7-May-2023: BRO celebrates 64th Raising Day; Raksha Rajya Mantri inaugurates Technical Complex & Automated Driving Track in Pune for enhanced training of BRO personnel

Border Roads Organisation (BRO) celebrated its 64th Raising Day on May 07, 2023 at all its detachments across the country. The main function ‘Chief Engineers and Equipment Management Conference’ was organised at BRO School & Centre in Pune, which was graced by Raksha Rajya Mantri Shri Ajay Bhatt. To mark the day, the Raksha Rajya Mantri inaugurated the BRO Technical Training Complex and an Automated Driving Track at the premises. These facilities will enhance the training standards of the BRO personnel and help them to be better prepared for various challenges.

BRO-centric software, developed as part of ‘Digital India’ initiative, were also launched on the occasion. These software - Recruitment Management System, Electronic Measurement Book & Work Management System - have been developed to automate various aspects of functioning of the BRO for smoother & faster output and increased transparency.

In addition, an MoU was signed between the BRO and GRSE for construction of indigenous Class 70R Double Lane Modular Bridges. These bridges will help in bolstering the operational preparedness of the Armed Forces.

In order to progressively evolve as an organisation, the BRO conceptualised several documents, including a monograph on ‘BRO Vision@2047’; Compendium on Road Slogans; Improvement & Standardisation of Medical Establishments; Quality Control Labs & Design of Bridges and Problem Statements for Innovations for Defence Excellence (iDEX), including use of satellites for monitoring BRO assets. These were also unveiled by the Raksha Rajya Mantri, along with the special BRO edition of Sainik Samachar, a fortnightly journal brought out by Directorate of Public Relations, Ministry of Defence. The edition comprises the achievements, ongoing projects and the history of the BRO.

The event also witnessed Shri Ajay Bhatt flagging-in ‘Ekta Avam Shradhanjali Abhiyaan’, a multi-modal expedition which began on April 10, 2023. All the echelons of the organisation were integrated in this adventure-cum-awareness expedition. Consisting of motor-cycle and four-wheel drives, the expedition saw teams from various border States/Union Territories collecting samples of soil, water from rivers/lakes/water bodies and local saplings. These were planted by the Raksha Rajya Mantri and others at BRO School & Centre.

In his address, Shri Ajay Bhatt complimented all ranks of BRO for their dedication and hard work, stating that the roads, bridges and tunnels constructed by them have not only enhanced the operational preparedness of the Armed Forces, but have also helped in ensuring socio-economic development of border areas. He also expressed satisfaction at the significant progress in Sela Tunnel and Nechiphu Tunnel projects.

Terming border area development as a top priority of the Government, the Raksha Rajya Mantri stated that ‘New India’ is progressing at an unprecedented pace under the leadership of Prime Minister Shri Narendra Modi. “We have become the fifth largest economy and are exporting military equipment to many countries. This ‘New India’ is strong and capable of looking after its own interests. We do not and will not bow down to anyone,” he said.

Director General Border Roads Lt Gen Rajeev Chaudhry exhorted all ranks to continue working with vigour and dedication. He expressed confidence that the BRO will rise to the emerging challenges, in tune with the mantra of ‘We Will Either Find a Way or Make One’. 

The BRO, in more than six decades, has constructed over 61,000 kms of roads, over 900 Bridges, four Tunnels and 19 airfields under challenging conditions along India’s borders and in friendly foreign countries, including Bhutan, Myanmar, Afghanistan and Tajikistan.

In 2022-23, the BRO completed 103 infrastructure projects, the most by the organisation in a single year. These include construction of Shyok Bridge in Eastern Ladakh and Steel Arch Siyom Bridge of Load Class 70 in Arunachal Pradesh on Along-Yinkiong Road. These and other similar projects of strategic importance were dedicated to the nation by Raksha Mantri Shri Rajnath Singh during the last one year.

1-May-2023: BRO organizes a Multi-modal Expedition “ EKTA EVAM SHRADHANJALI ABHIYAAN”  as part of 64th BRO Day celebrations

To commemorate the sacrifices and contribution of its Karmayogis in nation building, Border Roads Organisation (BRO) is organising “Ekta Evam Shradhanjali Abhiyan”, a multi modal expedition as a part of 64th BRO Day Celebrations. Lt. Gen. Rajeev Chaudhry, Director General Border Roads flagged off the Motor cycle and car rally teams from Seema Sadak Bhawan, New Delhi on 01 May 2023.

Expedition team comprises of Motor Cycles and Motor cars which started from North East and Northern part of the country. The motorcycle leg of the expedition commenced on 14 Apr 2023, from Kibithu, Arunachal Pradesh. Expedition members from 18 Projects have collected Soil, Water and Saplings from 108 remote border locations and the same will be planted at BRO Alma Mater, BRO School and Centre, Pune.

25-Mar-2023: BRO opens strategic Leh-Manali Highway in record time of 138 days

The Border Roads Organization (BRO) has opened strategically important Leh-Manali Highway (NH 3) on March 25, 2023 in record time of 138 days. Last year it took 144 days for BRO to open the highway for traffic. It is a 427 km long strategic highway connecting Ladakh to the rest of India via Manali, having strategic importance for the movement of the armed forces and their supplies to forward areas in Ladakh, as well as connecting the people of Ladakh to India. The highway is an alternate route to the 422 km long Srinagar-Kargil-Leh Highway (NH-1D) which was opened by Border Roads Organisation (BRO) in 16 March 2023. BRO also opened the mighty Shinkula Pass located at 16,580 ft in Nimmu-Padum-Darch road in record time of 55 days, on 23 March 2023.

The Leh-Manali highway generally remains closed from November end with onset of winter till it is opened in March. The entire 427 km road has been cleared of snow by BRO frontline Project Himank in Ladakh and Project Deepak in Himachal Pradesh. These challenging operations commenced from two extremities of the road by two different teams comprising skilled manpower and state-of-the-art machines. As the two snow clearance teams converge at a common point in Sarchu, Himachal Pradesh, a ‘Golden Handshake’ ceremony was organized there to declare the highway open.

28-Oct-2022: Raksha Mantri dedicates to the nation 75 BRO infrastructure projects, spread across six States & two Union Territories, during his visit to Ladakh

Raksha Mantri Shri Rajnath Singh dedicated to the nation 75 infrastructure projects built by the Border Roads Organisation (BRO)at a function organised at D-S-DBO road in Ladakh on October 28, 2022. These 75 projects - 45 bridges, 27 roads, two Helipads &one Carbon Neutral Habitat– are spread across six states & two Union Territories (UTs). Twenty (20) of these projects are in Jammu & Kashmir (J&K); 18 each in Ladakh& Arunachal Pradesh; five in Uttarakhand and 14 in other border states of Sikkim, Himachal Pradesh, Punjab &Rajasthan.

These strategically important projects have been constructed at a total cost of Rs 2,180 crore by the BRO in record time, many of which have been completed in a single working season using state-of-the-art technology. Appreciating the grit and determination of BRO for achieving the feat despite challenging weather conditions, the Raksha Mantri pointed out that the projects will bolster the country’s defence preparedness & ensure economic development of border areas.

The highlight of the event was the onsite inauguration of 120-metre long Class 70 Shyok Setu on D-S-DBO Road at an altitude 14,000 feet. The bridge will be of strategic importance as it will facilitate logistics movement of the Armed Forces. Other projects inaugurated virtually by the Raksha Mantri include two helipads, one each in Hanle and Thakung, in Eastern Ladakh. These helipads will enhance the operational capabilities of the Indian Air Force in the region.

The BRO’s first Carbon Neutral Habitat at a height of 19,000 feet for its personnel was also inaugurated at Hanle. It is BRO’s effort towards contributing to Ladakh’s resolve of becoming the country’s first Carbon Neutral Union Territory. The key features of this complex include accommodation of 57 personnel and thermal comfort during extreme weather. It will enable BRO to operate efficiently during large part of winters.

Speaking on the occasion, Shri Rajnath Singh reaffirmed the Government’s commitment to ensure the progress of far-flung areas to fulfil the security needs of the country, stressing that infrastructure development, along with the valour of the Armed Forces, was the main reason that helped India to effectively deal with the recent situation in the northern sector. He termed the new 75 projects as a testament to that resolve and said that these bridges, roads & helipads will facilitate military and civil transport in far-flung areas of the western, northern and north-eastern parts of the country, forming a part of development chain. He described connectivity with border areas as one of the focus areas of the Government for the holistic development of the nation.

“Lack of infrastructure development in J&K for decades post-independence was one of the reasons behind the rise of terrorism in the UT. These internal disturbances resulted in significant decline in tourist footfall that impacted Ladakh also, as well as the entire nation. Now, due to the Government’s efforts, the region is witnessing a new dawn of peace& progress. Our aim is to continue with the development of all states/UTs of the country. Soon, all the remote areas will be connected with the rest of the country and together we will take the nation to newer heights of progress. BRO has a crucial role in achieving this objective,” Shri Rajnath Singh said.

On the occasion, Shri Rajnath Singh also laid the foundation stones of Himank Air Despatch Complex being constructed in Chandigarh & a BRO Museum at Leh. With the onset of winter, once the passes close due to heavy snowfall, BRO extensively utilises air effort for movement of men, machinery and material to far-flung areas. The existing Air Despatch sub unit located at Chandigarh is being upgraded for providing comfort to transiting troops and to ensure efficient and uninterrupted delivery of essential stores and equipment for execution of works on ground. The BRO will be undertaking the construction of the new Complex at Chandigarh by incorporating the latest 3D printing technology and once completed, the building will boast of being the world’s largest 3D Printed Complex.

To honour the sacrifices of its personnel and institutionalise and put on record the achievements of BRO, a Museum at Leh is being set up, which will be a source of information and inspiration. This museum building will also be constructed using 3D Printing Technology and on completion, will become the world’s highest 3D Printed Building.

27-Oct-2022: BRO uses Shredded Plastic in Road Construction during Special Campaign 2.0 on Cleanliness

Providing technological push to the Special Campaign 2.0 on the cleanliness being undertaken all over the country, Border Road Organization (BRO) has carried out trials to extensively use shredded plastic in bituminous road construction in India as well as in Bhutan. BRO is making endeavours to maximise the use of shredded plastic in surfacing and resurfacing of the roads.

During the Special Campaign 2.0, BRO has used the technology in resurfacing of 4.5 Km on Phuentsholing-Thimphu Road under Project Dantak in Bhutan, 2.5 Km resurfacing on Balipara-Charduar-Tawang road under Project Vartak and 1.0 Km resurfacing on Roing-Koronu-Paya road under Project Udayak in Arunachal Pradesh.  It has been used in the resurfacing of 5.22 Km on Hnathial-Sangau-Saiha Road under Project Pushpak in Mizoram and 2.0 Km Resurfacing on Hapoli-Sarli-Huri Road under Project Arunank in Arunachal Pradesh.

Under the leadership of Prime Minister Narendra Modi, Swachh Bharat Mission was launched in 2014 to bring about behavioural change in the people as a befitting tribute to Mahatma Gandhi who advocated cleanliness as a way of life. Later, a Special Campaign on Disposal of Pending References and Cleanliness was launched in 2021, across Government Departments and Ministries. Following the success of the Special Campaign during the last year, it was decided to organise Special Campaign 2.0 on Swachhta in Central Government Ministries/Departments, attached/subordinate offices from 2nd October-31st October, 2022.

22-Jun-2022: MoD approves establishment of wayside amenities ‘BRO Cafes’ on 75 border roads in 12 States/UTs

Ministry of Defence (MoD) has approved setting up of wayside amenities at 75 locations in 12 States/Union Territories on different sections of roads with Border Roads Organisation (BRO). These are intended to provide basic amenities & comfort to the tourists and lead to boosting of economic activities in border areas, besides generating employment for the local people. These wayside amenities will be branded as ‘BRO Cafes’.

 The BRO has its reach in the remotest border areas and besides addressing strategic needs, it has been instrumental in socio-economic upliftment of the Northern and Eastern borders. This has resulted in increased tourist influx in these scenic locations, hitherto inaccessible. In order to provide conducive and comfortable transit of tourists on these roads located at harsh climatic and geographical conditions, the need to establish multi-utility wayside amenities along the major tourist circuits in these regions was recognised. Since the inaccessibility and remoteness of these roads preclude widespread commercial deployments, the BRO, by virtue of its presence, took it upon itself to open such facilities at remote places.

The scheme provides for development and operation of wayside amenities in public private partnership mode with agencies, on license basis, which will design, build & operate the facility as per guidelines of BRO. Amenities like parking for two and four wheelers, food plaza/ restaurant, separate rest rooms for men, women and differently abled, first aid facilities/MI Rooms etc. are proposed to be provided. Selection of licencees will be done through a competitive process.

The terms of the agreement will be for 15 years which may be further extended for a period up to five years.

26-Mar-2022: BRO opens up Manali – Sarchu Road in record time

In an another major breakthrough of opening up of passes in the North-Western border areas, the Border Road Organisation (BRO) opened up the 210 Km long Manali-Sarchu Road on NH 1D in Himachal Pradesh on Saturday, 26 March 2022. This achievement comes a day after the BRO opened the Zojila Pass for civilian traffic on the Srinagar- Kargil- Leh Road on NH 1. Opening the Manali – Sarchu Road establishes the vital connect to Lahaul District in Himachal Pradesh which further leads to Leh in Ladakh.

The pass and the road, in the past, generally opened in the last week of April, but with the successful movement of a road convoy on March 26 the BRO has opened the pass almost a month in advance which is a record in itself.

During the winters the Road normally remains closed for over 160-180 days in a year, but this time Project Deepak of BRO has opened the road in 117 days, as the last convoy had moved on 29 Nov 2021. The early opening is more creditable due to the fact that this year the region witnessed an exponential increase in snowfall as compared to last year.

Opening the Manali-Sarchu Road was premised on successful conduct of snow clearance operations over one of the highest passes of the Zanskar Range, the formidable Baralacha La Pass (16,043 feet). The BRO adopted a two prong approach, with simultaneous deployment of snow clearance teams from two sides, one from Patsio to Baralacha La and the second from Sarchu to Baralacha La.

Since Sarchu is cut off from rest of the country during winters, as part of proactive actions and planning by the Project winter stocking of snow clearance plant equipment and spares was done well in advance during November last year in Sarchu Camp. To achieve success and early opening of the pass, and the road, aerial induction of the snow clearance team was undertaken on 05 March 2022 from Sarchu. Team comprising of six skilled operators and technicians was dropped at Baralacha La to commence snow clearance operations.

As a precautionary measure in the initial days the road will be opened only for movement of Army logistics convoys, for delivery of essential supplies for troops deployed in forward areas. Movement of all traffic will commence in the near future, on approval from the Civil Administration.

19-Mar-2022: BRO achieves rare feat; Zoji La Pass opened for traffic on Srinagar-Kargil-Leh road after just 73 days of its closure

Border Roads Organisation (BRO) opened the gateway between Union Territories of Ladakh and Jammu & Kashmir - the Zoji La Pass - for traffic on Srinagar-Kargil-Leh road at 11,650 feet on March 19, 2022, setting up an all-time record of the pass being opened after just 73 days of its closure this year. This is the first time BRO has been able to achieve the feat, after it had kept the pass open till January 05, 2022 through relentless snow clearance operations amidst tough weather conditions.

Since February 15, 2022, the snow clearance operations were undertaken from both sides of the pass by Project Beacon and Vijayak, located in J&K and Ladakh respectively. After sustained efforts, the connectivity across Zoji La Pass was initially established on March 04, 2022. Thereafter, efforts were made to improve the road conditions to create safe passage of vehicles. First convoy of vehicles carrying essential fresh supplies moved across the Zoji La Pass and reached Kargil bringing much needed relief to the people of Ladakh. Usually, the Zoji La Pass used to remain closed for around 160-180 days during winters on account of heavy snowfall.

 Various dignitaries from civil administration and the Indian Army, including Director General Border Roads (DGBR) Lt Gen Rajeev Chaudhry, were present during the re-opening of the pass. Lauding the efforts of Project Beacon and Vijayak, the DGBR said, early opening of Zoji La Pass will not only bolster the defence preparedness of the country, but will also facilitate the movement of essential commodities to the people of Ladakh. He added that the opening of the pass will assist BRO to stock the material required for construction of important infrastructure projects in Ladakh. He reiterated BRO’s commitment to be in the forefront in Nation Building.

15-Mar-2022: BRO signs MoU with GRSE for construction of 27 double-lane class 70 modular bridges in border areas

Border Roads Organisation (BRO) and Garden Reach Shipbuilders & Engineers (GRSE) Ltd signed a Memorandum of Understanding (MoU) for fabrication, supply, erection and launching of 27 carriageway double lane galvanized modular bridges of 7.5 meters with Indian Road Congress (IRC) Load Class 70. The two-year contract, worth around Rs 60 crore, was inked by Director General BR Lt Gen Rajeev Chaudhry and Officiating Chairman & Managing Director of GRSE Commodore P R Hari IN (Retd) in New Delhi on March 15, 2022.

In line with the clarion call of the Prime Minister Shri Narendra Modi for ‘Aatmanirbhar Bharat’ and meeting the aspiration of the Nation for better infrastructure, the BRO had successfully trial evaluated an “Indigenous 140 feet Double Lane Modular Bridge” of IRC Load Class 70 last year, supplied by GRSE Ltd. The first of its kind indigenous bridge was dedicated to the Nation by Raksha Mantri Shri Rajnath Singh on December 28, 2021. The bridge was constructed on important “Flag Hill-Dokala” Road in Sikkim at an altitude of 11,000 feet by Karamyogis of Project Swastik in February 2021.

Subsequent to successful trials, discussions were held between the two agencies to conclude this MoU, under which the GRSE Ltd will be undertaking fabrication, supply, erection and launching of 27 Double Lane Modular Bridges of IRC Load Class 70 on a number of strategic roads along the Northern and North Eastern borders.

The double-lane Modular Steel Bridge developed by the GRSE is the only one-of-its-kind bridge available in India and is 100 per cent indigenous. One of the most important and critical advantages of the MoU will be the time factor as these bridges could be launched within 45 days of handing over the site by the units. This will certainly be a game-changer in road infrastructure development in the country. The construction of such modular bridges with IRC Load Class 70 classification will also enhance the operational preparedness of the security forces in the forward areas.

The MoU will further lead to self-reliance and BRO’s commitment to Nation-building. It will also ensure better infrastructure development in border areas keeping in view the Nation’s security needs.

2-Feb-2022: Government increases capital budget of BRO by 40%

In the 75th Year of India’s Independence, with sustained focus on infrastructure development the Government of India in its Union Budget for FY 2022-23 has increased the capital outlay for the Border Roads Organisation (BRO), by a record 40 percent, to Rs 3,500 crore as compared to Rs 2,500 crore in FY 2021-22.

In 2021, BRO executed a record number of infrastructure projects, at very high altitudes and in extreme weather conditions, amidst the raging pandemic. 102 roads and bridges at various places in the North-Western and Eastern States of the country where dedicated to the nation by Raksha Mantri Shri Rajnath Singh in the year 2021, this includes the World’s highest motorable road at Umling La, 19,024 feet.

The enhanced budgetary allocation is a reaffirmation of the Government’s resolve to focus on border area development. The BRO with its persistent commitment to enhancing connectivity to far-flung remote areas, irrespective of the terrain and weather conditions, is not just contributing to enhanced operational preparedness but making a very significant contribution towards socio-economic integration and development of the regions. This budgetary impetus will further facilitate BRO to construct bridges, roads and tunnels to assist in speedy mobilisation of the Armed Forces to strategically important sectors, further bolstering the security environment. It will also contribute significantly towards the overall economic growth of remote border areas specially in UT of Ladakh, J&K and the states of Uttarakhand, Arunachal Pradesh and Sikkim.

4-Jan-2022: Border Roads Organisation breaks record at Zojila battling extreme weather conditions

The Border Roads Organisation (BRO) has raised its benchmark of excellence yet again by extending access of the formidable Zojila at an altitude of 11,649 ft, that links the Union Territory of Ladakh with the rest of the country. For the first time Zojila mountain pass remained open beyond 31st December.

The BRO achieved this feat through its frontline Projects – Vijayak and Beacon. They are collectively responsible for maintaining the axis that has strategic implications, in addition to the socio-economic well-being of Ladakh. Last year the same was extended till 31st December 2020, the BRO silently but surely embarked on the journey to better its own record by reorganising and adding a few more snow clearance detachments and augmenting them with the state-of-the-art snow clearance equipment. The results of the planning and efforts are for all to see, having achieved the feat which hitherto was considered impossible by many.

Ladakh UT administration and the locals lauded the efforts that this additional window reduces the logistic burden on the UT administration and helps the local inhabitants to stock additional rations and supplies to brave the impending harsh winters.

In the first three days of 2022, about 178 vehicles have been able to transit through the pass by the collective assistance of the BRO and the Police personnel. The numbers are considered significant because with the temperatures plummeting to Minus 20 degree centigrade, the road is subject to extreme frosting with blizzard like conditions, which can lead to accidents. Thus, besides snow clearance, the axis is subjected to maintenance on a daily basis to keep it road worthy, which is achieved by the relentless and selfless efforts of the Karamyogis of BRO.

28-Dec-2021: Raksha Mantri virtually dedicates to the Nation 24 bridges & three roads built by BRO in four States & two Union Territories

Raksha Mantri Shri Rajnath Singh dedicated to the Nation 24 bridges and three roads, built by Border Roads Organisation (BRO) in four States and two Union Territories, through a virtual event from New Delhi on December 28, 2021. Of the 24 bridges, nine are in Jammu & Kashmir; five each in Ladakh & Himachal Pradesh; three in Uttarakhand and one each in Sikkim & Arunachal Pradesh. Of the three roads, two are in Ladakh and one is in West Bengal. The main highlight was the inauguration of India’s first indigenous Class 70 140-feet Double-Lane Modular Bridge, built at the height of 11,000 feet at Flag Hill Dokala, Sikkim and Chisumle-Demchok road at Umling La Pass at over 19,000 feet in Ladakh which also holds the Guinness World Record of world’s highest motorable road.

The projects e-inaugurated by Shri Rajnath Singh have been completed on important road axis and laterals along the Northern and Eastern borders of the country. Speaking on the occasion, he termed the inauguration as a reflection of the BRO’s commitment to the progress of border areas and exuded confidence that these construction works would go a long way in the development of a New India. He said, the road at Umling-La pass will enable faster movement of Armed Forces, boost tourism and ensure socio-economic development of the region. “Roads in border areas cater to the strategic needs and ensure equal participation of remote areas in the development of the nation,” he said, commending BRO for its perseverance in achieving the feat despite the challenges of sub-zero temperatures and high altitude.

The Raksha Mantri described the indigenous Double-Lane Modular Bridge as a shining example of ‘Aatmanirbharta’ and appreciated the fact that it has been developed at a much lower cost and can be dismantled, if need be. “It is an important milestone on the path to achieve ‘Make in India’ as envisioned by our Prime Minister Shri Narendra Modi. It is a symbol of the Government's resolve to provide faster connectivity to border areas. It will also pave the way for the construction of more bridges in such areas,” he added.

The e-inauguration has taken the tally of infrastructure projects executed by BRO to a record 102 in a single working season, that too in the 75th year of India’s Independence. The BRO has completed the construction in a record timeframe, with state-of-the-art technology used in most of them. Earlier in June this year, Shri Rajnath Singh had dedicated to the Nation 12 roads and 63 bridges – totalling 75 projects - in 75th year of Independence under the aegis of ‘Azadi Ka Amrit Mahotsav’.

Shri Rajnath Singh defined the construction of roads, highways, tunnels & bridges in border areas as pivotal to building a strong and prosperous Nation, saying that a country, which develops its own paths, shows the way to the world. He lauded the contribution of the BRO towards Nation building by continuously improving the socio-economic condition of the people of far-flung areas and helping the country achieve its security, communication and trade objectives. He made special mention of the recent milestones of the BRO, including Atal Tunnel, Kailash Manasarovar road, recent inauguration of 54 bridges and setting up of Centres of Excellence on ‘Road Safety’ & ‘Roads, Bridges, Tunnels, Air-fields’.

Reiterating the Government’s resolve of holistic development of the Nation, the Raksha Mantri said, keeping in view the security needs of the country, the Government has accorded top priority to infrastructure development in border areas, just as the focus has been on strengthening the interior parts. “We faced our adversary in the Northern sector recently with grit and determination. It could not have been possible without proper infrastructural development. The BRO has been fulfilling its duties with utmost dedication. Strong infrastructure in border areas is essential in today’s uncertain times as it strengthens strategic capabilities. As we move forward in the direction of strengthening our border infrastructure, we have to bolster our surveillance systems as well. Problems of infiltration, skirmishes, illegal trade and smuggling, etc. often persist in border areas. In view of this, Government had started Comprehensive Integrated Border Management System sometime back,” he added.

Shri Rajnath Singh expressed confidence that with this accelerated pace of construction and development, the BRO will complete many more such projects in the times to come and help in achieving ‘Aatmanirbhar Bharat’. He also remembered former Prime Minister late Atal Bihari Vajpayee and former Defence Minister late Arun Jaitley for their vision to develop border areas and equip the BRO with necessary infrastructure. He said, the Government has taken a number of steps in the last six-seven years to strengthen the BRO, including increasing their budget by three to four times. The Raksha Mantri lauded the BRO for their initiatives aimed at the welfare of its personnel. These include a special drive to provide good quality housing, jackets & ration in high-altitude areas; increase in the wages of construction workers; better healthcare facilities and ensuring vaccination to the personnel. This shows the BRO's responsibility towards the country and the government's support towards the BRO, he added.

To boost tourism and facilitate the Armed Forces personnel in border areas, the Raksha Mantri announced setting up of 'BRO Cafes' at 75 places, as part of ‘Azadi Ka Amrit Mahotsav’ celebrations. These Cafes will showcase the local traditions and facilities such as food, parking, sitting area, souvenir shops, medical inspection rooms and photo galleries. Praising the BRO for the initiative, Shri Rajnath Singh said, it will promote tourism & regional culture and improve the socio-economic condition of the local people by providing them with employment opportunities.

16-Nov-2021: BRO feat recognised by Guinness World Records

Director General Border Roads (DGBR) Lt Gen Rajeev Chaudhry received the Guinness World Records certificate on November 16, 2021 for the achievement of Border Roads Organisation (BRO) of constructing and black topping the world’s highest motorable road at 19,024 feet at Umlingla Pass in Ladakh. In a virtual ceremony, official adjudicator of the Guinness World Records based in the United Kingdom Shri Rishi Nath acknowledged the remarkable achievement of BRO for constructing the highest altitude road in the world. In a four-month long process undertaken by the Guinness World Records, five different surveyors verified the claim.

The 52-kilometre long Chisumle to Demchok tarmac road passes through the 19,024 feet high Umlingla Pass and betters the previous record of a road in Bolivia, which connects volcano Uturuncu at 18,953 feet. The Umlingla Pass road is another landmark in resurgent India’s achievement as it has been constructed at an altitude higher than the North and South Base Camps of Mount Everest which are at an altitude of 16,900 feet and 17,598 feet respectively.

On the occasion, DGBR Lt Gen Rajeev Chaudhry spoke about the challenges faced during the road construction to Umlingla Pass, which he said, tested both the human spirit and efficacy of machines in an extremely tough terrain where temperatures in winters dip to -40 degrees and oxygen levels are 50 percent below normal.        

The BRO provided a black topped road to the important village of Demchok in Eastern Ladakh that will be a boon to the local population of the region as it will enhance the socio-economic conditions and promote tourism in Ladakh.

The strategically important road, which is approximately 15 kilometres long, highlights the focus of the Government in developing road infrastructure in border areas.

1-Oct-2021: Major Road Projects launched in Ladakh to be constructed by BRO

On a landmark day for the Union Territory of Ladakh and its people, construction on 05 major road infrastructure development projects was launched by His Excellency the Governor of Ladakh Shri Radha Krishna Mathur, from Turtuk, the northernmost village of India. The ground breaking ceremony was also attended by the Chief Executive Councilor, Leh Mr. Tashi Gyalson, MP Ladakh Mr. Jamyang Tsering Namgyal, Defence Secretary Mr. Ajay Kumar and Director General Border Roads Lt Gen Rajeev Chaudhry besides overwhelming villagers from nearby areas.

Following the MoU, signed on 03 Sep 2021, between the Ladakh Administration and the Border Roads Organisation (BRO), projects involving construction/improvement of roads and tunnels were assigned to BRO for development of connectivity in the hilly region. The 05 projects kicked off today included preparation of greenfield alignment and upgradation of major single lane roads to double-lane (NHDL specification) and tunnelling works.

Construction of road Hanuthang-Handanbroke-Zungpal-Turtuk, the 26.6 Km long greenfield road is planned to provide inter valley connectivity between Hanuthang-Handanbroke (Indus Valley) and Zungpal-Turtuk (Shyok Valley) across the Stakpuchan Range. This will also reduce the travel time to Three and Half Hours from existing Nine Hours to Turtuk via Leh without crossing the treacherous Khardungla pass.

Upgradation of 4 major single lane roads has also commenced. These roads are, 78 Km road Khalse to Batallik, 50 Km road Kargil to Dumgil which will also include construction of a tunnel at Hambotingla to ensure seamless connectivity from Kargil to Batallik,70 km road Khalsar to Shyokvia Agham and 31 Km Tangtse to Lukung. All these roads are used extensively by travellers to reach sought after tourist destinations such as Hundar (Nubra Valley), Turtuk village, Shyok, Pangon-Tso lake and Aryan villages of Dah, Garkone Darchik etc.

The Hon’ble LG dedicated the projects to the people of Ladakh and appreciated the work carried out by BRO, specifically in the border areas of Ladakh. He conveyed his gratitude to BRO for creating road infrastructure which is not only supported the Army in its security needs but had given impetus to tourism for socio economic development. He reposed trust in BRO by highlighting that BRO is already maintaining 5000 Km road and would be constructing 1500 Km more roads in near future. Defence Secretary Dr Ajay Kumar stressed the contribution of BRO in nation building impacting the life of populace in remote areas. He highlighted various new technologies and road safety audits being undertaken pan-India by BRO to identify accident prone sites and save precious lives. Lt Gen Rajeev Chaudhry DG-BRO stressed the resolve of organisation in road matrix development in border areas for meeting aspirations of the nation. He highlighted new technologies to include  geo-cells, M50 blocks etc., which had been incorporated in frost susceptible areas in Ladakh region to include the world's highest motorable pass “Umlingla”. He informed that BRO is working on providing roadside amenities along BRO roads for comfort of tourists, installation of crash barriers for which already 50 Km installed in Ladakh region alone, LED based kerb stone and others for safety of motorists. Construction work on the project will commence soon and once completed, these projects will play a significant role in promoting tourism in the region, enhance operational preparedness of our forces, provide employment to the locals and contribute immensely towards the socio-economic aspirations of the nation and Ladakh region.

19-Sep-2021: BRO remains committed to women’s empowerment in its ranks

There is a sense of deep respect for women in Indian society that epitomises in this verse which states, “Where a woman is respected, the place becomes God’s abode, with divine qualities, good deeds, peace and harmony. However, if this is not done, then all the actions turn out to be fruitless”.

As India celebrates 75 Years of Azadi Ka Amrit Mahotsav, it also celebrates the ongoing efforts of our Nation towards women empowerment. Women today have started assuming their rightful, equal place as the frontrunners in nation building and representatives of our strong national character.

Border Roads Organisation (BRO) has also over the years inducted a large number of women into its workforce, right from officers to the level of commercial pilot license holders. By empowering them with the tools of authority, responsibility and respect BRO firmly believes that women will always be active participants in the endeavour of nation building. In an affirmation of this belief, the organisation continues to assign higher leadership roles to women. In this regard, a GREF officer EE (Civ) Ms. Vaishali S Hiwase took over the reins of 83 Road Construction Company on April 28, 2021, employed on an important Indo-China road connecting Munisairi-Bughdiar-Milam, in an area full of adversity and challenges. The lady officer has taken control and is leading the charge with meticulous execution of her tasks.

The BRO created history again on 30 Aug 2021 when Major Aaina of Project Shivalik took charged as Officer Commanding, 75 RCC at Pipalkoti in Chamoli district in Uttarakhand. She is the first Indian Army Engineer Officer to command a road construction company. Not only this, all three platoon commanders under her, Captain Anjana, AEE (Civ) Ms. Bhawana Joshi and AEE (Civ) Ms. Vishnumaya K are lady officers and they have together created a first ever women RCC. The Border Roads plans to make four such all women-led RCCs, two each in North Eastern and Western Sectors.

Over the last six decades, in a graduated and steady manner the BRO has increased the number of women employed in various roles and duties of road construction. A consolidated effort is being made to empower them by giving them authority and responsibilities to undertake work independently. These women have become symbols of Nari Shakti in their respective areas.

The multi-faceted approach of BRO, towards the women empowerment includes variety in employment roles, avenues for higher education, access to proper healthcare, opportunities for adventure, sports and encouragement to develop holistically, as they play the lead roles in all walks of life.

Women empowerment, in the truest sense, has also been achieved by incorporating an attitudinal change. This is achieved by giving them confidence and treating them with proper respect, dignity, fairness and equality. Apart from the professional domain women are also being educated, as part of the welfare initiatives, in managing their own finances and documentation.

In a deliberate campaign, BRO projects have undertaken dedicated education programmes for women empowerment in rural areas. Focusing on equal opportunities for the girl child is another important aspect for the BRO. Education programmes for children, especially girls, have been organised by our officers, even during the COVID pandemic.

In today’s world, education, communication skills, disposable income and access to internet are some of the important mediums of empowerment. Alive to this, the BRO provides for equitable growth opportunity to its serving women officers who are an integral force in road construction. As times change and aspirations increase, BRO remains committed to its core belief of women empowerment.

21-Aug-2021: Initiative by BRO to educate children of Casual Paid Labourers

Border Roads Organisation (BRO) has undertaken a noble deed of educating the children of Casual Paid Labourers (CPLs) who are employed by them for various road construction works on the Dharasu-Gangotri road in Uttarakhand. Devoid of mobile connection &basic facilities, the officers and supervisors of BRO are imparting education to these children in the most inhospitable high-altitude terrain.

Junior Engineer Rahul Yadav and Subedar Sandesh Pawar responsible for the road construction on Gangotri Highway in Uttarkashi district came up with the idea of providing the children with basic education and keeping them engaged when their parents are out working.

Three camps in Jhangla, Hindoligarh and Naga are holding these outdoor classes since July 21, 2021. Presently, 60-70 children are attending these classes. These officers of BRO are also proactively working with an NGO ‘Goonj’ to provide clothing and ration to these children. Carrying forward the initiative of these officers, BRO plans to provide basic accommodation and better teaching facilities to the children in the coming months.

The CPLs are the backbone of BRO as they work in inhospitable and difficult terrains to ensure construction of strategic border roads. They stay away from their homes for long durations and are cut off from society. Most of them working in these areas hail from Jharkhand or are those who reside near the Nepal border. The aim of this initiative is to engage with these young and often neglected minds by educating them and ensuring that their parents are encouraged and satisfied with the organisation they work for.

4-Aug-2021: BRO constructs highest motorable road in the world in Eastern Ladakh

Border Roads Organisation (BRO) has constructed and black-topped the highest motorable road in the world at 19,300 ft at Umlingla Pass in Eastern Ladakh, creating a record in high-altitude road construction. It has constructed a 52-km long tarmac road through Umlingla Pass, bettering the previous record of a road in Bolivia connecting to its volcano Uturuncu at 18,953 ft.

The road now connects the important towns in Chumar sector of Eastern Ladakh. It will prove to be a boon to the local population as it offers an alternate direct route connecting Chisumle and Demchok from Leh. It will enhance the socio-economic condition and promote tourism in Ladakh.

Infrastructure development in such harsh and tough terrain is extremely challenging. During the winter, the temperature dips to -40 degrees and the oxygen level at this altitude is almost 50 percent less than at normal places. The BRO has achieved the feat due to the grit and resilience of its personnel who work in treacherous terrain and extreme weather conditions.

The road has been constructed at an altitude higher than the Mt Everest Base Camps as the South Base Camp in Nepal is at an altitude of 17,598 ft, while North Base Camp in Tibet is at 16,900 ft. The road has been constructed much above the altitude of Siachen Glacier which is at 17,700 ft. The Khardung La Pass in Leh is at an altitude of 17,582 ft.

26-Jul-2021: Creating necessary infrastructure on the borders

The Government is fully seized of the security needs of the country and reviews the same from time to time.  Required measures including development of infrastructure like construction of roads, tunnels and strategic railway lines are taken to safeguard the sovereignty, territorial integrity and security of India. As per the operational requirement of Armed Forces and the need for development along border areas, road construction is taken up by Border Roads Organisation (BRO). Amongst these, 73 critical roads have been designated as Indo-China Border Roads of 4203 kilometers length and are being accorded highest priority with dedicated funding.  Further, to ensure all weather connectivity to far flung areas, construction of tunnels has also been undertaken across passes.  Currently, construction of four tunnels is underway.

Infrastructure development in Uttarakhand is being holistically executed with budgetary support from Ministry of Defence, MHA, State PWD and Central projects like Bharatmala and Chardham.  As on date, 21 roads with a length of approximately 800 kilometers are being constructed/upgraded by BRO over and above certain roads being constructed by State PWD.

28-Jun-2021: Raksha Mantri Shri Rajnath Singh dedicates to the nation 63 bridges built by BRO in six States & two UT's

Raksha Mantri Shri Rajnath Singh dedicated to the nation 63 bridges, built by Border Roads Organisation (BRO), in six States and two Union Territories (UTs), at an event held at Kyungam, 88 kms from Leh in the Union Territory of Ladakh on June 28, 2021. The bridges were inaugurated by the Raksha Mantri in the presence of Lt Governor of Ladakh Shri RK Mathur, Ladakh MP Shri Jamyang Tsering Namgyal, General Officer-Commanding-in-Chief, Northern Command Lt Gen YK Joshi, DG Border Roads Lt Gen Rajeev Chaudhry and other senior civil & military officials from Ministry of Defence, Indian Army, BRO and civil administration.

Arunachal Pradesh Chief Minister Shri Pema Khandu, Himachal Pradesh Chief Minister Shri Jairam Thakur, Uttarakhand Chief Minister Shri Tirath Singh Rawat, Sikkim Chief Minister Shri Prem Singh Tamang; Minister of State (Independent Charge) for Development of North Eastern Region & Minister of State, PMO, Dr Jitendra Singh; MP from Jammu & Kashmir Shri Jugal Kishore Sharma, MP from Uttarakhand Shri Ajay Tamta and MP from Mizoram Shri C Lalrosanga were among those who attended the event virtually.

From Kyungam, the Raksha Mantri inaugurated a 50-metre-long bridge constructed on the Leh-Loma Road in Ladakh. This single span steel super structure bridge, which replaces an existing bailey bridge, will ensure unhindered movement of heavy weapon systems, including guns, tanks and other specialised equipment. The Leh-Loma Road, which connects Leh with places such as Chumathang, Hanley and Tso Morori Lake, is vital for access to forward areas in Eastern Ladakh.

In addition, Shri Rajnath Singh virtually inaugurated 62 more bridges – 11 in Ladakh, four in Jammu & Kashmir, three in Himachal Pradesh, six in Uttarakhand, eight in Sikkim, one each in Nagaland and Manipur and 29 in Arunachal Pradesh. The combined cost of the projects is Rs 240 crores and they will provide a tremendous boost to connectivity in the border areas.

Speaking on the occasion, Shri Rajnath Singh lauded BRO’s commitment towards establishing connectivity to far-flung areas, especially during the COVID-19 pandemic, saying that some of these bridges will become a lifeline for many villages located in remote inaccessible areas. Underlining the importance of connectivity, especially in border areas for the development of a nation, he reaffirmed the Government’s resolve to ensure infrastructure development in far-flung border areas and added that today’s inauguration of 63 bridges is an important step in that direction. He expressed confidence that the bridges will play a crucial role in strengthening security as well as promoting the economic development of the respective states through improved connectivity.

On the Government’s decision to bifurcate Jammu & Kashmir and Ladakh as two separate UTs, the Raksha Mantri stated that the strong and visionary steps have bolstered national unity, led to major reduction in terrorist activities sponsored from outside and opened new avenues for the socio-economic development of the people. On the development of Ladakh, Shri Rajnath Singh said a number of welfare schemes are being implemented, including Pradhan Mantri Awas Yojana, National Rural Livelihood Mission, Pradhan Mantri Gram Sadak Yojana, Pradhan Mantri Kaushal Vikas Yojana and Pradhan Mantri Kisan Samman Nidhi, that shows the Government’s resolve towards the welfare of the region. He also reaffirmed the Government’s commitment to start the democratic process in the region.

Lauding the Indian Army for displaying exemplary courage during the Galwan Valley incident in 2020, the Raksha Mantri paid tributes to the brave hearts who laid down their lives in the line of duty. He called for dialogue with neighbouring countries to resolve disputes, maintaining that "India is a peace-loving nation which does not believe in aggression, however if provoked, we will give a befitting reply". He assured the nation that the Armed Forces are fully prepared to deal with any situation. Shri Rajnath Singh highlighted the reforms undertaken by the Government to strengthen the security at the borders, increase jointness among the Armed Forces and make them self-reliant. “We are moving fast towards building a safe, strong and prosperous nation in every way,” he said.

In his address, DG Border Roads stated that the projects were completed despite the limited working window and COVID-19 pandemic. He said these bridges will assist in speedy mobilisation of the Armed Forces in strategically important sectors, further bolstering the security environment, as also contribute significantly towards the overall economic growth of remote border areas. He reiterated BRO’s resolve in continuing to serve the nation despite challenges.

With the inauguration of 63 bridges in one go, BRO has surpassed its own record of 44 bridges launched in 2020. These 63 bridges, combined with 12 roads dedicated to the nation by Shri Rajnath Singh on June 17, 2021, form a bouquet of 75 infrastructure projects completed by BRO, when the nation is celebrating the 75th anniversary of its Independence.

Raksha Mantri Shri Rajnath Singh dedicated to the nation 12 roads, built by Border Roads Organisation (BRO) in the Northern and Eastern border areas on June 17, 2021, in the presence of Chief Minister of Assam Dr Himanta Biswa Sarma, Chief Minister of Arunachal Pradesh Shri Pema Khandu, Union Minister of State (Independent Charge) for Youth Affairs & Sports, Minority Affairs and AYUSH (Independent Charge) Shri Kiren Rijiju and Chief of Defence Staff General Bipin Rawat. Minister of State (Independent Charge) for Development of North Eastern Region & Minister of State, PMO, Dr Jitendra Singh was among the dignitaries who attended the event virtually.

At an event organised in Lakhimpur district of Assam, the Raksha Mantri e-inaugurated a 20-km long double lane Kimin-Potin road, along with nine other roads in Arunachal Pradesh and one each in the Union Territories of Ladakh and Jammu & Kashmir. The roads have been constructed under ‘Arunank’, ‘Vartak’, ‘Brahmank’, ‘Udayak’, ‘Himank’ and ‘Sampark’ projects of BRO.

Speaking on the occasion, Shri Rajnath Singh lauded BRO for its contribution in infrastructure development of remote border areas of the country, especially amid the COVID-19 restrictions. He said the roads inaugurated today hold strategic and socio-economic importance as they will play an important role in strengthening national security as well as promoting development of the North-East region. “These roads will be helpful in fulfilling the needs of our Armed Forces and transporting necessities like medicines and ration to remote areas,” he said.

The Raksha Mantri added that these road projects are part of the ‘Act East Policy’ of the Government wherein special emphasis is being laid on the overall development of the border areas. He reiterated the resolve of the Government, under the leadership of Prime Minister Shri Narendra Modi, for the development of North-east, describing the region as the gateway to not only the overall development of the country, but also to the nation’s relations with East Asian countries.

Shri Rajnath Singh paid tribute to the soldiers who showed exemplary courage during the Galwan Valley incident last year and made the supreme sacrifice in the service of the nation. He said India is a peace-loving nation but its response to aggression has been resolute.

The Raksha Mantri also touched upon some of the major reforms undertaken by the Government, including appointment of Chief of Defence Staff, measures to boost self-reliance in defence manufacturing and Corporatisation of Ordnance Factory Board (OFB). These reforms are proving to be a game changer in the military preparedness in the rapidly changing times, he said.

Shri Rajnath Singh underlined the constant efforts of the Government to make India self-reliant in defence manufacturing under the ‘AatmaNirbhar Bharat’ envisioned by the Prime Minister. “We are actively working towards making India a defence manufacturing hub. Self-reliance in defence production will reduce our dependence on imports, increase exports and strengthen our economy,” he said.

In his address, DG Border Roads Lt Gen Rajeev Chaudhry gave a brief overview of the achievements of BRO and reiterated the commitment of the organisation towards infrastructural development of border areas.

12-Jun-2021: Raksha Mantri Shri Rajnath Singh flags off first-ever solo woman motorcycle expedition organised by BRO

The first-ever solo woman motorcycle expedition, organised by Border Roads Organisation (BRO), was flagged off by Raksha Mantri Shri Rajnath Singh from BRO Headquarters in New Delhi on June 11, 2021. Ms. Kanchan Ugursandi, a 29-year-old lady biker with 10 years and 21,000 kms of riding experience, is undertaking the challenge to cover 3,187 kms in 24 days. As part of the expedition, she will cross Umlingla Pass, the highest motorable pass at 19,301 feet in the world, built by BRO. The route being traversed is New Delhi-Manali-Leh-Umlingla Pass–New Delhi.

Speaking on the occasion, Shri Rajnath Singh said this unique initiative would not only promote awareness programs in border areas on COVID-19 and road safety, but will also renew and rekindle the spirit of fortitude and courage synonymous with the nation during these unprecedented times.

On the occasion, the Raksha Mantri also inaugurated two Centres of Excellence - Centre of Excellence for Road Safety & Awareness and Centre of Excellence for Roads, Bridges, Air Fields & Tunnels. Four software developed to optimise the work efficiency of BRO personnel, their HR management, recruitment management, enrolment and works management were also launched. Chief of Defence Staff General Bipin Rawat, Defence Secretary Dr Ajay Kumar and DG BR Lt Gen Rajeev Chaudhry were among the dignitaries who attended the event.

11-Jun-2021: Raksha Mantri Shri Rajnath Singh inaugurates BRO’s two Centres for Excellence to promote road safety & road construction

Raksha Mantri Shri Rajnath Singh dedicated to the nation two Centres of Excellence established by Border Roads Organisation (BRO) at Seema Sadak Bhawan in New Delhi, on June 11, 2021. These Centres have been established to achieve excellence in road safety as well as foster growth in construction of roads, bridges, air fields and tunnels. The Centre of Excellence for Road Safety & Awareness (CoERSA) aims to create awareness about road safety through analysis sharing of road accidents and suggesting methods to save precious lives. The Centre of Excellence for Roads, Bridges, Air Fields and Tunnels (CoERBAT) focuses on institutionalising the knowledge gained over the years in development of almost 60,000 kilometres of roads, 56,000 metres of bridges, 19 airfields and four tunnels in the eastern and north-western part of the country.

Speaking on the occasion, Shri Rajnath Singh appreciated the efforts of BRO in establishing the Centres of Excellence, expressing confidence that they will play a pivotal role in saving precious lives. Terming road accidents as a silent pandemic that claims approx. 1.5 lakh lives every year, the Raksha Mantri stated that the Government has taken a number of initiatives such as National Road Safety Policy, Motor Vehicle Act 2020 and identification of black spots on national highways to tackle the problem and the setting up of these Centres is another step in that direction.

The Raksha Mantri lauded the crucial role played by BRO in the progress of the nation since its inception by building roads, tunnels and other infrastructure in remote areas. He praised the efforts of BRO for working tirelessly in tough weather conditions to increase connectivity in border areas, especially during the COVID-19 pandemic. Describing connectivity as an essential component of a nation’s progress, he said BRO is catering to the needs of the Armed Forces as well as working towards the socio-economic development of the border areas. He made special mention of the recent achievements of BRO, including state-of-the-art construction of 'Atal Tunnel, Rohtang', Kailash Manasarovar Road and Zojila pass. He also appreciated BRO for raising awareness about road safety through innovative slogans and signboards.

 Shri Rajnath Singh also listed out various measures taken by the Government for the development of BRO. These include increase in the budget of BRO, approval of special high-altitude clothing for the personnel as well as cadre review to boost the morale of the organisation. He assured BRO of continued support of Ministry of Defence, saying that the Government remains committed to the progress of the far-flung areas of the country. He also remembered the BRO personnel who laid down their lives in the service of the nation.

During the event, the Raksha Mantri also launched four software developed to optimise the work efficiency of BRO personnel, their HR management, recruitment management, enrolment and works management. The BRO has created the software to reduce paperwork, with focus on minimising the carbon footprint. Shri Rajnath Singh termed the development of the software as a great example of 'Self-reliant India' and 'Digital India' campaigns. He stated that the software will further improve the efficiency of the organisation, modernise it and save time.

The first ever Solo Woman Motorcycle Expedition by Ms. Kanchan Ugursandi to Umling La Pass, Ladakh and back was also flagged off on the occasion. The Raksha Mantri extended his best wishes to Ms. Kanchan Ugursandi and expressed confidence that she will come out with flying colours and complete the task by setting new records.

Earlier, DG Border Roads Lt Gen Rajeev Chaudhry briefed Shri Rajnath Singh on the initiatives and achievements of BRO in recent years. He informed the Raksha Mantri about the ongoing and future projects, with focus on AatmaNirbhar Bharat Abhiyaan envisioned by Prime Minister Shri Narendra Modi. He also informed Raksha Mantri on the awareness campaigns being carried out by BRO related to COVID-19 and Azadi ka Amrut Mahotsav in far-flung areas. The DG Border Roads said BRO remains committed towards serving the nation and would bring all necessary changes to enhance the efficiency of the organisation.

2-Dec-2020: Lieutenant General Rajeev Chaudhry assumes charge as Director General Border Roads (DGBR)

Lt Gen Rajeev Chaudhry assumed the charge as 27th Director General Border Roads (DGBR) on the 01 December 2020.

Lt Gen Chaudhry was commissioned into the Corps of Engineers from Indian Military Academy, Dehradun in 1983 and has attended all prestigious courses of the Indian Army including staff Course at Defence Service Staff College, Wellington, Higher Command Course at Army War College, Mhow and the National Defence College, New Delhi. He is also an M-Tech from IISc Bangalore.

Before taking over as Director General Border Roads, he was holding the appointment of ADG LW&E in QMG’s Branch at Integrated Headquarters of Ministry of Defence (Army).

Lt Gen. Chaudhry was responsible for conceptualising and conducting the first-ever and only Engineer Brigade Exercise with US Engineer Brigade as part of EX YUDH ABHYAS. He was also nominated as Exercise Director of EX FORCE 18, a multinational exercise involving 18 countries on Humanitarian Mine Action (HMA), in the year 2016.

The General Officer has held various staff, instructional and command appointments. Some of his important appointments include Command of an Independent Field Coy, Engineer Unit and Command of an Engineer Brigade. He has also tenanted the appointment of Chief Engineer Southern Command.

12-Oct-2020: Raksha Mantri Shri Rajnath Singh dedicates to the Nation 44 bridges built by BRO across seven States and UT's

Heralding in a new era in the connectivity of roads and bridges in sensitive areas close to Western, Northern and North Eastern Borders, Raksha Mantri Shri Rajnath Singh today dedicated 44 major permanent bridges to the Nation. He also laid the Foundation Stone for Nechiphu Tunnel in Arunachal Pradesh. These bridges are of strategic importance and provide connectivity to remote areas. The 44 bridges are spread over seven states / union territories. The dedication ceremony was conducted through a Video Conference in the presence of Union Minister Dr Jitendra Singh, Chief of Defence Staff, Gen Bipin Rawat, Chief of Army Staff, Gen MM Naravane and Defence Secretary, Sh Ajay Kumar at New Delhi. Union Minister, Shri Kiren Rijiju, Chief Ministers of Arunachal Pradesh, Himachal Pradesh, Punjab, Sikkim & Uttarakhand, Lt Governor of J&K, with Hon’ble Members of Parliament, civil / military dignitaries along with members of the public at various sites in respective States/ Union Territories attended through a video link.

In his address, Raksha Mantri congratulated DG and all ranks of Border Roads Organisation (BRO) for their achievements and said that dedication of 44 bridges in one go in itself was a record. Shri Rajnath Singh said in the challenging times of COVID-19 and despite the border tensions and disputes caused by Pakistan and China, the country was not only resolutely facing them but also bringing about historical changes in all sectors of development under the able leadership of Prime Minister Shri Narendra Modi.

Lauding the BRO for its role in improving the border infrastructure, Shri Rajnath Singh these bridges improved connectivity in the far flung areas of Western, Northern and North East sectors and fulfilled the aspirations of local people. They would also meet the transport and logistics requirements of the armed forces throughout the year, he added.

Raksha Mantri said that roads and bridges are the lifeline of any nation and play a vital role in the socio-economic development of far flung regions. Reiterating the Central Government’s commitment to boost development activities in border areas, he said that progress of all projects is regularly being monitored and adequate funds are being provided for their timely execution.

He said that the annual budget of BRO that varied from Rs 3,300 Crores to Rs 4,600 Crores in years 2008-2016, saw a substantial rise and is pegged at over Rs 11,000 Crores in 2020-21. There was no reduction of this budget despite COVID-19.

Raksha mantra also announced that the government has sanctioned high altitude clothing to BRO engineers and workers.

Shri Rajnath Singh also laid the Foundation Stone of the strategically important Nechiphu Tunnel on the road to Tawang in Arunachal Pradesh. This 450 mtrs long, bi-lane tunnel would ensure all weather connectivity across Nechiphu Pass besides providing a safe and secure passage through accident prone areas.

Briefing the dignitaries, Lt Gen Harpal Singh, DG BRO, said the 44 bridges of various spans ranging from 30 mtrs to 484 mtrs are located in J&K (10), Ladakh (08), Himachal Pradesh (02), Punjab (04), Uttarakhand (08), Arunachal Pradesh (08) and Sikkim (04). They are of strategic importance and have been designed to facilitate movement of heavy civil & military traffic in border areas. In line with the vision of Prime Minister Shri Narendra Modi, these bridges will contribute towards the overall economic growth of remote border areas and will also assist in speedy deployment of Armed Forces in strategically important sectors.

He said that in addition to expediting road construction, the BRO has laid special emphasis on construction of bridges by completing 28 major bridges last year while 102 major bridges are being completed this year. 54 of these bridges have already been completed. Over 60 Bailey Bridges have also been constructed by BRO to meet immediate requirements of armed forces and people living in remote areas.

BRO has worked relentlessly even during the ongoing COVID-19 pandemic restrictions continuing with works of strategic importance like Construction of Major Bridges & Roads, Atal Tunnel Rohtang, Sela Tunnel etc., and Snow Clearance for opening of Strategic Mountain Passes.

In spite of unprecedented snowfall breaking a 60 years record, all strategic passes & roads were cleared for traffic about one month before their average yearly opening dates. This brought relief to people of border areas and ensured rapid & early movement of troops & logistics.

9-Jul-2020: Raksha Mantri Shri Rajnath Singh e-inaugurates six strategic bridges in Jammu & Kashmir

Ushering in a new revolution in the connectivity of roads and bridges in sensitive border areas close to the International Border (IB) and Line of Control (LoC) in Jammu and Kashmir, Raksha Mantri Shri Rajnath Singh dedicated six major bridges to the nation through video conferencing from here today. These bridges of strategic importance were completed by the Border Roads Organisation (BRO) in a record time.

Raksha Mantri congratulated all ranks of BRO for completing the works of six bridges in record time and complimented them for contributing towards nation building by working in the most difficult terrain and weather conditions. He said that roads and bridges are the lifeline of any nation and play a vital role in the socio-economic development of far flung regions. Reiterating the Central Government’s commitment to prioritise development activities in J&K, he said that our Prime Minister Shri Narendra Modi is regularly monitoring the progress of these projects and adequate funds are being provided for their timely execution.

Shri Rajnath Singh said, “It is a pleasant experience to inaugurate these bridges that ‘connect people’, at a time when the world is insisting on keeping distance, being isolated from each other (due to COVID-19). I would like to congratulate the Border Road Organisation on completing this important task with great skill.”

Complementing BRO Raksha Mantri said, “Continued construction of roads and bridges in the border areas of the country with total commitment by BRO would help in realisation of the efforts of the Government to reach to the remotest areas. Roads are the lifeline of any nation.” Roads in the border areas are not only strategic strengths, but also act to connect remote areas with the mainstream. In this way, be it a strategic necessity of the Armed Forces or other development work related to health, education, trade, all these are possible only with connectivity, he added.

Thanking the people of Jammu and Kashmir for their cooperation, Shri Rajnath Singh said, “I am sure that the construction of modern roads and bridges will bring prosperity to the region. Our government is committed to promoting infrastructure on our borders and necessary resources will be provided for this. Our government has a keen interest in the development of Jammu and Kashmir. Keeping in mind the need of the people of Jammu and Kashmir and Armed Forces, many other development works are also in the pipeline, which will be announced in due time. About 1,000 kilometre long roads are currently under construction in Jammu region.”

Raksha Mantri acknowledged that over the last two years, with the use of latest technologies and state-of-the-art equipment the BRO has done cutting of over 2,200 kilometres about 4,200 kilometres of roads surfacing and about 5,800 metres of permanent bridges have been constructed.

He assured that the Government has ensured that sufficient resources are provided to the BRO for the construction of strategic roads. Despite the COVID-19 epidemic, the Government will not let the resources of BRO fall short. Also, the ministry will take care of the facilities of BRO's engineers and personnel, he added.

The six bridges were inaugurated in the presence of Minister of State (MoS) (Independent Charge) and MoS Prime Minister’s Office, Ministry of Personnel, Public Grievances & Pensions, Department of Atomic Energy and Department of Space Dr Jitendra Singh. Member of Parliament, Jammu Shri Jugal Kishore Sharma was present on the site through video link.

The two bridges on the Tarnah Nallah in Kathua District and four bridges located on Akhnoor-Pallanwala road in Akhnoor/Jammu district have spans ranging from 30 to 300 metres and were constructed at a total cost of Rs 43 crores. These bridges constructed by Project Sampark of the BRO will facilitate movement of Armed Forces in this strategically important sector and will also contribute towards the overall economic growth of remote border areas.

It is apparent that there has been a major surge in outcomes delivered by the BRO in the last few years. This is evident from the fact that BRO has executed about 30 per cent more works in the financial year (FY) 2019-20 as compared to FY 2018-19. This has happened because of adequate budgetary support from the Government and due to the effect of structural reforms and focussed/dedicated efforts by the BRO.

The annual budget of the BRO that varied from Rs 3,300 crore to Rs 4,600 crore in the FY 2008-2016, saw a substantial rise to Rs 8,050 crore in FY 2019-2020. With focus of the Government in improving infrastructure in border areas, the budget for FY 2020-2021 is likely to be Rs 11,800 crore. This will give a major boost to ongoing projects and will expedite the construction of strategic roads, bridges and tunnels along our northern borders.

Speaking on the occasion, Director General of BRO Lt Gen Harpal Singh underlined the contribution of BRO to nation building and thanked the Raksha Mantri for his continuous guidance and support while expressing confidence that the BRO shall continue to strive towards meeting laid down targets in line with our overall national strategic objectives set forth by the Government.

25-Apr-2020: Border Roads Organisation clears Rohtang Pass three weeks in advance despite Covid-19 lockdown

Border Roads Organisation (BRO) has opened Rohtang Pass (13,500 feet above sea level) today, more than three weeks in advance amid Covid-19 lockdown after clearing snow. It is the arterial road connecting Lahaul and Spiti district of Himachal Pradesh from rest of the country. The pass was opened on May 18, last year.

Himachal Pradesh Government had approached BRO to expedite the snow clearance to facilitate return of farmers for starting cultivation and movement of essential supplies and to bring relief materials to Lahaul Valley in wake of COVID-19.

BRO inducted hi-tech machinery from both Manali and Khoksar side. Snow blizzards, freezing temperatures and frequent triggering of avalanches at Rahala Fall, Beas Nallah and Rani Nallah did delay the operations but the snow clearance teams kept on working relentlessly day and night with all COVID-19 precautions to provide relief to the residents of Lahaul valley.    

First convoy of vehicles carrying essential supplies and approximately 150 farmers moved to Lahual Valley today, guided by BRO thus officially opening the Rohtang pass this year. The news of Rohtang Pass being opened for traffic three weeks in advance as compared to previous year has brought relief amongst the local population. It will facilitate the Centre and State Governments to bring much needed relief material and medical supplies for the local population. Also, the agriculture activities which are the backbone of the District can now recommence.

Snow clearance operation for the opening of the pass is carried out every year as the pass remains snow bound for almost six months i.e. from mid-November to mid-May. It was kept open till December 12, 2019. The complete valley remains dependent on air maintenance for any external logistics/supplies during winters.

Meanwhile, to augment the Government’s  efforts against COVID-19 all personnel of Border Roads Organisation have collectively contributed One Crore Rupees to the PM CARES Fund over and above One Day Salary.

12-Apr-2020: BRO opens strategic Srinagar-Leh highway after four months

Border Roads Organisation (BRO) opened strategic Srinagar-Leh highway that connects Ladakh with the rest of the world on Saturday.  About 18 oil tankers and other essential commodities were initially allowed to move towards Leh/Ladakh from Zojilla pass. This was managed despite fresh snowfall in the Zojila pass.

The 425 kilometre road was closed since December last year due to heavy snowfall at Zojila pass. As per the directions from Divisional Commissioner Ladakh, there was an emergent need for stockpiling essential commodities in the Union Territory of Ladakh. Keeping that in mind the team of Project Beacon and Project Vijayak cleared fresh snow around Zojila at the height of 11,500 feet and made the road motorable.

Snowfall of this year had broken records of the last six decades. The snow clearance operations were undertaken by project Beacon of BRO from Gagangir to zero point and the same was done by project Vijayak from Drass towards zero point.

21-Mar-2020: Bridge constructed by Border Roads Organisation over Teesta River in North Sikkim opened for traffic

In a relief to the residents of Lachen in North Sikkim, the Border Roads Organisation (BRO) today opened for traffic 360 feet long bailey suspension bridge over Teesta River in Munshithang near Chungthang town. The 86 Road Construction Company (RCC) of 758 Border Roads Task Force (BRTF), under Project Swastik, commenced the construction of the bridge in October 2019 and completed it in January 2020.

The approach roads to the bridge have also been constructed. The bridge will give impetus to tourism and facilitate the movement of logistics for the Armed Forces deployed in forward areas.

In June 2019, a steel bridge of 180 feet span at the same location was completely damaged due to a massive cloud burst resulting in severing the lines of communication in North District of Sikkim. The connectivity was kept open by routing the traffic through restricted Army land.

7-May-2019: 59th BRO Raising Day

Border Roads Organisation (BRO) is celebrating its 59th Raising Day. BRO is a leading road construction agency under the Ministry of Defence with a primary role of providing road connectivity in border areas. It executes road construction and maintenance works along the Northern and Western frontiers primarily to meet the strategic requirements of the Army and is responsible for over 53,000 Km roads. The BRO has also constructed roads in friendly foreign countries like Bhutan, Myanmar, Afghanistan etc. thus contributing towards our strategic objectives in the region.

In 2018-19, BRO executed 991 Km of Formation Cutting, 1965 Km Surfacing, Rs. 1518 Crores Permanent Works, 2817 M of Bridge construction and undertook resurfacing of 1778 Km roads along our Northern and Western Borders. The works done by BRO saw a jump of more than 12% in 2018-19 over the previous financial year.

In line with the overall thrust of the Government to enhance overall strategic connectivity along our borders, the BRO is fully geared up to meet the challenges that lie ahead and has accordingly undertaken an exercise for organizational re-structuring and simplification of procedures with adequate delegation of financial powers to executives. The organisation is now executing works with a combination of departmental, contractual and EPC mode, thus enhancing our capabilities manifold. Necessary co­ ordination between BRO and Army units / Formations at all levels is also being ensured to plan and execute creation, up-gradation and maintenance of infrastructure along our borders to meet our overall tactical and strategic goals.

Border Roads Organisation (BRO), is celebrating its Raising Day on 07 May 2018. BRO, a leader in the arena of infrastructural development in the border areas of the country is celebrating its 58 years of glorious service to the nation. Since its inception in 1960, so far the Organisation has grown from 02 to 19 projects. The works executed have ensured the territorial integrity and the socio-economic upliftment of the most inaccessible regions of the country as well as India’s neighbourhood. Works executed in friendly foreign countries are a message of the Organisation’s ideology ‘Shramena Sarvam Sadhyam’. BRO shall endeavour to explore new frontiers while it undertakes systematic modernisation of its construction techniques. Its focus shall remain enhanced productivity and quality construction.

20-Aug-2017: Ministry of Defence approves delegation of Powers to Border Roads Organisation

The Ministry of Defence has decided to delegate administrative and financial powers to the Border Roads Organisation (BRO) right upto the level of Chief Engineer and Task Force Commander, so as to avoid delays on account of references between the Chief Engineer and HQ DGBR and also between HQ DGBR and the Ministry.

Functioning under the control of the Ministry of Defence since 2015, the BRO is engaged in road construction to provide connectivity to difficult and inaccessible regions in the border areas of the country. The Ministry of Defence intends to bring transformational changes in the organization in order to improve the pace of execution of works and to achieve the desired outcomes according to the requirement of the Armed Forces.

In line with the aim to bring in transformational changes in the BRO, various powers of delegation have been revised. According to the earlier delegation of powers, a Chief Engineer in the BRO could give administrative approval of works only upto Rs. 10 crore, that too only for departmental works, whereas the ADGBR had powers to accord administrative approval only upto Rs. 20 crore for departmental works. For contractual works, all administrative approvals were given by DGBR, who had powers only upto Rs. 50 crore. Enhancing the powers at all levels in the BRO, the Ministry of Defence has now approved that for both departmental and contractual mode of execution, a Chief Engineer of BRO can accord administrative approval upto Rs. 50 crore, ADGBR upto Rs. 75 crore and DGBR upto Rs. 100 crore.

Further, according to the earlier delegation of powers, a Chief Engineer in the BRO had the power to accept execution of contracts only upto Rs. 10 crore, ADGBR had powers upto Rs. 20 crore, beyond which all tenders had to be sent to DGBR. With the intent to speed up the tendering process, the Ministry of Defence has now enhanced the powers of Chief Engineer for acceptance of bids with cost of contract upto Rs. 100 crore and that of ADGBR for cost of contract upto Rs. 300 crore. With this delegation, the entire tendering process including acceptance of bids would be completed at the level of Chief Engineer/ADGBR for a majority of the contracts.

For adopting the DPR mode of execution, there is a need to outsource consultancy services. According to the earlier delegation of powers, a Chief Engineer had powers only upto Rs. 10 lakh, ADGBR upto Rs. 50 lakh and DGBR upto Rs. 2 crore. The Ministry of Defence has now enhanced the powers of Chief Engineer to accord administrative approval for outsourcing of consultancy services upto Rs. 2 crore and ADGBR upto Rs. 5 crore and full powers beyond Rs. 5 crore to DGBR.

There also is a need to replace obsolete construction equipment in the BRO with modern equipment. According to the earlier delegation of powers, DGBR had powers only upto Rs. 7.5 crore for procurement of indigenous equipment and Rs. 3 crore for procurement of imported equipment. All other cases of procurement had to be referred to the Ministry of Defence. In order to fast track the procurement of latest construction machinery and equipment in the BRO, the Ministry of Defence has enhanced the delegation of powers upto Rs. 100 crore to DGBR for procurement of both indigenous/imported equipment.

In case of emergent need for construction equipment, DGBR has been given full powers for hiring upto three years and for Chief Engineers (Project), powers have been enhanced from Rs. 50 lakh to Rs. 5 crore and the period of hiring has been enhanced from 6 months to one year.

The BRO is engaged in road construction activities in the most difficult areas and the usage norms and fixation of life of construction equipment varies from terrain to terrain. Earlier, all cases of revision of norms of equipment and fixation of life had to be referred to the Ministry of Defence. In a departure from the earlier policy, full powers in this regard have been delegated to DGBR.

The Ministry of Defence in consultation with the Armed Forces would identify the roads to be entrusted to the BRO and fix priorities by approving the Long Term Roll-On Works Plan and Annual Works Programme for the BRO. Thereafter, powers related to execution of works have been delegated to be exercised by different levels within the BRO. However, to ensure accountability, a MIS is being developed for online monitoring of progress of works.

From the current year, the BRO has initiated the practice of preparation of DPRs for all new road projects to be taken up and has adopted the project mode of execution. In an important policy change from the conventional departmental mode of execution followed by the BRO in the past, the organisation has now also started adopting the EPC mode of execution. The Ministry of Defence has approved policy guidelines in this regard, based on which the BRO may engage big construction companies for taking up road projects on a turnkey basis.

It is expected that with delegation of powers by the Ministry of Defence to the BRO, the pace of road construction in border areas would improve and the BRO would be able to complete ongoing/new projects in compressed timelines.
