28-Aug-2020: Bureau of Police Research and Development (BPR&D) celebrating its Golden Jubilee Anniversary today

The Bureau of Police Research and Development (BPR&D) is celebrating its Golden Jubilee Anniversary today. A function was organised in virtual mode to mark the occasion. Union Minister of State for Home Affairs Shri G Kishan Reddy graced the function at New Delhi as the Chief Guest.

Prime Minister Shri Narendra Modi has greeted BPR&D on its Golden Jubilee. In his message Prime Minister said “Over the last 50 years, BPR&D has been unwavering in its commitment in the service of the nation. Our emphasis is on a modern, effective and sensitive security architecture that inspires a sense of safety among all sections of the society. Prime Minister Modi added that “The requirement to keep pace with the fast advancement of technology has never been more before to ensure an efficient instrument for maintenance of serenity and security”.

Prime Minister also said “The focus needs to be on innovation and research to optimally utilise technology and human resources. It is vital to continue updating areas of skilling, research and training to further the outreach and capabilities of the police force with citizen-centric and citizen-friendly approach”.

Union Home Minister Shri Amit Shah has also congratulated BPR&D on its Golden Jubilee Anniversary. In his message Shri Amit Shah said “Greetings to Bureau of Police Research and Development on its Golden Jubilee Anniversary. BPR&D has played a vital role in strengthening India's internal security through research & development. I salute BPR&D's continuous quest for a robust & modern police system in the country”.

In his address Union Minister of State for Home Affairs Shri G Kishan Reddy said that new thinking and emerging technologies and making police forces capable for the security of the nation is an important aspect of a new and Aatmanirbhar Bharat. He said to keep pace with the changing time there is a need to speed up law and order infrastructure in the country and this cannot be achieved without research and development. Shri Reddy inaugurated newly constructed state-of-the-art campus of Central Detective Training Institute (CDTI) Jaipur and launched website of Student Police Cadets. A Postal Stamp, Souvenir, Compendium on Covid-19, which captures good practices adopted by the different Police Forces in the fight against Corona pandemic and Repository of Research was also released on Golden Jubilee of BPR&D.

Home Secretary Shri Ajay Kumar Bhalla said that BPR&D has made valuable contribution over last five decades for making Indian Police more proficient in handling crimes and law and order. He said Ministry of Home Affairs has approved a paid internship programme to encourage young students to take up studies in police related subjects while being associated with BPR&D. Home Secretary also said that MHA is committed to guide and support BPR&D in all its endeavours.

Director General BPR&D Shri V.S.K. Kaumudi, Secretary (Posts) Pradipta Kumar Bisoi and senior officers form Ministry of Home Affairs and BPR&D were also present in the function. Several senior serving and retired Officers of CAPFs, State Police Forces, Academia, Member of National Police Mission (NPM), Civil Service Organizations, BPR&D officials and their families also joined the function through web link.

The Bureau of Police Research and Development was raised on 28th August, 1970, through a resolution of Ministry of Home Affairs, Government of India, with a mandate to promote excellence in policing, promote speedy and systematic study of police problems, apply science and technology in the method and techniques by the Police.

The Bureau of Police Research and Development is celebrating its Golden Jubilee Anniversary tomorrow, i.e., 28th August, 2020. Sh. G Kishan Reddy, MoS Home, has consented to be the Chief Guest and Sh. Ajay Kumar Bhalla, Home Secretary, MHA, will be the Guest of Honour.  Due to the Corona pandemic, the function will be conducted on virtual mode. The function will be viewed by the BPR&D Hqrs., its outlying units, States’ Police and CAPFs through the video link provided for this purpose.

The Bureau of Police Research and Development was raised on 28th August, 1970, through a resolution of Ministry of Home Affairs, Government of India, with a mandate to promote excellence in policing, promote speedy and systematic study of police problems, apply science and technology in the method and techniques by the Police. The Bureau was initially started with two Divisions, i.e., Research, Publication & Statistics Division and Development Division. In 1973, the Training Division was added, on the recommendation of the Gore Committee on Police training. In 1995, Correctional Division was started to study the issues of Prisons and Prison Reforms. In 2008, the National Police Mission was added and Development Division was restructured as Modernization Division.

Over the years, the BPR&D has transformed through several additions of responsibilities into the present role. Now, with the raising of a new unit, Central Academy for Police Training at Bhopal, specialized as Centre of Excellence for Police & Correctional Administration, BPR&D has 6 outlying units.

The contribution of the BPR&D to Indian Police has been aptly summed up by Union Home Minister Shri Amit Shah on its 49th Foundation Day, while ushering the Bureau into its 50th year of existence: "Good policing cannot be imagined without BPR&D".

The journey of BPR&D, over the last 5 decades, has been spectacular as it has played a vital role in shaping the Indian Police. It has prepared the Police Forces through its training interventions and capacity building programmes, through research and National Mission projects, through various modernization initiatives to keep the Police Forces in pace with latest change and challenges. In the last 5 years, BPR&D has focussed on capacity building of the police officials and has trained about 55,000 Officers and men.

3-Oct-2018: First Regional Conference on 'Women in Detention and Access to Justice' in Shimla (4-5 October, 2018)

The Bureau of Police Research and Development (BPR&D), Ministry of Home Affairs is organising the First ever Regional Conference at Shimla on 'Women in Detention and Access to Justice' in collaboration with the Prison Department, Himachal Pradesh on October 4-5, 2018. The Conference will be inaugurated by Shri Acharya Devvrat, the Governor of Himachal Pradesh.

The BPR&D organises the conferences on newly emerged issues. The Parliamentary Committee on Empowerment of Women on the subject “Women in Detention and Access to Justice” has made several recommendations. There is a need to deliberate upon some of the recommendations to devise strategies and programs for bettering conditions of Women Prisoners and upholding their Fundamental Rights.

The following themes have been identified for discussions and deliberations:

  • Reproductive Health Rights of Women Prisoners: National and International Legal Norms
  • Health Needs of Women Prisoners
  • Health, Skill, Rehabilitation and Reintegration of Women Inmates and their Children
  • Prison Reforms, Structural Managerial and Legal Issues with Focus on Women Inmates & Comparison to Global Norms
  • Neuro-Criminology Program for the Offender
  • Transforming Prisons

This conference is organised with a view to provide a platform for the prison personnel of all ranks at the national level to share their candid views on various operational as well as administrative issues not only with their counterparts, but also with other experts of national repute in this field and also to identify best practices and standards in the working of Correctional Administration to meet new challenges in the present day’s context to bring out prison reforms in objective terms. This event would also promote research and developmental activities on the functioning of the Correctional Administration across the country on the one hand and nudge to develop a scientific approach among the various Correctional Administration in a professional manner. This 2 days’ Conference will have 6 working sessions along with panel discussions on the 06 selected themes.

The Conference will be in the form of panel discussions with key note speakers who are experts in the domain areas. Conference will be attended by Prison Officials, representative from Universities/Institutions, NGOs, Health Professionals, Social Workers, Counsellors working in the field of Correctional Administration and Rehabilitation of Prisoners.

The Valedictory Address will be given by Shri Hans Raj, Deputy Speaker, 13th Legislative Assembly (Vidhan Sabha), Himachal Pradesh on Friday.

Expected Outcome of the Congress will be to help in ensuring better implementation of Prison Reform and Rehabilitation Program in order to improve the conditions of Women Inmates and their Access to Justice.
