26-Jul-2019: Ambedkar Hastshilp Vikas Yojana

The Government launched the Ambedkar Hastshilp Vikas Yojana (AHVY) in the  year 2001-2002 with a view to mobilize the artisans into Self Help Groups, thrift and credit, training of Self Help Groups on various aspects of forming and running the community business enterprises for self-sustainability of artisans. The salient features of the Yojana are as follows:-

  3. Human Resource Development
  4. Direct Benefit to Artisans
  5. Infrastructure and Technology Support
  6. Research and Development

During this current financial year (2019-20), the Government has taken initiative to organize campaign to educate cluster artisans about the scope of producer company, its importance for long term sustainable business development for the cluster and motivate prospective artisans/Self Help Groups members to form producer companies in various cluster areas across the country.

The Government has identified and adopted 90 clusters across the country which will also cover aspirational districts, women clusters, weaker section and export potential clusters. The objective is to transform these clusters in a time period of 3 years by ensuring self-sustainment of the Self Help Groups/artisans of these clusters.

In addition to the above, the Government organized Hastkala Sahyog Shivirs at more than 300 places all over the country for providing Aadhaar linked Pahchan card, marketing facilities, facilitating to artisans through Mudra loan and enrolment of artisans under Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana and Aam Aadmi Bima Yojana for the welfare of artisans during the Hastkala Sahyog Shivirs.

11-Jul-2019: International Cooperation Scheme

The Ministry of Micro, Small and Medium Enterprises (MSME) is implementing International Cooperation (IC) Scheme with the objective of enhancing the competency of MSMEs, capturing new markets for their products, exploring new technologies for improving manufacturing capacity, etc.

Financial assistance is provided under the Scheme on reimbursement basis to the eligible State /Central Government Organisations, Registered Industry Associations and Societies/Trusts associated with the promotion and development of MSME sector to visit/participate in international exhibitions /trade fairs/buyer-seller meet etc. abroad and also for holding International conferences/seminars/workshops in India which are in the interest of MSME sector. The guidelines of the scheme notified on 5th June, 2018 are available on the website of the Ministry (www.msme.gov.in).

The Scheme supports MSMEs by way of participation in international events for exploring export opportunities, access to international business networks, technology upgradation/modernization, improved competitiveness, awareness of better manufacturing practices etc.

5-Sep-2019: Credit linked Capital Subsidy Scheme Re-Launched

Union Minister for Micro, Small and Medium Enterprises Shri Nitin Gadkari has said that nonpayment and delay in payments to MSME enterprises will be dealt with very firmly. The Minister reiterated the Government's commitment to solve long standing problems of the MSME sector and give it the required support so that it can realize its full potential in terms of its contribution to GDP and employment generation. The Minister was speaking at a national workshop organized by the MSME Ministry to discuss the issue of delayed payments to MSMEs and ways to deal with it. He said that the Finance Ministry has recently taken some initiatives for the sector which will go a long way in strengthening it. Shri Gadkari further assured that the recommendations of the UK Sinha committee will be implemented soon.

Besides Ministry officials and bankers, the workshop is being attended by entrepreneurs and various stakeholders from the MSME sector. Presentations were made by TReDS, Bombay Stock Exchange, Chamber of Indian MS&M Enterprises, NeSL (National e-governance Services Limited) on the initiatives that are being taken to tackle the problem of delayed payments. Many stakeholders suffering from delayed payments, spoke about their complaints and placed suggestions before the Minister and senior officials.

Shri Gadkari appealed all the stakeholders to use MSME Samadhan Portal so that sufficient data could be gathered about wilful defaulters, register themselves on stock exchanges and also assured them that the ministry will soon launch a marketing portal ‘Bharat Craft’ for the marketing of their products. Ministry has already notified that all companies registered with the Companies Act, 2013 with a turnover of more than Rs. 500 crore and all Central Public Sector Enterprises shall be required to get themselves onboarded on the TReDS (Trade Receivables Discounting System) platform, set up as per the notification of the Reserve Bank of India.

The Ministry has also notified that all companies who get supplies of goods or services from Micro and Small Enterprises and whose payments to suppliers exceeds 45 days from the date of acceptance of the goods or services, shall submit a half yearly return of the Ministry of Corporate Affairs stating the amount of payments due and reason of the delay.

Shri Nitin Gadkari also Re-Launched the Credit Linked Capital Subsidy (CLCS) web portal on the occasion. CLCS is a scheme that provides 15% subsidy for additional investment up to ₹ 1 cr. for technology upgradation by MSEs. In the relaunched scheme there is an additional 10 percent subsidy to SC-ST entrepreneurs. MoUs were also signed by the office of DC, MSME with 11 Nodal Banks.

Additional Secretary and Development Commissioner Shri Ram Mohan Mishra welcomed representatives from PSUs, Banks, Industry association and entrepreneurs in the two day long workshop on Credit Linked Capital Subsidy and Delayed Payment of MSMEs.

8-Jul-2019: Rs. 15 lakh being provided to Micro and Small Enterprises for Technology Upgradation

Lack of access to latest technologies affects the capability of Small and Medium Enterprises to compete in the global market. In order to support SMEs in accessing latest technologies, the Ministry of Micro, Small and Medium Enterprises (MSME) implements a scheme named Credit Linked Capital Subsidy and Technology Up-gradation Scheme (CLCS-TUS). One of the components under the schemes is Credit Linked Capital Subsidy (CLCS) under which capital subsidy up to Rs. 15 Lakh is provided to Micro and Small Enterprises (MSEs) for accessing modern technology.

Other measures aimed at enhancing competitiveness are as follows:

  • Building awareness of Intellectual Property Rights (IPR).
  • Undertaking digital empowerment initiatives.
  • Supporting entrepreneurial and managerial development through Incubators.
  • Providing design expertise to manufacturing enterprises.
  • Adopting lean manufacturing practices.
  • Enabling ZED Certification.

13-Feb-2019: Cabinet approves continuation of CLCS-TUS beyond 12th Plan for three years from 2017-18 to 2019-20

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved the Credit Linked Capital Subsidy and Technology Up-gradation Scheme (CLCS-TUS) with a total outlay of Rs.2900 crore. This scheme aims at improving the competitiveness of MSMEs by integrating various ongoing schematic interventions aimed at up-grading technology through Credit Linked Capital Subsidy (CLCS), hand holding for zero defect zero effect manufacturing (ZED), increasing productivity through waste reduction (Lean), design intervention (Design), cloud computing (Digital MSMEs), facilitation of intellectual property (IPR) and nurturing new ideas (Incubation).

Special provisions have been made in this scheme to promote entrepreneurship for SC/STs, women NER, Hill States (Jammu & Kashmir, Himachal Pradesh & Uttarakhand) Island Territories (Andaman & Nicobar and Lakshadweep) and the Aspirational Districts/ LWE Districts, as in these cases the subsidy shall be admissible also for investment in acquisition /replacement of plant & machinery / equipment & technology up-gradation of any kind. The scheme would be demand driven. But its coverage has been made more inclusive.

In addition, the scheme through Zero Defect & Zero Effect, component will promote reduction in emission level of greenhouse gases and improve the competitiveness through reduction in defect / wastage during the manufacturing process of the products. It will also promote the innovation, digital empowerment of MSMEs, design interventions and support the protection of intellectual property of MSMEs.

The scheme will facilitate technology up-gradation to MSEs, improvement in Quality of products by MSMEs, enhancement in productivity, reduction in waste and shall promote a culture of continuous improvement.
