19-Jul-2022: Migrant Workers trained under Garib Kalyan Rojgar Abhiyaan

The Garib Kalyan Rojgar Abhiyaan (GKRA) was launched on 20th June 2020, for a period of 125 days to boost employment and livelihood opportunities for migrant workers returning to villages and similarly affected citizens in rural area. The GKRA ended on 22nd October, 2020 and a total of 50.78 crore person-days employment were generated with a total expenditure of Rs. 39,293 crore during the Abhiyaan.

Training has been conducted through Krishi Vigyan Kendra (KVK) during Garib Kalyan Rojgar Abhiyaan. A total of 1,922 trainings were conducted and 68,136 candidates were trained.

Project ‘UNNATI’, launched in December 2019 by Government of India, is a skilling project that intends to upgrade the skill base of the Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) workers, and thereby improve their livelihoods, so that they can move from the current partial employment to full employment.

There are two skill development programme for rural youth under Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM), namely, Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training institutes (RSETIs). Both these programmes are aimed at increasing employability of rural youth, either for wage employment or self-employment.

Start-up Village Entrepreneurship Programme (SVEP) under DAY-NRLM programme supports the Self-Help Groups and their family members to set-up small enterprises in to non-farm sector.

The Ministry of Rural Development (MoRD) has launched the Rural Mason Training (RMT) programme under the Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) to address the issue of insufficient number of skilled masons for construction of quality PMAY-G houses. The MoRD has partnered with the Construction Skill Development Council of India (CSDCI) and National Skill Development Corporation (NSDC) in the implementation of the RMT program.

Ministry of Skill Development and Entrepreneurship is implementing Pradhan Mantri Kaushal Vikas Yojana (PMKVY) under Skill India Mission for skill based training of the youth across the country (including youth belonging to rural areas) under Short Term Training (STT) courses and Recognition of Prior Learning (RPL). Under PMKVY, STT is linked to placement, while RPL does not mandate placements as it recognizes the existing skills of candidate.

At present, third phase of PMKVY i.e. PMKVY 3.0 is being implemented. PMKVY 3.0 is a demand driven scheme with bottom-up approach and District Skill Committees (DSCs) have been entrusted with the task of identifying local demand, based on which training has been arranged in the district which strengthens the local skill capability including in the rural areas.

The Garib Kalyan Rojgar Abhiyaan (GKRA) was launched on 20th June 2020, for a period of 125 days, with resource envelop of Rs. 50,000 crore to boost employment and livelihood opportunities for migrant workers returning to villages and similarly affected citizens in rural area.

The Abhiyaan adopted a multipronged strategy of providing immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works (including works under Mahatma Gandhi National Rural Employment Guarantee Scheme) in 116 selected districts across 6 States namely Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh.

The GKRA ended on 22nd October, 2020 and a total of 50.78 crore person-days employment were provided with a total expenditure of Rs. 39,293 crore during the Abhiyaan.

24-Mar-2022: Funds Under Garib Kalyan Rojgar Abhiyaan

Government of India launched Garib Kalyan Rojgar Abhiyaan (GKRA) on 20th June, 2020 for a period of 125 days with a resource envelop of Rs.50,000 crore, to boost employment and livelihood opportunities for returnee migrant workers and similarly affected workers in the rural area, in the wake of COVID-19 pandemic. The objectives of the Abhiyaan were to provide immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and to create public assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works in 116 selected districts   across 6  States  i.e.    Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh. A total of 12 Ministries/Departments of Government of India participated in the Abhiyaan. A total of 50.78 Crore person-days employment was generated during the Abhiyaan. During Covid – 19 pandemic period, Union Government has taken several additional measures for the benefits of workers, such as; increase of wage under MGNREGA to Rs.202 a day from Rs.182 w.e.f. 01.04.2020 to benefit nearly 13.62 crore families, creation of 39.51 lakh new job opportunities by crediting Rs.2583 crores in EPF accounts under Atmanirbhar Bharat Rozgar Yojana (ABRY), benefits of Rs.2567 crores to retain 38.91 lakh low wage employees under Pradhan Mantri Garib Kalyan Yojana (PMGKY), financial assistance of Rs.7413 crore to Building & other Construction Workers (BOCW), unemployment benefit under Atal Beemit Vyakti Kalyan Yojana (ABVKY), working capital loan to street vendors under PMSVA Nidhi Scheme, free food grain of 5 kg per person per month to all Targeted Public Distribution System (TPDS) beneficiaries and special training programme under Pradhan Mantri Kaushal Vikas Yojana in the selected districts having high concentration of returnee migrant workers.

The objectives of the Abhiyaan were to provide immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works (including works under Mahatma Gandhi NREGS) in 116 selected districts across 6 States of Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh. A total of 12 Ministries/Departments of Government of India has participated in the Abhiyaan. The activities under the Abhiyaan were carried out through the funds of respective schemes of participating Ministries. No separate fund allocation was made to States under the Abhiyaan. The terminal date of Abhiyan was 22nd October, 2020.

A total of 12 Ministries/Departments of Government of India has participated in the Abhiyaan. There is no single wage rate fixed for the worker. Every work was having its own wage rates applicable. 16-Aug-2020: Indian Railways generate more than 5.5 lakhs man-days of work under Gareeb Kalyan Rozgar Abhiyan in 6 States viz. Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh

Indian Railways has generated more than 5.5 lakhs man-days of work under Gareeb Kalyan Rozgar Abhiyan in 6 States viz. Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh.

Shri Piyush Goyal, Minister of Railways and Commerce & Industry is closely monitoring the progress made in these projects and generation of work opportunities for the migrant labours of these states under this scheme. Around 165 Railway infrastructure projects are being executed in these states worth Rs.2988 Crores. Till 14th August, 2020, 11296 workers have been engaged in this Abhiyaan and the payment of Rs 1336.84 Crores has been released to the contractors for the projects being implemented.

Railway has appointed nodal officers in each district as well as in the States so that a close coordination is established with the State Government. Minister of Railways, Commerce and Industry, Shri Piyush Goyal has directed Railway administration at Zonal level to act proactively to ensure migrants’ are engaged in projects and paid accordingly.

Railway has identified no. of railway works which are being executed under this scheme  . The  works are related to (i) construction and maintenance of approach roads for level crossings, (ii) development & cleaning of silted waterways, trenches and drains along the track, (iii) construction and maintenance of approach road to railway stations, (iv) repair and widening of existing railway embankments / cuttings, (v) plantation of trees at extreme boundary of railway land and (vi) protection works of existing embankments/ cuttings/bridges.

It may be noted that Hon’ble Prime Minister Shri Narendra Modi launched a massive employment -cum- rural public works campaign named Garib Kalyan Rojgar Abhiyaan to empower and provide livelihood opportunities in areas/ villages witnessing large number of returnee migrant workers affected by the devastating COVID-19 on 20th June 2020. The Prime Minister announced that an amount of Rs 50,000 Crores would be spent for building durable rural infrastructure under the Garib Kalyan Rojgar Abhiyaan.

This Abhiyaan of 125 days, is being undertaken in mission mode, and involves focused implementation of 25 categories of works/ activities in 116 districts, each with a large concentration of returnee migrant workers in 6 states of Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, Jharkhand and Odisha. Public works is being undertaken during this campaign will have a resource envelope of Rs. 50,000 crores.

The Abhiyaan is a convergent effort between 12 different Ministries/Departments, namely; Rural Development, Panchayati Raj, Road Transport & Highways, Mines, Drinking Water & Sanitation, Environment, Railways, Petroleum & Natural Gas, New & Renewable Energy, Border Roads, Telecom and Agriculture, to expedite implementation of 25 public infrastructure works and works relating to augmentation of livelihood opportunities.

5-Aug-2020: 17 crore man days employment provided and Rs 13,240 crore paid to migrant labourers under Garib Kalyan Rojgar Abhiyaan in 6 weeks

The Garib Kalyan Rojgar Abhiyaan (GKRA), launched to boost employment and livelihood opportunities for migrant workers returning to villages and similarly affected citizens in rural areas, in the wake of COVID-19 outbreak, is now empowering villagers with livelihood opportunities in 116 districts of six states. The Garib Kalyan Rojgar Abhiyaan is taking action on mission mode to provide employment to migrant workers who have returned to their native villages of these 6 states namely Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh.

By the sixth week itself, a total of about 17 crore man-days employment has been provided and Rs.13,240 crore has been spent so far in the of pursuit of objectives of the Abhiyaan. A large number of structures have been created under GKRA so far including 62,532 water conservation structures, 1.74 lakh rural houses, 14,872 cattle shed, 8,963 form ponds, 2,222 Community Sanitary Complex, 5,909 works have been taken up through District Mineral Funds, 564 Gram Panchayat have been provided internet connectivity, 16,124 candidates have been provided skill training through Krishi Vigyan Kendras (KVKs) during the Abhiyaan.

The Abhiyaan's success so far can be seen as due to convergent efforts of 12 Ministries/ Departments and State Governments, which are giving higher quantum of benefits to the migrant workers and rural communities. The stage is set for longer term action for a long term initiative for jobs and livelihoods for those who chose to stay back in villages.

5-Jul-2020: Livelihood opportunities to returnee workers by providing functional household tap connections under Garib Kalyan Rojgar Abhiyan

As the whole world is fighting corona virus, Union Government led by Prime Minister Modi is converting this huge challenge to an opportunity, especially for the rural areas by making plan for livelihood provision as well as boosting rural economy. In this context, Garib Kalyan Rojgar Abhiyaan (GKRA) has been launched, on 20.06.2020, to start extensive public works to provide livelihood opportunities and create local employment to returnee migrants and similarly affected rural citizens. This time-bound campaign spanning over 125 days, will involve intensive and focused implementation in 116 districts including 27 aspirational districts, spread in 6 States viz Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh.

As part of this Abhiyan, Jal Jeevan Mission aims at providing household tap connections to every rural household and offers a huge opportunity to engage skilled, semi-skilled and migrant returnees in drinking water supply related works. States have been requested to start works in villages of these districts so that it will not only help to ensure adequate quantity of water at household level but will also help in providing employment to migrant returnees. States have been advised to prioritize taking up works of ‘low hanging fruits’ i.e. by augmenting or retrofitting existing piped water supply schemes so that these villages become ‘Har Ghar Jal Gaon’ i.e. 100% Functional Household Tap Connection (FHTC) villages. There is a huge potential to provide household connections to remaining households in villages belonging to poor and marginalized people by retro-fitting of existing piped water supply systems.

As this campaign is time-bound and with specific outputs, this needs targeted planning for successful implementation. Number of FHTCs planned to be provided in every GKRA village, corresponding fund utilization plan, 100% FHTC coverage plan for villages, blocks and districts resulting in creation of employment opportunities for unskilled, semi-skilled and skilled migrant returnees and villagers are major outputs/ Key Performance Indicators (KPIs) and States have been requested to work on these aspects. Campaigns to be launched for providing training to impart skills to local people including returnee migrants in plumbing, masonry, electrical aspects, pump operation, etc., so that skilled manpower will be available for water supply related works. Apart from this, completion of village action plans (VAPs), capacity building of members of Gram Panchayat/ Village Water & Sanitation Committee/ Paani Samiti, IEC activities, etc. are to be carried out. Special attention is being given to the ‘Aspirational districts’ identified for this Abhiyan.

First review meeting for works under JJM has been held with these identified States and they have been advised to prepare fortnightly district and village-wise coverage plan for implementing the ‘Abhiyan’ with special focus on aspirational districts.

This ambitious campaign will not only improve the lives of rural people by providing household tap connections through implementation of Jal Jeevan Mission, but also create rural employment and boost the rural economy.

26-Jun-2020: Union Minister for Rural Development and Panchayati Raj Shri Narendra Singh Tomar launches Garib Kalyan Rojgar Abhiyaan web portal

Union Minister of Rural Development, Panchayati Raj and Agriculture & Farmers’ Welfare, Shri Narendra Singh Tomar today launched the web portal of the Garib Kalyan Rojgar Abhiyaan through video conferencing from New Delhi. The Garib Kalyan Rojgar Abhiyaan is the massive employment generation-cum-rural infrastructure creation programme of the Government of India which was inaugurated on 20th June 2020 by Prime Minister Shri Narendra Modi with the objective of providing employment to returnee migrant workers at their native places for next four months, because of the situation arising out of the Covid-19 pandemic. The video conference was attended by Minister of State for Rural Development Sadhvi Niranjan Jyoti, Secretary, Rural Development Shri Nagendra Nath Sinha, 116 Central Nodal Officers appointed by the Government for monitoring the implementation of the Abhiyaan in the identified districts, and top officials of the Ministries and State Governments associated with the Abhiyaan.

Shri Narendra Singh Tomar expressed happiness at the launch of the portal which besides providing information to the public about the various district-wise and scheme-wise components of the Abhiyaan, will also help to monitor the progress of completion of the works being undertaken with a fund outlay of Rs. 50,000 crore in 116 districts of 6 states, where there are more than 25000 returnee migrant workers per district. Shri Tomar said that the Union Government in coordination with the State Governments has been successful in dealing with the difficult situation created by the Covid-19 pandemic. Because of the visionary leadership of Prime Minister Shri Narendra Modi, even during the period of lockdown, activities related to agriculture, small industries and implementation of government welfare and development schemes continued to function in order to alleviate livelihood problems of poor people.

Shri Tomar said that MGNREGA with an allocation of Rs. 1,01,500 crore during the current financial year is the greatest employment generator for unskilled persons. In accordance with the Prime Minister’s concerns to provide employment to lakhs of skilled workers who have returned to their native places because of the lockdown, the Garib Kalyan Rojgar Abhiyaan was launched with a funding of Rs. 50,000 crore on 20th June 2020 for which the Ministry of Rural Development is the nodal Ministry, working in close coordination with 12 other ministries of the Government of India for the 25 categories of works which are to be completed in the identified districts in 125 days. Shri Tomar said that these ongoing works which were progressing at a normal pace as per schedule, have now been fast-tracked to transform the challenge presented by the pandemic into an opportunity to create infrastructure in rural areas in a short duration.

The launch of the web portal was followed by a workshop for the Central Nodal Officers of the 116 identified districts in which Secretary, Rural Development, Shri Nagendra Nath Sinha outlined the roles and responsibilities of the various Ministries involved, and the concerned State Governments and District Administrations in implementing and monitoring the progress of the works under the Abhiyaan for ensuring their timely completion. Representatives of the Ministries of Railways, Road Transport & Highways, Mines, New & Renewable Energy, Drinking Water & Sanitation, Environment & Forests, Petroleum & Natural Gas, Telecom, Agriculture, Panchayati Raj, Border Roads Organization, and various Rural Development departments gave detailed presentations for the benefit of the Nodal Officers.

25-Jun-2020: Prime Minister to launch ‘Aatma Nirbhar Uttar Pradesh Rojgar Abhiyan ‘on Friday 26th June

COVID-19 pandemic has had an adverse impact on workforce in general and migrant workers in particular. A large number of migrant workers returned to several states. The challenge of containing Covid-19 was compounded by the need to provide basic amenities and means of livelihood to migrants and rural workers. Government of India announced the Aatma Nirbhar Bharat Package to stimulate various sectors. In order to generate employment with thrust towards creating infrastructure in backward regions of the country Garib Kalyan Rojgar Abhiyan was launched on 20th  June 2020.

In Uttar Pradesh, nearly 30 lakh migrant workers returned. 31 districts of Uttar Pradesh have more than 25,000 returnee migrant workers. These include 5 aspirational districts. The Government of Uttar Pradesh envisaged a unique initiative “Aatma Nirbhar Uttar Pradesh Rojgar Abhiyan” which dovetails programs of Government of India and the State government while creating partnerships with Industry and other organizations. This Abhiyan is intensely focused towards providing employment, promote local entrepreneurship and create partnership with Industrial associations and other organizations to provide employment opportunities.

Prime Minister will launch this Abhiyan on 26th June, 2020 at 11 am through Video-Conference in presence of the Chief Minister of Uttar Pradesh. Further, Ministers of concerned Ministries of Uttar Pradesh will also participate in the virtual launch. Prime Minister will interact with villagers from six districts of Uttar Pradesh. Villages across all districts of Uttar Pradesh will join this program through the Common Service Centers and Krishi Vigyan Kendras, maintaining the norms of social distancing in the wake of the Covid-19 pandemic.

18-Jun-2020: PM Modi to launch Garib Kalyan Rojgar Abhiyaan on 20th June to boost livelihood opportunities in Rural India

Government of India has decided to launch a massive rural public works scheme ‘Garib Kalyan Rojgar Abhiyaan’ to empower and provide livelihood opportunities to the returnee migrant workers and rural citizens. PM Modi will launch this Abhiyaan on 20th June, 2020 at 11 am through Video-Conference in presence of the Chief Minister and Deputy Chief Minister of Bihar. The Abhiyaan will be launched from Village – Telihar, Block- Beldaur of Khagaria District of Bihar. Further, the Chief Ministers of other five States and Union Ministers of concerned Ministries will also participate in the virtual launch. The villages across 116 districts in the six States will join this programme through the Common Service Centres and Krishi Vigyan Kendras, maintaining the norms of social distancing in the wake of the Covid-19 pandemic.

A total of 116 Districts with more than 25,000 returnee migrant workers across six States, namely Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, Jharkhand and Odisha have been chosen for the campaign which includes 27 Aspirational Districts. These districts are estimated to cover about 2/3 of such migrant workers.

The Abhiyaan will be a coordinated effort between 12 different Ministries/Departments, namely, Rural Development, Panchayati Raj, Road Transport & Highways, Mines, Drinking Water & Sanitation, Environment, Railways, Petroleum & Natural Gas, New & Renewable Energy, Border Roads, Telecom and Agriculture.

3-Jun-2022: Sagarmala Young Professional Scheme for engagement of Young Professionals in Ministry of Ports, Shipping and Waterways (MoPSW)

Ministry of Ports, Shipping and Waterways has formulated scheme to engage talented, forward-thinking and dynamic young professionals in various divisions of the Ministry.

This scheme focuses on active on-the-ground learning for young professionals. The professionals will have the opportunity to learn about the functioning of the government as well as developmental policy concerns. Professionals will be required to deliver high-quality inputs in areas such as infrastructure, data analysis, project management, start-up, innovation, skill development, digital transformation and the environment, among others, in order to meet Ministry’s needs.

The scheme will foster active involvement of young people in decision-making. This will further contribute to social wellness at an individual level, by boosting self-esteem and a sense of empowerment, and bring about crucial benefits for societies such as an enhanced awareness for common concerns and a joint resolve to identify solutions that work in the long term.

Initially, more than 25 young professionals will be hired under this scheme. Professionals will be required to have qualification in B.E/ B.Tech., B. Planning and/or MBA or equivalent degree in relevant subject/ field and minimum three year of relevant work experience. Professionals in Accountancy, Finance, Legal, Statistics, Economics/Commerce, Data Analytics will also be engaged based on requirement of the Ministry. The initial period of engagement shall be 2 years  which can be extended to additional 2 years on the basis of performance

The advertisement inviting application will be posted on Web-Portal of the Ministry and National Career Service Portal of Ministry of Labour and Employment.

Shri Sarbananda Sonowal, Minister for Ports, Shipping and Waterways and AYUSH stated “Engaging young people in government initiatives can increase their understanding and interest in administrative functioning, as well as encourage active citizenship. It will also raise awareness about maritime sector among youth.”

6-Apr-2022: Reservation to OBCs

As per details available with the Department-

  1. The following States have provided 27% to OBCs:- Assam, NCT of Delhi, Goa, Gujarat, Haryana (27% in Class III & IV posts, 10% in Class I & II posts), Odisha, Uttar Pradesh, Chandigarh, Daman & Diu.
  2. The following States have given more than 27% reservation to OBCs:- Andhra Pradesh (29%), Bihar (33%), Karnataka (32%), Kerala (40%), Tamil Nadu (50%), Andaman & Nicobar (38%), Puducherry (34%).
  3. The following States have given less than 27% reservation to OBCs:- Chhattisgarh (14%), Himachal Pradesh (12% in Category-I posts & 18% in Category-II posts), Jharkhand (14%), Madhya Pradesh (14%), Manipur (17%), Punjab (12%), Rajasthan (21%), Sikkim (21%), Uttarakhand (14%), West Bengal (17%), Dadra & Nagar Haveli (5%).
  4. The following States have not given any reservation to OBCs:- Arunachal Pradesh, Meghalaya, Mizoram, Nagaland, Tripura and Lakshadweep.

The reservation policy in State/UT Government services etc. is decided and implemented by the concerned Governments, while keeping in view the interests of the citizens of the State/UT. The Central Government has no role in deciding the reservation policy of State Government.

29-Jul-2021: Reservation for OBC Category and for Economically Weaker Sections in Medical Education seats

The Union Home Minister, Shri Amit Shah welcomed the Modi Government’s decision to give reservation for OBC Category and for economically weaker sections in medical education seats. In his tweets, Shri Amit Shah said, “I congratulate Shri Narendra Modi on the historic decision to provide 27 percent reservation for OBC category and 10 percent reservation for economically weaker section in All India Quota Scheme in undergraduate and postgraduate (PG Medical/Dental courses) in the field of medical education”

The Union Home Minister further said, “By fulfilling this long pending demand, the Prime Minister Shri Narendra Modi has shown the commitment of the government towards the welfare of backward class and economically weaker section. About 5,550 students will be benefited by this decision of Modi government.”

Under this scheme, along with the 27 percent reservation for OBCs, 10 percent reservation for EWS is also being extended in All India Quota (AIQ) seats for all the undergraduate / postgraduate medical/dental courses from the current academic year 2021-22.

15-Jul-2019: Reservation of Limboo and Tamang Communities

A proposal for reservation of seats for Limboo and Tamang communities in Sikkim Legislative Assembly is under consideration of the Government of India.

Article 371F(f) and Article 332 of the Constitution of India govern reservation of seats in the Legislative Assembly of Sikkim and the issue of seat reservation for Limboo and Tamang communities is being considered under these provisions of Constitution of India.
