17-Mar-2023: Project for Creating 250 Model Gram Panchayat Clusters across India

Shri Giriraj Singh, Union Minister of Rural Development & Panchayati Raj chaired a meeting in New Delhi held via video conference on 16th March, 2023 to review the progress on ‘Project for Creating 250 Model Gram Panchayat Clusters across India’ and interacted with Young Fellows (YFs) of National Institute of Rural Development & Panchayati Raj (NIRD&PR), and State Project Coordinators (SPCs) of 250 Model Gram Panchayat Clusters.

Speaking on the occasion, Shri Giriraj Singh emphasized on developing Model Gram Panchayats ensuring holistic development of the Gram Panchayats covered under ‘Project for Creating 250 Model Gram Panchayat Clusters across India’. He stressed that Young Fellows working in remote areas should set an example with community participation to ensure that more children than ever receive quality education and students do not drop out of school. Young Fellows may play significant role in different thematic areas under Localization of Sustainable Development Goals (LSDGs) in Gram Panchayats. Union Minister underlined the need for working on strategy for achieving saturation mode of various schemes implemented in the Gram Panchayats in mission mode, with convergence of available resources and in coordination with all stakeholders for Poverty Reduction and Economic Empowerment of these Model Gram Panchayats. His direction to all YFs for achieving ‘Shiksha Yukt Panchayat’, ‘Gender Rozgar Yukt Panchayat’, ‘Swachhata Yukt Panchayat’, ‘Green Panchayat’, ‘Swasth Panchayat’, and ‘Self-sustainable Panchayat’ by ensuring and conducting 6 Gram Sabhas by direct involvement of the community. The NIRD&PR was suggested to convene a day-long national-level workshop with active participation of all YFs and develop a monitoring dashboard to review the progress and achievements in Gram Panchayats covered under this Project.

Union Minister of Rural Development & Panchayati Raj also mentioned the importance of Gram Panchayat Development Plans (GPDPs) and encouraged the YFs to formulate an effective holistic plan using relevant parameters for all-round development of the Panchayats. Each Gram Panchayat must strive to achieve the saturation in one or more thematic areas under LSDGs, viz., Clean & Green Village, Healthy Village, Water Sufficient Village, Women-Friendly Village, Child-Friendly Village etc.

The highlight of the meeting was the discussion on future strategies and way forward to overcome the challenges and proper utilization of available resources towards creating Model Gram Panchayats across the country.

7-Dec-2021: Gram Panchayat Development Plan (GPDP)

Ministry of Panchayati Raj has been providing programmatic support to States for strengthening of Panchayati Raj Institutions (PRIs) so as to enable them to discharge their mandated duties effectively and efficiently. Further, the Ministry envisages to achieve Sustainable Development Goals (SDGs) through implementation Rashtriya Gram Swaraj Abhiyan (RGSA) scheme which mandates to capacitate elected representatives and functionaries to deliver on SDGs through participatory local planning at the Gram Panchayat level.

To take forward Ministry’s vision of localizing SDGs in rural India, an Expert Group had been constituted for making recommendations on ‘Localization of SDGs through PRIs under the Chairpersonship of Additional Chief Secretary, Government of Tamil Nadu and Senior Officers from Ministry of Panchayati Raj, State Panchayati Raj Departments, National Institute for Rural Development & Panchayati Raj (NIRD&PR), State Institute of Rural Developments (SIRDs) of some states and NITI Aayog. The Expert Group, after thorough deliberations, has submitted a detailed report with recommendations on the strategies and initiatives to be taken for localization of the SDGs at the grassroots level engaging PRIs and all relevant stakeholders in rural India. The report has been accepted by the Ministry.

Under the People’s Plan Campaign (PPC) rolled out this year from 2nd October,2021 up to 31st January, 2022 for preparation of  Gram Panchayat Development Plans (GPDPs) for 2022-23, Panchayats  have been advised to mandatorily integrate  the Village Poverty Reduction Plans (VPRPs) into GPDP.

3-Aug-2021: Government launched ‘Sabki Yojna Sabka Vikas’ campaign for inclusive and holistic preparation of Gram Panchayat Development Plan (GPDP)

Under Article 243 G of Constitution, Panchayats have been mandated for preparation and implementation of plans for economic development and social justice. Thus, Panchayats have a significant role to play in the effective and efficient implementation of flagship schemes/programmes on subjects of national importance for transforming rural India. With this aim, People’s Plan Campaign titled ‘Sabki Yojna Sabka Vikas’, for inclusive and holistic preparation of Gram Panchayat Development Plan (GPDP) was launched from 2nd October, 2020 to 31st January,  2021 as was done during 2018 and 2019.  In this endeavor, convergence was sought with all Departments relating to 29 devolved subjects listed in XIth Schedule of the Constitution.  The objectives of ‘Sabki Yojna Sabka Vikas’ broadly include strengthening of elected representatives and Self Help Groups, evidence based assessment of progress made in 2020-21 and proposals for 2021-22 in all 29 subjects of XI Schedule, public disclosure on Schemes, finances etc. and the preparation of inclusive, participatory and evidence based GPDP for 2021-22 through structured Gram Sabha involving front line workers/ supervisors of all 29 sectors of XI schedule.

The campaign aimed to help Gram Panchayats (GPs) in preparation of convergent and holistic GPDP through identification of sectoral infrastructural gaps in respective areas. The approval of GPDP for the year 2021-22, well in advance, will provide GPs full year for implementation and effective monitoring of works. The States will, thus, be in full readiness for effectively utilising the resources available with them and other schematic interventions under GPDP during 2021-22.

Sabki Yojana Sabka Vikas is an effective strategy for ensuring the preparation of GPDP in a campaign mode by endeavouring to converge all resources available at Panchayat level related to 29 subjects listed in the Eleventh Schedule of the Constitution. As such no separate allocation has been earmarked for Sabki Yojana Sabka Vikas to States/UTs including State of Haryana, Assam and Bihar.
