9-Oct-2022: 4th NICDC Investors' Roundtable Conference to be held in Mumbai tomorrow

The financial capital of India will host a roundtable conference of investors tomorrow. The 4th NICDC Investors' Roundtable Conference organized by Maharashtra Industrial Township Limited (MITL), is being held tomorrow, 10th October 2022, in Mumbai. Besides prominent investors, Chief Minister of Maharashtra Eknath Shinde, Union Minister for Commerce & Industry Piyush Goyal, Deputy Chief Minister of Maharashtra Devendra Fadnavis, Industries Minister Uday Samant, Consul Generals of various countries and top officials of the Government of Maharashtra are expected to attend this event.

The Investors Roundtable Conference has previously been hosted in Delhi, Kochi, and Ahmedabad. The 4th edition of the conference will showcase the development of upcoming greenfield industrial cities across India, which have been planned by National Industrial Corridor Development Corporation Limited.

Currently, four such greenfield smart industrial cities are being developed in Maharashtra in the districts of Aurangabad, Raigad, Satara and Nagpur. The conference is intended to facilitate a meaningful discussion among stakeholders and thus help in identifying various collaboration opportunities for investors.

Maharashtra, the economic powerhouse of India, has been an ideal investment destination for investors around the world. The state has managed to retain the position as India’s top Foreign Direct Investment (FDI) destination. In the last decade, Maharashtra has been a recipient of almost 28% of the cumulative FDI flowing into the country. The robustness of the economy is also evident from the fact that in the last fiscal year, Maharashtra managed to achieve a Gross State Domestic Product of USD 420 billion.

National Industrial Corridor Development Corporation (NICDC) is a Special Purpose Vehicle that envisages to establish, promote and facilitate development of the National Industrial Corridor Development Programme, India’s most ambitious infrastructure programme aiming to develop new industrial cities as “smart cities” and converging next generation technologies across infrastructure sectors. The programme is aimed at providing impetus to planned urbanization in India with manufacturing as the key driver.

MITL, formerly known as Aurangabad Industrial Township Limited, is a joint venture between Government of India and Government of Maharashtra.

MITL’s flagship industrial area, the Aurangabad Industrial City or AURIC, is one of the most well-developed Industrial Smart Cities in the world. With dedicated residential spaces and investment of over Rs. 7,000 crores, it is a beacon of industrial development in the Marathwada region. AURIC has planned to develop a MITRA Textile Park with the support of Ministry of Textiles under the PM MITRA Scheme, a Mega Food Park and an International Convention Centre there, making it a truly global investment destination.

7-Jul-2022: Finance and Corporate Affairs Minister, Smt. Nirmala Sitharaman chairs 1st meeting of Apex Monitoring Authority of National Industrial Corridor Development Programme.

Finance and Corporate Affairs Minister, Smt. Nirmala Sitharaman today chaired the 1st meeting of the Apex Monitoring Authority constituted to review the activities of National Industrial Corridor Development programme. The Apex Monitoring Authority comprises of Finance Minister as Chairperson, Minister-in- charge, Ministry of Commerce & Industry, Minister of Railways, Minister of Road Transport & Highways, Minister of Shipping, Vice Chairman, NITI Aayog, and Chief Minister(s) of States concerned. Chief Ministers from six states, viz. Gujarat, Haryana, Karnataka, M.P. Maharashtra and Uttarakhand; Ministers from 7 States viz. Bihar, Himachal Pradesh, Uttar Pradesh, Andhra Pradesh, Kerala and Rajasthan besides senior officials from all the states attended the meeting.

Addressing the meeting, Smt. Sitharaman thanked the State Chief Ministers and Ministers for keeping the work going all these years. “What started with about 3-4 states with few nodes today has gone to cover 18 States and the ecosystem for industrial development has taken a different colour and speed as we are seeing a far more liberalized environment. This is a rapid scaling up and as a result there should be a greater cumulative benefit, we should be able to derive,” she said while urging the States to expedite the acquisition of land.

Emphasizing upon the need to ensure optimal utilization of resources, the Finance Minister said that PM’s GatiShakti National Master Plan was expected to bring about greater coherence in all investments in infrastructure projects. She asked the NITI Aayog to map all the different projects such as Industrial Corridors, Freight Corridors, Defence Corridors, NIMZ (National Industrial Manufacturing Zones) PLI-based industry parks, PM-Mitra parks, Medical & Pharma Parks and Logistic Parks to understand the need for bringing them under PM GatiShakti. The finance minister also asked the Shipping Ministry to map out all the sea ports connected to various industrial corridors to see whether there are meaningful linkages. She asked the next meeting of the Monitoring Committee to be convened in November.

Shri Piyush Goyal, Minister of Commerce & Industry, Consumer Affairs, Food & Public Distribution and Textiles said that there is a need to focus on attracting investors quickly in these Industrial Corridors and asked NICDIT as well as States to have Road Shows to attract businesses. The minister said that the Industrial parks will be regarded as successful only if investment flows in. “We must allot the land fast. The land should be reasonably priced for the industry and we should allow innovative ways such as different lease period, lease premium payment flexibility, rental model, lease cum rent option. Electricity rate is another thing investors look at closely. We need to have affordable and consistent rates. High rates of electricity are a deterrent to the industry,” the minister added. Shri Goyal warned that if the existing parks are not put to good use, then the Centre would not support any new park. The minister also urged the States to ensure affordable accommodation, canteens for workers so that slums don’t come up in industrial parks.

Shri Ashwini Vaishnaw, Minister for Railways, Communications and Electronics & Information Technology, said that rail connectivity has to be an integral part of planning of project nodes and the land acquisition can take into consideration the requirement of railways. He informed that regional railways and hydrogen train are being planned and the infrastructure development should keep this aspect in mind. He also asked the NICDIT to plan for data centers and ducts for laying optical fibre.

Shri Vaishnaw urged the State governments to have dedicated nodes for electronic manufacturing, which he said was highly employment intensive. “There is a huge opportunity for electronic manufacturing. Entire global value chain is shifting away from untrusted partners and India is being seen as a trusted partner. Success of electronic manufacturing in last in India has been watched by the world. From nowhere we have reached 76 billion dollars and it now growing in double digits,” the Minister added. 

Shri Anurag Jain, Secretary DPIIT informed that supplementing the efforts of Govt. of India for realizing the manufacturing potential of the country, NICDC is developing Eleven (11) Industrial corridors comprising 32 nodes/projects to be developed in 04 Phases for taking forward the vision set out under PM GatiShakti National Master Plan.

Shri Amrit Lal Meena, Special Secretary (Logistics) and CEO&MD, NICDC, informed that NICDC has meticulously been able to deliver 4 developed futuristic “Smart industrial cities” namely Dholera Special Investment Region (DSIR) in Gujarat; Shendra Bidkin Industrial Area (SBIA), Aurangabad in Maharashtra; Integrated Industrial Township, Greater Noida (IITGN) in Uttar Pradesh; Integrated Industrial Township, Vikram Udyogpuri (IITVU) in Ujjain, Madhya Pradesh. He further stated that with the support of Government of Andhra Pradesh and Karnataka, two new nodes in Krishnapatnam and Tumakuru are moving forward towards implementation. NICDC is also developing Multi Modal Logistics Hubs (MMLH) at Nangal Choudhary in Haryana and at Dadri in Uttar Pradesh. Additionally, Multi Modal Transport Hub (MMTH) is being developed at Boraki in Uttar Pradesh.

Till date 201 plots with 979 acre of land parcels have been allotted to various national/multi-national Industrial units with committed investment of over Rs. 17,500 crore and potential employment of over 23,000. The commercial production has already started in 12 units and nearly 40 companies are setting up factories. Over 5400 acre developed land is available for immediate allotment for various uses like industrial, commercial, residential, institutional etc. Under the Industrial Corridor Programme, complete hand holding support is being provided to the plot allottees till they go into commercial production.

NICDC Limited is a Special Purpose Vehicle (SPV) under the Administrative Control of DPIIT, Ministry of Commerce & Industry which carries out project development activities and coordinates the implementation of the various Industrial Corridor projects under ‘National Industrial Corridor Programme’. Under this programme, NICDC has 4 greenfield smart cities namely Dholera Special Investment Region (DSIR) in Gujarat; Shendra Bidkin Industrial Area (SBIA), Aurangabad in Maharashtra; Integrated Industrial Township, Greater Noida (IITGN) in Uttar Pradesh; Integrated Industrial Township, Vikram Udyogpuri (IITVU) in Ujjain, Madhya Pradesh have already been developed with plug and play infrastructure upto plot level for the industries.

Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal has urged the States to put the NICDC projects on fast track and set a deadline for acquisition and allotment of land in industrial nodes and clusters.

“18 states are being urged to do their decision making very quickly, offer the land, otherwise we will be forced to foreclose those projects and maybe offer them to other states who may be willing to speed up the investment,” said Shri Goyal, addressing the Investor Round Table Conference on  National  Industrial  Corridor  Development  Programme here last night.

The Minister, however, warned there should be no land squatting but units must be set up soon that would lead to absorption of new technologies and creation of jobs.

“Ultimately the nation’s assets have to be put to good use. As we say in business management terminology, ‘Let’s sweat our assets as much as we can, let’s put to use whatever infrastructure or facilities that are created wherever to the maximum possible use,” he said.

National Industrial Corridor Corporation (NICDC) is implementing 11 corridors comprising 32 projects in four phases.

Stating that one NICDC project is at the cusp of taking off, Shri Goyal said several states are offering incentives under NICDC projects. CEO, Greater NOIDA has committed to allotment of land in 20 days and CEO, Dholera has offered 50% discount on land cost to the first anchors for the first 30% of plots available, he said.

Stating that the NICDIC will be dovetailed with PM GatiShakti and NSWS, Shri Goyal said Invest India will set up offices in the first four townships coming up under the NICDC project and BIS/QCI will set up testing labs in emerging industrial clusters.

Pointing out that India has again emerged as the world’s fastest growing economy and scaled the highest ever exports of $670 billion, Shri Goyal urged entrepreneurs to take advantage of Government initiatives such as the NICDC, Digital India, Smart Cities, $1.4 trillion huge infrastructure projects in the National Infrastructure Pipeline, NICDC facilities and financial inclusion.

Encouraging entrepreneurs to take advantage of the “great building block of exports”, Shri Goyal said the world wants to do business with us and it is now upon us to seize the opportunity. As we progress from a developing to developed nation, we can serve as soldiers during this Amritkaal, he said.

“After all you’ve seen the rush of countries wanting to do work with India, - two FTAs in our bag in a span of two months, 3 or 4 others at advanced stages of negotiations,” he said.

Stating that world class exhibition and convention facilities are being created at Pragati Maidan and IICC-Dwarka in Delhi, besides Greater Noida and Mumbai and , Shri Goyal said India now wants to play an increasingly important role in MICE (Meetings, Incentives, Conferences and Exhibitions) sector. He said we want to make India an investment destination of choice.

“Let’s participate in this growth story that India is working on and let’s see how we can make the best use of available facilities and also come up with ideas for the future,” he said.

Stating that the Prime Minister Shri Narendra Modi is, today, the world’s tallest leader among democracies, Shri Goyal said, “As PM Modi says ‘yehi samay hai, sahi samay hai’, (This is the time, the right time), very often if you don’t grab an opportunity at the right time, you lose that opportunity.”

Speaking on the occasion, Secretary DPIIT, said Government has started EPDB 2.0 and decriminalization of industry related laws is a priority. The NSWS and India Industrial Land Bank (IILB) are also facilitating industry investments.

NICDC is India’s  pioneering  Infrastructure programme,  developing  new industrial  cities  as  ‘Smart  cities’  through  convergence of  next-gen technologies, creating  benchmarks and competition  with  best manufacturing/investment destinations in the world. The NICDC was approved  by the Government in December, 2020  for development  of  11 industrial  corridors  with  32  state-of-the-art  projects  to be developed in  4 phases by 2026-27.

A combined  investment  of  Rs.  16,760  crore has  been already done in the 4 cities for the 173 allotted plots. The four ‘Smart’ industrial  cities  are emerging at  Dholera  (Gujarat),  Shendra  Bidkin (Maharashtra),  Vikram  Udhogpuri  (MP)  &  Integrated Industrial Township in Greater Noida (UP).

At  the  national  level,  Infra  initiatives  are  being  driven  by the Government’s flagship programme, -  PM Gati Shakti. It  will  play  a  key  role  in  streamlining  the  remaining 28  NICDC projects  under  implementation  with an aim to  bring down the logistics cost.

12-Apr-2022: National Industrial Corridor projects integrated into the framework of PM GatiShakti

Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal took a comprehensive review on the progress of the National Industrial Corridor Development Program.

The meeting was attended by senior officials of Department for Promotion of Industry and Internal Trade (DPIIT) and NICDC. The Minister was briefed about the substantial progress of the Industrial Corridor Program. The Government has over the past few years further enhanced the National Corridor Network to 11 integrated industrial and economic corridors with 32 Projects to be developed in four phases, thus enabling connectivity to all key economic nodes in the country.

He was further apprised that the National Industrial Corridor projects are getting developed on the overall framework of PM GatiShakti - National Master Plan to provide a systematic, multi modal connectivity to various economic zones for a seamless movement of people, goods and services resulting in efficient conduct of logistics and economic activities.

He was informed that world class ‘Plug n Play’ infrastructure at plot level has been developed in the 4 cities of Dholera (Gujarat), Shendra Bidkin (Maharashtra), Vikram Udyogpuri (M.P.), Integrated Industrial Township (Greater Noida, U.P.) where land allotment is currently underway.

A total of 173 Plots (851 Acre) have been allotted in these 4 cities attracting investments from companies of South Korea, Russia, China, UK, Japan as well as from India including MSME`s with an investment mobilization to the tune of approximately Rs. 16,760 Cr. generating approx. 21,000 employment opportunities.

With the availability of additional developed land of approx. 5000 Acre, the Minister directed the officials to expedite the land allotment to industrial, commercial and residential sectors in these developed cities through rigorous marketing activities including road shows and attractive and conducive land allotment policies.

The Minister further directed that regular interactions be made with the plot allottees so as to handhold them in resolving issues that they must be facing in starting the construction of their factories or commercial production. He further directed to expedite activities with respect to other projects where land can be made available to industries.

The Minister instructed that in order to bring complete transparency in the land allotment system, e-land management system (e-LMS) should be implemented across all the projects and continuous monitoring should be done through an integrated dashboard.

The Minister expressed that “the National Industrial Corridor Program is a pan India initiative and development of plug and play infrastructure will boost manufacturing ecosystem in the country and shall have a domino effect on the development of the Nation as a whole and has full potential of realizing the vision of Hon’ble Prime Minister for AtmaNirbhar Bharat”. “NICDC should work in close coordination with the respective state governments to expedite the project development activities for developing a world-class manufacturing and investment infrastructure to boost competitiveness and job creation.” the Minister added.

16-Mar-2022: Industrial Corridors

The status of Chennai-Bengaluru (CBIC), Bengaluru-Mumbai (BMIC) and Hyderabad-Bengaluru (HBIC) is as under:

  1. Chennai Bengaluru Industrial Corridor (CBIC): Three nodes namely Tumakuru in Karnataka, Krishnapatnam in Andhra Pradesh and Ponneri in Tamil Nadu have been identified for development under CBIC. Status of these Nodes is as under:

Krishnapatnam Node: Project was approved by Government of India on 30th December, 2020. Detailed master planning and preliminary engineering activities for an area of 2,500 acres, as an activation area, have been completed. Engineering, Procurement and Construction (EPC) tendering work for implementation of trunk infrastructure has been initiated.

Tumakuru Node: Project was approved by Government of India on 30th December, 2020. Detailed master planning and preliminary engineering activities for an area of 1,736 acres, as an activation area, has been completed. Environment Clearance has been obtained. EPC tendering work for implementation of trunk infrastructure has been initiated.

Ponneri Node: Consultant has been appointed for carrying out Detailed Master Planning and Preliminary Engineering for an area of 4,000 acres.

  1. Bengaluru Mumbai Industrial Corridor (BMIC): The Perspective Plan of BMIC has been completed. Government of Karnataka and Government of Maharashtra has confirmed availability of land for development of industrial node at Dharwad and Satara respectively. Consultants have been appointed for Detailed Master Planning and Preliminary Engineering for both the nodes.
  2. Hyderabad Bengaluru Industrial Corridor (HBIC): Orvakal node in Andhra Pradesh has been identified for development under HBIC. Consultants have been appointed for Detailed Master Planning and Preliminary Engineering. Site survey, preparation of base map, technical assessment & land suitability, preparation of preliminary master plan, etc. have been completed by the consultant.

Above Industrial Corridors are at different stages of implementation. Out of three nodes to be developed in CBIC, land has been made available in two nodes, - Krishnapatnam and Tumakuru. These are scheduled to be developed by 2026. For other corridors/nodes, since project development activities are going on, the timelines can be ascertained after availability of land and competent approval.

Government of India has taken up implementation of various industrial corridor projects under National Industrial Corridor programme. The aim is to develop greenfield industrial nodes in India which can compete with the best manufacturing and investment destinations in the world. The objective for development of these nodes is to facilitate provision of plug n play infrastructure at the plot level and help in expansion of industrial output, increasing employment opportunities, provide better living and social facilities for the new and growing workforce. Under conceptualization

 

Govt. of Tamil Nadu in January, 2021 submitted a proposal for funding assistance to Chennai Kanyakumari Industrial Corridor (CKIC) under NICP. They have been requested to submit a detailed proposal (Comprehensive Development Plan/Feasibility Report) for inclusion of CKIC under Industrial Corridor framework along with detailed information of availability of land. Therefore, no amount is allocated for this corridor as yet. The Objective of development of industrial corridors is to expand the industrial output, increasing employment opportunities, provide better living and social facilities for the new and growing workforce by way of providing plug n play infrastructure at the plot level for industries.

1-Oct-2022: Unified Logistics Interface Platform (ULIP) receives tremendous response as 13 organisations sign Non-Disclosure Agreement (NDA) to access data on ULIP

Unified Logistics Interface Platform (ULIP), launched by Prime Minister Shri Narendra Modi, as part of the ‘National Logistics Policy (NLP)’ on September 17, 2022 is the promising initiative in the logistics sector that aims to bring ease of doing business in the logistics sector by simplifying the logistics processes, improving its efficiency, bringing in transparency and visibility, and reducing logistics cost & time.

The Platform is receiving tremendous response from the industry. Till date, 13 organisations - MapMyIndia, CargoExchange, Freight Fox, Conmove, Intugine, Eikonatech, Yes Bank, Superprocure, CargoShakti, CloudStrats, Shyplite, APSEZL, and AITWA have signed Non-Disclosure Agreement (NDA) to access data on ULIP. NDAs with 11 more organisations like Instavans & Trucks, Bosch India, Portlinks, Shiprocket, etc. are in the process.

The startups are gearing-up to showcase their innovative ideas for creating new solutions for the sector whereas large enterprises are mulling to integrate with ULIP for simplifying complex logistics processes, verifying the documents of vendors as well as to get visibility of cargo movement.

The ULIP platform will enable the industry players to get secure access to the  information related to logistics and resources available with various Ministries. At present 30 systems from seven ministries are integrated through more than 100 APIs covering more than 1600 data fields for usage by the stakeholders.

ULIP has a dedicated portal that makes the process of data request simpler, faster, and transparent. The portal can be accessed through “https://goulip.in/”. A dedicated support team is working round the clock to provide support to the industry players for registration on the portal. After the registration, users need to submit their use-cases, which will then be reviewed based on the proposed usage of the requested data. After the successful review, users requesting for data will have to sign a ‘Non-Disclosure Agreement (NDA)’. With signing of the NDAs, industry players can develop APIs for integration with ULIP. After the system security check and thorough testing of the integration, the users can fetch authentic data through ULIP from various government sources.

ULIP will give direct and indirect benefits to all logistics stakeholders like verification of drivers and vehicles details in a single click, tracking & tracing of consignment, Route Optimization Planning, timely update on the destination of the consignment, reduce paper works, empty carrier & container visibility, inventory management etc. By reducing regulatory, documentary and other delays, ULIP will enable structured planning by helping in decision making on optimum use of modes of logistics thereby saving cost and time.

With democratization of the information, ULIP aims to enable the industry players for creating a market for revenue generation as well as abolition of monopoly and un-levelled advantage. Achieving positive results at granular and individual level will have a tremendous constructive impact on the overall logistics sector of India along with Logistics Cost percentage of GDP and enhancement in the global logistics indices of India.

16-Mar-2022: ULIP

Decision has been taken to develop a platform for data exchange among all mode of operators. Accordingly, Unified Logistics Interface Platform (ULIP) has been designed by National Industrial Corridor Development Corporation Limited (NICDC), under the guidance of NITI Aayog. So far, the platform has been integrated with 24 systems of six Ministries including Ministry of Ports, Shipping and Waterways, Ministry of Railways, Ministry of Road Transport and Highways, Ministry of Civil Aviation, Directorate General Foreign Trade and Central Board of Indirect Taxes (CBIC) through 78 Application Programming Interface (APIs).

National Highways Logistics Management Limited (NHLML), a wholly owned subsidiary of NHAI, has already invited bids for development of Nagpur, Chennai and Bangalore Multi-Modal Logistic Parks and initiated the  feasibility study for MMLP at Indore.

The Government of India has already undertaken various reforms like PM GatiShakti, Bharatmala, Sagarmala, Parvatmala, UDAN, Customs SWIFT clearances and GSTN, for efficient movement of goods and reduction in logistics cost.

30-Sep-2022: National level exhibition of traditional products from SFURTI clusters being organized for the first time commemorating Azadi ka Amrit Mahotsav.

Khadi and Village Industries Commission, a Statutory Body under Ministry of MSME, is organizing a SFURTI Mela at Dilli Haat, INA, New Delhi from 1st October to 15th October, 2022. This national level exhibition of traditional products from SFURTI clusters is being organized for the first time, also commemorating the Azadi ka Amrit Mahotsav.

Under SFURTI, traditional artisans are organized into clusters for manufacturing value added traditional products to enhance their income. These clusters cover traditional sectors such handloom, handicrafts, khadi, coir, agro-products, etc. Government of India provides assistance for infrastructure development, capacity building, marketing and design promotion, etc. Till date, 498 clusters have been supported under SFURTI across the country directly benefiting around 3 lakh artisans.

During the SFURTI Mela, 100 artisans from 50 SFURTI clusters covering 28 States will be showcasing their traditional products of handloom, handicrafts, khadi, coir, agro-processing These include clusters such as- Sozni Embroidery cluster of Jammu and Kashmir, Cane and Bamboo cluster of Meghalaya, Channapatna Toy cluster of Karnataka, Natural Dye Cluster of Rajasthan, Madhubani painting Cluster of Bihar, Kolhapuri Traditional Jewellery cluster of Maharashtra, Coir cluster of Kerala, Carpet and Durrie Cluster of Uttar Pradesh, Millet Cluster of Odisha, Eri Silk Khadi Cluster of Arunachal Pradesh among others.

The purpose of this SFURTI Mela is to promote the traditional products from across the country among the citizens, during the festive times. Besides, this mela will also open new avenues for the artisans for marketing and sales of these cluster products.

Live demonstration of manufacturing processes of traditional products has also been organized in the Theme pavilion of this Mela.

16-Dec-2021: Vizianagaram Coir Cluster

Ministry of MSME implements Scheme of Fund for Regeneration of Traditional Industries (SFURTI) for organizing traditional industries and artisans into collectives for providing sustainable employment to artisans. Under SFURTI, Vizianagaram Coir Cluster has become functional and started production of rubberised coir.

Under the project, Rs.203.32 lakh has been approved for undertaking the activities under Hard Interventions which includes construction of common facility center, procurement of machinery and purchase of raw material, etc. Of these, Rs. 40 lakh has been approved for construction of common facility centre. Under Soft Intervention component of the scheme, Rs. 25 lakh has been approved which includes product development, capacity building, market promotion activities, etc. The entire amount of Rs.25 lakh earmarked for Soft Intervention activities has been released to the cluster for undertaking various programmes on capacity building, market promotion, etc.

2-Dec-2021: Convergence of SFURTI Scheme

Ministry of MSME conducts regular assessment of the functional SFURTI clusters in respect of their profitability and marketability through during various review meetings, visits to clusters and 3rd party evaluation, etc. Based on the same, it has been observed that marketability and profitability of the clusters require special support due to the COVID 19 pandemic. To ensure the same, the Ministry has taken various initiatives like training on design development and product diversification to cater to the market demand, encouraging linkages with e-commerce portals, etc.

SFURTI scheme is applicable across the country. However, to expand the reach of the scheme across the country, special focus is given on proposals received from districts without an approved SFURTI cluster and Aspirational districts. The Ministry encourages the convergence of the SFURTI scheme with other welfare schemes of Ministries/Departments of Central and State Government. The Implementing Agencies of the clusters are already required to open bank accounts and provide General and Health Insurance to all artisans.

Minimum wage for artisans has not been specified under SFURTI. However, Ministry takes necessary initiatives under the scheme to upskill the traditional artisans and provide them with infrastructural support to add value to their products, thereby increasing their income in a sustainable manner.

The timeframe for functionalization of a SFURTI cluster since its approval is 12 months for a Regular cluster (up to 500 artisans) and 18 months for a Major cluster (more than 500 artisans). Ministry takes regular review of the clusters under implementation to ensure the timeline for functionalization of clusters are adhered to.
