11-Nov-2022: MoRTH issues award for first MMLP in the Country
In line to the vision of Prime Minister and under the “PM Gati Shakti National Master Plan (NMP)” launched in Oct 2021 that brings 16 Union Ministries together, including Ministry of Road Transport and Highways (MoRTH) and aimed at improving multi-modal connectivity and last mile connectivity across the country, MoRTH is developing 35 Multi-Modal Logistics Parks (MMLPs), out of which 15 MMLPs are prioritized in the next three years. Further, in order to make the industry more efficient and resilient, National Logistics Policy (NLP) was launched in 2022 which focuses on these two key areas i.e., Effective integration between different agencies in the logistics ecosystem and deploying and embracing newer technologies to smoothen the process flow.
Pioneering the pace of building a countrywide state-of-the-art multi-modal infrastructure, MoRTH has made significant progress under this National Master Plan and embarking on the same MMLP Chennai at Mappedu being developed in 184.27 acres is 1st MMLP awarded to M/s Reliance Industries Limited for which Prime Minister laid the Foundation Stone on 26.05.2022.
MMLPs by MoRTH also lays the foundation of development of such large-scale state of the art infrastructure projects in Public Private Partnership (PPP) mode for which both the Central Government and State Government have come together and a Government SPV formed amongst National Highways Logistics Management Limited, Rail Vikas Nigam Limited, Chennai Port Authority & Tamil Nadu Industrial Development Corporation. The estimated project cost is Rs 1424 Crore. Total concession period is 45 years. The SPV will provide 4 lane NH connectivity of 5.4 Km with estimated cost of Rs 104 Crore and new rail siding to the MMLP site of length ~10.5 Km with estimated cost of Rs 217 Crore.
The MMLP will be developed in three phases with estimated developer investment of Rs 783 Crore Phase-1 development is targeted within 2 years i.e., by 2025 leading to commercial operations. MMLP at Chennai which is strategically located at ~52 Km from Chennai Port, 80 Km from Ennore Port, 87 Km from Kattupalli Airport will be a focal point of logistics in the southern region. It is estimated to a cater to 7.17 Million Metric Tonne (MMT) cargo in horizon period of 45 years.
21-Sep-2022: National Highways Logistics Management Limited & JNPT sign MoU for the development of Multi Modal Logistics Park (MMLP) at Jalna in Maharashtra
In presence of Union Minister for Road Transport and Highways Shri Nitin Gadkari and Union minister for Ports, Shipping and Waterways and Ayush Shri Sarbananda Sonowal a MoU was signed between National Highways Logistics Management Limited & JNPT for the development of Multi Modal Logistics Park (MMLP) at Jalna in Maharashtra .Union MoS General V.K. Singh , Union MoS & Jalna M.P. Shri Raosaheb Patil Danve , Union MoS Dr. Bhagwat Kishanrao Karad , Maharashtra State Ministers Shri Abdul Sattar , Shri Uday Samant & Shri Sandipan Bhumare and MPs were also present on the occasion.
Speaking on the occasion Shri Gadkari said acting as a catalyst for development of Marathawada region, Jalna MMLP will serve as a functional Dry port of the region and Steel & Allied industries depending on scrap, Fruits and Vegetables processing units, Seed industries and cotton sector would hugely benefit from this development. He said it would connect Samruddhi Marg and Delhi-Mumbai Industrial Corridors. The Minister said this infrastructure will promote the export of Agro products and also transform Jalna into Automobile Hub of Marathwada region.
Shri Gadkari said scripting a historic moment for the development of multimodal infrastructure, government under the leadership of Prime Minister Shri Narendra Modi has approved the development of 35 Multi Modal Logistics Parks (MMLPs) under Bharatmala Pariyojana with an objective to centralize freight consolidation and reduce logistics cost from 14% to less than 10% of GDP at par with International Standards. He said the initiative would provide MMLPs, a platform for seamless modal shift of freights. He said team MoRTH has been constantly on the mission of exploring sustainable modes of Transport including Roads, Rail, Water and Air connectivity.
Speaking on the occasion Shri Sarbananda Sonowal said the Multi-Modal Logistics Park in Jalna, Maharashtra will greatly benefit farmers as well as EXIM trade. He said under the ambitious PM GatiShakti and National Logistics Policy, it will boost the logistics sector and bring economic growth. The Minister said it will greatly benefit farmers taking their goods to the global market at a lower cost thereby enabling fulfillment of Prime Minister Shri Narendra Modi ji's vision of doubling farmer's income.
22-Jul-2021: 35 Multi-Modal Logistics Parks (MMLP) Projects to be developed under Public Private Partnership (PPP) across the country
Cabinet Committee on Economic Affairs (CCEA) on October, 2017 had approved Phase-I of Bharatmala covering 24,800 km of roads under Bharatmala Pariyojana in addition to 10,000 km of residual NHDP, at an financial outlay of Rs. 5,35,000 Crores. Apart from above highways projects, CCEA also mandated MoRTH to develop 35 Multi Model Logistics Parks (MMLP) across the country.
35 MMLPs being implemented by MoRTH are to be developed under Public Private Partnership (PPP) on Design, Build, Finance, Operate and Transfer (DBFOT) mode. The bidding documents (The Model Concession Agreement and Request for Proposal) for these 35 MMLPs is under finalization. Based on outcome of DPR/Feasibility Studies and approved bidding document, the tender will be invited from companies.
20-Oct-2020: Shri Nitin Gadkari lays Foundation Stone of country’s first Multi-modal Logistic Park in Assam
Union Minister for Road Transport, Highways and MSMEs Shri Nitin Gadkari laid the foundation stone for country’s first Multi-modal Logistic Park at Jogighopa in Assam today. The Rs 693.97 crore park will provide direct air, road, rail and waterways connectivity to the people. It will be developed under the ambitious Bharatmala Pariyojana of the Government of India. Chief Minister Shri Sarbananda Sonowal presided over the virtual function, which was attended by Union Ministers of State Dr Jitendra Singh, Gen (Retd) Dr V K Singh and Shri Rameshwar Teli; Ministers from the Assam State, Members of Parliaments, MLAs and senior officers from the Centre and the State were also present on the occasion.
An MoU was signed between NHIDCL and Ashoka paper mills, Govt of Assam on the occasion for sharing of land and logistics in Jogighopa.
Speaking on the occasion, Shri Nitin Gadkari said that his Ministry envisages developing 35 Multi-modal Logistic Parks (MMLPs) in the country, of which work on preparing DPR and feasibility report is underway. He said, SPVs will be formed for all these MMLPs, and professionally qualified CEOs will be appointed for each separately. The first such MMLP is being made by NHIDCL in Jogighopa of Assam, which will be connected to road, rail, air and waterways. This is being developed in 317-acre land along the Brahmaputra. Shri Gadkari said, the first phase of construction is scheduled to be completed by 2023. He informed that works worth Rs 280 crore have already been awarded, including Rs 171 crore for road construction, Rs 87 crore for erecting the structure, and Rs 23 crore for rail lines. The work will begin next month, he said. The Minister expressed hope that this project will provide direct or indirect employment to nearly 20 lakh youth in the State.
The Minister added that the distance of 154 km between Jogighopa and Guwahati will be covered by making a 4-lane road on this stretch, a 3-km rail line will connect Jogighopa station to the MMLP, another 3-km rail link will connect it to the IWT, and the road to newly developed Rupsi airport will be upgraded to 4-lanes for easier connectivity. He said, the MMLP will have all the facilities like, warehouse, railway siding, cold storage, custom clearance house, yard facility, workshops, petrol pumps, truck parking, administrative building, boarding lodging, eating joints, water treatment plant, etc.
Shri Gadkari informed that the initial report and master plan is ready for the 346 acre MMLP with JNPT in Wardha Dry port area of Nagpur. Feasibility reports are being prepared for the Bangalore MMLP, Sangrur warehouse complex in Punjab, Surat, Mumbai, Indore, Patna, Hyderabad, Vijayawada, and Coimbatore. DPR is being made for MMLP near Chennai port, and studies have begun for MMLP in Pune and Ludhiana. Other 22 MMLPs are proposed in Ahmedabad, Rajkot, Kandla, Vadodara, Ludhiana, Amritsar, Jullundur, Bhatinda, Hissar, Ambala, Kota, Jaipur, Jagatsinghpur, Sundarnagar. Delhi, Kolkata, Pune, Nashik, Panaji, Bhopal, Raipur, and Jammu.
The Minister further informed that his Ministry has plans for National Highway works worth Rs 80,000 crore in Assam. He said, NH works for 575 km worth Rs. 3,545 crore are going to be completed within this financial year. NH works of nearly Rs 15,000 crore will be awarded by next year, while DPRs will be completed for works of Rs 21,000 crore for the State. He said, under the CRIF scheme, 203 km NH length at a cost of Rs 610 crore has been approved for 2020-21. The Minister also announced clearing of a number of Road proposals from different MPs and MLAs for the State.
Shri Gadkari also informed that a total of 12 accident black spots have been identified on National Highways in Assam, of which three have been temporarily improved. He said, all the black spots will be eradicated by the year 2023.
Union Minister of State (I/c) for Development of North Eastern Region and Minister of State for Prime Minister's Office; Personnel, Public Grievances and Pensions; Department of Atomic Energy and Department of Space Dr Jitendra Singh outlined the efforts of Shri Nitin Gadkari in clearing the developmental projects in the NE. He said, it was due to the herculean efforts of Shri Gadkari that today, we have a wide network of roads in the region. He introduced inland waterways to us, now more than 10 waterways are being developed, which will bring down the logistic cost by one fourth. Dr. Jitendra Singh said Shri Gadkari has also addressed the problems of dilapidated and orphaned roads through Special Road Development Schemes. He said, this cost effective mode of transport will be cheaper option for trade, business and transportation and will boost the trade across the borders especially with our eastern neighbours by leaps and bounds. He said, MMLP is a novel idea, and will be replicated by other states soon. The minister said, due to several unique and innovative mega projects, NE has emerged as a model of development in the country, similarly, roads have improved in the region.

1-Nov-2022: Contributing to the prosperity of Himachal Pradesh -Parwanoo-Solan section of NH-05 (old NH-22)
In a series of tweets Union Minister for Road Transport and Highways Shri Nitin Gadkari said Parwanoo-Solan section of NH-05 (old NH-22) in Himachal Pradesh has been developed under NHDP Phase-III from the end of Parwanoo bypass to Solan. He said the infrastructure of New India is developing at a fast pace under the leadership of Prime Minister Shri Narendra Modi.
Shri Gadkari said presently this national highway is part of the ancient and historical route known as Hindustan-Tibet Road. In the 70s it has been upgraded to the NH specification. A 160 meter long viaduct has been constructed using the method of Hydraulic Push Launching of Superstructure (ISMB) in construction of this project, a remarkable achievement, he added.
The Minister said this national highway connects the districts of Solan, Sirmaur, Shimla, Kinnaur, Lahaul and Spiti and its subdivisions, Seraj region of Kullu district and Karsog subdivision, which constitute more than 30% of the land area in the state. He said this project has brought a large number of electronic and non-polluting industries in the Shimla section of the state, in Parwanoo town, Solan and Sirmaur districts.
Shri Gadkari said the border areas of Kinnaur/Lahaul and Spiti tribal districts of Himachal Pradesh have been opened by the Government for domestic and foreign tourists. The influx of these tourists has contributed significantly to the development of road traffic in these districts and to the all-round economic development of the state.
The Minister said the road height in this project area is 874 to 1659 meters above MSL(Mean sea Level). The maximum average temperature rises to 40 °C in summer and the minimum temperature sometimes drops to 0 °C during winter.
24-Aug-2022: Tripartite MoU signed for swift development of modern Multi Modal Logistics Park (MMLP) under Bharatmala Pariyojana
Union Minister of Road Transport and Highways Shri Nitin Gadkari, Union Minister of Ports, Shipping & Waterways and Ayush, Shri Sarbananda Sonowal, and Union Minister of State for Road Transport & Highways, Gen (Retd) VK Singh witnessed signing of tripartite agreement for swift development of modern Multi Modal Logistics Parks (MMLP) under Bharatmala Pariyojana across the country with an objective to centralize freight consolidation and reduce logistics cost from 14% to less than 10% of GDP at par with International Standards. The tripartite agreement was signed by National Highways Logistics Management Limited (NHLML), Inland Waterways Authority of India (IWAI) and Rail Vikas Nigam Limited (RVNL).
Speaking on the occasion Shri Nitin Gadkari said he was elated to witness the signing of MoU as it will provide seamless modal shift, MMLPs will ensure that cargo is swapped/shifted from and to Waterways, Dedicated Freight Corridors & Road Transport. He said this is building the Nation through Gati Shakti.
Shri Sarbananda Sonowal, said today is a historic occasion when we propose to put the letter & spirit of Bharatmala Pariyojana into effect for a swift, efficient, economical and environment friendly logistics movement across the country. He said the vision of Prime Minister Narendra Modi is to empower and energise the economies of scale via PM Gati Shakti. This agreement is an earnest attempt towards realisation of this objective. The Minister said we believe that the country will be immensely benefit with the coming up of such efficient stations. MMLPs are designed to untie the cobweb of logistics movement and enliven the logistics sector to put the economy into the fast lane of growth, he added.
MMLP will be a freight handling facility with rail and road accessibility, comprising of container terminals, cargo terminals (bulk, break-bulk), warehouses, cold storage, facilities for mechanised material handling and value-added services such as customs clearance with bonded storage yards, quarantine zones, testing facilities and warehousing management services etc. along with other associated facilities. Developed under a ‘Hub & Spoke’ model, the MMLP will integrate multiple modes of freight transport through highways, railways & inland waterways. The agreement underlines the cooperation & collaboration model between the three bodies in order to achieve efficiency in logistics movement within the country.
The MMLP project is poised to develop state-of-the-art large scale warehousing facility for different types of commodities, to become one stop solution for all services related to cargo movement like warehousing, custom clearance, parking, maintenance of trucks etc. The MMLPs will focus on a technology driven implementation for a state-of-the-art freight management system. Many value added services like packaging, repackaging and labelling will be available in these projects.
The NHLML is a Special Purpose Vehicle (SPV) of National Highway Authority (NHAI) of Ministry of Road Transport & Highways while IWAI is a statutory authority under Ministry of Ports, Shipping & Waterways. The RVNL is a wholly owned Public Sector Enterprise under Ministry of Railways. The signatories of the agreement were Prakash Gaur, Chief Executive Officer (CEO), NHLML; Ravi Kant, Chief Engineer & Project Manager for IWAI and Vikas Awasthi, Executive Director (Planning), RVNL.
3-Aug-2022: Bharatmala Pariyojana
Projects in a length of about 3,181 km amounting to Rs. 43,519 crore was sanctioned during 2021-22 for improvement of connectivity of National highways (NHs) passing through the tribal districts. Works in a length of about 2,229 km have been completed and expenditure of Rs. 22,464 crore has been incurred during 2021-22 on such projects including Rs. 745 crore under the head Bharatmala Pariyojana – work under State PWDs / NHIDCL / BRO under Tribal Sub-Plan.
The Bharatmala Pariyojana Phase-I was approved for a length of 34,800 km with an outlay of Rs. 5.35 Lakh Crore. As on March, 2022, expenditure to the tune of Rs. 2.2 Lakh Crore has been incurred on projects under Bharatmala Pariyojana Phase-I.
The land acquisition is carried out under NH Act 1956 and compensation is paid as per NH Act 1956 with provisions of RFCTLARR Act, 2013 as applicable. The extent of land acquisition is optimized considering the category and importance of the corridor to optimize the cost of the land acquisition.
2-Feb-2022: Economic Corridors under Bharatmala Pariyojana
9,000 km length of economic corridors has been envisaged for implementation under Bharatmala Pariyojana Phase-I. Out of which, projects comprising length of 6,087 km have been approved/awarded and the remaining length is planned for award in next 2 financial years. As of now, length of 1,613 km has been completed and balance length is targeted for completion by year 2026-27.
