization for the farmers. The identified products have potential for both domestic demand and export and will be promoted in a cluster approach through the converged resources of the Government of India.

18-Sep-2020: One District One Product Concept for Encouraging Domestic Manufacturing

Based on strengths of a district and National Priorities, One District One Product (ODOP) is seen as a transformational step forward towards realizing the true potential of a district, fuel economic growth and generate employment and rural entrepreneurship, taking us to the goal of Aatma Nirbhar Bharat.  In this contest, an interaction with all States and UTs was held on 27th August, 2020 to discuss the implementation of One District One Product initiative, and Department for Promotion of Industry and Internal Trade (DPIIT) is working further on the initiative.

Further, Department of Commerce through DGFT is engaging with State and Central government agencies to promote the initiative of One District One Product.  The objective is to convert each District of the country into an export hub by identifying products with export potential in the District, addressing bottlenecks for exporting these products, supporting local exporters, manufacturers to scale up manufacturing, and find potential buyers outside India with the aim of promoting exports, promoting manufacturing & services industry in the District and generate employment in the District. 

As part of this initiative, an institutional mechanism is being set up in each District in the form of District Export Promotion Committees (DEPCs) that may be headed by DM/ Collector/ DC/ District Development Officer of the District and co-chaired by the designated Regional Authority of DGFT and various other stakeholders as its members. The primary function of the DEPC will be to prepare and act on District specific Export Action Plans in collaboration with all the relevant stakeholders from the Centre, State and the District level.

DGFT has also developed a portal that may be accessed on the DGFT website to enable the States to upload all information related to the products with export potential of every district. Portal has been developed and is currently being tested.

Products with export potential are being identified in different districts across the country, and accordingly State Export Strategies are being prepared.

10-Aug-2018: ‘One District One Product’ Summit organised by the Uttar Pradesh government

President Ram Nath Kovind inaugurated ‘One District One Product’ Summit organised by the Uttar Pradesh government to promote traditional industries in every district of the state.

Micro, small and medium enterprises are called the backbone of our economy. These enterprises are engines of inclusive development. After the agricultural sector, most people find employment in this sector. This sector generates more employment opportunities at a lower cost of capital. And the most important thing about this sector is that it creates jobs in rural and backward areas.

The President noted that Uttar Pradesh accounted for 44 per cent of the total handicraft exports of the country. Industries such as handicrafts, food processing, engineering goods, carpets, readymade clothes and leather goods earn foreign exchange as well as provide employment. Therefore, this sector will play an important role in the development of Uttar Pradesh. He expressed confidence that the One District One Product scheme will enhance skills of local people as well as increase the reach of products. Besides, it will result in economic progress of artisans of Uttar Pradesh.

Under the One District One Product scheme, the state government has set a goal of providing employment to 25 lakh people in five years through the financial assistance of Rs 25,000 crores. This scheme will create large number of employment opportunities for the youth and strengthen the inclusive and sustainable development of Uttar Pradesh.

During the summit, with a tagline of ‘Nayi Udaan, Nayi Pehchan’, the President distributed loan sanction papers to some artisans. Loan papers amounting to Rs 1,006.94 crore are to be distributed to 4,085 artisans from 75 districts in the summit.

UP is uniquely famous for product-specific traditional industrial hubs across 75 districts, including Varanasi (Banarasi silk sari), Bhadohi (carpet), Lucknow (chikan), Kanpur (leather goods), Agra (leather footwear), Aligarh(locks), Moradabad (brassware), Meerut (sports goods) and Saharanpur (wooden products).

The ODOP scheme seeks to promote traditional industries synonymous with their respective districts to spur local economy and create jobs. The ODOP Summit is stated to be the first of its kind in the country and is expected to give a big boost to the MSME and handicraft in the state.

The objective of the ODOP is to optimise production, productivity and income, preservation and development of local crafts, promotion of art, improvement in product quality and skill development. The state government will sign memorandum of understandings (MoUs) with e-retailor giant Amazon for marketing of products of artisans, and Quality Control of India (QCI) that will ensure quality of products.

Amazon will train the artisans and small entrepreneurs of several districts, including Lucknow, Gorakhpur, Allahabad, Firozabad, Moradabad, Agra, Kanpur, Meerut, Bhadohi and Varanasi, in getting their products listed on its marketing platform.

Besides, MoUs will be exchanged with Wipro GE Health Care, National Stock Exchange and BSE at the event. Technical sessions on handloom, textiles craft, tourism, Agro and food processing, credit and finance will be held during the summit.

24-Jan-2018: UP Cabinet approves 'one district, one product' scheme

The Uttar Pradesh Cabinet has approved 'one district, one product' scheme to promote products indigenous to every district. Implementation of the One District, One Product will boost economic development of the state, and also help in generation of five lakh new jobs annually.

Under this, one product indigenous to every district would be showcased at the three-day UP Diwas event beginning tomorrow. The decision was taken at the Cabinet meeting chaired by Chief Minister Yogi Adityanath.

The Cabinet also gave its assent to setting up a Vedic Science Centre (Vaidik Vigyan Kendra) on the premises of Kashi Hindu University.
