9-Dec-2022: Indian Navy participated in the maiden International Fleet Review (IFR) hosted by Bangladesh

The Indian Navy delegation led by Vice Admiral Biswajit Dasgupta, the Flag Officer Commanding-in-Chief, Eastern Naval Command and three warships of the Indian Navy participated in the maiden International Fleet Review (IFR) hosted by Bangladesh at Cox’s Bazar on 07 Dec 22.

HE Sheikh Hasina, Hon’ble Prime Minister of the People’s Republic of Bangladesh reviewed the International Fleet comprising ships from Bangladesh Navy and eight ships from six foreign countries. With three ships, the Indian Navy contingent was the largest amongst the participating foreign navies in this IFR. The other five participating ships were from China, Malaysia, Myanmar, Thailand and USA.

The three ships representing the Indian Navy, the Guided Missile Destroyer INS Kochi, Anti-Submarine Warfare Corvette INS Kavaratti and Offshore Patrol Vessel Sumedha are all indigenously designed and constructed warships. The presence of these ships at this multinational event at Bangladesh contributed towards showcasing the indigenous shipbuilding capabilities of Indian Shipyards.

On the side-lines of the IFR, VAdm B Dasgupta called on Admiral M Shaheen Iqbal, the Chief of Naval Staff of Bangladesh Navy. He also held bilateral interactions with the Chief of Navy of Iran and heads of delegations from Maldives, Myanmar, RoK, Thailand and USA.

This was the first International Fleet Review to be hosted by Bangladesh. The IFR complements the celebrations of 50 years of liberation of Bangladesh and the ‘Swarnim Vijay Varsh’ as well as the ‘Maitri Diwas’ celebrated on 06 December every year, marking the establishment of formal diplomatic relations between India and Bangladesh.

The presence of the Indian Navy at the maiden IFR hosted by Bangladesh was thus an apt reiteration of strong bilateral relations between India and Bangladesh and the role of the Indian Navy in strengthening defence cooperation in the maritime domain.

6-Dec-2022: 18th Meeting of the Joint Working Group (JWG) on Security and Border Management between India and Bangladesh held

The 18th Meeting of the Joint Working Group (JWG) on Security and Border Management between India and Bangladesh was held on December 5 and 6, 2022. The Indian delegation was led by Shri Piyush Goyal, Additional Secretary, Ministry of Home Affairs, Government of India and the Bangladesh Government delegation was led by Mr. A.K. Mukhlesur Rahman, Additional Secretary, Ministry of Home Affairs, Government of Bangladesh.

The Union Home Minister, Shri Amit Shah had met the Home Minister of Bangladesh, Mr. Asaduzzaman Khan on November 18 on the sidelines of the ‘No Money For Terror’ Conference in New Delhi. Both sides had productive exchanges on border management and common security related issues during that meeting.

Following on from the meeting between the two ministers last month, at today’s meeting both sides highlighted the excellent bilateral relations between the two countries and reiterated their commitment to further deepen and strengthen mutual cooperation in the security and border related issues. The Bangladesh side recalled the Indian contribution during the Liberation War of Bangladesh in 1971.

Bilateral issues such as border fencing and developmental works within 150 yards of the International Border, illegal crossing, bilateral cooperation in checking insurgency, combating terrorism, organized crimes and smuggling etc. were discussed in the meeting.

28-Sep-2022: Cabinet approves Memorandum of Understanding between India and Bangladesh on withdrawal of upto 153 cusecs of water each by India and Bangladesh from common border river Kushiyara

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today has given its ex-post facto approval for a Memorandum of Understanding (MoU) between the Government of the Republic of India and the Republic of Bangladesh on withdrawal of upto 153 cusecs of water each by India and Bangladesh from common border river Kushiyara.

The Memorandum of Understanding (MoU) was signed on 6th September, 2022 between the Ministry of Jal Shakti, Government of the Republic of India and Ministry of Water Resources, Government of the People’s Republic of Bangladesh on withdrawal of upto 153 cusecs of water each by India and Bangladesh from common border River Kushiyara during dry season (1st November to 31st May) for their consumptive water requirement.

This MoU will enable Government of Assam to withdraw upto 153 cusecs of water from the common stretch of Kushiyara river during dry season (1st November to 31st May) for their consumptive water requirement.

A Joint Monitoring Team shall be set up by both the countries to monitor the withdrawal of water by each side during dry season.

7-Sep-2022: India - Bangladesh Joint Statement during the State Visit of Prime Minister of Bangladesh to India

1. H.E. Sheikh Hasina, Prime Minister of the Government of the People’s Republic of Bangladesh, paid a State Visit to India from 05-08 September 2022 at the invitation of Prime Minister of India Shri Narendra Modi. During the visit, H.E. Prime Minister Sheikh Hasina called on the President of India, Smt. Droupadi Murmu and the Vice President of India, Shri Jagdeep Dhankhar. External Affairs Minister Dr. S. Jaishankar and Minister of Development of North Eastern Region Shri G. Kishan Reddy called on her. Prime Minister Sheikh Hasina’s programme also includes launching of "Bangabandhu Sheikh Mujibur Rahman Student Scholarship” for 200 descendants of Indian Armed Forces personnel martyred and critically injured during the Liberation War of Bangladesh in 1971. She also addressed a business event, jointly organized by Indian and Bangladesh business communities on 7 September 2022.
2. Both Prime Ministers held a restricted meeting and tête-à-tête followed by delegation level talks on 6 September 2022. The meetings were marked by great warmth and cordiality. The two Leaders expressed satisfaction at the excellent state of bilateral relations, based on deep historical and fraternal ties and shared values of democracy and pluralism, which is reflected in an all-encompassing bilateral partnership, based on sovereignty, equality, trust and understanding that transcends even a strategic partnership.
3. The two Leaders recalled Prime Minister Narendra Modi’s State Visit in March 2021 to join the celebrations of the Golden Jubilee of the Independence of Bangladesh, the Birth Centenary of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman and 50 years of establishment of diplomatic relations between India and Bangladesh, which was followed by the State Visit of the President of India in December 2021, to attend the celebrations of the Golden Jubilee of the Victory Day of Bangladesh, as the Guest of Honour.
4. The two Prime Ministers noted with satisfaction the continued exchange of high-level visits which have helped in achieving progress in the various areas of cooperation. Both sides also recalled the successful holding of the Seventh Meeting of the Joint Consultative Commission, led by the Foreign Ministers of two countries held at New Delhi, India in June 2022.
5. The two Prime Ministers held discussions on the entire gamut of bilateral cooperation, including political and security cooperation, defence, border management, trade and connectivity, water resources, power and energy, development cooperation, cultural and people-to-people links. They also agreed to collaborate in new areas of cooperation, such as, environment, climate change, cyber security, ICT, space technology, green energy and blue economy.
6. They further discussed the various aspects of regional and global issues of interest. Keeping in mind the impact of COVID-19 pandemic and the supply chain disruptions due to global developments, the Leaders emphasized the need for greater collaboration in the spirit of friendship and partnership for prosperity and development of the region.
7. The two Leaders underscored the importance of implementing bilateral and sub-regional rail, road, and other connectivity initiatives. Both sides welcomed the ongoing bilateral initiatives, such as, conversion to dual-gauge of Tongi-Akhaura line, supply of railway rolling stock, capacity building for the personnel of Bangladesh Railway, sharing of IT solutions for improved services of Bangladesh Railway etc. Both sides also welcomed the new initiatives, namely, Kaunia-Lalmonirhat-Mogalghat-New Gitaldaha link, establishing a link between Hili and Birampur, upgradation of track and signaling systems and railway stations along the Benapole-Jashore line, link restoration between Burimari and Changrabandha, construction of a container depot at Sirajganj etc. and both sides agreed to explore funding of these projects through a range of financial instruments under the bilateral development cooperation. The Bangladesh side welcomed the gesture of India for providing 20 broad-gauge diesel locomotives on grant.
8. The two Leaders appreciated the growth in bilateral trade, with India emerging as the largest export destination for Bangladesh in Asia. The Bangladesh side requested the Indian side for predictable supply of the essential food commodities from India such as rice, wheat, sugar, onion, ginger and garlic. The Indian side conveyed that Bangladesh’s requests will be favourably considered based on prevalent supply conditions in India, and all efforts will be made in this regard.
9. Recognizing that peaceful management of India-Bangladesh border is a shared priority, the two Leaders directed the officials to expedite work to complete all pending developmental works within 150 yards of the Zero Line, including fencing starting with the Tripura sector with the objective of maintaining a tranquil and crime-free border.
10. Noting with satisfaction that the number of deaths due to incidents along the border has significantly reduced, both sides agreed to work towards bringing the number down to zero. Both sides noted with appreciation the stepped up efforts by the two border guarding forces against smuggling of arms, narcotics and fake currency and to prevent trafficking, particularly of women and children. Both Leaders reiterated their strong commitment to eliminate terrorism in all its forms and manifestations and decided to further strengthen their cooperation to counter and prevent the spread of terrorism, violent extremism and radicalisation in the region and beyond.
11. Noting with satisfaction the convening of the 38th Ministerial Meeting of the Joint Rivers Commission of India and Bangladesh (23-25 August 2022, New Delhi), the two Leaders welcomed the signing of an MoU between the Ministry of Jal Shakti, Government of the Republic of India and Ministry of Water Resources, Government of the People’s Republic of Bangladesh on Withdrawal of Water by India and Bangladesh from Common Border River Kushiyara, that will help Bangladesh to address its irrigation needs and facilitate water projects for South Assam.
12. The Indian side requested for early signing of the interim water sharing agreement on Feni River, taking into account the urgent irrigation requirements of the State of Tripura. The Bangladesh side took note of the Indian request. The Indian side thanked Bangladesh for enabling India to construct the intake well to implement the 2019 MoU between the two countries on withdrawal of 1.82 cusec of water from Feni River for drinking water supply for Sabroom town in Tripura.
13. Recognizing the importance of water management in the bilateral relationship, the Leaders appreciated the decision of Joint Rivers Commission for widening the area of cooperation by including additional number of rivers for prioritizing the exchange of data and formulating the framework of the interim water sharing agreements. The Leaders welcomed the formation of a Joint Technical Committee to conduct a study for optimum utilization of water received by Bangladesh under the provisions of Ganges Water Sharing Treaty, 1996.
14. Recalling earlier discussions, Prime Minister Sheikh Hasina reiterated Bangladesh’s long pending request for concluding the interim agreement on the sharing of the waters of the Teesta River, the draft of which was finalized in 2011. Both Leaders also directed the officials to work together to address issues such as pollution in rivers and to improve riverine environment and river navigability in respect of common rivers.
15. In the spirit of enhancing sub-regional cooperation, the two Leaders agreed to expeditiously implement projects to connect the two countries’ power grids synchronously, including through the proposed high capacity 765 KV transmission line from Katihar (Bihar) to Bornagar (Assam) through Parbatipur in Bangladesh, to be made through a suitably-structured India-Bangladesh Joint Venture for a Special Purpose Vehicle. It was agreed to strengthen sub-regional cooperation in the power sector. The Bangladesh side requested for import of power from Nepal and Bhutan through India. The Indian side informed that the guidelines for the same are already in place in India.
16. Both Leaders reviewed the progress made on the India-Bangladesh Friendship Pipeline that will contribute to addressing energy demands of Bangladesh. They expressed hope that the project would be completed at the earliest. The Bangladesh side also requested the Indian side to assist in meeting its domestic requirement for petroleum products. The Indian side agreed to facilitate discussions between the authorized agencies of both sides. The Indian side appreciated Bangladesh’s timely support in allowing transportation of Petroleum, Oil and Lubricants from Assam to Tripura via Bangladesh in the light of disruptions due to the devastating floods in Assam and Meghalaya. The Indian side also welcomed the decision of the Bangladesh side to enlist Indian Oil Corporation Ltd. (IOCL) as a registered G2G supplier of refined petroleum products to Bangladesh.
17. Both Leaders expressed satisfaction at the robust cooperation between two sides in development partnership. The Bangladesh side appreciated the efficiency at which the development funds were disbursed by India, becoming the top development partner in terms of funds disbursement during the last financial year.
18. The two Leaders welcomed the successful completion of trial runs under the Agreement on the use of the Chattogram and Mongla Ports (ACMP) and looked forward to its full operationalisation at the earliest. The Indian side reiterated its request to work towards the expansion of the bilateral Coastal Shipping Agreement of 2015 to include third-country EXIM cargo. The two sides also agreed to expeditiously explore direct shipping links between the two countries. They also agreed to implement the decision to start riverine services under the Protocol on Inland Water Transit and Trade (PIWTT) routes 5 & 6 (Dhulian to Rajshahi -extension to Aricha) and 9 & 10 (Daudkandi to Sonamura). The Indian side requested Bangladesh to complete remaining infrastructure, immigration, and customs facilities for the operationalisation of the Maitri Bridge over River Feni, connecting Tripura with Bangladesh, at an early date.
19. The two Leaders agreed to expedite efforts to improve bilateral and sub-regional connectivity through early operationalisation of the BBIN Motor Vehicle Agreement. The Indian side requested the Bangladesh side for cooperation for initiating new sub-regional connectivity projects including a highway from Hili in West Bengal to Mahendraganj in Meghalaya through Bangladesh and in this regard, proposed preparation of a Detailed Project Report. In the same spirit, Bangladesh reiterated its eagerness to partner in the ongoing initiative of the India – Myanmar - Thailand trilateral highway project.
20. The Indian side informed that it has offered free transit via its territory to Bangladesh for exporting its products to third countries through specified Land Customs Stations/Airports/Seaports. In this regard, the Indian side invited Bangladesh business community for using its port infrastructure for transshipment to third countries. India has also been providing free transit to Bangladesh for exporting its products to Nepal and Bhutan. The Bangladesh side also requested rail connectivity with Bhutan through the newly inaugurated Chilahati – Haldibari route. The Indian side agreed to consider the request, based on its viability and feasibility. To make this and other cross border rail links viable, the Indian side requested the Bangladesh side to remove port restrictions, inter alia at the Chilahati – Haldibari crossing.
21. The two Leaders welcomed the recent finalization of a Joint Feasibility Study which recommended that Comprehensive Economic Partnership Agreement (CEPA) will be beneficial for both countries. They directed trade officials on both sides to start negotiations within the calendar year 2022 and to complete these at the earliest, in time for Bangladesh’s final graduation from LDC status.
22. Reiterating the importance of facilitating trade between the two countries, they stressed the urgent need for up-gradation of infrastructure and facilities at the Land Customs Stations/Land Ports, and for removal of port restrictions and other non-tariff barriers at identified Land Custom Stations. The Indian side reiterated its request for at least one major land port without port restrictions or negative list of restrictions, on the border with North Eastern States of India, for easier market access, starting with ICP Agartala-Akhaura. Both Leaders welcomed the progress made on India’s proposal to fund the development of a second freight gate at Petrapole-Benapole ICP and directed the officials to complete the work at the earliest.
23. The two Leaders also expressed satisfaction at the intensification of bilateral defence ties. They also agreed for early finalization of projects under the Line of Credit for defence, which would be beneficial for both the countries. India welcomed the finalization of initial procurement plans for vehicles for the Bangladesh Armed Forces in this regard and looked forward to enhancing bilateral defence ties. The Indian side reiterated its request for implementing the 2019 MoU for providing a coastal radar system for greater maritime security, at an early date.
24. Welcoming the close cooperation between the two countries during the COVID-19 pandemic including through Vaccine Maitri and Oxygen express trains to Bangladesh, and Bangladesh’s gift of medicines to India, the two Leaders emphasized the need to increase people-to-people ties. The Leaders expressed satisfaction at the resumption of rail, road, air and water-related connectivity. In this regard, the Bangladesh side welcomed India reopening facilities at most of the road and rail immigration check posts and requested restoration of immigration facilities to pre-COVID-19 level at all land ports/ICPs to facilitate movement, at an early date. Both Leaders welcomed starting of regular services of Mitali Express since June 2022, the third passenger train between India and Bangladesh.
25. Both Leaders looked forward to the early launch of the jointly-produced film on Bangabandhu (Mujib: the Making of A Nation).They also agreed to work towards other initiatives including operationalisation of "Shadhinota Shorok”- the historic road from Mujib Nagar in Bangladesh to the India-Bangladesh border in Nadia, West Bengal, and production of a documentary on the Liberation War of Bangladesh in 1971. The Bangladesh side also proposed joint compilation of rare video footage on the Liberation War of Bangladesh in 1971. The Bangladesh side appreciated the establishment of Bangabandhu Chair at University of Delhi, by the Indian side.
26. The two Leaders looked forward to the first visit of a start-up delegation from Bangladesh that would stimulate partnership in innovation between the two countries. Both sides also expressed satisfaction at the resumption of youth exchanges being planned in the coming months. The Bangladesh side conveyed deep appreciation for India’s initiative to provide medical treatment of Bangladesh’s Muktijodhas at medical facilities in India.
27. The Leaders stressed on the effective implementation of the 2011 MoU on ‘Conservation of the Sundarbans’ including through the convening of the JWG at the earliest, so that the ecosystem of this deltaic forest and the people dependent on this ecosystem can live sustainably.
28. Both sides acknowledged the importance of leveraging the potential of new and emerging areas of cooperation and directed authorities on both sides to augment cooperation in cutting edge areas of peaceful use of outer space, green energy, peaceful uses of nuclear energy, and technology enabled services in finance, health and education.
29. With regard to the regional situation, India expressed appreciation at the generosity of Bangladesh in sheltering and providing humanitarian assistance to over a million persons forcibly displaced from the Rakhine State in Myanmar and underlined its continuing commitment to support both Bangladesh and Myanmar, as the only country that is neighbour of both, in the effort to ensure safe, sustainable, and expeditious return of these forcibly displaced people to their homeland.
30. The two sides underscored the need to work for strengthened regional cooperation through regional organizations. The Indian side appreciated the contribution of Bangladesh in hosting the BIMSTEC Secretariat and developing its infrastructure. The Indian side reiterated its support to Bangladesh in its capacity as the Chair of Indian Ocean Rim Association (IORA).
31. The following MoUs and Agreements were signed and exchanged during the visit:
    1. MoU between the Ministry of Jal Shakti, Government of India and Ministry of Water Resources, Government of Bangladesh on Withdrawal of Water by India and Bangladesh from Common Border River Kushiyara;
    2. MoU between the Ministry of Railways (Railway Board), Government of India and the Ministry of Railways, Government of Bangladesh on Training of Bangladesh Railway Personnel in India;
    3. MoU between the Ministry of Railways (Railway Board), Government of India and the Ministry of Railways, Government of Bangladesh on Collaboration in IT systems such as FOIS and other IT Applications for Bangladesh Railway;
    4. MoU on Scientific and Technological Cooperation between Council for Scientific & Industrial Research (CSIR), India and Bangladesh Council of Scientific & Industrial Research (BCSIR), Bangladesh;
    5. MoU on Cooperation in the Areas of Space Technology between Newspace India Limited and Bangladesh Satellite Company Limited;
    6. MoU between the Prasar Bharti and Bangladesh Television (BTV) on Cooperation in Broadcasting; &
    7. MoU between the National Judicial Academy, India and the Supreme Court of Bangladesh on Training and Capacity Building Programme for Bangladesh Judicial Officers in India.
32. The following were unveiled/announced/released during the visit:
    1. Unveiling of Unit-I of Maitree Super Thermal Power Plant, Rampal, Bangladesh;
    2. Inauguration of Rupsha railway bridge;
    3. Announcement of signing of project management consultancy contracts for Khulna – Darshana railway line and Parbotipur – Kaunia railway line.
    4. Presentation of the book containing translation of the historic ‘7th March Speech’ of Bangabandhu Sheikh Mujibur Rahman in 23 Indian and 5 languages of other South Asian countries, by Prime Minister Sheikh Hasina to Prime Minister Narendra Modi.
    5. Announcement regarding offer of 20 broad gauge locomotives to Bangladesh Railway on grant basis.
    6. Announcement regarding supply of road construction equipment and machinery to Road and Highways Department, Government of Bangladesh.
33. Prime Minister Sheikh Hasina thanked Prime Minister Narendra Modi for the warm and generous hospitality of the Government and the people of India. Prime Minister Hasina extended a cordial invitation to Prime Minister Modi to visit Bangladesh and the two Leaders looked forward to continuing interactions at all levels and fora.

6-Sep-2022: List of Outcomes: Visit of Prime Minister of Bangladesh to India

List of Projects Inaugurated/Announced/Unveiled

1. Unveiling of Maitree power plant - The 1320 (660x2) MW super critical coal-fired thermal power plant at Rampal, Khulna is being set up at an estimated cost of approximately USD 2 billion with USD 1.6 billion as Indian Development Assistance under Concessional Financing Scheme.
2. Inauguration of Rupsha bridge - The 5.13 km Rupsha rail bridge is a key part of the 64.7 km Khulna-Mongla Port single track broad gauge rail project, connecting for the first time Mongla Port with Khulna by rail, and thereafter to Central and North Bangladesh and also to the India border at Petrapole and Gede in West Bengal.
3. Supply of road construction equipment and machinery - The project consists of supply of road maintenance and construction equipment and machinery in 25 packages to Bangladesh Road and Highways Department.
4. Khulna Darshana railway line link project - The project is upgradation of existing (doubling of Broad Gauge) infrastructure linking the current cross border rail link at Gede-Darshana to Khulna thereby augmenting the rail connections between the two countries, especially to Dhaka, but also in future to Mongla Port. The project cost is estimated at USD 312.48 million.
5. Parbatipur -Kaunia railway line - The conversion of the existing Metre Gauge line to Dual Gauge line project is estimated at USD 120.41 million. The project will connect to the existing cross border rail at Birol (Bangladesh)-Radhikapur (West Bengal) and will enhance bilateral rail connectivity.

6-Sep-2022: To deepen the inter-governmental railway co-operation between two countries, Two Memorandum of Understanding (MoU) between India and Bangladesh signed

Following the visit of Multi-sectoral scoping Indian Railways delegation to Bangladesh in April 2022 and the recent meeting between Minister of Railways of India and Bangladesh Railway Minister on 1st June 2022, to further promote friendly cooperation between the two countries and deepen the inter-governmental railway co-operation between the two countries, Two Memorandum of Understanding (MoU) between India and Bangladesh have been prepared. These MoUs have been signed and exchanged on 06th September 2022 during the visit of Hon’ble Prime Minister of Bangladesh, Sheikh Hasina to India.

1. Memorandum of Understanding on “Training of Bangladesh Railway Employees in the training Institute of Indian Railways”

The purpose of this MoU is to provide the framework of cooperation and to facilitate training of employees of Bangladesh Railway at the training institutes of Indian Railways including field visits. This will include designing, coordinating, conducting seminars, workshops, classroom and fields training. Indian Railways will also coordinate with officials of Ministry of Railways, Government of Bangladesh, as required, including visiting and assisting in setting up and improving training facilities in Bangladesh and study requirements.

2. Memorandum of Understanding on “Collaboration in IT Systems such as FOIS and other IT applications for Bangladesh Railway”.

For all aspects of computerization like passenger ticketing, freight operations and control office, train inquiry system, digitization of asset management, HR and Finance infrastructure in Bangladesh Railway, Ministry of Railway, Government of India, through Centre for Railway Information System (CRIS), will offer IT solutions to Bangladesh Railway.

26-Aug-2022: 38th Meeting of Ministerial level Joint Rivers Commission of India and Bangladesh held at New Delhi

The 38th Meeting of Ministerial level Joint Rivers Commission of India and Bangladesh was held in New Delhi on 25th August, 2022. The Indian delegation was led by Shri Gajendra Singh Shekhawat, Union Minister for Jal Shakti. The Bangladesh delegation was led by Mr. Zaheed Farooque, State Minister for Water Resources.  Mr. AKM Emanuel Hoque Shameem, Deputy Minister for Water Resources was also part of the Bangladesh delegation. The meeting assumes significance as it was held after a long gap of 12 years, though the technical interactions under the framework of JRC have continued in the intervening period. The meeting was preceded by Water Resources Secretary-level interaction on Tuesday, 23rd August, 2022.

The discussions during this bilateral meeting were held on a number of ongoing bilateral issues of mutual interest including river water sharing of common rivers, sharing of flood data, addressing river pollution, conducting joint studies on sedimentation management, river bank protection works etc.  Both sides finalized the text of MoU on Interim Water Sharing of Kushiyara river. Both sides also welcomed finalization of the design and location of water intake point on the Feni River to meet the drinking water needs of Sabroom town in Tripura as per the October 2019 India -Bangladesh MoU on this subject.

One of the important areas of cooperation, where India has been assisting Bangladesh, is sharing of real time flood data. India has recently extended the period of flood data sharing beyond 15th October to help Bangladesh address unforeseen flood events.

India and Bangladesh share 54 rivers, of which 7 rivers have been identified earlier for developing framework of water sharing agreements on priority. During the meeting, it has been agreed to widen this area of ongoing cooperation by including 8 more rivers for data exchange. The matter will be further discussed at the Technical Level Committee of JRC.

The Joint Rivers Commission of India and Bangladesh was constituted in the year 1972 as a bilateral mechanism to address issues of mutual interest on common / border / transboundary rivers.

11-Aug-2022: Defence Secretary & Principal Staff Officer of Armed Forces Division of Bangladesh co-chair 4th India-Bangladesh Annual Defence Dialogue in New Delhi

The 4th India-Bangladesh Annual Defence Dialogue, co-chaired by Defence Secretary Dr Ajay Kumar and Principal Staff Officer of Armed Forces Division of Bangladesh Lt Gen Waker-Uz-Zaman, was held in New Delhi on August 11, 2022. During their interaction, they reviewed ongoing defence cooperation between the two countries and expressed satisfaction that collaboration is growing despite difficulties imposed by the COVID-19 pandemic.

The talks covered the existing bilateral exercises & training and agreed to increase the complexity of these exercises. Both the sides reviewed the progress on various bilateral defence cooperation initiatives and expressed commitment to further elevate engagements between the Armed Forces. Various aspects of defence industrial and capability building cooperation came up for detailed discussions. Both sides emphasised the need to work closely to implement the USD 500 million line of credit extended from India for defence items.

The Defence Secretary commended the Bangladeshi side for their efforts in UN peace keeping. The Armed Forces of both countries continue to seek bilateral cooperation in multiple fields and the increased engagements are a positive sign for the future of the relations of both countries. Dr Ajay Kumar also invited the Bangladeshi delegation for the upcoming Def-Expo 2022 and stated that in the domain of defence industry both countries have great potential of cooperation in defence trade, co-development and joint production.

10-Aug-2022: 2nd India-Bangladesh Tri-services Staff Talks held in New Delhi to further strengthen bilateral defence engagements

The 2nd India-Bangladesh Tri-services Staff Talks (TSST) were held in New Delhi on August 10, 2022. The meeting was co-chaired from the Indian side by Deputy Assistant Chief of Integrated Staff, IDC(A), HQ Integrated Defence Staff (IDS) Brigadier Vivek Narang and Director General Operation and Plan Directorate Armed Force Division from the Bangladesh side Brigadier General Husain Muhammad Rahman.

The meeting was conducted in a friendly, warm and cordial atmosphere. The discussions focused on the ongoing and new initiatives taken under the ambit of existing bilateral defence cooperation mechanism of all three services and further strengthening the bilateral defence engagements.

The TSST is a forum established to boost defence cooperation between both the nations through regular talks at the strategic and operational levels between HQ IDS and Bangladesh Armed Forces Division.

1-Jun-2022: Reinstating friendship bond between India & Bangladesh

To further strengthen people to people connectivity through Rail between India and Bangladesh, Government of India and Bangladesh, after several meetings, decided to start a new passenger train service Mitali Express via recently-restored Haldibari-Chilahati rail link. This third passenger train service between New Jalpaiguri (India) – Dhaka (Bangladesh)- Mitali Express which was virtually inaugurated by both the Prime Ministers on 27th March, 2021, was flagged-off virtually by Shri Ashwini Vaishnaw, Hon’ble Minister of Railways of India and Md. Nurul Islam Sujan, Hon’ble Railway Minister of Bangladesh, from Rail Bhavan, New Delhi today (i.e. 1st June, 2022).  Earlier, this train could not be started due to Covid Pandemic restrictions.

Speaking on this occasion, Shri Ashwini Vaishnaw said that Mitali Express, will be yet another milestone in increasing this friendship, in strengthening this bond, in improving this relationship. The development is accelerated in a very big way by the warm friendship between the two nations at all the levels. Lots of collaborative efforts have been made between the two railways. It is a very opportune moment; a moment when we should take bigger steps to cement our relationship between the two nations.

Mitali Express train will run biweekly (ex. New Jalpaiguri at 11:45 hours on Sunday and Wednesday and reach Dhaka at 22:30 hours and ex. Dhaka at 21:50 hours on Monday & Thursday and reach New Jalpaiguri at 07:15 hours) and cover a distance of 595 kms from New Jalpaiguri to Dhaka (out of which 61 Kms is Indian portion).  Indian Railways LHB coach (like used in Maitree Express and Bandhan Express) will be used comprising 4 First AC, 4 AC Chair Car and 2 Power cars. There will have three classes – AC First (Cabin) Sleeper, AC First (Cabin) seat and AC Chair car, and the fare will be USD 44, USD 33 and USD 22 respectively.

The additional new passenger service, Mitali Express, will give a boost to tourism of both the countries since it connects Bangladesh with North Bengal as well as North Eastern region of India. This will also provide an access of Nepal to Bangladeshi citizens via India by rail.

This new train is in addition to two existing passenger train services, namely Kolkata-Dhaka-Kolkata Maitree Express (five days in a week) and Kolkata-Khulna-Kolkata Bandhan Express (two days in a week) between India and Bangladesh.  The services of above two trains, which were suspended due to Covid Pandemic restrictions, have now been resumed w.e.f. 29th May, 2022.

5-Mar-2022: India and Bangladesh hold Commerce Secretary Level Meeting in New Delhi

The Commerce Secretary level meeting between India and Bangladesh was held in New Delhi on 4th March 2022. The Indian delegation was led by Commerce Secretary, Government of India, Shri B.V.R. Subrahmanyam and the Bangladesh delegation was led by Senior Secretary, Ministry of Commerce, Government of Bangladesh, Mr. Tapan Kanti Ghosh.

Both sides held extensive discussions on a variety of issues of mutual interest, including development of railway infrastructure, port infrastructure, Joint Study on Comprehensive Economic Partnership Agreement (CEPA), Border Haats, Regional connectivity through Multi-Modal Transportation, Harmonization of Standards, Mutual Recognition Agreement.

Of the many issues discussed, progress on the following agenda items was appreciated by the delegation of both the countries: -

• Significant growth in the bilateral trade between the two countries in recent years -Bangladesh is the 6th largest trade partner of India.
• For facilitation of trade between India-Bangladesh through railways
  1. For developing container handling facility at Sirajganj Bazar a Detailed Project Proposal (DPP) approved.
  2. For running freight trains between India-Bangladesh, 900 metre new siding line constructed at Benapole.
  3. For allowing import of all commodities from India by rail via Darsana, the construction of loading and unloading platform completed at Darshana.
  4. For development of Rail and Road based ICD at Ishwardi, the DPP approved.
• Consensus over the use of returning empty railway wagons/containers by Bangladesh - this would reduce overall logistics cost of India's exports to Bangladesh.
• Border Haats – the ones closed due to covid restriction would be opened soon
• 24x7 operationalization of Petrapole-Benapole Integrated Check Post (ICP) to be implemented soon
• Substantive progress made on ICP /Land Customs Stations
• Regional connectivity through multi-modal transport to be strengthened between the two countries.
• CEPA study to be finalized at the earliest.
• CEO forum to have the first meeting soon.

The meeting was preceded by the 14th meeting of the Joint Working Group (JWG) on Trade, at the level of Joint/Additional Secretaries of the Ministry of Commerce and Industry, Govt of India and Ministry of Commerce, Govt of Bangladesh on 2-3 March 2022 in New Delhi. Comprehensive discussions were held on various areas of mutual interest.

It was agreed that the next meetings of the JWG and Commerce Secretaries will be held in Bangladesh, at mutually convenient dates.

15-Dec-2021: President of India, Shri Ram Nath Kovind in Bangladesh

The President of India, Shri Ram Nath Kovind, landed at the Hazrat Shahjalal International Airport in Dhaka this morning (December 15, 2021) where he was received by Mr. Mohammad Abdul Hamid, the President of Bangladesh himself. President Kovind is on a three-day state visit to Bangladesh from December 15 to 17, 2021, which is his first state visit since the outbreak of the COVID pandemic.

The President was accorded a ceremonial welcome and given Guard of Honour at the Airport.  Thereafter, he visited the National Martyrs’ Memorial in Savar and paid tributes to the martyrs of the Liberation War of Bangladesh. Subsequently, he visited Bangabandhu Memorial Museum at 32 Dhanmondi where he paid homage to Bangabandhu Sheikh Mujibur Rahman, the Father of the nation of Bangladesh.

In the afternoon, the President met the political leadership of Bangladesh – President Mohammad Abdul Hamid, Prime Minister Sheikh Hasina and Foreign Minister Dr AK Abdul Momen.

In these meetings, the President congratulated the government and people of Bangladesh on the historic occasion of Mujib Borsho, 50th anniversary of liberation of Bangladesh and 50 years of India-Bangladesh bilateral relations.  He said that the Liberation War of Bangladesh was an inspiring episode in recent history and India was honoured to be the part of it. He said that, 50 years ago, India and Bangladesh began a special friendship which was laid in commonalities of language, kinship, religion and cultural ethos as well as mutual respect.

The President reiterated that Bangladesh has a special place in India’s ‘neighbourhood first’ policy.  He said that India’s development partnership with Bangladesh is one of the most comprehensive and wide-ranging ones. At the same time, our relationship is mature enough to handle most complex of problems.

Speaking about the trade and connectivity, the President said that connectivity forms an important pillar of India-Bangladesh relations.  The two countries have much to gain from their geographical proximity.  He was happy to note that Bangladesh is one of India’s largest trade partners.  He said that India looks forward to a more organised and seamless trade between the two countries.  He noted that there is a lot of scope in partnering in areas like space, nuclear technology, defence, pharmaceuticals and other advanced science and technology field.  He said that a formal ‘Comprehensive Economic Partnership Agreement’ would give a significant boost to the two-way trade.

Pointing to the cooperation between India and Bangladesh during the Covid pandemic, the President appreciated the support received from Bangladesh during the pandemic.  He was happy to note that Bangladesh was one of the first countries to receive vaccines from India and also the largest recipient of made-in-India vaccines.

Speaking about cooperation on multilateral fora, the President said that India and Bangladesh have a broad agenda of issues and common concern, especially pertaining to South Asia which would require closer cooperation.

Later in the evening, the President attended a banquet hosted in his honour by the President of Bangladesh at Bangabhaban.

Tomorrow, the President will witness the Victory Day parade and attend the Victory Day reception hosted by the President of Bangladesh to mark the conclusion of "Mujib Borsho” celebrations.

22-Nov-2021: Raksha Mantri Shri Rajnath Singh visits Bangladesh High Commission on the occasion of Armed Forces Day of Bangladesh

Raksha Mantri Shri Rajnath Singh visited the Bangladesh High Commission in New Delhi on November 22, 2021 on the occasion of Armed Forces Day of Bangladesh, which is celebrated on 21st November every year. The event was organised by the Bangladesh High Commission. High Commissioner of Bangladesh Mr. Muhammad Imran, Ambassadors and Heads of Mission, Officers from Armed Forces of Bangladesh and other friendly nations and war veterans were among those present.

In his address, the Raksha Mantri congratulated the Armed Forces of Bangladesh on behalf of the Indian Armed Forces & Government of India and wished them the very best in their endeavour towards peace and security. “This year is of extraordinary significance for India-Bangladesh relations as we commemorate the Golden Jubilee of the Liberation of Bangladesh, the fifty years India-Bangladesh diplomatic ties and the birth centenary of Banga Bandhu Sheikh Mujibur Rahman. In this momentous time, I salute the valiant struggle of the Muktibahini in the Mutktijudda – War of Liberation - in 1971. Spirit of Mukti judhha forms the core of today’s Armed Forces of Bangladesh,” he said.

Paying glowing tributes to Banga Bandhu Sheikh Mujibur Rahman, Shri Rajnath Singh said, the inspiring leadership of the first President of Bangladesh was the guiding light for the people of the country in their struggle for freedom. Banga Bandhu’s ideals form the foundation of the shinning Bangladesh steadily advancing in its path of development, he added.

The Raksha Mantri also paid rich tributes to brave soldiers of the Indian Armed Forces who stood steadfast with Bangladesh during the War of Liberation of Bangladesh, saying that it marked a golden chapter in the world history in 20th century. He also remembered the extraordinary leadership in India, which rose to the occasion against all odds and limitations in 1971, in support of a nation fighting against the injustice and unspeakable atrocities. He stated that India’s response to the events of 1971 was a reflection of a civilization, more than a mere matter of state policy. “India’s all-out support came naturally out of historical experience and deep emotional, cultural, linguistic and fraternal ties that bind together the people of India and Bangladesh. We are proud that this friendship, founded in the shared sacrifice, has prospered by leaps and bounds,” he added.

Shri Rajnath Singh described the Bangladesh War of Liberation as an unprecedented event in the 20th century history. “It was a moral fight against injustice, atrocities and oppression. Ordinary people were brutally maimed and murdered. The barbaric atrocities of Operation Searchlight stirred the conscience of the world. However, the atrocities resonated strongest in the hearts and minds of ordinary Indians. Each in India truly felt that his or her own brother and sister were under attack. India herself was in poverty, but there was no hesitation in wholehearted moral and material support to the people of Bangladesh in their fight for liberation.  This was a fight to the end from an oppressive and undemocratic regime, which defied people’s mandate. India gave shelter to millions of refugees even when we did not have enough for our own. A struggling nation gave shoulder to another,” he said. The Raksha Mantri appreciated the gesture of Government of Bangladesh for erecting a memorial for the Indian soldiers at Ashuganj in Bangladesh.

The Raksha Mantri asserted that the proud and professional Bangladesh Armed Forces of today owe their foundational values to the Liberation War of 1971. He appreciated the fact that today the Armed Forces of Bangladesh are one of the highest contributors to the UN Peace Keeping Forces and are respected globally for their professionalism and commitment to just causes.

Shri Rajnath Singh called for keeping the spirit of Liberation War alive in the minds of the younger generations, especially those who join the Armed Forces. “It is all the more important, because the forces which brought untold atrocities and miseries on Bangladesh in 1971, and forces against whom we spilt our blood together, are far from finished and gone.  They are lurking around us in different forms and excuses, but indistinguishable from their past in spewing hatred, intolerance and violence. Our tasks are no less formidable than they were in 1971.  Reaching out to new generations with true stories of 1971 is the least we can do,” he said.

The Raksha Mantri expressed satisfaction that the close defence cooperation between India & Bangladesh, which started during the Liberation War, is continuing apace. “Defence cooperation between the two countries has grown steadily in the last few years by way of several activities - defence dialogue, staff talks, joint training, exercise and high-level exchanges. It is remarkable that all three Service Chiefs of Bangladesh have visited India this year and from India, the Chiefs of Army and Air Force visited Bangladesh this year. India has extended a Line of Credit worth USD 500 million to Bangladesh for defence equipment. We hope that this gesture will spur joint activities not only in acquisition of assets but also in co-development and co-production of defence material,” he added.

Shri Rajnath Singh added that India is keen to continue working closely with Bangladesh helping and supporting each other’s defence and security concerns. He said, India is deeply sensitive to the security and development concerns of its neighbours and hopes for reciprocal level of sensitivity on the part the neighbours towards the concerns of India. “In this context, it is critical for our Armed Forces to remain engaged with each other for mutual capability enhancement, to respond to contingencies and to realise the shared goals of providing security and prosperity to our people,” he said.

The Raksha Mantri added that India & Bangladesh strong partners in bringing progress and prosperity for the peoples of South Asia through robust and expanding regional cooperation. “Both are facing challenges which are similar. Today, we are fighting shoulder to shoulder against common challenges such poverty and hunger, surge of terrorism and extremist ideologies and climate change,” he said.

Shri Rajnath Singh lauded the progress achieved by Bangladesh over the years and said that it currently one of the fastest growing economies in the world. “Various developmental works are taking place across the country. India is privileged to be one of Bangladesh’s major development partners with a total portfolio of close to US $10 billion. The partnership is mutual – as the darkest moments of recent second wave of the pandemic showed – when we received substantial medical help from Bangladesh,” he said.

Shri Rajnath Singh added that for India, Bangladesh’s success is its own success and in its own interest. “India-Bangladesh bilateral ties have been passing through a ‘shonali adhyay’ - golden phase. While cooperation in traditional areas like security, trade, connectivity and people to people exchanges have steadily deepened, the partnership is expanding to new and emerging areas like nuclear technology, IT, innovation and blue economy,” he said.

The Raksha Mantri congratulated Bangladesh as 6th December, the date on which India recognised independent sovereign Bangladesh, will be commemorated as ‘Maitree Diwas’ in India and Bangladesh as well as in 18 other countries around the world.

18-Aug-2021: Cabinet approves Memorandum of Understanding (MoU) between India and Bangladesh on cooperation in the field of Disaster Management, Resilience and Mitigation.

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, was apprised of the Memorandum of Understanding (MoU) signed on March, 2021 between the National Disaster Management Authority (NDMA), Ministry of Home Affairs, the Republic of India and the Ministry of Disaster Management and Relief, People’s Republic of Bangladesh on Cooperation in the field of Disaster Management, Resilience and Mitigation.

Benefits: The MoU seeks to put in place a system, whereby both India and Bangladesh will be benefited from the Disaster Management mechanisms of each other and it will help in strengthening the areas of preparedness, response and capacity building in the field of Disaster Management.

Salient features of the MoU:

1. Extend mutual support on the request of either Parties at the time of large scale disaster (Natural or human induced) occurring within their respective territories, in the field of relief, response, reconstruction and recovery.
2. Exchange relevant information, remote sensing data and other scientific data and share experience/best practices of disaster response, recovery, mitigation, capacity building for ensuring resilience, etc.
3. Extend cooperation in the field of advanced information technology, early warning systems, remote sensing & navigation services and expertise for disaster preparedness, response and mitigation and more towards real time data sharing.
4. Support training of officials in the field of Disaster management.
5. Conduct Joint Disaster Management Exercises bilaterally between both the countries.  
6. Share standards, latest technologies and tools for creating Disaster Resilient Communities.
7. Exchange publications and materials as textbooks, guidelines in the field of Disaster Management and may conduct joint research activities in the field of Disaster management, Risk Reduction and Recovery.

29-Jun-2021: CAS visit to Bangladesh

Air Chief Marshal RKS Bhadauria PVSM AVSM VM ADC, Chief of the Air Staff was invited by his counterpart Air Marshal Shaikh Abdul Hannan BUP, nswc, fawc, psc, GD (P), Chief of Air Staff, Bangladesh Air Force to review the Passing Out Parade and Commissioning Ceremony at Bangladesh Air Force Academy (BAFA) in Jashore on 28 June 2021, on the occasion of ‘President Parade 2021’.  

The two day visit was highly significant in view of the Golden Jubilee of the historic victory in 1971 War for Liberation of Bangladesh. This occasion also marks the first instance when any foreign Chief was invited to review the Parade as the Chief Guest – a re-affirmation of the strong bonds of friendship and trust between India and Bangladesh and their Armed Forces.

While addressing the graduating trainees on parade, CAS complimented them for an excellent parade and noted the rapid progress being made in all aspects of military level interactions, with bilateral defence cooperation having become an important pillar in the deep historical and fraternal ties between India and Bangladesh. The CAS described this event as a reflection of the excellent state of professional relationship between the two Air Forces based on mutual trust and understanding. He expressed confidence that his presence in BAFA during this historic 50th year of Liberation War would reinforce the already strong and multi-dimensional partnership between the two Nations. 

During his stay in Bangladesh, The CAS held discussions with his host, the Chief of Air Staff Bangladesh Air Force as well as the Chief of Army Staff and Principal Staff Officer, Armed Forces Division; wherein matters of mutual interest and avenues to further strengthen the all-encompassing defence cooperation were discussed.  He also interacted with the High Commissioner of India, HE Vikram K. Doraiswami during his stay in Dhaka.  

20-Apr-2021: MoU between the India and Bangladesh on the establishment of a framework of cooperation in the area of trade remedial measures

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has given its ex post facto approval to the Memorandum of Understanding (MoU) between the Director General of Trade Remedies, Republic of India and the Bangladesh Trade & Tariff Commission, People's Republic of Bangladesh on the establishment of a framework of cooperation in the area of trade remedial measures signed on 27th March, 2021 at Dhaka.

Objectives

The primary objective of the MOU is to promote cooperation between the two countries in the area of Trade Remedies, covering the broad activities related to exchange of information, undertaking capacity building activities and activities in accordance with various provisions of World Trade Organization in the area of anti-dumping, countervailing and safeguard measures in bilateral trade between India and Bangladesh.

The MOU seeks to foster better cooperation between the relevant authorities of both the countries so as to discourage unfair trade practices and promote rule based bilateral trading between the two countries.

26-Mar-2021: Prime Minister attends the National Day Programme

Prime Minister Shri Narendra Modi, during his two-day visit to Bangladesh attended as Guest of Honour, the Golden Jubilee of Independence of Bangladesh along with President of Bangladesh, His Excellency Mr. Mohammad Abdul Hamid; Prime Minister of Bangladesh, Her Excellency Sheikh Hasina; Sheikh Rehana, younger daughter of Sheikh Mujibur Rahman; Chief Coordinator of the National Implementation Committee for the Celebration of Mujib Borsho, Dr Kamal Abdul Naser Chowdhury and other dignitaries. This event took place in National Parade Square, Tejgaon. It also commemorated the birth centenary of Father of the Nation of Bangladesh, Bangabandhu Sheikh Mujibur Rahman.

Recitations from Holy books including Quran, Bhagavad Gita, Tripitaka and Bible kick started the event. A video titled "The Eternal Mujib” was presented followed by unveiling of logo to mark the occasion of golden Jubilee of Independence of Bangladesh. A theme song was also presented to celebrate this special occasion. An animation video presentation on the theme "The Eternal Mujib” was also shown in the event. A special presentation by Armed Forces of Bangladesh was showcased celebrating the role of Armed Forces in Nation building of Bangladesh.

Dr Kamal Abdul Naser Chowdhury gave the welcome address. He recognized the presence of Prime Minister Narendra Modi and veterans of Indian Armed Forces who directly participated in the Bangladesh’s Liberation war of 1971. Congratulatory messages from various Heads of State, Heads of Government and Distinguished personalities were showcased.

Prime Minister Narendra Modi handed over Gandhi Peace Prize 2020 posthumously conferred to Sheikh Mujibur Rahman to Sheikh Rehana, younger daughter of Sheikh Mujibur Rahman accompanied by her sister Prime Minister Sheikh Hasina. This award was conferred in recognition of his outstanding contributions towards social, economic and political transformation through non-violent and other Gandhian methods.

Prime Minister Narendra Modi gave his address in which he thanked all the dignitaries, highlighted the significance of this occasion and touched upon various facets of bilateral relationship of the two countries. Following the address, Sheikh Rehana, presented the ‘Eternal Mujib Memento’ to Prime Minister Shri Narendra Modi.

The President of Bangladesh, Mr. Mohammad Abdul Hamid delivered his speech and thanked Prime Minister and People of India and lauded the role and efforts undertaken by India in the 1971 liberation war of Bangladesh.

Prime Minister Sheikh Hasina, in her address also expressed her heartfelt gratitude to Prime Minister Narendra Modi for attending this event physically despite the COVID 19 pandemic. She appreciated the support of Government of India to Bangladesh during all the times.

The formal segment of the programme was followed by cultural segment. Pandit Ajoy Chakrabarty, a renowned Hindustani classical vocalist mesmerized the dignitaries and audience with the raag he composed and dedicated to Bangabandhu. A melodious presentation by A.R Rehman won many hearts. The cultural segment ended with many musical, dance and theatrical performances.

9-Mar-2021: PM inaugurates ‘Maitri Setu’ between India and Bangladesh

The Prime Minister, Shri Narendra Modi inaugurated ‘Maitri Setu’ between India and Bangladesh today through a video conference. He also inaugurated and laid the foundation stone of multiple infrastructure projects in Tripura. The Governor and the Chief Minister of Tripura were present. Video Message from the Bangladesh Prime Minister was played on the occasion.

Addressing the event, the Prime Minister said that Tripura is experiencing the clear difference between the 30 years of earlier governments and the ‘double engine’ government of the last three years. In place of corruption and commission culture of earlier years, benefits are reaching directly in the accounts of the beneficiaries. He also recalled that employees who were hassled over the salary on time are getting salary as per 7th pay commission. For the first time, MSP has been decided in Tripura where farmers used to face many problems for selling their produce. He also noted the environment of ease of doing business in place of the earlier culture of strikes. New investments are changing the earlier scenario of closure of industry. He said exports from Tripura in terms of volume have increased  5 times.

The Prime Minister informed that in the past 6 years, the central government has taken care of every requirement for the development of Tripura. He said there has been a significant hike in the central allocation for the state. Tripura had received Rs 3500 crore rupees for central development schemes between 2009-2014 whereas, between 2014-2019 more than Rs 12000 crore has been provided.

The Prime Minister dwelled on the benefits of ‘double engine’ governments. He pointed out that the states where there is no ‘double engine’ government, are witnessing non implementation of very slow progress of schemes for strengthening the poor, farmers and women. He asserted that the ‘double engine’ government is working to strengthen Tripura. He said that the ‘double engine’ government has transformed Tripura from a power deficit state to a power surplus one. He listed other transformation brought in by the ‘double engine’ government to the state like connecting 2 lakh rural households with piped drinking water, providing 2.5 lakh free gas connection, making every village in Tripura open defecation free, 50000 pregnant women receiving the benefit of Matru Vandana Yojana, 40000 poor families getting their new homes, etc.

The Prime Minister said that connectivity related infrastructure has seen tremendous improvement in the last three years. He cited the rapid work for the airport, sea-link for internet in Tripura, rail link and waterways in this regard. He talked of HIRA development i.e. Highways, i-ways, Railways and Airways for Tripura.

The Prime Minister said that the connectivity is not only strengthening the friendship between India and Bangladesh but also proving to be a strong link of business too. He informed that the entire region is being developed as a trade corridor between Northeast India and Bangladesh. The Prime Minister emphasized that the rail and water connectivity projects that have been realized in the recent years have been strengthened by this bridge. This will improve connectivity of south Assam, Mizoram and Manipur along with Tripura with Bangladesh and South-East Asia. Shri Modi said that the bridge will give an impetus to the economic opportunity in Bangladesh also. The Prime Minister thanked the Bangladesh Government and the Prime Minister of Bangladesh for the cooperation in the completion of the bridge project. The Prime Minister said that the foundation stone of the bridge was laid during his visit to Bangladesh.

The Prime Minister said now people will not have to depend only on the road for any kind of supply to the North-East. He said efforts are underway to connect Chittagong port of Bangladesh with North-East through an alternative route via the river. He said the ICP in Sabroom will work like a full-fledged logistic hub with warehouses and container trans-shipment facilities.

Due to this bridge over Feni River Agartala will become the nearest city to an international sea port in India. Projects related to broadening of NH-08 and NH-208 which were dedicated and for which foundation stone was laid will strengthen the connectivity of the Northeast with the port, Shri Modi said.

The Prime Minister said the inauguration of several projects today are efforts to make Agartala a better city. Newly integrated command center will provide technical support to prevent traffic related problems and crime. He said similarly, multi-level parking, commercial complex and widening of the road connecting the airport inaugurated today will improve the Ease of Living and Ease of Doing Business in Agartala a lot.

The Prime Minister said that decades old Bru refugee problem found a solution due to the efforts of the government’s efforts. He expressed the hope that the 600 crore rupees package will bring positive change in the lives of Bru people.

The Prime Minister touched upon the rich heritage of the state and said that renaming of the Agartala airport after Maharaja Bir Bikram Kishore Manikya is a mark of respect for his vision for the development of Tripura. Similarly, The Prime Minister expressed happiness at the opportunity for honouring the people who have served the rich culture and literature of Tripura like Thanga Darlong, Satyaram Reang and Benichandra Jamatia. He noted that bamboo based local art is being promoted under Pradhan Mantri Van Dhan Yojna, giving new opportunities to local tribes.

8-Mar-2021: Bangladesh- India hold Commerce Secretary level meeting at Dhaka

The Commerce Secretary level meeting between Bangladesh and India was held in Dhaka on 8 March 2021. The Bangladesh delegation was led by Secretary, Ministry of Commerce, Government of Bangladesh, Dr. Md. Jafar Uddin and the Indian delegation was led by Commerce Secretary, Government of India, Dr Anup Wadhawan.

Noting the decision taken by both countries to jointly celebrate Mujib Borsho, the 50th anniversary of the Bangladesh Liberation War and 50 years of India-Bangladesh bilateral ties, the Indian delegation conveyed their greetings on the historic Mujib Borsho. Extensive discussions were held on a variety of issues of mutual interest such as streamlining Certificate of Origin procedures, regional connectivity initiatives, anti-dumping duty on Jute products, harmonization of standards, removal of port restrictions, trade infrastructure-related issues, India-Bangladesh CEOs’ Forum, sharing of trade data, upgradation of border trading infrastructure. Both sides decided to expeditiously move forward on the feasibility study on the Comprehensive Economic Partnership Agreement (CEPA).

During his visit, Commerce Secretary, Government of India called on Hon’ble Minister of Commerce, Government of the People’s Republic of Bangladesh Mr. Tipu Munshi and Private Industry and Investment Advisor to Hon’ble Prime Minister of Bangladesh Mr. Salman F Rahman. Further, India Bangladesh Chamber of Commerce (IBCCI) President along with his board members called on the Commerce Secretary and discussed ways to further enhance the bilateral trade.

The meeting was preceded by the 13th meeting of the Joint Working Group (JWG) on Trade between the Ministry of Commerce, Bangladesh and the Ministry of Commerce and Industry, India on 16-17 February 2021 virtually. Technical discussions were held in detail at the JWG on various areas of mutual interest in trade and commerce.

It was agreed that the next meetings of the Commerce Secretaries and the JWG will be held in India, at mutually convenient dates.

27-Feb-2021: 19th Home Secretary Level Talks between India and Bangladesh

The 19th Home Secretary Level Talks (HSLT) between India and Bangladesh were held virtually today in the backdrop of ‘Mujib Barsho’ and 50 years of Bangladesh Liberation War and establishment of diplomatic ties between the two countries. The Indian delegation was led by Shri Ajay Kumar Bhalla, Union Home Secretary. Sh. Mostafa Kamal Uddin, Senior Secretary, Public Security Division, Ministry of Home Affairs of Bangladesh led the Bangladesh delegation.

India and Bangladesh attach highest importance to their bilateral relations. Both Secretaries reiterated their commitment to further expand and strengthen mutual cooperation in the security and border related issues. Both sides reaffirmed not to allow the territory of either country to be used for any activity inimical to each other’s interests.

Both sides discussed early completion of pending fencing along the Indo Bangladesh Border (IBB) as agreed by the Prime Ministers of the two countries.

Both sides appreciated the cooperation between the two countries and the action taken to address the menace of terrorism and extremism in an effective manner. The effective functioning of the Coordinated Border Management Plan (CBMP)to control the illegal cross border activities was appreciated by both sides.

The holding of the inaugural Police Chiefs’ Dialogue in January, 2021 implementing the decision taken at the Home Minister Level Talks (HMLT) held in August, 2019, was noted with appreciation by both sides.

Both sides agreed to further enhance the level of cooperation to prevent the smuggling of Fake Indian Currency Notes (FICN) and contraband.

Bangladesh appreciated assistance provided by India in the field of training and capacity building for various security agencies.

Both sides reviewed the entire gamut of security and border related cooperation and agreed to work closely to fulfill the shared vision of the leadership of the two countries.

12-Jan-2021: India-Bangladesh Police Chiefs’ Dialogue

The first Delegation-Level virtual Police Chiefs’ Dialogue between the Police chiefs of India and Bangladesh was held today in an environment of positivity and trust.  While discussing ongoing bilateral cooperation, issues of mutual concern and the way forward, it was decided to further strengthen the relationship of the Police forces of the two countries.  As a step toward that, designated ‘nodal points’ would be established for timely and effective handling and response to existing as well as emerging security and counter-terrorism challenges.

Both sides agreed to enhance their work jointly against terrorist entities including the Global Terrorist Groups, as well as other fugitives, wherever they are present and active.  Both sides reiterated the need for sharing of real time intelligence and feedback through the designated ‘nodal points’, while appreciating each other’s ongoing action against insurgent groups operating in the region.

The scope of enhanced coordination to combat trans-border criminal activities, including smuggling of drugs, Fake Indian Currency Notes (FICN), arms and ammunition and human trafficking was also discussed.

In view of the limitations imposed by the ongoing Covid-19 pandemic, the meeting was held virtually and in a shorter format.  Both sides however emphasized the importance of this new high level mechanism, as the dialogue concluded with assurances of greater cooperation on both the sides to address all security challenges in future.  The institution of Police Chiefs’ Dialogue, assisted by members of other security agencies on both sides, will further enhance the existing cooperation between the police forces of both countries, thereby further consolidating a relationship that transcends strategic partnership in this 50th anniversary of the Liberation of Bangladesh.

17-Dec-2020: Joint Statement on India-Bangladesh Virtual Summit

H.E. Shri Narendra Modi, Prime Minister of the Republic of India and H.E. Sheikh Hasina, Prime Minister of the People’s Republic of Bangladesh held a Summit in virtual format on 17 December 2020. Both sides held comprehensive discussions on all aspects of bilateral relations, and exchanged views on regional and international issues.

India-Bangladesh partnership

Both Prime Ministers expressed satisfaction over the current state of bilateral relations based on shared bonds of history, culture, language, and other unique commonalities that characterize the partnership. They emphasized that relations between Bangladesh and India are based on fraternal ties and reflective of an all-encompassing partnership based on sovereignty, equality, trust and understanding that transcends a strategic partnership. They paid solemn tribute to the martyrs of the Liberation War of Bangladesh, the Muktijoddhas and the Indian soldiers, for their great sacrifices in 1971. They vowed to uphold and protect the cherished values of democracy and equality in line with the aspirations of the people of the two friendly countries.

The two leaders expressed satisfaction on the progress of various decisions taken during the official visit of Prime Minister Sheikh Hasina to Delhi in October 2019. Both sides also recalled the successful holding of the Sixth Meeting of the Joint Consultative Commission held in September 2020.

Cooperation in Health Sector- addressing the global public health challenge

Both sides exchanged views on the situation of the ongoing COVID-19 pandemic in their respective countries and expressed satisfaction at the manner in which sustained engagement between the two countries has been maintained during this ongoing crisis. Reiterating the highest priority India attaches to Bangladesh under India’s Neighbourhood First Policy, Prime Minister Narendra Modi assured that vaccines would be made available to Bangladesh as and when produced in India. Both leaders also noted the ongoing bilateral collaboration between the private sector in this area.

India also offered collaboration in therapeutics and partnership in vaccine production. Bangladesh appreciated India’s conducting capacity building courses for medical professionals in Bangla language.

Cultural Cooperation - Joint Celebration of Historical Links

Prime Minister Sheikh Hasina deeply appreciated the warm gesture of India in organizing various events on the occasion of ongoing ‘Mujib Borsho’. The two Prime Ministers jointly unveiled a commemorative postal stamp issued by the Government of India on the occasion of birth centenary of Bangabandhu Sheikh Mujibur Rahman. Prime Minister Narendra Modi thanked the Government of Bangladesh for issuing a stamp in honour of Mahatma Gandhi on the occasion of Gandhiji’s 150th birth anniversary celebrations earlier in September 2020.

An introductory video on the digital exhibition to commemorate the two great leaders of the 20th century, Mahatma Gandhi and Bangabandhu, was also screened on this occasion. Both leaders expressed hope that the exhibition, to be mounted in various cities of Bangladesh and India and in selected cities worldwide, as well as at the United Nations, will inspire values of justice, equality and non-violence, particularly amongst the youth.

Both sides noted that the filming of the biopic on Bangabandhu Sheikh Mujibur Rahman, under the direction of Indian film director Shyam Benegal will commence in January 2021.

Noting that the year 2021 will be historic in India Bangladesh bilateral relations as they would be commemorating the fiftieth anniversary of the Liberation War and the establishment of diplomatic relations between India and Bangladesh, it was agreed to jointly organize several activities to commemorate these two epochal events in India, Bangladesh and third countries.

Bangladesh Prime Minister requested the Indian side to consider Bangladesh’s proposal to name the historic road from Mujib Nagar to Nodia on Bangladesh-India border as "Shadhinota Shorok” commemorating the historic significance of the road during Bangladesh’s Liberation War.

Both sides reiterated to continue regular exchanges of groups to promote culture, education, science and technology, youth and sports and mass media.

Border Management and Security Cooperation

Both sides agreed to hold an early meeting of the Joint Boundary Conference to prepare a new set of strip maps along the stretch of Icchamati, Kalindi, Raimongol and the Hariabhanga Rivers from Main Pillar 1 to Land Boundary terminus, with a view to finalizing the delineation of the boundaries as fixed. It was agreed to carry out necessary work to convert the International Boundary along Kuhsiyara river into a fixed boundary.

Bangladesh side reiterated the request for 1.3 km Innocent Passage through river route along River Padma near Rajshahi District. The Indian side assured to consider the request.

Both leaders agreed to facilitate completion of border fencing at all pending sectors at the international border between both the countries at the earliest beginning from the Tripura (India)- Bangladesh sector. Both leaders also agreed that loss of civilian lives at the border is a matter of concern and directed the border forces concerned to enhance coordinate measures to work towards bringing such border incidents to zero. The leaders stressed on full implementation of the ongoing Coordinated Border Management Plan. Both sides noted with satisfaction the recent stepped-up efforts of the two border guarding forces against smuggling of arms, narcotics and fake currency and to prevent trafficking, particularly of women and children.

Noting that Bangladesh and India were prone to frequent natural disasters, the two leaders directed officials on both sides to expeditiously conclude the MoU in the area of disaster management cooperation.

Recognizing that terrorism remains a threat to global peace and security, both sides reiterated their strong commitment to eliminating terrorism in all its forms and manifestations.

Both sides emphasized simplifying people to people movement between the two countries. Bangladesh side requested for early implementation of India’s commitment to remove remaining restrictions on entry/ exit from land ports in India for Bangladeshis travelling on valid documents in a phased manner, beginning with checkpoints at Akhaura (Tripura) and Ghojadanga (West Bengal).

Trade Partnership for Growth

Prime Minister Sheikh Hasina appreciated the Duty Free and Quota Free access given to Bangladeshi exports to India under SAFTA since 2011. Both Prime Ministers emphasized on addressing issues of non-tariff barriers and trade facilitation including port restrictions, procedural bottlenecks and quarantine restrictions so that both countries can take full advantage of SAFTA flexibility. The Bangladesh side requested that as India’s export of essential commodities to Bangladesh are an important factor influencing their domestic market, any amendments in export-import policy of the Government of India may be conveyed in advance. The Indian side took note of this request.

Both the leaders commended trade and railway officials for the cooperation shown in maintaining uninterrupted supply chains during COVID-19, including facilitating bilateral trade through existing rail routes, using side-door container and parcel trains.

Recognizing the immense potential of bilateral economic and commercial ties, both Prime Ministers directed the officials to expeditiously conclude the ongoing joint study on the prospects of entering into a bilateral Comprehensive Economic Partnership Agreement (CEPA).

Welcoming the first meeting of the India-Bangladesh Textile Industry Forum, earlier this year, the leaders emphasized the importance of increased linkages and collaboration in the textile sector and directed the officials to conclude the ongoing negotiations on the MOU between Ministry of Textiles, Government of India and Ministry of Textiles and Jute, Government of Bangladesh at the earliest. They welcomed the consultations on anti-dumping/anti-circumvention duties imposed on export of jute products from Bangladesh to India held recently and expressed hope that the issues related to ADD will be resolved expeditiously.

Connectivity for Prosperity

The two Prime Ministers noted with satisfaction the continued progress made towards the restoration of pre-1965 railway linkages between both nations. They jointly inaugurated the newly restored railway link between Haldibari (India) and Chilahati (Bangladesh) and noted that this rail link will further strengthen trade and people to people ties between the two sides. It was decided to operationalize the train as and when the COVID situation improves.

The two leaders took stock of the ongoing bilateral connectivity measures and welcomed the recent initiatives including the signing of the second addendum to the Protocol on Inland Water Transit and Trade (PIWTT), trial run of trans-shipment of Indian goods from Kolkata to Agartala via Chattogram and operationalization of Sonamura-Daudkandi Protocol route under the PIWTT. Both the leaders agreed to expeditiously operationalise trans-shipment of Indian goods through Chattogram and Mongla Ports.

To facilitate better connectivity and simplify movement of passengers and goods between both the countries, both leaders agreed to an early operationalization of the BBIN Motor Vehicles Agreement through expeditious signing of the Enabling MoU for Bangladesh, India and Nepal to commence the movement of goods and passengers, with provision for Bhutan to join at a later date.

Bangladesh Prime Minister expressed keen interest in the ongoing India Myanmar Thailand trilateral highway project and sought support of India for enabling Bangladesh to connect with this project with a view to enhance connectivity between the regions of South and South East Asia. In the same spirit, the Indian side requested Bangladesh to allow connectivity from West Bengal (Hilli) to Meghalaya (Mahendraganj) via Bangladesh.

India reiterated its request to the Government of Bangladesh of having at least one Land Port with minimal negative list between the each neighbouring states of India and Bangladesh, beginning with Agartala-Akhaura. Bangladesh side proposed that Bangladeshi trucks avail of the Feni Bridge, once completed, for transportation of goods from Chattogram port to the North East of India.

Acknowledging the vibrant development partnership between the two countries, both sides stressed on active operationalization of the recently-constituted High Level Monitoring Committee headed by Secretary, Economic Relations Division from Bangladesh and the High Commissioner of India in Dhaka to regularly review the progress of the LOC Projects for their early completion.

Both sides noted with satisfaction the commencement of a temporary Air Travel Bubble between the two sides to facilitate the urgent requirements of travellers on both sides during the COVID-19 pandemic. Bangladesh side also requested the Indian side to resume regular travel through land ports at the earliest

Cooperation in Water Resources, Power and Energy:

Prime Minister Sheikh Hasina highlighted the need for early signing of interim agreement for sharing of the Teesta waters, as agreed upon by both the governments in 2011. Prime Minister Narendra Modi reiterated India’s sincere commitment and continued efforts of the Government of India in that regard.

The two leaders underscored the need for early conclusion of Framework of Interim Agreement on sharing of waters of six joint rivers, namely, Manu, Muhuri, Khowai, Gumti, Dharla and Dudhkumar.

Bangladesh side requested the Indian side to inform its concerned border authorities to allow excavation work of the remaining portion of the Rahimpur Khal for utilization of Kushiyara River waters for irrigation purposes. The Indian side was also requested to provide early concurrence on the proposed MoU to be signed between the two countries for monitoring the withdrawal of water from the Kushiyara River by both the sides, pending signing of the Treaty/Agreement regarding sharing of water of the Kushiyara River. The two leaders recalled the positive contribution of the Joint Rivers Commission and looked forward to the next round of Secretarial level JRC meeting at the earliest.

Both sides expressed satisfaction at the robust cooperation in the power and energy sector, including between the private sector. It was agreed to expedite implementation of projects including India-Bangladesh Friendship Pipeline, Maitree Super Thermal Power Project as well as other projects. Both sides welcomed the signing of the Framework of Understanding on Cooperation in the Hydrocarbon Sector which would further augment energy linkages by streamlining investments, technology transfer, joint studies, training and promoting hydrocarbon connectivity. It was also agreed to enhance cooperation in energy efficiency and clean energy, including in biofuels. In line with commitment of both countries to move towards green, clean, renewable sources of energy, it was agreed to strengthen subregional cooperation including with Nepal and Bhutan. Both sides also agreed to strengthen cooperation in the area of power and energy connectivity.

Forcibly Displaced Persons from the Rakhine State of Myanmar

Prime Minister Narendra Modi appreciated the generosity of Bangladesh in sheltering and providing humanitarian assistance to the 1.1 million forcibly displaced persons from the Rakhine State of Myanmar. Both Prime Ministers reiterated the importance of their safe, speedy and sustainable return. Prime Minister Sheikh Hasina congratulated India on its election as a member of the United Nations Security Council. She expressed Bangladesh’s expectation to see India assist in the repatriation of the forcibly displaced Rohingyas back to Myanmar.

Partners in the Region and the World

Prime Minister Narendra Modi thanked Prime Minister Sheikh Hasina for supporting India in its election to the United Nations Security Council. Both countries agreed to continue working together towards achieving early reforms of the UN Security Council, combating climate change, attainment of the Sustainable Development Goals (SDGs) and protection of the rights of migrants. Both Prime Ministers reaffirmed the need for developed countries to fulfill their commitments under the Global Partnership for ensuring the means of implementation of the SDGs as enshrined in the Agenda 2030.

Both leaders highlighted that given the regional and global economic scenarios following the outbreak of COVID 19, regional organisations, such as SAARC and BIMSTEC have an important role to play. Bangladesh Prime Minister thanked the Indian Prime Minister for convening the SAARC leaders Video Conference in March 2020 in the outbreak of COVID-19. She also thanked the Indian Prime Minister for proposing creation of the SAARC Emergency Response Fund to counter effects of the global pandemic in the South Asian region. Bangladesh Prime Minister also reiterated the proposal for establishment of a SAARC Medical and Public Health Research Institute and sought support in this regard. Bangladesh will assume chairmanship of the IORA in 2021 and requested the support of India for working towards greater maritime safety and security. Prime Minister Modi appreciated the Presidency of Bangladesh at the Climate Vulnerable Forum in the current tenure.

Prime Minister Sheikh Hasina appreciated the work of the New Development Bank and thanked India for inviting Bangladesh to join the Institution. She welcomed the work of the Bank in multiple sectors including infrastructure development and expressed Bangladesh’s willingness to be a part of the initiative.

Signing of Bilateral Documents and Inauguration of Projects

On this occasion, the following bilateral documents were signed and exchanged by the officials of the Governments of India and Bangladesh:

• Framework of Understanding (FOU) on Cooperation in Hydrocarbon Sector;
• Protocol on Trans-boundary Elephant Conservation;
• MOU regarding Indian Grant Assistance for Implementation of High Impact Community Development Projects (HICDPs) through Local Bodies and other Public Sector Institutions;
• MOU on Supply of Equipment and Improvement of Garbage / Solid Waste Disposal Ground at Lamchori Area for Barisal City Corporation;
• Terms of Reference of India-Bangladesh CEOs Forum;
• MoU between Father of the Nation Bangabandhu Sheikh Mujibur Rahman Memorial Museum, Dhaka, Bangladesh and the National Museum, New Delhi, India; and
• MoU on Cooperation in the field of Agriculture.

The following bilateral development partnership projects were also inaugurated:

• Beautification and city development project in Rajshahi City;
• Construction of Khalishpur Collegiate Girl’s School in Khulna;

Both the Prime Ministers thanked each other for making this arrangement amidst the new normal.

Prime Minister Sheikh Hasina thanked Prime Minister Narendra Modi for accepting her invitation to visit Bangladesh in person in March 2021 to join the celebrations on the occasion of 50th anniversary of Bangladesh’s Independence and 50 years of Bangladesh-India diplomatic relations.

11-May-2020: Indo-Bangladesh “Virtual Conference” organised by ASSOCHAM

Union DoNER Minister of State (I/C) Dr Jitendra Singh said here today that new paradigms will emerge post-COVID, with a potential for new breakthroughs in economy, trade, scientific research and several other diverse areas.

Addressing the Indo-Bangladesh “Virtual Conference” organised by ASSOCHAM (Associated Chambers of Commerce and Industry of India) and attended, among others, by Minister of Commerce Bangladesh Tipu Munshi, Chief Minister of Meghalaya Conrad Sangma and Ms. Riva Ganguli Das High commissioner to Bangladesh, Dr Jitendra Singh said, in the last six years, the North Eastern Region had made up for several lapses of the past because for the first time the region received equal attention at par with the other regions of the country. This had not only instilled confidence among the people but also raised the capacity to engage with other parts of India as well as the countries across the eastern borders, at different levels.

As for Bangladesh, Dr Jitendra Singh said, the Indo-Bangladesh treaty for exchange of enclaves, which was accomplished under the leadership of Prime Minister Narendra Modi,had cleared the decks for ease of business, ease of movement and ease of commuting, which was earlier a tedious task. He observed, this should have been done four-and-half decades ago, right at the time of birth of Bangladesh, but was possibly not the priority of the earlier governments.

Referring to traditionally friendly relations between the two countries, Dr Jitendra Singh said, it is far easier to do business with Bangladesh than with many other countries. In addition, he said, North Eastern Region has a critical role to play to boost trade and business between the two countries.

In the emerging scenario, Dr Jitendra Singh said, Bamboo from the North East is going to be an important vehicle of trade not only for India but also for the entire subcontinent, particularly the Eastern countries like Bangladesh. He mentioned several items which could be promoted for popular trade between the two countries. These, for example, included coal, ginger, citrus-fruit, etc. for export and cement, plastic, PVC pipes etc. for import, he added.

While offering to provide all possible support from the Ministry of Development of North Eastern Region (DoNER), Dr Jitendra Singh called upon the trade and business organisations like ASSOCHAM to come forward and facilitate PPP (Public Private Participation) model for promotion of new industries and business units with mutual benefit.

While the government can play an enabling role, Dr Jitendra Singh said, trade and industry bodies could come forward to fill the gap of resources and capital.

6-Nov-2019: Cabinet approves MoU signed with Bangladesh on withdrawal of 1.82 cusec of water from India's Feni River

The Union Cabinet gave an ex-post facto approval for the MoU between India and Bangladesh on withdrawal of 1.82 cusec of water from Feni River by India for drinking water supply scheme for Sabroom town in Tripura.

As on date, there is no water-sharing agreement on Feni river between India and Bangladesh. The present supply of drinking water to Sabroom town is inadequate. The groundwater in this region has high iron content. Implementation of this scheme would benefit over 7000 population of Sabroom town.

25-Oct-2018: India and Bangladesh Sign Agreements for Enhancing Inland and Coastal Waterways Connectivity

India and Bangladesh signed several milestone agreements, for enhancing inland and coastal waterways connectivity between the two countries for trade and cruise movements. Briefing media persons in New Delhi this evening, Shipping Secretary Shri Gopal Krishna, and his Bangladesh counterpart Shri Md. Abdus Samad informed that the two countries have signed an agreement to use Chattogram and Mongla Ports in Bangladesh for movement of goods to and from India. A Standard Operating Procedure (SOP) has also been signed for movement of passenger and cruise services. In addition to this, an addendum to ‘Protocol on Inland Water Transit and Trade’ (PIWTT) between India and Bangladesh has been signed for inclusion of Dhubri in India and Pangaon in Bangladesh as new Ports of Call. These agreements will facilitate easier movement of goods and passengers between the two countries, giving an impetus to trade and tourism.

The two sides agreed to consider inclusion of Rupnarayan river (National Waterway-86) from Geonkhali to Kolaghat in the protocol route and to declare Kolaghat in West Bengal as new Port of Call. Chilmari was agreed to as a port of call in Bangladesh. The new arrangement will facilitate movement of fly ash, cement, construction materials etc. from India to Bangladesh through IWT on Rupnarayan river. Further, both sides agreed to declare Badarpur on river Barak (NW 16) as an Extended Port of Call of Karimganj in Assam and Ghorasal of Ashuganj  in Bangladesh on reciprocal basis. The Indian side proposed for extension of the protocol routes from Kolkata upto Silchar in Assam.  Currently 3.5 MMT cargo is transported on protocol routes through inland waterways which is expected to increase substantially after the declaration of additional Ports of Call and extension of protocol routes. The North Eastern states would get connected to directly to the ports of Kolkata and Haldia in India and Mongla in Bangladesh through waterways which would facilitate movement EXIM cargo and would also reduce the logistic costs.

In another important understanding reached at between the two countries, the Standard Operating Procedure (SOP) for movement of passengers and cruise vessels on Inland Protocol route and coastal shipping routes have been finalised. These river cruise services are likely to commence between Kolkata – Dhaka - Guwahati – Jorhat and back.

It was also agreed that a Joint Technical Committee will explore the technical feasibility of operationalisation of Dhulian-Rajshahi protocol route upto Aricha. and the reconstruction and opening up of Jangipur navigational lock on river Bhagirathi subject to the provisions of the Treaty between India and Bangladesh on Sharing of Ganga Waters at Farakka,1996. This move has the potential to reduce the distance to Assam by more than 450 kms on the protocol routes.

It was also decided that a Project Management Consultant for supervision and monitoring of dredging of Ashuganj-Zakiganj and Sirajganj-Daikhowa stretches of Indo-Bangladesh Protocol Route in Bangladesh will be engaged with 80 % financial contribution from India and rest by Bangladesh. A Joint Monitoring Committee has also been constituted for overall monitoring of the dredging works.

To bring about significant reduction in logistics cost and faster delivery of Bangladesh export cargo, Indian side raised the point regarding permitting ‘Third country’ EXIM Trade under Coastal Shipping Agreement and PIWTT by allowing transshipment through ports on the East Cost of India. Bangladesh agreed to hold stakeholder consultations and revert on the matter.

Both sides have also agreed for development of Jogighopa as a hub/trans-shipment terminal for movement of cargo to Assam, Arunachal Pradesh, Nagaland and Bhutan and notifying Munsiganj River terminal by Bangladesh Customs for routing third party Exim cargo through Kolkata Port.

Discussions were also held to make Nakugaon Land Port in Bangladesh and Dalu ICP (India) operational and to connect Gelephu (Bhutan) as tripartite cross-border route.

Permission for the transportation of third country cargo on protocol routes and coastal shipping routes were also discussed. Inclusion of Dhamra Port, V.O. Chidambaranar Port (formerly Tuticorin Port) and Kamarajar Port under Coastal Shipping Agreement was also deliberated upon. These will be further discussed in Joint Shipping Committee meeting scheduled in December, 2018.

Prior to the Secretary Shipping level talks held today, the 19th edition of the Standing Committee meeting under ‘Protocol on Inland Water Transit and Trade’ (PIWTT) between high level delegations of the two countries were held yesterday. The daylong meeting was attended by representatives of Ministries of Shipping, External Affairs, Home, Finance, DONER and Inland Waterways Authority of India (IWAI) and officials from Bangladesh belonging to Ministry of Shipping, Board of Revenue, DG (Shipping) and Bangladesh Inland Water Transport Authority (BIWTA).

21-Mar-2018: Tripartite MoU for Rooppur Nuclear Plant

A Memorandum of Understanding (MoU) was signed at Moscow, Russia between the State Atomic Energy Corporation 'Rosatom'; the Ministry of Science and Technology of the People's Republic of Bangladesh and the Department of Atomic Energy on 1st March 2018 on trilateral cooperation in implementation of the Rooppur Nuclear Power Project in Bangladesh.

The MoU envisages rendering of consultancy to Bangladesh in performance of work related to Rooppur Nuclear Power Plant construction and executing transfer and exchange of knowledge, expertise, consultancy advice, technical support and knowhow, sharing of resources and experience on regulatory aspects, rendering assistance in respect of Indian personnel and qualified Indian institutions experienced in construction, commissioning and operation of technically demanding industrial facilities to the Rooppur Nuclear Power Plant.

India is currently engaged in nuclear trade with international partners based on a waiver from Nuclear Suppliers Group (NSG) in 2008.

30-Nov-2017: Construction work inaugurated for Rooppur Nuclear Power Plant

Bangladesh Prime Minister Sheikh Hasina recently inaugurated construction work on the much-awaited Rooppur Nuclear Power Plant in Ishwardi. The plant is expected to add 2,400 MW of electricity to the national grid by 2024, helping the country meet its increasing demand for electricity.

The mega project is being implemented by state-run Bangladesh Atomic Energy Commission with financial and technological support from Russia through its state nuclear agency, Rosatom.

14-Sep-2017: Operation Insaniyat - Humanitarian assistance to Bangladesh on account of influx of refugees

In response to the humanitarian crisis being faced on account of the large influx of refugees into Bangladesh, Government of India has decided to extend assistance to Bangladesh. The relief material consists of items required urgently by the affected people, namely rice, pulses, sugar, salt, cooking oil, tea, ready to eat noodles, biscuits, mosquito nets etc.

The relief material will be delivered in multiple consignments, the first tranche of which will be brought to Chittagong by an Indian Air Force plane on 14th September 2017.

India has always responded readily and swiftly to any crisis in Bangladesh, in keeping with the close ties of friendship between the peoples of India and Bangladesh. India stands ready to provide any assistance required by Government of Bangladesh in this hour of need.

Rohingya residents – a stateless mostly Muslim minority in a Buddhist-majority nation – allege that the military and Rakhine Buddhists responded with a brutal campaign against them. According to the UN estimates, over 379,000 Rohingya Muslims have fled Myanmar’s Rakhine state into Bangladesh since August 25.

12-Jul-2017: Cabinet approves Joint Interpretative Notes on the Agreement between India and Bangladesh for Promotion and Protection of Investments

The Union Cabinet has given its approval for the Joint Interpretative Notes (JIN) on the Agreement between India and Bangladesh for the Promotion and Protection of Investments.

The JIN would impart clarity to the interpretation of the existing Agreement between India and Bangladesh for the Promotion and Protection of Investments (BIPA). The JIN includes interpretative notes to be jointly adopted for many clauses, including, the definition of investor, definition of investment, exclusion of taxation measures, Fair and Equitable Treatment (FET), National Treatment (NT) and Most Favoured Nation (MFN) treatment, expropriation, essential security interests and Settlement of Disputes between an Investor-and a Contracting Party.

Joint Interpretative Statements in general play an important supplementary role in strengthening the investment treaty regime. With increasing Bilateral Investment Treaty (BIT) disputes, issuance of such statements is likely to have strong persuasive value before tribunals. Such pro-active approach by States can foster a more predictable and coherent reading of treaty terms by arbitration tribunals.

8-Apr-2017: Kolkata- Khulna-Dhaka bus service flagged off from Kolkata

A Kolkata-Khulna-Dhaka bus service was ceremoniously flagged off from Kolkata. This is a part of several initiatives being taken to strengthen bilateral relations and provide better road and rail connectivity for citizens of both the countries.

The bus services are being operated on the Kolkata-Dhaka and Kolkata- Dhaka-Agartala routes in addition to the newly introduced Kolkata-Khulna-Dhaka bus service. They are being run by the State Transport Corporations of West Bengal and Tripura, besides Bangladesh Road Transport Corporation. Now, for the first time, Kolkata and Khulna are being directly connected through a bus route. In the 409 Km long bus route from Kolkata via Khulna to Dhaka, two buses will run three days a week from both sides.

5-Apr-2017: Cabinet approves MoU on passenger cruise services on the coastal and protocol routes between India and Bangladesh

The Union Cabinet has approved MoU on passenger cruise services on the coastal and protocol routes between India and Bangladesh for starting regular movement of passengers and tourists in water crafts between the two countries.

The operationalization of this MoU will promote people to people contact and cooperation between the two countries in respect of economic, social and cultural advancement. It will also generate employment opportunities for the people of India and Bangladesh.

5-Apr-2017: Cabinet approves agreement on Audio Visual Co-Production between India and Bangladesh

The Union Cabinet has approved the agreement on Audio Visual Co-Production India and Bangladesh.

Salient features of the Agreement

• The Agreement would cover co-production of films, documentaries, and animations films.
• An audio-visual co-production made in accordance with the proposed Agreement shall be entitled to all the benefits which may be accorded to any national audio-visual work by both countries in accordance with their respective laws and regulations.
• It will lead to exchange of art and culture among the two countries and create goodwill and better understanding among the peoples of both the countries.
• Co-productions provide an opportunity to create and showcase our soft power.
• It leads to generation of employment among artistic, technical as well as non-technical personnel engaged in the arena of Audio-Visual Co- production including post-production and its marketing, thus adding to the Gross Domestic Product (GDP) of both the countries.
• The utilization of Indian locales for shooting raises the visibility / prospect of India as a preferred film shooting destination across the globe.

India has so far entered into audio-visual co-production agreements with Italy, United Kingdom, Germany, Brazil, France, New Zealand, Poland, Spain, Canada, China and the Republic of Korea.

5-Apr-2017: Cabinet approves MoU between India and Bangladesh for fairway development

The Union Cabinet has approved MoU between India and Bangladesh for fairway development of Ashuganj-Zakiganj stretch of Kushiyara river and Sirajganj-Daikhawa stretch of Jamuna river in the Indo-Bangladesh protocol route by undertaking necessary dredging jointly by the two countries.

The MoU will considerably reduce the logistics cost of cargo movement to North Eastern India. It will also reduce the congestion through the Siliguri Chicken’s Neck corridor.

15-Mar-2017: Cabinet approves of MoU between India and Bangladesh on Aids to Navigation (AtoNs)

The Union Cabinet has approved signing of a Memorandum of Understanding (MoU) on Aids to Navigation (AtoNs) between the Directorate General of Lighthouses & Lightships (DGLL), Ministry of Shipping, Government of India and the Department of Shipping, Government of Bangladesh.

The MoU envisages cooperation between Bangladesh and India:

1. To extend advice on lighthouses and beacons;
2. To extend advice on Vessel Traffic Service and chain of Automatic Identification System (AIS); and
3. To impart training as per International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) training module to AtoN Managers and Technicians for Bangladesh.

The MoU will enable both the countries to collaborate in the following areas:

1. To provide advice on AtoNs;
2. Provide academic interaction by imparting training to AtoN personnel; and
3. Provide necessary cooperation in organizing workshops/conferences for enhancement of skills in AtoN field.

The MoU will also help in greater cooperation in capacity building in the field of AtoN training in the South Asian region. This will give a boost to imparting training on the management of marine aids to navigation based on IALA Model Course E-141/1 and accordingly facilitate the delivery of a professional training course as per the IALA guidelines.

India and Bangladesh are two important developing nations in the South Asian region. Both countries maintain a long tradition of friendly and cordial relations which has been manifested in the several bilateral visits of dignitaries from both sides during recent years.

As per International Maritime Organization's (IMO’s) requirement, authorities in various countries, provide appropriate Aids to Navigation in their waters as per international recommendations and guidelines. Marine aids to navigation such as lighthouses, beacons, DGPS, navigational and mooring buoys are operated to enhance the safe and efficient navigation of vessels and/or vessel traffic. Directorate General of Lighthouses & Lightships establishes and maintains Aids to Navigation in India, for safe navigation in Indian waters. DGLL having expertise in lighthouse engineering maintains large inventory of Aids to navigation which includes 193 lighthouses, 64 Racons, 22 Deep Sea lighted buoys, 23 DGPS stations, 01 Lightship, 04 tender vessels, National AlS Network, Vessel Traffic Service in Gulf of Kutch.

IALA is the international body coordinating and harmonizing the use of all Aids to Navigation. India represented through DGLL, is a member of IALA Council. As a step towards regional cooperation, India and Bangladesh have signed a Memorandum of Understanding for cooperation on AtoN. As per the MoU, the DGLL on behalf of Ministry of Shipping, Government of India shall advise its counterpart Department of Shipping, Ministry of Shipping, Bangladesh on AtoNs including Vessel Traffic Service, Chain of Automatic Identification System. In order to train AtoN personnel of Bangladesh, DGLL shall organize training as per IALA training module to AtoN Managers and Technicians, organize Workshops/Conferences. This will help in capacity building of Bangladesh AtoN Personnel.

13-Mar-2017: Bangladesh declares March 25 as ‘Genocide Day’

Bangladesh’s unanimously adopted a resolution declaring March 25 as Genocide Day, in remembrance of the atrocities carried out by the Pakistani Army in the night of March 25, 1971.

Condemning the denial of history by Pakistan, the Bangladeshi legislators passed the motion unanimously. It is Parliament's opinion that Mar 25 be declared Genocide Day to commemorate the genocide conducted by the atrocious Pakistani forces on the black night of Mar 25, 1971, and necessary steps are taken to have the Day recognised internationally.

The Pakistan Army swooped on unarmed civilians on the night of March 25, 1971, to crush the Bengali rebellion following refusal by the military leadership to accept the election results of 1970 in which the Awami League got thumping majority . ‘Operation Searchlight’ began in the first hours of March 25 in Dhaka.

3-Mar-2017: Half of India-Bangladesh border fenced

Half of the 4,096-km border India shares with Bangladesh has been fenced. Land acquisition is a major challenge in completing the work by the 2019 deadline.

The border runs along West Bengal for 2,216.7 km, Assam 263 km, Meghalaya 443 km, Tripura 856 km and Mizoram 318 km. West Bengal government has formed a committee for acquiring land.

The aim of the project is to curb infiltration and smuggling of cattle and fake Indian currency notes.

Where fence is not possible, technological solutions such as cameras and lasers are used.

Fake currency notes were being seized in Malda district as many fake currency note syndicates are located in Malda and Churiantpur areas. BSF officers said that 13 of the 17 security features of the ₹2,000 note had so far been compromised.
