24-Mar-2022: PNGRB has authorized approximately 33,768 km length of Natural Gas Pipeline Network across the country

The Minister of State for Petroleum and Natural Gas, Shri Rameswar Teli in a written reply to a question in the Lok Sabha today informed that the Government has set a target to raise the share of natural gas in energy mix to 15% in 2030 from about 6.7% now. Various steps taken by the Government in this direction include expansion of National Gas Grid Pipeline, expansion of City Gas Distribution (CGD) network, setting up of Liquefied Natural Gas (LNG) Terminals, allocation of domestic gas to Compressed Natural Gas (Transport) / Piped Natural Gas (Domestic) CNG(T)/PNG(D) in no cut category, allowing marketing and pricing freedom to gas produced from high pressure/high temperature areas, deep water & ultra-deep water and from coal seams, Sustainable Alternative Towards Affordable Transportation (SATAT) initiatives to promote Bio-CNG, etc.

As on 31.12.2021, PNGRB has authorized approximately 33,768 km length of Natural Gas Pipeline Network across the country. Out of this, 20,334 km length of natural gas pipelines including spur lines, are operational and a total of 15,194 km length of pipelines is under various stages of construction. The length of operational pipelines has increased from 16,368 kms on 31.03.2019 to 20,334 kms on 31.12.2021.

With the aim to increase coverage of CGD Networks in the country, Petroleum & Natural Gas Regulatory Board (PNGRB) has authorized 268 GAs for development of CGD Network in the country. Further, Letters of Intent have been issued for 21 GAs. Also, PNGRB has launched 11A CGD bidding round for development of CGD Networks in 6 GAs (covering 27 districts). After that, the CGD network shall potentially cover 98% population and 88% geographical areas of the country. The number of CNG stations established by various authorized entities has increased from 1,742 on 31.03.2019 to 3,878 on 31.01.2022. The pipelines being laid by the CGD entities has also increased from 1,61,992 inch kms to 3,52,961 inch kms on 31.01.2022.

Establishment of CNG stations and providing PNG connections are part of development of CGD network and the same is done by the authorized CGD entities in their authorized GAs as per the Minimum Work Plan (MWP). PNGRB also authorizes entities for laying of pipeline infrastructure for development of CGD network.

Investment for the development of CGD network and natural gas pipeline infrastructure is done by the authorized entities, both private and public as per the techno commercial requirements. The authorized entities have done an investment for approximately Rs.14,556 crore this year. Further, PNGRB has received bids for 61 GAs in the 11th round which entail investment of more than Rs.80,000 crore.

As part of initiative to make natural gas available to more and more consumers, government has approved partial capital grant of Rs. 5176 crore for the Jagdishpur-Haldia-Bokaro-Dhamra Pipeline (JHBDPL) project and Rs.5559 crore for North East Gas Grid. Till now Rs.4549.204 crore has been utilized in JHBDPL project and Rs.1030 crore has been utilized in North East Gas Grid.

26-Jul-2021: 33,764 Km Natural Gas Pipeline Network authorized to create a national gas grid for availability of natural gas across the country

As on 31.03.2021, Petroleum and Natural Gas Regulatory Board (PNGRB) has authorized approximately 33,764 Km Natural Gas Pipeline Network across the country with the aim to create a national gas grid and increase the availability of natural gas across the country. The authorized Natural Gas pipeline entity is allowed to lay spur lines as per the provision of the regulations. Accordingly, 19,998 km of Natural Gas pipeline (including sub-transmission pipeline & tie in connectivity pipeline) are operational and 15,369 km are under various stages of construction. The existing and upcoming pipelines will form a basic National Gas Grid in the country. However, expansion of pipeline infrastructure is a continuous effort based on gas demand assessment of various regions.

Government has taken a series of decisions to promote use of Clean Energy:

  • Development of City Gas Distribution (CGD) networks supports the availability and accessibility of natural gas in form of Piped Natural Gas (PNG) to households, industrial uses and Compressed Natural Gas (CNG) for transportation uses. PNGRB grants authorization to the entities for developing of CGD network in Geographical Areas (GAs) as per PNGRB Act, 2006. PNGRB identifies GAs for authorizing the development of CGD network in synchronization with the development of natural gas pipeline connectivity and natural gas availability. So far 232 GAs have been authorized for development of CGD network across country up to 10th CGD Bidding Round covering more than 400 districts in the country in 27 States/Union Territories (UTs), which covers around 71% of India’s population and 53% of its area. PNGRB webhosted public notice dated 04.02.2020 wherein a tentative list of 44 identified GAs to be covered under upcoming 11th CGD bidding round has been prepared.
  • With the aim to promote and sustain an efficient and robust gas market and to foster gas trading in the country, PNGRB has granted authorization to Indian Gas Exchange Limited on 02.12.2020, to set up and operate Gas Exchange.
  • Furthermore, in order to make natural gas affordable in far flung areas, PNGRB has notified Unified Tariff Regulations on 23.11.2020 by way of Petroleum and Natural Gas Regulatory Board (Determination of Natural Gas Pipeline Tariff) Second Amendment Regulations, 2020.
  • To reduce fuel emissions by increasing the share of LNG in India's energy mix and to promote the usage of cleaner fuels in the future, PNGRB has allowed any entity to establish and operate LNG Stations in any GA or anywhere else in the country for dispensing LNG in liquid state, only to the transport sector.
  • In order to increase competition in CGD areas, PNGRB has notified Guiding Principles for declaring City or Local Natural Gas Distribution Networks as common carrier or contact carrier Regulations to provide non- discriminatory open access to third party entities.

Further, an initiative, Sustainable Alternative Towards Affordable Transportation (SATAT) was launched on 1st October 2018 aiming to establish an ecosystem for production of Compressed Bio Gas (CBG) from various waste/ biomass sources in the country. SATAT has envisaged developing 5000 CBG plants with total CBG production capacity of 15 Million Metric Tonne Per Annum (MMTPA).  Under SATAT, Indian Oil Corporation Limited, Bharat Petroleum Corporation Limited, Hindustan Petroleum Corporation Limited, Gail (India) Limited and Indraprastha Gas Limited have invited Expression of interest (EoI) from potential entrepreneurs to procure CBG at an assured price. In response of EoI invited, Oil PSUs have issued 479 Letters of Intent (LoIs) till January 2020. At present, 2 CBG plants located at Pune and Kolhapur are operational and their produced CBG is being sold in Auto sector since September 2019

Cabinet Committee on Economic Affairs (CCEA) has approved VGF for Jagdishpur-Haldia/Bokaro-Dhamra Natural Gas Pipeline (JHBDPL) Projects and North East Gas Grid (NEGG) project. CCEA in its meeting held on 21st September 2016 has approved 40% Capital Grant i.e. Rs 5,176 crore of the estimated capital cost of Rs 12,940 crore(including inflation and interest during construction) by GOI to GAIL(India) Limited for execution of Jagdishpur-Haldia/Bokaro-Dhamra Natural Gas Pipeline (JHBDPL) Projects. As on May, 2021, Government has released Rs. 4486.748 crore to GAIL under this scheme.

8-Feb-2021: Promotion of Compressed Natural Gas

Petroleum & Natural Gas Regulatory Board (PNGRB) is the authority to grant authorization to the entities for the development of City Gas Distribution (CGD) network in Geographical Areas (GAs) as per PNGRB Act, 2006. PNGRB identifies GAs for authorizing the development of CGD network in synchronization with the development of natural gas pipeline connectivity, natural gas availability and techno-commercial viability. Establishment of CNG Stations is a part of development of City Gas Distribution (CGD) Network by an authorized entity. The authorized entities are committed to set up CNG Stations as per Minimum Work Program in authorized GAs. There are about 2,543 operational CNG Stations in the country as on 30.11.2020. State wise list of CNG stations are at Annexure. So far 232 Geographical Areas (GAs) have been authorized for development of CGD network across country up to 10th CGD Bidding Round covering more than 400 districts in the country in 27 States/Union Territories (UTs).

PNGRB has authorized Indraprastha Gas Limited (IGL) to develop CGD network in National Capital Territory of Delhi (NCT),Torrent Gas Private Limited to Alwar (other than Bhiwandi) district and  Haryana City Gas Distribution (Bhiwandi) Limited to Bhiwandi (in Alwar District)  of Rajasthan. Further, Bharatpur district of Rajasthan is covered under Firozabad (Taj Trapezium Zone) GA authorized to GAIL Gas Limited. At present, 421 CNG stations are operational in NCT of Delhi, 1 (one) CNG station is operational in Alwar District and 4 CNG Stations are operational in Bharatpur district in Rajasthan. The authorized entities set up CNG stations as per Minimum Work Program in authorized GAs as per techno-commercial viability, including in Gujarat.
