27-Mar-2023: Big boost to rural employment as more than 31,000 jobs on the way under DDU-GKY

In a big boost to rural employment, the Ministry of Rural Development (MoRD) is signing a Memorandum of Understanding (MoU) with 19 Captive Employers and provide them the target to train and provide gainful employment to 31,067 rural poor youths under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) with minimum salary of 10000/per month for the minimum period of 6 months.

Union Minister of Rural Development and Panchayati Raj, Shri Giriraj Singh will be the Chief Guest at the MoU signing ceremony in New Delhi  tomorrow. On the occasion, he will also distribute appointment letters to few candidates who had got similar training under the DDU-GKY and placed with captive employers.

Based on the direction of Shri Giriraj Singh, MoRD launched the Captive employment Guidelines under DDUGKY to ensure that the candidates are trained as per the industry requirement and employed. The Captive Employment model allows the employer to select the rural youths, skill & deploy them in one of its own establishment/sister-concern/subsidiaries.

The RTD (Recruit, Train & Deploy) model has been developed to address the needs of the Industry on one hand and ensuring sustainable placement for rural youth on the another hand. The model will be a win-win situation for Industry, Government & Rural Poor Youth. Industry will be able to provide more hands-on training at the job site itself as per its requirement while Government will ensure longer placements (Minimum six months) for rural poor youth candidates.

The Captive Employment Guidelines will increase the direct involvement of the industry due to the benefits provided to the industries for encouraging them to participate in the DDU-GKY program thereby ensuring the large quantity employment for rural youths. Few of the Benefits provided to the Captive Employers are: Top Most Priority in target allocation, Waiver of Performance Bank Guarantee, Waiver of Quality Appraisal Process and Fees, Due Diligence of Training Centre and few other mandates of DDU-GKY to ease the operations for industries, MoU with MoRD for the period of 3 Years, Industry to also get Trained Manpower on Work which may reduce wear and tear, better performance, training cost from Govt.

19-Apr-2022: 75 villages felicitated towards their contribution to Deen Dayal Upadhyaya Kaushalya Yojana (DDU-GKY) as part of the Amrit Mahotsav celebrations

Representatives from 75 villages from the states of Uttar Pradesh, Rajasthan, Madhya Pradesh and West Bengal participated in a felicitation ceremony organised on 19th April, 2022 by Ministry of Rural Development. The felicitation ceremony, chaired by Secretary-RD, Shri Nagendra Nath Sinha, was organised as part of the yearlong Amrit Mahotsav campaign and was aimed at recognising the contributions made by the selected States in mobilising highest number of candidates to be trained under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY).

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) was started with an ambitious agenda to benchmark wage placement-linked programs to global standards. Ministry of Rural Development (MoRD) revamped the placement linked skill development program under National Rural Livelihood Mission as Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) on the 25th of September, 2014. DDU-GKY is a nationwide placement-linked skill training program funded by the Ministry of Rural Development (MoRD), Government of India (GoI).

The program is currently being implemented in 27 States and 4 UTs and has over 2379 Training Centres in 1891 projects in partnership with over 877 Project Implementation Agencies (PIA) conducting training across 57 sectors, and over 616 job-roles.

Under DDU-GKY, a total of 11.61 lakh candidates have been trained and 7.16 lakh placed till 31.03.2022 since inception (Provisional data).

45 villages from Uttar Pradesh (UP), 26 villages from Rajasthan, 03 from Madhya Pradesh and 02 from West Bengal were shortlisted on the basis of highest number of candidates belonging from the said villages undergoing training through the DDU-GKY programme. While interacting with panchayat representatives attending the event During the event, Secretary-RD, Shri Nagendra Nath Sinha said that the responsibility of the Gram Panchayats is not limited to just facilitating the rural electrification, drinking water supply or road construction. They are responsible for the overall development of their villages and rural skill development is an important part of this advancement.

29-Mar-2022: Review of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)

Periodic review of the implementation of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is being carried out with States/UTs. Further NITI Aayog had conducted evaluation of National Rural Livelihood Mission (NRLM) and DDU-GKY as a component of NRLM was also evaluated. No recommendation requiring any changes in the DDU-GKY was made.

It is targeted to train 2.80 lakh candidates and place 1.96 lakh candidates under DDU-GKY during 2021-22.

There is no indication of Rural Youths showing less interest in DDU-GKY in comparison to last years. The number of candidates trained under DDU-GKY during 2020-21 and 2021-22 has been impacted due to pandemic COVID-19 resulting in training centres being closed for considerable period of time. So far a total of 32.22 lakh candidates have been registered for training and currently 1.28 lakh candidates are undergoing training in various training centres spread across the country.

15-Mar-2022: Deen Dayal Upadhyay-Grameen Kaushal Yojana in North Eastern Region

The Deen Dayal Upadhyay-Grameen Kaushal Yojana (DDU-GKY), which is a placement linked skill development program for rural poor youth in the age group of 15-35 years, is being implemented by the Government since September, 2014. DDU-GKY guidelines provide for earmarking 50% of the funds for SCs and STs and 15% for minorities. Further, one third beneficiaries of the respective categories under the scheme should be women.

DDU-GKY has helped youth from poor rural families in accessing free of cost skilling program. DDU-GKY has been providing skilling options in 616 job roles till now as per the aspirations of rural youth and imparting required and relevant skills to rural youth. DDU-GKY provides for placement of minimum 70% of trained candidates providing them with jobs having regular monthly wages.

Ministry of Rural Development has not made any specific study on the performance of DDU-GKY for North Eastern Region. However, NITI Aayog has conducted an evaluation of National Rural Livelihoods Mission and DDU-GKY as one of the component of NRLM was evaluated. DDU-GKY program design lets the program carry out in depth three tier monitoring by Project Implementing Agencies, State and Central Technical Support Agencies. Review of program implementation with States and Project Implementing Agencies is carried out regularly for achieving the desired outcome of the program.

2021

3-Aug-2021: More than 15 lakh candidates trained under Deen Dayal Upadhyaya – Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETI)

Ministry of Rural Development is presently implementing two welfare schemes other than Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), in the field of skill development and employment of rural poor youth which are as follows –

  1. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY): It is a placement linked skill development program for wage employment, and,
  2. Rural Self Employment and Training Institutes (RSETIs): It is s skill development programme enabling a trainee to take bank credit and start his/her own Micro-enterprise. Some of such trainees may also seek regular salaried jobs.

Apart from the above mentioned schemes of Department of Rural Development, various other Ministries/ Departments are also implementing the Programmes/ Schemes for employment of labour in rural areas which are as follows –

  1. Prime Minister’s Employment Generation Programme (PMEGP): Ministry of Micro, Small and Medium Enterprise is implementing Prime Minister’s Employment Generation Programme (PMEGP), which is a major credit-linked subsidy programme aimed at generating self-employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and unemployed youth.
  2. Pradhan Mantri Kaushal Vikas Yojana (PMKVY): Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) for Skill based training of the youth across the country including people in villages under Short Term Training (STT) courses and Recognition of Prior Learning (RPL).

Before the enactment of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), in order to provide wage employment/ self-employment to rural poor through public works, many programmes were initiated by the Government of India, namely, National Rural Employment Programme, Rural Landless Employment Guarantee Programme, Jawahar Rozgar Yojana and Swarnajayanti Gram Swarojgar Yojana  (SGSY). Further, Sampoorna Gramin Rojgar Yojana or National Food for Work Programme was also implemented earlier to provide wage employment in rural area.

2020

25-Sep-2020: Foundation Day of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) celebrated as “Kaushal Se Kal Badlenge”

Ministry of Rural Development, Government of India, celebrated Foundation Day of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) on the occasion of Antyodaya Diwas today. Shri Narendra Singh Tomar, Union Minister of Rural Development, Agriculture & Farmers Welfare, Panchayati Raj and Food Processing Industries graced the occasion along with Sadhvi Niranjan Jyoti, Union Minister of State for Rural Development.

Shri Narendra Singh Tomar congratulated all the stakeholders of DDU- GKY on the occasion of Antyodaya Diwas for setting a benchmark in implementation of the program. He exhorted rural youth for getting skilled as no degrees can fetch a job if youth is not skilled and that only skill can lead to a better future. He also emphasized on importance of self-employment and designing one’s own future. The Minister expressed his happiness over the fact that under DDU-GKY, 10.51 lakh rural youth have been trained and 6.65 lakh successfully placed so far. He highlighted the importance of skilling in making India a prosperous country.

On this occasion, Shri Tomar inaugurated Agripreneurship Program and released the following during this program:

  1. Guidelines regarding Captive Employment under DDU- GKY
  2. Guidelines for Promotion of Integrated Farming Cluster (IFC)
  3. Compendium of success stories of DDU- GKY placed candidates

An MoU was also signed between MoRD, ICAR (KVK) & RCRC (NGOs Coalition) for capacity building of Farmer Producer Organisations (FPOs)/Startups and providing incubation support in rural areas.

Sadhvi Niranjan Jyoti, Union Minister of State for Rural Development congratulated all the stakeholders for organizing this program, " Kaushal Se Kal Badlenge". She mentioned that sharing of the story of successful candidates shall be motivational for other rural youths to join this program. She impressed upon the importance of rural development in the context of ‘Aatmanirbhar Bharat through skilling'. She stressed to all stakeholders regarding the need to bring other interested rural youths under DDU-GKY to become independent and a change agent in the society.

The Union Ministers interacted with some placed candidates and employers from 4 different locations, Coimbatore, Bengaluru, Gurugram &Hyderabad. The candidates who got skilled and are now successfully placed today with different employers, shared their unique life experiences.

Secretary (Rural Development) Shri Nagendra Nath Sinha highlighted the achievements of DDU-GKY during the last 6 years of implementation. He also talked about importance of DDU-GKY and integrated farming initiative for rural development across the country. He sincerely hoped that DDU-GKY would achieve greater success in skilling and placing the rural youth in times to come.

This program was virtually attended by State Skill Missions, State Rural Livelihoods missions, Rural Development Department of States/UTs, Project Implementing Agencies, Employers and rural youths from all over the country.

24-Sep-2020: Foundation day of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) being celebrated tomorrow on the occasion of Antyodaya Diwas - “Kaushal Se Kal Badlenge ”

25th September, 2014 was declared the ‘Antyodaya Diwas’ in honour of Pandit Deen Dayal Upadhyaya’s 98th Birth Anniversary. It was the same day when the Ministry of Rural Development (MoRD) revamped its existing skill development program called Aajeevika Skills as Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) which emphasized on greater access, coverage and quality. In doing so, MoRD has used its knowledge gained over 15 years in implementing skill training programs. DDU-GKY is now a demand driven placement-linked skilling initiative which seeks to enable rural poor youth to benefit from national and international employment opportunities.

The spirit of Antyodaya Mission lies in ‘reaching out to the last person’. Ministry of Rural Development is also working towards this motto through reaching to all eligible rural youths of India. Over the period of time, DDU GKY has proven to be an effective rural development initiative for rural youths by providing both market linked skilling and sustainable wage employment opportunities.

Therefore working towards this motto and to commemorate Antyodaya Diwas 2020, MoRD is celebrating this day for Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) with their skilled and enthusiastic beneficiaries and other stakeholders spread across the country. During this pandemic time, MoRD is virtually celebrating this auspicious day with all States/UTs, Project Implementing Agencies, Employers and rural youths from all over the country.

Union Minister of Rural Development & Panchayati Raj and Agriculture & Farmers Welfare Shri Narendra Singh Tomar and Minister of State of Rural Development, Sadhvi Niranjan Jyoti will grace the occasion along with the senior officers of the State governments, State Mission Directors of SRLM and Skill Missions. All are requested to join this celebration of the wonderful journey of DDU GKY.

2-Mar-2020: 4.39 lakh candidates trained under Deen Dayal Upadhyaya Grameen Kaushalya Yojana in 2 years

Under the DDU-GKY scheme, 4.39 lakh candidates have been trained during 2018-19 and 2019-20, of which 84156 candidates belong to Scheduled Tribes. Under the PMKVY 2016-20, 49.67 lakh candidates have been trained during the 2018-19 and 2019-20, of which 2.13 lakh candidates belong to Scheduled Tribes.

The details of funds allocated and released under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU GKY) and Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2.0) during 2018-19 and 2019-20 are at Annexure I.

The Evaluation Study of PMKVY 2.0 by NSDC indicates that individuals trained and certified under Short Term Training (STT) are 1.8 times more likely to get employed and there is increase in employment and average monthly income of skilled youth. Under Recognition of Prior Learning (RPL) certification, individuals have been benefitted in terms of increase in self-confidence, improvement in technical knowledge, soft-skills and average monthly income.

Background:

The Ministry of Rural Development (MoRD) announced the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) Antyodaya Diwas, on 25th September 2014. DDU-GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth.

DDU-GKY is uniquely focused on rural youth between the ages of 15 and 35 years from poor families. As a part of the Skill India campaign, it plays an instrumental role in supporting the social and economic programs of the government like the Make In India, Digital India, Smart Cities and Start-Up India, Stand-Up India campaigns. Over 180 million or 69% of the country’s youth population between the ages of 18 and 34 years, live in its rural areas. Of these, the bottom of the pyramid youth from poor families with no or marginal employment number about 55 million.

The National Policy for Skill Development & Entrepreneurship 2015 has identified a skills gap of 109.73 million in 24 key sectors by the year 2022. This number cannot be achieved without addressing the BoP 55 million from rural India. Also, a FICCI and Ernst – Young study published in 2013 identified a shortage of over 47 million skilled workers across the globe by 2020. This presents an unprecedented opportunity for India to train its BoP youth population and place them in jobs across the world and realize its demographic dividend.

DDU-GKY takes pride in its partners and their ability to add value. Innovation from partners is encouraged to build scale and capacity. Its unique implementation structure involves partners, who are by nature, committed to changing lives and are experts in their areas, they form a part of the Skilling Ecosystem integrated by DDU-GKY. Partners are supported through investment, capacity building, strategies for retention, linkages to international placement and technology support for training purposes.

DDU-GKY is present in 28 States and UTs, across 689 districts, impacting youth from over 7,426 blocks. It currently has over 1,575 projects being implemented by over 717 partners, in more than 502 trades from 50 industry sectors. Over 9.9 Lakh candidates have been trained and over 5.3 Lakh candidates have been placed in jobs as on 1st April, 2020. From 2012, DDU-GKY has so far committed an investment of more than INR 5,600 Crores, impacting rural youth pan-India.

2018

8-Jun-2018: Workshop on Skill Development in Port and Maritime Sector

Ministry of Shipping in association with Deen Dayal Upadhyay Gramin Kaushal Yojana (DDU-GKY), Ministry of Rural Development conducted a one-day workshop on “Skill Development in the Port and Maritime Sector” in New Delhi.

Skill Development in the Port & Maritime sector is an opportunity to improve India’s coastal areas, usher in port led prosperity and provide the world with skilled youth. India is one of the leading suppliers of seafarers in the world and now want to be the leading supplier for all talent in the Port and Maritime sector.

The workshop brought together employers, training partners and government institutions working in the Port and Maritime sector. The workshop also highlighted various skill development initiatives undertaken by the Ministry of Shipping.

The Ministry of Shipping has completed skill gap studies of 21 coastal districts in eight states and three Union Territories (Maharashtra, Gujarat, Andhra Pradesh, Karnataka, Odisha, West Bengal, Tamil Nadu, Kerala, Puducherry, Andaman & Nicobar Islands and Lakshadweep) and currently its implementation is underway.  Training of 500 students per-year-per-district for the next 3 years through Sagarmala DDU GKY (MoRD) - convergence for Port and Maritime sector skills is being undertaken and respective State Governments are issuing Expression of Interest (EoI) for empaneling training partners. Project approvals for Andhra Pradesh and West Bengal have been done. For the first phase, training has commenced for 2028 students, 1917 have been trained and 1128 have been placed. 92 students are under training in Odisha.

Additionally, under the Ministry of Shipping’s flagship Sagarmala Programme a world class Center of Excellence in Maritime and Ship Building (CEMS) is being set up in partnership with Siemens and Indian Register of Shipping (IRS) at a cost of INR 766 crore. It will have campuses at Vishakhapatnam and Mumbai and will train 10,512 students per year. The CEMS aims to become an international nodal Centre in South Asia, attracting students from neighboring countries like Sri Lanka, Bangladesh, Thailand, Malaysia and Indonesia for skill development in the Port and Maritime sector. Partial operationalization of CEMS is expected to start by end of June 2018 and complete operationalization is expected by September 2018.

In order to improve Occupational Safety and Health (OSH) in ship breaking yards in Alang, Bhavnagar, Gujarat, a mandatory 12-day Occupational Safety and Health (OSH) training for all entry level workers has been undertaken.  So far 5011 workers have been trained in OSH. The course has been reviewed by DG FASLI, Ministry of Labour and third party certification for the training is under consideration. For Maritime Logistics, a Multi-skill Development Centre for Maritime Logistics is being set up in Uran near JNPT Mumbai.  This centre in collaboration with Ministry of Skill Development and Entrepreneurship will provide for entry level skilled workforce for maritime logistics.

2017

16-May-2017: Sagarmala- DDUGKY Convergence for Skill Development in Coastal Districts

For skills development of youth in coastal areas, the Ministry of Shipping signed an MoU with the Ministry of Rural Development. The MoU is for convergence of the Ministry’ prestigious project Sagarmala and Ministry of Rural Development’s flagship programme Deen Dayal Upadhyay Grameen Kaushalya Yojana (DDU GKY) .

DDU-GKY is expected to bring in its skilling expertise to provide skilling for the coastal communities, thereby preparing them to take advantage of the job opportunities that are expected to come up in the maritime sector following port led development under Sagarmala.

This MoU will meet the exact skill needs of industries in the port and maritime sector and provide the coastal communities right skills for better opportunities emanating from the large scale impact of Sagarmala projects. He said that with skill development there will be close involvement of the coastal communities in Sagarmala and will make them contributors in the economic development and will ensure inclusive growth of the coastal districts of the country. He said that the centre is planning to facilitate fisherman with mechanized trawlers that will allow them to fish till 30-40 Nautical Miles in international ocean. This will generate employment opportunities for youth in coastal areas, as fishing is a big industry, which involves processing, packaging and export of fish and other sea produce. He said that there is a need to develop tourism around lighthouses in coastal areas, as this will provide employment to rural youth in these areas.

DDUGKU is the flagship programme of the ministry and after this MoU agreement, rural youth and women of coastal areas will be able to develop skills for Maritime, Shipping and Port Management. Under skill development pilot project, around 7,000 persons have been already been trained and out of this 600 people have been already got employment.

The Coastal Communities are key stakeholders in the Sagarmala Programme and their skill development and livelihood is an important objective of the program. A budget of Rs.100 Cr. has been allocated under Sagarmala for coastal community development activities. Before execution, understanding the exact requirement is a key step and therefore, an on-ground survey for accurate understanding of skill needs of 21 coastal districts has been done so that the training programs can be aligned to the exact requirements. Along with the Skill gap studies, District Action Plans have been made in consultation with the State Governments and districts concerned and training will commence from May, 2017. Specific training needs have been identified for more than 60000 trainees in the next phase through more than 100+ skill projects.

The primary goal of the Skills and Livelihoods in Sagarmala is to meet the exact skill needs of industries in the port and maritime sector and provide the coastal communities right skills for better opportunities emanating from the large scale impact of Sagarmala projects. It is expected that the close involvement of the coastal communities in Sagarmala will make them contributors in the economic development and will ensure inclusive growth of the coastal districts of the country.

DDU-GKY is currently being implemented in 28 states and has over 654 training centres in 522 projects, in partnership with over 261 training partners conducting training across 39 sectors, and over 329 job-roles. So far a total of 4.54 lakh candidates have been skilled and 2.31 lakh candidates provided jobs.

In the first phase, skill training was undertaken in 22 districts in 5 states of A.P, Karnataka, Maharashtra, Odisha and Tamil Nadu with 23 Project Implementing. Out of a total planned target of 2130, training has commenced in respect of 1483, 935 trainees have been trained in 35 trades, 646 trainees have been placed and 548 are currently undergoing training. The next phase is expected to scale up the effort based on the learning from the past and be more refined and focussed on port and maritime sector. It will include all districts where skill gap studies and district action plans have been completed.
