23-Jan-2019: Government institutes Subhash Chandra Bose Aapda Prabandhan Puraskar

Government has instituted an annual award titled Subhash Chandra Bose Aapda Prabandhan Puraskar. The award is to be announced every year on 23rd January on the birth anniversary of Netaji Subhash Chandra Bose.

In the aftermath of any disaster, many organisations and individuals work silently but effectively to alleviate suffering of the affected population. Their immense contribution and selfless service to humanity often goes unacknowledged. Keeping this in view, Prime Minister, Shri Narendra Modi, has advised to institute a National Award so as to recognise the efforts of such organisations and individuals.

All Indian Citizens and organizations, who have excelled in areas of Disaster Management; like Prevention, Mitigation, Preparedness, Rescue, Response, Relief, Rehabilitation, Research/ Innovations or Early Warning are eligible for the Subhash Chandra Bose Aapda Prabandhan Puraskar. The award scheme for the year 2019 was given wide publicity and nominations of the award were solicited from 19th Dec 2018 onwards. Last date for receipt of Nominations was 07th Jan 2019. The response to the award scheme was overwhelming with over 300 nominations from Institutions and Individuals.

For the year 2019, 8th Battalion of National Disaster Response Force (NDRF) located at Ghaziabad has been selected for the Subhash Chandra Bose Aapda Prabandhan Puraskar for its commendable work in Disaster Management. The Award recipient will receive a certificate and a cash prize of Rs. 51 lakh:

The 8th Battalion of NDRF was raised in 2006 and is a highly specialised Rescue and Response Force with large area of responsibility covering National Capital Region (NCR), Uttarakhand, Western UP & Haryana.

It has participated in 314 major Operations and rescued over 50,000 people. In the recent Kerala Floods, the battalion rescued 5338 victims & evacuated 24,000 persons to safety. Other major disasters in which this NDRF battalion participated are Leh Cloud Burst (2011), Kedarnath Floods (2013), Cyclone Hudhud (2014), Chennai Floods (2015) and Tripura Floods (2018). The battalion had worked efficiently to neutralise the threat during Radiation Incident at Mayapuri, Delhi during the year 2010.

They have also done commendable Disaster Management related work internationally. In the aftermath of Nepal Earthquake in 2015, six teams of the battalion were amongst the first responders to land at Kathmandu. Their teams were also sent to Japan during Fukushima Daiichi nuclear disaster (2011) and recent Tsunami in Indonesia (2108).

In addition to the response and relief work, the 8th Battalion NDRF has trained large number of first responders from SDRF, NCC, Civil Defense, Homeguard, Nehru Yuva Kendra Sangathan and Nepal Police. The Community based Capacity Building Programmes run by the battalion has benefited over nine lakh people.

The Government of India invites nominations for the “Subhash Chandra Bose Aapda Prabandhan Puraskar” for excellence in the field of disaster management. The winners will be declared on 23rd January 2019, on the occasion of the birth anniversary of Netaji Subhash Chandra Bose. The last date for applying is 7th January 2019 and the application can be accessed through the following link - dmawards.ndma.gov.in

Earlier, on 21st October, Prime Minister Shri Narendra Modi had spoken about the need to recognize and honour “the unsung heroes of the nation who are doing excellent work in the field of disaster management.” It was felt that many organisations and individuals are working silently but persistently on mitigation and preparedness towards minimizing the impact of future disasters; and that there is a need to recognize their efforts towards alleviating human suffering caused by the disasters. On these lines, the Government of India has invited nominations for the Subhash Chandra Bose Aapda Prabandhan Puraskar.

There will be up to three awards. Both institutions and individuals are eligible for these awards. An institution and individual winner will receive a certificate and a cash prize of Rs. 51 lakhs and Rs. 5 lakhs respectively.

An application by an institution does not debar any individual from that institution to apply for the award in his individual capacity. The applications shall be filed online on www.dmawards.ndma.gov.in and the last date for filing applications is 7th January 2019.

Disasters affect lives, livelihoods and property across the entire spectrum of our society. Disasters also evoke a sense of compassion and selfless service across the nation. In the aftermath of a disaster, different sections of our society come together and work towards alleviating the suffering of those affected by the disasters. The Government’s efforts to save lives through mitigation, risk reduction, effective response, and build back better are often augmented by the hard work of community based organisations, selfless volunteers, dedicated NGOs, conscientious corporate, academic & research institutions and individuals. Many organisations and individuals are working silently but persistently on mitigation and preparedness so that the impact of future disasters can be minimized.

There is a need to recognise the efforts of individuals and organisations who have been working assiduously to alleviate the human suffering caused by disasters. Government of India to recognize the excellent work done by individuals and institutions in India in the field of Disaster Management has instituted an annual award. known as Subhas Chandra Bose Aapda Prabandhan Puraskar.

The Award: There will be up to three awards. Both institutions and individuals are eligible for these awards. If the awardee is an institution, it shall receive a certificate and a cash prize of Rs. 51 lakhs. The Institution shall utilize this cash prize for Disaster Management related activities only.

If the awardee is an individual, winner shall receive a certificate and a cash prize of Rs. 5.00 lakhs.

An application by an institution does not debar any individual from that institution to apply for the award in his individual capacity.

Eligibility: Only Indian nationals and Indian institutions can apply for the award. For institutional awards, voluntary organizations, corporate entities, academic/research institutions, response/ uniformed forces or any other institution may apply for the award.

Criteria for Award: The applicant must have worked in the area of Disaster Management like Prevention, Mitigation, Preparedness, Rescue, Response, Relief, Rehabilitation, Research, Innovation or Early Warning related work in India. The application must be accompanied by details of the work done in disaster management and must highlight achievements in any one or more of the following areas:

•Saving human lives.

•Reduction in impact of disasters on lives, livestock, livelihoods, property, society, economy, or environment.

•Mobilisation and provision of resources for effective response during disasters

•Immediate relief work in disaster hit areas and communities

•Effective and innovative use of technology in any field of disaster management.

•Disaster mitigation initiatives in hazard prone areas

•Capacity building of communities for response and risk reduction.

•Early warning and dissemination of disaster risk information to people on real time basis.

•Scientific/ technical research and innovation in any field of disaster management.

•Post-disaster recovery and rehabilitation.

•Continued functioning of critical infrastructure and basic services during disasters.

•Creating awareness among the masses for preparedness and risk reduction.

•Any other area related to Disaster Risk Management
