27-Jul-2022: Beti Bachao, Beti Padhao Scheme Increases Awareness towards Valuing the Girl Child

Parliamentary Standing Committee on Empowerment of Women through Education with Special Reference to ‘Beti Bachao-Beti Padhao’ Scheme has reviewed implementation of BBBP Scheme. In its 5th report, PSC inter alia stated that over the last six years, through focused advocacy BBBP has been able to capture the attention of political leadership and national consciousness towards valuing the girl child. Further, PSC has put forward their recommendation for betterment of scheme which have been considered under various components of Mission Shakti, an umbrella scheme for the safety, security and empowerment of women.

Beti Bachao Beti Padhao (BBBP) Scheme aims to address declining Child Sex ratio (CSR) and related issues of empowerment of girls and women over a life cycle continuum.  The key elements of the scheme included nation-wide media and advocacy campaign and multi-sectoral interventions in selected 405 districts

Since BBBP has been designed to bring an attitudinal shift in the society towards valuing the girl child, expenditure towards media advocacy was more in the initial stages to create scheme awareness and behavioral change. The advocacy campaign under BBBP has been able to successfully establish the brand BBBP, which has an excellent recall value. As on outcome of carefully crafted BBBP media campaigns, the tagline has become immensely popular so much so that it finds place on personal vehicles and is the theme for dinner time discussions at home. Now, as the scheme has been able to create awareness for the cause, focus on media advocacy campaign has been shifted to zero budget or minimal expenditure based in the past 2 years.

Due to sustained efforts, the improvement on various indicators has been as follows:

  1. Sex Ratio at Birth at National level has improved by 19 points from 918 (2014-15) to 937 (2020-21). (Source: HMIS data, MoHFW (April-March, 2014-15 & 2020-21).
  2. Enrolment of Girls in secondary education has increased from 75.51% in 2014-15 to 79.46% in 2020-21. (Source: U-DISE plus, Mo Education).

3-Dec-2021: Beti Bachao Beti Padhao campaign

Beti Bachao Beti Padhao (BBBP) Scheme aims to address declining Child Sex Ratio (CSR) and related issues of empowerment of girls and women over a life cycle continuum. The primary objectives of the scheme are, to prevent gender biased sex selective elimination, to ensure survival and protection of the girl child and to ensure education and participation of the girl child. The key elements of the scheme include nation-wide media and advocacy campaign and multi-sectoral interventions in selected 405 districts.

Under, BBBP scheme there is no provision of direct benefit transfer.

4-Feb-2021: Review of Beti Bachao Beti Padhao (BBBP) Scheme

As per the evaluation report of NITI Aayog, Beti Bachao Beti Padhao (BBBP) scheme has been able to generate significant mass- mobilisation to eliminate gender discrimination and valuing the girl child and the scheme has been able to develop many good practices and community-level initiatives. The awareness about the scheme was also found to be high.

Consistent efforts are made under BBBP at all levels to generate awareness about the rights of girl child through community engagement, stop sex selection at birth and encourage positive action to support their education growth and development. Convergent efforts are made in collaboration with other Ministries and stakeholders. The implementation of the Scheme is monitored by the task force under BBBP at District, State and National level.

The overall objective of the BBBP Scheme is to address the issue of decline in Child Sex Ratio and create an enabling environment for education of the girl child. Child Sex Ratio (Census by Registrar General of India) is a decadal process. Hence, an intermediary targets i.e. Sex Ratio at Birth have been set as a monitoring parameter for the progress of Scheme. SRB (as per Health Management Information System (HMIS) of Ministry of Health and Family Welfare) has shown an improving trend of 16 points at National level from 918 (2014-15) to 934 (2019- 20).

23-Jan-2021: Beti Bachao Beti Padhao Scheme Increases Awareness and Sensitize the Masses on Gender Equality

The Beti Bachao Beti Padhao (BBBP) Scheme, launched by the Hon’ble Prime Minister on 22nd January, 2015 at Panipat in Haryana with the objective of bringing behavioural change in the society towards birth and rights of a girl child, has resulted in increased awareness and sensitization of the masses regarding prevalence of gender bias and role of community in eradicating it.  During the last 6 years the Sex Ratio at Birth (SRB) has improved by 16 points from 918 in 2014-15 to 934 in 2019-20. Gross Enrolment Ratio of girls in the schools at secondary level has improved from 77.45 to 81.32.

Beti Bachao Beti Padhao: Achievements so far

During the last 6 years since its inception, the BBBP scheme has been aiming at changing the mindset of the public to acknowledge the rights of the girl child. The scheme has resulted in increased awareness and sensitization of the masses regarding prevalence of gender bias and role of community in eradicating it. It has raised concerns around the issue of declining CSR in India. As a result of collective consciousness of the people supporting the campaign, BBBP has found its place in public discourse.

Progress in terms of monitorable targets:

  1. Sex Ratio at Birth:
    • Promising trends of improvement in Sex Ratio at Birth (SRB) have been observed at National level. SRB has improved by 16 points from 918 (2014-15) to 934 (2019-20), as per the HMIS data of MoH&FW.
    • Out of 640 districts covered under BBBP 422 districts have shown improvement in SRB from 2014-15 to 2018-2019.
    • Some Districts which had very low SRB in 2014-15 have shown huge improvement after implementation of the Scheme such as Mau (Uttar Pradesh) from 694 (2014-15) to 951 (2019-20), Karnal (Haryana) from 758 (2014-15) to 898 (2019-20), Mahendragarh (Haryana) from 791 (2014-15) to 919 (2019-20), Rewari (Haryana) from 803 (2014-15) to 924 (2019-20), and Patiala (Punjab) from 847 (2014-15) to 933 (2019-20).
  2. Health:
    • Percentage of 1st Trimester ANC Registration has shown an improving trend from 61% in 2014-15 to 71% in 2019-20 ( As per HMIS, MoH&FW).
    • Percentage of Institutional Deliveries has shown an improving trend from 87% in 2014-15 to 94% in 2019-20 ( As per HMIS, MoH&FW).
  3. Education:
    • Gross Enrolment Ratio of girls in the schools at secondary level has improved from 77.45 (2014-15) to 81.32 (2018-19-provisional figures) as per UDISE-data.
    • Percentage of schools with functional separate toilets for girls has shown improvement from 92.1% in 2014-15 to 95.1% in 2018-19 (2018-19 provisional figure, as per UDISE-data).

Attitudinal change:

  • The BBBP scheme has been able to bring the focus on important issue of female infanticide, lack of education amongst girls and deprivation of their rights on a life cycle continuum. The scheme has successfully engaged with Community to defy the age old biases against the girl child and introduce innovative practices to celebrate the girl child.
  • The BBBP logo has been much appreciated and accepted by people. People are using the BBBP logo on their own volition at various places such as school buses, building, stationeries, transport vehicles etc. to affirm their commitment to the cause. Logo has also been mentioned in popular Indian festivals i.e. Lohri, Kalash Yatra, Rakhi, Ganesh Chaturdashipandal, festival of flowers etc.

The frontline government employees have been successfully collaborating at the level of community for observing the son centric rituals while celebrating the birth of girl child i.e. Kuwapoojan, Thalibajana etc. Now mothers and girl child are being felicitated at community level and in hospitals by Administration to establish the relevance of the girl child. Beti Janmotsav is one of the key programme celebrated in each district.

5-Mar-2020: Smriti Zubin Irani releases book to celebrate leaders of BBBP scheme

Union Minister of Women & Child Development Smriti Zubin Irani, released a book, titled “Chronicles of Change Champions” at an event held in New Delhi.

The book is a compilation of 25 innovative initiatives taken at the State and District levels under the Prime Minister’s flagship scheme of Beti Bachao Beti Padhao (BBBP). It captures the convergent approach adopted at the grassroots level and provides insight into the unique manner of community engagement by the District Administration and frontline workers.

Speaking on the occasion, the Minister congratulated and commended the State and District Administrations of the 25 districts whose innovative activities under BBBP have been published in the compilation. She expressed hope that these stories will inspire other districts and communities. She also urged all the participants to further commit their support to the rights of the girl child by joining the Jan Andolan and collectively moving forward on the agenda of accomplishing a gender-neutral society.

Smriti Zubin Irani further said that the continuation of the scheme in this new decade shows the resolve of the country to the cause of the girl child and she added that this decade will be the decade of Indian women and the girl child.  WCD Minister informed that this year the Ministry will work with Human Resource Development Ministry to launch a mission to get out-of-school girls back into schools with the help of the local community. She also urged those districts who are lagging in the girl child sex ratio to work with best performing States like Haryana and Arunachal Pradesh who have done commendable work in improving the sex ratio of the girl child.

A panel discussion on Beti Bachao Beti Padhao: Challenging the Gender Stereotypes through Jan Andolan was chaired by Secretary, Ministry of Women and Child Development. The speakers included representatives from academic and research institutions along UN agencies. A short film on BBBP was also screened.

The BBBP scheme was launched by the Prime Minister of India, Narendra Modi, on 22nd January, 2015 at Panipat, Haryana as a comprehensive programme to address the declining Child Sex Ratio (CSR) and the related issues of empowerment of women over a life-cycle continuum. Expanded in a phased manner and currently being implemented in all the 640 districts of the country, BBBP is a step towards the nation’s resolve to accomplish gender equality by promoting and prioritizing the needs and rights of the girl child.

The scheme is a tri-ministerial initiative of the central government ministries of Women & Child Development, Human Resource Development and Health & Family Welfare. A convergent approach and community engagement are the main pillars of the scheme and has resulted in increased awareness and sensitization of masses for accomplishing a gender-neutral society. Capacity building of key stakeholders, flexible adaptation of the Scheme to meet local needs through a District Action Plan and innovative activities, generating awareness through frontline workers and recognizing committed key stakeholders, including BBBP Local Champions are also the key elements of the Scheme.

Minister for State for WCD, Debashree Chaudhari, Secretary Ministry of WCD, Rabindra Panwar, Special Secretary, Ministry of WCD and other senior officials of Ministries of WCD, Human Resource Development and Health and Family Welfare were present on the occasion.

6-Sep-2019: WCD Minister Felicitates States and Districts Under BBBP Scheme

The Union Minister of Women and Child Development and Textiles, Smriti Zubin Irani, felicitated districts and states which have successfully implemented the Beti Bachao Beti Padhao (BBBP) scheme at a function in New Delhi.

Haryana, Uttarakhand, Delhi, Rajasthan and Uttar Pradesh were felicitated for improvement in Sex Ratio at Birth (SRB).

Ten districts selected for improvement in SRB were also felicitated during the programme. The ten districts are: East Kameng (Arunachal Pradesh), Mahendragarh and Bhiwani (Haryana), Udham Singh Nagar (Uttarakhand), Namakkal (Tamil Nadu), Jalgaon (Maharashtra), Etawah (Uttar Pradesh), Raigarh (Chhattisgarh), Rewa (Madhya Pradesh) and Jodhpur (Rajasthan).

In addition, ten districts selected for good work in awareness generation and outreach activities under BBBP were also felicitated by the Minister. These districts are: Tiruvallur (Tamil Nadu), Ahmedabad (Gujarat), Mandi, Shimla, Sirmaur (Himachal Pradesh) Kishtwar (J&K), Gadag (Karnataka), Wokha (Nagaland), Farrukhabad (Uttar Pradesh), and Nagaur (Rajasthan).

On this occasion, Union Minister of WCD, Smriti Zubin Irani, made special mention of Kameng District of Arunachal Pradesh which has registered a sharp improvement in SRB from 807 in 2014-15 to 1039 in 2018-19. She said that this makes it clear that nothing is impossible if the Government and society collectively resolve to achieve a target. The Women and Child Development Minister also mentioned Mahendragarh district of Haryana where the SRB has risen to 916 from below 800 mark in 2001.She also appreciated the work done by the district of Tiruvallur of Tamil Nadu for recording impressive increase of 38 points in SRB from 925 to 963 in the last one year.   

The WCD Minister said the SRB at the national level has also improved by 13 points from 918 in 2014-15 to 931 in 2018-19.  Smriti Zubin Irani acknowledged the contribution of each district in improvement of SRB. She further added that with the collective efforts of the Prime Minister’s Office and the Ministries of Human Resource Development and Health and Family Welfare the girl child is now protected from birth till the rest of her life.  

Success of BBBP scheme largely depends on the committed participation of State governments, district administrations and the active support of community members. She appealed to every citizen to become a part of the social change programme of BBBP in order to end discrimination against the girl child and strive harder to create a girl child friendly environment.

The BBBP scheme was launched on 22nd January, 2015. It is being implemented in 640 districts and all districts are covered through advocacy and media campaign. Out of these districts, 405 are covered under Multi-Sectoral Intervention in which 100% Centrally Sponsored Scheme grant is provided directly to the District Magistrate/District Collector for BBBP.

The latest reports on State/UT-wise SRB data for the period 2014-15 and 2018-19, shows an improving trend at the national level in SRB from 918 to 931.

11-Jul-2019: Formation of STF as per BBBP Guidelines

As per information received in the Ministry of Women and Child Development, all States and UTs except West Bengal have constituted the State Task Force headed by Chief Secretary/ UT Administration as per the Beti Bachao, Beti Padhao Scheme guidelines.

So far, out of 405 districts selected for Multi-Sectoral activities, 390 districts have constituted the District Task Force.   Block Level Committees (BLCs) have been constituted by the twelve States/UTs namely, Andaman & Nicobar Islands, Arunachal Pradesh, Chhattisgarh, Goa, Gujarat, Haryana, Lakshadweep, Maharashtra, Nagaland, Punjab, Madhya Pradesh and Uttarakhand.

21-Dec-2018: ‘Beti Bachao Beti Padhao’ field-level awareness campaign for Maharashtra, Goa and Dadra & Nagar Haveli launched

A three-state field-level campaign on Beti Bachao Beti Padhao (BBBP) is being organized by the Government, beginning from the first week of January 2019. 900-plus cultural programmes across various districts of Maharashtra, 100 programmes in Goa and 30 Programmes in UT of Dadra & Nagar Haveli would be held as a part of the campaign. The awareness and sensitization drive is being organized by the Pune office of Regional Outreach Bureau (ROB), Ministry of Information & Broadcasting, Government of India, in coordination with Women and Child Development Departments of respective states.

The campaign was launched by Ms. Gauri Gadgil, a Divyang child and an international swimmer, by placing her fingers on traditional instrument “Dholak”, symbolizing the creation of reverberance about the scheme across the three states. She said that girls are making their mark across the globe, giving name and fame to their families and the nation.

As a prelude to the campaign, an orientation-cum-workshop on the flagship scheme has been organized for Private Registered Cultural Troupes (PRTs) in Pune, on December 20, 2018.

The cultural troupes of ROB have been doing a wonderful job in creating awareness and sensitizing people on the importance of this initiative. The troupes are an important bridge between the Government and the last mile at the grass root level, as they spread information about various initiatives. The cultural troupes help create awareness about various schemes among the people through locally prevalent communication means such as drama, skits, songs and plays.

After the inauguration, a briefing session on various aspects of the scheme was conducted. Manager, ROB Pune, addressed the artistes on message delivery, target audiences and communication strategy, and explained the intermixing and amalgamation of music and prose in message delivery.

8-Mar-2018: PM launches National Nutrition Mission, and pan India expansion of Beti Bachao Beti Padhao, at Jhunjhunu in Rajasthan

On the occasion of International Women’s Day, the Prime Minister, Shri Narendra Modi launched the National Nutrition Mission and Pan India Expansion of Beti Bachao Beti Padhao (BBBP) covering all 640 districts of the Country at a mega event held at Jhunjhunu in Rajasthan today.

The Prime Minister also awarded ten districts for showing outstanding performance in the areas of effective community engagement, enforcement of PC&PNDT Act and enabling education of the girl child.

Addressing the large gathering on the occasion, the Prime Minister said that through the power of technology, the entire nation is connected with Jhunjhunu. He appreciated Jhunjhunu district for furthering the Beti Bachao, Beti Padhao movement. He said there is no question of discrimination based on gender. The Prime Minister stressed on the importance of girls getting access to quality education, just like boys. Emphasizing that a daughter is not a burden, he said girls are bringing pride and glory for our nation, and excelling in several fields.

The Prime Minister also spoke of the importance of providing proper nutrition to children. He said Mission Indradhanush has brought an extremely positive change in the lives of women and children. The acronym PM should remind everyone of  ‘Poshan Mission’ from now onwards, Shri Narendra Modi  said in a lighter vein. The Prime Minister further emphasized that both the National Nutrition Mission and Beti Bachao Beti Padhao should be run in the form of a Jan Andolan to make them a success on the ground.

Addressing on the occasion, the Union Minister for Women & Child Development, Smt Maneka Sanjay Gandhi highlighted the journey of success and struggle of the Beti Bachao Beti Padhao Scheme since its launch by the Prime Minister on January 22nd, 2015. The Minister said that with continuous and persistent efforts, the attitude of the society towards the girl child has shown a clear cut change for the better and within three years itself, the ratio of girls to boys has shot well above 900. The credit for highlighting and taking forward the issue goes to the Prime Minister, she said. Smt Maneka Gandhi explained that several new initiatives have been taken by the government like the successful implementation of BBBP in 161 districts, six months’ maternity leave for working women, training of women sarpanches, universal implementation of Pradhan Mantri Matru Vandana Yojana. The government has setup 200 Sakhi Centres for women affected by violence and more than one lakh women have availed of the services of these centres till date. A Shelter home for one thousand widows has been set up in Vrindavan, Mathura by the Ministry and another one is being constructed in Varanasi, she disclosed. Similarly, a forensic lab is being setup in Chandigarh for speedy forensic processing of rape cases. Smt Maneka Gandhi said that an historic Bill against trafficking of women & children will be brought in this session of parliament.

The Chief Minister of Rajasthan, Smt. Vasundhara Raje , in her address,  highlighted how women have broken the glass ceiling and moved ahead in several new areas.  The State of Rajasthan is giving undivided attention to the education of the girl child and is distributing laptops, scooters and cycles to the girls to encourage them to go to educational institutions. Several unique initiatives have been undertaken by the state government as well as the people including planting trees at the birth of the girl child, appointing successful girls as brand ambassadors, marriage vows to save and protect the girl child amongst others, the Chief Minister explained.

The Prime Minister also awarded the winners of the Spot the Beti Bachao Beti Padhao Logo Contest and the winner of Logo for National Nutrition Mission. To commemorate the 3rd Anniversary of BBBP, the Prime Minister released a Photo Journey Book showcasing the innovative initiatives undertaken by the districts.

The Prime Minister interacted with 200 girl children born in Rajasthan after the launch of BBBP in January, 2015 along with their mothers.

The ten districts which were felicitated by the Prime Minister today have been awarded for their contribution in the following categories:

Effective community engangement (Six districts awarded): Raigarh (Chattisgarh), Sikar (Rajasthan), Bijapur (Karnataka), North Sikkim (Sikkim), Tarantaran (Punjab), Hyderabad (Telengana)

Enforcement of PC&PNDT Act (Two Districts awarded): Sonipat (Haryana), Ahmedabad (Gujarat)

Enabling education of Girl Child (Two districts awarded): Jhunjhunu (Rajasthan), Udhampur (Jammu & Kashmir).

As per data available in the Health Management Information System, there has been an improvement in the sex ratio at birth. The efforts with the active participation of States/Districts have brought out encouraging results in achieving its goal; as a result of which the Sex Ratio at Birth (SRB) which was 918 in 2014-15 has improved to 926 in 2016-17 as per HMIS data. Buoyed by its success, it has been decided to go Pan-India and expand the programme to all districts. The total outlay of BBBP is ₹1132.5 Crore from 2017-18 to 2019-20.

Initial  focus of BBBP had been on the districts which were either below national average or were the worse in their own states in terms of absolute values of CSR. However, looking at the magnitude and criticality of the problem and its spread across the country, no district can be left out of BBBP ambit to make a real dent on overall CSR and following strategies are proposed to be implemented in various districts under its pan India expansion.

The National Nutrition Mission (NNM) has been set up with a three year budget of Rs.9046.17 crore commencing from 2017-18. The NNM is a comprehensive approach towards raising nutrition level in the country on a war footing. It will comprise mapping of various Schemes contributing towards addressing malnutrition, including a very robust convergence mechanism, ICT based Real Time Monitoring system, incentivizing States/UTs for meeting the targets, incentivizing Anganwadi Workers (AWWs) for using IT based tools, eliminating registers used by AWWs, introducing measurement of height of children at the Anganwadi Centres (AWCs), Social Audits, setting-up Nutrition Resource Centres, involving masses through Jan Andolan for their participation on nutrition through various activities, among others.

NNM targets to reduce stunting, under-nutrition, anemia (among young children, women and adolescent girls) and reduce low birth weight by 2%, 2%, 3% and 2% per annum respectively. Although the target to reduce Stunting is at least 2% p.a., Mission would strive to achieve reduction in Stunting from 38.4% (NFHS-4) to 25% by 2022 (Mission 25 by 2022). More than 10 crore people will be benefitted by this programme. All the States and districts will be covered in a phased manner i.e. 315 districts in 2017-18, 235 districts in 2018-19 and remaining districts in 2019-20.

7-Mar-2018: Beti Bachao Beti Padhao : Achievements and Progress

Launch of Beti Bachao Beti Padhao:

The Census, 2011 has shown significant declining trend in Child Sex Ratio (CSR), with 918 girls per 1000 boys in the age group of 0-6 years. CSR has declined from 976 in 1961 to 918 in 2011. Out of 640 districts, CSR has declined in 429 districts (2/3rd of the country). 244 districts were  below the national average of 918.

This unabated decline in CSR is a matter of grave concern as it reflects the low status of women in our society and indicates her disempowerment over a life-cycle continuum. Declining CSR is also indicative of pre-birth discrimination manifested through gender biased sex selection and post birth discrimination against girls (in terms of health care, nutrition and educational opportunities).

Against this backdrop, Beti Bachao, Beti Padhao (BBBP) was launched by the Hon’ble Prime Minister, Shri Narendra Modi, on 22nd January, 2015 in Panipat, Haryana as one of the flagship programmes of the Government, to address the declining Child Sex Ratio and related issues of empowerment of women on a life-cycle continuum. It is a tri-ministerial, convergent effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development with a focus on awareness and advocacy campaign for changing mindsets, multi-sectoral action in select 161 districts (low on CSR), enabling girls' education and effective enforcement of Pre-Conception & Pre Natal Diagnostic Techniques (PC&PNDT) Act.

Progress so far

  1. In Phase-1 (2014-15 i.e. January, 2015), the scheme was started with 100 districts and got expanded to 61 additional districts in Phase-II (2015-16, February 2016)
  2. The Scheme has been received well and has been successful in establishing the improvement in Child Sex Ratio as a National Agenda. It has resulted in increased awareness, sensitization and conscious building around the issue of declining CSR in the public domain.
  3. The implementation of BBBP scheme is led by the Ministry of Women and Child Development as the Nodal Ministry, with support from State Social Welfare/ WCD departments in partnership with Departments of Health and Education. On ground, the scheme is driven by the motivation and enthusiasm of the District Collector/Deputy Magistrate (DCs/DMs) of the selected district. The transformative potential of BBBP could be assessed in the kind of local level innovative initiatives undertaken by District Administration in coordination with WCD, Health and Education departments.
  4. As of now, favourable trends are visible in many of the districts. The latest reports as per Health Management Information System (HMIS) data of Ministry of Health and Family Welfare (MoHFW) for 161 BBBP districts indicate that for the time period between April-March, 2015-16 & 2016-17, the progress on intermediary targets are as follows:

Progress status of 161  districts:

Sex Ratio at Birth (SRB):

Improving trend in SRB is visible in 104 BBBP districts out of 161 districts (with 1 district showing stable trend)

Status of first trimester ANC registration:

119 Districts have reported progress in first trimester registration against the reported ANC registrations (with 13 districts showing stable trend).

Status of Institutional deliveries:

Institutional deliveries against the total reported deliveries have improved in 146 districts in comparison to the previous year (with stable trend seen in 60 districts).

The transformative potential of BBBP could be assessed in the kind of local level innovative initiatives undertaken by District Administration in coordination with WCD, Health and Education departments.

  1. Visibility of the Issue in public domain: Display of Birth Statistics(number of Girls born vis-à-vis number of Boys) in public places through Guddi Gudda Boards. Entry point for discussion and debate on this issue.
  2. Brand Visibility of BBBP logo: All govt. buildings, public offices, official/public vehicles, public transport, school buses are using BBBP logo.
  3. Breaking gender stereotypes & challenging son-centric rituals. Celebration of Birth of Girl Child, dedicating special day on value of girl child, linking sukanya samriddhi accounts with birth of girl child and felicitating parents, plantation drives symbolizing nurturing and care for girl child, prevention of child marriages
  4. Local Champions: Some districts have catalyzed the potential of local champions on BBBP who are chosen from diverse fields of sports, academics, writers, lawyers, students etc. The local champions are selected by District Administration as role models excelling in different fields. These local champions are entrusted to work in each block to sensitize the community about importance of gender equality and empowerment of women as well as spreading the message of BBBP. The local champions are mobilizing youth from gram panchayats and villages to work as community volunteers under BBBP.
  5. Reward & Recognition: Felicitation of Best Panchayats, Parents for valuing their daughters , Community Members, Local Champions for their exemplary work, meritorious girls.
  6. Enabling Girl’s Education: Through Enrolment Campaigns/drives focusing on girl child education.
  7. Prevention of Child Marriage: Campaigns are being undertaken by States and Districts to prevent Child Marriage. This has motivated other gram panchayats to pass similar resolutions to prevent child marriage in their respective panchayats and villages. Through BBBP initiatives, schools have become an important platform for preventing child marriage. Attendance of girls in schools has improved.
  8. Special Gram Sabha/Mahila Sabha on the issue of declining Child Sex Ratio.
  9. Campaign based/Theme based support from Civil Society Organizations (that too on a pro bono basis).
  10. “Beti Bachao Beti Padhao Week- The Daughters of New India”: In order to influence national and mainstream discourse in favour of girls and women and to bring visibility to Beti Bachao Beti Padhao, the Ministry of Women and Child Development celebrated “Beti Bachao Beti Padhao Week- The Daughters of New India”  as a mark to Celebrate Girl Child and Enable her Education around the week of International Girl Child Day (i.e. 11th October).

Expansion of BBBP for Pan India Coverage:  Initial  focus of BBBP had been on the districts which were either below national average or were the worse in their own states in terms of absolute values of CSR. However, looking at the magnitude and criticality of the problem and its spread across the country, no district can be left out of BBBP ambit to make a real dent on overall CSR.

Pan India Expansion of BBBP by Hon’ble PM in Jhunjhunu, Rajasthan

The Hon’ble Prime Minister of India is launching the Pan India Expansion of Beti Bachao Beti Padhao (BBBP) covering all 640 districts of the Country in a formal function being held at Jhunjhunu, Rajasthan on 8th March 2018.

To commemorate the 3rd Anniversary of BBBP, Hon’ble PM will release a Photo Journey Book showcasing the innovative initiatives undertaken by the districts. At the event, 10 good performing districts will also be felicitated for their exemplary work.

To bring visibility to the cause, the Hon’ble PM will be in conversation with the BBBP Collectors to understand the challenge and work being done on the issue. Hon’ble PM will personally interact with community girls and mothers to influence national and mainstream discourse in favour of girls and women.

As a prelude to the Hon’ble PM’s Programme on the Launch of Pan India Expansion of BBBP, the existing 161 districts have been requested to celebrate a fortnight through observance of activities at district, block and Anganwadi Centre/Village levels. This includes pre-launch activities as a build up to the Launch Day and followed by Post launch activities till 15th March, 2018. The 161 districts will also get to watch the PM’s Programme and launch of BBBP expansion at a central location and live participation through Live Video Streaming.     

27-Jul-2022: Beti Bachao, Beti Padhao Scheme Increases Awareness towards Valuing the Girl Child

Parliamentary Standing Committee on Empowerment of Women through Education with Special Reference to ‘Beti Bachao-Beti Padhao’ Scheme has reviewed implementation of BBBP Scheme. In its 5th report, PSC inter alia stated that over the last six years, through focused advocacy BBBP has been able to capture the attention of political leadership and national consciousness towards valuing the girl child. Further, PSC has put forward their recommendation for betterment of scheme which have been considered under various components of Mission Shakti, an umbrella scheme for the safety, security and empowerment of women.

Beti Bachao Beti Padhao (BBBP) Scheme aims to address declining Child Sex ratio (CSR) and related issues of empowerment of girls and women over a life cycle continuum.  The key elements of the scheme included nation-wide media and advocacy campaign and multi-sectoral interventions in selected 405 districts

Since BBBP has been designed to bring an attitudinal shift in the society towards valuing the girl child, expenditure towards media advocacy was more in the initial stages to create scheme awareness and behavioral change. The advocacy campaign under BBBP has been able to successfully establish the brand BBBP, which has an excellent recall value. As on outcome of carefully crafted BBBP media campaigns, the tagline has become immensely popular so much so that it finds place on personal vehicles and is the theme for dinner time discussions at home. Now, as the scheme has been able to create awareness for the cause, focus on media advocacy campaign has been shifted to zero budget or minimal expenditure based in the past 2 years.

Due to sustained efforts, the improvement on various indicators has been as follows:

  1. Sex Ratio at Birth at National level has improved by 19 points from 918 (2014-15) to 937 (2020-21). (Source: HMIS data, MoHFW (April-March, 2014-15 & 2020-21).
  2. Enrolment of Girls in secondary education has increased from 75.51% in 2014-15 to 79.46% in 2020-21. (Source: U-DISE plus, Mo Education).

3-Dec-2021: Beti Bachao Beti Padhao campaign

Beti Bachao Beti Padhao (BBBP) Scheme aims to address declining Child Sex Ratio (CSR) and related issues of empowerment of girls and women over a life cycle continuum. The primary objectives of the scheme are, to prevent gender biased sex selective elimination, to ensure survival and protection of the girl child and to ensure education and participation of the girl child. The key elements of the scheme include nation-wide media and advocacy campaign and multi-sectoral interventions in selected 405 districts.

Under, BBBP scheme there is no provision of direct benefit transfer.

4-Feb-2021: Review of Beti Bachao Beti Padhao (BBBP) Scheme

As per the evaluation report of NITI Aayog, Beti Bachao Beti Padhao (BBBP) scheme has been able to generate significant mass- mobilisation to eliminate gender discrimination and valuing the girl child and the scheme has been able to develop many good practices and community-level initiatives. The awareness about the scheme was also found to be high.

Consistent efforts are made under BBBP at all levels to generate awareness about the rights of girl child through community engagement, stop sex selection at birth and encourage positive action to support their education growth and development. Convergent efforts are made in collaboration with other Ministries and stakeholders. The implementation of the Scheme is monitored by the task force under BBBP at District, State and National level.

The overall objective of the BBBP Scheme is to address the issue of decline in Child Sex Ratio and create an enabling environment for education of the girl child. Child Sex Ratio (Census by Registrar General of India) is a decadal process. Hence, an intermediary targets i.e. Sex Ratio at Birth have been set as a monitoring parameter for the progress of Scheme. SRB (as per Health Management Information System (HMIS) of Ministry of Health and Family Welfare) has shown an improving trend of 16 points at National level from 918 (2014-15) to 934 (2019- 20).

23-Jan-2021: Beti Bachao Beti Padhao Scheme Increases Awareness and Sensitize the Masses on Gender Equality

The Beti Bachao Beti Padhao (BBBP) Scheme, launched by the Hon’ble Prime Minister on 22nd January, 2015 at Panipat in Haryana with the objective of bringing behavioural change in the society towards birth and rights of a girl child, has resulted in increased awareness and sensitization of the masses regarding prevalence of gender bias and role of community in eradicating it.  During the last 6 years the Sex Ratio at Birth (SRB) has improved by 16 points from 918 in 2014-15 to 934 in 2019-20. Gross Enrolment Ratio of girls in the schools at secondary level has improved from 77.45 to 81.32.

Beti Bachao Beti Padhao: Achievements so far

During the last 6 years since its inception, the BBBP scheme has been aiming at changing the mindset of the public to acknowledge the rights of the girl child. The scheme has resulted in increased awareness and sensitization of the masses regarding prevalence of gender bias and role of community in eradicating it. It has raised concerns around the issue of declining CSR in India. As a result of collective consciousness of the people supporting the campaign, BBBP has found its place in public discourse.

Progress in terms of monitorable targets:

  1. Sex Ratio at Birth:
    • Promising trends of improvement in Sex Ratio at Birth (SRB) have been observed at National level. SRB has improved by 16 points from 918 (2014-15) to 934 (2019-20), as per the HMIS data of MoH&FW.
    • Out of 640 districts covered under BBBP 422 districts have shown improvement in SRB from 2014-15 to 2018-2019.
    • Some Districts which had very low SRB in 2014-15 have shown huge improvement after implementation of the Scheme such as Mau (Uttar Pradesh) from 694 (2014-15) to 951 (2019-20), Karnal (Haryana) from 758 (2014-15) to 898 (2019-20), Mahendragarh (Haryana) from 791 (2014-15) to 919 (2019-20), Rewari (Haryana) from 803 (2014-15) to 924 (2019-20), and Patiala (Punjab) from 847 (2014-15) to 933 (2019-20).
  2. Health:
    • Percentage of 1st Trimester ANC Registration has shown an improving trend from 61% in 2014-15 to 71% in 2019-20 ( As per HMIS, MoH&FW).
    • Percentage of Institutional Deliveries has shown an improving trend from 87% in 2014-15 to 94% in 2019-20 ( As per HMIS, MoH&FW).
  3. Education:
    • Gross Enrolment Ratio of girls in the schools at secondary level has improved from 77.45 (2014-15) to 81.32 (2018-19-provisional figures) as per UDISE-data.
    • Percentage of schools with functional separate toilets for girls has shown improvement from 92.1% in 2014-15 to 95.1% in 2018-19 (2018-19 provisional figure, as per UDISE-data).

Attitudinal change:

  • The BBBP scheme has been able to bring the focus on important issue of female infanticide, lack of education amongst girls and deprivation of their rights on a life cycle continuum. The scheme has successfully engaged with Community to defy the age old biases against the girl child and introduce innovative practices to celebrate the girl child.
  • The BBBP logo has been much appreciated and accepted by people. People are using the BBBP logo on their own volition at various places such as school buses, building, stationeries, transport vehicles etc. to affirm their commitment to the cause. Logo has also been mentioned in popular Indian festivals i.e. Lohri, Kalash Yatra, Rakhi, Ganesh Chaturdashipandal, festival of flowers etc.

The frontline government employees have been successfully collaborating at the level of community for observing the son centric rituals while celebrating the birth of girl child i.e. Kuwapoojan, Thalibajana etc. Now mothers and girl child are being felicitated at community level and in hospitals by Administration to establish the relevance of the girl child. Beti Janmotsav is one of the key programme celebrated in each district.

5-Mar-2020: Smriti Zubin Irani releases book to celebrate leaders of BBBP scheme

Union Minister of Women & Child Development Smriti Zubin Irani, released a book, titled “Chronicles of Change Champions” at an event held in New Delhi.

The book is a compilation of 25 innovative initiatives taken at the State and District levels under the Prime Minister’s flagship scheme of Beti Bachao Beti Padhao (BBBP). It captures the convergent approach adopted at the grassroots level and provides insight into the unique manner of community engagement by the District Administration and frontline workers.

Speaking on the occasion, the Minister congratulated and commended the State and District Administrations of the 25 districts whose innovative activities under BBBP have been published in the compilation. She expressed hope that these stories will inspire other districts and communities. She also urged all the participants to further commit their support to the rights of the girl child by joining the Jan Andolan and collectively moving forward on the agenda of accomplishing a gender-neutral society.

Smriti Zubin Irani further said that the continuation of the scheme in this new decade shows the resolve of the country to the cause of the girl child and she added that this decade will be the decade of Indian women and the girl child.  WCD Minister informed that this year the Ministry will work with Human Resource Development Ministry to launch a mission to get out-of-school girls back into schools with the help of the local community. She also urged those districts who are lagging in the girl child sex ratio to work with best performing States like Haryana and Arunachal Pradesh who have done commendable work in improving the sex ratio of the girl child.

A panel discussion on Beti Bachao Beti Padhao: Challenging the Gender Stereotypes through Jan Andolan was chaired by Secretary, Ministry of Women and Child Development. The speakers included representatives from academic and research institutions along UN agencies. A short film on BBBP was also screened.

The BBBP scheme was launched by the Prime Minister of India, Narendra Modi, on 22nd January, 2015 at Panipat, Haryana as a comprehensive programme to address the declining Child Sex Ratio (CSR) and the related issues of empowerment of women over a life-cycle continuum. Expanded in a phased manner and currently being implemented in all the 640 districts of the country, BBBP is a step towards the nation’s resolve to accomplish gender equality by promoting and prioritizing the needs and rights of the girl child.

The scheme is a tri-ministerial initiative of the central government ministries of Women & Child Development, Human Resource Development and Health & Family Welfare. A convergent approach and community engagement are the main pillars of the scheme and has resulted in increased awareness and sensitization of masses for accomplishing a gender-neutral society. Capacity building of key stakeholders, flexible adaptation of the Scheme to meet local needs through a District Action Plan and innovative activities, generating awareness through frontline workers and recognizing committed key stakeholders, including BBBP Local Champions are also the key elements of the Scheme.

Minister for State for WCD, Debashree Chaudhari, Secretary Ministry of WCD, Rabindra Panwar, Special Secretary, Ministry of WCD and other senior officials of Ministries of WCD, Human Resource Development and Health and Family Welfare were present on the occasion.

6-Sep-2019: WCD Minister Felicitates States and Districts Under BBBP Scheme

The Union Minister of Women and Child Development and Textiles, Smriti Zubin Irani, felicitated districts and states which have successfully implemented the Beti Bachao Beti Padhao (BBBP) scheme at a function in New Delhi.

Haryana, Uttarakhand, Delhi, Rajasthan and Uttar Pradesh were felicitated for improvement in Sex Ratio at Birth (SRB).

Ten districts selected for improvement in SRB were also felicitated during the programme. The ten districts are: East Kameng (Arunachal Pradesh), Mahendragarh and Bhiwani (Haryana), Udham Singh Nagar (Uttarakhand), Namakkal (Tamil Nadu), Jalgaon (Maharashtra), Etawah (Uttar Pradesh), Raigarh (Chhattisgarh), Rewa (Madhya Pradesh) and Jodhpur (Rajasthan).

In addition, ten districts selected for good work in awareness generation and outreach activities under BBBP were also felicitated by the Minister. These districts are: Tiruvallur (Tamil Nadu), Ahmedabad (Gujarat), Mandi, Shimla, Sirmaur (Himachal Pradesh) Kishtwar (J&K), Gadag (Karnataka), Wokha (Nagaland), Farrukhabad (Uttar Pradesh), and Nagaur (Rajasthan).

On this occasion, Union Minister of WCD, Smriti Zubin Irani, made special mention of Kameng District of Arunachal Pradesh which has registered a sharp improvement in SRB from 807 in 2014-15 to 1039 in 2018-19. She said that this makes it clear that nothing is impossible if the Government and society collectively resolve to achieve a target. The Women and Child Development Minister also mentioned Mahendragarh district of Haryana where the SRB has risen to 916 from below 800 mark in 2001.She also appreciated the work done by the district of Tiruvallur of Tamil Nadu for recording impressive increase of 38 points in SRB from 925 to 963 in the last one year.   

The WCD Minister said the SRB at the national level has also improved by 13 points from 918 in 2014-15 to 931 in 2018-19.  Smriti Zubin Irani acknowledged the contribution of each district in improvement of SRB. She further added that with the collective efforts of the Prime Minister’s Office and the Ministries of Human Resource Development and Health and Family Welfare the girl child is now protected from birth till the rest of her life.  

Success of BBBP scheme largely depends on the committed participation of State governments, district administrations and the active support of community members. She appealed to every citizen to become a part of the social change programme of BBBP in order to end discrimination against the girl child and strive harder to create a girl child friendly environment.

The BBBP scheme was launched on 22nd January, 2015. It is being implemented in 640 districts and all districts are covered through advocacy and media campaign. Out of these districts, 405 are covered under Multi-Sectoral Intervention in which 100% Centrally Sponsored Scheme grant is provided directly to the District Magistrate/District Collector for BBBP.

The latest reports on State/UT-wise SRB data for the period 2014-15 and 2018-19, shows an improving trend at the national level in SRB from 918 to 931.

11-Jul-2019: Formation of STF as per BBBP Guidelines

As per information received in the Ministry of Women and Child Development, all States and UTs except West Bengal have constituted the State Task Force headed by Chief Secretary/ UT Administration as per the Beti Bachao, Beti Padhao Scheme guidelines.

So far, out of 405 districts selected for Multi-Sectoral activities, 390 districts have constituted the District Task Force.   Block Level Committees (BLCs) have been constituted by the twelve States/UTs namely, Andaman & Nicobar Islands, Arunachal Pradesh, Chhattisgarh, Goa, Gujarat, Haryana, Lakshadweep, Maharashtra, Nagaland, Punjab, Madhya Pradesh and Uttarakhand.

21-Dec-2018: ‘Beti Bachao Beti Padhao’ field-level awareness campaign for Maharashtra, Goa and Dadra & Nagar Haveli launched

A three-state field-level campaign on Beti Bachao Beti Padhao (BBBP) is being organized by the Government, beginning from the first week of January 2019. 900-plus cultural programmes across various districts of Maharashtra, 100 programmes in Goa and 30 Programmes in UT of Dadra & Nagar Haveli would be held as a part of the campaign. The awareness and sensitization drive is being organized by the Pune office of Regional Outreach Bureau (ROB), Ministry of Information & Broadcasting, Government of India, in coordination with Women and Child Development Departments of respective states.

The campaign was launched by Ms. Gauri Gadgil, a Divyang child and an international swimmer, by placing her fingers on traditional instrument “Dholak”, symbolizing the creation of reverberance about the scheme across the three states. She said that girls are making their mark across the globe, giving name and fame to their families and the nation.

As a prelude to the campaign, an orientation-cum-workshop on the flagship scheme has been organized for Private Registered Cultural Troupes (PRTs) in Pune, on December 20, 2018.

The cultural troupes of ROB have been doing a wonderful job in creating awareness and sensitizing people on the importance of this initiative. The troupes are an important bridge between the Government and the last mile at the grass root level, as they spread information about various initiatives. The cultural troupes help create awareness about various schemes among the people through locally prevalent communication means such as drama, skits, songs and plays.

After the inauguration, a briefing session on various aspects of the scheme was conducted. Manager, ROB Pune, addressed the artistes on message delivery, target audiences and communication strategy, and explained the intermixing and amalgamation of music and prose in message delivery.

8-Mar-2018: PM launches National Nutrition Mission, and pan India expansion of Beti Bachao Beti Padhao, at Jhunjhunu in Rajasthan

On the occasion of International Women’s Day, the Prime Minister, Shri Narendra Modi launched the National Nutrition Mission and Pan India Expansion of Beti Bachao Beti Padhao (BBBP) covering all 640 districts of the Country at a mega event held at Jhunjhunu in Rajasthan today.

The Prime Minister also awarded ten districts for showing outstanding performance in the areas of effective community engagement, enforcement of PC&PNDT Act and enabling education of the girl child.

Addressing the large gathering on the occasion, the Prime Minister said that through the power of technology, the entire nation is connected with Jhunjhunu. He appreciated Jhunjhunu district for furthering the Beti Bachao, Beti Padhao movement. He said there is no question of discrimination based on gender. The Prime Minister stressed on the importance of girls getting access to quality education, just like boys. Emphasizing that a daughter is not a burden, he said girls are bringing pride and glory for our nation, and excelling in several fields.

The Prime Minister also spoke of the importance of providing proper nutrition to children. He said Mission Indradhanush has brought an extremely positive change in the lives of women and children. The acronym PM should remind everyone of  ‘Poshan Mission’ from now onwards, Shri Narendra Modi  said in a lighter vein. The Prime Minister further emphasized that both the National Nutrition Mission and Beti Bachao Beti Padhao should be run in the form of a Jan Andolan to make them a success on the ground.

Addressing on the occasion, the Union Minister for Women & Child Development, Smt Maneka Sanjay Gandhi highlighted the journey of success and struggle of the Beti Bachao Beti Padhao Scheme since its launch by the Prime Minister on January 22nd, 2015. The Minister said that with continuous and persistent efforts, the attitude of the society towards the girl child has shown a clear cut change for the better and within three years itself, the ratio of girls to boys has shot well above 900. The credit for highlighting and taking forward the issue goes to the Prime Minister, she said. Smt Maneka Gandhi explained that several new initiatives have been taken by the government like the successful implementation of BBBP in 161 districts, six months’ maternity leave for working women, training of women sarpanches, universal implementation of Pradhan Mantri Matru Vandana Yojana. The government has setup 200 Sakhi Centres for women affected by violence and more than one lakh women have availed of the services of these centres till date. A Shelter home for one thousand widows has been set up in Vrindavan, Mathura by the Ministry and another one is being constructed in Varanasi, she disclosed. Similarly, a forensic lab is being setup in Chandigarh for speedy forensic processing of rape cases. Smt Maneka Gandhi said that an historic Bill against trafficking of women & children will be brought in this session of parliament.

The Chief Minister of Rajasthan, Smt. Vasundhara Raje , in her address,  highlighted how women have broken the glass ceiling and moved ahead in several new areas.  The State of Rajasthan is giving undivided attention to the education of the girl child and is distributing laptops, scooters and cycles to the girls to encourage them to go to educational institutions. Several unique initiatives have been undertaken by the state government as well as the people including planting trees at the birth of the girl child, appointing successful girls as brand ambassadors, marriage vows to save and protect the girl child amongst others, the Chief Minister explained.

The Prime Minister also awarded the winners of the Spot the Beti Bachao Beti Padhao Logo Contest and the winner of Logo for National Nutrition Mission. To commemorate the 3rd Anniversary of BBBP, the Prime Minister released a Photo Journey Book showcasing the innovative initiatives undertaken by the districts.

The Prime Minister interacted with 200 girl children born in Rajasthan after the launch of BBBP in January, 2015 along with their mothers.

The ten districts which were felicitated by the Prime Minister today have been awarded for their contribution in the following categories:

Effective community engangement (Six districts awarded): Raigarh (Chattisgarh), Sikar (Rajasthan), Bijapur (Karnataka), North Sikkim (Sikkim), Tarantaran (Punjab), Hyderabad (Telengana)

Enforcement of PC&PNDT Act (Two Districts awarded): Sonipat (Haryana), Ahmedabad (Gujarat)

Enabling education of Girl Child (Two districts awarded): Jhunjhunu (Rajasthan), Udhampur (Jammu & Kashmir).

As per data available in the Health Management Information System, there has been an improvement in the sex ratio at birth. The efforts with the active participation of States/Districts have brought out encouraging results in achieving its goal; as a result of which the Sex Ratio at Birth (SRB) which was 918 in 2014-15 has improved to 926 in 2016-17 as per HMIS data. Buoyed by its success, it has been decided to go Pan-India and expand the programme to all districts. The total outlay of BBBP is ₹1132.5 Crore from 2017-18 to 2019-20.

The National Nutrition Mission (NNM) has been set up with a three year budget of Rs.9046.17 crore commencing from 2017-18. The NNM is a comprehensive approach towards raising nutrition level in the country on a war footing. It will comprise mapping of various Schemes contributing towards addressing malnutrition, including a very robust convergence mechanism, ICT based Real Time Monitoring system, incentivizing States/UTs for meeting the targets, incentivizing Anganwadi Workers (AWWs) for using IT based tools, eliminating registers used by AWWs, introducing measurement of height of children at the Anganwadi Centres (AWCs), Social Audits, setting-up Nutrition Resource Centres, involving masses through Jan Andolan for their participation on nutrition through various activities, among others.

NNM targets to reduce stunting, under-nutrition, anemia (among young children, women and adolescent girls) and reduce low birth weight by 2%, 2%, 3% and 2% per annum respectively. Although the target to reduce Stunting is at least 2% p.a., Mission would strive to achieve reduction in Stunting from 38.4% (NFHS-4) to 25% by 2022 (Mission 25 by 2022). More than 10 crore people will be benefitted by this programme. All the States and districts will be covered in a phased manner i.e. 315 districts in 2017-18, 235 districts in 2018-19 and remaining districts in 2019-20.

Launch of Beti Bachao Beti Padhao:

The Census, 2011 has shown significant declining trend in Child Sex Ratio (CSR), with 918 girls per 1000 boys in the age group of 0-6 years. CSR has declined from 976 in 1961 to 918 in 2011. Out of 640 districts, CSR has declined in 429 districts (2/3rd of the country). 244 districts were  below the national average of 918.

This unabated decline in CSR is a matter of grave concern as it reflects the low status of women in our society and indicates her disempowerment over a life-cycle continuum. Declining CSR is also indicative of pre-birth discrimination manifested through gender biased sex selection and post birth discrimination against girls (in terms of health care, nutrition and educational opportunities).

Against this backdrop, Beti Bachao, Beti Padhao (BBBP) was launched by the Hon’ble Prime Minister, Shri Narendra Modi, on 22nd January, 2015 in Panipat, Haryana as one of the flagship programmes of the Government, to address the declining Child Sex Ratio and related issues of empowerment of women on a life-cycle continuum. It is a tri-ministerial, convergent effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development with a focus on awareness and advocacy campaign for changing mindsets, multi-sectoral action in select 161 districts (low on CSR), enabling girls' education and effective enforcement of Pre-Conception & Pre Natal Diagnostic Techniques (PC&PNDT) Act.

Progress so far

  1. In Phase-1 (2014-15 i.e. January, 2015), the scheme was started with 100 districts and got expanded to 61 additional districts in Phase-II (2015-16, February 2016)
  2. The Scheme has been received well and has been successful in establishing the improvement in Child Sex Ratio as a National Agenda. It has resulted in increased awareness, sensitization and conscious building around the issue of declining CSR in the public domain.
  3. The implementation of BBBP scheme is led by the Ministry of Women and Child Development as the Nodal Ministry, with support from State Social Welfare/ WCD departments in partnership with Departments of Health and Education. On ground, the scheme is driven by the motivation and enthusiasm of the District Collector/Deputy Magistrate (DCs/DMs) of the selected district. The transformative potential of BBBP could be assessed in the kind of local level innovative initiatives undertaken by District Administration in coordination with WCD, Health and Education departments.
  4. As of now, favourable trends are visible in many of the districts. The latest reports as per Health Management Information System (HMIS) data of Ministry of Health and Family Welfare (MoHFW) for 161 BBBP districts indicate that for the time period between April-March, 2015-16 & 2016-17, the progress on intermediary targets are as follows:

Sex Ratio at Birth (SRB):

Improving trend in SRB is visible in 104 BBBP districts out of 161 districts (with 1 district showing stable trend)

Status of first trimester ANC registration:

119 Districts have reported progress in first trimester registration against the reported ANC registrations (with 13 districts showing stable trend).

Status of Institutional deliveries:

Institutional deliveries against the total reported deliveries have improved in 146 districts in comparison to the previous year (with stable trend seen in 60 districts).

Glimpse of Innovative Interventions under BBBP which have created a Positive  Ecosystem/ enabling environment for our Girls

The transformative potential of BBBP could be assessed in the kind of local level innovative initiatives undertaken by District Administration in coordination with WCD, Health and Education departments.

  1. Visibility of the Issue in public domain: Display of Birth Statistics(number of Girls born vis-à-vis number of Boys) in public places through Guddi Gudda Boards. Entry point for discussion and debate on this issue.
  2. Brand Visibility of BBBP logo: All govt. buildings, public offices, official/public vehicles, public transport, school buses are using BBBP logo.
  3. Breaking gender stereotypes & challenging son-centric rituals. Celebration of Birth of Girl Child, dedicating special day on value of girl child, linking sukanya samriddhi accounts with birth of girl child and felicitating parents, plantation drives symbolizing nurturing and care for girl child, prevention of child marriages
  4. Local Champions: Some districts have catalyzed the potential of local champions on BBBP who are chosen from diverse fields of sports, academics, writers, lawyers, students etc. The local champions are selected by District Administration as role models excelling in different fields. These local champions are entrusted to work in each block to sensitize the community about importance of gender equality and empowerment of women as well as spreading the message of BBBP. The local champions are mobilizing youth from gram panchayats and villages to work as community volunteers under BBBP.
  5. Reward & Recognition: Felicitation of Best Panchayats, Parents for valuing their daughters , Community Members, Local Champions for their exemplary work, meritorious girls.
  6. Enabling Girl’s Education: Through Enrolment Campaigns/drives focusing on girl child education.
  7. Prevention of Child Marriage: Campaigns are being undertaken by States and Districts to prevent Child Marriage. This has motivated other gram panchayats to pass similar resolutions to prevent child marriage in their respective panchayats and villages. Through BBBP initiatives, schools have become an important platform for preventing child marriage. Attendance of girls in schools has improved.
  8. Special Gram Sabha/Mahila Sabha on the issue of declining Child Sex Ratio.
  9. Campaign based/Theme based support from Civil Society Organizations (that too on a pro bono basis).
  10. “Beti Bachao Beti Padhao Week- The Daughters of New India”: In order to influence national and mainstream discourse in favour of girls and women and to bring visibility to Beti Bachao Beti Padhao, the Ministry of Women and Child Development celebrated “Beti Bachao Beti Padhao Week- The Daughters of New India”  as a mark to Celebrate Girl Child and Enable her Education around the week of International Girl Child Day (i.e. 11th October).

Expansion of BBBP for Pan India Coverage:  Initial  focus of BBBP had been on the districts which were either below national average or were the worse in their own states in terms of absolute values of CSR. However, looking at the magnitude and criticality of the problem and its spread across the country, no district can be left out of BBBP ambit to make a real dent on overall CSR.

Pan India Expansion of BBBP by Hon’ble PM in Jhunjhunu, Rajasthan

The Hon’ble Prime Minister of India is launching the Pan India Expansion of Beti Bachao Beti Padhao (BBBP) covering all 640 districts of the Country in a formal function being held at Jhunjhunu, Rajasthan on 8th March 2018.

To commemorate the 3rd Anniversary of BBBP, Hon’ble PM will release a Photo Journey Book showcasing the innovative initiatives undertaken by the districts. At the event, 10 good performing districts will also be felicitated for their exemplary work.

To bring visibility to the cause, the Hon’ble PM will be in conversation with the BBBP Collectors to understand the challenge and work being done on the issue. Hon’ble PM will personally interact with community girls and mothers to influence national and mainstream discourse in favour of girls and women.

As a prelude to the Hon’ble PM’s Programme on the Launch of Pan India Expansion of BBBP, the existing 161 districts have been requested to celebrate a fortnight through observance of activities at district, block and Anganwadi Centre/Village levels. This includes pre-launch activities as a build up to the Launch Day and followed by Post launch activities till 15th March, 2018. The 161 districts will also get to watch the PM’s Programme and launch of BBBP expansion at a central location and live participation through Live Video Streaming.

22-Nov-2017: Cabinet approves Expansion of Beti Bachao Beti Padhao for a Pan India coverage in all the 640 districts (as per census 2011) of the Country

Proposed outlay of Rs.1132.5 Crore on Beti Bachao Beti Padhao expansion approved for the duration 2017-18 to 2019-20

The Cabinet Committee on Economic Affairs chaired by Prime Minister Shri Narendra Modi has given its approval for expansion of Beti Bachao Beti Padhao for a Pan India reach covering all the 640 districts (as per census 2011) of the Country to have a deeper positive impact on Child Sex Ratio. Expansion under BBBP has been approved based on the successful implementation in 161 districts.

The Scheme was launched by the Prime Minister on 22nd January, 2015 at Panipat, Haryana as a comprehensive programme to address the declining Child Sex Ratio (CSR) and related issues of empowerment of women over a life-cycle continuum. The CSR, defined as number of girls per 1000 boys in the age group of 0-6 years, declined sharply from 976 in 1961 to 918 in Census 2011. However there was no systematic response or comprehensive advocacy strategy to arrest and curb this disturbing trend. The Government recognized the challenge of declining Child Sex Ratio (CSR), as a telling indicator of gender discrimination towards girl child, requiring immediate attention and action and launched BBBP scheme in 2015.

Currently the scheme is being implemented as a tri-ministerial, convergent effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development with focus on awareness and advocacy campaign, multi-sectoral action in select 161 districts, enabling girls' education and effective enforcement of Pre-Conception & Pre Natal Diagnostic Techniques (PC&PNDT) Act. The specific objectives of the scheme include preventing gender biased sex selective elimination; ensuring survival and protection of the girl child and ensuring education and participation of the girl child. At the Central level, Ministry of Women and Child Development is the nodal ministry for the programme. At the State level, Chief Secretaries heads the State Task Force (STF) with representation of Department of WCD, Health and Education to monitor the implementation of the scheme. The District Collectors/Deputy Commissioners (DCs) lead and coordinate action of all departments for implementation of BBBP at the District level.

The programme will be completing 3 years shortly and in this short duration, BBBP has been well-received and favourable trends are visible in many of the districts. The latest reports as per HMIS data of MoHFW for 161 BBBP districts indicate that for the time period between April-March, 2015-16 & 2016-17, an improving trend in Sex Ratio at Birth (SRB) is visible in 104 districts, 119 districts have reported progress in first trimester registration against the reported Anti Natal Care registrations and 146 districts have reported improvement in institutional deliveries.

Looking at the encouraging results of implementation in 161 districts and magnitude/criticality of the problem and its spread across the country, it has been realized that no district can be left out of BBBP ambit if a real dent is to be made on overall CSR. Accordingly, the Cabinet has approved the expansion for Pan India Coverage with a proposed outlay of Rs. 1132.5 Crore from 2017-18 to 2019-20, to be funded 100% by the Central Government. Out of 640 districts, BBBP is currently getting implemented in 161 districts. The expansion would include Multi sectoral intervention in 244 districts in addition to existing 161 districts. 235 districts are to be covered through Alert District Media, Advocacy and Outreach, thus covering all the 640 districts of the Country.

It has come to the notice of Ministry of Women & Child Development (MWCD), Government of India that certain unauthorized sites/organizations/ NGOs/individuals are distributing illegal forms in the name of cash incentive under Beti Bachao Beti Padhao Scheme. The scheme has no provision for individual CASH TRANSFER COMPONENT by Government of India. Beti Bachao Beti Padhao scheme focuses on challenging mindsets and deep rooted patriarchy in the societal system, strict enforcement of PC&PNDT Act, advancing education of the girl child: focus is on issues of women empowerment on a life cycle continuum. It is not a DBT (Direct Benefit Transfer) scheme.

The Ministry of Women & Child Development has taken up this matter with the State Government Authorities where this illegal activity has taken place namely, Uttar Pradesh, Haryana, Uttarakhand, Punjab, Bihar, Madhya Pradesh and West Bengal. The warning has been broadcast several times by this Ministry on print media as well as electronic media to this effect. The Ministry had advised that no personal details should be shared in this regard and no one should subscribe to such fraudulent scheme. However, still some people are falling prey to such frauds and paying money or disclose personal details in name of such non-existent benefit being falsely offered in the name of BBBP scheme. The general public is therefore, once again advised not to fall prey into this fake and fraudulent information.

27-Feb-2017: Haryana sets up sex ratio monitoring system for Panipat

The Haryana government has set up an online system for Panipat to monitor the sex-ratio in the district as part of the 'Beti Bachao, Beti Padhao' programme.

The system, called the sex ratio monitoring dashboard, will have the data of child sex-ratio collected from all villages by the Health and Women and Child Welfare Departments every month.


It will also have the data on critical villages where more attention was required towards skewed child sex-ratio and steps needed to be taken to set up the efforts accordingly, an official statement said.

The dashboard had been developed in association with National Informatics Centre (NIC) as a pilot project.

The dashboard is also proving to be an effective tool for enhancing ground-level coordination between the Health and Women and Child Welfare Departments.

Khattar also directed the Haryana police to ensure that all complaints received at the police stations were uploaded on the 'HarSamay' portal, which is connected with the Crime and Criminal Tracking Network and Systems (CCTNS), to ensure monitoring of every complaint.

Also the Chief Minister, directed to set up a dedicated 'HarSamay Swagat' desks in all the police stations, apart from a desk in a public space in each district as a pilot project to ensure that all complaints were uploaded on the system.

It has come to the notice of Ministry of Women & Child Development, Government of India that certain unauthorized sites/organisations/NGOs/individuals are distributing forms in the name of cash incentive under Beti Bachao Beti Padhao Scheme. The scheme has no provision for individual CASH TRANSFER COMPONENT by Government of India. Beti Bachao Beti Padhao scheme focuses on challenging mindsets and deep rooted patriarchy in the societal system, strict enforcement of PC&PNDT Act, advancing education of the girl child: focus is on issues of women empowerment on a life cycle continuum. It is not a DBT (Direct Benefit Transfer) scheme.

It is a very serious matter and if any such incidence comes to your knowledge, please report it to the nearest police station and the concerned District Collector/ District Magistrate. Please do not fall in trap to any such fraud. Do not share your personal details in this regard. FIRs have already been filed by District Magistrates of Meerut & Muzaffarnagar (UP State) in the matter. The matter has come to notice in Lucknow as well. The Ministry of Women and Child Development had cautioned the media and public about this through their Press Release dated 4.1.2017. However, certain reports of unscrupulous elements still indulging in this fraud. Once again it is reiterated that distribution of such forms is completely illegal and there is no cash incentive associated in any form with the Beti Bachao Beti Padhao Scheme.
