Under the newly approved Mission Shakti, the National Creche Scheme has been revised and subsumed as Palna scheme to provide day-care facilities for children (6 months to 6 years) of working mothers and to improve nutrition and health status of children.

Total budget allocation for the National Creche Scheme for Financial Year 2020-21 was Rs. 75 Crore and for FY 2021-22 was Rs. 53 Crore to all States/UTs.

Many States/UTs have informed that the creches shut down during the COVID-19 pandemic have either been re-opened or are in the process of re-opening on need basis. As per National Crèche Scheme guidelines, decision for running and continuation of operations of crèches is taken by State Governments and UT Administrations on the basis of verification and inspections got done by them.

As reported by many States/UTs, the assistance in the shape of honorarium has been provided to those who were serving in the crèches during the entire period of shut down as per norms.

Government of India has issued guidelines of 'Mission Shakti' - an integrated women empowerment programme, as umbrella scheme for the safety, security and empowerment of women. 'Palna' or National Creche Scheme is a component under 'Samarthya' sub-scheme of 'Mission Shakti'. The objective of Palna is to address the need for quality crèche care facilities for the children of working mothers in the age-group of 6 months to 6 years by providing safe and secure environment ensuring nutritional and cognitive development of the children. It envisages providing crèche facility to all mothers, irrespective of their employment status.

The Maternity Benefit (Amendment) Act, 2017 requires every establishment having fifty or more employees to have the facility of crèche within a prescribed distance. The State Governments, who are the appropriate Government under the Maternity Benefit Act for establishments other than mines and circus, are required to frame rules for the purposes of the Act, including inter alia for prescribing amenities and facilities required to be provided in such crèches, in light of which the Ministry of Labour and Employment has already requested all the State Governments on 17.11.2017. In addition, Ministry of Women and Child Development has also issued directions/guidelines, from time to time, to the States and Union Territories on various aspects including inter alia for creating awareness among the communities about the prescribed amenities and facilities to be provided in Creches.

In this regard, a communication dated 02.11.2018 enclosing the National Minimum Guidelines for setting up and running crèches under Maternity Benefit (Amendment) Act, 2017 was issued to the Ministries/Departments, States & UTs, advising the requisite know how to set up model crèches facilities with adequate provisions, measures to be taken to create awareness about the Creche facilities among the communities and to promote willingness among working mothers to avail such facilities. Further, a letter dated 04.05.2021 was issued to States/UTs to ensure availability of crèche facilities, and to allow concerned women four visits a day to crèche and interval for rest in accordance with the legal provisions of the Maternity Benefit Act. No data in respect of firms employing more than fifty employees and where crèche is established is maintained centrally.

Decision for running and continuation of operations of crèches is taken by State Governments and UT Administrations on the basis of verification and inspections got done by them. The Ministry of Women and Child Development, Government of India releases fund to States and UTs on receipt of proposals supported with necessary documentation and information from them.

The steps taken by Government for proper implementation of the ‘National Creche Scheme for the Children of Working Mothers’ include monitoring through inspections of crèches, verification of their operations, and follow ups through meetings, video conferences and discussions with the concerned officials of States and UTs.

22-Dec-2021: National Creche Scheme

Ministry of Women and Child Development is implementing the National Creche Scheme for Children of Working Mothers as a Centrally Sponsored Scheme through States/UTs with effect from 01.01.2017 to provide day care facilities to children (age group of 6 months to 6 years) of working mothers.

Study of the National Creche Scheme for Children of Working Mothers has been conducted by NITI Aayog in 2020 as part of third party evaluation of this scheme, which recommended to increase the coverage of creches. plug infrastructural gaps and enhance community participation along with addressing local needs, The Aayog also recommended measures such as training of creche workers and helper; and revision of cost norms,

Besides, as per the guidelines of the National Creche Scheme for Children of Working Mothers. States and LiTs are required to analyse the requirement of creche services at the district level through survey and mapping of the existing creches. Further, baseline surveys are also conducted by State Governments to ascertain the requirement, willingness of working mothers and children for this purpose. The norms for registration. establishment and maintenance of the creches. including in matters of hygiene. first-aid. breastfeeding and nutrition, have been stipulated under the scheme guidelines.

The number of functional creches in the country under the National Crèche Scheme for Children of Working Mothers' during the last three years, that is, 2017­18, 2018-19 and 2019-20 was 18040, 8018 and 6458 respectively.  Creches are not functional in the country since the outbreak of Coved-19 to prevent spread of tie pandemic.

25-Mar-2021: National Creche Scheme

Creches under the ‘National Creche Scheme for the Children of Working Mothers’ are not functional in the country, including in Punjab and Jammu and Kashmir, at present for the purpose of preventing spread of Covid 19 pandemic.

The number of functional crèches in the country under the ‘National Creche Scheme for the Children of Working Mothers’ during the last three years, that is, 2017-18, 2018-19 and 2019-20 was 18040, 8018 and 6458 respectively. This scheme is being implemented through States and Union Territories (UTs) with effect from 01.01.2017. Decision for running and continuation of operations of crèches is taken by State Governments and UT Administrations on the basis of verification and inspections got done by them. The Ministry of Women and Child Development, Government of India releases fund to States and UTs on receipt of proposals supported with necessary documentation and information from them.

The steps taken by Government for proper implementation of the ‘National Creche Scheme for the Children of Working Mothers’ include monitoring through inspections of crèches, verification of their operations, and follow ups through meetings, video conferences and discussions with the concerned officials of States and UTs.

Further, on evaluation of the gaps in the existing schemes of the Ministry, Mission Vatsalya has been announced with the objectives of improving the outreach and quality of services relating to protection, care and wellbeing of children through interventions such as early childhood care and education and holistic nutrition of children in convergence with other schemes.

12-Feb-2021: National Creche Scheme

Ministry of Women and Child Development implements the National Crèche Scheme for the children of working mothers as a Centrally Sponsored Scheme through States/ UTs with effect from 01.01.2017 to provide day care facilities to children (age group of 6 months to 6 years) of working mothers. The Scheme provides an integrated package of the following services:

  1. Day care facilities including sleeping facilities.
  2. Early stimulation for children below 3 years and pre-school education for 3 to 6 years old children
  3. Supplementary nutrition (to be locally sourced)
  4. Growth monitoring
  5. Health check-up and immunization        

 As per the guidelines of this scheme, the concerned States/ UTs undertake survey based analysis of the requirement of crèche services at the district level along with mapping of existing crèches so as to assess the demand of crèches in State/ UTs.

During the period from FY 2017-18 till date a sum of Rupees: 4,10,13,960.00 (four crore ten lakh thirteen thousand nine hundred sixty only) for 1724 crèches have been released to Uttar Pradesh under the scheme.

Government gives utmost priority to ensuring gender equality in all spheres of life and has taken several steps to ensure that women do not face any gender based disadvantage. Some of the steps taken by the Government in this direction as well as for increasing the participation of women in the economy include the following:

  • Mahila Shakti Kendra Scheme: The scheme aims to facilitate inter-sectoral convergence of schemes and programs meant for empowerment of women both at the central and State/UT level.
  • Swadhar Greh Scheme: The Scheme caters to women victims of unfortunate circumstances in need of institutional support for rehabilitation, so that they can lead their life with dignity.
  • Ujjwala Scheme: It is a comprehensive scheme for prevention of trafficking of women and children for commercial sexual exploitation, as well as for facilitating rescue, rehabilitation and re-integration of victims in to their families and society as needed.
  • Working Women's Hostel Scheme: This scheme promotes availability of safe and conveniently located accommodation for working women, with day care facility for their children, wherever possible, in urban, semi-urban, and even rural areas, where employment opportunities for women exist.
  • Anganwadi Services: The Scheme envisages setting up of Anganwadi centers across the country for children and caters to the pre-school education, nutrition of children and lactating mothers.
  • POSHAN Abhiyan: The scheme aims to reduce mal-nutrition/ under nutrition, among young children and women from the country in a phased manner.
  • Pradhan Mantri Matru Vandana Yojana (PMMVY) Scheme: The Scheme provides cash incentives amounting to Rs.5000 in 3 installments to pregnant and lactating mothers.
  • Beti Bachao Beti Padhao (BBBP): Objective of the scheme is to celebrate the girl child by preventing gender biased sex selective elimination, ensuring survival protection, education, and participation.
  • Home for Widows : A Home for Widows has been set up in Vrindavan, UP to provide widows a safe and secure place to stay and live their lives with dignity.

2020

13-Mar-2020: National Creche Scheme

National Creche Scheme (earlier named as Rajiv Gandhi National Creche Scheme) is being implemented as a Centrally Sponsored Scheme through States/UTs with effect from 1.1.2017 to provide day care facilities to children (age group of 6 months to 6 years) of working mothers. The salient features of the National Creche Scheme are as follows:

  1. Daycare Facilities including Sleeping Facilities.
  2. Early Stimulation for children below 3 years and pre-school Education for 3 to 6 years old children.
  3. Supplementary Nutrition ( to be locally sourced)
  4. Growth Monitoring
  5. Health Check-up and Immunization

Further, the guidelines provide that :

  1. Crèches shall be open for 26 days in a month and for seven and half (7-1/2) hours per day.
  2. The number of children in the crèche should not be more than 25 per crèche with 01 Worker and 01 helper respectively.
  3. User charges to bring in an element of community ownership and collected as under:
    1. BPL families - Rs 20/- per child per month.
    2. Families with Income (Both Parents) of upto Rs. 12,000/- per month – Rs. 100/- per child per month
    3. Families with Income (Both Parents) of above Rs. 12,000/- per month – Rs. 200/- per child per month.

As on 11.03.2020, 6453 creches are functional across the country under the  National Creche Scheme.

Grants have been released to the State Governments/UT Administration for crèches found functional and taken over by them.

As on date, the Government of Kerala has taken over 479 creches under the erstwhile RGNCS and running under National Creche Scheme.

Regular and strict monitoring is conducted at different levels to ensure effective running of the Scheme and also to ensure that the beneficiaries are delivered services as envisaged in the Scheme. Monitoring of implementation of the scheme is being undertaken through meetings and video conferences with the officials of State Governments/ UT. Ministry officials undertake field visits to ascertain the status of implementation of the scheme. NITI Aayog conducts the third party evaluation.

2019

26-Jul-2019: National Creche Scheme

National Crèche Scheme is being implemented as a Centrally Sponsored Scheme through States/UTs with effect from 01.01.2017 to provide day care facilities to children (age group of 6 months to 6 years) of working mothers in the community. The State Government of Telangana has not taken over any creches which were run under the erstwhile Rajiv Gandhi National Crèche Scheme (RGNCS), a Central Sector Scheme, being implemented through Central Social Welfare Board (CSWB) and Indian Council for Child Welfare (ICCW). Creche facilities are also provided under the Beedi & Cigar Worker (Conditions of Employment) Act,1966.

The details of Budget provision and expenditure incurred for the last five years and current year are at Annexure-I. The fund sharing pattern under National Creche Scheme amongst Centre, States/UTs & Non-Governmental Organisations/Voluntary Organisations for all recurring components of the scheme is in the ratio of 60:30:10 for States, 80:10:10 for North Eastern States and Himalayan States and 90:0:10 for UTs. The details of funds released for the last three years 2016-17 (w.e.f. 01.01.2017), 2017-18 and 2018-19 are in Annexure-II.

Grants have been released to the State Governments/UT Administration for Creches found functional and taken over by them.
