27-Jun-2023: 8th edition of World’s Largest Urban Cleanliness Survey Begins

The stage is all set for the 8th edition of world’s largest urban swachhata survey, Swachh Survekshan 2023 – Mera Shehar, Meri Pehchaan. Ministry of Housing and Urban Affairs (MoHUA) launched the Field Assessment for Swachh Survekshan (SS) 2023. Under SS 2023, around 3,000 assessors will take the field for assessment from 1 July, 2023. The assessors will study performances of 4500+ cities across 46 indicators and it is expected to be completed within a month. Rolled out on 24 May, 2022, Swachh Survekshan 2023 champions Waste to Wealth and is curated towards processing and scientific management of waste.

Originally designed as a competitive monitoring tool, Swachh Survekshan was introduced under the aegis of MoHUA in 2016, with an objective to sanitation, helping cities to achieve the goal of sustainable sanitation and waste management in a fast-track competitive manner. Swachh Survekshan has enthused cities with a healthy spirit of competitiveness to improve urban sanitation and ensure best service delivery to their citizens. It is expected to engage with a whopping 10 Cr citizens during this year’s assessment making it indisputably the world’s largest annual urban cleanliness survey. Conducted over four quarters, the first three quarters of assessment have already been completed successfully.

A new third quarter for Swachh Survekshan 2023 was introduced this year and the States/ cities geared up for the survey enhancing their activities and level of preparedness. Avoiding the acute heat wave conditions across the nation in the last two months, the fourth quarter is now being launched from 1 July, 2023. 

Launching the fourth and final quarter of assessment of Swachh Survekshan 2023 which is also the most rigorous as well as awaited, Secretary, MoHUA, Mr. Manoj Joshi said in a virtual event, “Last 7 years of Swachh Survekshan has been the highlight of Swachh Bharat Mission and we have to continue that this year as well. We continue to make efforts to make it easier and useful for smaller and medium size cities so that Swachh Survekshan continues to be a management tool for improvement in sanitation. Emphasizing on transformation of manhole to machine hole, Secretary, MoHUA highlighted the importance of SafaiMitra Suraksha. Speaking on waste processing, he focused on the need to segregate at source. He added that he was optimistic that Survekshan would keep motivating cities to become better in sanitation.

Swachh Survekshan 2023 indicators focus on parameters pertaining to segregated door-to-door waste collection, zero waste events, Divyang-friendly toilets, improved plastic waste management and cleaning backlanes, wherein the marks have been increased this year. Laying emphasis on transforming ‘manholes’ to ‘machine holes’, priority has been given to Safaimitra Suraksha. 2x marks have been increased under this component. The new indicator of Waste to Wonder Parks has been introduced with 2% weightage. Swachh TULIP, primarily for more than 1 lakh population cities enters SS 2023 as a new indicator. Besides this, Red Spots (spitting in commercial/ residential area) has also been added as a new indicator under cleaning of public areas. Special emphasis is being laid on Promotion of RRR – Functionality of RRR Centres. 40% weightage has been indicated for detailed technical assessment of all waste treatment facilities in cities this year.

Swachh Survekshan 2023 was rolled out on 24 May, 2022, with telephonic feedback from citizens on various parameters of city cleanliness. 8 years have reflected that the citizens’ perception and engagement is strong vis-à-vis clean neighbourhoods, clean drains, clean market areas, etc. To bring in efficiency and transparency in sanitation survey, citizens’ feedback is collected via various channels - Vote For My City App, Vote For My City Portal, MyGov App, Swachhata App and QR Codes. Over the years, the citizens’ feedback has been collected seamlessly with the cooperation of State govts, city administration and most importantly the enthusiasm of the public to participate in this survey. 

Focusing on Quality Assurance and for ensuring feedback and grievances are embedded in the Swachh Survekshan process, the assessment agency lays down certain mandates. On-field assessment teams are trained on process and tools before starting the survey, two levels of quality checks are conducted for evidences and surprise field visits are done by the core team to vet protocols. MoHUA has taken qualitative measures to ensure seamless functioning of the survey. A national team has been specifically designated as single point of contact for States/cities for matters pertaining to toolkit and anything regarding assessments etc. Ministry will also be sending a core team to various cities for overseeing assessment process.

Swachh Survekshan has opened avenues of change and transformation of urban landscape. It has now turned into a motivational tool and is identified as a matter of pride for States/cities. With an aim to build Garbage Free Cities, it is time to catalyse change.

24-May-2022: Secretary, MoHUA launches Swachh Survekshan 2023 under Swachh Bharat Mission Urban 2.0, with the theme of ‘Waste to Wealth’ for Garbage Free Cities

The Secretary, Ministry of Housing and Urban Affairs (MoHUA), Shri Manoj Joshi has launched the eighth edition of Swachh Survekshan (SS) – SS 2023 under Swachh Bharat Mission Urban 2.0, in a virtual event here today. The event was attended by State Principal Secretaries - Urban Development, State Mission Directors - Swachh Bharat Mission Urban, Municipal Commissioners and Executive Officers from Cities. Designed with the theme of ‘Waste to Wealth’ as its driving philosophy, SS 2023 is curated towards achieving circularity in waste management. The survey would give priority to the principle of 3Rs – Reduce, Recycle and Reuse.

Speaking at the launch event, Shri Manoj Joshi said that the Swachh Survekshan has developed into an inspiration tool, rather than being just an assessment tool. This largest survey undertaken anywhere has brought about substantive changes at the ground level, with cities performing well having sense of pride. He said that the Swachh Survekshan is not only for the top performers, but is also important for the under-achievers, who must take steps to rise to the occasion, and do the needful. Shri Joshi said that the parameters of the Swachh Survekshan have been designed in such a manner, more so in the recent round, so as to nudge everyone to move in a new direction, enabling all-round cleanliness, throughout the year. Emphasizing on citizen’s feedback, the Secretary said free and frank feedback is of utmost importance, as citizens residing anywhere in the country aspire and deserve clean environment.

Over the years, Swachh Survekshan has emerged as the largest Urban sanitation survey in the world. The seventh edition of Swachh Survekshan - ‘Azadi @ 75 Swachh Survekshan 2022’ was a landmark Survekshan as it coincided with the Azadi Ka Amrit Mahotsav. The SS 2022 survey covered 4,355 cities, 85,860 wards, 2.12 lakhs locations visited, 5.5 lakhs documents assessed, 1.14 Crores citizen feedback recorded, 4.77 lakhs citizen validation undertaken, 23.38 lakhs photos and videos collected as evidence and 17.24 lakhs data points collected. The SS 2022 survey has been completed and the results are under preparation.

It was observed that whenever the SS survey starts, there is enhanced level of activities undertaken by the cities and cities are visibly cleaner during the months the survey is conducted. Therefore, in SS 2023, the evaluation will be conducted in 4 phases, instead of 3 phases in earlier editions and citizen validation and field assessment of processing facilities is being introduced in the phase 3 also, in addition to phase 4.

The Prime Minister launched the Swachh Bharat Mission Urban 2.0 on 1st October 2021, with a vision of Garbage Free Cities. The theme of SS 2023, which is ‘Waste to Wealth’, is aligned to SBMU 2.0’s commitment of promoting circularity in waste management, which is one of key objectives under the Mission. In SS 2023, additional weightage has been given to source segregation of waste, enhancement of waste processing capacity of cities to match the waste generation and reduction of waste going to the dumpsites. Indicators have been introduced with additional weightage on emphasizing the need for phased reduction of plastic, plastic waste processing, encourage waste to wonder parks and zero waste events.

Ranking of Wards within the cities is also being promoted through Swachh Survekshan 2023. The Mayors of the cities are being encouraged to participate in the ranking and felicitate the cleanest wards. In addition to the above the cities would also be assessed on dedicated indicators on the issues of ‘open urination’ (Yellow Spots) and ‘open spitting’ (Red Spots), being faced by the cities. Further, this year MoHUA is also promoting cleaning of back lanes of the residential and commercial areas.

Swachh Survekshan was introduced by MoHUA in 2016 as a competitive framework to encourage cities to improve the status of urban sanitation while encouraging large scale citizen participation. Over the years Swachh Survekshan has been an enabler for Mission acceleration in the cities. It has led to a healthy competition among cities to improve their performance on sanitation parameters thereby improving sanitation services delivery to the citizens. The journey that started in 2016 with only 73 cities with million plus population has grown manifold, with 434 cities in 2017, 4,203 cities in 2018, 4,237 cities in 2019, 4,242 cities in SS 2020, 4,320 cities in SS 2021, and 4,355 cities in SS 2022, including 62 Cantonment Boards.

Through the launch of SS 2023 with the theme of ‘Waste to Wealth’, the SBMU 2.0 reiterates its commitment towards moving towards a circular economy in waste management while tapping the immense scope of recovering value from waste.

2020

18-Aug-2020: Prime Minister to Announce Results of Swachh Survekshan 2020 in “Swachh Mahotsav”

Shri Narendra Modi, Hon’ble Prime Minister will announce the results of Swachh Survekshan 2020, at 11 AM on Thursday i.e. the 20th of August, 2020. This is the fifth edition of the annual cleanliness survey of the country.

A total of 129 awards will be handed over to the top performing cities and states in the programme, titled “Swachh Mahotsav”.

The Prime Minister will also be interacting with select beneficiaries, Swachhagrahis and Safai Karmis under the Swachh Bharat Mission-Urban (SBM-U), from different parts of the country through video conference.

The Prime Minister shall launch the Swachh Survekshan 2020 results dashboard on the occasion.

Swachh Survekshan 2020 is the World’s largest cleanliness survey which ranked a total of 4,242 cities, 62 Cantonment Boards and 92 Ganga Towns and saw an unprecedented participation of 1.87 crore citizens.

The event is being organized by the Ministry of Housing and Urban Affairs (MoHUA), Government of India.

Swachh Survekshan was introduced by the government with the objective of generating large scale citizen participation in the Mission, along with inculcating a spirit of healthy competition among cities towards becoming India’s cleanest cities.

MoHUA had conducted Swachh Survekshan 2016 survey for rating 73 major cities in January 2016, followed by Swachh Survekshan 2017 conducted in January-February 2017 for ranking 434 cities. Swachh Survekshan 2018, which, ranked 4,203 cities followed by SS 2019 which not only covered 4,237 cities but was also the first-of-its-kind completely digital survey completed in a record time of 28 days.

In Swachh Survekshan 2020, in order to ensure continuous assessment and sustainability of on-ground performance of cities, the Government had also introduced Swachh Survekshan League, a quarterly cleanliness assessment of cities and towns conducted across three quarters, with 25% weightage integrated into the final Swachh Survekshan results for this year.

Swachh Survekshan has caught the imagination of citizens and stakeholders alike and the increasing participation from citizens with every passing year is testimony to the way in which common citizenry has taken complete ownership of the Swachhata of its cities.

Swachh Survekshan has today made ‘Swachhata’ a thing of motivation and pride – something to look forward to and aspire for.  While Mysuru had won the award for the Cleanest City of India in the first edition of the survey, Indore has retained the top position for three consecutive years (2017,2018, 2019). The results to be announced on 20 August 2020 will bring the curtains down on the much-anticipated results for the 2020 edition which were delayed owing to the current COVID pandemic.

Swachh Survekshan 2020, which was completed in 28 days, had several highlights, key amongst which are:

  • 1.7 crore citizens registered on Swachhata App
  • Over 11 crore impressions on social media
  • Over 5.5 lakh sanitary workers linked to social welfare schemes and over 84,000 informal waste pickers integrated into the mainstream
  • Over 21,000 Garbage Vulnerable Points identified and transformed

Another feature of the event will be the bringing together and felicitation of MoHUA’s partner organizations in the SBM-U journey, including United States Agency for International Development (USAID), Bill & Melinda Gates Foundation (BMGF), Google, etc.

Since its launch in 2014, Swachh Bharat Mission-Urban (SBM-U) has made significant progress in the area of both sanitation and solid waste management. 4,324 Urban ULBs have been declared ODF, 1,319 cities certified ODF+ and 489 cities certified ODF++ as per MoHUA’s sanitation protocols. This has been made possible through construction of more than 66 lakhs individual household toilets and over 6 lakhs community/ public toilets, far exceeding the Mission’s targets. Additionally, over 59,900 toilets across 2900+ cities have been made live on Google Maps. In the area of solid waste management, 96% of wards have complete door-to door collection while 66% of the total waste generated is being processed – a jump of nearly 4 times over 2014 levels of 18% processing. A total of 6 cities (Indore, Ambikapur, Navi Mumbai, Surat, Rajkot and Mysuru) have been rated as 5-star cities, 86 cities as 3-Star and 64 cities as 1-Star, as per MoHUA’s Star Rating Protocol for Garbage Free Cities.

The Swachh Survekshan 2020 Survey Report along with reports on Swachh Survekshan Innovations and Best Practices, Swachh Survekshan Social Media Report and Report on Assessment of Ganga Towns will also be released in the Swachh Mahotsav event.

Shri Hardeep Singh Puri, Hon’ble Minister of State (I/C), MoHUA Shri Durga Shanker Mishra, Secretary, MoHUA shall be participating in the event along with various Mayors, State Mission Directors, Municipal Commissioners and other stakeholders in the area of urban sanitation and waste management.

13-Jul-2018: Ministry of Drinking Water and Sanitation Launches the Swachh Survekshan Grameen 2018

The Ministry of Drinking Water and Sanitation launches the Swachh Survekshan Grameen 2018 (SSG 2018) in the capital. An independent survey agency will conduct the survey in all districts from 1st to 31st August 2018, and the results will be announced in the form of a ranking of all districts and states on the basis of quantitative and qualitative sanitation (Swachhata) parameters. The top performing states and districts are expected to be awarded on 2nd October 2018.

The objective of SSG 2018 is to undertake a ranking of states and districts on the basis of their performance attained on key quantitative and qualitative SBM-G parameters. In the process, through a countrywide communication campaign, rural communities will be engaged in the improvement of the sanitation and cleanliness of their surrounding areas, he added.

As part of Swachh Survekshan Grameen 6,980 villages in 698 districts across India will be covered. Total 34,000 public places namely schools, anganwadis, public health centres, Haat/bazaars/religious places in these villages will be visited for survey. Citizens’ feedback will be collected from over 50 lakh citizens on SBM related issues through direct interaction as well as online feedback.

During the process, 65% weightage has been assigned to the findings and outcome from the survey and 35% to the service level parameters to be obtained from the IMIS of the MDWS. The weights to different elements of the SSG would be as below:

  • Direct Observation of sanitation in public places: 30%
  • Citizen’s Feedback on sanitation parameters: 35%
  • Service Level Progress on sanitation progress in the country as per SBMG- MIS: 35%

The audio-visual communication campaign, featuring prominent celebrities including Swachh Bharat ambassadors including Shri Amitabh Bachchan and Shri Sachin Tendulkar, was also launched at the event. Also, the SSG 2018 logo and the SSG 2018 brochure detailing essential facts about the initiative was also released.

The progress of SBM(G) in rural India: Over 7.7 crore toilets have been built in rural India under the Swachh Bharat Mission (Grameen) since its launch in October 2014, with a usage of 93% as per an independent third-party survey conducted in 2017-18 across all States/UTs. Nearly 4 lakh villages, over 400 districts and 19 States and Union Territories have declared themselves free from open defecation.

16-May-2018: Swachhata Survekshan 2018

The Swachh Survekshan 2018 assessed 4203 Urban Local Bodies and was organized by the Ministry of Housing and Urban Affairs (MoHUA), under the aegis of the Swachh Bharat Mission (Urban). The exercise undertaken between 4th January 2018 to 10th March, 2018 enhanced the scope to cover a record number of Urban Local Bodies impacting around 40 crore urban citizens across length and breadth of the country by 2700 assessors. As compared to  2017 where Swachh Survekshan was conducted in 434 cities, this year the scope was enhanced manifold. 

During Swachh Survekshan 2018, a record number of 37.66 lakh citizen feedbacks were collected and 53.58 lakh Swachhata Apps downloaded.  The total number of interactions on Swachhata App by citizens were around 1.18 crore. In 2016, Swachh Survekshan was conducted in 73 cities having a population of one million or more and capital city of States/ UTs and Mysore had bagged the award of being the cleanest city of India. In 2017, the scope of Swachh Survekshan was enlarged to cover 434 cities having a population of one lakh or more and Capital city of states/ UTs and Indore was awarded as cleanest city of India.

The on-field survey for Swachh Survekshan has been conducted by an independent agency and the data for ranking of the cities collected from 3 sources:

  1. Service Level Progress:  To verify whether systems and processes are in place in Urban Local Bodies (ULBs) to implement Swachh Bharat Mission (Urban) in the most efficient way.
  2. Direct Observation: To verify and assess general cleanliness in the cities by making random field visits in different parts of the city and public conveniences (Community/Public Toilets).
  3. Citizens Feedback:  To collect feedback directly from citizens and monitor the performance of Swachhata App, a citizens grievance Mobile App.

Citizens played a key role in the survey. Higher weightage was given on citizen feedback along with direct observation by assessors on the performance parameters of Swachhta by their local bodies. The focus of Swachh Survekshan 2018 was on the outcome, innovation and sustainability of initiatives taken by Urban Local Bodies under Swachh Bharat Mission.

Cities having population of one lakh and more and capital cities were ranked at National Level and cities with population of less than one lakh were ranked at Zonal Level – North, south, East, West and North East. Based on the performance in Swachh Survekshan, 2018, it has been decided to confer awards 29 cities/ cantonment boards at National Level, 20 cities at Zonal Level and 3 states having the best performance in the urban areas. While deciding the awards, it has been kept in mind that one city gets only one award i.e. the category in which it has performed the best. In case a city has already been awarded in some category, next best is awarded in the other category.

8-Aug-2017: Swachh Bharat launches Swachh Survekshan Gramin 2017

As the Swachh Bharat Mission approaches the third anniversary of its launch, the Ministry of Drinking Water and Sanitation has launched a third party verification survey report to take stock of the progress already made by the Mission in rural India. The Quality Council of India (QCI) has conducted a transparent third-party assessment of the present status of rural sanitation in all States and UTs, called Swachh Survekshan Gramin 2017.

Under the Swachh Survekshan Gramin 2017, QCI surveyed 1.4 lakh rural households across 4626 villages, and found the overall toilet coverage to be 62.45%. At the time of the survey, i.e. May-June 2017, the Swachh Bharat Mission (Gramin) MIS reported the coverage to be 63.73%. The survey also observed that 91.29% of the people having access to a toilet, use it.  The Swachh Survekshan Gramin 2017 report was launched by Ministry of Drinking Water and Sanitation.

To encourage States and districts to improve their Sanitation coverage and Solid Liquid Waste Management (SLWM), the MDWS will also begin ranking all districts in India based on the data available on the SBM-G IMIS quarterly. The ranking will be done based on parameters of Performance, Sustainability and Transparency, and the first ranking will be announced on 2nd October, 2017 for the quarter July-September 2017. To instill healthy competition amongst districts, they will also be given awards based on this ranking on a quarterly basis. The formula for calculating these rankings will be:

Total score (100) = Performance (50) + Sustainability (25) + Transparency (25)

To Quit Filth, it was announced that the Swachh Bharat Mission (Gramin) will celebrate the week leading up to the 70th Independence Day as “Khule Mein Shauch Se Azaadi” saptaah. Highlights of this week are:

  1. More than 24 States have prepared their Swachhta Action Plan for the week to reinforce their Swachhta efforts by innovative methods and with community engagement.
  2. On 12 August, 2017, MDWS and MoWR, RD & GR will jointly announce 24 Ganga Grams from five States, Uttarakhand (3), UP (10), Bihar (4), Jharkhand (5) and West Bengal (2) to make them Aadarsh Ganga Gram.
  3. 30 Swachhta Raths will be launched at Allahabad on August 12, 2017.
  4. Swachhta Raths will also be launched in other parts of the country.

In the run up to completion of three years of Swachh Bharat Mission, MDWS is planning various Swachhta events across the country from 25th September to 2nd October 2017. During this week, National Swachhta Awards will be given to grass root level Swachhta champions, district officers, Best Pakhwada Ministries, outstanding contributions by Ministries, PSU sponsors for Swachh Iconic Places and Swachhta Action Plan.

Over 4.54 crore household toilets have been constructed since the launch of the Swachh Bharat Mission Gramin. 2,20,104 villages, 160 districts and 5 States declared ODF. Sanitation Coverage has increased from 39% in October 2016 to 66% in August 2017.

4-May-2017: Swachh Survekshan-2017

Swachh Survekshan-2017 commissioned by the Ministry of Urban Development during January – February, 2017 aimed at capturing the improvement in sanitation scenario, primarily based on making cities and towns Open Defecation Free and improvement in processing of municipal solid waste. Accordingly, it is outcome oriented.

Criteria and weightages for different components of sanitation related aspects used for the Survey are:

  1. Solid Waste Management including Door-to-Door collection, Processing and Disposal, ODF status etc.: 45% of total 2,000 marks i.e. 900 marks.
  2. Citizen feedback : 30% i.e. 600 of total marks.
  3. Independent observation : 25% i.e. 500 marks.

Quality Council of India which conducted the survey deployed 421 assessors for on the spot assessment of 17,500 locations in 434 cities and towns. Another 55 persons regularly monitored the survey process in real time.

Filed inspection resulted in evidence based reports on the cleanliness situation with assessors using geo-tagged devices.
