11-May-2023: UIDAI scaling up capacity building of Aadhaar operators to further improve residents’ experience

Unique Identification Authority of India (UIDAI) has embarked on a nationwide capacity building drive to augment efficiency of thousands of Aadhaar operators across the country.

The exercise will strengthen the ecosystem further by making the operators aware of latest changes in policies/procedures in the Aadhaar ecosystem and cut down errors at operator level during enrolment, updates and authentication processes. Most importantly, it will further improve  experience of residents.

As part of the initiative, the UIDAI has already conducted nearly two dozen training sessions in several States and Union Territories including in North-Eastern States in the past few months. As operators work at the ground level, and are responsible for enrolment, update and authentications, it is imperative that they possess a sound understanding of processes, guidelines and policies.

The training sessions already conducted have equipped nearly 3,500 operators and master trainers with the latest knowledge, and mechanisms of enrolment, update and authentication processes. They can initiate the process of knowledge dissemination and spread the acquired information further as well.

Besides, over 100 more such full-day training sessions will be conducted by the UIDAI during the current year across all the States and Union Territories.

A robust knowledge of Aadhaar ecosystem and behavioral change by these partners will help in giving more empathetic and improved experience to residents at enrolment/update centres across the country.

Unique Identification Authority of India (UIDAI) has joined hands with Indian Institute of Technology, Bombay (IIT-Bombay) to develop a robust touchless biometric capture system for easier usage by people anytime, anywhere.

As part of the memorandum of understanding, UIDAI and IIT Bombay will carry out joint research to build a mobile capture system for fingerprints along with liveness model integrated with the capture system.

The touchless biometric capture system, once developed and operational, will allow fingerprint authentication from home alike face authentication. The new system is expected to capture multiple fingerprints at one go and aid authentication success rate further. The new system once in place will be an addition to the existing facilities available in the Aadhaar ecosystem.

Such a system will use an intelligent combination of signal/image processing and machine learning/deep learning with a common mobile phone available to most citizens with a good user experience. This will be a step forward in making Universal authenticator a reality.

The collaboration between UIDAI and IIT Bombay through its National Centre of Excellence in Technology for Internal Security (NCETIS) will lead to joint engagement in research and development (R&D) for development of a system for UIDAI. The NCETIS is a joint initiative by IIT Bombay and the Ministry of Electronics and Information Technology (MeitY), under its flagship Digital India Programme. The NCETIS is aimed at developing indigenous technology solutions for Internal Security forces in broad areas of Electronic System Design and Manufacturing.

The Unique Identification Authority of India (UIDAI) and Society for Electronic Transactions and Security (SETS), part of the Office of the Principal Scientific Adviser to the Government of India, on Thursday agreed to collaborate and do joint R&D leading to development of tools and products in deep tech domains.

As part of the memorandum of understanding (MoU), both the organisations will carry out joint research in deep tech and emerging tech areas like Cyber Security, IoT Security, Mobile Device Security, Financial Network Slice Security and Hardware Security, etc.

The move is part of the ‘Make in India’ initiative and aims to improve self-reliance on information and cyber security and to reduce dependence on tools developed outside the country.

Scientists and officers of both organisations will work on Artificial Intelligence and Blockchain Technology for Cyber Security, Quantum Security and Cryptography focused innovations such as Quantum Random Number Generator, Crypto API Libraries, Quantum Safe Cryptography, etc.

Accordingly, Officers of SETS and UIDAI will be engaged to propose and execute Joint Research Projects and develop tools/products for use not only in UIDAI ecosystem but also in other critical IT infrastructure.

As a tool of good governance and foundation of India’s expansive digital public infrastructure, technology has been an integral part of Digital India initiative. Technology  adoption and continuous upgradation is a key element of UIDAI’s functioning and is a prime  focus area of its Aadhaar 2.0 roadmap as well.

UIDAI has issued over 1.36 billion Aadhaar numbers to residents.  More than 70 million Aadhaar based authentication transactions are taking place every day. Close to 1,700 schemes of the central and state governments for welfare and good-governance that use Aadhaar.

The Unique Identification Authority of India (UIDAI) has decided to allow residents to update documents in their Aadhaar online free of cost, a people-centric move that will benefit millions of residents.

As part of Digital India initiative, the UIDAI took the decision and is urging residents to get the benefit of free document update facility on myAadhaar portal. The free service is available for the next three months, i.e., March 15 to June 14, 2023. It is important to note that this service is free only on myAadhaar portal and will continue to attract a fee of Rs 50 at physical Aadhaar centres, as in the case earlier.

The UIDAI has been encouraging residents to upload Proof of Identity and Proof of Address (PoI/PoA) documents to revalidate their demographic details, especially if Aadhaar was issued 10 years back and never got updated. This will help in improved ease of living, better service delivery and enhances authentication success rate.

If there is a need to change demographic details (Name, Date of Birth, Address, etc.), the residents can use regular online update service, or may visit nearest Aadhaar centre. In such cases normal charges will apply.

Residents may login on https://myaadhaar.uidai.gov.in/ using their Aadhaar number. One Time Password (OTP) will be sent to registered mobile number, one has to just click on ‘Document Update’ and the existing details of resident will be displayed. An Aadhaar holder needs to verify the details, if found correct, click on the next hyper-link. In the next screen, the resident has to choose Proof of Identity and Proof of Address document from the dropdown list and upload the copies of the same to update his/her documents. The list of updated and acceptable PoA and PoI documents is available on official website of UIDAI.

During the past decade, Aadhaar number has emerged as a universally accepted proof of identity for residents in India. Nearly 1,200 government schemes and programs, run by both the central and state governments, are using Aadhaar-based identification for delivery of services. Besides, several other services by service providers, including financial institutions like Banks, NBFCs, etc. are also using Aadhaar to authenticate and onboard customers seamlessly.

As per Aadhaar Enrolment and Update Regulations, 2016; Aadhaar number holders may, on completion of every 10 years from the date of enrolment for Aadhaar, update their supporting documents in Aadhaar, at least once, by submitting POI and POA documents, so as to ensure continued accuracy of their information.

UIDAI has successfully launched a new security mechanism for Aadhaar-based fingerprint authentication, using AI/ML to detect and prevent spoofing attempts. The two-factor authentication process combines finger minutia and finger image to ensure the genuineness (liveness) of the fingerprint captured, providing an additional layer of security for various sectors including banking, telecom, and government.

UIDAI has been actively engaging with its partners and user agencies to migrate to the new system, which is now fully functional. This upgrade has replaced the single-factor authentication and is expected to strengthen the Aadhaar enabled payment system, benefitting bottom-of-the-pyramid beneficiaries.

The adoption of Aadhaar-based authentication transactions has been on the rise, with over 88.29 billion cumulative transactions by December 2022, a majority of which are fingerprint-based.

The Unique Identification Authority of India (UIDAI) has issued a set of guidelines to Offline Verification Seeking Entities (OVSEs) highlighting several usage hygiene issues, better safety mechanisms at users level, and ways to further enhance residents’ trust while using Aadhaar voluntarily for lawful purposes.

Entities have been informed to perform verification of Aadhaar after explicit consent of the Aadhaar number holder. These entities need to be courteous to residents and assure them about the security and confidentiality of their Aadhaar while conducting offline verification.

Entities must maintain the log/record of the explicit consent received from residents for any future audit by UIDAI or any other legal agency thereof.

UIDAI has also asked OVSEs to verify Aadhaar via the QR Code present on all four forms of Aadhaar (Aadhaar letter, e-Aadhaar, m-Aadhaar and Aadhaar PVC card) instead of accepting Aadhaar in physical or electronic form, as a proof of identity.

Offline verification is the use of Aadhaar for carrying out identity verification and KYC processes locally, without connecting to the Central Identities Data Repository of UIDAI. The organizations conducting offline verification of an Aadhaar number holder for a lawful purpose are called OVSEs.

Entities have been urged to ensure that no services are denied to any resident for refusing to or being unable to undergo offline verification of Aadhaar, provided the resident is able to identify himself/ herself through other viable alternatives. It has been underlined that OVSEs need to provide residents viable alternative means of identification in addition to Aadhaar, for rendering service.

Verification entities, generally should not collect, use or store Aadhaar number of the resident after having conducted offline verification of Aadhaar, UIDAI has informed OVSEs. Post verification, if the OVSE finds it necessary for any reason, to store a copy of Aadhaar, the OVSE must ensure that Aadhaar number is redacted/masked and irretrievable.

Any Aadhaar can be verified using the QR code available on all forms of Aadhaar (Aadhaar letter, e-Aadhaar, Aadhaar PVC card, and m-Aadhaar) using mAadhaar App, or Aadhaar QR code Scanner. Tampering of Aadhaar documents can be detected by offline verification, and tampering is a punishable offence and liable for penalties under Section 35 of the Aadhaar Act.

In case, they notice any misuse of information, verification entities need to inform UIDAI and the resident concern within 72 hours. UIDAI has cautioned OVSEs not to perform offline verification on behalf of any other entity or person and ensure full cooperation to the Authority or law enforcement agencies in case of any investigation involving misuse of Aadhaar.

3-Jan-2023: UIDAI enables ‘Head of Family’ based online address update in Aadhaar

The Unique Identification Authority of India (UIDAI) has put in place a resident friendly facility to help them update address in Aadhaar online with the consent of the Head of Family (HoF).

The HoF based online address update in Aadhaar will be of great help to the relative(s) of a resident–like children, spouse, parents etc., who don’t have supporting documents in their own name to update address in their Aadhaar.

It can be done by submitting Proof of Relationship document like Ration Card, Marksheet, Marriage Certificate, Passport etc. mentioning the name of both the applicant and HOF and the relationship between them and OTP based authentication by the HOF. In case even Proof of Relationship document is not available, UIDAI provides the resident to submit a self-declaration by the HOF in the UIDAI prescribed format.

With people moving cities and towns due to various reasons within the country, such a facility will be beneficial for millions of people. This choice would be in addition to the existing address update facility using any valid Proof of Address document prescribed by UIDAI.  Any resident above the age of 18 can be an HOF for this purpose and can share his/her address with his/her relatives through this process.

In the ‘My Aadhaar’ portal ( https://myaadhaar.uidai.gov.in ), a resident can choose this option while seeking to update address online. Following which, the resident will be allowed to enter the Aadhaar number of the HOF, which will only be validated. No other information of the HOF’s Aadhaar will be displayed on the screen to maintain adequate privacy of HOF.

Post successful validation of Aadhaar number of HOF, the resident will be required to upload the Proof of Relationship document.

Resident has to pay the fee Rs. 50/- for the service. On successful payment, a service request number (SRN) would be shared with the resident, and an SMS would be sent to the HOF about the address request. The HOF to approve the request and give his/her consent by logging into the My Aadhaar portal within 30 days from the date of receiving the notification and the request will be processed.

If the HOF rejects to share her/his address, or does not accept or decline within the stipulated 30 days of SRN creation, the request would be closed. The resident, seeking address update through this option, will be informed about the closure of the request via an SMS. In case the request is closed or rejected due to non-acceptance of the HOF or rejected during process, the amount shall not be refunded to the applicant.

30-Dec-2022: Use Aadhaar confidently, but observe same usage hygiene like Bank account, and Passport: UIDAI

Use Aadhaar confidently as per your choice to avail benefits and services, but observe same level of usage hygiene like any other identity documents including Bank account, PAN or Passport.

Aadhaar is residents’ digital ID, and it works as a single source of online and offline identity verification for residents across the country. Residents can use their Aadhaar number to verify and validate their identity credentials either electronically or through offline verification.

While sharing Aadhaar with any trusted entity, the same level of caution may be exercised which one does at the time of sharing Mobile number, Bank account number or any other identity document like Passport, Voter Id, PAN, Ration Card etc.

Wherever a resident does not wish to share his or her Aadhaar number, UIDAI provides facility for generating Virtual Identifier (VID). One can easily generate VID by visiting the official website or via myaadhaar portal, and use it for authentication in place of the Aadhaar number. This VID can be changed after the end of the calendar day.

UIDAI also provides the facility of Aadhaar locking as well as biometric locking. If a resident is not likely to use Aadhaar for a period of time, he or she may lock Aadhaar or biometrics for such a time period. The same can be unlocked conveniently and instantly, as and when required.

The UIDAI provides technologically advanced ecosystem to ensure safe, smooth and speedy authentication experience to the Aadhaar number holder. The various provisions of the Aadhaar Act and its Regulations mandate that the entities taking Aadhaar number from the residents use and store it in a secure and legally permissible manner.

Entities seeking Aadhaar are obligated to obtain consent which should specify the purpose for which it is being taken. UIDAI urges residents to please insist for it.

A resident can check Aadhaar authentication history for last six months on UIDAI website or m-Aadhaar app. Also, UIDAI intimates about every authentication over email. Therefore, linking email Id with Aadhaar will ensure that a resident gets intimation every time his or her Aadhaar number is authenticated.

Several services can be availed with OTP-based Aadhaar authentication, and keeping mobile number updated with Aadhaar is a beneficial move.

UIDAI also urges residents not to leave Aadhaar letter / PVC Card, or its copy thereof, unattended. Residents are advised not to share Aadhaar openly in public domain particularly on social media and other public platforms. Aadhaar holders should not disclose Aadhaar OTP to any unauthorized entity and refrain from sharing m-Aadhaar PIN with anyone.

24-Dec-2022: UIDAI urges residents to keep their documents updated in Aadhaar issued 10 years back

Residents who had got their Aadhaar issued 10 years back, and have never updated after that in these years, such Aadhaar number holders are encouraged to get their documents updated.

Residents can update their Aadhaar by uploading supportive documents (proof of identity and proof of address) either online through myAadhaar portal or offline by visiting the nearest Aadhaar centre.

During the past decade, Aadhaar number has emerged as a universally accepted proof of identity of residents in India. More than 1100 government schemes and programs including 319 run by the central government use Aadhaar based identification for delivery of services.

Also many financial institutions like banks, NBFCs, etc. use Aadhaar to authenticate and onboard customers seamlessly.

It is in the interest of the residents to keep their Aadhaars updated with current proof of identity and proof of address.

Keeping the documents in Aadhaar updated helps in ease of living, better service delivery, and enables accurate authentication. UIDAI has always encouraged residents to keep their documents updated, and the Aadhaar (Enrolment and Update) (Tenth Amendment) Regulations 2022 notified on November 09, 2022 was another step in that direction.

13-Dec-2022: UIDAI tops Grievance Redressal Index in Nov, fourth month in a row

Unique Identification Authority of India (UIDAI) has once again awarded first rank amongst all Group A Ministries, Departments and Autonomous Bodies for resolution of public grievances in the rankings report published by Department of Administrative Reforms and Public Grievances (DARPG) for November 2022. This is the fourth month in a row when UIDAI has topped the said rankings.

UIDAI’s new Open-Source CRM (customer relationship management) system is enhancing user experience and improving service delivery to the residents. This system has the capability to support multiple channels like phone call, e-mail, chatbot, web portal, social media, letter, and walk-in through which the grievances can be registered, tracked and resolved effectively.

Through this new CRM system, UIDAI has moved towards centralized grievance handling mechanism. The UIDAI head quarter and its regional offices (ROs) are using common platform for CRM case creation and resolution through various channels.

UIDAI’s newly launched Artificial Intelligence and Machine Learning (AI-ML) based Chatbot, ‘Aadhaar Mitra’ is also becoming popular among residents and has even featured in a popular TV quiz show hosted by a famous film star. Around 30,000 conversations on “Aadhaar Mitra” are happening on daily basis and it is expected to cross 50,000 figures, soon.

The new Chatbot comes with enhanced features like - check Aadhaar enrollment/update status, tracking of Aadhaar PVC card status, information on enrollment centre location etc. Residents can even register their grievances and track them using Aadhaar Mitra. "Aadhaar Mitra" is available in both English and Hindi languages.

UIDAI is constantly working to facilitate “ease of living” for residents and is further committed to strengthen its Grievance Redressal Mechanism towards an even more efficient service delivery.

24-Nov-2022: Verify Aadhaar before accepting it as a proof of identity: UIDAI

Before accepting an Aadhaar either in physical or electronic form for establishing identity of an individual, entities should verify the Aadhaar.

The Unique Identification Authority of India (UIDAI) maintains that verification of Aadhaar number following the consent of the Aadhaar holder is the right step to establish genuineness of any form of Aadhaar (Aadhaar letter, e-Aadhaar, Aadhaar PVC card, and m-Aadhaar) presented by an individual.

It prohibits unscrupulous elements, and anti-social elements from indulging in any possible misuse. It also promotes usage hygiene, and reasserts UIDAI’s stand that any 12-digit number is not an Aadhaar. Tampering of Aadhaar documents can be detected by offline verification, and tampering is a punishable offence and liable for penalties under Section 35 of the Aadhaar Act.

UIDAI has requested the state governments by emphasizing the need for verification before usage, and has urged the states to give necessary direction so that whenever Aadhaar is submitted as a proof of identity – authentication/verification of the resident is performed by the concerned entity using Aadhaar as an identity document.

UIDAI has also issued circulars addressing requesting entities, authorized to do authentication/verification, and other entities emphasizing the necessity of verification, and specifying the protocol to be followed.

Any Aadhaar can be verified using the QR code available on all forms of Aadhaar (Aadhaar letter, e-Aadhaar, Aadhaar PVC card, and m-Aadhaar) using mAadhaar App, or Aadhaar QR code Scanner. The QR code scanner is freely available for both Android and iOS based mobile phones, as well as window-based applications.

Residents may voluntarily use the Aadhaar number to establish their identity by presenting their Aadhaar either paper or electronic form. UIDAI has already issued dos and don’ts for residents, and residents can use their Aadhaar confidently.

2-Sep-2022: UIDAI tops in Grievance Redressal Index during August 2022

Unique Identification Authority of India (UIDAI) has topped amongst all Ministries/Departments for resolving Public Grievances in the ranking report published by Department of Administrative Reforms and Public Grievances (DARPG) for the month of August 2022.

UIDAI has been a top performer in resolution of cases received through Centralized Public Grievance Redress and Monitoring System (CPGRAMS).

UIDAI is further committed to serve residents of India, and has been a catalyst for both ease of living and ease of doing business.

UIDAI has a robust grievance redressal mechanism in place comprising of UIDAI HQ Divisions, Regional Offices, Technology Centre and engaged Contact Centre partners, which is enabling UIDAI to resolve around 92% of CRM Grievances within 7 days.

The organization is dedicated to further strengthen its Grievance Redressal Mechanism and is going to launch State-of-the-art Open Source CRM solution soon. The new Customer Relationship Management (CRM) solution has been designed with advanced features that shall enhance UIDAI service delivery to residents.

The new CRM solution shall have the capability to support multi-channels like Phone Call, Email, Chatbot, Web Portal, Social Media, Letter and Walk-in through which the grievances can be lodged, tracked and resolved effectively. It is under advanced stage of implementation and is going to be rolled out soon.

Endeavour of the UIDAI is that the residents’ voice must be heard, and residents must be empowered adequately to further enhance trust of residents in the system.

15-Aug-2022: UIDAI enrolls over 79 lakh children under Bal Aadhaar initiative in last four months

The Unique Identification Authority has enrolled more than 79 lakh children in the 0 - 5 age group during the first four months (April – July) of the current financial year.

This is part of a renewed effort to reach out to more children in the 0-5 age group under the Bal Aadhaar initiative and help parents and children avail multiple benefits. While 2.64 crore children in the 0-5 age group had Bal Aadhaar by the end of 31 March 2022, this number has increased to 3.43 crore by the end of July 2022.

Bal Aadhaar registration is progressing very well, with increased speed across the country. Enrolments of children in the 0-5 age group in states like Himachal Pradesh and Haryana have already covered more than 70% of the targeted age group. Registration of children (0-5 age group) has also done exceedingly well in several other states and UTs including Jammu and Kashmir, Mizoram, Delhi, Andhra Pradesh and Lakshadweep.

Over all, Aadhaar saturation at present is around 94%. Aadhaar saturation among adults is almost 100%. Aadhaar is now a catalyst of both, ease of living and ease of doing business.

UIDAI and its regional offices have been constantly encouraging residents to come forward and register their children under Bal Aadhaar initiative. Bal Aadhaar works as a facilitator in availing several welfare benefits, and also works as a digital photo identity for children right from birth.

Children in the age group of 0-5 years are issued Bal Aadhaar. Collection of biometric (finger prints and iris)  is a key feature in issuing Aadhaar as the same is required to establish uniqueness based on de-duplication of these biometrics. However, for Aadhaar enrolment of children in the age group of 0-5 years, these biometrics are not collected.

Aadhaar enrolment of children in the age group of 0-5 years are carried out based on facial image of the child, and biometric authentication of the parent/guardian (having a valid Aadhaar). A proof of relationship document (preferably birth certificate) is collected at the time of enrolment for Bal Aadhaar.

To differentiate the Bal Aadhaar from normal Aadhaar, it is issued in blue colour, with a remark that this is valid till the child attains the age of 5 years. On attaining the age of 5, the child is required to furnish his or her biometrics at an Aadhaar Seva Kendra to complete a process called mandatory biometric update (MBU).

The MBU process goes through a de-duplication process. After completion of this process, the child is issued a normal Aadhaar without any change in the Aadhaar number.

The Unique Identification Authority of India (UIDAI) organized a Workshop on ‘Recent Initiatives for Simplifying Aadhaar usage’ on 1st June 2022 at Vigyan Bhawan, Maulana Azad Road, New Delhi. The event focused on sharing key developments and best practices in Aadhaar Usage adopted by various departments of the State/UT Governments. The event witnessed attendance of eminent personalities viz. Sh. Amitabh Kant, CEO NITI Aayog, Shri Alkesh Kumar Sharma, Secretary MeitY, Shri TV Somanathan, Finance Secretary, Dr Akhilesh Gupta, Senior Adviser, DST and Dr. Saurabh Garg, CEO, UIDAI  along with other dignitaries from State/UT and Centre Governments.

Aadhaar has forever changed the digital landscape of the country by building the Aadhaar based authentication and verification infrastructure. There are many Aadhaar innovations steered by State/UT government schemes using Aadhaar Platform which have shown the potential of being a game changer in achieving financial and social inclusion at grass root level.

In current times, Digital identity based systems play a pivotal role in the social and economic growth of any society. Aadhaar has proven to be one of India's most important innovations. Aadhaar has given identity to a vast number of people who previously had none. It has bridged the digital divide by enabling e-KYC services, providing banking at the doorstep and through mobile phones, and facilitating cash transfer directly into the bank accounts of the needy and deserving recipients of the government's numerous welfare initiatives.

On this occasion Sh. Amitabh Kant, CEO, NITI Aayog said that Aadhaar has played a critical role in bridging the digital divide empowering beneficiaries, bringing transparency and saving a vast sum of public money with the support of State/UT governments. Aadhaar is not only the bedrock of various government schemes and service deliveries to more than 350 central and 500 State/UT schemes but has also made monumental exemplary impact on the digitization of public infrastructure which has enabled more inclusive development.   He also added that UPI along with this massive digital infrastructure creates a "unique opportunity" for this futuristic technology to be leveraged to enhance transparency and improve governance.

Speaking on the occasion, Shri TV Somanathan, Finance Secretary said that India has a rich legacy in science, technology, and innovation. We believe that India’s path forward will be driven by achieving world-class scientific solutions. The role of Aadhaar in the PDS schemes is one of the legendary examples. He also applauded that we, as Indians, must be proud of the fact that Aadhaar was created by us, not copied from the western world; and proof of being one of the most successful biometric programmes in the world.

Shri Alkesh Kumar Sharma, Secretary MeitY lauded the efforts of UIDAI and presented the roadmap ahead. He said that today as a country, we are standing at the cusp of another transformation. More than 133 Crore Aadhaars have been issued as on April 2022 with 99.9% plus of the adult population in the country enrolled by Aadhaar. From farmers to students, almost every resident of India is benefiting from Aadhaar receiving both government and non- government related services. Let us join hands together to play a stellar role in achieving the goal of making India a 1 trillion digital economy in the next five years.

Dr. Saurabh Garg, CEO, UIDAI, spoke about Aadhaar's success over the last decade and the numerous opportunities made possible by using Aadhaar as a fundamental identity in sectors such as DBT, Education, scholarships, fintech, healthcare, etc. He also discussed the various untapped sectors and gaps that can be exploited by using Digital Identity to reach the last mile of users and achieve universal inclusion, both social and financial,

He further shared that going forward the focus of UIDAI will be on following five major areas-

  1. Resident centricity and Ease of Access
  2. Enhancing Aadhaar usage
  3. Strengthening the credibility of Aadhaar
  4. upgradation of the Aadhaar technology stack
  5. International outreach of Aadhaar architecture

The event showcased the functioning of the Aadhaar Ecosystem and good practices followed by State/UT Government Ministries utilizing the Aadhaar Platform, for different schemes like, ePOCRA, ARPANA, KALIA, FDS, DBT Schemes, etc.

Speaking on the occasion, Dr Akhilesh Gupta, Senior Adviser DST highlighted the significant milestones achieved by digital India and stressed that technology today enables access to better services for education, health care, finance, agriculture fields. It also helps ensure transparency and accountability and Aadhaar plays an important role here. He reiterated that the advances in AI/ML technologies, especially deep learning for image analysis and pattern matching, have enabled success in different modes of biometric matching especially, accuracy and speed have increased drastically. These niche areas should be utilized by UIDAI in sync with State/UT Governments for more impactful coverage and improved access at mass scale.

Dr Saurabh Garg in closing address reiterated about UIDAI’s commitment to work closely with Researchers, academic institutions, industry and start-ups to improve Aadhar services offering by upgrading and adopting niche technology available in terms of hardware, software and application stack. He welcomed various suggestions and initiatives proposed by speakers and invitees on the future of Aadhaar based platform which shall be valuable for States in times to come.

The workshop concluded with a vote of appreciation to the Chair, speakers, and attendees, as well as a commitment to collaborate with State/UT government departments to provide multiple avenues of growth in State/UT based schemes with an overall aim to provide easy access and simplify residents' lives through the use of Aadhaar.

29-May-2022: Clarification on Aadhaar sharing issue by UIDAI

This is in pursuant of the Press Release dated 27 May 2022 by the Bengaluru Regional Office, UIDAI.

It is learnt that it was issued by them in the context of an attempt to misuse a photoshopped Aadhaar card. The release advised the people to not to share photocopy of their Aadhaar with any organization because it can be misused. Alternatively, a masked Aadhaar which displays only the last 4 digits of Aadhaar number, can be used.

However, in view of the possibility of the misinterpretation of the Press Release, the same stands withdrawn with immediate effect.

UIDAI issued Aadhaar card holders are only advised to exercise normal prudence in using and sharing their UIDAI Aadhaar numbers.

Aadhaar Identity Authentication ecosystem has provided adequate features for protecting and safeguarding the identity and privacy of the Aadhaar holder.

4-May-2022: Multiple Ways to establish Veracity of Aadhaar : UIDAI

The issue of how to verify the genuineness of an Aadhaar card is often faced by organizations, when they are presented to them as a proof of identities.

Unique Identification Authority of India (UIDAI) has stated that the veracity of ‘Aadhaar’ can be easily established both in an online and offline mode as mentioned below:

  • Online Mode- Age Band, Gender, State and last 3 digits of Mobile of an Aadhaar Holder can be verified by visiting https://myaadhaar.uidai.gov.in/verifyAadhaar  by feeding the Aadhaar number.
  • Offline Mode- Every Aadhaar card /Aadhaar letter/e Aadhaar  has a Secure QR code printed on it, which contains demographic details( Name, Gender, Date of birth and address) as well as photograph of the Aadhaar number holder. Even if the Aadhaar card is tampered with by photo shopping another person’s photograph, the Information in the QR code is secure and tamper-proof as it is digitally signed by UIDAI.  The QR code can be read by “Aadhaar QR scanner” App available on Play Store and App Store.

UIDAI recommends verifying ‘Aadhaar’ as an additional check for residents, for instance, at the time of hiring an employee, domestic worker, driver or renting out to a tenant. The general public can also verify another person’s Aadhaar as a part of the background check at any point of time.

The Unique Identification Authority of India (UIDAI) organized a Workshop on ‘Recent Initiatives for Simplifying Aadhaar usage’ on 22nd April 2022 here today. The event focused on sharing key developments on Aadhaar and good practices in Aadhaar Usage adopted by Central Ministries. The event was attended by Sh. Amitabh Kant, CEO, NITI Aayog, Shri Sudhanshu Pandey, Secretary, F&PD, Sh. K. Rajaraman, Secretary MeitY,  Ms. Anuradha Prasad, Secretary ISCS, MHA, Sh. Rajesh Aggarwal, Secretary, MSDE and Dr. Saurabh Garg, CEO, UIDAI along with other dignitaries from Centre Governments.

Digital Identity plays an important role in development of society, both socially and financially. Ministries/Departments should utilize ‘Aadhaar’ as a foundation to achieve the goal of “saturation” i.e. to reach 100% beneficiaries. Aadhaar has proved to be one of the biggest innovations of the country.  Quite interestingly, Aadhaar has given identity to a large number of people who did not have any identity whatsoever earlier. It has bridged the digital divide, enabled e-KYC services, provided banking at the doorstep and at mobiles and facilitated cash transfer directly into the bank accounts of the needy and deserving recipients of various welfare schemes of the Government. The scale and facilities extended by Aadhaar are unheard of in entire world. Benefits of Aadhaar can be classified not only in monetary savings directly to the state but also the indirect benefits accrued in terms of modifying and stimulating responsible behaviour and digital experience of Aadhaar based identity in different sectors and states.

Various schemes like One Nation One Card are actively utilizing Aadhaar for digital authentication. Some encouraging examples like increased customer satisfaction at Fair price shops in Karnataka came to fore during the workshop. It was also deliberated during the discussions that security and privacy of resident data holds utmost importance and UIDAI should always endeavour to continue necessary measures to preserve the confidentiality, integrity & availability of same. A digital identity eco-system must support resident-centricity and allow consent-based framework for growth, scalability and ease of access to residents.

In his address, Dr. Saurabh Garg, CEO, UIDAI elaborated on the progress made by Aadhaar in the past decade and about the multiple opportunities enabled by use of Aadhaar as a foundational identity in different sectors like Food Security, DBT, Scholarships, Fintech, Lending, Healthcare etc. He also spoke about the various untapped sectors and gaps which can reap the potential of Digital Identity to reach the last mile of users and achieve universal inclusion, both social as well as financial with the cooperation of various Ministries/Departments of Government of India in order to fulfill the vision of ‘Ease of living’ for the residents.

The event showcased the functioning of Aadhaar Ecosystem and good practices followed by central government ministries utilizing Aadhaar Platform, for instance, Faceless Transport Services (eTransport MMP), PDS, DBT Schemes, eSHRAM portal etc.

The workshop ended with a vote of thanks to the chair, speakers and attendees of the workshop with a pledge to work jointly along government departments for providing ease of access and simplifying the lives of residents utilizing power of Aadhaar.

8-Apr-2022: MOU Signed Between UIDAI and ISRO for Technical Collaboration

A Memorandum of Understanding (MoU) has been signed between the Unique Identification Authority Of India (UIDAI), Ministry of Electronics and Information Technology (MeitY), New Delhi and National Remote Sensing Centre (NRSC), ISRO, Hyderabad, for technical collaboration here today. The MoU was signed by Sri Shailendra Singh, IFS, Deputy Director General, UIDAI and Dr. Prakash Chauhan, Director, NRSC in the presence of CEO,UIDAI and other senior officers of UIDAI and NRSC.

NRSC will be developing Bhuvan-Aadhar portal providing information and locations of the Aadhaar centres across India. The portal also provides a facility to search the relevant Aadhaar centres by location based on residents requirements.

NRSC will also provide web based portal to collect and store data pertaining to existing and new enrolment centres to improve citizen centric services by carrying out regular statutory inspections. Collected data will be moderated for quality through approved authorities at regional level to ensure the precise information for residents about the centres along with online visualization facility.

Bhuvan will facilitate complete geographic information storage, retrieval, analysis and reporting for Aadhaar centres, with a high resolution backdrop of natural color satellite images. UIDAI and NRSC are closely working out the modalities of design, integration and roll out on priority.

The Unique Identification Authority of India (UIDAI) is a statutory authority established under the provisions of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (“Aadhaar Act 2016”) on 12 July 2016 by the Government of India, under the Ministry of Electronics and Information Technology (MeitY). UIDAI has so far issued Aadhaar number to more than 132 crore residents and facilitates over 60 crore residents who have updated their Aadhaar.

30-Mar-2022: Digital India Scheme and Aadhaar

UIDAI has created various facilities as mentioned below for updating the details in Aadhaar by the Residents:

  1. UIDAI provides Aadhaar enrolment/update facility to the residents through more than 55,000 Enrolment Centres working throughout India. UIDAI also runs 79 State of the art Aadhaar Seva Kendras which offers a comfortable environment to the residents and are wheel-chair friendly having special provisions to service the elderly or specially-abled.
  2. Residents who have linked their mobile with Aadhaar have option to update their demographic data (Name, Age, Gender and Date of Birth) through online portal i.e. myaadhaar.gov.in
  3. UIDAI on-boarded India Post Payment Banks (IPPB) as Registrar to facilitate residents, for linking their Mobile/Email with their Aadhaar. These services are offered through the Postmen and on an average more than 30,000 such postmen are working on daily basis.

Also, Aadhaar has an inclusive approach and its enrolment/update processes are accessible to Senior Citizens and persons with disabilities.

Further, the various measures taken by Government of India to ensure that the Digital India scheme is inclusive and accessible to people with disabilities are- publishing of Guidelines for Indian Government

Websites (GIGW) that includes the guidelines on websites accessibility, publishing of Information and Communications Technology (ICT) Accessibility Standard ‘IS17802’ Part-I is addressing the functional requirement of various disabilities. Also regular accessibility awareness programmes for capacity building are conducted.

26-Oct-2021: UIDAI to conduct ‘Aadhaar Hackathon-2021’ from 28th October to 31st October, 2021

To celebrate the “Azadi Ka Amrit Mahotsav” and to promote culture of innovation among Indian Youth, UIDAI is conducting ‘Aadhaar Hackathon 2021’ from 28th October, 2021 to 31st October, 2021.

Prime Minister Narendra Modi had said that “Innovation is not merely a word or an event. It's an ongoing process. You can innovate only when you understand a problem and try to find out its solution. We must go to the root of the problem and find out of the box solutions. In the era where knowledge is power, innovation is the driver of growth.” On these guiding lines, UIDAI has initiated ‘Aadhaar Hackathon-2021’ to enhance the experience of the residents and the way they interface with enrolment and authentication software platforms through technological innovations. The hackathon consists of multiple problem statements categorized under two broad themes i.e. Enrolment and Authentication. So far, UIDAI has received more than 2700+ registrations from the Engineering Students in last few days, which in itself explains the inclination of the young minds in solving real-life challenges being faced by the Residents. Participation includes Students from all categories of Engineering Institutes i.e. IITs, NITs and NIRF and many top ranked colleges from all corners of the country - from eastern states like Arunachal Pradesh to J&K in North.

In order to assist these young budding minds, Online interactive sessions on a daily basis are also being conducted by UIDAI Team to explain the problem statements with appropriate use cases. These sessions essentially cover problem statements, details of UIDAI APIs and products, which would be required to build custom solutions. These interactive sessions have been widely received and appreciated by many young innovators/participants.

Evaluation of the submission has been planned through a jury based approach comprising of senior members/officials from the IT Industry, Academia, Consulting and Government by UIDAI. These members would evaluate the submissions through a structured process to identify the best solution, which will be rewarded by UIDAI and the team would be offered a placement, subject to fulfillment of other terms and conditions.

2-Oct-2021: UIDAI plans to open 166 stand-alone Aadhaar Enrolment & Update Centres in 122 cities  across country

Unique Identification Authority of India(UIDAI) has opened 55 Aadhaar Seva Kendras (ASK) as part of its plan to open 166 stand-alone Aadhaar Enrolment & Update Centres in 122 cities across the country. These are in addition to about 52,000 Aadhaar enrolment centers run by Banks, Post Offices and State Governments.

These ASKs which are open on all days of the week, have so far catered to over 70 Lakh residents including Divyaang persons.

These centers have a capacity to handle up to 1,000 enrolments and update requests per day for Model-A ASKs, upto 500 enrolments and update requests per day for Model B ASKs and upto 250 enrolments and update requests per day for Model C ASKs. These ASKs are operational from 9:00 a.m. to 5:30 p.m.  They are closed only on public holidays. While Aadhaar Enrolment is free, a nominal charge of Rs. 50 is payable for Demographic Updates and Rs.100/- for Biometric Updates with or without Demographic updates.

The Aadhaar Seva Kendra has online appointment system and token management system which guides residents to relevant stages of the Enrolment/ Update process in a hassle-free manner.

As these centers are air-conditioned and designed with adequate seating capacity and also Divyang friendly.

10-Jan-2018: UIDAI introduces two-tier security to shield Aadhaar data

In the wake of a report of an alleged breach of the Aadhaar database, the Unique Identification Authority of India (UIDAI) has rolled out a new two-tier security process that will come into effect from June 1.

Aimed at eliminating the need to share and store Aadhaar numbers, the UIDAI has introduced the concept of a virtual ID, which an Aadhaar holder can use in lieu of his/her Aadhaar number at the time of authentication, besides sharing of ‘limited KYC’ with certain agencies.

While it is important to ensure that Aadhaar number holders can use their identity information to avail many products and services, the collection and storage of Aadhaar numbers by various agencies has heightened privacy concerns.

A Virtual ID (VID) will be a temporary 16-digit random number mapped with the Aadhaar number. There can only be one active and valid VID for an Aadhaar number at any given time and it will not be possible to derive the Aadhaar number from VID. The VID authentication will be similar to using Aadhaar numbers. However, since a VID is temporary, agencies will not be able to use it for de-duplication.

Only the Aadhaar holder will be able to generate a VID and no other entity, including authentication user agencies (AUAs), can do it on their behalf. While VID allows Aadhaar number holders to avoid sharing Aadhaar number, storage of Aadhaar number within various databases also needs to be further regulated.

To address the issue, the UIDAI has brought in the concept of limited KYC. It has categorised its AUAs into Global AUAs and Local AUAs wherein the latter will get access to only need-based or limited KYC details. AUAs, which by law are required to use Aadhaar number in their KYCs, will be categorised as Global AUAs and have access to Full e-KYC and the ability to store Aadhaar numbers within their system.

Once storage of Aadhaar number is restricted and since VID is temporary, agencies need a mechanism to uniquely identify their customers within their system. For this, a 72 character alphanumeric ‘UID Token’ will be generated for “system use”.

UID token allows an agency to ensure uniqueness of its beneficiaries, customers etc. without having to store Aadhaar number in their databases.
