17-May-2023: Defence Secretary & US Under Secretary of Defence for Policy co-chair 17th India-US Defence Policy Group meeting in Washington DC

Defence Secretary Shri Giridhar Aramane and US Under Secretary of Defence for Policy Dr Colin Kahl co-chaired the 17th meeting of India-US Defence Policy Group (DPG) in Washington DC on May 17, 2023. The meeting was cordial and productive. The two sides reviewed the progress made in furthering defence industrial cooperation and operationalising the India-US Major Defence Partnership. Important aspects such as military-to-military cooperation, implementation of foundational defence agreements, exercises and the ongoing & future cooperative activities in the Indian Ocean Region were discussed.

Considerable focus was given on the ways and means to enhance defence industrial cooperation, including technology partnership, long-term research & development and improving supply chain security. The meeting also discussed promoting co-development and co-production in India including potential areas and projects where Indian and US defence companies could work together. They agreed to encourage both the private and government stakeholders to utilise the innovation ecosystems and promote defence start-ups.

The DPG is the apex official-level mechanism between Ministry of Defence, India and US Department of Defence. It comprehensively reviews and guides all aspects of bilateral defence cooperation with a focus on policy.

2022

11-Apr-2022: Raksha Mantri & US Secretary of Defence review defence cooperation & regional security situation during bilateral talks in Pentagon

Raksha Mantri Shri Rajnath Singh, along with Defence Secretary Dr Ajay Kumar and a high-level delegation, held a meeting with Secretary of Defence of the United States of America Mr. Lloyd Austin, accompanied by Chairman of the Joint Chiefs of Staff and other senior officials in Pentagon on April 11, 2022.

The two Defence Ministers reviewed the entire gamut of bilateral defence cooperation and the regional security situation. Both Ministers acknowledged the salience of India-US defence partnership for peace, stability and prosperity in the Indo-Pacific and broader Indian Ocean Region.

They discussed ways to deepen Major Defence Partnership (MDP) and to work together to advance quality and scope in bilateral defence cooperation. They reviewed Military-to-Military engagements, information sharing, enhanced logistics cooperation, and ability of the Armed Forces to cooperate closely under compatible communication arrangements. In this context, closer cooperation of Special Operation Forces came up prominently.

The two Ministers discussed ways for closer collaboration between Defence Industries. The Raksha Mantri underlined the need of co-development, co-production between India and US companies and invited US companies to India for manufacturing and maintenance of defence equipment.

2-Mar-2022: India & US hold 19th Military Cooperation meeting in Agra to strengthen defence cooperation

The 19th edition of India-US Military Cooperation Group (MCG) meeting was held in Agra, Uttar Pradesh on March 01-02, 2022. The meeting was co-chaired by Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee (CISC) Air Marshal BR Krishna from the Indian side and Deputy Commander, US Indo-Pacific Command Lieutenant General Stephen D Sklenka from the US side. The discussions focussed on strengthening the ongoing defence engagements between the two sides and mulled on new initiatives under the ambit of existing cooperation mechanism.

The India-US MCG is a forum established to progress defence cooperation between the countries through regular talks at the strategic and operational levels between Headquarters, Integrated Defence Staff and the US Indo-Pacific Command.

2021

10-Nov-2021: India & US hold 11th Defence Technology & Trade Initiative Group meeting virtually

The 11thDefence Technology and Trade Initiative (DTTI) Group meeting between India and the United States (US) was held virtually on November 09, 2021. The meeting was co-chaired by Secretary (Defence Production) Shri Raj Kumar from Ministry of Defence, Government of India and PTDO (Performing the Duties of) Under Secretary of Defence for Acquisition and Sustainment from US Department of Defence Mr. Gregory Kausner.

The DTTI Group meetings are normally held twice a year, alternating between India and the US. However, this DTTI meeting was held via Video Teleconferencing consecutively for a second time on account of the COVID-19 pandemic.

The aim of the DTTI Group is to bring sustained leadership focus to the bilateral defence trade relationship and create opportunities for co-production and co-development of defence equipment. Four Joint Working Groups focused on land, naval, air and aircraft carrier technologies have been established under DTTI to promote mutually agreed projects within their domains. The groups reported to the co-chairs on ongoing activities and collaborative opportunities, including a number of near-term projects targeted for completion on priority.

As evidence of their commitment to demonstrating the success of DTTI, the co-chairs agreed on a revised Statement of Intent (SOI) that declares their intent “to strengthen our dialogue on defence technology cooperation by pursuing detailed planning and making measurable progress” on several specific DTTI projects.

The co-chairs were also pleased to note that since the last DTTI Group meeting in September 2020, the first Project Agreement for Air-Launched Unmanned Aerial Vehicle under the Joint Working Group Air Systems was signed which is a major accomplishment for DTTI. 

To further encourage US and Indian industries to develop niche technologies under the DTTI Group, the Defence Industry Collaboration Forum (DICF) Virtual Expo was conducted on November 08, 2021. The DICF was convened by Joint Secretary (Defence Industries Promotion) Shri Anurag Bajpai and Deputy Assistant Secretary of Defence for Industrial Policy and Mr. Jesse Salazar. This forum offers an opportunity for Indian and US industries to be directly involved in DTTI and facilitates dialogue between government and industry on issues that impact industrial collaboration. The results of the discussion were briefed to the DTTI Group co-chairs.

9-Oct-2021: India-US Defence Policy Group Meeting in Washington DC 

Defence Secretary of India Dr Ajay Kumar and the US Under Secretary of Defense for Policy, Dr Colin Kahl co-chaired the 16th meeting of the India-US Defence Policy Group (DPG) on 08 October 2021 in Washington DC. The DPG is the apex official-level mechanism between the Ministry of Defence of India and the US Department of Defense to comprehensively review and guide all aspects of bilateral defence cooperation.

The two sides reviewed the progress in operationalising India-US Major Defence Partnership, mil-to-mil engagements, implementation of foundational defence agreements, defence exercises, strengthening technology cooperation and defence trade. Both sides shared regional security perspectives and cooperation, and to work together to promote shared interests in the Indo Pacific region.

The co-chairs were apprised of the progress made by various bilateral defense initiatives and mechanisms. They took stock of the joint project to co-develop air-launched unmanned aerial vehicles (UAVs) under the Defence Technology and Trade Initiative. The two sides also welcomed the holding of inaugural Industrial Security Agreement meeting in India to facilitate high-end defence industrial collaboration. They agreed to encourage both the private and government stakeholders to utilise the existing innovation ecosystems in defence industries for co-development and co-production. Both sides welcomed the cooperation in new domains such as space, Artificial Intelligence, cyber and counter Unmanned Aerial Vehicle technologies.

The two sides reviewed preparation for the forthcoming 2+2 Ministerial Dialogue. It was agreed to hold the next DPG meeting in India on mutually convenient dates.

3-Sep-2021: India & US sign Project Agreement for Air-Launched Unmanned Aerial Vehicle

Ministry of Defence and US Department of Defence signed a Project Agreement (PA) for Air-Launched Unmanned Aerial Vehicle (ALUAV) under the Joint Working Group Air Systems in the Defence Technology and Trade Initiative (DTTI) on July 30, 2021. The PA for ALUAV falls under the Research, Development, Testing and Evaluation (RDT&E) Memorandum of Agreement between Ministry of Defence and US Department of Defence, which was first signed in January 2006 and renewed in January 2015. The agreement is a significant step towards deepening defence technology collaboration between the two nations through co-development of defence equipment.

The main aim of DTTI is to bring sustained leadership focus to promote collaborative technology exchange and create opportunities for co-production and co-development of future technologies for Indian and US military forces. Under DTTI, Joint Working Groups on land, naval, air, and aircraft carrier technologies have been established for focus on mutually agreed projects in respective domains. The PA for co-development of ALUAV has been overseen by the Joint Working Group on Air Systems and is a major accomplishment for DTTI.

The PA outlines the collaboration between Air Force Research Laboratory, Indian Air Force, and Defence Research and Development Organisation towards design, development, demonstration, testing and evaluation of systems to co-develop an ALUAV Prototype. The Aeronautical Development Establishment (ADE) at DRDO and the Aerospace Systems Directorate at the Air Force Research Laboratory (AFRL), along with the Indian and US Air Forces, are the principal organisations for execution of PA.

The agreement was signed by the co-chairs of the Joint Working Group Air Systems under DTTI, Assistant Chief of Air Staff for Plans Air Vice Marshal Narmdeshwar Tiwari from the Indian Air Force and Director, Air Force Security Assistance and Cooperation Directorate Brigadier General Brian R. Bruckbauer from the US Air Force. 

25-Jun-2021: Integrated bilateral exercise of Indian Navy and Indian Air Force with US Navy concludes in Indian Ocean Region

The two-day integrated bilateral exercise between Indian and US Forces in the Indian Ocean Region concluded on June 24, 2021. Indian Navy along with Indian Air Force participated with US Navy Carrier Strike Group in the exercise.

The exercise has been a key enabler in building interoperability and strengthening the defence coordination between the two nations and witnessed high tempo-naval operations at sea. These included intense air dominance exercises, advanced air defence exercises, anti-submarine exercises, tactical manoeuvres and cross deck helicopter operations.

Participation of Indian Navy in the exercise included Guided Missile Stealth Destroyer Kochi, Guided Missile Frigates Teg, maritime air dominance fighter

MiG 29K, Long Range Maritime Patrol Aircraft P8I, Seaking 42B and Kamov AEW helicopters. The IAF hardware included Jaguars & Su 30 MKI fighters, AWACS, AEW&C, and Air to Air Refueller aircraft. The US side was represented by the Nimitz class aircraft carrier Ronald Reagan with her integral maritime air element comprising F18 fighters, E2D AEW&C aircraft and MH60R ASW helicopters, Arleigh Burke class guided missile destroyer USS Halsey and Ticonderoga class guided missile cruiser USS Shiloh.

The exercise has been another milestone in strengthening cooperation between the two countries and reinforcing the shared values as partner militaries, in ensuring freedom of seas and commitment to an open, inclusive Indo-Pacific and a rules-based international order.

22-Jun-2021: Indian Navy - US Navy

Indian Naval Ships Kochi and Teg along with P8I and MiG 29K aircraft are participating in a Passage Exercise with US Navy Carrier Strike Group Ronald Reagan during its transit through Indian Ocean Region on 23 and 24 Jun 2021.  The Indian Naval warships along with aircraft from Indian Navy and Indian Air Force will be engaged in joint multi-domain operations with the Carrier Strike Group comprising Nimitz class aircraft carrier Ronald Reagan, Arleigh Burke class guided missile destroyer USS Halsey and Ticonderoga class guided missile cruiser USS Shiloh.

The two-day exercise aims to strengthen the bilateral relationship and cooperation by demonstrating the ability to integrate and coordinate comprehensively in maritime operations. High tempo operations during the exercise include advanced air defence exercises, cross deck helicopter operations and anti-submarine exercises. The participating forces will endeavour to hone their war-fighting skills and enhance their interoperability as an integrated force to promote peace, security and stability in the maritime domain.

Indian Navy and US Navy regularly undertake a host of bilateral and multilateral exercises which underscore the shared values as partner navies, in ensuring commitment to an open, inclusive and a rule-based international order.

22-Jun-2021: IAF AND USN IN IOR

As a strategic outreach exercise with the defence forces of friendly foreign countries in the Indian Ocean Region (IOR), Indian Air Force will participate in operational engagements with the US Navy in an exercise to be carried out with Ronald Reagan Carrier Strike Group (CSG) on 23 and 24 Jun 21. The CSG is currently deployed in the IOR.

The Exercise in the AoR of Southern Air Command will see the IAF forces operate from bases under four operational commands and will include Jaguars & Su-30 MKI fighters, AWACS, AEW&C and Air to Air Refueller aircraft. The US CSG is expected to field F-18 fighters and E-2C Hawkeye AEW&C aircraft. The exercise will be carried out south of Thiruvananthapuram, on the western seaboard, over two days.

IAF has extensive experience in maritime operations in the IOR. This has been consolidated over the years by conduct of exercises from the country’s island territories, including participation in International exercises. The multi spectral capability of the IAF in IOR also includes HADR missions and logistics support undertaken in support of friendly nations in the region. This engagement with the US CSG offers one more opportunity to undertake joint operations in the maritime domain with a friendly foreign power.

The exercise with the US CSG will focus on multiple areas including enhancing aspects of interoperability, nuances of international integrated maritime SAR operations and exchange of best practices in the maritime airpower domain.
