12-Jul-2022: Department of Agriculture & Farmer Welfare and International Rice Research Institute (IRRI) sign Agreement on commencement of Phase -2 activities of IRRI South Asia Regional Centre (ISARC)

A Memorandum of Agreement (MoA) was signed between the Department of Agriculture & Farmer Welfare (DA&FW) and International Rice Research Institute (IRRI) today on commencement of Phase -2 activities of IRRI South Asia Regional Centre (ISARC) to scale up the existing partnership for food and nutrition security in the South Asian region. The Agreement was signed by Shri Manoj Ahuja, Secretary, DA&FW and Dr. Jean Balié, Director General, IRRI in the presence of the Union Minister of Agriculture and Farmers Welfare, Shri Narendra Singh Tomar.

The ISARC was established following the Union Cabinet approval five years ago. ISARC also set up a Centre of Excellence in Rice Value Addition (CERVA) that includes a modern and sophisticated laboratory with capacity to determine quality and status of heavy metals in grain and straw. One of the critical achievements of CERVA is the development of one low and one intermediate glycemic index (GI) rice varieties: IRRI 147 (GI 55) and IRRI 162 (GI 57), respectively, through the joint efforts of the CERVA team and IRRI HQ. Since most rice varieties are high in GI and most of the Indians consume rice, the popularization of low GI rice varieties will reduce or even reverse India's increasing trend of diabetes.

The Prime Minister Shri Narendra Modi inaugurated state-of-the-art Speed Breeding Facility (SpeedBreed) at ISRAC in Varanasi on December 23, 2021. The facility is devoted to expedite the plant growth cycle of crops and enable advancing rice plants for five generations per year against only one to two under normal conditions. This plays a crucial role in transferring important traits (e.g., low GI, biotic and abiotic stresses) to popular Indian rice varieties in a shorter time.

The second phase of the ISARC programme proposes to increase farmers’ incomes, improve food and nutrition security, health, and well-being of small/holder farmers through increased system productivity, reduced yield gaps, enhanced climate resilience, mechanized and digital farming, improved market linkages, modernized value chains enabling entrepreneurship for women and youth, and capacity development.

In his brief remarks, Shri Ahuja said the Agreement will pave the way for undertaking further work towards the improvement of the welfare of farmers and ensuring food and nutrition security in India and the rest of South Asia. IRRI, especially ISARC, has long been an ally of the Indian government in addressing the most pressing issues concerning the agri-food sector, he said.

Speaking on the occasion, Dr. Balié said the ISARC is the first and biggest research Centre of the IRRI across the world outside Philippines. He said the continuation of the Agreement will help the capacity of rice-growing countries in South Asia, including India, and Africa in crop production, seed quality, and to enhance farmers’ income. It will also mitigate environment and climate change challenges in rice cultivation, help fight global hunger and eradicate poverty, he added.

Activities toward meeting the objectives of the 2nd Phase will be carried out through a trans disciplinary approach and leveraging cutting-edge technologies in three thematic areas over 5 years viz., (1) Centre of Excellence in Rice Value Addition (CERVA); (2) Centre of Excellence in Sustainable Agriculture (CESA) and (3) Center for Education in Innovation and Research for Development (CEIRD).

Main objectives include the development, dissemination, and popularization of high-yielding stress-tolerant and bio-fortified rice, particularly high zinc and low glycemic index rice; supporting national and regional rice breeding programmes to advance rice lines of specific and certified grain quality to increase producer and customer acceptance of new varieties to increase genetic gain; promotion of climate-smart varieties, natural resource management practices, and resilient agriculture through integrated geospatial data systems and tools, robust seed systems, dynamic agro-advisory systems, and scale-appropriate mechanization; improvement of nutrient use efficiency (NUE), soil health, and water productivity in diversified rice agri-food systems for increased productivity and reduced environmental footprints; development of inclusive value chain-based business models (including farmer producer companies, business linkages, and entrepreneurship) for premium quality traditional varieties and value-added by-products; development of evidence-based strategies to improve women’s economic empowerment through entrepreneurial  engagement in rice-based systems and engaging  youth in sustainable transformation of these  systems; and enhancement of local capacities, knowledge, and skills of all stakeholders through  innovative human capital development solutions.

The Phase II activities follow the long-time cooperation between the Government of India and IRRI. In 2017, the Union Cabinet chaired by Prime Minister Shri Narendra Modi approved the establishment of ISARC at the campus of the National Seed Research and Training Center (NSRTC) in Varanasi. The Cabinet, in its meeting held on 12th July, 2017, had approved the establishment of the ISARC and the operation of IRRI in India. Subsequently, the Memorandum of Agreement was signed on August 2, 2017 between the DA&FW and IRRI.   The agreement was for 5 years from 2017-22 with a provision to extend for another 5 years subject to both sides mutually agreeing for the same. 

For the past five years, the Center has played a major role in harnessing and sustaining food production in the region as it has been delivering research for development services for members of the private and public sectors through its state-of-the-art laboratory facilities for grain quality, crop production and nutritional quality. ISARC has also enabled knowledge transfer through short courses on rice-based agri-food systems.

ISARC also provides training on grain quality, nutritional quality and food safety. Broader Programme for Research and Partnership (BPRP) was launched for undertaking breeding for climate resilience, bio-fortification, improvement of traditional landraces, seed systems to enhance varietal replacement, natural resource management, organic agriculture, digitalization, and mechanization of agriculture for small/holder farmers, use of geo-spatial technology in agriculture and women and youth empowerment. IRRI Research and Education Programme (IREP) was also launched for capacity development, including scholars, extension workers and farmers; and promoting South-South cooperation and networking with key stakeholders to support and capacitate NARES.

In the second present phase of the agreement, ISARC proposes to extend its research and development with the aim to accelerate the equitable development of sustainable and inclusive rice-based systems across India and South Asia to meet the producers’ and consumers’ demand. ISARC also plans to facilitate further improvement of system productivity and farmers’ income through digital agriculture, agro-advisory services, knowledge sharing and capacity development that will promote sustainable and ecofriendly agriculture through business models that attract the youth back into Agri-entrepreneurship.

29-Dec-2018: prime Minister dedicates IRRI South Asia Regional Centre (ISARC)

The 50-year partnership between the International Rice Research Institute (IRRI) and the Republic of India reached another significant milestone with the opening of the IRRI South Asia Regional Centre (ISARC) in Varanasi, Uttar Pradesh. The Prime Minister of India, His Excellency Shri Narendra Modi, officially inaugurated the state-of-the-art rice research facility on 29 December 2018, dedicating it to the people of India as part of his ambitious goal of doubling farmers’ incomes. It will serve as a hub for rice research and training in South Asia and SAARC region. The first international Center in the eastern India is expected to  play a major role in harnessing and sustaining rice production in the region.

The IRRI South Asia Regional Centre is a regional facility that supports research collaboration, training, and service provision to institutions, scientists, and other stakeholders from India and other South Asian and African nations.

International Rice Research Institute South Asia Regional Centre (ISARC), Varanasi has been established at the campus of the National Seed Research and Training Centre (NSRTC) located in Varanasi through a Memorandum of Understanding between the Department of Agriculture Cooperation and Farmers Welfare (DoACFW, Government of India) and IRRI, Philippines. ISARC is the first research center of IRRI to be established outside of its headquarters in Philippines.

The Government of India vide its Gazette notification dated October 4, 2017 recognises IRRI as an international organisation and accorded privileges and immunities (As per UN Privileges and Immunities Act 1947) that are applicable to United Nations (UN) organizations, for all offices and activities of IRRI in India including, for the IRRI South Asia Regional Centre.

Vision:

  • Enhance South-South collaboration and strengthen the capacity of rice-growing countries in South Asia and sub-Saharan Africa in crop production, seed quality, and to enhance farmers’ income.
  • Deliver research for development services for the private and public sectors through its state-of-the-art laboratory facilities for grain quality, crop production and nutritional quality.
  • Enable knowledge transfer through short courses on rice-based agri-food systems and other IRRI Education products within the region.

India’s association with IRRI dates back to 1960s,and Prime Minister Narendra Modi was the first Indian PM to visit IRRI headquarters in Manila,  Philippines in November 2017, where he discussed agricultural innovations and research advances for the rice sector.

12-Jul-2017: Cabinet approves establishment of the International Rice Research Institute (IRRI), South Asia Regional Center (ISARC) at campus of National Seed Research and Training Center (NSRTC) in Varanasi

The Union Cabinet has approved the establishment of the International Rice Research Institute (IRRI), South Asia Regional Center (ISARC) at campus of National Seed Research and Training Center (NSRTC) in Varanasi.

Under the proposal, a Centre of Excellence in Rice Value Addition (CERVA) will be set up in Varanasi. This will include a modern and sophisticated laboratory with capacity to determine quality and status of heavy metals in grain and straw. The Centre will also undertake capacity building exercises for stakeholders across the rice value chain.

This Center will be the first international Center in the eastern India and it will play a major role in harnessing and sustaining rice production in the region. It is expected to be a boon for food production and skill development in the eastern India and similar ecologies in other South Asian and African countries.

Benefits from ISARC

The Centre will help in utilizing the rich biodiversity of India to develop special rice varieties. This will help India to achieve higher per hectare yields and improved nutritional contents. India's food and nutritional security issues will also be addressed. The Centre will support in adopting value chain based production system in the country. This will reduce wastage, add value and generate higher income for the farmers. The farmers in Eastern India will benefit in particular, besides those in South Asian and African countries.

Management of ISARC

ISARC will operate under the governance of the IRRI Board of Trustees who will appoint an appropriate IRRI staff member as Director. A Coordination Committee will be headed by Director General, IRRI as Chair and Secretary, Government of India, Department of Agriculture, Cooperation and Farmers Welfare (DACFW) as Co-Chair. The other members of Coordination Committee are Deputy Director General (Crop Sciences), ICAR; Director, NSRTC; IRRI representative in India, representative of Government of UP and representatives of Governments of Nepal & Bangladesh and Private Sector.

For setting up of the Centre, A Memorandum of Agreement, will be signed between DAC&FW and IRRI, Philippines. The Department of DAC&FW will provide physical space for laboratories, offices, training classes, etc. with associated infrastructure and land at NSRTC, Varanasi. The Centre will be commissioned within six months.

1-Jul-2022: Union Agriculture Minister inaugurates centenary year celebrations of National Dairy Research Institute

The Union Minister for Agriculture and Farmers Welfare, Shri Narendra Singh Tomar, today inaugurated the centenary year celebrations of the National Dairy Research Institute (NDRI), Karnal (Haryana). Speaking on the occasion, Shri Tomar said that India ranks first in the world in terms of most agricultural products, and in this situation it is even more necessary to maintain the quality of products.

“India is also in the leading position in the world in terms of milk production, but we need to keep working continuously. In this big achievement, the hard work of farmers and research of scientists have contributed unprecedentedly. Today all kinds of resources and scientific knowledge is available in our country. In such a situation progress should be made quickly, a target of ten years should be set and problems should be solved continuously,” he said.

Addressing the faculty, employees, students and farmers in the auditorium of NDRI, the Chief Guest, Union Minister Shri Tomar said that in the field of agriculture, not only crops, but also animal husbandry will have to be looked at with equal importance, which has been a part of our culture.

“The importance of research in the field of animal husbandry is as much as agriculture, that is why NDRI was established. Just as our scientists doing research in agriculture have tried their best, in the same way scientists related to animal husbandry have also done many researches, which has benefitted the country today,” he said.

Shri Tomar said that on the occasion of Azadi ka Amrit Mahotsav the Prime Minister Shri Narendra Modi has dedicated programmes for the welfare of the people, an example of which is the Amrit Sarovar (pond).

“On the call of PM, 75-75 Amrit Sarovars are being built in every district of the country. Similarly, Shri Modi publicized the importance of Yoga all over the world, as a result, the International Yoga Day was started every 21st June and this year 75 Union Ministers celebrated the Yoga Day at 75 landmark sites of our country that have spiritual and historical significance,” he said.

Shri Tomar said that the NDRI, established in the year 1923, has become a leading institution in teaching, research and extension education. He said that the NDRI is such a unique institution due to its many achievements. Shri Tomar called upon the ICAR to extend full cooperation during the centenary year of NDRI. He said that in its hundredth year, the NDRI should adopt 100 villages of the country and develop animal husbandry, then these villages will take it further to nearby villages.

On the occasion, Shri Tomar released books on the achievements of NDRI and the centenary logo. He also presented awards to the Best Employees of the Research Division, Support Section, Administration and Finance Section. Secretary, DARE and Director General of ICAR, Dr. Trilochan Mohapatra virtually joined the programme and congratulated the NDRI team. Director, NDRI, Dr. MS Chauhan and other senior officers, students and farmers attended the programme.

Earlier, Shri Tomar, along with the dignitaries, planted saplings and inaugurated the Oxygen Park. He also visited the Livestock Research Centre, Animal Biotechnology Center and Referral Laboratory and inaugurated the Centenary Commemorative Pillar based on 100 years of achievements of the Institute.

27-Jun-2022: Inauguration of Honey Testing Lab in Nagaland by Union Agriculture Minister, Visit to Bamboo Museum and Organic Market

The Union Minister for Agriculture and Farmers Welfare, Shri Narendra Singh Tomar has said that the Government of India wants to realize the vision of all-round and balanced development in the country. Shri Tomar said that it is the belief of Prime Minister Shri Narendra Modi that if the strength of the Northeast will increase, then the country's strength will consolidate and with this strength the nation will move forward.

“The Northeast Region cannot be overlooked when it comes to all-round development. Therefore, through the schemes-programmes, funding and institutions of the government, it is our constant endeavour that the northeastern region should not depend on anyone, but should stand on its own feet and be able to contribute its fullest to the country's development. That is why the Prime Minister visits this area time and again and he has also asked his cabinet ministers to visit this area regularly and understand the difficulties here and quickly solve the problems related to their departments. He launched many schemes for the development of the Northeast in the last few years, so that the neglect which has been done here for years can be compensated,” said Shri Tomar, at an event organized at the North-East Agri Expo, Chumaokedlma today.

Shri Tomar said that it is a matter of good fortune and happiness for all of us that our Prime Minister is Shri Modi, who has the trust of the country and his popularity is soaring in the world too.

“When the leadership of the country is capable and empowered, it becomes easy for the citizens to move forward. If the citizens are fully prepared, then the leadership also gets strengthened and find solutions to the problems facing the country and we are able to reach our goals easily,” he said.

Shri Tomar said that in the last 8 years the Union Government has relentlessly tried to work sincerely to eradicate poverty, inequality and unemployment in our country.

“If there is an imbalance in the society and the country, it becomes difficult to move forward. After taking oath Shri Modi started doing concrete work to remove poverty and imbalance, in this effort crores of Jan-Dhan accounts of the poor have been opened and they have been benefited continuously through many schemes. Under the Pradhan Mantri Kisan Samman Nidhi scheme the central government has given more than Rs 2 lakh crore to 11-and-a-half crore farmers so far, each farmer getting Rs. 6,000 rupees every year, this is not a simple matter. During Covid, 80 crore people have been given free ration and other facilities were also provided by the Center,” he said.

Later, Shri Tomar launched the Honey Testing Laboratory at Dimapur, Nagaland, which will help beekeepers and processors for testing the honey produced. He also visited the Bamboo Museum and Organic AC Market. During these events, the Agriculture Minister of Nagaland Shri G. Kaito, Chief Secretary Shri J. Alam, Central Horticulture Commissioner Shri Prabhat Kumar, other senior officers and distinguished people, farmers and scientists were present.

24-Jul-2020: World Class State of the Art Honey Testing Lab inaugurated at Anand, Gujarat

Union Minister of Agriculture and Farmers’ Welfare Shri Narendra Singh Tomar inaugurated the ‘World Class State of Art Honey Testing Laboratory’ established by National Dairy Development Board (NDDB)in Anand(Gujarat) with support of  National Bee Board (NBB), through Video Conference in the presence of Shri Giriraj Singh, Union Minister of Fisheries, Animal Husbandry and Dairying, Shri Parshottam Rupala and Shri Kailash Choudhary, Union Ministers of State for Agriculture, Dr. Sanjeev Kumar Balyan, Union Minister of State (FAH&D)and senior officers of the Department of Agriculture, Cooperation and Farmers Welfare and Department of Fisheries, Animal Husbandry and Dairying.

On this occasion, the Union Minister of Agriculture & Farmers’ Welfare thanked Prime Minister Shri Narendra Modi and mentioned about his vision to bring sweet revolution in the country by encouraging large number of famers for production and marketing of Honey and earn more profit in agriculture. Addressing the meeting through VC, he stated that the Government is committed towards increasing the income of farmers and the Bee-keeping enterprise has to play a major role in supplementing the income of farmers. He further informed that the Ministry has taken up several activities to promote bee keeping under ‘Mission on Integrated Development of Horticulture (MIDH)’‘National Mission for Beekeeping’ being implemented through National Bee Board and the States.

Shri Tomar expressed the need to focus on imparting training on scientific bee-keeping and production of high value honey and honey-bee products and creating awareness among farmers, bee-keepers and land less laborers about the scope and potential of bee-keeping enterprise as an additional source of income to them. He intimated that the Department of Agriculture, Cooperation & Farmers’ Welfare has approved the National Bee Keeping and Honey Mission (NBHM) for a period of 2 years. In view of the vision of Hon’ble Prime Minister for development of Gaon, Garib and Kisan, the bee-keeping enterprise would bring change in the livelihood of farmers and rural poor leading to sustainable agriculture development.

The Union Agriculture Minister complimented National Dairying Development Board, National Bee Board, Khadi & Village Industries Corporation, policy makers, farmers & bee-keepers for their significant contribution and continued support in this endeavor. The Agriculture Minister further emphasized on increasing bee colonies, honey bee production, processing, marketing and export, which would significantly contribute in GDP and boosting the rural economy.

Speaking on the occasion, Shri Giriraj Singh, Union Minister of Fisheries, Animal Husbandry and Dairying said that adulteration is a major problem in honey production and honey is being adulterated with high fructose corn syrup or rice, tapioca, sugarcane and beet syrup that are cheaper and resemble honey in physico-chemical properties. He thanked the Prime Minister for shifting the focus towards bringing ‘Sweet Revolution’ in the country through such interventions. He further stated that the establishment of this Honey Testing Laboratory will help for quality production of honey and its export to other countries. He also suggested to promote the cultivation of flora based crops to enhance the production of honey & honey bee products.

Union Ministers of State Shri Parshottam Rupala, Shri Kailash Choudhary and Dr. Sanjeev Balyan also expressed their views and suggested to establish more Honey Testing Laboratories in the country.

Based on the parameters notified by FSSAI, the NDDB has set-up this world class lab with all the facilities and developed the test methods/protocols, which have been accredited by National Accreditation Board for Testing and Calibration Laboratories (NABL).FSSAI has now notified new standards of Honey, Bee Wax and Royal Jelly.

The Union Agriculture Minister also inaugurated ‘Two Days Online Training Programme on Scientific Honey-bee Production’ being conducted by National Dairying Development Board(NDDB) and extended compliments to the trainees for their participation in the said programme.
