27-Mar-2023: Micro and Small Enterprises – Cluster Development Programme (MSE-CDP) being implemented to enhance productivity and competitiveness

Ministry of MSME is implementing Micro and Small Enterprises – Cluster Development Programme (MSE-CDP) across the country including Maharashtra. The objective of the scheme is to enhance the productivity and competitiveness of Micro and Small Enterprises (MSEs) for their holistic development adopting cluster approach through financial assistance as Government of India (GoI) grant for establishment of Common Facility Centers (CFCs) in the existing clusters and for establishment of new / up-gradation of existing Industrial Areas / Estates / Flatted Factory Complexes.

Ministry of MSME also implements the Scheme of Funds for Regeneration of Traditional Industries (SFURTI) for making Traditional Industries more productive and competitive by organizing the Traditional Industries and artisans into clusters to provide support for their long-term sustainability and economies of scale.

MSE-CDP is a demand driven Central Sector Scheme, wherein, State Government sends proposals for establishment of Common Facility Centers (CFCs) and establishment /up-gradation of Infrastructure Development (ID) projects as per requirements in clusters.

SFURTI is also a demand driven Central Sector Scheme which aims to cover traditional enterprises from diverse geographies of the country, with preference to uncovered areas, new districts, including niche traditional industries. Proposals are encouraged from all corners of the country through the network of Nodal agencies including NER, Hilly areas, tribal areas, aspirational districts, etc. The projects will be appraised based on the merit, strategies, project viability, impact on artisans, etc. as per the scheme guidelines

30 projects for setting up of Common Facility Center (CFC) under MSE-CDP have been approved in Maharashtra, out of which, 14 projects are completed.

Whereas, under SFURTI 27 clusters have been approved in Maharashtra, out of which, 16 clusters are functional.

The several steps in processing the application have been simplified to expedite the approval as well as functioning of projects under MSE-CDP as per the new guidelines.

Under SFURTI, timeline for implementation of SFURTI clusters were 3 years which has been reduced to 12-18 months w.e.f. March, 2020.

Ministry of MSME has approved 540 projects including 212 projects pertain to setting up of Common Facility Centers (CFCs) and 328 projects for Infrastructure Development (ID) under Micro and Small Enterprises Cluster Development Programme (MSE-CDP), out of which 92 Common Facility Centers (CFCs) projects and 200 Infrastructure Development (ID) projects have been completed so far.

Under MSE-CDP, the provision of maximum assistance of Rs. 18.00 crore (90% of maximum permissible project cost Rs. 20.00 crore) for Common Facility Centers (CFCs), Rs. 8.00 crore (80% of maximum permissible project cost Rs. 10.00 crore) for Infrastructure Development (ID) project and Rs. 12.00 crore (80% of maximum permissible project cost Rs. 15.00 crore) for Flatted Factory Complexes (FFCs) was provided as per old guidelines, which has been changed to Rs. 21.00 crore (70% of maximum permissible project cost Rs. 30.00 crore) for Common Facility Centers (CFCs), Rs. 10.50 crore (70% of maximum permissible project cost Rs. 15.00 crore) for setting up of  new Industrial Estate/Flatted Factory Complex and Rs. 6.00 crore (60% of maximum permissible project cost Rs. 10.00 crore) for up-gradation of existing Industrial Estate / Flatted Factory Complexes as per the new scheme guidelines.

27-May-2022: New Guidelines of Micro & Small Enterprises Cluster Development Programme (MSE-CDP) approved

The Government has approved New Guidelines of Micro & Small Enterprises Cluster Development Programme (MSE-CDP), which will be implemented during 15th Finance Commission Cycle(2021-22 to 2025-26). The scheme aims at enhancing the competitiveness and productivity of Micro & Small Enterprises by undertaking interventions such as:

  1. Common Facility Centers (CFCs): The central government grant will be restricted to 70% of the cost of project from Rs. 5.00 crore to Rs. 10.00 crore and 60% of the cost of project from Rs. 10.00 crore to Rs. 30.00 crore. In case of NE & Hill States, Island territories, Aspirational Districts, government grant will be 80% of the cost of project from Rs. 5.00 crore to Rs. 10.00 crore and 70% of the cost of project from Rs. 10.00 crore to Rs. 30.00 crore. The project for CFC with project cost more than Rs. 30.00 crore shall also be considered but the Government assistance would be calculated by taking into account the maximum eligible project cost of Rs.30.00 crore.
  2. Infrastructure Development: The central government grant will be restricted to 60% of the cost of project from Rs. 5.00 crore to Rs. 15.00 crore for setting up of new Industrial Estate / Flatted Factory Complex and  grant will be 50% of the cost of project from Rs. 5.00 crore to Rs. 10.00 crore for up-gradation of existing Industrial Estate / Flatted Factory Complex. In case of NE & Hill States, Island territories, Aspirational Districts,  grant will be 70% of the cost of project from Rs. 5.00 crore to Rs. 15.00 crore for setting up of new Industrial Estate / Flatted Factory Complex and 60% of the cost of project cost from Rs. 5.00 crore to Rs. 10.00 crore for up-gradation of existing Industrial Estate / Flatted Factory Complex. The project for ID with project cost more than Rs. 10.00 crore/15.00 crore can also be considered but the government assistance would be calculated by taking into account the maximum eligible project cost of Rs. 10.00 crore/15.00 crore.

7-Feb-2022: MSMEs clusters development programme

Under Micro and Small Enterprises - Cluster Development Programme (MSE-CDP), setting up of Common Facility Centre (CFC) in a cluster is supported. MSE-CDP is a demand driven scheme. Under the scheme, 36 projects of CFCs in various clusters (including 07 in Karnataka) have been developed all over country during the last three years (i.e. financial year 2018-19 to 2020-21).

The turnover, production and exports of the cluster depend upon various factors like aggregate domestic and global demand, seasonality besides various factors, which may not be within the control of the units in the cluster. As per a study conducted under 3rd Party Evaluation of the scheme, cluster beneficiaries have reported on an average 35% increase in production, a significant increase in sales as well as exports.

The clusters of artisans are supported by the Ministry under Scheme of Fund for Regeneration of Traditional Industries (SFURTI).

16-Dec-2021: New Hub/Industrial Parks for MSMEs

Ministry of MSME takes up new projects relating to establishments of New Technology Centres, Extension centres, Common Facility centres, Mini Tool Rooms, Mini Technology Centres and Industrial Estates under its various schemes and programmes.

Ministry of MSME is implementing Micro and Small Enterprises-Cluster Development Programme (MSE-CDP) for development of Micro and Small Enterprises (MSEs) Clusters in the country. The objective of the scheme is to enhance the productivity and competitiveness of Micro and Small Enterprises (MSEs) by extending financial assistance for establishment of Common Facility Centers (CFCs) and establishment/up-gradation of Industrial Areas/Estates/Flatted Factory Complex.

The scheme is demand driven and State Governments may make a request for approval of a project as per the cluster development needs. Ministry of MSME has considered 38 projects for Infrastructure Development (ID); setting up of Common Facility Center (CFC) in Haryana State under MSE-CDP since inception of the scheme. The details are as under:

For establishment/up-gradation of Industrial Areas/Estates, 28 projects have been approved and all are completed.

For setting up of Common Facility Centers (CFCs), 10 projects have been approved out of which 3 projects are completed.
