21-Dec-2022: Under SAMARTH scheme more than 13,235 artisans have been trained in the last three years

The Union Minister of State for Textiles, Smt. Darshana Jardosh in a written reply to a question in Lok Sabha today shared that Office of the Development Commissioner (Handicrafts), provides skill development and training programmes for the benefit of artisans and craftsmen in the handicrafts sector under the component ‘Skill Development in Handicrafts Sector’ of National Handicrafts Development Programme (NHDP). Further, O/o DC (Handicrafts), is implementing the Scheme for Capacity Building in Textile Sector (SAMARTH) to provide skill training to handicraft artisans. Under SAMARTH scheme more than 13,235 artisans have been trained in the last three years.

O/o DC (Handicrafts) provides assistance for skill development in Handicrafts sector through NHDP Scheme and also to eligible implementing agencies including National Centre for Design and Product Development (NCDPD) and Export Promotion Council for Handicrafts (EPCH), for conducting skill development and training programmes, to artisans throughout the country. 

NCDPD has conducted 89 skill development programs benefitting1780 artisans under the NHDP Scheme of the Office of the Development Commissioner (Handicrafts) in the previous three FYs and the current FY.

O/o DC (Handicrafts) provides skill training to handicraft artisans under SAMARTH scheme, through various courses which are NSQF aligned and as per NSQF guidelines. On successful completion of the programme, trainees are issued Digital Certificate. 87 courses of handicrafts sector have been developed by Handicrafts Sector Skill Council (HCSSC) which is NSQF aligned and adopted by Ministry of Textiles for conducting the skill training programs in handicraft and carpet sector.

4-Feb-2022: 3.46 lakh beneficiaries  to  receive training for Capacity Building in Textile sector under SAMARTH

Proposals were invited from State Government Agencies Industry Associations for undertaking training programmes under the Samarth Scheme. After evaluation of these proposals, the Ministry of Textiles has partnered with 13 State Government Agencies, 92 Textile Industry, 10 Industry Associations/ Councils and 4 Sectoral Organizations of Ministry of Textiles for training of 3.46 lakh beneficiaries in textile sector, allocated after physical verification of training centers. Fresh proposal for empanelment under the scheme has been invited in September 2021. In response, 72 proposals have been received upto closing date of receipt of the proposal i.e. 02.11.2021.

8-Oct-2021: Samarth training at 75 training centers in different crafts inaugurated across the country

India is celebrating “Azadi Ka Amrit Mahotsav” to commemorate 75 years of independence. This Mahotsav is instrumental in drawing contours of Atmanirbhar Bharat, dedicated to the people of India, envisaged by the Prime Minister, Shri Narendra Modi. The office of Development Commissioner (Handicrafts), Ministry of Textiles, has actively been participating in the celebration by up scaling its various schemes and programmes meant for handicraft artisans of the country, throughout the official journey of “Azadi ka Amrit Mahotsav” which commenced on 12th March, 2021.

To coincide with the occasion of Mahatma Gandhi Jayanti, on 2nd October, 2021, the office of DC (H) inaugurated Samarth training at 75 training centers in different craft throughout the country. The Samarth training is providing skill training to the 2,250 artisans as well as extending wage compensation of Rs. 300 per day per trainee at these centres. All the courses in Samarth training are National Skill Qualification Framework (NSQF) aligned as per Ministry of Skill Development and Entrepreneurship guidelines. The wage compensation to successful trained artisans is paid through DBT mode directly into the account of the artisans. The Raw material during the training is also provided by the department.

The Office of Development Commissioner (handicrafts) is working hard for making Handicrafts artisans skilled through handicrafts training programs. At all training centers, these programmes were inaugurated by various dignitaries, local representatives such as Member of Legislative Assemblies, Corporators, Administrative Officers, renowned Artisans and various officers of Central/State governments.

Seminar/ Workshops/Chaupals were also organized during the inauguration programme in which artisans were informed about the various schemes of Government of India including schemes of Development Commissioner (Handicrafts).

25-Mar-2021: Revival of traditional skill of weaving

Skill upgradation is a continuous process.  Need-based skill upgradation programmes for handloom workers in technical areas viz. weaving, dyeing, designing, etc. are conducted under SAMARTH- Capacity Building in Textile Sector.

Health Insurance to eligible weavers is provided under the schemes of Ministry of Health & Family Welfare, Govt. of India.

Government of India, Ministry of Textiles is implementing the following schemes for development of handlooms and welfare of weavers across the country:

  1. National Handloom Development Programme (NHDP)
  2. Comprehensive Handloom Cluster Development Scheme (CHCDS)
  3. Handloom Weavers’ Comprehensive Welfare Scheme (HWCWS)
  4. Yarn Supply Scheme (YSS)

Under the above schemes, financial assistance is provided to the eligible handloom agencies/weavers etc. for raw materials, purchase of looms and accessories, design innovation, product diversification, infrastructure development, skill upgradation, lighting units, marketing of handloom products in domestic as well as overseas markets and Mudra loan at concessional rates.

11-Feb-2021: Scheme for Capacity Building in Textile Sector (Samarth)

Scheme for Capacity Building in Textile Sector (SAMARTH) was approved towards addressing the skill gap in textile sector and also to supplement the efforts of textile industry in providing gainful and sustainable employment to the youth. The objectives of Samarth are as follows:

  1. To provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of textiles, excluding Spinning and Weaving
  2. To promote skilling and skill upgradation in the traditional sectors of handlooms, handicrafts, sericulture and jute.
  3. To enable provision of sustainable livelihood either by wage or self-employment to all sections of the society across the country.

The skilling programme under Samarth is implemented through Implementing Partners (IPs) comprising Textile Industry/ Industry Associations, State Government Agencies and Sectoral Organizations of Ministry of Textiles.

All training batches ongoing during March, 2020 had to be cancelled due to COVID-19 pandemic and restriction imposed on account of lockdown declared by the Government. Further, the Government had allowed commencement of skill development training programme only from September, 2020. In view of the impact of COVID-19, the actual physical achievement and utilization of funds have been affected under the scheme. However, a special measure has been initiated during the period to carry out online Training of Trainers (ToT) programme and more than 500 trainers have been certified through online mode.

14-May-2018: ‘Samarth’- Scheme for Capacity Building in Textile Sector

A meeting of stakeholders on Samarth – Scheme for Capacity Building in Textile Sector under the Skill India Mission was held in New Delhi to familiarize the stakeholders about the scheme and its guidelines.

The broad objective of the new scheme is to skill the youth for gainful and sustainable employment in the textile sector covering the entire value chain of textiles, excluding spinning and weaving.

The concerns of the stakeholders and challenges faced by them during implementation of the previous scheme were discussed in the meeting. Feedback from the concerned stakeholders on how the scheme can contribute and benefit the textile industry and boost skill development in the respective sector was also discussed.

The scheme, approved by the Cabinet Committee on Economic Affairs on 20th of December last year, is intended to provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the textiles sectors. The scheme targets to train 10 lakh persons (9 lakh in organised and 1 lakh in traditional sector) over a period of 3 years (2017-20), with an outlay of Rs. 1300 crore. The guidelines of the scheme were released on 23rd of April 2018.
