19-Dec-2022: Gaya and Nalanda have been selected for development under Swadesh Darshan 2.0

Ministry of Tourism (MoT) under its Schemes of Swadesh Darshan, Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD) and Assistance to Central Agencies provides assistance to the State Governments/Union Territory Administrations/Central Agencies for development of Tourism infrastructure in the country. The projects for development under the schemes are identified in consultation with the State Governments/Union Territory Administrations/Central Agencies and are sanctioned subject to availability of funds, submission of suitable detailed project reports, adherence to scheme guidelines and utilization of funds released earlier etc.

The Ministry has now revamped its Swadesh Darshan scheme as Swadesh Darshan 2.0 (SD2.0) with the objective to develop sustainable and responsible tourism destinations, following a tourist & destination centric approach. Gaya and Nalanda have been selected for development under SD2.0 whereas Punaura Dham in Sitamarhi District of Bihar is a site identified for development under PRASHAD Scheme of MoT.

13-Dec-2022: Union Tourism Minister Shri G. Kishan Reddy dedicates 4 projects to the nation in Puducherry sanctioned under the Swadesh Darshan scheme

The Union Minister for Tourism, Culture, and Development of the North Eastern Region (DoNER) Shri G Kishan Reddy, dedicated several tourism projects during his visit to Puducherry on 13th December 2022. The projects were sanctioned by the Ministry of Tourism under the SWADESH DARSHAN scheme. The projects that were inaugurated included the renovation of Aayi Mandapam and dynamic lighting at Bharathi Park at a cost of Rs. 1.33 Crore, the Development of Pilgrim Facilities and Ghat along the sacred river at Sri Gangai Varagha Natheeswarar Temple at Thirukanchi at a cost of Rs. 5.82 Crore, development of Spiritual Park at Thirunallar Karaikal at a cost of Rs 7.40 Crore and the Development of Eden Beach at Chinna Veerampattinam at a cost of Rs 3.51 Crore.

The Union Minister also inaugurated the Puducherry Shopping Festival 2022 logo which aims to promote business tourism and trade, particularly by creating unique shopping experiences for the tourists visiting Puducherry.

While addressing the officials of the tourism department of the Pondicherry Union Territory he said, “Puducherry is a vibrant destination in India that attracts tourists from all over the world. It is my pleasure to dedicate 4 projects that were sanctioned under SWADESH Darshan of the Ministry of Tourism to the nation”.

The Union Minister further added, “India for thousands of years has always been known for its spiritual wealth, cultural heritage, and diversity. Over the last 8 years, India is being known for world-class amenities, excellent infrastructure and facilities, and ease of living through technology and digitization. Now India is not just a place to see and visit but a destination to experience and be transformed for life.”

The Ministry of Tourism under the Swadesh Darshan Scheme has sanctioned a total of Rs. 148.31 Crore for 3 projects in Puducherry. These include:

The Ministry of Tourism under its ‘Swadesh Darshan’ scheme provides financial assistance to State Governments/Union Territory (UT) Administrations/Central Agencies etc. for development of tourism infrastructure in the country. The projects under this   scheme are sanctioned subject to availability of funds, submission of suitable Detailed Project Reports (DPR), adherence to scheme guidelines and utilization of funds released earlier etc. The Ministry of Tourism under its Swadesh Darshan Scheme (SDS) has sanctioned 10 projects under the theme of Coastal Circuit.

The Ministry of Tourism has now revamped its Swadesh Darshan scheme as Swadesh Darshan 2.0 (SD2.0) in order to develop sustainable and responsible destination centric approach with the following objectives:

  1. To enhance the contribution of tourism to the local economies.
  2. To create jobs including self-employment for local communities.
  3. To enhance the skills of local youth in tourism and hospitality.
  4. To increase private sector investment in tourism and hospitality.
  5. To preserve and enhance the local cultural and natural resources.

In order to harness the potential of Cruise Tourism in the country, a Task Force has been constituted with Secretary (Tourism) as the Chairman and Secretary (Shipping) as the Co-chairman. The Task Force consists of representatives from the ports, Ministries of Health, Home Affairs, External Affairs, Customs, CISF, Coastal States, etc. The 13th meeting of the Task Force on Cruise Tourism was held on 27.04.2022.

The first Incredible India International Cruise Conference was held on 14th  to 15th May, 2022 in Mumbai. It was the first cruise conference to bring all stakeholders together.  Further, the Ministry of Tourism undertakes various promotional activities in the international and domestic markets to promote tourism products of the country including Coastal Tourism in a holistic manner. This includes release of media campaigns under ‘Incredible India’ brand-line, promotional events, social media promotions etc. The Ministry of Tourism is promoting Coastal Tourism through its website www.incredibleindia.org.

4-Aug-2022: Ministry of Tourism under its Swadesh Darshan Scheme has sanctioned 76 projects for Rs. 5399.15 crores for development of tourism infrastructure in the country

The Ministry of Tourism under its Swadesh Darshan Scheme (SDS) has sanctioned 76 projects for Rs. 5399.15 crores for development of tourism infrastructure in the country. These sanctioned projects include Tribal and Rural tourism projects.

The Ministry of Tourism has now revamped its Swadesh Darshan scheme as Swadesh Darshan 2.0 (SD2.0) in order to develop sustainable and responsible tourism destinations in the country with tourist and destination centric approach. The guidelines for Swadesh Darshan 2.0 scheme has been issued to all the States/Union Territory Administrations including Maharashtra and Tamil Nadu however no destination for development has been identified under Swadesh Darshan 2.0 scheme. The Ministry of Tourism has already sanctioned 2 projects in Maharashtra and 1 project in Tamil Nadu under Swadesh Darshan scheme.

As per the information given by the States Governments/Union Territory Administrations, out of the total 76 sanctioned projects, 50 projects are now physically complete. The Ministry of Tourism is not maintaining the data in respect of the total number of tourists participating in each circuit.

14-Mar-2022: Ministry of Tourism under Swadesh Darshan scheme has sanctioned 76 projects under 13 thematic circuits including ‘Buddhist theme’

Development of Tourism is primarily the responsibility of the State Governments/Union Territory Administrations. However, the Ministry of Tourism under its Swadesh Darshan scheme since its inception has sanctioned 76 projects under 13thematic circuits including ‘Buddhist theme’ for development of tourism infrastructure in the country. The projects under the scheme were identified for development in consultation with the State Governments/Union Territory Administrations and sanctioned subject to availability of funds, submission of suitable detailed project reports, adherence to scheme guidelines and utilization of funds released earlier etc.

10-Feb-2022: Ministry of Tourism has sanctioned 6 projects under Eco Theme in ‘Swadesh Darshan’ scheme

The Ministry of Tourism has identified Eco Circuit as one of the fifteen thematic circuits for development under the Swadesh Darshan Scheme to promote eco-tourism in the country. The Ministry of Tourism has sanctioned 06 projects under Eco Theme in ‘Swadesh Darshan’.

The Ministry has signed a Memorandum of Understanding (MoU) with the United Nations Environment Programme (UNEP) and Responsible Tourism Society of India (RTSOI) on 27th September, 2021 with the purpose to undertake measures to actively promote and support ‘sustainability initiatives’ in the tourism sector of each other and work in a collaborative manner wherever possible.

The Ministry of Environment, Forest and Climate Change has informed that they have issued guidelines for sustainable ecotourism in forest and wildlife areas -2021. The guidelines provide for preparation of ecotourism plan which includes the carrying capacity analysis-based description of the eco- tourism site. The guidelines also provide for regular monitoring of the ecotourism sites by the respective States/Union Territories.

3-Feb-2022: Punaura Dham included under PRASHAD Scheme

As per the request received from the State Government of Bihar, Ministry of Tourism has included Punaura Dham in the Ramayana circuit of Swadesh Darshan Scheme.  The destination of Punaura Dham has been recently included under PRASHAD Scheme of the Ministry of Tourism.

Details of the projects approved under Swadesh Darshan Scheme for the State of Bihar is given below:

  • Development of Thirthankar Circuit in Vaishali- Arrah- Masad- Patna- Rajgir- Pawapuri- Champapuri under Jain theme, approved in the year 2016-17 at the cost of Rs. 37.20 Cr.  A amount of Rs. 26.11 Cr. has been released till date.
  • Integrated Development of Spiritual Circuit at Sultanganj – Dharmshala - Deoghar under Spiritual theme, approved in the year 2016-17 at the cost of Rs. 44.76 Cr.  A amount of Rs. 42.52 Cr. has been released till date.
  • Development of Buddhist circuit - Construction of Convention Centre at Bodhgaya approved in the year 2016-17 at the cost of Rs. 98.73 Cr.  A amount of Rs. 93.22 Cr. has been released till date.
  • Development of Gandhi Circuit: Bhitiharwa - Chandrahia - Turkaulia under Rural theme approved in the year 2017-18 at the cost of Rs. 44.65 Cr.  An amount of Rs. 35.72 Cr. has been released till date.
  • Development of Pilgrimage Circuit in Mandar Hill & Ang Pradesh under Spiritual theme approved in the year 2017-18 at the cost of Rs. 47.53 crore. A amount of Rs. 38.02 Cr. has been released till date.

7-Jan-2022: Rs. 500 cr. allocated for  state of Uttar Pradesh under SWADESH DARSHAN scheme towards strengthening Tourism infrastructure

Union Minister of Tourism, Culture and Development of North Eastern Region (DoNER) Shri G. Kishan Reddy along with Chief Minister of Uttar Pradesh Shri Yogi Adityanath and Minister of State for Tourism and Defence Shri Ajay Bhatt inaugurated various components developed at the Govardhan Bus Stand under the project “Development of Govardhan, Mathura” under PRASHAD Scheme of the Ministry of Tourism today virtually.

The Union Minister Sri G. Kishan Reddy said that under the leadership of Prime minister India has achieved the historic feat of administering 150 crore vaccinations. The Minister also reminded the stakeholders that Covid has not yet ended, and requested all to follow all necessary protocols and precautions to stay safe and healthy. “When we remove the soul from our body, there is nothing remaining, similarly the spiritual heritage and culture of our country needs to be protected for the nation to thrive and Hon’ble Prime Minister Sri Narendra Modi has been leading from the front on this.” The   Prime Minister is focused on enhancing pilgrim accessibility and their experience through connectivity, infrastructure and better facilities, the Minister added. He said that for realizing the Prime Minister’s vision,  the Ministry is working tirelessly towards improving the overall facilities and tourism infrastructure. The PRASHAD scheme is being implemented to improve the Tourism infrastructure like facilitation centers for tourists such as Information and Interpretation Centers, ATM and Money exchange facilities, Eco-friendly buses, lighting, parking, toilets, cloak rooms, first aid centers, rain shelters and internet connectivity at the Tourist locations.

Noting the projects implemented  in the state, the Minister Sri Kishan Reddy said “So far under the PRASHAD Scheme, Uttar Pradesh and Uttarakhand together have close to 25% of the total allocation of approximately Rs. 1200 crores towards pilgrimage, spiritual and heritage rejuvenation”. “Moreover, Rs. 500 crores has been allocated for the state of Uttar Pradesh alone through the SWADESH DARSHAN scheme towards strengthening Tourism infrastructure within the state of Uttar Pradesh through various spiritual circuits such as the Ramayana and Buddha circuits”, the Minister added.

The Union Minister also highlighted the various programmes being conducted as a part of Azadi ka Amrit Mahotsav, as India celebrates its 75th year of independence. He requested for maximum people participation for the programmes that were being conceived keeping in mind our rich cultural heritage such as the Rangoli making competition and also programmes that were designed to invoke patriotic fervor among the masses such as the competition that requires composing patriotic songs. The Minister also congratulated the individuals and officials behind the successful completion of the project.

The occasion was graced by the august presence of Shri Dr. Neelkanth Tiwari, Minister of State (IC) for Tourism, Culture, Religious Affairs, Protocol(MOS) , Smt. Hema Malini, Member of Parliament , Lok Sabha, Mathura Region , Shri Arvind Singh (I.A.S), Secretary (Tourism), Ministry of Tourism, Government of India and Shri Mukesh Meshram (I.A.S) Principal Secretary(Tourism) , Uttar Pradesh.

The project for “Development of Govardhan Mathura” under the PRASHAD scheme was approved by the Ministry of Tourism with the cost of INR 39.73 Cr. in January 2019. The components viz. ‘Multi-Level Car Stand Block, Cloak Room & Toilets, Boundary wall and Surface development at Govardhan Bus Stand’ has been successfully completed with the cost of INR 15.82 Cr.

Other components sanctioned under the project include development of Mansi Ganga, Chandra Sarovar, Govardhan Parikrama and interventions at Kusum Sarovar. The illumination of the Kusum Sarovar is already completed and dedicated to the nation in February 2021. The work for all other components is in advanced stages of completion.

The components developed under the project have resulted in facilitation of pilgrims and enhancement of the pilgrimage experience. The interventions implemented have resulted in regulation of pedestrian traffic on the Govardhan Parikrama Path.

The ‘National Mission on Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive’ (PRASHAD) is a Central Sector Scheme with complete financial assistance by the Government of India. The scheme has been launched under the leadership of  Prime Minister by the Ministry of Tourism in the year 2014-15 with the vision of focused infrastructure development to harness pilgrimage and heritage tourism destinations for its direct and multiplier effect upon employment generation and economic development. The scheme aims at infrastructure development to envisage world class infrastructural development of the sites with special emphasis on Tourist Facilities including Tourist Facilitation Centres, way-side amenities Parking, Public convenience, Illumination and Sound and Light Shows.

In addition to the above-mentioned project at Govardhan, 5 more projects. have been sanctioned in the state of Uttar Pradesh under PRASHAD scheme of Ministry of Tourism. The total outlay of the projects sanctioned under the PRASHAD scheme for Uttar Pradesh is INR 139.75 Cr. The sanctioned projects include Development of Mathura Vrindavan as Mega Tourist Destination, Construction of Tourist Facilitation Center at Mathura, Development of Varanasi and Development of Cruise Tourism in River Ganga. Majority of components implemented under these projects have already been completed and dedicated to nation.

The Union Minister praised the state government for the optimum use of the funds released by  the Government of India for creating the facilities of international standards. He further assured the state government for every cooperation and support required from the Ministry of Tourism in the sector.

Ministry of Tourism has sanctioned 10 projects under Heritage Circuit theme of the Swadesh Darshan scheme which includes the project ‘Development of Tezpur – Majuli – Sibsagar’ sanctioned for Rs. 90.98 cr. under Heritage circuit theme in the State of Assam. The Ministry of Tourism has now revamped its Swadesh Darshan scheme in order to develop sustainable and responsible destinations with tourist & destination centric approach.

14-Mar-2022: Ministry of Tourism under Swadesh Darshan scheme has sanctioned 76 projects under 13 thematic circuits including ‘Buddhist theme’

Development of Tourism is primarily the responsibility of the State Governments/Union Territory Administrations. However, the Ministry of Tourism under its Swadesh Darshan scheme since its inception has sanctioned 76 projects under 13thematic circuits including ‘Buddhist theme’ for development of tourism infrastructure in the country. The projects under the scheme were identified for development in consultation with the State Governments/Union Territory Administrations and sanctioned subject to availability of funds, submission of suitable detailed project reports, adherence to scheme guidelines and utilization of funds released earlier etc.

10-Feb-2022: Ministry of Tourism has sanctioned 6 projects under Eco Theme in ‘Swadesh Darshan’ scheme

The Ministry of Tourism has identified Eco Circuit as one of the fifteen thematic circuits for development under the Swadesh Darshan Scheme to promote eco-tourism in the country. The Ministry of Tourism has sanctioned 06 projects under Eco Theme in ‘Swadesh Darshan’.

The Ministry has signed a Memorandum of Understanding (MoU) with the United Nations Environment Programme (UNEP) and Responsible Tourism Society of India (RTSOI) on 27th September, 2021 with the purpose to undertake measures to actively promote and support ‘sustainability initiatives’ in the tourism sector of each other and work in a collaborative manner wherever possible.

The Ministry of Environment, Forest and Climate Change has informed that they have issued guidelines for sustainable ecotourism in forest and wildlife areas -2021. The guidelines provide for preparation of ecotourism plan which includes the carrying capacity analysis-based description of the eco- tourism site. The guidelines also provide for regular monitoring of the ecotourism sites by the respective States/Union Territories.

3-Feb-2022: Punaura Dham included under PRASHAD Scheme

As per the request received from the State Government of Bihar, Ministry of Tourism has included Punaura Dham in the Ramayana circuit of Swadesh Darshan Scheme.  The destination of Punaura Dham has been recently included under PRASHAD Scheme of the Ministry of Tourism.

Details of the projects approved under Swadesh Darshan Scheme for the State of Bihar is given below:

  • Development of Thirthankar Circuit in Vaishali- Arrah- Masad- Patna- Rajgir- Pawapuri- Champapuri under Jain theme, approved in the year 2016-17 at the cost of Rs. 37.20 Cr.  A amount of Rs. 26.11 Cr. has been released till date.
  • Integrated Development of Spiritual Circuit at Sultanganj – Dharmshala - Deoghar under Spiritual theme, approved in the year 2016-17 at the cost of Rs. 44.76 Cr.  A amount of Rs. 42.52 Cr. has been released till date.
  • Development of Buddhist circuit - Construction of Convention Centre at Bodhgaya approved in the year 2016-17 at the cost of Rs. 98.73 Cr.  A amount of Rs. 93.22 Cr. has been released till date.
  • Development of Gandhi Circuit: Bhitiharwa - Chandrahia - Turkaulia under Rural theme approved in the year 2017-18 at the cost of Rs. 44.65 Cr.  An amount of Rs. 35.72 Cr. has been released till date.
  • Development of Pilgrimage Circuit in Mandar Hill & Ang Pradesh under Spiritual theme approved in the year 2017-18 at the cost of Rs. 47.53 crore. A amount of Rs. 38.02 Cr. has been released till date.

7-Jan-2022: Rs. 500 cr. allocated for  state of Uttar Pradesh under SWADESH DARSHAN scheme towards strengthening Tourism infrastructure

Union Minister of Tourism, Culture and Development of North Eastern Region (DoNER) Shri G. Kishan Reddy along with Chief Minister of Uttar Pradesh Shri Yogi Adityanath and Minister of State for Tourism and Defence Shri Ajay Bhatt inaugurated various components developed at the Govardhan Bus Stand under the project “Development of Govardhan, Mathura” under PRASHAD Scheme of the Ministry of Tourism today virtually.

The Union Minister Sri G. Kishan Reddy said that under the leadership of Prime minister India has achieved the historic feat of administering 150 crore vaccinations. The Minister also reminded the stakeholders that Covid has not yet ended, and requested all to follow all necessary protocols and precautions to stay safe and healthy. “When we remove the soul from our body, there is nothing remaining, similarly the spiritual heritage and culture of our country needs to be protected for the nation to thrive and Hon’ble Prime Minister Sri Narendra Modi has been leading from the front on this.” The   Prime Minister is focused on enhancing pilgrim accessibility and their experience through connectivity, infrastructure and better facilities, the Minister added. He said that for realizing the Prime Minister’s vision,  the Ministry is working tirelessly towards improving the overall facilities and tourism infrastructure. The PRASHAD scheme is being implemented to improve the Tourism infrastructure like facilitation centers for tourists such as Information and Interpretation Centers, ATM and Money exchange facilities, Eco-friendly buses, lighting, parking, toilets, cloak rooms, first aid centers, rain shelters and internet connectivity at the Tourist locations.

Noting the projects implemented  in the state, the Minister Sri Kishan Reddy said “So far under the PRASHAD Scheme, Uttar Pradesh and Uttarakhand together have close to 25% of the total allocation of approximately Rs. 1200 crores towards pilgrimage, spiritual and heritage rejuvenation”. “Moreover, Rs. 500 crores has been allocated for the state of Uttar Pradesh alone through the SWADESH DARSHAN scheme towards strengthening Tourism infrastructure within the state of Uttar Pradesh through various spiritual circuits such as the Ramayana and Buddha circuits”, the Minister added.

The Union Minister also highlighted the various programmes being conducted as a part of Azadi ka Amrit Mahotsav, as India celebrates its 75th year of independence. He requested for maximum people participation for the programmes that were being conceived keeping in mind our rich cultural heritage such as the Rangoli making competition and also programmes that were designed to invoke patriotic fervor among the masses such as the competition that requires composing patriotic songs. The Minister also congratulated the individuals and officials behind the successful completion of the project.

The occasion was graced by the august presence of Shri Dr. Neelkanth Tiwari, Minister of State (IC) for Tourism, Culture, Religious Affairs, Protocol(MOS) , Smt. Hema Malini, Member of Parliament , Lok Sabha, Mathura Region , Shri Arvind Singh (I.A.S), Secretary (Tourism), Ministry of Tourism, Government of India and Shri Mukesh Meshram (I.A.S) Principal Secretary(Tourism) , Uttar Pradesh.

The project for “Development of Govardhan Mathura” under the PRASHAD scheme was approved by the Ministry of Tourism with the cost of INR 39.73 Cr. in January 2019. The components viz. ‘Multi-Level Car Stand Block, Cloak Room & Toilets, Boundary wall and Surface development at Govardhan Bus Stand’ has been successfully completed with the cost of INR 15.82 Cr.

Other components sanctioned under the project include development of Mansi Ganga, Chandra Sarovar, Govardhan Parikrama and interventions at Kusum Sarovar. The illumination of the Kusum Sarovar is already completed and dedicated to the nation in February 2021. The work for all other components is in advanced stages of completion.

The components developed under the project have resulted in facilitation of pilgrims and enhancement of the pilgrimage experience. The interventions implemented have resulted in regulation of pedestrian traffic on the Govardhan Parikrama Path.

The ‘National Mission on Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive’ (PRASHAD) is a Central Sector Scheme with complete financial assistance by the Government of India. The scheme has been launched under the leadership of  Prime Minister by the Ministry of Tourism in the year 2014-15 with the vision of focused infrastructure development to harness pilgrimage and heritage tourism destinations for its direct and multiplier effect upon employment generation and economic development. The scheme aims at infrastructure development to envisage world class infrastructural development of the sites with special emphasis on Tourist Facilities including Tourist Facilitation Centres, way-side amenities Parking, Public convenience, Illumination and Sound and Light Shows.

In addition to the above-mentioned project at Govardhan, 5 more projects. have been sanctioned in the state of Uttar Pradesh under PRASHAD scheme of Ministry of Tourism. The total outlay of the projects sanctioned under the PRASHAD scheme for Uttar Pradesh is INR 139.75 Cr. The sanctioned projects include Development of Mathura Vrindavan as Mega Tourist Destination, Construction of Tourist Facilitation Center at Mathura, Development of Varanasi and Development of Cruise Tourism in River Ganga. Majority of components implemented under these projects have already been completed and dedicated to nation.

The Union Minister praised the state government for the optimum use of the funds released by  the Government of India for creating the facilities of international standards. He further assured the state government for every cooperation and support required from the Ministry of Tourism in the sector.

20-Dec-2021: The Tourism Ministry under ‘Swadesh Darshan’ scheme has sanctioned 5 projects under Buddhist circuit

The Ministry of Tourism with an objective to create tourism infrastructure in the country, provides financial assistance to the State Governments/ Union Territory Administrations/ Central Agencies under its schemes of ‘Swadesh Darshan’ and ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive’ (PRASHAD). The Ministry under ‘Swadesh Darshan’ scheme has sanctioned   5 projects under Buddhist circuit theme including 1 project in Uttar Pradesh.  In addition, another project ‘Development of Wayside Amenities in Uttar Pradesh and Bihar’ for an amount of Rs. 17.93 Crore at Varanasi-Gaya; Lucknow-Ayodhya- Lucknow; Gorakhpur Kushinagar; Kushinagar - Gaya Kushinagar routes has  also  been  sanctioned.  Under PRASHAD scheme of the Ministry of Tourism, components of Sound and Light Show at Dhamek Stupa, Sarnath at a cost of Rs. 7.34 Crore and Buddha Theme Park, Sarnath, at a cost of Rs. 2.20 Crore have also been sanctioned in the state of Uttar Pradesh.

Prime Minister inaugurated the Kushinagar International Airport on 20th October 2021 which will enhance connectivity to the region. In addition, an Action Plan has been formulated with a view to evolve a coordinated strategy for "Revival of India as a Global Centre of Buddhist Culture and Tourism with Special Focus on Bodhgaya”. The Action Plan includes interventions under 4 verticals: i) Connectivity; ii) Infrastructure and Logistics; iii) Cultural Heritage, Research & Education; and iv) Public Awareness, Communication & Outreach and the Ministry of Tourism has been made the nodal Ministry for monitoring the implementation of the Action Plan.

The Ministry of Tourism as part of its ongoing promotional activities undertakes holistic promotion of various tourist destinations including Buddhist sites of the country, in the domestic and international markets.

6-Dec-2021: Around 120 crores sanctioned by Tourism Ministry under the Rural Circuit theme of Swadesh Darshan Scheme in the country during 2017-19

Rural tourism has been identified as one of the Niche Tourism areas for development in the country by the Ministry of Tourism. The Ministry has formulated a Draft National Strategy and Roadmap for Rural Tourism, which, inter alia, focuses on developing and promoting local products through tourism subsequently resulting in generation of income and jobs in rural areas and empower local communities, youth and women, fulfilling the vision of Aatmanirbhar Bharat.

Recognising the potential of rural tourism in the country, the Ministry of Tourism has identified Rural Circuit as one of the fifteen thematic circuits for development under the Swadesh Darshan Scheme and is aimed at leveraging tourism as a force multiple for revitalizing the rural economy and for giving both domestic and international tourists a glimpse of rural aspect of the country. The projects/proposals for development of tourism related infrastructure, including rural tourism, are identified for development under the circuit in consultation with the State Governments/UT Administrations and are sanctioned subject to availability of funds, submission of suitable detailed project reports, adherence to scheme guidelines and utilization of funds released earlier.

24-Dec-2019: Cabinet approves funds to the tune of Rs. 627.40 crore for 10 projects sanctioned during 2018-19 in Swadesh Darshan Scheme

The Union Cabinet chaired by Prime Minister Narendra Modi has given its approval to release funds to the tune of Rs. 627.40 crore for the 10 projects sanctioned during 2018-19 and additional Rs. 1854.67 crore for sanctioning of new projects during 2019-20 in Swadesh Darshan Scheme.

Under Swadesh Darshan Scheme, Ministry of Tourism is developing critical tourism infrastructure in the country in a sustainable and inclusive manner to make India, a world class tourist destination.

The provision of this critical infrastructure will catalyse the private sector investment in revenue generating projects which in turn would lead to positive enhancement of overall experience to the tourist resulting into increased footfalls in the areas, growth of revenue and employment.

Background: Pursuant to the Budget Announcements of 2014-15 the Ministry of Tourism launched the Swadesh Darshan Scheme (Central Sector Scheme) in January, 2015. Under the Scheme 15 circuits have been identified for development namely Himalayan Circuit, North East Circuit, Krishna Circuit, Buddhist Circuit and Coastal Circuit, Desert Circuit, Tribal Circuit, Eco Circuit, Wildlife Circuit, Rural Circuit, Spiritual Circuit, Ramayana Circuit, Heritage Circuit, Tirthankar Circuit and Sufi Circuit.

16-Jul-2019: Projects worth Rs.380.12 crore sanctioned for development of Tribal Circuit under Swadesh Darshan Scheme

The Ministry of Tourism, under the Swadesh Darshan Scheme, has identified tribal circuit as one of the fifteen thematic circuits for development of tourism infrastructure in the country with the objective of showcasing tribal culture, art, handicrafts and providing livelihood and enhance employment opportunities for tribal populations in the country.

30-Jan-2019: Shri K J Alphons inaugurates the First Swadesh Darshan project in Sikkim

Shri. K.J. Alphons, Union Minister for Tourism inaugurated the project “Development of North East Circuit: Rangpo– Rorathang- Aritar- Phadamchen- Nathang-Sherathang- Tsongmo- Gangtok-Phodong- Mangan- Lachung-Yumthang- Lachen- Thangu-Gurudongmer- Mangan- Gangtok-Tuminlingee- Singtam” in Gangtok, Sikkim. The project implemented under Swadesh Darshan Scheme of Ministry of Tourism, Government of India was sanctioned by the Ministry in June 2015 for Rs. 98.05 Crores and is the first ever project in Sikkim under the scheme. Under this project, the Ministry has developed tourism infrastructure facilities like Tourist Information Centre, Meditation Centre, Organic Eco Tourism centre, Log Huts, Zip Line, Flower Exhibition Centre, Walkways, Souvenir Shops, Cafeteria, Rain Shelters, Wayside Amenity, Last Mile Connectivity, Parking, Public Toilets etc.,.

Inaugurating the project, Shri. K. J. Alphons appreciated the efforts taken by the state in completing the project and added that Gangtok is incredibly clean that it can match with any city in the world in terms of its level of cleanliness and hospitality. Highlighting the achievements of India in the Tourism sector last year, the Minister said that the country has been ranked 3rd by WTTC’s Travel and Tourism Power and Performance Report for absolute growth in Tourism for the year 2017 and also India’s growth at 14% in terms of Foreign Tourist Arrivals in 2017 while world tourism grew at 7%. The Minister also commented upon the initiatives of the State Government in promoting home stays in Sikkim which provide jobs to citizens of all segments and also appreciated the State Government’s steps for Sustainable Tourism and Dispersing destinations policy. The Minister added that the Union Tourism Ministry has sanctioned another project in Sikkim under Swadesh Darshan scheme, the work of which is 75% complete.

The ongoing Swadesh Darshan project in Sikkim that the Ministry has sanctioned is “Development of North East Circuit: Singtam– Maka- Temi-Bermoik Tokel- Phongia- Namchi –Jorthang- Okharey- Sombaria-Daramdin- Jorethang- Melli” in September 2016 for Rs.95.32 crores. The work under the project is in progress.

The development of Tourism in North Eastern Region being prime area of focus for the Ministry of Tourism, several initiatives for growth of domestic and international tourism in the region has been taken by the Ministry. One of the many challenges region faces in development of tourism is the absence of quality infrastructure, services and awareness about the array of tourism products region has to offer.

The Ministry is carrying out number of activities to handle the issues on above fronts.  On one hand the Ministry has given great impetus to the tourism infrastructure in the region under its flagship schemes of Swadesh Darshan and PRASHAD. For development of Tourism infrastructure, the Ministry has sanctioned 16 projects for Rs. 1349.04 crores covering all North Eastern States under its schemes of Swadesh Darshan and PRASHAD.  The Ministry is actively working with other Central Ministries like Mo/Culture, M/o DONER, M/o Road Transport and Highways, M /o Civil Aviation etc. for development of Tourism in the region.

Swadesh Darshan scheme is one of the flagship scheme of Ministry of tourism for development of thematic circuits in the country in a planned and prioritised manner. Under this scheme the Government is focussing on development of quality infrastructure in the country with objective of providing better experience and facilities to the visitors on one hand and on other hand fostering the economic growth. The scheme was launched in 2014 -15 and as on date the Ministry has sanctioned 77 projects worth projects for Rs. 6121.69 Crore to 30 States and UTs. 30 projects / major components of these projects are expected to be completed this year. 11 projects have been inaugurated as on date under the scheme.

For promotion of North East region Ministry carries out special promotion in domestic and international markets highlighting regions diversity, tourism products and its rich culture. The Ministry of Tourism has also set up Hotel Managements and Food Craft Institutes for creating skilled manpower in tourism and hospitality sector in the North Eastern Region.

The efforts of Ministry have shown positive results and the Foreign tourist arrivals in the region has shown an upward trend over the years. The region received a total of 1.69 lakh foreign tourist visits during 2017 as against 1.45 lakh in 2016 registering a growth of 16.7% over 2016. The Domestic Tourist Visits reached to 95.47 lakhs in the year 2017 against 77.71 lakhs registering impressive double digit growth of 22.8% over 2016. The increased number of tourists in turn has created better employment opportunity for the local population in the region.

14-Jan-2019: Prime Minister to inaugurate the project “Development of Spiritual Circuit: Sree Padmanabha Swamy Temple-Aranmula-Sabarimala” in Kerala

Prime Minister will inaugurate the project “Development of Spiritual Circuit: Sree Padmanabha Swamy Temple-Aranmula-Sabarimala” being implemented under the Swadesh Darshan Scheme of Ministry of Tourism, Government of India.

The project ‘Development of Spiritual Circuit: Sree Padmanabhaswamy Temple-Aranmula-Sabarimala’ was sanctioned by the Ministry of Tourism in 2016-17 for Rs. 92.22 Crores. Majority of work under this project has been carried out at the Sree Padmanabhaswamy Temple.

The Sree Padmanabhaswamy Temple is one of the 108 divyadesams of Lord Vishnu. The temple witnesses huge footfall throughout the year. However, the temple precinct did not establish a sense of arrival to the revered destination nor were the amenities sufficient to cater to the tourists. Under this project, the Ministry has developed and rejuvenated the temple and its surroundings keeping in mind the factors of heritage and socio-cultural aspects.

Swadesh Darshan scheme is one of the flagship schemes of Ministry of tourism for development of thematic circuits in the country in a planned and prioritised manner. Under this scheme the Government is focussing on development of quality infrastructure in the country with objective of providing better experience and facilities to the visitors on one hand and on other hand fostering the economic growth. The scheme was launched in 2014 -15 and as on date the Ministry has sanctioned 77 projects worth Rs. 6131.88 Crore to 30 States and UTs. 30 projects / major components of projects are expected to be completed during the current financial year, of which 10 projects worth Rs.834.22 crore, covering the states of Manipur, Meghalaya, Nagaland, Arunachal Pradesh, Andhra Pradesh, Madhya Pradesh and Chhattisgarh have already been inaugurated.

The Ministry of Tourism recognizing the tourism potential of the State has sanctioned 7 projects in Kerala under the Swadesh Darshan and PRASHAD schemes for an approximate amount of Rs. 550 crores.

9-Jan-2019: First Swadesh Darshan project in Meghalaya inaugurated

The Chief Minister of Meghalaya, Shri. Conrad K Sangma, inaugurated the project “Development of North East Circuit: Umiam (Lake View) - U Lum Sohpetbneng- Mawdiangdiang - Orchid Lake Resort” implemented under Swadesh Darshan Scheme of Ministry of Tourism, Government of Indi. This is the first Swadesh Darshan project of Union Tourism Ministry in the state of Meghalaya.

The project “Development of North East Circuit: Umiam (Lake View) - U Lum Sohpetbneng- Mawdiangdiang - Orchid Lake Resort” was sanctioned by the Ministry of Tourism in July 2016 for Rs. 99.13 Crores. Under this project the Ministry has developed facilities like Traditional Healing Centre, Tribal Rejuvenation Centre, Tourist Information Centre, Multipurpose Hall, Log Huts, Cafeteria, Sound and Light show, Souvenir Shops, Water Sports Zone, Zip Line, Canopy Walk, Trekking Routes, Cycling Track, Last Mile Connectivity, Caravan Parking, Public Toilets, and Solid Waste Management.

The efforts of Ministry have shown positive results and the Foreign tourist arrivals in the region has shown an upward trend over the years. The region received a total of 1.69 lakh foreign tourist visits during 2017 as against 1.45 lakh in 2016 registering a growth of 16.7% over 2016. The Domestic Tourist Visits reached to 95.47 lakhs in the year 2017 against 77.71 lakhs registering impressive double digit growth of 22.8% over 2016.  The increased number of tourists in turn has created better employment opportunity for the local population in the region.

Swadesh Darshan scheme is one of the flagship schemes of the Ministry of Tourism for development of thematic circuits in the country in a planned and prioritised manner. Under this scheme the Government is focussing on development of quality infrastructure in the country with objective of providing better experience and facilities to the visitors on one hand and on other hand fostering the economic growth. The scheme was launched in 2014 -15 and as on date the Ministry has sanctioned 74 projects worth projects for Rs. 5932.05 Crore to 30 States and UTs. 30 projects / major components of these projects are expected to be completed this year. 9 projects have been inaugurated as on date under the scheme.

15-Nov-2018: Two important North East Circuits under Swadesh Darshan Scheme inaugurated in Arunachal Pradesh

Two important projects under Swadesh Darshan Scheme of Ministry of Tourism, Government of India were inaugurated at PTSO Lake in Tawang, Arunachal Pradesh. These projects are “Development of North East Circuits: Bhalukpong- Bomdila - Tawang Project & Nafra- Seppa- Pappu, Pasa, Pakke Valleys- Sangdupota- New Sagalee- Ziro- Yomcha Project ”. These projects were jointly inaugurated by the Union Minister of State (IC) Tourism, Shri K.J. Alphons; Chief Minister of Arunachal Pradesh, Shri Pema Khandu and Minister for Tourism, Government of Arunachal Pradesh, Shri Jarkar Gamlin. Other important dignitaries were also present on the occasion.

The project Development of Bhalukpong- Bomdila - Tawang was sanctioned by the Ministry of Tourism in March 2015 for Rs. 49.77 Crores. Under this project the Ministry has developed facilities like Accommodation, Cafeteria, wayside Amenities, last Mile Connectivity, Pathways, Toilets, Multipurpose Hall at Jang, Sorang Monastery, Lumpo, Zemithang, Bumla Pass, Gritsang TSO lake, PTSO Lake, Thingbu and Grenkha Hot Spring, Lumla, Sela Lake.

The project Development of Nafra- Seppa- Pappu, Pasa, Pakke Valleys- Sangdupota- New Sagalee- Ziro- Yomcha was sanctioned by the Ministry of Tourism in December 2015 for Rs. 97.14 Crores. The facilities developed under this project includes Helipad, Wayside amenities, trekking trails, Rafting Centre, Log Huts, craft bazaar, Eco Park, Tourist facilitation centres, parking, multipurpose Hall, festival ground etc.

Development of Tourism in North Eastern Region is prime area of focus for the Ministry of Tourism. The Ministry has taken several initiatives for growth of domestic and international tourism in the region. One of the many challenges the region faces in development of tourism is the absence of quality infrastructure, services and awareness about the array of tourism products region has to offer.

The Ministry is carrying out number of activities to handle the issues on above fronts.  On one hand the Ministry has given great impetus to the tourism infrastructure in the region under its flagship schemes of Swadesh Darshan and PRASHAD. For development of Tourism infrastructure, the Ministry has sanctioned 16 projects for Rs. 1349.04 crores covering all North Eastern States under its schemes of Swadesh Darshan and PRASHAD.  The Ministry is actively working with other Central Ministries like Mo/Culture, M/o DONER, M/o Road Transport and Highways, M /o Civil Aviation etc. for development of Tourism in the region.

For promotion of North East region Ministry carries out special promotion in domestic and international markets highlighting regions diversity, tourism products and its rich culture. The Ministry organizes International Travel Mart every year in one of the North eastern state with objective of providing platform to North Eastern States to showcase their tourism potential to perspective international and domestic buyers and opportunity to interact with them. The Ministry of Tourism has also set up Hotel Managements and Food Craft Institutes for creating skilled manpower in tourism and hospitality sector in the North Eastern Region.

24-Sep-2018: Vice President inaugurates two projects of Coastal Circuit theme of Swadesh Darshan Scheme

The Vice President of India, Shri M. Venkaiah Naidu inaugurated two projects in Nellore and East Godavari Districts of Andhra Pradesh, implemented under the Coastal Circuit theme of Swadesh Darshan Scheme of Ministry of Tourism, Government of India, in Tirupati, Andhra Pradesh.

The Vice President said that India’s rich cultural, historical, religious and natural heritage provides a huge potential for development of tourism and job creation. He further said that the tourism industry is one of the greatest sources of economic growth and job creation. Tourism sector has become a mass industry in the last two decades and is considered to be a significant sector for regional development.

The Vice President said that he was happy to inaugurate Projects worth 60.37 cr for the development of tourism destinations in Nellore district of Andhra Pradesh viz. Nellore Tank, Ramatheertham Beach, Mypadu Beach, Moths Koduri Beach, Nelapattu Bird Sanctuary, Iskapally Beach, B.V. Palem Beach (Pulicat Lake). He further said that he was equally delighted to inaugurate Projects worth 69.82 cr for the development of tourism destinations in East Godavari district viz., Kakinada Beach, Hope-Island, Coringa Wild-Life Sanctuary, Vodalarevu/Pasarlapudi, Aduru, S. Yanam and Kotipalli. These were the schemes which were initiated and followed up by him during the period he was a Central Minister.

5-Sep-2018: Tourism Ministry has Sanctioned Projects of Rs. 80.37 Crores for Development of Rural Circuit In Kerala

Minister of State for Tourism (I/C) Shri K.J. Alphons announced that the Ministry of Tourism has sanctioned the project “Development of Rural Circuit: Malanad Malabar Cruise Tourism Project’ in Kerala under Swadesh Darshan Scheme for Rs. 80.37 Crores. The project focuses on development of water based thematic cruise experiences in and around Valapattanam and Kuppam Rivers of Kannur District. The three thematic cruises developed under the project are as follows:

a) Malabari Cuisine and Culinary Cruise in Valapattanam River (Muthappan Cruise) - Cruise starts from Valapattanam to Munambu Kadavu in Valapattanam River with an effective Cruise Length of 40 km.

b) yyam Cruise in Valapattanam River - Cruise starts from Valapattanam to Pazhayangadi in Valapattanam River with an effective length of 16 km.

c) Mangrove Cruise in Kuppam River - Cruise starts from Pazhayangadi to Kuppam in Kuppam River with an effective Cruise length of 16 km.

Under the project the Ministry has sanctioned funds for development of basic infrastructure facilities like Passenger Terminals, Boat Terminals, Jetties, Boat Race Gallery, Restaurants, Food Courts, Performance Areas, Open Air atres, Angling Yards, Parking, Cycle tracks, Handicraft Kiosks, Bio Toilets, Wi-Fi facilities, Drinking Water Facilities, Floating Markets for local produce, Solar Lamps, Watch Towers, Solid Waste Management, CCTV, Signage etc. The cruises under the project will be operated under the PPP mode.

Waterways have been an important mode of transport in Kerala from the time immemorial with its 44 Rivers and 7 Backwater regions. The total length of the navigation route in the Kerala is 1900 km. This is tune with the water based tourism which is getting prominence all over the world.

27-Aug-2018: M/O Tourism Sanctions Projects of Rs. 164.95 Crore for Development of Heritage Circuit in Punjab and North East Circuit in Tripura

The Ministry of Tourism has sanctioned two new projects under Heritage and North East Circuits of Swadesh Darshan Scheme for Rs. 164.95 Crores in Punjab and Tripura.

Under Heritage Circuit in the state of Punjab, the project covers sites of Anandpur Sahib – Fatehgarh Sahib – Chamkaur Sahib – Ferozpur – Amritsar – Khatkar Kalan – Kalanour – Patiala at the cost of Rs. 99.95 crores. The project includes development of Jallianwala Bagh in Amritsar for Rs. 8 Crores, development of Tourist Infrastructure and Heritage Path at Anandpur Sahib for Rs. 28.99 crores,development of Tourist Infrastructure at Fatehgarh Sahib covering sites of Samadhi of Shahid Uddham Singhji, Jajah Haveli of Divan Todar Mal, Mir Miran Tomb, Sadna Kasai Tomb etc. for Rs. 19.20 crores, Development of Chamkaur Sahib for Rs. 13.99 crores, Development of Hussainiwala Border in Ferozepur for Rs. 8.00 Crores, Development of Khatkar Kalan, Kalanaour and Patiala for Rs. 17 Crores. The facilities being developed include Virtual Reality Shows (Jallianwala and Hussainiwala Border), beautification and landscaping, interpretation centres, façade development, wayside amenities, parking, CCTV and Wi-Fi facilities, Cafeterias, Open Air Theatre, drinking water facility etc.

Under North East Circuit in Tripura, the sites of Surma Cherra- Unakoti- Jampui Hills- Gunabati-Bhunaneshwari- Matabari- Neermahal- Boxanagar- Chotta khola- Pilak- Avangchaarra are covered with total project cost of Rs. 65 Crores. The project envisaged infrastructural development of the sites with special emphasis on developing an Interpretation Centre, Tourist Visitor Centres, Cafeteria, Last Mile Connectivity, Illumination of sites and monuments, Wayside Amenities, Floating Jetties, Camping Grounds, Parking Facilities, Adventure Activities, Ghat Development at above sites.

14-Aug-2018: First project under the Swadesh Darshan Scheme ‘North East Circuit: Imphal & Khongjom’ in Manipur inaugurated today

The Governor of Manipur, Dr. Najma A. Heptulla inaugurated the project “Development of North East Circuit: Imphal & Khongjom” implemented under the Swadesh Darshan Scheme of Ministry of Tourism, Government of India at a function held at the historic Kangla Fort in Imphal, Manipur today. The project is the first project to be completed under the Swadesh Darshan Scheme of the Government of India.

Tourism will bring the people of the country together and it will serve in cultural growth and bring prosperity to the country. Tourism is an engine of growth through job creation which will ultimately eradicate poverty.

The Chief Minister of Manipur, Shri N Biren Singh proposed 3 more projects for development and strengthening of eco, ethnic and sports tourism at Loktak Lake, Mapithel Dam and Shadu Chiru. He also expressed his happiness on the progress of Kangkhui cave tourism project.

The Swadesh Darshan scheme is one of the flagship schemes of Ministry of Tourism for development of thematic circuits in the country in a planned and prioritised manner. The scheme was launched in 2014 -15 and as on date the Ministry has sanctioned 70 projects for Rs.5708.88 Crore to 29 States and UTs under the Scheme. 30 projects / major components of these projects are expected to be completed this year.

The project which was inaugurated today in Manipur was sanctioned by the Ministry of Tourism in September 2015 for Rs.72.30 Crores. The project covers two sites i.e. Kangla Fort and Khongjom. Kangla Fort is one of the most important historic and archaeological site of Manipur located in the heart of the Imphal city. Kangla has a special place in the hearts and minds of the people of Manipur. The old Govindajee Temple, outer and inner moat and other relics are perfect reflections of the rich art and architectural heritage of Manipur. Under this project, Ministry has carried out works like Restoration & Improvement of Outer & Inner Moat and Rejuvenation of Sacred Ponds; Reconstruction of Old Rampart; Sound and Light Show, Construction of Rock Garden, Utility Block; Audio Guide, Eco Friendly Conveyance, Development of Crafts Houses and Parking on Naga Nullah; Polo Gallery; Reception and Ticket Counter. The above work has been carried out at a cost of Rs. 63.90 Crore. Khongjom is the place where the last war of resistance of Anglo Manipur War of 1891 was fought. Under the project a Pedestrian bridge and rejuvenation of Kombirei Lake has been carried out for Rs.4.89 Crore.

A number of facilities like Tourist Facilitation Centres, Interpretation Centres, better last mile connectivity, heliports, wayside amenities region, SEL Shows, Eco Log Huts, Rope Way, Golf Course, theme parks etc. are being developed up in the region under the above schemes to enhance the experience of tourists when they visit the region. Ministry is also dedicatedly promoting North Eastern Region by showcasing its varied attractions, uniqueness in terms of natural beauty and culture in international and domestic markets. The Ministry organises International Travel Mart every year in one of the North eastern state with objective of providing platform to these sates to showcase its tourism potential to perspective international and domestic buyers and opportunity to interact with them. This year the 7th Edition of ITM is scheduled to be held in November 2018 in Agartala, Tripura.

2017

24-Jul-2017: Ramayana and Krishna Circuits

Ramayana Circuit and Krishna Circuit are among the thirteen thematic circuits identified for development under Swadesh Darshan Scheme. 

Ministry has initially identified fifteen destinations for development under the Ramayana Circuit theme namely Ayodhya, Nandigram, Shringverpur & Chitrakoot (Uttar Pradesh), Sitamarhi, Buxar & Darbhanga (Bihar), Chitrakoot (Madhya Pradesh), Mahendragiri (Odisha), Jagdalpur (Chhattisgarh), Nashik & Nagpur (Maharashtra), Bhadrachalam (Telangana), Hampi (Karnataka) and Rameshwaram (Tamil Nadu).

Similarly, twelve destinations have been identified for development under Krishna circuit namely Dwarka (Gujarat), Nathdwara, Jaipur & Sikar (Rajasthan), Kurukshetra (Haryana), Mathura, Vrindavan, Gokul, Barsana, Nandgaon & Govardhan (Uttar Pradesh) and Puri (Odisha).
