9-Feb-2022: Assistance to nomadic tribes

Ministry of Social Justice and Empowerment has constituted a Board namely Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities (DWBDNCs) on 21.02.2019 for development and welfare of De-notified, Nomadic and Semi-Nomadic Communities. The Board has formulated a Scheme for Economic Empowerment for DNTs (SEED). The Ministry is also implementing schemes for pre and post matric scholarships to DNT students.

The SEED scheme has one of the objective to facilitate livelihood initiatives in community level to build up and strengthen small clusters of DNT/NT/SNT Communities institutions.

9-Feb-2022: Status of commission for Denotified and Nomadic Tribes

A National Commission for De-notified, Nomadic and Semi-Nomadic Tribes (NCDNT) was constituted by Government of India in February 2014, inter-alia, to prepare a state-wise list of castes belonging to De-notified, Nomadic and Semi-Nomadic Tribes. NCDNT submitted its report on 08.01.2018. The recommendations of NCDNT are given at Annexure-I.

As per the report, a total of 1262 communities have been identified as De-notified, Nomadic and Semi-Nomadic communities across the country, details of which may be seen at Annexure-II.

A committee has been set up by the NITI Aayog to study the De-Notified, Nomadic and Semi-Nomadic Communities. The committee has entrusted the task to Anthropological Survey of India which is currently under progress.

ANNEXURE-I

Main recommendations of National Commission De-Notified Nomadic and Semi-Nomadic Tribes (NCDNT).

  1. Setting up of a Permanent Commission at the Centre for Denotified, Nomadic and Semi-Nomadic Communities.
  2. Setting up of a Separate Department/Directorate for DNT/NT communities in States.
  3. Define NT and DNT. Uniformity in categorization of DNT/NT as SC/ST/OBCs across the States/UTs. Issue of single caste certificate. Sub-quota for DNT/NT/SNT within the quota of SC/ST/OBCs.
  4. Caste based Census in respect of DNT/NT/SNT communities in 2021 Census.
  5. Creating awareness among DNT/NT/SNT communities for their inclusion in mainstream.
  6. Sensitization of different government officials, law enforcing authorities and local bodies so that DNT/NT/SNT do not get differential treatment and benefits of mainstream schemes reach to DNT/NT/SNT communities.
  7. Schemes focusing DNT/NT/SNT communities for their health, education, housing, traditional art, traditional expertise.
  8. Livelihood of DNT/NT/SNT communities is largely dependent on the forests. Review "Indian Forest Act" and "Wild Life Protection Act" to give them their natural habitats.

27-Jul-2021: National Commission For De-Notified And Nomadic Tribes

The Ministry, vide Gazette Notification dated 12.02.2014 had constituted National Commission for De-Notified and Nomadic and Semi-Nomadic Tribes (NCDNT) for the period of 3 years from the date of Notification. Government has so far launched following welfare schemes for the benefits to DNTs:

  1. Dr. Ambedkar Pre-Matric and Post-Matric Scholarship for DNTs Boys and Girls.
  2. Nanaji Deshmukh Scheme of construction of Hostels for DNTs Boys and Girls.

A Development and Welfare Board for De-Notified, Nomadic and Semi-Nomadic Communities (DWBDNCs) has been constituted on 21.02.2019 and a Committee has also been set up by the NITI Aayog to complete the process of identification of the De-Notified, Nomadic and Semi-Nomadic Communities (DNCs). The survey work of identification of DNT Communities and placing them in a category of SC/ST/OBC is also under process in NITI Aayog and Anthropological Survey of India (AnSI). Also, the Department has approved a special scheme namely "Scheme for Economic Empowerment of DNT Communities (SEED)" for   welfare of this community having following four components:-  

  1. To provide coaching of good quality for DNT candidates to enable them to appear in competitive examinations.
  2. To provide Health Insurance to them.
  3. To facilitate livelihood initiative at community level; and
  4. To provide financial assistance for construction of houses for members of these communities.

19-Feb-2019: Cabinet approves proposal for Constitution of Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities

The Union Cabinet chaired by Prime Minister Narendra Modi has given its approval for constitution of Development and Welfare Board for Denotified, Nomadic and Semi-nomadic Communities (DNCs).

Background: The NDA Government is committed to reach the most deprived citizens of this country. Amongst the most disadvantaged communities in the country are the Denotified, Nomadic and Semi-Nomadic Communities (DNCs). These communities are hard to reach, less visible, and therefore frequently left out. While most DNTs are spread across the Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC) categories, some DNTs are not covered in any of the SC. ST or OBC categories.

It has, therefore, approved the setting up of a Committee under the Chairpersonship of Vice-Chairman, NITI Aayog which will complete the process of identification of the Denotified, Nomadic and Semi-Nomadic Communities (DNCs) that have not yet been formally classified.

The Government in July 2014 had constituted National Commission for Denotified, Nomadic and Semi-Nomadic Tribes (NCDNT) for a period of three years to prepare a State-wise list of castes belonging to Denotified and Nomadic Tribes and to suggest appropriate measures in respect of Denotified and Nomadic Tribes that may be undertaken by the Central Government or the State Government.

The Commission recommended for the setting of up a Permanent Commission for these communities. Since most of the DNTs are covered in SC, ST or OBC, constitution of a Permanent Commission will not be very effective in implementing development programmes, rather it will look at grievance redressal and will therefore be in conflict with mandate of existing commissions for SCs (National Commission for Scheduled Castes)., STs (National Commission for Scheduled Tribes) and OBCs (National Commission for Backward Classes). The Government has therefore decided to set up a Development and Welfare Board under the Societies Registration Act, 1860 under the aegis of Ministry of Social Justice and Empowerment for the purpose of implementing development and welfare programmes for Denotified, Nomadic and Semi-nomadic Communities.

The State-wise list of communities prepared by the Commission is not complete in the sense that with respect to some communities the Commission has stated in its report that this require further validation.
