10-Apr-2018: First meeting of the ‘NITI Forum for North East’ held in Agartala

The first meeting of the newly constituted ‘NITI Forum for North East’ was held in Agartala, Tripura. The meeting, organized by the NITI Aayog, Ministry of DoNER and the North Eastern Council (NEC), was co-chaired by the Vice-Chairman, NITI Aayog, Shri Rajeev Kumar and the Minister of State (Independent Charge), Ministry of Development of North Eastern Region (DoNER), Dr. Jitendra Singh. Chief Minister of Tripura, Shri Biplab Kumar Deb, Chief Minister of Nagaland, Shri Neiphiu Rio and the Chief Minister of Meghalaya, Shri Conrad Sangma participated in the day-long deliberations.

The focus of development projects in the NER will be based on the concept of “HIRA” (Highways, Inland Waterways, Railways and Airways). Emphasis will also be made on Education, Health and Skill Development in the region. Horticulture, Tourism, Food Processing, use of Bamboo and Made in North-East will be developed through five Mission Mode projects in a time-bound manner.

There has been a significant 21% rise in fund utilization in the North-East during the last three years. Dr. Jitendra Singh said the Central Government has now committed full 100% funding for development projects in the NER, as against 90-10 ratio earlier with the State Governments funding 10% of the total cost.

Nagaland Chief Minister Shri Neiphiu Rio pointed out that Kohima is the only state capital in the North-East which does not have an airport. He said the State Government has acquired land for this purpose and at least one small airstrip at Kohima should be constructed for providing air connectivity to Nagaland under the UDAN scheme.

Meghalaya Chief Minister Shri Conrad Sangma said that development is the solution for all socio-economic problems in the region and through Infrastructure and Connectivity,  many development problems can be solved. He said that the National Games-2022 will be held in Meghalaya, which will coincide with the 75th Anniversary of Indian Independence. He further said that economic challenges of the NER can be met by removing the physical and economic barriers.

Chief Minister of Tripura, Shri Biplab Kumar Deb said that the State bordering with Bangladesh from three sides imports more than Rs.300 crores annually from Bangladesh but exports a meager Rs.4.6 crores. Certain provisions prohibit export of rubber from Tripura, but the same is routed through West Bengal. Tripura has immense potential in fisheries as the state has the world’s best climate suitable for aquaculture but this has not been exploited.


Representatives of all eight member States of the NER gave their valuable suggestions on 'Moving towards a prosperous North East Region' which was the theme for the meeting.

The ‘NITI Forum for North East’ was constituted in February 2018 with an aim to ensure sustainable economic growth of the North Eastern Region (NER) of the country and periodically review the development status in NER.

21-Feb-2018: Government sets up the “NITI Forum for Northeast”

The Union Government has issued order setting up the ‘Niti Forum for North-East’. The forum will be co-chaired by the Vice-Chairman of NITI Aayog and Minister of State (I/C), Ministry of Development of Northeastern Region (DoNER). The forum will have its Secretariat in the Ministry of DoNER.

 The NITI Forum for Northeast is tasked to identify various constraints on the way of accelerated, inclusive and sustainable economic growth in the North East Region of the country and to recommend suitable interventions for addressing identified constraints. It will also review the development status in the NER.

Members of the Forum will include Secretaries of Ministries of Road Transport & Highways, Railways, Power, Water Resources, River Development & Ganga Rejuvenation, New & Renewable Energy, Health & Family Welfare, Human Resource Development, Environment, Forest & Climate Change. Chief Secretaries of Northeastern states of Assam, Sikkim, Nagaland, Meghalaya, Manipur, Tripura, Arunachal Pradesh and Mizoram will also be members of the Forum. Secretary, North East Council (NEC), Shillong will be Member Secretary. Joint Secretary (NE), MHA, besides a number of experts from various fields will also be members of the Forum.

The Forum may examine and address any other issues which are of importance but not specifically spelt out in its Terms of Reference. It may devise its own procedure to conduct its business/meetings/fields visits or constitution of Sub-Groups etc.

20-Mar-2018: Surrender Cum Rehabilitation of Militants has been revised

There is a Surrender-cum-Rehabilitation Scheme for North-East States since 01.04.1998. The scheme is to wean away the misguided youth and hardcore militant who have strayed into the fold of militancy and find themselves trapped into that net. The Scheme also seeks to ensure that the militants who have surrendered do not find it attractive to join militancy again.

The Scheme has been revised to make it more effective and will come into effect from 01.04.2018. In the revised scheme, the stipend of the surrendered is being increased from Rs.3500/- p.m. to Rs.6000/- p.m. and the one time grant from Rs. 1.5 lakh to Rs. 4 lakh. There is also revised incentives for the weapons surrendered by the insurgents.

Rehabilitation Scheme for Jammu & Kashmir has been notified by the state government on 31.01.2004 and is being implemented by the state government.
