21-Jun-2023: UNDP partners with DAY-NULM towards empowering women entrepreneurs

The United Nations Development Programme (UNDP) and the Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM) entered into a collaborative partnership aimed at empowering women to make well-informed career choices in the field of entrepreneurship.

The partnership will provide support for women looking to start and expanding their own enterprises, particularly in sectors such as care economy, digital economy, electric mobility, waste management, food packaging and more. Focused on fostering entrepreneurship development and accelerating enterprise growth, the three-year project, extendable beyond 2025, will cover eight cities in the initial phase.

Speaking at the signing, Mr. Rahul Kapoor, Joint Secretary and Mission Director, DAY-NULM & PM SVANidhi, Ministry of Housing and Urban Affairs (MoHUA), GoI, said, “DAY-NULM has a very important objective of empowering urban communities. We are hopeful that through this partnership with UNDP, we will be able to make our interventions more effective and impactful under the Mission.”

“Women entrepreneurship is a proven strategy for poverty alleviation, financial independence, and reshaping gender norms. Today, women account for only 15 percent of the total entrepreneurs in India. By increasing this number, we not only empower women, but also accelerate economic growth and ensure a happy and healthy society. UNDP and DAY-NULM are coming together to build this inclusive entrepreneurship ecosystem,” said Ms. Shoko Noda, Resident Representative, UNDP India.

Leveraging its experience in linking over 2,00,000 women to better employment opportunities, UNDP will offer national-level capacity building support to DAY-NULM. This support will focus on knowledge generation and management, such as compiling compendiums of best practices related to urban poverty, to enhance the implementation of national-level schemes. Drawing on their extensive sectoral expertise, UNDP and DAY-NULM will collaborate on piloting innovative solutions, particularly in the care economy domain.

UNDP and DAY-NULM will jointly engage in on-ground mobilization activities that involve identifying pockets of urban poverty and potential entrepreneurs, as well as facilitating access to Business Development Services. Handholding support will be provided to the cohort to formalize their businesses, establish bank linkages, secure access to finance and markets. UNDP will also contribute to the initiative by developing community business mentors called Biz-Sakhis in selected project locations. These mentors, who possess valuable business knowledge, can support new and existing enterprises, and serve as a resource for DAY-NULM at a later stage.

The DAY-NULM has an aim to uplift the urban poor by enhancing sustainable livelihood opportunities through skill development. The scheme extends its coverage to all the 4,041 statutory cities and towns, thereby covering most of India’s urban population. Through its outreach efforts, DAY-NULM has mobilized more than 8.4 million urban poor women across India, forming over 8,31,000 Self-Help Groups (SHGs) in over 4,000 towns. Their impressive grassroots initiatives facilitate economic empowerment and amplifies the voices of marginalized sections of the urban population, including SCs/STs, minorities, female-headed households, street vendors, and rag pickers.

27-Sep-2021: Launch of convergence between DAY-NULM and PMFME to support Micro Food Processing Units of Urban SHGs

As a part of its celebration of Azadi Ka Amrit Mahotsav (AKAM), Ministry of Housing & Urban Affairs (MoHUA) has organised the launch event of the Convergence between PM Formalisation of Micro-food processing Enterprises (PMFME)&Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM) scheme.

Shri Durga Shanker Mishra, Secretary, MoHUA, while launching the convergence jointly with Smt. Pushpa Subrahmanyam, Secretary, Ministry of Food Processing Industries (MoFPI), said that helping and grooming Self Help Group members, who are involved in micro-entrepreneurship activities will make them financially empowered and help families of SHGs live a dignified life.

Both the Secretaries expressed confidence that this initiative is going to add a new chapter in the lives of urban SHG members involved in food processing. The event was organised through video conferencing facility and was also streamed live through YouTube channel of Ministry.

Ministry of Food Processing Industries (MoFPI) launched PMFME scheme as a part of “Atmanirbhar Bharat Abhiyan” to enhance competitiveness of individual micro-enterprises in the unorganized segment & promote formalization of this sector. Financial assistance in the form of Seed Capital, Credit linked subsidy for Capital investment and creation of Common Infrastructure are available to the micro-food processing industries, including those run by SHGs.

MoHUA is implementing a flagship Scheme named DAY-NULM, which has mobilised over 61 lakhs urban poor women into SHGs and their federations. Out of these, approximately 32,000 SHGs have been identified by States/ UTs to be involved in Food Processing activities.

Both the Schemes have been converged to benefit members from these SHGs. Guidelines have already been issued by MoHUA to States/ UTs. The online IT module developed on DAY-NULM MIS has also been launched today to help in effective implementation of this convergence. This module uses verification and authentication features like Aadhaar Authentication and e-KYC, Mobile Number Validation through OTP and on-spot photography of beneficiaries. It ensures seamless workflow from ULB till the State Nodal Agency (SNA) of PMFME and also enables online approval of eligible applications. This module sends SMS on the registered mobile of beneficiary to update application status.

During his opening remarks, Shri Sanjay Kumar, Joint Secretary, MoHUA informed that rigorous virtual trainings are being imparted to State as well as City Level Officials by the National Teams of both the Ministries to ensure  clarity during implementation. He further informed that the assistance for seed capital upto Rs. 40,000/- per member, credit linked subsidy for capital investment and creation of common infrastructure will give boost to the business of SHGs involved in food processing. As DAY-NULM has already signed MoUs with Amazon and Flipkart for sale of ‘SonChiraiya’ products made by SHGs on market place and making efforts for helping their business and showcase their products, this initiative will further add number of products on-boarded on e-Commerce Portals. All out efforts will also be made to get all such SHGs registered for FSSAI, in time bound manner in case they don’t have.

Virtual launch was attended by Officials of MoHUA, MoFPI, Principal Secretaries, and Mission Directors of States/ UTs dealing with NULM along with other Government Officials. Many SHGs and field functionaries also joined the launch event through the live streaming on YouTube channel.

5-Aug-2021: Strengthening of Street Vendors Ecosystem

Ministry of Housing and Urban Affairs is implementing, through States/Union Territories, “Support to Urban Street Vendors (SUSV)”, as a component of Deendayal Antyodaya Yojana- National Urban Livelihood Mission (DAY-NULM), a Centrally Sponsored Scheme. It aims at addressing livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security, etc. Out of the total funds including the state share, the States / UTs can spend upto 5% funds for related activities which inter-alia include development of vending infrastructure.

Further, Ministry has launched Prime Minister Street Vendors Atma Nirbhar Nidhi (PM SVANidhi), a Central Sector Scheme, on 1st June, 2020 with the objective to provide an affordable working capital loan up to ₹10,000/- to the Street Vendors to resume their businesses, adversely impacted due to COVID-19 Pandemic.

For socio-economic upliftment of Street Vendors, Ministry has launched ‘SVANidhi se Samriddhi’ in 125 Urban Local Bodies (ULBs), selected for saturation in the first phase on 4th January, 2021. This Programme aims to link PM SVANidhi Scheme beneficiaries and their family members to select central Government welfare Schemes namely Pradhan Mantri Jeevan Jyoti Bima Yojana, PM Suraksha Bima Yojana, Pradhan Mantri Jan Dhan Yojana, Registration under Building and other Constructions Workers (Regulation of Employment and Conditions of Service) Act (BOCW), Pradhan Mantri Shram Yogi Maan Dhan Yojana, National

Food Security Act (NFSA) portability benefit – One Nation One Ration Card (ONORC), Janani Suraksha Yojana and Pradhan Mantri Matru Vandana Yojana (PMMVY).

As on July 30, 2021, under ‘SVANidhi se Samriddhi’ Programme, the socio-economic profile of 5.3 lakh PM SVANidhi beneficiaries along with their family members is completed.

As per provision of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, the Town Vending Committee shall, within such period and in such manner, as may be specified in the scheme, conduct a survey of all existing street vendors, within the area under its jurisdiction, and subsequent survey shall be carried out at least once in every five years.

As part of the Aatma Nirbhar Bharat Abhiyan package, Ministry is implementing Pradhan Mantri Street Vendors’ Atma Nirbhar Nidhi (PM SVANidhi) Scheme since June 01, 2020 to facilitate working capital loan of upto ₹10,000/- of 1 year tenure to Street Vendors, vending in urban areas. On timely and early repayment, they are eligible for an enhanced working capital loan upto ₹20,000/- and ₹50,000/- in the second and third tranches respectively. The Scheme provides for incentives in the form of interest subsidy @ 7% per annum on regular repayment of loan and cash-back upto₹1,200/- on undertaking prescribed number of digital transactions.

5-Mar-2020: DAY-NULM signs MoU with Amazon for E-Marketing of Products Made by Self Help Groups across the country

Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM)under Ministry of Housing and Urban Affairs today signed MoU with Amazon for e marketing of products made by Self Help Groups (SHGs) across the country in urban areas.  With an underlying narrative of women empowerment, the collaboration aims to provide access to wider customer base for products made by SHGs and strengthening the mission of  creating sustainable livelihoods in urban areas.

Speaking about the initiative, Secretary, MoHUA Shri D.S. Mishra shared “What better way to celebrate International Women’s Day than to provide women entrepreneurs from across the country a global platform for their products. The Government of India is focused on building sustainable public-private partnerships that positively impact every section of society. This collaboration will be instrumental in unleashing the innate entrepreneurial potential of urban women.”

Joint Secretary and Mission Director – DAY-NULM, Shri Sanjay Kumar shared “Besides providing access to national/international market, the initiative will help in standardisation of the products and capacity building of the women entrepreneurs that will go a long way”.

The Mission has also undertaken similar collaboration with Flipkart recently. These collaborations are part of the key initiatives for the 2nd edition of Shehri Samriddhi Utsav to be organised from March 28 to April 12, 2020.

Sharing the details of the collaboration, Mr. Gopal Pillai, Vice President, Seller Services, Amazon India shared, “The presence of women entrepreneurs on the ‘Amazon.in’ marketplace has been growing substantially over the past few years, especially since the inception of our dedicated program Amazon Saheli. Through this partnership, we seek to transform the lives of women entrepreneurs from across the country. We want to enable and empower women entrepreneurs who nurture the dream of starting something of their own, and support them in achieving their dreams and becoming successful entrepreneurs.”

By promoting the products made by SHGs, the initiative will be helpful in documenting and preserving the unique traditional art and crafts of different states.

5-Feb-2019: Shehri Samridhi Utsav

 Shehri Samridhi Utsav, an initiative of Ministry of Housing & Urban Affairs (MoHUA),aims to extend the outreach of Deendayal Antyodaya Mission – National Urban Livelihoods Mission (DAY-NULM), to the most vulnerable, showcase its initiatives and facilitate access of Self-Help Group (SHG) members to the other government schemes. This was launched across the country earlier this week.

Day one of Shehri Samriddhi Utsav began with a series of rallies led by women’s’ SHGs, across the length and breadth of the country. These rallies spread awareness about DAY-NULM in urban poor communities. Job melas and fairs to market the products made by women microentrepreneurs were also organized by many states, and will continue over the next two weeks.

Through Shehri Samridhi Utsav, SHG members across cities are being linked to national government schemes viz. Swachh Bharat Mission (U), Pradhan Mantri Awas Yojana (U), Pradhan Mantri Ujjwala Yojana, Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Suraksha Bima Yojana, Pradhan Mantri Jeevan Jyoti Yojana and National Nutrition Mission.

Over the next two weeks, several other activities are also being conducted by the states such as adoption of shelters for the homeless by colleges, formation of SHGs of informal sanitation workers, financial inclusion camps, job melas etc. Progress on these activities as well as images and media articles on Shehri Samridhi Utsav events across states can be accessed through a dedicated web portal at shehrisamridhiutsav.com.

A major highlight of Shehri Samridhi Utsav is the National Exhibition cum sale of SHG products and National Street Food Festival being organized in New Delhi. Over 100 stalls are being set up in Central Delhi with various handlooms, handicrafts, snacks and other local products made by 200 Self Help Groups representing 23 states. 40 stalls with street food vendors from 20+ states will be serving the local cuisines. In the evenings, a cultural program will be organized, including popular bands to cater to the young crowds. This event will be organized in Rajpath Lawns in Central Delhi, from 8th – 17th Feb 2019 and will be open to the public from 12:00 noon to 10:00 PM.

18-Jan-2019: Shehri Samridhi Utsav focusing on Urban Livelihoods from 1st - 15th February 2019

A fortnight of events named ‘Shehri Samridhi Utsav’, focusing on urban livelihoods is being organised by Ministry of Housing and Urban Affairs from 1st -15th February 2019.  The event aims at extending the outreach of National Urban Livelihoods Mission (DAY-NULM) to the poorest of the poor and the most vulnerable, showcase its initiatives and facilitate access of SHG members to the other government schemes.

Deendayal Antyodaya Yojana DAY-NULM addresses multiple dimensions of urban poverty by developing strong community-based organizations, providing placement oriented skill training, providing subsidized loans for self-employment ventures, supporting street vendors’ livelihoods and establishing shelter for the homeless.

From this mission, till now

  • Over 34 lakh urban poor women have been organized into Self Help Groups and their federations.
  • Over 8.9 lakh candidates have been skill trained and certified with over 4.6 lakh provided placement,
  • Over 8.5 lakh individuals and groups have been supported to access subsidized loans.
  • 1,098 shelters have been made functional creating capacity for more than 60,000 urban homeless.
  • 16 lakh street vendors have been identified through survey in 2,430 cities and half of them have been given identity cards.

Various activities will be organized at the city, state and national level, with the active participation from the States and Cities.  The city level activities planned during the event will include the following -

  • A survey named ‘Safety Net Survey’ is being conducted to identify eligible SHG members not covered by government programs viz. SBM(U), PMAY(U), Pradhan Mantri Ujjwala Yojana, Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Surakhsa Bima Yojana, Pradhan Mantri Jeevan Jyoti Yojana and National Nutrition Mission. The necessary formalities will be completed by 31st January 2019 and the sanction letters/benefits are planned to be distributed during the pakhwada.
  • SHG members across cities will participate in a rally to spread awareness about DAY-NULM. Revolving Funds will be provided to all eligible SHGs.
  • A drive to form new SHGs, especially for vulnerable sections such as informal sanitation workers, manual scavengers, and waste pickers, will be taken up.
  • A new platform called Shehri Sahabhagita Manch has been proposed for regular meetings of ULB officials with SHG federations. This would increase participation of these collectives of the urban poor in resolution of local issues and create a mechanism for ULBs to identify gaps in provision of basic services in urban poor settlements.
  • Loan camps would be organized by banks close to the urban poor colonies, to facilitate access to credit for micro-enterprises of the urban poor. Further, all pending loan applications are proposed to be disposed by 31st January 2019.
  • Shelters for the urban homeless under DAY-NULM would be adopted by colleges located nearby. This would create a healthy interactive environment for shelter residents and a good learning experience for college students.

The State Level Activities will include -

  • Job Melas will be organized by the State in all the cities having more than 5,00,000 population. It would cover recruitment for wage employment as well as apprenticeship programs.
  • Melas for exhibition and sale of SHG products would also be organized at the State Capitals and major cities.
  • Identity Cards will be provided to all eligible street vendors. Street food festivals to celebrate the local street food culture and cuisine would be organized at the State Capitals to support the street food vendors. Training of street food vendors by FSSAI with a focus on health and hygiene is also proposed to be conducted.

Similarly, the National Level Events will have the following components -

  • DAY-NULM Swachhata Excellence Awards have been instituted to recognize the ALFs, CLFs and ULBs working towards achieving sanitation outcomes in their communities and promoting dignified livelihoods in the sanitation sector. During Shehri Samridhi Utsav, a National Workshop will be organized on sanitation-based livelihoods with active participation from the States, ULBs, and federations of SHGs from across the country, wherein the Swachhata Excellence Awards would be distributed.
  • A National Conference on Street Vending will also be held to discuss issues and seek a way forward to support livelihoods of street vendors.
  • National Exhibition cum sale of SHG products is being organized in New Delhi from 8th – 17th Feb 2019 along with a National Street Food Festival which will start on 14th Feb. These events will give a prominent platform and exposure to women microentrepreneurs and food vendors from all over the country.

2018

26-Nov-2018: “Paisa – Portal for Affordable Credit & Interest Subvention Access”, Launched Under Day-NULM

A centralized electronic platform for processing interest subvention on bank loans to beneficiaries under Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) named “PAiSA – Portal for Affordable Credit and Interest Subvention Access”, was launched. The web platform has been designed and developed by Allahabad Bank which is the Nodal bank. Launching the portal, Sh. Durga Shankar Mishra, Secretary, Ministry of Housing and Urban Affairs said , “PAiSA is yet another effort by the government to connect directly with the beneficiaries, ensuring that there is greater transparency and efficiency in delivery of services. DBT of subvention on monthly basis under DAY-NULM will give the necessary financial support to small entrepreneurs in a timely manner”.

The portal was launched during the course of a daylong National Workshop on Municipal Finance and Urban Planning organised by the Ministry of Housing and Urban Affairs and provided a platform to identify key areas of concern regarding municipal finance and urban planning, and exploring the options available to resolve them by inviting senior officials / experts to shed light on best practices. More than 300 delegates comprising officers from the States, Urban Local Bodies, Town Planning Offices across the country and Banks participated in the workshop.

All 35 states / UTs & all scheduled commercial banks, RRBs and Cooperative Banks are expected to be on board the PAiSA portal the year end.
