14-Mar-2023: Gram Panchayats Adopted Under SAGY

The Hon’ble Members of Parliament (MPs) have adopted 3154 Gram Panchayats under the Saansad Adarsh Gram Yojana (SAGY) from 2014-15 to 2022-23.

The Saansad Adarsh Gram Yojana has been very effective in ushering all round development in the Gram Panchayats selected by Hon'ble MPs as per guidelines of the scheme. The Gram Panchayats prepare a Village Development Plan (VDP) in which the proposed activities are implemented through convergence of various schemes of the Government of India and the State Governments. It aims to trigger processes which lead to the holistic development of the identified Gram Panchayats. As on 7th March 2023, a total of 2,625 SAGY Gram Panchayats have uploaded their Village Development Plans containing 2,34,404 projects, out of which 1,63,632 projects have been completed. There is continuous development of these Gram Panchayats (GPs) under SAGY.

The steps being taken by Government to develop the Gram Panchayats under SAGY is given below:

  1. 26 Schemes of 17 Ministries of Government of India have been amended / appropriate advisories have been issued to accord priority to SAGY in respective schemes.
  2. The Ministry has brought out a compilation of 127 Central Sector and Centrally sponsored and 1806 State Schemes for convergence under SAGY. This document serves as a ready reckoner especially for the Members of Parliament, District and Village level officials about the different schemes for possible convergence at the GP level.
  3. The SAGY is reviewed periodically by the Ministry of Rural Development, which includes review by the Hon’ble Minister of Rural Development, Performance Review Committee, Common Review Missions, National Level Monitors, Concurrent Monitoring and Impact Assessment studies.
  4. Ministry has published a document named ‘SAHYOG’ as an indicative guidance document with the essential information on the existing social security schemes collated from respective Ministries to enrich the knowledge of villagers and village level functionaries to achieve 100% enrollment into the social/ financial Security Schemes in SAGY Gram Panchayats.
  5. The States have been requested to conduct the State Level Empowered Committee (SLEC) meetings headed by the Chief Secretary to review the implementation process and to ensure seamless convergence of schemes among different State Government Departments.
  6. The Ministry provides training on preparation of VDP and the approaches to convergence of schemes to the Charge Officers and other stakeholders of the state who are coordinating the implementation at the local level and are fully responsible and accountable for the implementation of VDP.
  7. The parameters for dynamic ranking of Gram Panchayats have been recently developed and placed on the portal so as to instill competition amongst the selected SAGY GPs.
  8. MoRD has been holding orientation workshops of representatives of the Members of Parliament for their capacity building and better coordination with State Governments in implementation of SAGY programme.
  9. The Ministry has organized a CSR conclave with Corporates and PSUs in collaboration with Transforming Rural India Foundation (TRIF) to leverage funds for SAGY GPs.
  10. The States/UTs have been requested to direct the officials concerned to organize District Level Committee meetings regularly to gear up the VDP implementation and also to brief the Hon’ble Members of Parliament.
  11. The Ministry has launched Achhi Aadat Campaign in SAGY GPs to inculcate hygienic behaviour and practices among the villagers of SAGY GPs.

2021

6-Aug-2021: Steps taken by Government for the successful implementation of the Saansad Adarsh Gram Yojana (SAGY) in adopted Gram Panchayats

The following steps have been taken by the Ministry of Rural Development for the successful implementation of the Sansad Adarsh Gram Yojana (SAGY) Gram Panchayats:

  1. The Ministry has brought out a compilation of 127 Central Sector and Centrally Sponsored and 1806 State Schemes for convergence under SAGY. This document serves as a ready reckoner especially for the Members of Parliament, District and Village level officials about the different schemes for possible convergence at the GP level. This document is available on SAGY website (saanjhi.gov.in) and is updated periodically.
  2. 24 Schemes of 17 Ministries of Government of India have been amended / appropriate advisories have been issued to accord priority to SAGY in respective schemes.
  3. SAGY is reviewed periodically by the National Level Committee (NLC) on Saansad Adarsh Gram Yojana (SAGY) headed by Secretary, Rural Development with representatives from 20 Ministries/Departments to identify bottlenecks, monitor, review, facilitate cross-learning and initiating remedial action where necessary including changes to the guidelines of their respective schemes/programmes. The fourth meeting of NLC was held recently where the representatives of these Ministries/Departments were requested to saturate SAGY GPs in implementing their schemes to synergize organic convergence which is vital for the success of the scheme.
  4. The states have been requested to conduct the State Level Empowered Committee (SLEC) meetings headed by the Chief Secretary to review the implementation process and to ensure seamless convergence of schemes among different State Government Departments.
  5. The Ministry organised an orientation programme on SAGY for the newly elected MPs of 17th Lok Sabha.  The Minister of Rural Development has also written to all Chief Ministers to organize such Orientation Workshops for orientation of MPs in the States/UTs.
  6. The Ministry provides training on preparation of VDP and the approaches to convergence of schemes to the Charge Officers and other stakeholders of the state who are coordinating the implementation at the local level and are fully responsible and accountable for the implementation of VDP. Capacity building programmes for the State Nodal Officers, State Team of Trainers and Charge Officers of SAGY Gram Panchayats are organized periodically through National Institute of Rural Development and Panchayati Raj, Hyderabad.
  7. At the national level, a separate web-based MIS is available at SAGY website (http://saanjhi.gov.in). The website has been revamped with more pertinent information related to the scheme for comprehensive view by the public. The website contains detailed information, extensive reports, graphs and maps on the progress of the scheme. Also, the portal is linked with Mission Antyodaya website wherein the status of each of the adopted SAGY Gram Panchayats with respect to infrastructure facility and public service delivery along with ranking and gap is available. The scheme is monitored through MIS with States/UTs regularly updating the progress of implementation of projects in the Village Development Plan.
  8. An MP Dashboard is developed on SAGY website wherein MP centrality is more visible. The Hon'ble MP can log in and check the progress of the selected GP, and review it. The Hon'ble MP will be able to access the MA score to assess the progress. Further, the concerns/views given in the comments section by the user from the GP will be visible to the Hon’ble MP, District Collector, Charge officer for necessary action.
  9. The parameters for dynamic ranking of Gram Panchayats have been recently developed and placed on the portal so as to instil competition amongst the selected SAGY GPs.

2020

2-Jan-2020: Not enough MPs are adopting model village scheme

Five years down the line, official data shows that the progress of SAGY has been sluggish — about two-thirds of Lok Sabha MPs are yet to select gram panchayats under Phase-4 of the scheme. The total strength of both Houses is about 790 which include elected as well as nominated members.

In Phase-1 of SAGY, 703 MPs had adopted gram panchayats but that number went down to 497 in Phase-2 and 301 in Phase-3, showing a gradual decline in subsequent phases. Since the launch of the scheme on October 11, 2014, less than two months after the Prime Minister’s announcement, only 1,753 gram panchayats have been selected across four phases, way below the expected figure.

According to data available till the end of December 2019 on the website of the Ministry of Rural Development, only 252 MPs have adopted gram panchayats under Phase-4 of SAGY — 208 members of Lok Sabha and 44 members of Rajya Sabha.

The Lok Sabha has a total strength of 545 members which includes 543 elected members and two nominated members. Similarly, Rajya Sabha has a strength of 245 members which includes 12 nominated members. As on January 1, 2020, the total number of sitting members of Rajya Sabha is 240 while five seats are vacant.

Under the SAGY, each MP was required to identify one gram panchayat of his or her choice for developing it as an Adarsh Gram (Model Village) every year. But the latest data shows that more than six months after the formation of the 17th Lok Sabha, about two-thirds of the members of the Lower House are yet to select a gram panchayat under Phase-4.

A Parliamentary standing committee on December 5, 2019 reported, "The vision behind the evolution of SAGY villages was to create model villages by ensuring convergence and dovetailing of schemes and its proper implementation on priority basis. However, the seriousness required to achieve the motto is lacking as faced by the Members of Parliament. The Committee, therefore, recommends DoRD (Department of Rural Development) to ensure that the SAGY villages are dealt with the vision envisaged under the scheme and are not left behind".

2018

2-Aug-2018: Saansad Adarsh Gram Yojana

Under the Saansad Adarsh Gram Yojana (SAGY), 478 and 218 Members of Parliament have identified Gram Panchayats, under Phase-II and Phase-III respectively as on 25 July 2018. 32 and 22 union ministers have identified Gram Panchayats, under Phase-II and Phase-III respectively under Saansad Adarsh Gram Yojana (SAGY) as on 25 July 2018.

The Union Minister of Rural Development had requested all the Members of Parliament to identify Gram Panchayats under SAGY. Reminders in this regard were also issued. The newly elected MPs were also requested to identify Gram Panchayats under SAGY. Further, the Minister of Rural Development has written to all the Chief Ministers requesting their attention for ensuring effective implementation of SAGY. The following initiatives have been inter alia taken for better implementation of the Scheme:

  • The guidelines of as many as 22 Central Schemes have been amended or enabled to accord priority for the SAGY Gram Panchayats. A compilation of 223 Central Sector/ Centrally Sponsored and 1,806 State Schemes for convergence under SAGY for the benefit of Members of Parliament, District and Village level officials has been prepared. Ministry has also published a document named ‘SAHYOG’ as an indicative guidance document with the essential information on the existing social security schemes collated from respective Ministries to enrich the knowledge of villagers and village level functionaries to achieve 100% enrollment into the social/ financial Security Schemes in SAGY Gram Panchayats.
  • Developed a 35 point outcome indicator covering basic amenities, education, health, sanitation, livelihood, women empowerment, financial inclusion, food security, social security and e-governance to gauge the impact of SAGY in the Gram Panchayats.
  • Coordinated with other Central Ministries/ Departments for ensuring provision of four key basic services viz. power, drinking water, roads and education in all SAGY Gram Panchayats.
  • Recognising that the implementation of SAGY requires highly motivated and knowledgeable personnel, the Ministry organised capacity building exercises for 373 SAGY functionaries from the Phase-II/III Gram Panchayats during April-June 2018.
  • The Ministry has circulated suggestive template to state governments for preparing proposals for tapping support from Private, Voluntary and Cooperative (PVC) sectors. The proposals received from States/UTs have been displayed on the SAGY website for wider circulation. Further, Ministry has met with the representatives of Industry and Professional Associations linked with Ministry of Corporate Affairs and oriented them on the opportunities presented by SAGY, Mission Antyodaya and other schemes for converging private / corporate investments with the government initiatives for the development of villages.

11-Oct-2014: PM launches Saansad Adarsh Gram Yojana

The Prime Minister, Shri Narendra Modi, launched the Saansad Adarsh Gram Yojana, calling it a scheme that would open the door for good politics, and inviting all MPs to select a village to develop on a demand-driven, rather than a supply-driven model, with people's participation.

The Prime Minister said that development in villages was often supply-oriented. The Saansad Adarsh Gram Yojana, would however have three distinct features - it would be (a) demand driven (b) inspired by society (c) based on people's participation. The Prime Minister said that while democracy and politics were inseparable, damage was often caused by bad politics. This scheme would inspire a movement towards good politics, with MPs acting as facilitators and catalytic agents.

Addressing the gathering after releasing the guidelines for the scheme, the Prime Minister said that from independence till now, all Governments have worked for rural development. These attempts should be progressively modified with time, in tune with changes happening around the world. He said though government schemes were working across the country, in each state there were a few villages that the state could be proud of. This shows that there was something extra that the leadership and people in those villages had done, beyond government schemes. The Prime Minister said this "something extra" is the spirit behind Saansad Adarsh Gram Yojana.

The Prime Minister sought inspiration from Loknayak Jayaprakash Narayan on his anniversary, saying that people's participation in development was essential in building an Adarsh Gram. He also paid tribute to Nanaji Deshmukh, who had worked towards the concept of village self-sufficiency.

The Saansad Adarsh Gram Yojana will work through the leadership of Parliamentarians. By 2016, one village will be developed by the MPs, and then by 2019, two more villages will be taken up. If states also encouraged their legislators to take up the scheme - five to six more villages could be added in this timeframe. If even one village per block is developed, it has a cascading effect on other villages in that block.

Various government schemes often worked in isolation - and this scheme would help MPs point out the bottlenecks in these schemes, leading to an outcome-oriented approach.

MPs were free to pick up any village in their constituency, except their own village or their in-laws village.

The Saansad Adarsh Gram Yojana would provide a flexible approach towards development, the Prime Minister expressed hope that the "Adarsh grams" would become places of pilgrimage for people interested in learning about rural development.
