9-Dec-2022: Remunerative Price to Farmers for their Agricultural Produce

Government of India has launched National Agriculture Market (e-NAM) Scheme on 14th  April, 2016.  e-NAM is a virtual platform integrating physical wholesale mandis/ markets of different States/ Union Territories (UTs) to facilitate online trading of agricultural commodities including foodgrains through transparent price discovery method to enable farmers/ Farmer Producer Organizations (FPOs) to realize better remunerative prices for their produce. As on 05th December,2022, about 1260 mandis of 22 States and 3 UTs have been integrated with e-NAM platform.

Agricultural Marketing is in the domain of State Governments and wholesale marketing of agricultural produce is promoted and regulated under the provisions of States’ APMC Acts. However, Government realizing the significance of markets and also having well understood the riddle of agricultural marketing has taken various measures to develop alternative marketing arrangements. The arrangements include development of multiple and competitive marketing channels with elements of transparency in entire chain of transaction, better price discovery through promotion of private markets and direct marketing.

In addition, Government has launched e-NAM to enhance farmers’ accessibility to multiple markets and buyers and also to improve transparency and price discovery through competitive bidding.

Further, Government of India has launched the Central Sector Scheme of “Formation and Promotion of 10,000 Farmer Producer Organisations (FPOs)” to form and promote 10,000 new FPOs which will leverage economies of scale, reduction of cost of production and enhancing farmers’ incomes. As on 30th November, 2022, total 4028 FPOs have been registered. All these contribute towards better marketing efficiency and also better prices to farmers.

2-Aug-2022: 2177 FPOs onboard eNAM Trading Module

Government had launched FPO trading module during Covid-19 pandemic to enable FPOs to upload their produce from collection centres/ farm gate with picture/ quality parameter for online bidding without physically bringing their produce to the mandis. So far, 2177 FPOs have been onboarded on National Agriculture Market (e-NAM) platform.

Under the e-NAM scheme, Government of India is providing assistance upto Rs 75 Lakh per mandi for related hardware/ infrastructure including for quality assaying equipments and for creation of infrastructure like cleaning, grading, sorting, packaging and compost unit etc. An established quality assaying lab in e-NAM mandis is a requisite for Agricultural Produce Market Committees (APMCs) that assess and certify the quality of produce, which helps famers in getting prices commensurate with quality of their produce. Further, provision has been made in FPO trading module wherein FPOs can upload their produce from collection centres/ farm gate with picture/ quality parameters.

Under the scheme, various training & awareness programmes are conducted for farmers, traders and other stakeholders for successful implementation of e-NAM.

Further, following measures have been taken to strengthen assaying under e-NAM:

  1. Trading parameters for 193 agricultural and horticultural commodities such as cereals, pulses, oilseeds, fruits & vegetables, spices, flowers and fiber crops have been provided on e-NAM platform.
  2. Platform of Platforms module (PoP) has been launched to integrate the various platforms of service providers operational in Agri Value Chain with e-NAM. Under PoP, various service providers including Quality Assayers are empanelled for the benefit of stakeholders.
  3. Multilingual (12 languages) trade portal and robust mobile app is available free of cost for all stakeholders, through which stakeholders can track progress of respective lots online (Sampling, Quality assaying certificate, e-bidding, bid declaration, e-payment etc.).
  4. AI based assaying equipments have been integrated with e-NAM platform.

On 14th July, 2022, the Department of Agriculture & Farmers Welfare launched the Platform of Platforms (PoP) under e-NAM which involves integration of various service providers platform/ on boarding of service providers such as trading, transportation, sorting, grading, Fintech, warehousing and other aspects of value chain etc. to enhance farmers accessibility digitally to multiple number of buyers, service providers etc. PoP will enable Farmers, FPOs, Traders and other stakeholders to access a range of services offered by multiple service providers, thereby increasing choice to the stakeholders.

Further the e-NAM platform is made interoperable with Rashtriya e-Market Services Private Limited (ReMS) platform of Government of Karnataka which will facilitate famers of either platforms to sell their produce in other platform thereby increasing their market access.

14-Jul-2022: Union Agriculture Minister Shri Tomar launches Platform of Platforms (POP) under eNAM, over Rs 37 crore equity grant released to 1018 FPOs

The Union Minister of Agriculture and Farmers Welfare, Shri Narendra Singh Tomar, launched the Platform of Platforms (POP) under the National Agriculture Market (e-NAM) on the sidelines of the State Agriculture and Horticulture Ministers' Conference in Bengaluru, Karnataka today. Equity grant of over Rs 37 crore was also released to 1,018 Farmer Producer Organizations (FPOs) that will benefit about 3.5 lakh farmers.

Besides Shri Tomar, the dignitaries present included the Chief Minister of Karnataka, Shri Basavaraj Bommai, Union Minister of Chemicals & Fertilizers and Health & Family Welfare, Dr. Mansukh Mandaviya, Union Ministers of State for Agriculture and Farmers Welfare, Ms. Shobha Karandlaje and Shri Kailash Choudhary, Agriculture Minister of Karnataka, Shri BC Patil, State Ministers, Union Agriculture Secretary Shri Manoj Ahuja and other senior officers.

With the introduction of POP, farmers will be facilitated to sell the produce outside their state borders. This will increase farmers' digital access to multiple markets, buyers and service providers and bring transparency in business transactions with the aim of improving price search mechanism and quality commensurate price realisation. 41 service providers from different platforms are covered under POP facilitating various value chain services like trading, quality checks, warehousing, fintech, market information, transportation etc. The PoP will create a digital ecosystem, which will benefit from the expertise of different platforms in different segments of the agricultural value chain.

e-NAM integrates the platform of Service Providers as "Platform of Platforms" which includes Composite Service Providers (Service Providers who provide holistic services for trading of agricultural produce including quality analysis, trading, payment systems and logistics), Logistics Service Provider, Quality Assurance Service Provider, Cleaning, Grading, Sorting & Packaging Service Provider, Warehousing Facility Service Provider, Agricultural Input Service Provider, Technology Enabled Finance & Insurance Service Provider, Information Dissemination Portal (Advisory Services, crop forecasting, weather updates, capacity building for farmers etc.) and other platforms (e-commerce, international agri-business platforms, barter, private market platforms etc.).

The inclusion of various service providers not only adds to the value of the e-NAM platform, but also gives the users of the platform options to avail services from different service providers. It enables farmers, FPOs, traders and other stakeholders to access a wide variety of goods and services across the agricultural value chain through a single window, thereby giving more options to the stakeholders. Moreover, while selecting a good quality Goods/Service Provider, it saves the time and labour of the stakeholders. The POP can be accessed through e-NAM mobile app which can be downloaded from Google Play Store.

On the occasion, Shri Tomar released an equity grant of more than Rs 37 crore to 1,018 FPOs under the CSS which will benefit about 3.5 lakh farmers leading to the goal of setting up of 10 thousand FPOs. The Producer Members' equity, supplemented by a similar equity grant from the Central Government, would strengthen the financial base of the FPOs and help them to avail loans from financial institutions for their projects and working capital requirements for business development. Under the scheme, upto Rs. 18 lakh financial aid per FPO will be provided for a period of 3 years. In addition, a loan of Rs. 2,000 for each farmer member of the FPO within a limit of Rs.15 lakh per FPO will be available. There is also a provision of project loan or equivalent grant from any eligible lending institution of up to Rs.2 crore per FPO.

The Coffee Table Book released by the Agriculture Minister showcases the endeavour and journey of e-NAM in bringing transparency and efficiency in the trade of agricultural products in the country through innovation and technology. Coffee Table Book on e-NAM focuses on showcasing the benefits and success of farmers and stakeholders by facilitating digitization of APMC mandis.

National Agriculture Market (e-NAM) is a virtual platform integrating physical wholesale mandis/ markets of different States/ Union Territories (UTs) to facilitate online trading of agricultural commodities through transparent price discovery method to enable farmers to realize better remunerative prices for their produce.

The Central Government is providing free e-NAM software and financial grant assistance for related hardware including quality assaying equipments and for creation of infrastructure like cleaning, grading, sorting, packaging and compost unit etc.

States/ UTs have availed the assistance by submission of Detailed Project Reports (DPRs) and created related infrastructure for smooth functioning of e-NAM at respective mandis. States like Rajasthan, Gujarat & Haryana had installed quick assaying equipments in their e-NAM mandis.

State Governments have been advised to explore the possibilities of upgrading the internet connectivity with internet service providers. States have also been advised to provide sufficient computers & other hardware with requisite manpower. Close monitoring of the progress through meetings at various levels and visits of the officers to e-NAM mandis is carried out. Under the scheme, various training & awareness programmes are conducted for farmers, traders, commission agents and other stakeholders for successful implementation of e-NAM.

Farmers are free to register on e-NAM Portal and sell their produce through online transparent and competitive bidding method, which is encouraging them to join increasingly on e-NAM platform. Also APMCs help farmers in registering as sellers in e-NAM.

So far, more than 1.72 Crore farmers have registered on e-NAM platform, within the catchment area of 1000 mandis which are integrated on e-NAM platform. The agricultural produce trade with a value of Rs 1.82 lakh crore have so far been recorded on e-NAM platform.

Following are some of the major efforts taken by the Government to continuously promote the e-NAM platform:-

  1. Integration of additional 415 mandis with e-NAM, taking the total number of mandis to 1000 across 18 states and 3 UTs, thus bringing more markets access to farmers to sell their agriculture produce.
  2. FPO trading module has been launched whereby FPOs can trade their produce from their collection center/ premise without bringing the produce to APMC.
  3. Warehouse based trading module is provided in e-NAM to facilitate trade from warehouses based on e-NWR.
  4. Further the e-NAM platform is made inter operable with Rashtriya e Market Services Private Limited (ReMS) platform of Government of Karnataka which will facilitate famers of either platforms were can sell their produce in other platform thereby increasing their market access.
  5. GPS Based e-NAM Mandi Locator: Farmers / Sellers can locate their nearby e-NAM mandi using GPS based mandi locator feature through e-NAM mobile app. This will helps the farmers to easily locate and reach the selected mandis and sell their Agri-produce.
  6. Weather Forecasting Details for e-NAM mandis.
  7. Integration with AGMARKNET platform: Farmer can access the prevailing commodity prices & arrival information of e-NAM mandi as well as non e-NAM mandi on e-NAM mobile app. prior to even going to the mandi.

4-Feb-2022: Integration of E-MANDIS into E-NAM Platform

Since 31st March 2018, 415 new mandis have been integrated on National Agriculture Market (e-NAM) platform. As on 31st December 2021, 1000 mandis of 18 States and 03 Union Territories have been integrated with e-NAM platform. More than 1.72 Crore farmers and 2 lakh traders have registered themselves on e-NAM platform.

Government provides following support under e-NAM scheme:

  1. e-NAM software is provided to States / UTs free of cost.
  2. Department gives grant as one-time fixed cost to the States / UTs up to Rs. 75.00 lakh per mandi, for purchase of hardware, internet connection, assaying equipment and related infrastructure including cleaning, grading and packaging facilities and Bio-compost unit, to make the mandi ready for integration with e-NAM platform.
  3. A trained staff (Mandi Analyst) is deputed at each mandi, for an initial period of one year to provide day to day hand holding support to stakeholders and train other mandi staff.
  4. Helpdesk support: A toll free No. (1800-2700-224) and email support (enam.helpdesk[at]gmail[dot]com) is available to enable stakeholders to raise their query.
  5. Online tutorials are available on www.enam.gov.in
  6. Regular training of stakeholders (Farmers, Traders, FPOs, Mandi staff etc.) are conducted to   create awareness and handholding regarding e-NAM portal.

As per the Union Budget Announcement 2020-21, additional 1000 mandis to be integrated with e-NAM platform. The total budgetary outlay for integration of 1000 e-NAM Mandis since inception is Rs. 1171.93 Cr. Total 1000 mandis of 401 districts are utilizing e-NAM platform across 18 States & 3 UTs. In Karnataka, Kalaburagi district has 2 mandis integrated to e-NAM platform, namely Kalaburagi & Chhincholi.

23-Jul-2021: Use of e-NAM Platform by Farmers

During FY 2020-21, total 37.73 lakh farmers & during FY 2021-22 (till 30th June 2021) total 8.78 lakh farmers have used National Agriculture Market (e-NAM) platform to sell their agricultural produces.

The major crops which are traded on e-NAM platform by farmers are paddy, wheat, cotton, Chilli, soyabeans, maize, potato, chana, tomato, groundnut, mustard seeds, gaur seeds, onion, turmeric, Arhar (tur/ red gram), bajra, moong whole (green gram), castor seed, lentil (masur), sweet lemon etc.

e-NAM is a virtual platform integrating physical wholesale mandis/ markets of different States/ Union Territories (UTs) to facilitate online trading of agriculture and horticulture commodities through transparent price discovery method to enable farmers to realize better remunerative prices for their produce. So far, 1000 Agricultural Produce Market Committees (APMCs) markets have been integrated in 18 States and 03 UTs. e-NAM platform has no provision to capture prices of non e-NAM mandis. The price of agricultural produce is dependent mainly on the supply, demand, climatic conditions, location of market from production area and quality of the produce etc.

23-Mar-2021: Review of e-NAM

Government of India through CCS National Institute of Agricultural Marketing (NIAM), an autonomous organization of Department of Agriculture, Cooperation & Farmers’ Welfare, has carried out the assessment of the National Agriculture Market (e-NAM) scheme, with report titled Performance Evaluation of e-National Agriculture Market” (October, 2020). It was mentioned in the report that as on 14th May, 2020, farmers have transacted over Rs 1 Lakh crore on the e-NAM platform with a trade volume of 3.43 crore tones of commodities and 38.16 Lakh bamboo and coconuts. Further, as per the report, significant number of farmers opined prompt payment of sales proceeds through e-NAM.

e-NAM transactions can be settled through different available modes of payment outside e-NAM such as through cash payment, cheque payment, Real Time Gross Settlement (RTGS)/ National Electronic Funds Transfer (NEFT), Debit Card, Internet Banking etc. in addition to that through e-payment facility available through e-NAM. While e-payment facility in e-NAM enables sale proceeds in e-NAM to be directly transferred from buyers account to the bank account of the farmers in a transparent, speedy and safe manner, it is not mandatory. So far, Rs 1047 crore has been paid through e-payment facility in e-NAM.

Following are some of the major steps taken by the Government to strengthen the e-NAM platform to improve farmers’ income:-

  1. Integration of additional 415 mandis with e-NAM, taking the total number of mandis to 1000 across 18 states and 3 UTs, thus bringing more markets access to farmers to sell their agriculture produce.
  2. FPO trading module has been launched whereby FPOs can trade their produce from their collection center/ premise without bringing the produce to APMC.
  3. Warehouse based trading module is provided in e-NAM to facilitate trade from warehouses based on e-NWR
  4. Further the e-NAM platform is made inter operable with Rashtriya e Market Services Private Limited (ReMS) platform of Government of Karnataka which will facilitate famers of either platforms were can sell their produce in other platform thereby increasing their market access.
  5. GPS Based e-NAM Mandi Locator: Farmers / Sellers can locate their nearby e-NAM mandi using GPS based mandi locator feature through e-NAM mobile app. This will helps the farmers to easily locate and reach the selected mandis and sell their Agri-produce.
  6. Integration with AGMARKNET platform: Farmer can access the prevailing commodity prices & arrival information of e-NAM mandi as well as non e-NAM mandi on e-NAM mobile app. prior to even going to the mandi.
  7. e-NAM portal is available in English and 11 Indian languages (Hindi, Bengali, Marathi, Gujarati, Tamil, Telugu, Punjabi, Odiya, Dogri, Malayalam and Kannada) to facilitate farmers to use e-NAM in the language of their choice.

As mentioned in the aforesaid report, as on 15th May, 2020, 1000 wholesale mandis of 18 States and 03 Union Territories (UTs) have been integrated with e-NAM platform. Further it has been mentioned that e-NAM has registered a user base of 1.66 crore farmers, 1012 Farmer Producer Organizations (FPOs) and 1.31 lakh traders on e-NAM platform and 175 commodities including food grains, oilseeds, fruits & vegetables are traded on e-NAM platform. It further mentions that as on 14th May, 2020, farmers have transacted over Rs 1 Lakh crore on the e-NAM platform with a trade volume of 3.43 crore tones of commodities and 38.16 Lakh bamboo and coconuts.

The numbers of cultivators is estimated through decennial Census by office of the Registrar General & Census Commissioner, Government of India.

The farmers are free to sell their wholesale produce in any APMC markets. Also APMCs help farmers in registering as sellers in e-NAM. As per registration in the e-NAM portal, more than 1.69 crore farmers as sellers have been registered as farmers.

4-Feb-2021: National Agriculture Market (e-NAM) is expanding to ease farmers

National Agriculture Market popularly known as e-NAM was an innovative initiative in agricultural marketing to enhance farmer’s accessibility digitally to multiple numbers of markets & buyers and to bring transparency in trade transactions with the intent to improve price discovery mechanism, quality commensurate price realization and also to develop the concept of “One Nation One Market” for agriculture produce.

Better market linkage was provided under e-NAM by Integrating 1000 markets across 18 States and 3 UT. So far, more than 1.69 crore Farmers & 1.55 Lakh traders registered on e-NAM platform. The online and transparent bidding system is encouraging farmers to increasingly trade on e-NAM platform. Total trade volume of 4.13 Crore MT of bulk commodities &3.68 crore numbers of Coconut &Bamboo worth approximately Rs 1.22 Lakh crore has been recorded  on e-NAM platform. Direct payment to Farmers was enabled in this platform.

Looking to the success of e-NAM in its 1000 mandis, it is now on a path of expansion as announced by Hon’ble Finance Minister Smt. Nirmala Sitharaman in the Union Budget released on 1st February, 2021, i.e to further integrate 1000 more mandis with e-NAM, this will further strengthen the mandis.

During COVID-19, e-NAM platform /mobile app. has been further strengthened by launching FPO trading module in e-NAM where by FPOs can trade their produce from their collection center without bringing the produce to APMC. So far, 1844 FPOs have been on board on e-NAM platform. Additionally, Warehouse based trading module was also launched in e-NAM to facilitate trade from warehouses based on e-NWR. To facilitate inter-mandi and inter-state trade at this juncture, enhanced version of logistic module has been released where by aggregators of transport logistic platform have  on boarded which helps users to avail trackable transport facilities for transporting their produce. Further the e-NAM platform is made inter operable with ReMS platform of Govt. of Karnataka which will facilitate famers of either platforms were can sell their produce in other platform thereby increasing their market access.

e-NAM is now developing as “Platforms of Platform” to create a digital ecosystem that leverage the expertise of individual platforms across various segments of agri. value chain viz. developing and Integrating service platform with e-NAM (QC services, transportation & delivery services, sorting/grading services, packaging services, insurance, trade finance, warehouses etc.), enabling the farmers to add value to their produce and facilitate them with ease of Agri marketing.

18-Sep-2020: Success Rate of E-NAM

Agriculture Marketing being a state subject, wholesale marketing of agriculture produce is generally carried out through a network of regulated Agriculture Produce Market Committee (APMC) markets promoted by respective Government of State/ Union Territories (UTs) under their respective State/UT APMC Act. Central Government plays a supportive role in agricultural marketing. Small and Marginal farmers sometime face difficulty in direct access to markets due to varied reasons like small amount of marketable surplus, distant markets and stringent regulatory provisions under State APMC Acts limiting direct purchase of produce by end user from farmers from farm gate and local godowns/warehouses. The lack of development of integrated supply chain and distant markets in some areas give rise to intermediation whereby intermediaries buy from farmers thus sometimes affecting farmers share in consumer price.

In order to improve and facilitate better market accessibility of farmers to markets , Government of India has been constantly persuading State/UT governments to adopt market reforms to promote  alternative marketing channels such as private markets , direct marketing, contract farming, development of Gramin Agriculture Market (GrAMs) closer to farm gates as well as development of integrated supply chain infrastructure. Model APMC Act was also promoted.

The Government of India has notified an Ordinance namely “The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020” on 5th June, 2020 to promote freedom of choice of trade with farmers while promoting barrier-free inter-state and intra-state trade in farmers produce.

The Government also notified an Ordinance namely “The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020 on 5th June, 2020 to provide for a national framework on farming agreements that protects and empowers farmers to engage with agri-business firms, processors, wholesalers, exporters or large retailers for farm services and sale of future farming produce at a mutually agreed remunerative price framework in a fair and transparent manner.

Further, in pursuance to the announcement of Aatmanirbhar Bharat Abhiyan Package, the Government has approved under Agriculture Infrastructure Fund of Rs. 1,00,000 Crore to provide a medium-long term debt financing facility for investment in viable projects for post-harvest market infrastructure including warehousing facility and community farming assets through incentives and financial support.

Government of India has also been promoting storage, cold storage, cold chain and other marketing and value addition infrastructure through its scheme of Agriculture Marketing Infrastructure (AMI), Mission for Integrated Development of Horticulture (MIDH), Rashtriya Krishi Vikas Yojana-Remunerative Approaches for Agriculture and Allied Sector Rejuvenation (RKVY-RAFTAAR) etc.

The Government has implemented National Agriculture Market (e-NAM) scheme, an online virtual trading platform, to provide farmers with opportunity to directly sell their produce at remunerative prices through competitive online bidding system. So far, 1000 wholesale regulated markets across 18 States and 3 Union Territories (UTs) have been integrated with e-NAM platform. Tradable parameters for 175 commodities have been promoted for trade in e-NAM platform.

As on 31.08.2020, a total of 1.67 crore farmers, 1.44 lakh traders and 83,958 commission agents and 1722 Farmer Producer Organizations (FPOs) have been registered on e-NAM platform. A total trade value of Rs. 1,04,313 crore has been recorded on e-NAM platform.

1-May-2020: 200 new mandis from 7 States integrated with the e-NAM platform for marketing of Agricultural produce

The Union Minister of Agriculture and Farmers Welfare, Shri Narendra Singh Tomar has stated that by May 2020 there will be around one thousand Mandis joining the e-NAM platform for marketing of Agricultural produce. He was speaking at a function in Krishi Bhawan today where 200 new mandis were added to the e-NAM platform from 7 States. The Minister also witnessed via video conference live trading between mandis from Kurnool and Hubli in groundnuts and maize. He said the Prime minister’s vision of using technology for the benefit of farmers will soon be realised.

The 200 markets integrated with the e-NAM platform today are as follows: Andhra Pradesh (11 mandis), Gujarat (25 mandis), Odisha (16 mandis), Rajasthan (94 mandis), Tamil Nadu (27 mandis), Uttar Pradesh (25 mandis) & Karnataka (02 mandis).  This will bring the total e-NAM mandis in the country to 785. This is the first milestone achieved in the path of integrating 415 new markets across the country. It is for the first time that Karnataka State has been added to the list of e-NAM States.

With the aim to reach the last mile farmer & transform the way they sell their Agri produce, e-NAM has gained more strength today by reaching out to more farmers & traders of these new mandis. Already 585 mandis in 16 States and 02 Union Territories have been integrated and are working.

e-NAM is also integrated from today with the Unified Market Platform (UMP) of Karnataka’s Rashtriya e-Market Services (ReMS), an e-trading platform promoted by the Karnataka State Agriculture Marketing Board. This will facilitate traders across both the platforms to execute seamless trading in both the platforms by using Single Sign On framework.

This is for the first time in India that two different  e-trading platforms for Agri commodities of this scale will be made interoperable. This will help farmers of Karnataka to sell their produce to large number of traders registered with e-NAM and even farmers from e-NAM mandis in other States will be able to sell their produce to Karnataka traders who are enrolled with ReMS platform of Karnataka. This will also promote inter-State trade between the States on-boarded on e-NAM platform & Karnataka.

e-NAM has come a long way with 1.66 Crore Farmers & 1.28 lakh traders having been  registered on e-NAM platform. As of 30th April 2020, total trade volume of 3.41 Crore MT & 37 Lakh numbers (Bamboo & Coconut) collectively worth approximately Rs. 1.0 lakh crore have been recorded on e-NAM platform. A path-breaking and revolutionary concept in Agri-sector, the e-NAM online platform has proven to be a giant leap in reforming the agriculture market in India.

e-NAM facilitates trade beyond mandi/ state borders. A total of 233 mandis have participated in inter- mandi trade within  12 States, whereas 13 States/UTs have participated in the inter-state trading on e-NAM platform allowing farmers to interact directly with distantly located traders. At present, more than 1,000 FPOs have been on-boarded on e-NAM platform.

In addition, Ministry launched two major modules in e-NAM last month to deal with the COVID-19 situation so that famers can sell their produce without bringing them to mandi. These modules are: FPO module helping farmer members of FPO to trade from their collection center  and other being warehouse module whereby farmers can sell their stored produce in WDRA registered warehouses, declared as deemed mandi by States. In addition, Ministry has launched recently the “Kisan Rath” mobile App which is helping farmers in finding a suitable transport vehicles/tractor to carry their produce to nearby  mandi and warehouse etc.

The Ministers of State for Agriculture and Farmers Welfare, Shri Parshottan Rupala and Shri Kailash Choudhary, Secretary (AC&FW), Shri Sanjay Agarwal, and senior officers of the Ministry participated in today’s programme held through VC.

The pan-India Agriculture trading portal e-NAM will be completing four years of implementation tomorrow. On this occasion, Union Minister for Agriculture, Cooperation and Farmers’ Welfare Shri Narendra Singh Tomar said that e-NAM  was an innovative initiative  in agricultural marketing to enhance farmers accessibility digitally to multiple number of markets & buyers and to bring transparency in trade transactions with the intent to improve price discovery mechanism, quality commensurate price realization and also to develop the concept of One Nation One Market for agriculture produce. Keeping in view the need of making marketing of commodities easier for farmers, e-NAM was envisioned and launched by Prime Minster in 21 mandis on 14th April, 2016 which has now reached 585 mandis across 16 States and 02 UTs.

He also said that e-NAM is being expanded to cover additional 415 mandis which will take the total number of e-NAM mandis to 1000 soon. He also added that this online platform will prove to be a giant leap in reforming the agriculture market in India.

He further said that we have more than 1.66 crore farmers and 1.28 Lakh traders registered on e-NAM platform. Farmers are free to register on e-NAM portal and they are uploading their produce for sale online to the traders across all e-NAM mandis and traders can bid for the lots available for sale on e-NAM from any location.

In order to debottleneck Logistics of Agri Produce and providing adequate and timely transportation facility to the farmers/traders during lockdown period, e-NAM platform has created an Interface with large transport aggregators like Blackbuck, Rivigo, Mavyn, Truck Suvidha, Truck Guru, Transin Logistics, Elastic Run etc. This would help traders to find and arrange timely movement of produces from mandi to various other locations. With this interface, Traders would be able to access more than 7.76 lakh trucks through eNAM Platform.

Union Minister for Agriculture said that during this current Covid-19 lockdown, Ministry has initiated several steps to decongest wholesale markets & to make supply chain agile that includes recently launched modules under e-NAM namely: - Warehouse based trading module enabling farmers to sell their produce from WDRA registered warehouses notified as deemed market & FPO trading module, enabling FPOs to upload produce from collection centers with picture/ quality parameter and also avail bidding facility without going to mandis, which will reduce their logistic costs and hassle to sell their produce.

Shri Tomar said that these efforts will provide relief to farmer/ FPOs/ Cooperatives during the COVID-19 lockdown.

On this occasion, Secretary, Department of Agriculture Cooperation & Farmer’s Welfare, Shri Sanjay Agarwal said that e-NAM is not just a scheme but it’s a journey which aims to benefit the last mile farmer and transform the way they sell their agricultural produce. This intervention brings immense benefits to our farmers in augmenting their incomes by enabling them to realize competitive & remunerative prices in a transparent manner without incurring additional costs.

The online and transparent bidding system is encouraging farmers to increasingly trade on e-NAM platform. Total trade volume of 3.39 Crore MT of bulk commodities & 37 Lakh numbers of Bamboo & Coconut worth approximately Rs One Lakh crore has been recorded on e-NAM platform. The Compound average growth rate (CAGR) in the last four years has been an impressive 28% & 18% in value and volume terms respectively.

Average number of bids per lot across India has increased from 2 bid per lot in 2016-17 to nearly 4 bid per lot in 2019-20. During peak harvest season, in some of the Mandis like Adoni, Andhra Pradesh -primarily cotton market has seen more than15 Bids /Lot, helping Farmers to get more buyers in a transparent and competitive way.

Initially started with 25 commodities, e-trade facilities provided on 150 commodities with tradable parameters on e-NAM portal. Quality assaying testing facilities is being provided in e-NAM mandis which helps famers in getting prices commensurate with quality of their produce. No. of lots assayed has increased from 01 lakh in 2016-17 to nearly 37 lakh lots in 2019-20 .

e-NAM platform/ mobile app. Has been further strengthened with “Farmers friendly” features such as Advance registration of the lot through app which in turn will reduce waiting time for farmers at gate entry of the mandi and will bring huge efficiency and will facilitate smooth Arrival recording at Gate, Farmers can now see the assaying report On The Go, Farmers can see the progress of bids for their lot being traded, through mobile and farmers can also get the real time information on prices in nearby mandis. Electronic weighing scales have been provided to accurately weigh the commodities of farmers after bidding on e-NAM platform to bring transparency in weighing, Payment to farmers by traders now can be done through mobile phone using BHIM payment facility.

For traders the additional OTG (On the Go) features have been added such as Buyers bidding from anywhere even without physically present in the mandi, e-NAM shopping Cart facility in Trader login, single e-payment transaction features for multiple Invoices/ Bunching of multiple invoices, automatic discount/ rebate on e-Payment/ Discount to traders during e-payment, online registration for unified trading license etc. to name a few.  To build confidence among the traders for assaying, the Department has launched new features related to assaying like :

  • 360 degree image capturing of the commodity heap through e-NAM mobile app,
  • Assayer can upload 2/3 2D image of Laboratory with equipment and
  • Also upload 2D image of commodity sampling process for the lot for better confidence of trader on e-NAM.

In order to enhance the e-NAM ecosystem & to build up direct link between traders & Farmers, 977 Farmer Producer Organizations from 16 States have been on-boarded on e-NAM platform.

States like Jharkhand has initiated farm gate trading through National Agriculture Market (e-NAM) platform whereby farmers are uploading the details of their produce along with picture for online bidding without reaching to the APMC. Similarly, FPOs are also uploading their produce from their collection centers for trading under e-NAM.

The platform has seen a pick-up in inter-mandi trade both within and, more recently, between states. So far, 13 States/ UT have participated in inter State trade (Uttar Pradesh, Uttarakhand, Andhra Pradesh, Telangana, Rajasthan, Gujarat, Maharashtra, Madhya Pradesh, Chandigarh, Himachal Pradesh, Haryana, Jharkhand& Tamil Nadu).Inter-state trade has been recorded in 20 commodities (which include vegetables, pulses, cereals, oilseeds, spices etc.).

2-Apr-2020: Union Agriculture Minister launches new features of e-NAM platform

The Union Minister of Agriculture & Farmers’ Welfare, Rural Development and Panchayati Raj, Shri Narendra Singh Tomar here today launched new features of National Agriculture Market (e-NAM) Platform   to strengthen agriculture marketing by farmers which will reduce their need to physically come to  wholesale mandis  for selling  their harvested produce, at a time when there is critical need to decongest mandis to effectively fight against COVID-19. These software modules are namely (i) Warehouse based trading module in e-NAM software to  facilitate trade from warehouses based on e-NWR (ii)  FPO trading module in e-NAM whereby FPOs can trade their produce from their collection center without bringing the produce to APMC. In addition to facilitate inter-mandi and inter-state trade at this juncture, enhanced version of logistic module has been released whereby aggregators of transport logistic platform have  on boarded which helps users to avail trackable transport facilities for transporting their produce.

Speaking on the occasion, Shri Narendra Singh Tomar reiterated that e-NAM was launched on 14 April 2016 as a pan-India electronic trade portal linking APMCs across the States. Already 585 mandis in 16 States and 02 Union Territories have been integrated on e-NAM portal. He also said that e-NAM will be soon expanded to cover additional 415 mandis, which will take the total number of e-NAM mandis to 1,000.   Further highlighting, he said e-NAM provides for contactless remote bidding and mobile-based any time payment for which traders do not need to either visit mandis or banks for the same. This helps improve social distancing and safety in the APMC markets  to fight against COVID-19. He further added that these new features are being launched today as important steps towards our fight against COVID-19, to help farmers at this juncture to effectively sell their produce at better prices from near their farm gate thus helping them at this time.

The minister said that the mandis play  a critical role in maintaining the supply chain of Grains, Fruits & Vegetables. e-NAM is well poised to play a critical role during the period of Covid-19 to decongest mandis while helping the farmers at same time. For this purpose following 03 modules have been launched for enhancing the effectiveness of e-NAM.

  1. Launch of “Negotiable Warehouse Receipt (e-NWRs) module in National Agriculture Market (e-NAM) software
    1. Warehouse (Registered with WDRA) trading module with payment feature is launched today to enable small & marginal famers to directly trade their stored produce from selected WDRA registered warehouses which are declared deemed market by the State.
    2. Farmers will be able to place their produce in WDRA accredited warehouses.
    3. Already States of Telangana (14 warehouses) & Andhra Pradesh (23 warehouses) declared designated warehouses in the State as deemed market.

      Benefits of eNWRs integration with e-NAM:

  1. Depositor can save the Logistics expenses and will have better income.
  2. Farmers  can sell the  produce across the Nation  to get better Price and at the same time  can save himself from hassle of mandi.
  3. Farmers will be able to place their produce in WDRA accredited warehouses avail the benefit of pledge loan if required.
  4.  Price stabilization by matching supply and demand through time and place utility.
  1. FPO trading module
    1. FPO trading module is launched today to enable FPOs to upload their produce from their premise/collection centres for bidding. They can upload the picture of the produce and quality parameters from their premises to help distant bidders to visualise the produce before bidding. FPOs have the option for delivery of produce either from their premises or by bringing to mandi premise after successful bidding. This will not only decongest the mandis but also reduce the logistics cost for the FPOs.
    2. Facility provided to FPO to upload assaying report / photo of their produce from their premise to enable traders to visualise the produce before bidding.

Benefits

  1. This will not only decongest the mandis but also reduce the  hassle of FPOs to deal with mandis.
  2. This will help FPOs by reducing transaction costs (Transportation) and enhancing their bargaining power.
  3. Facilitates FPOs to avail online payment facility with ease of doing business. 
  1. Launch of Logistic Module
    1. Presently, e-NAM provides a database of individual transporters to the traders. However, as a quantum response to logistic need by traders, provision has been made for linking large logistic aggregator platforms, which will provide choices to users. Traders would be able to use the link to navigate to the logistics provider’s website and select appropriate services. With these additions, more than 3,75,000 number of trucks from large logistic providers would be added for logistic purpose.

  1. This will help in seamless transportation of Agri produce.
  2. This will promote inter-State trade under e-NAM by providing online transport facilities for distant buyers.

Shri Tomar further added that these programs will help farmers to sell their produce at remunerative prices near to their farm gate without coming to mandis. He added further that Mandis have been advised to adopt utmost sanitary and social distancing measures for the safety of farmers and other stakeholders. States are also being encouraged to facilitate direct buying by bulk buyers/processors and big retailers without having to go through mandis to decongest them.

22-Feb-2018: Govt. reboots eNAM to draw more farmers

The eNAM website is now available in Gujarati, Marathi, Tamil, Telugu, Bengali and Odia besides Hindi and English, while the eNAM trading facility is available in six languages.

The eNAM has been strengthened with features like MIS dashboard for better analysis, BHIM and other mobile payment facilities, enhanced features on mobile app such as gate entry and payment via mobiles, integration of farmer’s database and e-learning module.

“We are gradually adding more features to eNAM to make it robust and convenient for farmers to trade online. eNAM is a new initiative and will take some time to take off smoothly and without any hiccups,” Agriculture Minister Radha Mohan Singh said unveiling the new features.

As many as 479 regulated wholesale mandis have been integrated with eNAM across 14 states and one union territory. And the target is to link 585 mandis by next month.

To ensure timely payment to farmers after auctioning of commodities on the platform, the government has introduced Unified Payment Interface (UPI) facility through BHIM. Currently e-NAM portal provides for online payment to farmers through RTGS/NEFT, debit card and internet banking.

Besides making the eNAM mobile app multilingual, the government has introduced a facility for mandi operators to carry out one of the critical operations of ‘Gate Entry’ directly from the app. Farmers can also see the real-time bidding progress and assaying certificates through app.

Even buyers on eNAM can do online payment from the app through debit card and net banking. SMS alert will be sent to farmers on receiving payment in their bank account. That apart, a grievance redressal management system is being set up at mandis to flag technology issues related to portal/software and its operation and also track the status of redressal online.

Moreover, the website has been improved with more informative features like live status of markets of e-NAM based on gate entry, latest information on events, dynamic training calendar etc. E-Learning module in Hindi has also been incorporated in the website so that various stakeholders can learn about how to operate the system and continuously get trained at their convenience. The MIS dashboard has been introduced to provide a greater insight into the performance of each mandi in terms of arrival and trade.

This will help the Mandi Board officials and APMC Secretary to compare the performance of each mandi on daily, weekly, monthly/quarterly and year-on-year basis. Currently, 90 commodities are allowed for trading on eNAM and 11 more commodities will be added soon.
