11-May-2023: Indian Council of Medical Research and AYUSH Ministry sign MOU for collaborative and cooperative momentum on health research in the field of Integrated Medicine

In a significant achievement demonstrating strengthening of the country’s health infrastructure and strong momentum to integrate and mainstream AYUSH, a Memorandum of Agreement (MoA) was signed between Indian Council of Medical Research (ICMR) under the Health Ministry and Ministry of AYUSH, here today for collaboration and cooperation in health research in the field of Integrated Medicine. The MoA was signed by Vaidya Shri Rajesh Kotecha, Secretary, Ministry of AYUSH and Dr. Rajiv Bahl, Secretary DHR & DG, ICMR in the presence of Dr. Mansukh Mandaviya Union Minister of Health & Family Welfare, Shri Sarbananda Sonowal, Union Minister of AYUSH and Dr. Bharati Pravin Pawar, Minister of State (HFW) and Dr. V.K Paul, member (Health), Niti Ayog.

The MoA envisages cooperation and collaboration between Ministry of AYUSH and ICMR for exploring the areas of convergence and synergy between the two organizations for integrative health research and strengthening research capacity. The MOA also envisages exploring possibility with M/o Ayush and ICMR to work on public health research initiatives for addressing diseases of national importance. Efforts to conduct high-quality clinical trials jointly on identified areas/disease conditions of national importance with promising therapies of Ayush system to generate evidence for wider acceptance is also part of the agreement signed today. A joint working group shall be created between Ministry of AYUSH and ICMR which will meet quarterly for exploring further areas of collaboration and work on deliverables. Both institutions shall formulate and implement joint research projects and programs and allow joint supervision of the said activities as well as design and conduct conferences, workshops, seminars jointly with active participation of researchers interested in the field of Integrative Healthcare. In addition, as part of the collaboration, scholars/trainees/researchers/faculties of the organisations will have access to advanced instrumentation systems, and other infrastructural facilities as per the prevailing rules and regulation of the organisations for the duration of the visit/joint research project/program. Both shall work towards developing/renewing mutual cooperation for facilitating scientific validation and provide evidence for AYUSH systems  by other countries.

Commending the initiative undertaken by AYUSH Ministry, Dr. Mandaviya said “combining traditional knowledge with modern research & innovation, the MoA signed between the two institutions will boost Ayurveda to further build its identity on the basis of scientific evidence.” Lauding the agreement, the Health Minister further stated that “this partnership will have a significant contribution in the development and reach of Integrated Medicine.”

The Health Minister further stated “this collaboration will promote high impact integrative research to generate evidence in priority areas of national importance in healthcare utilizing modern scientific methods. Joint efforts will be in place to conduct high-quality clinical trials on identified areas/disease conditions of national importance with promising integrative therapies to generate evidence for wider acceptance.”

AYUSH Minister Shri Sarbananda Sonowal said “this agreement will serve to expedite and broaden this momentum, further strengthening evidence-based research capacities”. This indeed is positive progression and consolidating the strengths, resources and capacities of two institutions will indeed bring fruitful results, he added.

Dr. V.K Paul further added “this collaboration will lead to Ayush departments in AIIMS to evolve into departments of Integrated Medicine across entire AIIMS infrastructure in India, which indeed is a momentaneous step in the field of medicine. It will prove to be of great service to the nation.”

Integrative Health Research is a transdisciplinary, holistic approach to investigate the benefits of co-administering the conventional (modern systems of medicine) and non-conventional (traditional/complementary/alternative) medical practices to identify the comprehensive healthcare practices to an individual and the community.

9-Mar-2022: Cabinet approves Memorandum of Understanding signed between the Indian Council of Medical Research, India and Deutsche Forschungsgemeinschaft e.V. (DFG), Germany

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi was apprised of a Memorandum of Understanding (MoU)  signed between the Indian Council of Medical Research (ICMR) and Deutsche Forschungsgemeinschaft e.V. (DFG), Germany in December 2021 and in accordance with Rule 7(d)(i) of the Second Schedule of Government of India (Transaction of Business) rules 1961.

Objectives of the MoU: Cooperation in the field of medical sciences/health research in areas including Toxicology, Neglected (Tropical) disease, rare diseases and any other areas of mutual interest. The cooperation in scientific research and technological development includes the joint funding of scientific research projects as well as the exchange of researchers, funding of joint seminars, symposia and workshops which would be of high scientific standard and beneficial to the advancement of science, significant from a scientific point of view.

9-Mar-2022: Cabinet  approves Memorandum of Understanding signed between the Indian Council of Medical Research, India and the National Institute of Allergy and Infectious Diseases, National Institute of Health of Department of Health and Human Services, USA

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi was apprised of a Memorandum of Understanding (MoU) signed between the Indian Council of Medical Research (ICMR) and the National Institute of Allergy and Infectious Diseases (NIAID), National Institute of Health of Department of Health and Human Services, USA, in September 2021 and in accordance with Rule 7(d)(i) of Second Schedule of Government of India (Transaction of Business) rules 1961.

Objectives of the MoU: Cooperation shall be undertaken primarily in Chennai, India at the National Institute for Research on Tuberculosis (NIRT) of ICMR in the scientific area, including but not limited to, basic, translational and applied innovative research, epidemiology, medicine, molecular biology, medical entomology, parasitology, immunology, medicine, microbiology and virology, with a focus on techniques for prevention, diagnosis and treatment of tropical infectious and allergic diseases.

Focus on collaboration includes tuberculosis, parasitic infections, HIV/AIDS, Allergic diseases, immune system diseases, other emerging and re-emerging pathogens, and other diseases of shared scientific interest.

Financial Implications: The U.S. Government and the Government of the Republic of India may provide funding support for activities under this MoU depending on the availability of resources. The Parties may seek additional funding and active participation from governmental, non-governmental, private sector, foundation, and other sources, as necessary and consistent with usual and customary practice, to support individual projects. The Parties may expend funds based on the individual, approved budgets of jointly approved, collaborative research projects and related activities.

All activities pursuant to this MoU shall be conducted in accordance with applicable laws, regulations, procedures, policies, and guidelines prevailing in the countries of respective Parties and shall be subject to the availability of personnel, resources, and appropriated funds.

Employment Generation: The scope of employing Indian scientists/researchers/students on contractual/project mode, as per applicable rules, under collaborative research projects emanating from the ICER program would help them in learning various techniques/skill development and capacity building in the area of TB and other diseases.

Background: The Indo-US joint statement was originally signed in 2003 for the establishment of an International Center for Excellence in Research (ICER) in Chennai. The same has been extended in 2008 and again renewed in 2017 and now renewed as MOU. The ICER is located in Chennai and is a partnership between NIAID and the National Institute for Research on Tuberculosis (NIRT) of ICMR. This collaboration has supported over 13 clinical protocols, helped in developing a seminal understanding of the immunology of helminth infections, elaborated the effects of diabetes mellitus on the immune response to tuberculosis, undertaken several studies to understand malnutrition and tuberculosis, started a pilot study to study the effects of helminth infection, SARS-CooV-2 seropositivity on the immune response, etc.

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi was apprised of a Memorandum of Understanding (MoU) signed between the Indian Council of Medical Research (ICMR) and the Oxford University, the UK in November 2021 and in accordance with Rule 7(d)(i) of the Second Schedule of the Government of India (Transaction of Business) rules 1961.

Objectives of the MoU: The Objectives under the MoU are Capacity building for Indian scientists and researchers, Collection of data compliant with international standards and regulatory requirements, Development of India towards becoming a regional hub for capacity development using its own funds and following the principles of equity and sovereignty, jointly raise and pool funds with time-bound hosting of IDDO secretariat towards achieving the outcomes at ICMR, and building partnership in and beyond data and skill-sharing with equity and transparency.

Both the parties have agreed to exchange and share ideas on three vector-borne diseases in the elimination phase (malaria, visceral leishmaniasis, filariasis) & emerging infections, Support and develop best practices for data management, data documentation, data sharing and the development of equitable governance frameworks, explore opportunities for collaboration on research programs and to develop a three-year work plan on capacity strengthening, exchange of research fellows, training on data management and statistical analysis.

Financial Implications: The Parties shall each bear their own costs in relation to the collaboration envisaged by this MOU. If the Parties subsequently secure funding for an element of the activities envisaged by this MOU, and part of that funding is intended to be passed to the other Party, an Additional Agreement will be executed to govern the activity in question.

18-Aug-2021: Cabinet approves Memorandum of Understanding between the Indian Council of Medical Research (ICMR), India and the GARDP Foundation on Antimicrobial Resistance Research and Innovation, Switzerland

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, was apprised of a Memorandum of Understanding signed between the Indian Council of Medical Research (ICMR), India and the GARDP Foundation on Antimicrobial Resistance Research and Innovation to strengthen the relations within the framework of the international scientific and technological collaboration and to promote cooperation in fields of mutual interest. The MoU was signed by India in March’2021.

Benefits: This MoU will further strengthen relations between India and the Switzerland within the framework of inter-national scientific and technological co-operation in fields of mutual-interest.

Financial Implications: The ICMR-GARDP Collaborations will include establishing a strategy and modalities for financial and in-kind contributions by both Parties to ensure the success of the joint objectives. Funding may be provided directly to the other Party or to the third parties engaged in Projects. All financial and in-kind contributions will be subject of separate legally binding agreements.

Background: ICMR promotes biomedical research in the country through intramural and extramural research. GARDP is a not-for-profit research and development organisation that addresses global public health needs by developing and delivering new or improved antibiotic treatments, while endeavouring to ensure their sustainable access.

28-Sep-2020: Dr. Harsh Vardhan unveils ICMR’s History Timeline

Dr. Harsh Vardhan, Union Minister of Health and Family Welfare today visited the headquarters of ICMR and unveiled a timeline depicting ICMR’s historical achievements and inaugurated ICMR’s mobile stroke unit and a COVID Vaccine and Clinical Registry portal to be hosted by ICMR. Dr. Balram Bhargava, Director General, ICMR, Dr. R. Hemalatha, Director, ICMR-NIN and other senior officials and scientists were also present.

Dr. Harsh Vardhan unveiled the history timeline of ICMR depicting 108 year journey of the India’s premier Research Council since the day of its inception in 1911 when it used to be known as Indian Research Fund Association (IRFA). The timeline captures policy and program interventions by ICMR and its institutes to control diseases  and its pioneering work in the fields of maternal and child health, HIV, cancer and nutrition, among others.

Expressing his happiness at the release of ICMR History Timeline spanning 108 years since its inception Dr. Harsh Vardhan said, “ICMR has always attempted to address itself to the growing demands of scientific advances in biomedical research on the one hand, and to the need of finding practical solutions to the health problems of the country, on the other.”  This moment will be remembered in the history where the glorious history of ICMR has been showcased in a sophisticated manner, he added.

Unveiling the new exhibits, Dr Harsh Vardhan said "ICMR has always been in the forefront of health research in the country and is now leading the country in tackling the unprecedented pandemic through scientific rigour and innovation. It has contributed immensely towards the nation's welfare. Through these exhibits, people will take pride in knowing the contributions of  ICMR and the country in the area of medical sciences."

The Union Health Minister also launched the Mobile Stroke Unit. He said, “It is disheartening to see the susceptibility of people to heart disease and hypertension. Timely treatment can reduce fatality and prevent people from disability.  In view of the large burden of stroke and absence of stroke care facilities in Assam, this initiative will go a long way in addressing the needs of the people in this area. The mobile unit, through tele-consultation ensures timely and appropriate treatment to people”. He also lauded the healthcare personnel who are working selflessly to serve the people even at a time when the resources are limited due to COVID.

He also launched the Vaccine Portal and portal on COVID Clinical Registry. While emphasizing on the importance of elaborate and transparent information on the status of vaccine development, he said, “The portal provides useful and important information related to vaccine development, ongoing clinical trials and progress made in this area locally and globally at regular intervals. Today, in the times of COVID, vaccine development is watched very closely. Thus, it becomes important to showcase the status of vaccine development in the country.”

On India’s fight against COVID-19, Dr. Harsh Vardhan said, “India’s continuously rising Recovery Rate and progressively falling Case Fatality Rate have proven the success of the COVID-19 containment strategy followed by all States and UTs. From having 1 lab to over 1800 labs today, we have come a long way in strengthening our capabilities. We have successfully ramped up our testing capacity which has touched 15 lakh daily tests.”

Dr Harsh Vardhan also urged people to follow COVID appropriate behaviour. He reminded people about the Social Vaccine of wearing masks/face covers while in public, following hand hygiene and respiratory etiquette, and maintaining physical distancing or Do Gaz ki Doori to curb spread of the infection.

29-Jul-2019: ICMR launches National Data Quality Forum

The Indian Council of Medical Research (ICMR)’s National Institute for Medical Statistics (ICMR - NIMS), in partnership with Population Council, has launched the National Data Quality Forum (NDQF).

The launch was attended by representatives from the government, academic institutions, technology and developmental partners who work towards strengthening the data ecosystem in the country.

NDQF will integrate learnings from scientific and evidence-based initiatives and guide actions through periodic workshops and conferences. Its activities will gear towards establishing protocols and good practices when dealing with data collection, storage, use and dissemination that can be applied to health and demographic data, as well as replicated across industries and sectors.

With a renewed emphasis on improving the quality of data that feeds into evidence based decision making at different levels, the NDQF hopes to bring together relevant stakeholders, subject matter experts, industry leaders, decision makers, and data scientists / analysts onto a common platform. This platform will be guided by the direction provided by a high level steering committee and operationalized with the help of a technical advisory group composed of subject matter experts. With a mandate to create a dialogue for data quality, and build a like-minded community of practice.

24-Apr-2019: The Indian Council of Medical Research (ICMR) has launched the ‘Malaria Elimination Research Alliance (MERA) India’

ICMR launched the Malaria Elimination Research Alliance(MERA)-India and organized the Stakeholders’ Meeting at ICMR Hqrs, New Delhi to have vibrant discussions on the roadmap of the Alliance. National and International leaders of malaria research, officials from Government of India, NGOs participated in the daylong meeting. Indian Council of Medical research has established ‘Malaria Elimination Research Alliance-India (MERA-India)’ which is a conglomeration of partners working on malaria control. 

The principal activity of the Alliance is to prioritize, plan, conduct, scale up and translate relevant research in a coordinated and combinatorial way in order to have a tangible impact of this research on the population at risk for malaria. Over the past two decades, India has made impressive progress in malaria control. The malaria burden has declined by over 80% (2.03 million cases in 2000 to 0.39 million in 2018) and malaria deaths by over 90% (932 deaths in 2000 to 85 in 2018). This success has provided a strong foundation for the commitment from the leadership of the Government of India to eliminate malaria in India by 2030.

The National Vector Borne Diseases Control Program (NVBDCP) of India has developed a comprehensive framework to achieve the overarching vision of “Malaria free India by 2030”. The NVBDCP’s National Strategic Plan clearly recognizes the critical role of research to support and guide malaria elimination efforts. This situation highlights the need for a common platform and shared research agenda and resources through establishment of the Malaria Elimination Research Alliance (MERA) India. MERA India does not intend to duplicate international efforts rather complement this on a national scale while contributing to the broader global agenda.

The purpose of MERA India is to identify, articulate, prioritize and respond to the research needs of the country to eliminate malaria from India by 2030. MERA India will facilitate trans-institutional coordination and collaboration around a shared research agenda which responds to not only to programmatic challenges and addresses gaps in available tools but also proactively contribute to targeted research. MERA India aims to harness and reinforce research in coordinated and combinatorial ways in order to achieve tangible impact on malaria elimination.

MERA India alliance is very important to Ministry of Health and Family welfare because of the operational research. WHO report has appreciated our research for decline in malaria and it is time to ensure its elimination by 2030. There is a need to inform the people about the Malaria protective measures via Media in the form of small Video clips.

Armed forces implemented IRS that reduced malaria cases in 1996 from 12.6/1000 to 1.10/1000 nowadays. The measures in Armed Forces such as early diagnosis, treatment and chemoprophylaxis (mefloquine), regular practice of sundown sleeve down approach, setting an entomology wing in AFMC, coordination between public health, hospitals and administration were taken in Northeast for malaria control. 

Professor Balram Bhargava, Secretary DHR and DG ICMR mentioned the importance of malaria elimination, need of commitment for cutting edge research and to stick with the time line. Our focus should be on the challenges with parasite and vector biology, social science communication and health economics.
