21-Mar-2023: Houses Sanctioned for Women under PMAY-G

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April 2016 to provide assistance to construct 2.95 crore pucca houses with basic amenities by March, 2024. Out of the overall target of 2.95 crore houses under PMAY-G, a target of 2.94 crore houses has already been allocated to States/Union Territories (UTs), out of which 2.85 crore houses have been sanctioned to the beneficiaries by various States/ UTs of which 74,08,086 have been sanctioned solely in the name of women and 1,26,08,673 jointly in the name of wife and husband i.e. 2,00,16,759 (70%) of the total sanction of 2,85,06,054. Under PMAY-G, it has been decided that the allotment of house shall be made in the name of the woman or jointly in the name of the husband and wife, except in the case of a widower/unmarried /separated person/ transgender.

15-Mar-2023: Steps to Promote Pradhan Mantri Awaas Yojana- Gramin

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to construct 2.95 crore pucca houses with basic amenities by March, 2024. Out of the overall target of 2.95 crore houses under PMAY-G, a target of 2.94 crore houses has already been allocated to States/Union Territories (UTs), out of which 2.85 crore houses have already been sanctioned to the beneficiaries by various States/UTs and 2.18 crore houses have been completed as on 11.3.2023. The following steps are taken by the Ministry to promote PMAY-G:

  1. Regular review of progress at the level of Ministry.
  2. Launch of PMAY-G Dashboard for monitoring and supervision of the scheme.
  3. Timely allocation of targets to the States/UTs and release of adequate funds.
  4. Regular follow ups with the State to ensure release of central and state share of funds and provision of land to landless beneficiaries in rural areas.
  5. Awards to the best performing States/UTs, districts and blocks based on performance index dashboard, thereby creating healthy competition and motivation among the States/UTs for achieving the set targets.

Under PMAY-G, the minimum unit (house) size is 25 sq. meter including a dedicated area for hygienic cooking. The beneficiaries are free to construct their houses more than the minimum unit area prescribed under the PMAY-G. At present, there is no proposal under consideration of the Ministry for increasing the minimum prescribed area.

2022

13-Dec-2022: Houses for all under Pradhan Mantri Awas Yojana - Gramin

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to construct 2.95 crore pucca houses with basic amenities. The initial timeline for PMAY-G was 2022, which has now been extended to March, 2024. Out of the overall target of 2.95 crore houses, a target of 2.92 crore houses had been allocated to States/Union Territories UTs), out of which, 2.49 crore houses have been sanctioned to beneficiaries by various States/UTs and 2.10 crore houses have been completed as on 07.12.2022.

The targets under PMAY-G are set annually on the basis of availability of eligible beneficiaries, achievements of targets allocated during the preceding years, discussions held with States/UTs during Annual Action Plan and proposal of the State/UT. After allocation of annual targets, further distribution of targets among beneficiaries in various districts/blocks/villages is done by the States/UTs on the basis of eligible number of beneficiaries in the Permanent Wait List (PWL)/finalized Awaas+ list.

Under the PMAY-G, there is a grievance redressal mechanism set up at different levels of administration viz., Gram Panchayat, Block, District and the State. An official of the State Government is to be designated at each level to ensure disposal of grievances to the satisfaction of the complainant. The official who is designated at each level is responsible for disposing off the grievance / complaint within a period of 15 days from the date of receipt of the grievance / complaint.

The cases of irregularities reported by the Hon’ble Members of Parliament, Members of State Assembly and general public are taken up with the State Government for comments and for taking necessary action.

There is also a procedure of lodging of complaints on the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) portal (pgportal.gov.in) by the public. The complaints received in the Ministry of Rural Development through CPGRAMS or otherwise are forwarded to the respective State Governments/ Union Territory (Union Territory) Administrations for redressal of the grievance.

Since inception of PMAY-G i.e. 01.04.2016 till 08.12.2022, a total of 1,451 complaints relating to irregularities in implementation of PMAY-G have been received in the Ministry of Rural Development on CPGRAMS. As the State Govt. implements PMAY-G, these complaints have been forwarded to the State for taking necessary action under intimation to this Ministry. Out of 1,451 complaints, 1,413 have been disposed-off.

3-Aug-2022: Targets under Pradhan Mantri Awas Yojana- Gramin (PMAY-G)

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awas Yojana- Gramin (PMAY-G) with effect from 1st April 2016 to provide assistance to eligible rural households with an overall target to construct 2.95 crore pucca houses with basic amenities by March, 2024.

Out of the overall target of 2.95 crore houses under PMAY-G, a target of 2.70 crore houses has already been allocated to States/Union Territories (UTs), out of which 2.44 crore houses have been sanctioned to the beneficiaries by various States/ UTs and 1.90 crore houses have been completed as on 28.07.2022.

Under PMAY-G, beneficiaries are provided financial Assistance of Rs.1.20 lakh in plain areas and Rs.1.30 lakh in hilly States (including North Eastern States and UTs of Jammu & Kashmir and Ladakh), difficult areas and Integrated Action Plan (IAP) districts. Additional assistance of Rs.12,000/- is extended for construction of toilets through convergence with Swachch Bharat Mission – Gramin (SBM-G), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) or any other dedicated source of funding. Further, it is mandatory to provide support of 90/95 person days unskilled wage employment at the current rates to a PMAY-G beneficiary for construction of his / her house in convergence with MGNREGS. Under PMAY-G, households are also provided water, LPG and electricity connections in convergence with other relevant schemes.

26-Jul-2022: Implementation of PMAY-G

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to eligible rural households with overall target to construct 2.95 crore pucca houses with basic amenities by March, 2024. The Government is committed to provide funds for achieving the targets as per the guidelines of the Scheme. The Central share release is contingent on the balance targets, pending liability, utilization of funds including the release of state share, submission of utilization certificate, etc. as per Scheme & Ministry of Finance Guidelines. The Ministry of Rural Development has been releasing Central share of funds to States/UTs for implementation of PMAY-G since 2016 and a total of Rs.1,79,255.80 crore of Central share has been released to States/UTs till date.

Under PMAY-G, out of the total targets allocated to the States/UTs till date, 2.44 crore houses have been sanctioned by the states/UTs and 1.89 crore have been completed as on 21.07.2022. After receiving proposal, complete in all respects, from State/UT Governments, the Ministry releases Central share of funds to the States into their respective State treasuries. Delay occurs on the part of the States in transferring Central share from State treasury into State Nodal Account (SNA) of PMAY-G and also corresponding State share. The delay in construction of houses occurs due to delay in sanction of houses to beneficiaries by States.

The Ministry of Rural Development ensures timely release of Central share of funds under PMAY-G to States/UTs. The Ministry expeditiously resolves technical issues, if any, faced by the States/UTs including issues related to PFMS.

29-Mar-2022: Revamping of PMAY-G

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to eligible rural households with overall target to construct 2.95 crore pucca houses with basic amenities by March, 2024. Out of the total target of 2.95 crore houses, a target of 2.60 crore (88.13% of total) houses has been allocated to States/UTs, 2.28 crore (77.28% of total) beneficiaries have been sanctioned houses by States/UTs, 1.76 crore houses have been completed as on 23.3.2022.

The Ministry is taking various steps to increase the pace of sanction & completion of houses. The government has identified hindrances coming in the way of implementation of PMAY-G and are taking various steps in this regard:

  1. Timely allocation of targets to the States/UTs.
  2. Micro monitoring of house sanction and completion using PMAY-G Dashboard and other IT tools & technologies.
  3. Regular follow-ups with States / UTs on providing land to landless beneficiaries.
  4. Regular review by Minister/ Secretary/ Additional Secretary and Joint Secretary.
  5. Separate review of States with high targets and sub-par performance.
  6. Timely release of funds to the States/UTs and follow up with the States for onward release to SNA.
  7. Adoption of House Design Typologies by the States/UTs.
  8. Training to Rural Masons under Rural Mason Training (RMT) programme to make available pool of trained rural masons for faster construction of quality houses.

16-Mar-2022: 1.75 crore houses have been completed under PMAY-G

Under the scheme, 2.28 crore houses have been sanctioned to the beneficiaries, out of which 1.75 crore houses have been completed as on 09.03.2022. The PMAY-G guidelines provides for construction of house within 12 months from the date of sanctioning the same to the beneficiary. The assistance is released to the beneficiary in a minimum of 3 installments linked to various stages of completion like at the time of sanction, foundation, plinth, windowsill, lintel, roof etc. Since the figures of house sanction and completion are dynamic and there is a gap of 12 months between sanction of house till its completion, therefore, there would always be some gap between the figures of houses sanctioned and houses built during the implementation of the scheme.

During the period of Covid-19 pandemic induced nation-wide lockdown, all construction activities including construction of houses under PMAY-G were also affected which retarded the pace of construction of PMAY-G houses. Besides, the delays are also due to delay in release of Central & State Share from State Treasury to State Nodal Account of PMAY-G, cases of unwillingness of beneficiaries to complete the construction, migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs and at times those occurring on account of General/Assembly/Panchayat elections, unavailability of building materials etc. The Ministry is taking the following initiatives to ensure timely completion of the houses under PMAY-G:

  1. Regular review of progress at the level of Ministry to ensure timely completion of targeted houses.
  2. The States/UTs have been requested to expedite the completion of houses approved under PMAY-G with specific focus and priority of houses for which 2nd and 3rd installments have been released.
  3. Daily monitoring on various parameters like gaps in sanction of houses, cleaning of PWL of PMAY-G.
  4. Timely allocation of targets to the States/UTs and release of adequate funds at the level of the Ministry.
  5. Promotion of eco-friendly & innovative technologies for house construction.
  6. Regular follow ups with the State to ensure release of central and state share of funds and provision of land to landless beneficiaries in rural areas.
  7. Expeditious resolution of technical issues and other constraints faced by the States.
  8. Steps are being taken to increase the coverage of Rural Mason Training (RMT) programme which would increase the availability of trained masons leading to faster construction of quality houses.
  9. Awards to the best performing States/UTs, Districts based on performance index dashboard, thereby creating healthy competition and motivation among the States/UTs for achieving the set targets.

The Union Cabinet has approved the continuation of PMAY-G beyond March, 2021 till March, 2024 for completion of remaining houses within the cumulative target of 2.95 crores houses under PMAY-G.

15-Mar-2022: Revamp of Pradhan Mantri Awaas Yojana

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to eligible rural households with overall target to construct 2.95 crore pucca houses with basic amenities by March, 2024. Out of the total target of 2.95 crore houses, a target of 2.62 crore (88.81% of total) houses has been allocated to the States/UTs, 2.27 crore (76.9% of total) beneficiaries have been sanctioned houses by the States/UTs, 1.74 crore houses have been completed as on 9.3.2022.

The Ministry is taking various steps to increase the pace of house sanction & completion and achievement of the targets by March 2024. Some of which are as under:

  1. Timely allocation of targets to the States/UTs.
  2. Micro monitoring of house sanction and completion using latest PMAY-G Dashboard and other IT tools & technologies.
  3. Regular review by Minister/ Secretary/ Additional Secretary and Joint Secretary.
  4. Focus on completion of those houses where 3rd or 2nd installment of funds has been released.
  5. Separate review of States with high targets and sub-par performance.
  6. Timely release of funds to the States/UTs and follow up with the States for onward release.
  7. Continuous follow-up with States / UTs on providing land to landless beneficiaries.

The following steps are being taken by the Ministry to clear the bottlenecks in the implementation of PMAY-G:

  1. Monitoring on various parameters like gaps in sanction and completion of houses to ensure timely completion of houses.
  2. Timely release of central share and state matching share from treasury to SNA.
  3. Regular follow ups with the states to ensure provision of land to landless beneficiaries in rural areas.
  4. Development of house design typologies for adoption by the States/UTs.
  5. Training to Rural Masons under Rural Mason Training (RMT) programme to make available pool of trained rural masons for faster construction of quality houses.

22-Feb-2022: Union Minister Shri Giriraj Singh launches Pradhan Mantri Awaas Yojana – Gramin (PMAYG) Dashboard

Union Minister for Rural Development and Panchayati Raj Shri Giriraj Singh today launched the PMAYG Dashboard for stringent monitoring of the implementation of the scheme. The dashboard will be used by the Stakeholders of PMAYG for monitoring and managerial purpose. However, The Minister asked the officials to make the portal public to make it ''Aam Janta Ka Portal" in reality.

Speaking about the Government's policy of Zero tolerance against corruption Shri Giriraj Singh said that the dashboard will provide complete transparency in the implementation of the scheme. The Minister asked the officials to ensure that the link of the dashboard should reach from the Sarpanches of villages to the Members of Parliament of constituencies so that they can monitor the scheme. The Minister also asked the Secretary, MoRD to issue guidelines to the States for fruitful use of the Dashboard. The Minister said that Block Officer should be given responsibility for providing a link to the dashboard to all elected and non-elected representatives of the block. He also asked NIC to provide a facility to file grievances on the portal.

The Dashboard provides End-to-End insights to cater to the analytical and strategic business intelligence needs to cater for the physical and financial progress of the PMAY-G scheme at a glance. The dashboard also provides the actionable insights that include the single screen visualization of entire physical and financial progress and state-level reports drillable to block level, analyzing the gap/delays in release of instalments, speed of house construction, age-wise, category-wise data analysis to find out anomalies, outliers, discrepancies etc. It also illustrates the trend analysis for sanction and completion progress using dynamic and customizable data visualization in close coordination with business users.

From now-onwards, the users of the Dashboard may not require to spend a large amount of time reviewing and analyzing different reports to end in a final conclusion. This Dashboard will allow the user to see, at a glance, an overall situation of PMAYG and will help to get the desired information.

Union Minister of State for Rural Development Shri Faggan Singh Kulaste and Sadhvi Niranjan Jyoti, Union Minister for Panchayati Raj Shri Kapil Patil, Secretary MoRD Shri Nagendra Nath Sinha and Deputy Director-General Shri Gaya Prasad were also present on the occasion.

Background

To achieve the objective of providing “Housing to All” by the year 2024, the Government of India rolled out the rural housing scheme, Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) with effect from 1st April 2016. The program envisages the completion of 2.95 crore PMAY-G houses with all basic amenities by the year 2024. As on 21st February 2022, a total of 1.73 crores PMAY-G houses have been completed against the allocated cumulative target of 2.62 crore houses.

Under PMAY-G with the introduction of certain implementation reforms, the Government aims at improving the speed and quality of houses construction, ensuring timely release of funds to beneficiaries, direct transfer of funds to beneficiaries’ accounts, technical assistance to beneficiaries, stringent monitoring through MIS-AwaasSoft and AwaasApp. The Scheme is being implemented and monitored through end to end e-governance solutions, AwaasSoft and AwaasApp. AwaasSoft provides functionalities for data entry and monitoring of multiple statistics related to implementation aspects of the scheme.

Since the launch of the scheme in 2016, efforts are being taken to make the software more user friendly. New modules have been added to the software for making it more accessible and maintain transparency in the implementation of the programme. The major initiative taken by the Ministry in the context of introducing new modules in the Awaassoft are such as Landless Module, Convergence module, E-ticketing system, Aadhaar Based enabled payment etc.

8-Feb-2022: More than 1.7 Crore Houses Completed under PMAY-G

The state-wise number of kaccha type households (Grass/thatch/bamboo/wood/mud) in the rural areas as per SECC-2011 is given at Annexure. The identification of beneficiaries under PMAY-G is based on the housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC)-2011 and due verification by the respective Gram Sabhas and completion of an Appellate Process. The target of 2.95 crore was arrived at on the basis of deprived households in SECC 2011, followed by verification by the States/UTs.

Under PMAY-G, the target of “Housing for All” by 2024 has been set at 2.95 crore houses, out of which target of 2,62,34,163 households has already been allocated to the States/UTs from 2016-17 till 2021-22. A total of 2,17,54,812 houses have been sanctioned to the beneficiaries and 1,71,34,737 houses completed as on 02.02.2022.

The Ministry is taking various steps to increase the pace of house sanction & completion and achievement of the targets by March 2024. Some of which are as under:

  1. Timely allocation of targets to the States/UTs
  2. Micro monitoring of house sanction and completion using latest IT tools and technologies.

8-Feb-2022: Financial Implication under PMAY-G

The Union Cabinet in its meeting held on 8th December, 2021 had approved the continuation of Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) beyond March, 2021 till March, 2024 for completion of remaining houses within cumulative target of 2.95 crore houses under PMAY-G. It is proposed to complete total target of 2.95 crore houses by March 2024.

The total financial liability from FY 2021-22 to FY 2023-24 for completion of the remaining 155.75 lakh houses is Rs. 1,25,106 crore as Central Share and Rs. 73,475 crore as State Matching Share excluding interest of the Extra Budgetary Resources, mobilised for this purpose.

Under PMAYG, upto 2% of the programme funds are utilised for administering the scheme. Out of 2%, 1.7% is released to the States/UTs annually. The year wise administrative funds released to States/UTs in last three years is as under:

2021

21-Dec-2021: Beneficiaries under PMAY-G

Under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G), the target is the construction of 2.95 crore houses to achieve the objective of “Housing for All” in rural areas. The beneficiaries have been identified based on the housing deprivation parameters prescribed under Socio Economic Caste Census (SECC) 2011. After due verification by the Gram Sabha and completion of Appellate Process, Gram Panchayat-wise Permanent Wait List (PWL) is prepared. The auto generated priority list of households from SECC, 2011 database was provided to the States/Union Territories (UTs) for conducting Gram Sabha meetings to finalize the PWL. As on 20.12.2021, a total of 2.15 crore households have been identified and included in PWL from SECC, 2011. Further, the details of such households who, though eligible for inclusion in PWL, but claimed to be left out from the SECC 2011 based PWL, have been captured in the Awaas+ Mobile App based Survey. The Survey was conducted during January 2018 and March 2019. In this exercise, the States/UTs have uploaded details of additional households. The beneficiaries from finalised Awaas+ lists are also being granted benefits under PMAY-G as per the approved guidelines, within a ceiling of 2.95 crore houses under PMAY-G. Thus, the Ministry has taken effective steps to ensure that genuine beneficiaries are not left out of the scheme.

The Framework for Implementation (FFI) of PMAY-G provides that the house construction should be completed within 12 months of sanctioning of house to the beneficiary.

14-Dec-2021: Houses Sanctioned Under PMAY-GRAMIN

The Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) is being implemented w.e.f. 1st April, 2016 in rural areas across the country. Under PMAY-G, a total of 1,66,04,079 houses have been constructed in the country, including 22,68,068 & 12,17,543 houses in the States of Uttar Pradesh and Rajasthan respectively as on 09.12.2021.

Under PMAY-G, the funds are transferred to the beneficiary directly into his/ her bank account, and the house is constructed by the beneficiary himself/herself or under his/her supervision. Since there is no provision of construction of PMAY-G houses by contractors, therefore, the issue of blacklisting of contractors does not arise.

Under PMAY-G, a total target of 2.63 crore houses have been allocated to the States/UTs, out of which 2.13 crore houses have been sanctioned, first installment of funds has been released to 2.01 crore beneficiaries and 1.66 crore houses have been completed as on 09.12.2021. During the period of Covid-19 pandemic induced nation-wide lockdown, all construction activities including construction of houses under PMAY-G were also affected which retarded the pace of construction of PMAY-G houses. Besides, the delays are also due to delay in release of Central & State Share from State Treasury to State Nodal Account of PMAY-G, cases of unwillingness of beneficiaries, migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs and at times General/Assembly/Panchayat elections, unavailability of building materials. The Ministry is taking the following initiatives to ensure timely completion of the houses under PMAY-G:

  1. Regular review of progress at the level of Ministry to ensure timely completion of targeted houses.
  2. The States/UTs have been requested to expedite the completion of houses approved under PMAY-G with specific focus and priority of houses for which 2nd and 3rd instalments have been released.
  3. Daily monitoring on various parameters like Gaps in sanction of houses, cleaning of PWL of PMAY-G and release of Central Share/State Matching Share from treasury to SNA.
  4. Timely allocation of targets to the States/UTs and release of adequate funds at the level of the Ministry.
  5. Promotion of eco-friendly & innovative technologies for house construction.
  6. Regular follow ups with the State to ensure release of central and state share of funds and provision of land to landless beneficiaries in rural areas.
  7. Expeditious resolution of technical issues and other constraints faced by the States.
  8. Steps are being taken to increase the coverage of Rural Mason Training (RMT) programme which would increase the availability of trained masons leading to faster construction of quality houses.
  9. Awards to the best performing States/UTs, Districts based on performance index dashboard, thereby creating healthy competition and motivation among the States/UTs for achieving the set targets.
8-Dec-2021: Cabinet approves continuation of Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) beyond March 2021 till March 2024
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today has approved the proposal of the Department of Rural Development for continuation of Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) beyond March 2021 wherein financial assistance is to be provided for the construction of the remaining 155.75 lakh houses, as on 31st March, 2021 under the scheme within total target of 2.95 crore houses.  
 
The details of the approval given by the Cabinet are as follows: 
• Continuation of PMAY-G beyond March 2021 till March 2024 as per the existing norms to complete remaining houses within a cumulative target of 2.95 crore houses.
• The total financial implication for construction of the remaining 155.75 lakh houses is Rs. 2,17,257 crore (Central Share Rs.1,25,106 crore and State Share Rs.73,41gKFtogHYuTLgtmff2zbx9hk7DWS8VB612gDjf1YFPsfT66jV4UFCBNJSsUKKBpwf9y4CunA1UoucxSkm8NLtmRFxDFATc-G and an additional requirement of Rs.18,676 Crore towards the interest repayment to NABARD.
• The phasing out of EBR and provision of entire scheme funding through Gross Budgetary Support (GBS) shall be decided in consultation with the Ministry of Finance.
• Release of additional ₹41gKFtogHYuTLgtmff2zbx9hk7DWS8VB612gDjf1YFPsfT66jV4UFCBNJSsUKKBpwf9y4CunA1UoucxSkm8NLtmRFxDFATcof total Administrative fund of 2%) to each smaller State viz. • Continuation of Program Management Unit (PMU) and National Technical Support Agency (NTSA) till FY 2023-24.
 
Benefits:
The continuation of scheme till March, 2024 ensures that the remaining 155.75 lakh households within overall target of 2.95 crore houses under PMAY-G would be provided assistance for construction of Pucca houses with basic amenities to achieve the objective of “Housing for All” in rural areas. 
 
As on 29th November, 2021, 1.65 crore PMAY-G houses have been constructed out of the total target of 2.95 crore.  It is estimated that 2.02 crore houses, which is almost equal to SECC 2011 database based Permanent Wait List will be completed by the deadline of 15th August, 2022.  Therefore, to achieve the total target of 2.95 crore houses, the scheme need to be continued till March, 2024.

20-Nov-2021: Pradhan Mantri Awaas Yojana – Gramin completes 5 years

On the eve of completion of 5 years of the scheme and celebration of Awaas Diwas on 20th November, 2021, States/UTs have undertaken various activities to celebrate the Diwas such as Bhoomi Pujan, Gruh Pravesh, visit of beneficiaries to demonstration houses, sensitization of beneficiaries about PMAY-G etc. Ensuring the fulfilment of the noble objective of housing for all, the Ministry in partnership with the State government endeavours to complete the target within the time frame.

To achieve the objective of providing “Housing to All” by the year 2022, the Government of India rolled out the revamped rural housing scheme, Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) was launched on 20th November, 2016 with effect from 1st April 2016. The program envisages the completion of 2.95 crore PMAY-G houses with all basic amenities by the year 2022.

Apart from focusing on providing houses to the eligible beneficiaries, PMAY-G also addresses the basic needs of households through convergence with other Government Schemes. The beneficiary is entitled to 90/95 person-days of unskilled labour from MGNREGS. The assistance for the construction of the toilet shall be leveraged through convergence with SBM-G. Convergence for piped drinking water, electricity connection, LPG gas connection etc. under different Government programmes is also an inherent thematic component.

An exercise for identification of households, who though eligible for assistance under PMAY-G as per the parameters specified under SECC-2011 but have not been included in the list of eligible beneficiaries and creating an additional list of eligible households was carried out by the Ministry of Rural Development through the States / UTs using Mobile Application “Awaas+”. The survey was started in January 2018 and completed till 7th March, 2019. In total 3.57 crore households were captured in the Awaas+ survey. Out of which, 2.76 crores household were found eligible and 51.07 lakh has been allocated to States/UTs so far.

The program is being implemented and monitored through end to end e-governance solutions, AwaasSoft and AwaasApp. AwaasSoft provides functionalities for data entry and monitoring of multiple statistics related to implementation aspects of the scheme. These statistics include physical progress (registrations, sanctions, house completion and release of instalments etc.), financial progress, status of convergence etc. Since the launch of the scheme in 2016, efforts are being taken to make the software more user friendly. New modules have been added in the software for making it more accessible and maintain transparency in the implementation of the programme. Some of the modules added recently in the software is as below:

  • Landless Module - The scheme has also taken care of landless households in the permanent waitlist (PWL). The State Government must ensure the provision of land to landless households on priority as they are the neediest ones. Further, to map landless beneficiaries in the PWL of PMAY-G and to capture the status of availing land or financial assistance for land purchase to the landless beneficiaries, a module on landless has been developed. The module captures the status of land provided to landless beneficiaries either financially assisted or provided land physically.
  • E-Ticketing system – The module has been introduced to address the grievances pertaining to technical as well as non-technical issues under PMAY-G as referred by the State/UTs.
  • Aadhaar Based Payment System –ABPS allows Direct Benefit Transfer (DBT) to the PMAY-G beneficiary in his/ her bank account linked with the Aadhaar number of the concerned beneficiary for the safe and authentic transaction.
  • In addition to the above, a module on understanding the features of PMAYG, from design to execution, is also available on iGOT, which is an e-learning platform intended for the capacity building of stakeholders of PMAY-G.

14-Nov-2021: PM Modi transfers the 1st instalment of PMAY-G to more than 1.47 lakh beneficiaries of Tripura

The Prime Minister, Shri Narendra Modi transferred the 1st instalment of PMAY-G to more than 1.47 lakh beneficiaries of Tripura. More than Rs 700 crore were credited directly to the bank accounts of the beneficiaries on the occasion. Following Prime Minister’s intervention, taking in to account unique geo-climatic condition of Tripura, the definition of ‘kuccha’ house has been changed specifically for the state, which has enabled such a large number of beneficiaries living in ‘kutcha’ houses to get assistance to construct a ‘pucca’ house. Union Rural Development Minister and  Chief Minister of Tripura were among those present. The Prime Minister  interacted with the beneficiaries.

The Prime Minister, interacting with Anita Kuki Debbarma of Dhalai Tripura, asked her about her life and livelihood and told her to construct a strong and remarkable house as, soon, she will have a pucca house. The Prime Minister told her that ever since this government came into power, welfare of the poor and tribal section has been its highest priority. Schemes like Eklavya schools, Van produce related schemes are planned and implemented on ground. He exhorted the beneficiary to give her children education.

The Prime Minister asked Smt Soma Majumdar from Sepahijala about her experience of benefiting from the scheme. He also asked how her life would improve after getting a new pucca house. She said her dream of having a pucca house was fulfilled because of the scheme and it would be a major help during the monsoon. The PM urged her to spend the installments only on the construction of her house. He said the aim of his Government is to make the beneficiaries get the benefits of the scheme without any hassle or middleman.

The Prime Minister enquired Shri Samiran Nath from North Tripura whether he was aware of the benefits he would get along with the installments under PMAY-G for construction of his house. PM also asked him his experience in pre-scheme activities like the survey which was conducted for the construction of his house. The PM also asked him whether he faced any issues while getting the benefits under the scheme or whether he had resorted to bribes for getting the benefits. The PM criticized the earlier system wherein beneficiaries were not able to get any benefits without giving bribes.

Interacting with Smt Kadar Biya from South Tripura, the Prime Minister asked whether she knew how much she would get as installments under this scheme. The PM asked her whether she ever dreamt that the Government would financially assist her in constructing the house she wanted, the way she desired. The Prime Minister expressed hope that the pucca house will bring happiness in their lives. He said beneficiaries like Smt Biya are the proof that the government is ensuring benefits without any discrimination and middleman. He said that the government is working with an attitude to benefit the citizens. The Prime Minister complimented the Chief Minister and his team for working expeditiously and said that whether it is Biplab Kumar Deb ji’s Government or Modi Government, rules are not allowed to become hindrances for the welfare of the citizens. He also expressed happiness that, to the extent possible, the houses under PMAY are in the name of women.

Addressing the gathering, the Prime Minister said today’s event is an indication of coming great days and hope for Tripura. He emphasized that Biplab Deb ji’s government in the state and the government at the centre are committed to take the progress of the state forward. “Today the first installment given under the Pradhan Mantri Awas Yojana has given a new impetus to the dreams of Tripura. I heartily congratulate all the people of Tripura, about one and a half lakh families who got the benefit of the first installment”, Shri Modi said.

The Prime Minister said the thinking that keeps Tripura poor, keeps the people of Tripura away from amenities, has no place in Tripura today. Now the double engine government is engaged in the development of the state with full force and sincerity.

Talking about the long prevailing neglect of the region, the Prime Minister said that earlier our rivers from the northern and western parts of the country used to come to the east, but the Ganges of development used to stop before reaching here. “The overall development of the country was seen piecemeal and was viewed through a political lens. Therefore, our Northeast felt neglected”, He stressed. “But today the development of the country is seen with the spirit of 'Ek Bharat, Shreshtha Bharat'. Development is now considered synonymous with unity-integrity of the country”, he added.

The Prime Minister singled out India's confident Nari Shakti for their yeoman contribution In the development of the country full of confidence. As a major symbol of this Nari Shakti, we also have women's self-help groups. These SHGs have been connected with Jan Dhan Accounts. The collateral free loan available to such groups has been doubled to 20 lakh rupees, Shri Modi said.

Talking about the increasing ease of living, the Prime Minister said, earlier, the common man had to make rounds of government offices for each and every work, but now the government itself comes to the people to provide all the services and facilities. “Earlier, government employees used to worry about getting paid on time, now they are getting the benefit of 7th Pay Commission”, he added.

The Prime Minister said in the history of Azadi, the tribal fighters of our Northeast and other parts of the country have sacrificed their lives for the country. To honor this tradition, the country is working relentlessly to carry forward this legacy. In this series, the country has taken another big decision during the Amrit Mahotsav. The country will now celebrate the birth anniversary of Bhagwan Birsa Munda every year on 15th November as Tribal Gaurav Diwas. The day will gain equal importance in the national iconography as 2nd October - Ahimsa Divas, 31 October Unity day, 26 January Republic day, Ram Navami, Krishna Ashtami etc. “The day will not only be a day to pay tribute to the contribution of the Adivasi Samaj but will also emerge as a symbol of a harmonious society”,  the Prime Minister said.

The Prime Minister said that the region’s huge potential will be unleashed by creating modern infrastructure and improving connectivity. He expressed confidence that work being done in the region will take the country to new heights of growth.

27-Jul-2021: More than 50 lakh houses were sanctioned during 2020-21 Pradhan Mantri Awaas Yojana- Gramin (PMAY-G)

Under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G), a total of 50,09,014 houses were sanctioned during 2020-21,out of which, 34,00,006 PMAY-G houses have been completed.

The PMAY-G aims at providing 2.95 crore houses to the eligible rural population in the  country so as to achieve the objective of “Housing for All”. There is no application process and the beneficiaries are identified based on the housing deprivation and exclusion criteria prescribed under Socio Economic Caste Census (SECC) 2011 and from finalized Awaas+ list subject to due verification by Gram Sabha and Appellate process thereafter. Therefore, the entire process of remanding of ineligible beneficiaries, sanctioning of houses and release of funds is being done by the respective State Governments. Further, the construction of house is the responsibility of the beneficiary himself/herself.

The Ministry is taking the following initiatives to ensure improvement in scheme’s functioning:

6-Apr-2021: 92% target achieved in the 1st phase of Pradhan Mantri Awaas Yojana – Gramin

Under the Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), a flagship programme of the Government of India, 92% target of completion has been achieved in the 1st phase of the scheme i.e. from 2016-17 to 2018-19. The government is confident that all the houses in the Permanent Wait List (PWL) would be completed by the end of Amrut Mahotsav.

 As against the existing Permanent Wait List (PWL) identified using the SECC database of 2011, as on date 2.14 crore beneficiaries have been found to be eligible. Though this list consisted of 2.95 crore households initially, through multistage verification including at the time of sanction, many more households have been found ineligible, therefore, this list has been pared down to 2.14 Cr. and likely to go down further. Against this, 1.92 crores (90%) houses have been sanctioned and against the sanctioned houses, 1.36 crore (71%) houses have been completed. A target of 1 crore houses was set for completion in the 1st phase of the scheme i.e. from 2016-17 to 2018-19, against which 92% target of completion has been achieved.

In the FY 20-21, a total allocation of Rs 19,269 cr. was made available as budgetary support, in addition, extra-budgetary support of Rs 20,000 cr. has been provided, the overall release of Rs 39,269 cr. is so far the highest in any year since the launch of PMAY-G. The expenditure incurred by states including state share has also seen an unprecedented increase in the current FY amounting to Rs 46,661 cr., which is the highest since the launch of the scheme.

It may also be mentioned that since 2014-15, the pace of housing works have been considerably accelerated which includes the erstwhile scheme of Indira Awaas Yojana. The substantial funding for the programme besides the emphasis on completion and other reforms have led to the completion of about 73 lac IAY houses. Thus, in total since 2014-15, about 2.10 cr. housing units have been completed under various rural housing schemes.

Under PMAY-G with the introduction of certain implementation reforms, the Government has aimed at improving the speed and quality of houses construction, ensuring timely release of funds to beneficiaries, direct transfer of funds to beneficiaries’ account, technical assistance to beneficiaries, stringent monitoring through MIS-AwaasSoft and AwaasApp.

Due to the overall reduction in the number of eligible beneficiaries from 2.95 crore to 2.14 crore as of date, A survey named “Awaas+” was conducted by all the States/UTs with the help of field functionaries for identification of those households who though eligible but have not been included in the Permanent Wait List of PMAY-G. The Ministry of Finance in July, 2020 concurred the proposal of the Ministry of Rural Development for the inclusion of additional eligible households from the final Awaas+ list into the Permanent Waitlist (PWL) of PMAY-G with a ceiling of 2.95 crores PMAY-G houses. The survey results are being vetted for eligibility and would be taken up subsequently.

The Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) is one of the flagship programmes of the Government of India which is driven by the noble objective of providing “Housing for All” by the year 2022. It is a social welfare program through which the Government provides financial assistance to houseless beneficiaries identified using SECC 2011 data to help them construct a house of respectable quality for their personal living. The Scheme envisaged constructing 2.95 crore PMAY-G houses with all basic amenities by the year 2021-22. The scheme envisioned providing other facilities to make it an aspirational home for the beneficiaries through convergence with other schemes like Swachh Bharat Mission, PM Ujjwala Yojana for providing LPG connection and unskilled wage component of 90-95 days under MGNREGS. Significant progress has been made in this direction since the launch of the scheme by the Prime Minister in November 2016.

20-Jan-2021: PM releases financial assistance to over 6 lakh beneficiaries in UP under Pradhan Mantri Awaas Yojana – Gramin

The Prime Minister,  Shri Narendra Modi released financial assistance to over 6 lakh beneficiaries in UP under Pradhan Mantri Awaas Yojana – Gramin through video conference. He interacted with the beneficiaries. Union Rural Development Minister, Governor of Uttar Pradesh and Chief Minister of Uttar Pradesh were present on the occasion.

The Prime Minister wished the beneficiaries and extended greetings on the occasion of Prakash Purab. Shri Modi bowed to Guru Gobind Singh ji on his Prakash Purab. He greeted the nation on this auspicious occasion. He said that he feels that Guru Sahib has been very kind to him and given him ample opportunity to serve him. Guru Saheb’s life and message inspires us to take on the challenges while following the path of service and truth. This level of strength and courage emanates from the spirit of service and truth, and the country is moving on this path, shown by Guru Gobind Singh Ji,  said the Prime Minister.

The Prime Minister said that unprecedented work is being done to change the lives of the poor, deprived and exploited. He recalled that he launched the PM Awaas Yojna from Agra five years ago. This scheme has started changing the face of Indian villages. This scheme is linked with the hopes of millions and has given the poorest of poor the confidence that she can be a homeowner.

The Prime Minister expressed happiness that Uttar Pradesh is among the states that are moving the fastest on building houses for the  poor. He informed that today, 6 lakh families of the state will get a total of more than Rs 2600 crores in their bank account. Out of these 6 lakh families, 5 lakh will get the first installment which means that, for 5 lakh families, their life’s wait is over. Similarly, 80 thousand families got their second installment which means that by next winter they will have their own house, said the Prime Minister.

The Prime Minister asserted that AatmaNirbhar Bharat is directly linked to the self-confidence of the country’s citizens and a house of one’s own enhances this self-confidence manifold. A self-owned house brings assurance in life and also the hope of coming out of poverty.

The Prime Minister recalled that during the time of previous governments, the poor did not have the confidence that the government could be of any help in getting their house constructed. He also said that the quality of the houses made in the earlier scheme was also not up to the mark. The poor had to face the brunt of wrong policies, said the Prime Minister. Keeping in Mind this plight, PM Awaas Yojna was started with an aim to provide every poor family a house before completion of 75 years of independence. 2 crore housing units have been constructed in rural areas during recent years, PM Awaas Yojna has accounted for 1.25 crore units with central government’s contribution being about 1.5 lakh crore rupees. The Prime Minister also recalled the lack of response from the previous governments in the state. He informed that in Uttar Pradesh 22 lakh Garmin Awaas are to be constructed out of which 21.5 lakh have been approved for construction. 14.5 lakh families have already got their house mostly, under the present government.

The Prime Minister said that, keeping in mind the bad experience of past, few things have been kept in mind such as those poor families who have lost hope of owning a house should be given priority, second, transparency in allocation, third, ownership to be vested preferably with women, fourth, monitoring via technology and finally a house equipped with all the basic amenities. The housing units are benefiting poor families who were living in kachcha houses, local workers, small farmers and landless labourers with no hope of owning a house. Shri Modi underlined the aspect of women empowerment in the scheme as these units are mostly in the name of women of the family. Landless families are getting the documents of the land and all the money is being transferred directly in the account of the beneficiary to prevent any corruption.

The Prime Minister emphasized that the effort is to reduce the gap between amenities of rural and urban areas and aim is to make life for rural people as easy as urban population. Therefore, basic amenities such as Toilet, Lighting, Water and Gas connection are also added to Pradhan Mantri Awaas Yojana. The objective is that a poor person should not have to run around for basic facilities.

The Prime Minister remarked that PM Swamitva Yojana would be a game changer in improving the lives of the villagers. And UP is one of the pioneer states where it has been implemented. Under this scheme, the villagers will get their land along with ownership papers of the house. Drones are being used for surveys in thousands of villages in UP, mapping is being done so that people's property remains registered with the government and land disputes come to an end. He said the biggest benefit of this scheme will be that villagers will be able to take loans from the bank by mortgaging these houses. This will have a positive impact on the prices of the rural property. This work is over in 8.5 thousand villages of the state and people are getting digital certificates after the survey, locally called ‘Gharoni’. More than 51 thousand such certificates have already been distributed in Uttar Pradesh, informed the Prime Minister

The Prime Minister said when so many schemes are reaching villages, not only are the facilities increasing, but also the rural economy is gaining momentum. He said roads built under Pradhan Mantri Gram Sadak Yojana are making the life of the people of the village easy. He said work is going on to provide fast internet access to more than 6 lakh villages through Optical fibers. This project would also create new employment opportunities for the villagers. He said UP is ranked first in the country by generating 10 crore man-days of employment through Garib Kalyan Rojgar Abhiyan to support the migrant laborers who returned during Corona period. He said this has improved the ease of living of the villagers. He listed various initiatives to improve the ease of living like Ayushman Bharat Scheme, National Nutrition Mission, UJALA scheme which has given UP a new identity. He listed the infrastructure projects like expressway and projects like AIIMS commissioned in UP and said it would help in accelerating the pace of development in UP. He cited this as the reason why many big companies are coming to invest in UP today. He said avenues are also open for small companies through 'One District One Product' where local artisans are getting benefitted.

20-Nov-2020: Awas Diwas and Awas Week celebrated

On the occasion of “Awaas Diwas” celebration, Shri Narendra Singh Tomar, Minister of Rural Development, Panchayati Raj, Agriculture & Farmers Welfare and Food Processing, Govt of India interacted with Rural Development Ministers and officials of the States/ Union Territories through the Video Conference. During the interaction, the Minister congratulated the States/ UTs for their contribution towards the noble goal of “Housing for All” by providing houses to rural households. Shri Tomar further mentioned that PMAY-G is not only credited with the task of providing houses to beneficiaries, but it also serves in protecting the dignity of the households. This enhancement of quality of life has an additional positive impact on the welfare of the beneficiaries. Awaas Diwas / Awaas Week is not just a day to celebrate a scheme, but a day to connect with crores of rural households, who have been greatly benefited by this scheme or in the Permanent Wait List (PWL) to receive the benefit of the scheme. Moreover, it is also an opportunity to spread awareness about the scheme among all stakeholders. Several State RD Ministers expressed their views on bottlenecks and their commitment to achieve the target of ‘Housing for all by 2022’.

Sadhvi Niranjan Jyoti, Minister of State, Ministry of Rural Development, Shri Nagendra Nath Sinha, Secretary, Department of Rural Development; Ms. Alka Upadhyay, Additional Secretary (Rural Development); Shri Gaya Prasad, Deputy Director General(RH) and other officials from the Ministry of Rural Development were also present. The Rural Housing Scheme, Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) was launched by the  Prime Minister of India on 20thNovember 2016 at Agra, Uttar Pradesh. To commemorate the launch of PMAY-G, which aims to provide “Housing for All” by 2022, it was decided to celebrate 20thNovember every year as “Awaas Diwas”.

The program envisages the completion of 2.95 crore PMAY-G houses with all basic amenities by the year 2022. In the 1stphase of the scheme i.e. from 2016-17 to 2018-19, a target for construction of 1 crore pucca houses were set. In the 2nd phase of the scheme starting from 2019-20 to 2021-22, the target of construction of the remaining 1.95 crore houses has been set. As on date, a total of 1.75 Crore PMAY-G houses has been sanctioned and 1.20 Crore houses have been completed against the allocated cumulative target of 2.26 Crore houses.

Under PMAY-G with the introduction of certain implementation reforms, the Government aims at maintaining transparency and enhancing the speed of house construction, maintaining quality, ensuring timely release of funds to beneficiaries through Direct Benefit Transfer (DBT), technical assistance to beneficiaries, offering bouquet of region specific house designs to the beneficiaries, stringent monitoring through MIS-Awaas Soft and Awaas App.

The Awaas Diwas/ Awaas week was celebrated with great zeal and enthusiasm in the country during previous years 2017, 2018, and 2019 also wherein the States/ UTs undertook various activities with the active participation of the beneficiaries of PMAY-G.

This year, the States/ UTs have been requested to celebrate Awaas Diwas on 20th November 2020 and Awaas Week / Saptah (16th November 2020 to 22nd November 2020) and undertake  various activities at different levels of the administration i.e. State, District, Block, Gram Panchayat complying to the directions issued by the Ministry of Home Affairs and Ministry of Health and Family welfare considering the prevalent conditions owing to COVID19. Activities to be taken up during the celebration of Awaas Diwas/ Awaas Week include

  • Sensitization of beneficiaries about PMAY-G
  • Organizing visits of the beneficiaries to the sites with demonstration houses.
  • Organizing interaction of PMAY-G beneficiaries with local bankers to facilitate a loan to beneficiaries of PMAY-G.
  • Organizing Bhoomi Pujan, Grih Pravesh, etc.
  • Any other activities as it deems appropriate during the Awaas Diwas/ Awaas week celebrations.

The Minister thanked all organisations/ individuals of the PMAY-G fraternity, right from the field functionaries to the officials of Block, District, State and Central level, for the dedicated efforts for implementing the scheme in a transparent manner and making it successful. The efforts to revive the pace of construction of houses after the lockdown by following the necessary guidelines of COVID 19 were also appreciated.

10-Sep-2020: PM to participate in ‘Grih Pravesham’ and inaugurate 1.75 lakh houses built under PMAY-G in Madhya Pradesh on 12th September

Prime Minister Shri Narendra Modi will participate in ‘Grih Pravesham’ and inaugurate 1.75 lakh houses built under Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) in the state of Madhya Pradesh, on 12th September, via video conferencing. All of these houses have been built/completed during the current challenging COVID-19 pandemic period.

Chief Minister of Madhya Pradesh will also be present on the occasion. The program will be telecast Live on DD News.

Background

Prime Minister had given a clarion call of “Housing for All by 2022”, for which a flagship programme of PMAY-G was launched on 20th November, 2016. So far 1.14 crore houses have already been built across the country under the programme.  In the state of Madhya Pradesh, 17 lakh poor households have also benefited from this scheme till now.  These are all households of poor people who either had no house or lived in dilapidated makeshift homes.

Under PMAY-G, each beneficiary is given 100% grant of Rs. 1.20 lakh with a  sharing ratio of 60:40 between Centre and State. Funds for all these houses constructed under PMAY-G are given by way of 4 instalments directly into the bank account of the beneficiary after verification of various stages of construction through Geotagged photographs. The scheme envisages to construct 2.95 crore houses by the year 2022.          

In addition to the unit assistance, the beneficiaries are provided support of unskilled labour wages for 90/95 person days under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and assistance of Rs. 12,000 for construction of toilets through Swachh Bharat Mission- Gramin, MGNREGS or any other dedicated source of funding. The scheme has provisions for convergence with other schemes of Government of India and State/UTs for providing LPG connection under Pradhan Mantri Ujjwala Scheme, electricity connection, access to safe drinking water under Jal Jeevan Mission, etc. Madhya Pradesh Government, through its “Samridh Paryavas Abhiyaan”, has dovetailed 17 other schemes like social security, pension scheme, ration card, Prime Minister Kaushal Vikas Yojana, National Rural Livelihood Mission, etc to provide additional benefits.

24-Jul-2020: Target of construction of 2.95 crore houses under PMAY-G expected to be achieved by March 2022

To achieve the objective of “Housing for all by the year 2022”, Prime Minister Shri Narendra Modi launched the restructured rural housing scheme, namely Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) on 20th November, 2016 with the target of construction of 2.95 crore houses with all basic amenities by the year 2022.

The selection of beneficiaries through a three stage validation (Socio Economic Caste Census 2011, Gram Sabha, and geo-tagging) has ensured selection of the poorest of the poor under PMAY-G. The department took various measures including IT/DBT to ensure smooth flow of fund to the beneficiaries account, use of new housing designs after studying local region specific typologies, evidence based monitoring through geo-tagged photos taken at all pre-determined stages of construction, transaction based MIS, adequate provision of fund, training of rural masons etc., for timely completion of houses.

All these measures ensured increased pace for construction of houses resulting in completion of 1.10 crore houses which includes houses to 1.46 lakh landless beneficiaries under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G). The increased pace of work has been reflected in the NIPFP study which indicated 114 days as average completion time for Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) as compared to 314 days earlier. The Ministry of Rural Development has also completed construction of around 72 lakh houses under Indira Awaas Yojana totalling construction of 182 lakh houses since 2014.

PMAY-G also addresses the basic needs of households through convergence with various government programmes. The poor not only get a home but also get up to 90-95 days of work under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Their homes are also provided electricity connection under the existing Ministry of Power schemes and LPG connection under Pradhan Mantri Ujjwala Scheme besides the households’ toilet under Swachh Bharat Mission / MGNREGS and tap connection under Jal Jeevan Mission. Efforts have also been made to provide livelihood development and diversification opportunities to 1.82 crore rural households, under Deendayal Antyodaya Yojana-National Rural Livelihood Mission (DAY-NRLM).

With partnership with the States, the Ministry of Rural Development is confident that with a large number of houses under different stages of completion and increased pace of completion of houses, it would be able to achieve the target of construction of 2.95 crore houses under PMAY-G by March, 2022.

19-Feb-2019: Cabinet approves continuation of Pradhan Mantri Awaas Yojana – Gramin beyond March, 2019 (PMAY-G Phase-II)

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the implementation of Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) beyond March, 2019 (PMAY-G) Phase-II as follows:

  • Total target for construction of 1.95 crore houses under PMAY-G Phase-II upto 2022.
  • Continuation of rural housing scheme Pradhan Mantri Awaas Yojana Gramin (PMAY-G) in Phase-II till 2019-20 as per the existing norms of PMAY-G Phase-I, with a target of 60 lakh houses involving financial implication of Rs.76,500 crore (Central Share of Rs. 48,195 crore and State share of Rs.28,305 crore)
  • Continuation of the scheme beyond 2019-20 upto 2021-22 in the next finance commission cycle, after due appraisal and approval based on third party evaluation of scheme/programme as per the extant procedure.
  • Inclusion of additional eligible households from the final Awaas+ list into the Permanent Wait List (PWL) of PMAY-G, with a ceiling of 1.95 Cr, on priority for those States / UTs where PWL is exhausted and allocate target to these States / UTs with the approval of the Minister of Rural Development in consultation with the Ministry of Finance.
  • Continuation of Program Management Unit (PMU) and National Technical Support Agency (NTSA) till 2019-20.
  • Borrowing for additional financial requirement through existing mechanism of EBR till the validity of the scheme.
  • Reduction in administrative expenses from 4% to 2% of programme funds. 2% of the programme funds allocated for administrative component, shall be bifurcated. 0.30% of the programme funds shall be retained at the central level and the remaining 1.70% of the programme fund shall be released to the States/UTs as Administrative Fund.

Benefits: The left out rural households who are houseless and / or living in dilapidated houses subject to a ceiling of 1.95 crore would be provided pucca houses by 2022.

2018

1-Aug-2018: 1.07 crore rural houses constructed over the last four years under Pradhan Mantri Awaas Yojana –Gramin

The re-structured rural housing scheme Pradhan Mantri Awas Yojana – Gramin (PMAY-G) which has the objective of “Housing for All by 2022” was launched by Hon’ble Prime Minister on 20th November, 2016 from Agra. 2.95 crore houses are set to be constructed by 2022 to achieve the set objective of PMAY-G which has been decided to achieve in phases. In the first phase the target is construction of one crore pucca houses by 31st March, 2019.

A total of 1.07 crore rural houses have been completed over the last four years (2014-15 to 2017-18) which  include completion of 38.20  lakh Pradhan Mantri Awaas Yojana – Gramin (PMAY- G) houses and 68.64 lakh IAY houses that were sanctioned in 2014-15 and 2015-16 and prior to that. If the figures of the current financial year are also added to this achievement under the rural housing scheme the achievement from 2014-15 till date becomes 1.13 crore completed rural houses. The details of rural housing scheme and progress can be seen from the website of PMAY-G, i.e. (pmayg.nic.in). The confidence on timely completion is further strengthened by a recent study conducted by National Institute of Public Finance and Policy (NIPFP), New Delhi, which has concluded that the average time of construction of a house under PMAY-G has gone down to 114 days as against 314 days under the erstwhile rural housing scheme, i.e. IAY. In view of the availability of 240 days till March, 2019, and keeping in view the current pace of construction of PMAY-G houses and various initiatives of the Ministry to closely track the progress of construction, the target of completion of 1.00 crore pucca houses under PMAY-G would be achieved by March, 2019. In this way Government would construct 1.70 crore rural houses between April, 2014 and March, 2019.

The completed PMAY-G houses are changing the rural landscape and bringing social transformation in villages across the country.
