17-Jun-2017: Final raising of Sardar Sarovar Dam cleared by Narmada Control Authority

Narmada Control Authority (NCA) has cleared the final raising of Sardar Sarovar Dam (SSD) in Gujarat by lowering of gates and impounding of water in the reservoir upto its Full Reservoir Level (FRL) of EL 138.68 mts. The NCA considered all aspects of environmental and Resettlement and Rehabilitation (R&R) issues. It may be recalled that the last time raising of SSD was cleared on June 12,2014, wherein permission for Phase-I construction of piers, overhead bridge and installation of gates in open or raised position was granted. At that time, the effective height of SSD remained at EL 121.92 mts. with backwater levels of EL 134.32 mts. at dam site.

With lowering of gates of SSD, the live storage capacity would increase from 1565 to 5740 MCM i.e. by 4175 MCM (267%). The clean (hydro-power generation) would increase by present 1300 MW to 1450 MW with increase in annual generation by about 1100 Million Units (i.e. about Rs.400/- crore per annum). In addition, this additional storage would irrigate about 8 lakh hectares. Additionally, about one crore population would get assured drinking water. As it is well known, the Sardar Sarovar Project would primarily meet the water requirement of drought prone and desert areas of Gujarat and Rajasthan.

Prior to clearance by NCA, the Environment Sub-group of NCA chaired by Shri Ajay Narayan Jha, Secretary (MoEF & CC) reviewed the implementation of Environment Safeguard Measures on May 01,2017 and after observing substantial progress, recommended Phase-II proposal of lowering down of the gates and impounding of water in the reservoir to FRL of EL 138.68 mts. The Environment Sub-group has also asked the State Governments to complete leftover works by June 30,2017.

The Resettlement and Rehabilitation sub-group chaired by Smt. G. Latha Krishna Rao, Secretary (MoSJ & E) reviewed the progress of R&R and the opinions received from Grievance Redressal Authorities (GRAs) of the States of Gujarat, Madhya Pradesh and Maharashtra on June 16, 2017. The State Governments have assured to address all issues of Project Affected Families (PAFs) on priority basis in accordance with Narmada Water Disputes Tribunal (NWDT) Award, liberalized policies of the State Governments and Supreme Court Order dated February 08,2017.

NCA has permitted final raising of SSD after following the procedure laid down by Supreme Court order dated October 18, 2000 in WP(C) 328 of 2002 in Narmada Bachao Andolan Vs. Union of India & others.

10-Jan-2017: Cash instead of land is not acceptable

Supreme Court observed that giving cash for landless victims of the Sardar Sarovar Project instead of land to farmers who lost their fertile lands to the mega dam project is not acceptable.

Farmers are left with neither land nor livelihood despite there being binding orders from the Supreme Court upholding their right to land.

Earlier, the apex court had dismissed an application by the Madhya Pradesh government and the Narmada Valley Development Authority for a modification of the apex court judgments of 2000 and 2005 upholding land rights for adult sons of the Sardar Sarovar Project-affected farmers.

The apex court’s Social Justice Bench had said the State’s application suffered from gross delay, after having been filed several years since the Supreme Court gave its verdict on the issue.

As per the Narmada Tribunal Award and the Supreme Court verdicts, all adult sons were indisputably entitled to five acres of cultivable and irrigable land, and any discrimination would lead to the violation of the constitutional rights of the ousts.

2-Apr-2017: PM Narendra Modi dedicates India’s longest road tunnel in Jammu & Kashmir.

The Prime Minister Shri Narendra Modi dedicated India’s longest highways tunnel - the Chenani- Nashri tunnel in Jammu & Kashmir- to the nation.

The tunnel will not only reduce the distance between Jammu and Srinagar, but will also promote tourism in the valley, open up employment opportunities for the youth and give a boost to development in the state.

Zojila tunnel is being built between Leh and Ladakh at a cost of Rs 6000 crores.

An ideal example of the government’s ‘Make in India’ and ‘Skill India’ initiative, the 9 km long, twin-tube, all-weather tunnel between Udhampur and Ramban in Jammu & Kashmir is not only India’s longest highways tunnel but also Asia’s longest bi-directional highways tunnel. Built at an elevation of 1200 metres on one of the most difficult Himalayan terrains, the tunnel will cut the travel time between Jammu and Srinagar by two hours, bypassing about 41 kms of road length. It will also ensure an all-weather passage on a route that often sees heavy traffic jams and disruptions due to landslides, snow, sharp curves, breakdown of vehicles and accidents.

The tunnel is a part of the 286-km-long four laning of the Jammu-Srinagar National Highway. The structure consists of a 9 km long, two-lane main tunnel with a parallel escape tunnel of same length. The two tunnels are connected by 29 cross passages at regular intervals along the entire length of the tunnel. These cross passages can be used for evacuation of vehicles and commuters in case of breakdown or any other emergency. There are two minor bridges on the south and north sides and 4-lane approach roads with Toll Plazas on both ends of the tunnel. The maximum height permitted in the tunnel is 5 meters and for checking the height special sensors have been installed just before the toll points at both ends.

The tunnel has an efficient, transverse ventilation system. There are inlets bringing fresh air at 8 Metre intervals and outlet for exhaust every 100 metres. There is also a fully-integrated control system with ventilation, communication, power supply, incident detection, SOS call box and firefighting. Fitted with intelligent traffic mechanism, the tunnel has fully automatic smart control and no human intervention will be required for its operations. The tunnel is also equipped with advanced scanners to ward off any security threat. Very few tunnels in the world have this kind of fully integrated tunnel control.

The project is also environment friendly. The time saving on the Jammu- Srinagar route will further result in fuel saving of approximately Rs 27 lakhs per day. Besides, the construction of the tunnel has avoided large–scale deforestation.

The Chenani-Nashri tunnel will have a very positive impact on the state economy. In line with the Skill India initiative of Prime Minister Shri Narendra Modi, the skill sets of local people were developed and improved, and they were engaged for construction of this tunnel. The project has provided employment to over 2,000 unskilled and skilled youth of Jammu and Kashmir as 94 percent of the work force was from the state. Around 600 to 900 people from across the country also worked on this project in 3 shifts over the past 4 years.

6-Mar-2017: CCEA approves Revised Cost Estimate of Koteshwar Hydro Electric Project.

The Cabinet Committee on Economic Affairs has approved the Revised Cost Estimate-I of 400 MW Koteshwar Hydro Electric Project (HEP) in Uttarakhand at an estimated completion cost of Rs.2,717.35 crore.

The project is being implemented by Tehri Hydro Development Corporation (THDC) India Limited.

In addition to additional generating capacity of 400 MW of peaking power it will regulate releases from Tehri Reservoir for irrigation and drinking water supply. The reservoir of Koteshwar HEP will also act as lower reservoir for under construction Tehri PSP (1000 MW).

The Project has already been commissioned fully in March, 2012. Only balance works are to be done which are not linked with operation of the Plant but essential for safety and completion of the project.

Koteshwar Hydro-Electric Project (400 MW), located 22 km downstream of Tehri, is an integral part of Tehri Power Complex comprising of Tehri Dam & HPP (1000 MW), Tehri PSP (1000MW) and Koteshwar HEP (400MW) to develop Hydro-electric potential of river Bhagirathi. It will facilitate the functioning of Tehri Power Complex as a major peaking station in Northern grid as reservoir created by Koteshwar Dam having a live storage capacity of 35.0 MCM will function as lower (balancing) reservoir for Tehri PSP.
