PFMS Division of Office of Controller General of Accounts (CGA) under Ministry of Finance, Government of India on Thursday organized a workshop on Public Finance Management System (PFMS) to generate awareness among the officials on the functioning and achievements of the system at Jaydev Bhawan in Bhubaneswar.

Attending the workshop as Chief Guest Shri Deepak Das, Controller General of Accounts (CGA) said that the Government of India has introduced PFMS to bring accountability and transparency in the governance. “PFMS over the years has transformed the entire public finances system. It has ensured last mile delivery of services,” he said.

Terming PFMS as a game changer in management of Direct Benefit Transfer (DBT) for various schemes of the government, Shri Das said DBT abolished the middlemen system and ensured direct benefit transfer to the beneficiaries and here PFMS worked as the most important tool to deliver the financial services.

Shri Das also congratulated Odisha for completing 100 percent onboarding in the PFMS and said that Odisha is among the six states which have successfully implemented the PFMS in the entire nation. “PFMS has been playing an instrumental role and it is making the governance easier and accessible,” he added.

Shri Vishal Kumar Dev, Principal Secretary, Department of Finance, Government of Odisha also attended the workshop and said that PFMS has achieved many landmarks over the years in the management of Public Finance. “The PFMS ensured greater accountability and transparency in the governance system,” said Shri Dev.

During the event, technical workshop on the Single Nodal Account (SNA) model and Receipt Expenditure Advance Transfer (REAT) module were organized. Representatives from State Bank of India, Canara Bank, ICICI Bank and Axis Bank also gave presentations on their value addition in SNA model.

Earlier in the day, the CGA inaugurated an exhibition on Azadi Ka Amrit Mahotsav organized by Regional Outreach Bureau (ROB) Bhubaneswar to commemorate the 75 years of India’s Independence. A cultural programme showcasing the rich art and culture of Odisha and the role of its freedom fighters in India’s freedom struggle was also presented during the event.

Shri Das commended the efforts of ROB Bhubaneswar and congratulated the team for putting up such a noble initiative. “The exhibition was indeed very unique in its nature. It gives us the insight of the stories of our freedom struggle. I am proud to know about our unsung freedom fighters from the exhibition,” he said.

The event today was also attended by Mrs. Dharithri Panda, Additional Controller General of Accounts, Shri Amitabh Tripathi, Joint Controller General of Accounts, Mrs. Sanchita Shukla, Joint Controller General of Accounts, Shri Manish Raut, Assistant Controller General of Accounts, Shri Navneet Kumar, Assistant Controller General of Accounts among others.

6-Aug-2018: Bidder Information Management System and Bhoomi Rashi - PFMS Linkage Portals

The Minister for Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari launched Bidder Information Management System (BIMS) and Bhoomi Rashi and PFMS linkage - two IT initiatives of the Road Transport & Highways Ministry that are aimed at expediting pre construction processes relating to bidding and land acquisition respectively. The Minister also announced institution of Annual Awards for Excellence in National Highways Projects from this year onwards.

BIMS is aimed at streamlining the process of pre-qualification of bidders for EPC Mode of contracts for National Highway works with enhanced transparency and objectivity. The portal will work as a data base of information about bidders, covering basic details, civil works experience, cash accruals and network, annual turnover etc. The pre-qualification of bidders can be assessed from data already stored in the portal, so that technical evaluation can be carried out much faster. BIMS will be used by all the project implementation agencies of the Ministry for maintenance of technical information of civil works of contractors/ concessionaires, and for online technical evaluation of civil works bids. The bidders would be responsible for ensuring that their latest details are available on the BIMS portal. These details will be used by bidders to apply for any RFP for civil works on EPC mode that has been floated by the Ministry and its implementation agencies on the Central Public Procurement Portal (CPPP). The BIMS portal will be operated in conjunction with the CPPP portal for invitation of bids for civil works for EPC mode. It is estimated that BIMS portal will significantly reduce the procurement time for projects through an objective and transparent online evaluation system thereby leading to accelerated project implementation.

Bhoomi Rashi, the portal developed by MoRTH and NIC, comprises the entire revenue data of the country, right down to 6.4 lakh villages. The entire process flow, from submission of draft notification by the State Government to its approval by the. Minister of State for RT&H and publication in e-Gazette, is online. The portal, created for expediting the process of publication of notifications for LA, is now being fully utilized for issuing the notifications, and more than 900 notifications have been issued using the portal so far. Bhoomi Rashi portal has been instrumental in reducing the time taken for approval and publication of notifications pertaining to land acquisition

Integration of Public Financial Management System (PFMS) with Bhoomi Rashi is one of the key functionalities to facilitate payment related to compensation for land acquisition to all the beneficiaries directly through the Bhoomi Rashi system. PFMS is a web-based online software application developed and implemented by the Office of Controller General of Accounts (CGA). to facilitate sound public financial management system for Government of India (GoI) It provides various stakeholders with a real time, reliable and meaningful management information system and an effective decision support system, as part of the Digital India initiative of GoI.

With integration of Bhoomi Rashi with PFMS, payment of Compensation by the Ministry to the beneficiaries will be just-in-time, and without any parking of funds. The testing of this integration was done through a pilot project in Jaipur RO of MoRTH for and the system is being now rolled out to all other regional offices of MoRTH and NHIDCL.

Speaking at an event in New Delhi today Shri Gadkari expressed confidence that  the above initiatives of the Ministry will help expedite the work of award and construction of highways projects significantly. He said that thanks to the Bhumi Rashi portal 900 notifications for land acquisition have been issued so far in the current year, as against the 1000 issued during the whole of last year. He said that the focus of his Ministry is to reduce construction costs while enhancing quality, and for this many initiatives have been taken towards transformation and optimization of  pre-construction, construction and maintenance processes .

Shri Gadkari also announced the institution of Annual Awards for Excellence in National Highways Projects from this year onwards, for recognizing concessionaires and contractors who are performing exceptionally. The Annual Road Awards to be presented every year starting 2018, are designed across five categories as follows:

  1. Excellence in Construction Management acknowledges efficient use of resources along with finest quality standards and smooth execution of all milestones of the project.
  2. Excellence in Operation & Maintenance recognises projects with swift and smooth execution of maintenance works, inspections and unparalleled quality in riding experience.
  3. Best Toll Plaza focuses on automation and efficient management of traffic and services at the plaza.
  4. Safe Highway acknowledges commendable work done to reduce road casualties and establish preventive safety measures and emergency response services.
  5. Innovation in Design or Construction Technology focuses on significant achievements in devising or adapting a new construction technology or structural and geometric design.

The best performers would be selected based on multiple rounds of rigorous assessment. Detailed, category-specific and quantifiable evaluation frameworks have been developed for this assessment by Quality Council of India engaged by the Ministry to design the complete process. The companies would nominate themselves through an online portal by uploading the project information and documents specific to the award category. In the first round, the validity and propriety of the submitted data would be verified and evaluated followed by the second round, which involves an on-site inspection of the shortlisted applicants. The finalists would present to an expert jury panel consisting of industry experts and academicians in the final round. The winners would be announced on the Good Governance Day on 25th December, 2018.

27-Oct-2017: Union Finance Minister launches the mandatory use of Public Finance Management System (PFMS) for all Central Sector Schemes

The Union Minister for Finance and Corporate Affairs, Shri Arun Jaitley said that the mandatory use of Public Finance Management System (PFMS) for all the Central Sector Schemes of the Government of India would help in tracking and monitoring the flow of funds to the implementing agencies. Shri Jaitley further said that due to the monitoring of funds through PFMS, one can know the actual status of utilization of funds by the multiple implementing agencies of the Central and the State Governments. He said that the ultimate purpose of implementing any Scheme is to ensure that the benefits much reach to the last mile. The Finance Minister specifically mentioned about the implementation of various Schemes through Direct Benefit Transfer (DBT) mechanism in this regard. The Union Finance Minister Shri Arun Jaitley was addressing the senior Officers of the Finance and other Ministries after launching the mandatory use of the Public Finance Management System (PFMS) for all Central Sector Schemes in the national capital today. These Central Sector Schemes with a budgetary outlay of Rs.6, 66,644 crore covers over 31 percent of the total Central Government expenditure during the current financial year 2017-18.

The Union Finance Minister Shri Arun Jaitley further said that PFMS, with the capability of providing real time information on resource availability, flows and actual utilization has tremendous potential to improve programme/financial management, reduce the float in the financial systems by enabling ‘just in time’ releases and also the Government borrowings with direct impact on interest costs to the Government. The Finance Minister said that with the use of PFMS, there will not be much paper work and it would go a long way in monitoring and tracking of any unnecessary parking of funds by the implementing agencies and thereby minimizing the cases of delay and pending payments to a large extent. The Finance Minister hoped that soon PFMS will progress towards a Government wide Integrated Financial Management System (GIFMIS) - as a comprehensive Payment, Receipt and Accounting System.

PFMS would not only help in complete tracking of funds but would also ensure just in time transfer of funds. He informed that 13 Central Sector Schemes are now under PFMS. PFMS picked- up great momentum in last two years and all the States are now on board with the Central Government as far as acceptance of PFMS is concerned. Implementation of Schemes through PFMS has brought transparency in system and helped in easy transfer and tracking of funds. More than 300 Central and State Government Schemes are now riding on PFMS and payment of more than Rs. 2.91 lakh crore relating to various Schemes under DBT has been made through PFMS since 2013. He said that PFMS has enabled the Government in taking forward the ground breaking initiative of Direct Benefit Transfers (DBT) with collateral benefits of plugging leakages and eliminating ghost beneficiaries.

The Finance Secretary Shri Ashok Lavasa mentioned that PFMS is poised to develop as one of the biggest Financial Management Systems of the world, which is critical for bringing about a transformational accountability and transparency in the Government Financial Management Systems and promoting overall Good Governance. He said that as on date, payments to 34.19 crore beneficiaries have been made through PFMS and there are 21.72 lakh Programme Implementing Agencies registered on PFMS. This has been achieved on the strength of PFMS having an interface with 170 Banks including the Reserve Bank of India (RBI). For the first time, Annual Accounts of the Central Government for the Financial Year 2016-17 have been signed before 31st October, 2017. There is an integration of all State Government Treasuries except that of the State of West Bengal, which is also under process.

Considering the massive preparatory work required for achieving full PFMS implementation including software/hardware up-gradation, fulfilling training needs at every level of the Government and enabling smooth on-boarding by the State and UT Governments, the Central Government decided in favour of a phased and calibrated roll-out for smooth implementation. In that direction, the Central Sector Schemes of the Government of India, numbering 613 across all civil Ministries/Departments were decided to be covered on priority with simultaneous thrust kept on the other important category of Centrally Sponsored Schemes. The targets for complete PFMS on-boarding of 613 Central Sector Schemes were also prioritized with 14 high spending Ministries taken on priority with the initial target date of completion by 31st August, 2017. The preparatory work in other Ministries/Departments have also been completed.

The PFMS Scheme has been rolled-out by the Controller General of Accounts (CGA) at the behest of Finance Ministry, Department of Expenditure as a cherished Public Finance Management (PFM) reform in the country. The Scheme aims at promoting transparency and bringing about tangible improvements in the overall Central Government Financial Management as well as implementation of various Central Government Schemes across the country. The ambit of PFMS coverage includes Central Sector and Centrally Sponsored Schemes as well as other expenditures including the Finance Commission Grants.

Considering the diversity and multiplicity of channels through which money is spent/transferred (including through Direct Benefit Transfer), the PFMS is designed to serve the pertinent need of establishing a common electronic platform for complete tracking of fund flows from the Central Government to large number of programme implementing agencies, both under Central Government and the State Governments till it reaches the final intended beneficiaries. PFMS thereby enables real time monitoring of disbursements and utilization of funds which in turn provides a sound Decision Support System across Ministries and Departments of Government of India as well as all the State and UT Governments.

Funds under the Centrally Sponsored Schemes flow almost entirely to the State Government treasuries and a substantial part of the funds under the Central Sector Schemes are also spent in the States through various Central Government agencies. The improvements brought-out in the Management of Public Funds through PFMS, it was stated, will have a cascading beneficial impact on the management of State Government Public Finances as well as efficient delivery of Public Services by the States. PFMS, therefore, reflects the true spirit of Co-Operative Federalism with the Centre and the State Governments combining their efforts to improve Public Finance Management for ultimate public good.

The mandatory PFMS on-boarding for the remaining Schemes and Programmes including the Centrally Sponsored Schemes is also targeted to be achieved in a phased manner.

1-Aug-2017: IT systems of 7 north eastern states integrated with Public Financial Management System

To provide the Centre and State governments with a real time, reliable and meaningful management information system, the IT systems of all North Eastern States’ treasuries (Arunachal Pradesh, Manipur, Mizoram, Assam, Meghalaya, Sikkim, and Tripura) except Nagaland, have been integrated with PFMS.

PFMS is a Centralized Transaction System & Platform, providing end to end Financial management services to all stakeholders. Also known as Central Plan Scheme Monitoring System (CPSMS), it tracks fund disbursement and ensures that state treasuries are integrated with the Centre to ensure money is sent as and when required.

PFMS, administered by the department of expenditure, is an end-to-end solution for processing payments, tracking, monitoring, accounting, reconciliation and reporting. It is a web based application.

The PFMS platform compiles, collates and makes available in real-time, information regarding all government schemes, and, significantly, provides the government real-time information on resource availability and utilisation across schemes.

In addition, the platform will allow government expenditure to adopt a Just-in- Time (JIT) approach, with payments made only when they are needed.

The government has set a target to integrate PFMS with all state treasuries in current fiscal and implement Direct Benefit Transfer (DBT) for welfare and scholarship schemes.
