27-Jul-2022: Beti Bachao, Beti Padhao Scheme Increases Awareness towards Valuing the Girl Child

Parliamentary Standing Committee on Empowerment of Women through Education with Special Reference to ‘Beti Bachao-Beti Padhao’ Scheme has reviewed implementation of BBBP Scheme. In its 5th report, PSC inter alia stated that over the last six years, through focused advocacy BBBP has been able to capture the attention of political leadership and national consciousness towards valuing the girl child. Further, PSC has put forward their recommendation for betterment of scheme which have been considered under various components of Mission Shakti, an umbrella scheme for the safety, security and empowerment of women.

Beti Bachao Beti Padhao (BBBP) Scheme aims to address declining Child Sex ratio (CSR) and related issues of empowerment of girls and women over a life cycle continuum.  The key elements of the scheme included nation-wide media and advocacy campaign and multi-sectoral interventions in selected 405 districts

Since BBBP has been designed to bring an attitudinal shift in the society towards valuing the girl child, expenditure towards media advocacy was more in the initial stages to create scheme awareness and behavioral change. The advocacy campaign under BBBP has been able to successfully establish the brand BBBP, which has an excellent recall value. As on outcome of carefully crafted BBBP media campaigns, the tagline has become immensely popular so much so that it finds place on personal vehicles and is the theme for dinner time discussions at home. Now, as the scheme has been able to create awareness for the cause, focus on media advocacy campaign has been shifted to zero budget or minimal expenditure based in the past 2 years.

Due to sustained efforts, the improvement on various indicators has been as follows:

  1. Sex Ratio at Birth at National level has improved by 19 points from 918 (2014-15) to 937 (2020-21). (Source: HMIS data, MoHFW (April-March, 2014-15 & 2020-21).
  2. Enrolment of Girls in secondary education has increased from 75.51% in 2014-15 to 79.46% in 2020-21. (Source: U-DISE plus, Mo Education).
  3. Percentage of 1st Trimester ANC Registration has shown improvement from 61% in 2014-15 to 73.9% in 2020-21. (Source: HMIS data, MoHFW (April-March, 2014-15 & 2020-21).

3-Dec-2021: Beti Bachao Beti Padhao campaign

Beti Bachao Beti Padhao (BBBP) Scheme aims to address declining Child Sex Ratio (CSR) and related issues of empowerment of girls and women over a life cycle continuum. The primary objectives of the scheme are, to prevent gender biased sex selective elimination, to ensure survival and protection of the girl child and to ensure education and participation of the girl child. The key elements of the scheme include nation-wide media and advocacy campaign and multi-sectoral interventions in selected 405 districts.

Under, BBBP scheme there is no provision of direct benefit transfer.

4-Feb-2021: Review of Beti Bachao Beti Padhao (BBBP) Scheme

As per the evaluation report of NITI Aayog, Beti Bachao Beti Padhao (BBBP) scheme has been able to generate significant mass- mobilisation to eliminate gender discrimination and valuing the girl child and the scheme has been able to develop many good practices and community-level initiatives. The awareness about the scheme was also found to be high.

Consistent efforts are made under BBBP at all levels to generate awareness about the rights of girl child through community engagement, stop sex selection at birth and encourage positive action to support their education growth and development. Convergent efforts are made in collaboration with other Ministries and stakeholders. The implementation of the Scheme is monitored by the task force under BBBP at District, State and National level.

The overall objective of the BBBP Scheme is to address the issue of decline in Child Sex Ratio and create an enabling environment for education of the girl child. Child Sex Ratio (Census by Registrar General of India) is a decadal process. Hence, an intermediary targets i.e. Sex Ratio at Birth have been set as a monitoring parameter for the progress of Scheme. SRB (as per Health Management Information System (HMIS) of Ministry of Health and Family Welfare) has shown an improving trend of 16 points at National level from 918 (2014-15) to 934 (2019- 20).

23-Jan-2021: Beti Bachao Beti Padhao Scheme Increases Awareness and Sensitize the Masses on Gender Equality

The Beti Bachao Beti Padhao (BBBP) Scheme, launched by the Hon’ble Prime Minister on 22nd January, 2015 at Panipat in Haryana with the objective of bringing behavioural change in the society towards birth and rights of a girl child, has resulted in increased awareness and sensitization of the masses regarding prevalence of gender bias and role of community in eradicating it.  During the last 6 years the Sex Ratio at Birth (SRB) has improved by 16 points from 918 in 2014-15 to 934 in 2019-20. Gross Enrolment Ratio of girls in the schools at secondary level has improved from 77.45 to 81.32.

Beti Bachao Beti Padhao: Achievements so far

During the last 6 years since its inception, the BBBP scheme has been aiming at changing the mindset of the public to acknowledge the rights of the girl child. The scheme has resulted in increased awareness and sensitization of the masses regarding prevalence of gender bias and role of community in eradicating it. It has raised concerns around the issue of declining CSR in India. As a result of collective consciousness of the people supporting the campaign, BBBP has found its place in public discourse.

Progress in terms of monitorable targets:

  1. Sex Ratio at Birth:
    • Promising trends of improvement in Sex Ratio at Birth (SRB) have been observed at National level. SRB has improved by 16 points from 918 (2014-15) to 934 (2019-20), as per the HMIS data of MoH&FW.
    • Out of 640 districts covered under BBBP 422 districts have shown improvement in SRB from 2014-15 to 2018-2019.
    • Some Districts which had very low SRB in 2014-15 have shown huge improvement after implementation of the Scheme such as Mau (Uttar Pradesh) from 694 (2014-15) to 951 (2019-20), Karnal (Haryana) from 758 (2014-15) to 898 (2019-20), Mahendragarh (Haryana) from 791 (2014-15) to 919 (2019-20), Rewari (Haryana) from 803 (2014-15) to 924 (2019-20), and Patiala (Punjab) from 847 (2014-15) to 933 (2019-20).
  2. Health:
    • Percentage of 1st Trimester ANC Registration has shown an improving trend from 61% in 2014-15 to 71% in 2019-20 ( As per HMIS, MoH&FW).
    • Percentage of Institutional Deliveries has shown an improving trend from 87% in 2014-15 to 94% in 2019-20 ( As per HMIS, MoH&FW).
  3. Education:
    • Gross Enrolment Ratio of girls in the schools at secondary level has improved from 77.45 (2014-15) to 81.32 (2018-19-provisional figures) as per UDISE-data.
    • Percentage of schools with functional separate toilets for girls has shown improvement from 92.1% in 2014-15 to 95.1% in 2018-19 (2018-19 provisional figure, as per UDISE-data).

Attitudinal change:

  • The BBBP scheme has been able to bring the focus on important issue of female infanticide, lack of education amongst girls and deprivation of their rights on a life cycle continuum. The scheme has successfully engaged with Community to defy the age old biases against the girl child and introduce innovative practices to celebrate the girl child.
  • The BBBP logo has been much appreciated and accepted by people. People are using the BBBP logo on their own volition at various places such as school buses, building, stationeries, transport vehicles etc. to affirm their commitment to the cause. Logo has also been mentioned in popular Indian festivals i.e. Lohri, Kalash Yatra, Rakhi, Ganesh Chaturdashipandal, festival of flowers etc.

The frontline government employees have been successfully collaborating at the level of community for observing the son centric rituals while celebrating the birth of girl child i.e. Kuwapoojan, Thalibajana etc. Now mothers and girl child are being felicitated at community level and in hospitals by Administration to establish the relevance of the girl child. Beti Janmotsav is one of the key programme celebrated in each district.

5-Mar-2020: Smriti Zubin Irani releases book to celebrate leaders of BBBP scheme

Union Minister of Women & Child Development Smriti Zubin Irani, released a book, titled “Chronicles of Change Champions” at an event held in New Delhi.

The book is a compilation of 25 innovative initiatives taken at the State and District levels under the Prime Minister’s flagship scheme of Beti Bachao Beti Padhao (BBBP). It captures the convergent approach adopted at the grassroots level and provides insight into the unique manner of community engagement by the District Administration and frontline workers.

Speaking on the occasion, the Minister congratulated and commended the State and District Administrations of the 25 districts whose innovative activities under BBBP have been published in the compilation. She expressed hope that these stories will inspire other districts and communities. She also urged all the participants to further commit their support to the rights of the girl child by joining the Jan Andolan and collectively moving forward on the agenda of accomplishing a gender-neutral society.

Smriti Zubin Irani further said that the continuation of the scheme in this new decade shows the resolve of the country to the cause of the girl child and she added that this decade will be the decade of Indian women and the girl child.  WCD Minister informed that this year the Ministry will work with Human Resource Development Ministry to launch a mission to get out-of-school girls back into schools with the help of the local community. She also urged those districts who are lagging in the girl child sex ratio to work with best performing States like Haryana and Arunachal Pradesh who have done commendable work in improving the sex ratio of the girl child.

A panel discussion on Beti Bachao Beti Padhao: Challenging the Gender Stereotypes through Jan Andolan was chaired by Secretary, Ministry of Women and Child Development. The speakers included representatives from academic and research institutions along UN agencies. A short film on BBBP was also screened.

The BBBP scheme was launched by the Prime Minister of India, Narendra Modi, on 22nd January, 2015 at Panipat, Haryana as a comprehensive programme to address the declining Child Sex Ratio (CSR) and the related issues of empowerment of women over a life-cycle continuum. Expanded in a phased manner and currently being implemented in all the 640 districts of the country, BBBP is a step towards the nation’s resolve to accomplish gender equality by promoting and prioritizing the needs and rights of the girl child.

The scheme is a tri-ministerial initiative of the central government ministries of Women & Child Development, Human Resource Development and Health & Family Welfare. A convergent approach and community engagement are the main pillars of the scheme and has resulted in increased awareness and sensitization of masses for accomplishing a gender-neutral society. Capacity building of key stakeholders, flexible adaptation of the Scheme to meet local needs through a District Action Plan and innovative activities, generating awareness through frontline workers and recognizing committed key stakeholders, including BBBP Local Champions are also the key elements of the Scheme.

Minister for State for WCD, Debashree Chaudhari, Secretary Ministry of WCD, Rabindra Panwar, Special Secretary, Ministry of WCD and other senior officials of Ministries of WCD, Human Resource Development and Health and Family Welfare were present on the occasion.

6-Sep-2019: WCD Minister Felicitates States and Districts Under BBBP Scheme

The Union Minister of Women and Child Development and Textiles, Smriti Zubin Irani, felicitated districts and states which have successfully implemented the Beti Bachao Beti Padhao (BBBP) scheme at a function in New Delhi.

Haryana, Uttarakhand, Delhi, Rajasthan and Uttar Pradesh were felicitated for improvement in Sex Ratio at Birth (SRB).

Ten districts selected for improvement in SRB were also felicitated during the programme. The ten districts are: East Kameng (Arunachal Pradesh), Mahendragarh and Bhiwani (Haryana), Udham Singh Nagar (Uttarakhand), Namakkal (Tamil Nadu), Jalgaon (Maharashtra), Etawah (Uttar Pradesh), Raigarh (Chhattisgarh), Rewa (Madhya Pradesh) and Jodhpur (Rajasthan).

In addition, ten districts selected for good work in awareness generation and outreach activities under BBBP were also felicitated by the Minister. These districts are: Tiruvallur (Tamil Nadu), Ahmedabad (Gujarat), Mandi, Shimla, Sirmaur (Himachal Pradesh) Kishtwar (J&K), Gadag (Karnataka), Wokha (Nagaland), Farrukhabad (Uttar Pradesh), and Nagaur (Rajasthan).

On this occasion, Union Minister of WCD, Smriti Zubin Irani, made special mention of Kameng District of Arunachal Pradesh which has registered a sharp improvement in SRB from 807 in 2014-15 to 1039 in 2018-19. She said that this makes it clear that nothing is impossible if the Government and society collectively resolve to achieve a target. The Women and Child Development Minister also mentioned Mahendragarh district of Haryana where the SRB has risen to 916 from below 800 mark in 2001.She also appreciated the work done by the district of Tiruvallur of Tamil Nadu for recording impressive increase of 38 points in SRB from 925 to 963 in the last one year.   

The WCD Minister said the SRB at the national level has also improved by 13 points from 918 in 2014-15 to 931 in 2018-19.  Smriti Zubin Irani acknowledged the contribution of each district in improvement of SRB. She further added that with the collective efforts of the Prime Minister’s Office and the Ministries of Human Resource Development and Health and Family Welfare the girl child is now protected from birth till the rest of her life.  

Success of BBBP scheme largely depends on the committed participation of State governments, district administrations and the active support of community members. She appealed to every citizen to become a part of the social change programme of BBBP in order to end discrimination against the girl child and strive harder to create a girl child friendly environment.

The BBBP scheme was launched on 22nd January, 2015. It is being implemented in 640 districts and all districts are covered through advocacy and media campaign. Out of these districts, 405 are covered under Multi-Sectoral Intervention in which 100% Centrally Sponsored Scheme grant is provided directly to the District Magistrate/District Collector for BBBP.

The latest reports on State/UT-wise SRB data for the period 2014-15 and 2018-19, shows an improving trend at the national level in SRB from 918 to 931.

11-Jul-2019: Formation of STF as per BBBP Guidelines

As per information received in the Ministry of Women and Child Development, all States and UTs except West Bengal have constituted the State Task Force headed by Chief Secretary/ UT Administration as per the Beti Bachao, Beti Padhao Scheme guidelines.

So far, out of 405 districts selected for Multi-Sectoral activities, 390 districts have constituted the District Task Force.   Block Level Committees (BLCs) have been constituted by the twelve States/UTs namely, Andaman & Nicobar Islands, Arunachal Pradesh, Chhattisgarh, Goa, Gujarat, Haryana, Lakshadweep, Maharashtra, Nagaland, Punjab, Madhya Pradesh and Uttarakhand.

21-Dec-2018: ‘Beti Bachao Beti Padhao’ field-level awareness campaign for Maharashtra, Goa and Dadra & Nagar Haveli launched

A three-state field-level campaign on Beti Bachao Beti Padhao (BBBP) is being organized by the Government, beginning from the first week of January 2019. 900-plus cultural programmes across various districts of Maharashtra, 100 programmes in Goa and 30 Programmes in UT of Dadra & Nagar Haveli would be held as a part of the campaign. The awareness and sensitization drive is being organized by the Pune office of Regional Outreach Bureau (ROB), Ministry of Information & Broadcasting, Government of India, in coordination with Women and Child Development Departments of respective states.

The campaign was launched by Ms. Gauri Gadgil, a Divyang child and an international swimmer, by placing her fingers on traditional instrument “Dholak”, symbolizing the creation of reverberance about the scheme across the three states. She said that girls are making their mark across the globe, giving name and fame to their families and the nation.

As a prelude to the campaign, an orientation-cum-workshop on the flagship scheme has been organized for Private Registered Cultural Troupes (PRTs) in Pune, on December 20, 2018.

The cultural troupes of ROB have been doing a wonderful job in creating awareness and sensitizing people on the importance of this initiative. The troupes are an important bridge between the Government and the last mile at the grass root level, as they spread information about various initiatives. The cultural troupes help create awareness about various schemes among the people through locally prevalent communication means such as drama, skits, songs and plays.

After the inauguration, a briefing session on various aspects of the scheme was conducted. Manager, ROB Pune, addressed the artistes on message delivery, target audiences and communication strategy, and explained the intermixing and amalgamation of music and prose in message delivery.

8-Mar-2018: PM launches National Nutrition Mission, and pan India expansion of Beti Bachao Beti Padhao, at Jhunjhunu in Rajasthan

On the occasion of International Women’s Day, the Prime Minister, Shri Narendra Modi launched the National Nutrition Mission and Pan India Expansion of Beti Bachao Beti Padhao (BBBP) covering all 640 districts of the Country at a mega event held at Jhunjhunu in Rajasthan today.

The Prime Minister also awarded ten districts for showing outstanding performance in the areas of effective community engagement, enforcement of PC&PNDT Act and enabling education of the girl child.

Addressing the large gathering on the occasion, the Prime Minister said that through the power of technology, the entire nation is connected with Jhunjhunu. He appreciated Jhunjhunu district for furthering the Beti Bachao, Beti Padhao movement. He said there is no question of discrimination based on gender. The Prime Minister stressed on the importance of girls getting access to quality education, just like boys. Emphasizing that a daughter is not a burden, he said girls are bringing pride and glory for our nation, and excelling in several fields.

The Prime Minister also spoke of the importance of providing proper nutrition to children. He said Mission Indradhanush has brought an extremely positive change in the lives of women and children. The acronym PM should remind everyone of  ‘Poshan Mission’ from now onwards, Shri Narendra Modi  said in a lighter vein. The Prime Minister further emphasized that both the National Nutrition Mission and Beti Bachao Beti Padhao should be run in the form of a Jan Andolan to make them a success on the ground.

22-Jul-2022:  Kanya Shiksha Pravesh Utsav

A special campaign namely Kanya Shiksha Pravesh Utsav was launched on 7th March, 2022 to re-enroll out of school adolescent girls (OoS AG) in the age group of 11-14 years. The main components of the scheme are Social mobilization & Awareness and Incentivization of AWWs for Counselling and Referrals.

The campaign is coordinated efforts taken by Ministry of Women and Child Development and Ministry of Education to ensure enrolment of Adolescent girls in schools.

Under this campaign District Administrations organize Social Mobilisation campaign for raising awareness at grassroots level to sensitize communities, families to re-enroll adolescent girls to formal Schooling. Rs. 2 lakh per district has been earmarked for social Mobilisation campaign at district level.

Under Kanya Shiksha Pravesh Utsav campaign, AWWs are incentivised for counselling and referring OoS-AG in catchment areas of AWCs. An Incentive of Rs. 1000/- is provided to AWWs where the number of OoSGs are more than 4 in number and Rs. 500/- where the number of OoSGs are less than or equal to 4 in number.

22-Jul-2022: Nirbhaya Fund

The Government of India has set up a dedicated fund called “Nirbhaya Fund” for implementation of initiative(s)/ scheme(s)/ project(s) aimed at enhancing the safety and security of women in the country.

One of the initiatives, i.e., 24X7 Women Helplines (WHLs) with short-code 181 provides emergency and non-emergency services as well as information dissemination about women centric government schemes, policies and programmes to the needy women.

One Stop Centre (OSC) popularly known as Sakhi Centre, are getting operationalised across the country since 1st April 2015 with the objectives to provide integrated support and assistance to women affected by violence and distress, both in private and public spaces under one roof and facilitate immediate, emergency and non-emergency access to a range of services including police, medical, legal aid and counselling, psychological support to fight against any forms of violence against women. As of now, 758 OSCs have been approved and out of which 708 are operational in 35 States/.

The services of OSCs and WHL are available both in rural and urban areas.

In addition, Government of India has launched 'Mission Shakti' - an integrated women empowerment programme as umbrella scheme for the safety, security and empowerment of women. Its component of Hubs for Empowerment of Women (HEW) under 'Samarthya sub-scheme, at the National, State/ UT and District level is for facilitating inter-sectoral convergence of schemes and programs meant for women with a mandates to create an environment through awareness generation, sensitization, training etc., in which the women realize their full potential.

16-Mar-2022: Nirbhaya Fund

Under Nirbhaya Fund, out of an allocation of Rs.6212.85 crore (including Rs. 500 crore allocated to the Ministry of Women and Child Development in the Financial Year 2021-22), a sum of Rs.4340.25 crore has been disbursed/ released by the concerned Central Ministries/ Departments and a sum of Rs.3069.97 crore has been reported to be utilized. It is possible that more funds have been actually utilised, but Utilisation Certificates (UCs) and Statement of Expenditure (SoE), as required, as per provisions of General Financial Rules (GFR) have not been submitted by the concerned States/ Implementing Agencies (IAs).  The States/ IAs are regularly followed up to submit UCs and SoEs.  

The projects/ schemes being implemented under Nirbhaya Fund are at various stages of implementation. The Empowered Committee (EC) of Officers constituted under the Framework for Nirbhaya Fund reviews the status of implementation of approved projects from time to time in conjunction with the concerned Ministries/ Departments/ Implementing Agencies (IAs). Further, the concerned Ministries/ Departments/ IAs, also review the implementation of their respective projects/ schemes at their levels.

22-Dec-2021: Nirbhaya Fund for Human Trafficking Survivors

Ministry of Home Affairs has issued an ‘Advisory’ on 06.07.2020 to all States/UTs on preventing and combating human trafficking especially during the period of COVID-19 pandemic. The Advisory is also available on the website of Ministry of Home Affairs (www.mha.gov.in). Ministry of Women and Child Development has also issued an Advisory on 23.10.2020 to all States/UTs on curbing and tackling human trafficking during the period of COVID-19 pandemic and also for the purpose of awareness generation.

''Police'' and ''Public Order'' are State subjects under the Seventh Schedule to the Constitution of India. The responsibility to maintain law and order, protection of life and property of citizens including investigation and prosecution of crime against women and children rests primarily with the respective State Governments. The State Governments are competent to deal with such offences under extant provisions of laws.

The Government has formulated a scheme namely “NALSA (Victims of Trafficking and Commercial Sexual Exploitation) Scheme, 2015 to provide legal services to address the concerns of victims of trafficking including women of all age groups and at every stage: i.e. prevention, rescue and rehabilitation.

The thrust of the scheme is to provide economic and social pathways for these marginalized groups so that they are socially included and thus get all social protection available to an ordinary citizen. The interventions of the legal services authorities should be to ensure the protection of the dignity of the victims which is as much their fundamental right to a life with dignity as of any other citizen. Legal services authorities include women survivors of human trafficking for the purpose of commercial sexual exploitation in the purview of assistance rendered by them.

The Ministry of Women and Child Development is implementing ‘Ujjwala’ scheme for prevention of trafficking and rescue, rehabilitation, reintegration and repatriation of victims of trafficking for commercial sexual exploitation across the country. State Governments are responsible for identifying districts that need immediate attention to address the issue of trafficking, as well as for furnishing proposal to the Central Government for seeking its support for that purpose, including under the Ujjwala Scheme. The objectives of the scheme inter alia include (i) providing rehabilitation services, both immediate and long-term, to the victims by providing basic amenities/needs such as shelter, food, clothing, medical treatment including counseling, legal aid and guidance and vocational training, and (ii) facilitating reintegration of the victims into the family and society at large. Under ‘Rehabilitation’ component of the scheme, grant is provided for setting up of Ujjwala Homes on rent, staff, food, medical care, legal aid, education and vocational training. Under ‘Reintegration’ component, grant is provided for setting up Half-Way Home, seed money and follow-up visits.

The State Governments/Union Territories (UTs) have notified their victim compensation schemes in terms of Section 357A of the Code for Criminal Procedure(Cr.P.C). Further, in order to support and supplement the State Compensation Schemes, Ministry of Home Affairs had released Rs 200 crores as a one-time grant to State Governments/UTs in 2016-17 under the Central Victim Compensation Fund from Nirbhaya Fund. States/UTs use the fund to compensate victims of various crimes, including human trafficking. Specific details of victims compensated are not maintained at Central level.

29-Jul-2021: Safety and Security of Women and Children

The Government of India had set up a dedicated fund called ‘Nirbhaya Fund’ for implementation of initiatives aimed at enhancing the safety and security for women in the country. An Empowered Committee (EC) of officers constituted under Nirbhaya Framework appraises and recommends the proposals for funding under Nirbhaya Fund in conjunction with the concerned Ministries/ Departments/ Implementing Agencies. After appraisal by the EC, the concerned Ministries/ Departments obtain approval of their respective competent financial authorities to release funds out of their respective budgets and implement the approved projects /schemes directly or through States/ UTs/ Implementing Agencies.

19-Mar-2021: Women Safety Initiatives Under Nirbhaya Fund

The Government has set up a dedicated fund Nirbhaya Fund, which can be utilized for projects specifically designed to improve the safety and security of women. It is a non-lapsable corpus fund, being administered by Department of Economic Affairs (DEA), Ministry of Finance. As per the guidelines, the responsibility of Ministry of Women and Child Development (MWCD) includes (i) nodal Ministry to appraise/ recommend proposals and schemes to be funded under Nirbhaya Fund and (ii) to review and monitor the progress of sanctioned schemes/ projects in conjunction with the line Ministries/Departments. Under Nirbhaya Fund, schemes/ projects worth Rs. 9288.45 Cr. have been appraised till date. An amount of Rs.5712.85 crore has been allocated and an amount of Rs.3544.06 crore has been disbursed/ released by the concerned Ministries/ Departments.

As per the Framework for Nirbhaya Fund (available at https://wcd.nic.in/sites/default/files/Approved%20framework%20for%20Nirbhaya%20Fund_0.pdf), DEA is the nodal Ministry for any accretion into and withdrawal from the corpus. Budget allocations against approved projects are made in the budget of the respective Ministries/ Departments through Demands or Supplementary Demands for Grants. The salient features of Nirbhaya Fund like project contours, procedure for submitting proposals, procedure for processing proposals, funding pattern etc. is indicated in the aforesaid framework. Funding to Non-Governmental Organisations is not envisaged under the framework.

An Empowered Committee (EC) of Officers constituted under Nirbhaya Fund appraises and recommends the proposals for funding under Nirbhaya Fund and also reviews the status of implementation from time to time in conjunction with the concerned Ministries/ Departments/ Implementing Agencies. After appraisal by the EC, the concerned Ministry/ Department get / obtain approval of the Competent Financial Authority (CFA) to release the funds out of their respective budget and implement the project /scheme directly or through States/UTs / Implementing Agencies. Further, the monitoring and reporting mechanism is followed by the State/ UT Governments/ Implementing Agencies at their level as a part of the respective proposal.

20-Sep-2019: Shri Amit Shah launches Emergency Response Support System (ERSS- Dial 112), ‘E-Beat Book’ System and ‘E-Saathi’ App

Union Minister for Home Affairs, Shri Amit Shah launched three citizen centric services of the Chandigarh Police, in Chandigarh. The services include the Emergency Response Support System (ERSS - Dial 112), ‘E-Beat Book’ System and the ‘E-Saathi App’. The beat officer system has been the cornerstone of the Indian Policing system for ages and through such Citizen Centric Services, a SMART Police force can be built in the country.

ERSS is one of the key projects of the Union Ministry of Home Affairs under Nirbhaya Fund. It has been designed to play a pivotal role in mitigation or preventing escalation of crime, especially against women and children. ERSS provides a single emergency number (112), computer aided dispatch of field resources to the location of distress. Citizens can send their emergency information through call, SMS, email and through the 112 India mobile app.

The ‘Dial 112’ emergency response service is an initiative to strengthen proactive community policing that would end confusion amongst distress callers, who at times end up dialling 100 in fire or medical emergency cases. Till now, there were more than 20 numbers that were running for the help of public for various emergency situations, which were creating confusion to the distress callers. But after starting this service, public will not face these problems. In future, the Emergency Number for Road Accidents (1073),Women Helpline (1091, 181), Child Help Line (1098), including other Helpline services would be added under the 112 unified emergency response number.

The ‘E-Beat Book’ is a web and mobile based application which will ease the collection, updation and analysis of the information related to crime and criminals in a real time. Chandigarh has been divided in 54 divisions. In each division, there is one ‘Atal Sehbhagita Kendra’ that is under the supervision of a Beat Officer, having an Android Phone to the use the app. The E-Beat Book would be linked with Crime and Criminal Tracking Network & Systems (CCTNS), which would help in a real time updation of crime/criminal data. The citizen can directly approach the ‘Atal Sehbhagita Kendra’ for redressal of their grievances and can render their suggestions too.

The ‘E-Saathi’ App would help the general public, including senior citizens, to remain in touch with the police and also give suggestions to facilitate participative community policing(‘Your Police at Your Doorstep’ initiative). The beat officer would be able to provide services like passport verification, tenant verification, servant verification, character certification etc. at a click of a button through the app, without the people needing to visit the police station. With this initiative, on one hand, where the beat officer would become more efficient in his/her working, this would make police-people communication a two-way process, on the other.

These valuable public services would effectively reduce the response time of police to address the distress calls of the public and strengthen the police-public interface endeavour of community policing.

10-Feb-2019: Parliamentary panel takes exception to Nirbhaya Fund being used for construction of buildings

A parliamentary panel has taken strong exception to the utilisation of Nirbhaya Fund in construction of buildings, saying such allocations virtually defeat the very purpose of the project.

The Parliamentary Standing Committee on Home Affairs, headed by Congress leader P Chidambaram strongly recommends that the home ministry should desist from sanctioning funds for schemes like construction of buildings from the Nirbhaya Fund and adhere to its original purpose.

The Nirbhaya Fund was started in 2013 by the Congress led United Progressive Alliance (UPA) government to implement initiatives aimed at enhancing safety and security of women across the country. The non-lapsable corpus fund was instituted following gangrape of a girl in Delhi in 2012 which triggered a nation-wide outrage and protests.

The committee said that sanctioning money from Nirbhaya Fund for schemes pertaining to compensation would render it as a fund for merely disbursal and would not have a desired impact at the ground-level in enhancing the security scenario for the women.

The panel observed that Rs 200 crore has been sanctioned as one-time grant for Central Victim Compensation Fund (CVCF) Scheme for compensating women victims of acid attacks, rape, trafficking, etc. It appreciated the necessity and significance of the CVCF Scheme, however, suggesting that this scheme could have been funded from other sources.

The committee took note of the reply of the home ministry that the decreased allocation made for 'Schemes of Safety of Women' was primarily because most of the expenditure out of the approved outlay for Emergency Response Support System had already been incurred up to 2017-18.

The committee, however, felt that the home ministry should have been "more proactive in finding new technology-driven projects" that could have been implemented during the current fiscal year.

The committee feels that ministry should identify such innovative projects for funding and implementation. The committee, therefore, recommends that the ministry should undertake sincere efforts to identify innovative technology-driven projects that can enhance the safety of women, and seek additional funds for their implementation.
