3-Apr-2023: 24.35 Lakh Additional Irrigation Potential Created Under PMKSY During 2016-2022

After launch of the umbrella scheme Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in 2016, 99 on-going major/medium irrigation projects, along with 7 phases, were taken for partial financial assistance under PMKSY-Accelerated Irrigation Benefit Programme (AIBP), with pari passu implementation of Command Area Development & Water Management (CAD&WM). Out of these, 50 projects have been reported to be completed so far. Further, 23 of the remaining projects have physical progress more than 90%, while another 14 projects have physical progress between 80% to 90%. Against a target of 34.64 lakh hectare of additional irrigation, during 2016-2022 an additional irrigation potential of 24.35 lakh hectare has been created through these projects.

Further, inclusion of projects other than the 99 prioritized projects has been permitted for implementation of PMKSY-AIBP during 2021-2026. In view of the same, six additional projects have been included under PMKSY-AIBP, in which an additional irrigation potential of 0.12 lakh hectare has been created during 2021-22.

As seen from the above, PMKSY-AIBP continues to perform satisfactorily in providing assistance to the States to complete the advanced stage irrigation projects held up due to financial constraints, to provide irrigation benefits to the farmers.

PMKSY was launched during the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.

With the inclusion of AIBP under PMKSY in 2016, a paradigm shift was made in implementation of the programme. During 2016-17, 99 ongoing major/medium irrigation projects were prioritized in consultation with States and included under PMKSY-AIBP, for completion in mission mode, along with their Command Area Development & Water Management (CADWM) works. Funding mechanism through NABARD was approved by the Government for both Central and State share. Thus, the strategy was devised for completion of the identified priority irrigation projects, which the States chose to be completed in mission mode, with assured funding through NABARD.

Further, based on the experience gained during 2016-2021, the strategy for implementation of PMKSY-AIBP during the period 2021-2026 has been further partially modified, by adding other projects through a liberalised inclusion criteria, and funding through budgetary resources.

Development Monitoring and Evaluation Office (DMEO) under NITI Ayog has carried out evaluation of PMKSY for the period 2015-2020. AIBP has been graded as the ‘satisfactory’ (highest category) in parameters such as relevance, efficiency, impact and equity. Further, grading for effectiveness has been determined as ‘average’ (second best category), while sustainability of the programme has been graded as ‘needs improvement’.

Government of India reviews its schemes, including PMKSY-AIBP, from time to time, and the requisite changes are brought about to make the implementation more effective. Further, the State Governments are mandated to monitor implementation of irrigation projects under PMKSY-AIBP and ensure their proper operation and maintenance. In addition, such projects are regularly monitored by Central Water Commission, as well as by a dedicated Project Management Unit (PMU) under the Ministry of Jal Shakti. Physical and financial progress of these projects is also monitored through a dedicated dashboard, backed with a management information system maintained by this Ministry.

4-Aug-2022: PMKSY Pradhan Mantri Krishi Sinchayee Yojana

Centrally sponsored scheme Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.

PMKSY is an umbrella scheme, consisting, inter alia, of two major components being implemented by the Ministry of Jal Shakti, namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components: Command Area Development & Water Management (CAD&WM), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water (GW) Development. However, GW Development component was provisionally approved till March, 2022 only.

In addition, PMKSY has Watershed Development (WD) component which is implemented by Department of Land Resources. Further, during the period 2015-22, Per Drop More Crop (PDMC) component was also being implemented under PMKSY by the Department of Agriculture and Farmers Welfare.

The scheme of PMKSY, except Ground Water and Per Drop More Crop components, has been approved by Government of India for the period 2021-22 to 2025-26, with the following targets:

  1. AIBP including CAD&WM: Completion of 60 ongoing AIBP, 85 ongoing CAD&WM major/ medium projects, and inclusion of more projects for funding under AIBP. In addition, funding of two National projects, namely Lakhwar and Renuka projects, has also been approved. Creation of 13.88 lakh hectare irrigation potential under AIBP and 30.23 lakh cultivable command area coverage under CAD&WM has been envisaged during 2021-22 to 2025-26.
  2. PMKSY-HKKP: Creation of 3.7 lakh hectare of irrigation potential, and taking up new projects to create 0.8 lakh hectare of irrigation potential for coverage through surface minor irrigation and repair, renovation and restoration of water bodies, has been approved for the period 2021-22 to 2025-26. In addition, implementation of ground water component has been provisionally approved for 2021-22 only. Targeted benefits under ground water component was 82,290 hectare irrigation.
  3. PMKSY-WD: Completion of sanctioned projects covering 49.5 lakh hectare rainfed/ degraded lands under watershed development component of PMKSY, along with 2.5 lakh hectare additional area to be brought under protective irrigation, has been approved for implementation during 2021-22 to 2025-26.

State Governments are mandated to monitor from time to time, the projects being implemented by them under PMKSY. During the monitoring, physical and financial progress vis-à-vis the targets is to be reviewed. Further, quality aspects of the implementation are also being monitored by the State Governments.

In addition, the projects being implemented under the scheme are also regularly monitored by Central Water Commission, as well as by the Ministry of Jal Shakti.

18-Jul-2022: Funding pattern for national projects

Revised guidelines for Pradhan Mantri Krishi Sinchayee Yojana - Accelerated Irrigation Benefit Programme (PMKSY-AIBP) and National Projects have been issued by this Ministry in February, 2022. However, the existing funding pattern of central assistance for National Projects has been retained in the same without any modification.

7-Apr-2022: Improved System of Irrigation

Water being a State subject, it is for the State Governments to take up projects for providing improved system of irrigation to increase agricultural productivity in regions under their jurisdiction. Role of Government of India is limited to being catalytic, providing technical support and in some cases partial financial assistance in terms with the existing schemes under implementation.

A centrally sponsored scheme, namely Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), was launched during the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.

PMKSY is an umbrella scheme, consisting inter alia of two major components implemented by the Department of Water Resources, River Development & Ganga Rejuvenation, namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components: Command Area Development & Water Management (CAD&WM), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water (GW) Development.

In addition, PMKSY has Watershed Development (WD) component which is implemented by Department of Land Resources. Further, during the years 2015-22, Per Drop More Crop (PDMC) component was being implemented by Department of Agriculture and Farmers Welfare under PMKSY, which has now been taken up under Rashtriya Krishi Vikas Yojana (RKVY).

Extension of PMKSY for 2021-22 to 2025-26 has been approved with an overall outlay of Rs. 93,068.56 crore (central assistance of Rs. 37,454 crore, debt servicing to NABARD for Rs. 20,434.56 crore and State share to be borne by the State Governments being Rs. 35,180 crore). Five new projects have been approved for financial assistance under PMKSY-AIBP during the year 2021-22.

Apart from PMKSY, a special package has been taken up for financial assistance by Government of India in July, 2018 for completion of 83 surface minor irrigation (SMI) projects and 8 major / medium irrigation projects in drought prone districts in Vidarbha and Marathwada and rest of Maharashtra in phases, up to 2023-24.

In addition, Government of India has also undertaken financial assistance of Shahpur Kandi (National) Project and relining of Rajasthan Feeder and Sirhind Feeder in Punjab State. Also, Polavaram Irrigation Project of Andhra Pradesh, declared as National Project under Andhra Pradesh Re-organisation Act in March, 2014, and North Koel project of Jharkhand & Bihar, are being provided financial assistance by the Government of India. Also, Renukaji and Lakhwar National Projects have been included for funding during 2021-22.

There is no special irrigation scheme being operated by the Department of Water Resources, River Development & Ganga Rejuvenation for the State of West Bengal. However, Teesta Barrage project has been included for financial assistance under National Project Scheme.

10-Feb-2022: Components of PMKSY

PMKSY is an umbrella scheme, consisting of two major components being implemented by this Ministry, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components, being Command Area Development & Water Management (CAD&WM), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water (GW) Development component.

In addition, PMKSY also consists of two components being implemented by other Ministries. Per Drop More Crop (PDMC) component is being implemented by Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture & Farmers Welfare. Watershed Development component (WDC) of PMKSY is being implemented by Department of Land Resources, Ministry of Rural Development.

The development works undertaken under different components of PMKSY during the last three years (2018-2019 to 2020-21) are given at Annexure. However, targets under PMKSY are in terms of area covered, as against beneficiary-wise identification or monitoring.

PMKSY was valid till March, 2021. Its extension for the period 2021-22 to 2025-26 has been approved by Government of India, with an overall outlay of Rs. 93,068.56 crore (central assistance of Rs. 37,454 crore, debt servicing to NABARD for Rs. 20,434.56 crore and an outlay  for Rs. 35,180 crore by the State Governments towards State share). However, approval of Ground Water component under PMKSY-HKKP is presently for 2021-22, and that for Per  Drop More Crop being implemented by Department of Agriculture and Farmers Welfare is being taken up separately.

7-Feb-2022: Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)

As per the data for 2018-19 has been provided by Directorate of Economics & Statistics, Ministry of Agriculture & Farmers Welfare, percentage of net un-irrigated area over net area sown in the country is estimated to be about 48.65%.

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.

PMKSY is an umbrella scheme, consisting of two major components implemented by this Ministry, namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components, being Command Area Development & Water Management (CAD&WM), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water (GW) Development component.

In addition, PMKSY also consists of two components being implemented by Ministries other than Jal Shakti Ministry. Per Drop More Crop (PDMC) component is being implemented by Department of Agriculture and Farmers Welfare, while Watershed Development component (WDC) is being implemented by Department of Land Resources.

Component-wise details of projects sanctioned, underway, and completed under PMKSY since 2018, State/UT-wise, are given below.

  1. PMKSY-AIBP with pari passu implementation of  CADWM: During 2016-17, ninety-nine (99) on-going Major/Medium Irrigation projects have been included for financial assistance under Pradhan Mantri Krishi Sinchayee Yojana - Accelerated Irrigation Benefits Programme (PMKSY-AIBP), along with pari-passu implementation of CADWM. Out of these, 31 projects were completed till 2017-18 and 15 projects have been completed since June, 2018. The details of these 15 projects, as well as the details of ongoing projects, are placed at Annexure.  No new projects were included since 2018 under PMKSY-AIBP.
  2. PMKSY-HKKP-SMI: Under Surface Minor Irrigation (SMI) sub-component of PMKSY-HKKP, a total of 1,321 schemes have been included since 2018-19 [Arunachal Pradesh-604, Himachal Pradesh-4, Manipur-375, Meghalaya-68, Nagaland-270]. Out of these schemes, 77 schemes have been reported to be completed since 2018-19.
  3. PMKSY-HKKP-RRR: Under Repair, Renovation and Restoration (RRR) sub-component of PMKSY-HKKP, a total of 395 water bodies have been taken up since 2018-19 [Andhra Pradesh-100, Bihar-93, Gujarat-61, Tami Nadu-141]. Out of these water bodies, RRR of 100 water bodies have been reported to be completed since 2018-19.
  4. PMKSY-HKKP-GW: Since 2019, 15 projects have been approved under Ground Water (GW) sub-component of PMKSY-HKKP in 12 States namely Assam, Arunachal Pradesh, Gujarat, Nagaland, Manipur, Mizoram, Tripura, Telangana, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal.
  5. PMKSY-PDMC: Under PMKSY-Per Drop More Crop, an area of 32.697 lakh hectare (ha) has been covered under Micro Irrigation in the country through PMKSY-PDMC from 2018-19 to 2020-21.
  6. PMKSY-WDC: Department of Land Resources has taken up 6,382 projects under PMKSY-WDC. Out of these projects, 5,243 have been reported to be completed.

Water resources projects are planned, funded, executed, and maintained by the State Governments themselves as per their own resources and priorities. Role of Government of India is limited to providing technical support and, in some cases, partial financial assistance under the existing schemes implemented by the Government of India. 

The State Governments are themselves mandated to address the monitoring and redressal mechanisms to ensure maintenance and quality control of irrigation projects being implemented by them. Further, Central Water Commission as well as a dedicated Project Management Unit (PMU) under this Ministry has also been mandated to regularly monitor the projects receiving central assistance from this Ministry. Physical and financial progress of these projects is monitored through a dedicated dashboard, backed with a Management Information System being maintained by Ministry of Jal Shakti.

Apart from the above, implementation and progress of the projects is also monitored at the highest level in this Ministry. Secretary, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti takes project-wise periodic reviews of physical and financial progress of the projects and actions to be taken by the various State Governments are finalized for early resolution of issues. Review meetings are also held from time to time at the level of Hon’ble Minister, Jal Shakti.

15-Dec-2021: Cabinet approves implementation of Pradhan Mantri Krishi Sinchayee Yojana for 2021-26
The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi, has today approved implementation of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) for 2021-26 with an outlay of Rs.93,068 crore.

The CCEA has approved central support of Rs.37,454 crore to States and Rs.20,434.56 crore of debt servicing for loan availed by Government of India for irrigation development during PMKSY 2016-21.

Accelerated Irrigation Benefit Programme (AIBP), Har Khet ko Pani (HKKP) and Watershed Development components have been approved for continuation during 2021-26.

Accelerated Irrigation Benefit Programme - a flagship programme of Government of India aims for financial support to irrigation projects. Total additional irrigation potential creation targeted during 2021-26 under AIBP is 13.88 lakh hectare. Apart from focused completion of 60 ongoing projects including their 30.23 lakh hectare command area development, additional projects can also be taken up. The inclusion criteria have been relaxed for projects under tribal and drought prone areas.

Central funding of 90% of water component for two national projects, namely Renukaji Dam Project (Himachal Pradesh) and Lakhwar Multipurpose Project (Uttarakhand) has been provisioned. The two projects would provide beginning of storage in Yamuna basin benefitting six states of upper Yamuna basin, augmenting water supply to Delhi as well Himachal Pradesh, Uttarakhand, UP, Haryana, and Rajasthan and a major step towards rejuvenation of Yamuna.

Har Khet Ko Pani (HKKP) aims for enhancement of physical access on the farm and expansion of cultivable area under assured irrigation. Under HKKP, surface minor irrigation and repair-renovation-restoration of water bodies component of PMKSY is targeted to provide additional 4.5 lakh hectare irrigation. In view of importance of rejuvenation of water bodies, the Cabinet has approved a paradigm shift in funding of their rejuvenation in both urban and rural areas, with significant expansion of their inclusion criteria, and enhancement of central assistance from 25% to 60% in general area. Further, Ground Water component of HKKP, approved provisionally for 2021-22, targets creation of irrigation potential of 1.52 lakh hectare.

Watershed Development component focuses on development of rainfed areas towards soil and water conservation, regeneration of ground water, arresting runoff and promoting extension activities related to water harvesting and management. The approved Watershed Development component of Department of Land Resources envisages completion of sanctioned projects covering 49.5 lakh hectare rainfed/ degraded lands to bring additional 2.5 lakh hectare under protective irrigation, during 2021-26. A specific provision for development of spring sheds has been included in the program.

Background: Launched in 2015, PMKSY is an umbrella scheme, providing central grants to the State Governments for specific activities detailed below. It consists of two major components by Department of Water Resources, River Development and Ganga Rejuvenation, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub - components, being Command Area Development (CAD), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water Development. In addition, Watershed Development part is being implemented by Department of Land Resources.

Another component of PMKSY, Per Drop More Crop is being implemented by Department of Agriculture and Farmers Welfare.

1-Dec-2021: Coverage of PMKSY-PDMC

The Per Drop More Crop component of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY-PDMC) scheme is operational in the country from 2015-16 which focuses on enhancing water use efficiency at farm level through Micro Irrigation (MI). Total area of 59.37 lakh ha has been covered under Micro Irrigation in the country under PMKSY-PDMC from 2015-16 to till date.

During the last three years, Central assistance of Rs. 8141.96 crore was released to States and an area of 32.68 lakh ha covered under Micro Irrigation through the scheme. 

The PMKSY- PDMC is a Centrally Sponsored Scheme and the funds under the scheme is shared between Central Government and State Government in the ratio of 60:40 for all States except the North Eastern and Himalayan states wherein sharing pattern is 90:10. In case of  Union Territories, funding pattern is 100% grant by the Central Government. The Central Assistance to States under the scheme is provided based on their Annual Action Plan approved by the State Level Sanctioning Committee (SLSC) under the Chairmanship of Chief Secretary.  Besides, Operational Guidelines of the scheme has been issued to support the States and farmers on various aspects for effective implementation of the scheme.

With the objective of facilitating the States in mobilising resources for expanding coverage of micro irrigation, a Micro Irrigation Fund (MIF) with corpus of Rs. 5000 crore was created with National Bank for Agriculture and Rural Development (NABARD) during 2018-19. The States are encouraged to access MIF for innovative projects / additional incentive to farmers for installation of Micro Irrigation systems by interest subvention of 3% than the cost of funds mobilized by NABRAD from the market.  So far, projects with loans under MIF amounting to Rs. 3970.17 Crore have been approved for 12.81 lakh ha of Micro Irrigation area.

To continue the efforts, during the current year, a Budget Announcement was made to double the initial corpus of MIF from Rs. 5,000 crores to Rs. 10,000 crore.

2-Aug-2021: Irrigation Schemes for the Benefit of Small and Marginal Farmers

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was initiated in 2015 with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc. It is an umbrella scheme, consisting of two major components being implemented by this Ministry, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components, being Command Area Development (CAD), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water (GW) Development component.

In addition, PMKSY also consists of two components being implemented by other Ministries. Per Drop More Crop (PDMC) component is being implemented by Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture & Farmers Welfare. Watershed Development component (WDC) of PMKSY is being implemented by Department of Land Resources, Ministry of Rural Development.

PMKSY is under implementation since 2015. The scheme was initially valid till March, 2020, which was later extended till March, 2021. Proposal for its extension for the period 2021-26, has been proposed.

26-Jul-2021: Allocation of Funds Under PMKSY

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), initiated in 2015, is an umbrella scheme, consisting of two major components being implemented by this Ministry, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components, namely, Command Area Development (CAD), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water Development component.

In addition, PMKSY also consists of two other components being implemented by other Departments. Per Drop More Crop component is being implemented by Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture & Farmers Welfare, while Watershed Development component of PMKSY is being implemented by Department of Land Resources, Ministry of Rural Development.

Central Government launched the Accelerated Irrigation Benefits Programme (AIBP) in the year 1996-97 to provide central assistance to major/medium irrigation projects in the country, for early completion of advanced stage projects held up due to financial constraints. Till its inclusion under PMKSY in 2016, 297 irrigation/ multi-purpose projects were included for funding under AIBP. Out of these, 143 projects have been completed and 5 projects were foreclosed. An irrigation potential of 24.39 lakh hectare has been created through the completed projects.

After launch of PMKSY in 2015-16, AIBP became a part of PMKSY. Under PMKSY-AIBP, 99 projects having ultimate potential of 76.03 lakh hectare have been prioritized for completion. Against the balance ultimate potential of 34.63 lakh hectare, 21.45 lakh hectare has been achieved till March, 2020. During th.is period, average annual rate of completion of projects has increased from 7 to 11, while the average annual rate of potential creation (lakh hectare) has increased from 4.5 to 5.4. The achievement by CADWM component upto March, 2021 is 14.96 lakh hectare, along with formation of 8,562 Water Users Associations. Under PMKSY-AIBP and CADWM, central assistance and State share is being provided through NABARD under Long Term Irrigation Fund (LTIF). There is also a provision whereby State share can be borrowed from NAB ARD by the State, with interest subvention beyond 6% to be borne by Government of India. The use of pressurized pipe irrigation and micro irrigation is being promoted to increase efficiency. Further, cropped area in the command of these 99 priority projects is being assessed by the Bhaskaracharya Institute For Space Applications and Geo-Informatics (BISAG) by using remote sensing techniques and 48.29 lakh hectare has been assessed during 2016-2020.

Under HKKP-SMI, irrigation potential created since XII plan onwards is 6.85 lakh hectare, while that created under HKKP-RRR of water bodies during this period is about 1.31 lakh hectare. Similarly, under HKKP-Ground Water component, about 35.44 thousand hectare has been brought under ground water irrigation till March, 2021. Under PMKSY-PDMC, 57.30 lakh hectare has been covered under micro irrigation during 2015-16 to 2020-21. For PMKSY-WDC, during 2015-2021, about 6.38 lakh water harvesting structures have been created / rejuvenated and 14.01 lakh hectare additional area brought under protective irrigation.

23-Mar-2021: Employment Generation under PMKSY

The Ministry of Food Processing industries (MoFPI) has been implementing Central Sector umbrella scheme Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) for overall growth and development of food processing sector with an outlay of Rs. 6000 Crore for the period 2016-17 to 2019-20. The period has since been extended to FY 2020-21. PMKSY is expected to generate 5,30,500 direct/ indirect employments in the country. An additional new scheme "Operation Greens (OG)" was introduced in PMKSY in November, 2018 with an outlay of Rs 500 Crores.

The component schemes of PMKSY are – (i) Mega Food Park;  (ii) Integrated Cold Chain and Value Addition Infrastructure; (iii) Creation /Expansion of Food Processing & Preservation Capacities; (iv) Infrastructure for Agro-Processing Clusters; (v) Creation of Backward & Forward linkages; (vi) Food Safety and Quality Assurance Infrastructure; (vii) Human Resource and Institutions; and   (viii) Operation Greens.

Some of the steps / policy measures to promote overall growth of food processing sector and generate employment opportunities are as follows;

  1. A Special Food Processing Fund of Rs. 2000 crore was set up with NABARD in November 2014 to provide affordable credit for investments in setting up Mega Food Parks as well as processing units in the MFPs. In 2019, the coverage of the fund was extended to setting up of Agro Processing Clusters and individual manufacturing units within them. Total term loan sanctioned from the Fund as on 28.02.2021 amounts to Rs 689.32 Crores.
  2. As part of the Aatmanirbhar Bharat Initiative, MoFPI is implementing a Centrally Sponsored Scheme-PM Formalisation of Micro Food Processing Enterprises Scheme for providing financial, technical and business support for setting up/upgradation of 2 lakh micro food processing enterprises through credit linked subsidy during five years from 2020-21 to 2024-25 with an outlay of Rs.10,000 cr.
  3. Food& agro-based processing units and cold chain has been included as agricultural activity under Priority Sector Lending norms in April 2015.
  4. 100% Foreign Direct Investment (FDI) under the automatic route has been permitted. Subsequently, 100% FDI was permitted under government approved route for retail trading, including through e-commerce, in respect of food products manufactured/ produced in India in 2016-17.
  5. Food Safety and Standards Authority of India (FSSAI) has allowed ingredient and additive based approvals in place of product-by-product approval.

18-Mar-2021: Developmental Work under PMKSY

Details of development work being carried out under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) benefitting Banswara & Dungarpur districts of Rajasthan, and Prayagraj district of Uttar Pradesh, are as under:

Accelerated Irrigation Benefit Programme (PMKSY-AIBP): While no project included under PMKSY-AIBP has its command benefitting Banswara & Dungarpur Districts of Rajasthan, one project of Uttar Pradesh, namely Bansagar Canal project, has a part of its command in Prayagraj district of Uttar Pradesh. Total Central Assistance (CA) released to the project during 2016-17 to 2019-20, is Rs.143.51 crore. The project has been declared as complete.

PMKSY - Har Khet Ko Pani - Repair, Renovation and Restoration (RRR) of Water Bodies: Under RRR of Water Bodies component of PMKSY-Har Khet Ko Pani, two clusters comprising of 32 number of water bodies (including 10 number in Banswara) and 36 number of water bodies (including 4 number in Banswara) have been taken up in the state of Rajasthan, for an estimated cost of Rs.187.82 crore and targeted irrigation potential of 13.19 thousand hectare. Central Assistance of Rs.62.18 crore has been released to the State for the above clusters.

PMKSY - Per Drop More Crop (PDMC): Under PMKSY- PDMC, an area of 3,707.96 hectare in Banswara and 1,415.92 hectare in Dungarpur districts of Rajasthan, has been covered under micro irrigation during 2015-16 to 2020-21 (so far). Further, an area of 3,125 hectare in Prayagraj District of Uttar Pradesh has also been covered under micro irrigation, under PDMC during 2015-16 to 2020-21 (so far). During this period, total Central Assistance of Rs.722.82 crore and Rs.421.79 crore has been released to Rajasthan and Uttar Pradesh, respectively, under PDMC, which also includes release for PDMC works in Banswara & Dungarpur districts of Rajasthan and Prayagraj district of Uttar Pradesh.

PMKSY - Watershed Development Component (WDC): Under PMKSY-WDC component, Department of Land Resources has funded four projects with a target area of 24 thousand hectare, and sixteen projects with a target area of 90 thousand hectare, to be brought additionally under protective irrigation, in Banswara and Dungarpur districts of Rajasthan, respectively. Further, four projects targeted to bring additional 15 thousand hectare under protective irrigation, has been funded for WDC works in Prayagraj district of Uttar Pradesh. For all the WDC projects including those in Banswara & Dungarpur districts of Rajasthan, Rs.1511.27 crore has been released as central assistance to Rajasthan since 2015-16 so far. Similarly, Rs.197.31 crore has been released during this period to Government of Uttar Pradesh as central assistance under PMKSY-WDC.

Government of Rajasthan has informed that in Dungarpur district (Batch 2014-15), five water catchment projects with effective area of 27,613 hectare and estimated cost of Rs.33.14 crore have been approved as per 18 years perspective plan. Further, one water catchment project of Batch 2013-14, with effective area of 5,354 hectare and estimated cost of Rs.6.42 crore, in Dungarpur district was approved as per 18 years perspective plan, which has been reported to be foreclosed.

17-Mar-2021: Development of Agriculture in Drought-Prone Areas

Department of Land Resources (DoLR), Ministry of Rural Development implements a Centrally Sponsored Scheme, Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) for development of rainfed / degraded lands. However, there is no specific scheme being implemented by DoLR for allocating funds for agricultural development in drought prone areas of States / Union Territories (UTs).

DoLR has sanctioned, 8214 watershed development projects covering an area of about 39.07 million hectare in 28 States (except Goa) [now 27 States and UTs of Jammu & Kashmir and Ladakh) during the period 2009-10 to 2014-15 under the erstwhile Integrated Watershed Management Programme (IWMP).  During the year 2018, 1832 projects (345 uninitiated and 1487 in preparatory stage) were transferred to various States for implementation from the Budget of the concerned States. Thereafter, DoLR is implementing 6382 projects.

IWMP was amalgamated as the Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) in 2015-16. Keeping in view the focus of the Government on completion of all the ongoing projects, no new projects under WDC-PMKSY have been sanctioned since 2015-16. The central share is determined by taking into account various parameters such as, Annual Action Plan, unspent balance with States / UTs, utilization capacity, number of ongoing projects etc.

15-Mar-2021: Status of PMKSY

During 2016-17, ninety-nine (99) on-going Major/Medium Irrigation (MMI) projects (and their 7 phases) under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)-Accelerated Irrigation Benefits Programme (AIBP) having ultimate irrigation potential of 76.03 lakh hectares ( Potential created as in March, 2016 was 41.39 lakh hectares, balance irrigation potential to be created was 34.63 lakh ha) have been prioritized in consultation with States for completion along with their Command Area Development & Water Management (CADWM) works. Funding mechanism from Long Term Irrigation Fund (LTIF) through NABARD has provisioned for both Central and State Share.

Out of these, AIBP works of 44 projects have been reported to be completed/almost completed. Central Assistance (CA) of Rs.11,489.31 crore has been released for these projects during 2016-17 to 2019-20. Further, during 2020-21, till February, 2021, CA of Rs.1082.71 crore has been released. State-wise and Project-wise, details of funds released through NABARD, expenditure incurred during 2016-17 to 2020-21(so far).

Out of the 99 projects, in respect of 8 projects, the States have indicated that either the CADWM works are already completed or not envisaged under the present programme. Of the balance 91 projects, 88 projects have been included while for 3 projects DPRs are not submitted by States for inclusion.

As of now, 88 projects have been included under the ongoing CADWM program targeting Culturable Command Area (CCA) of 45.08 lakh hectare. Central Assistance amounting to Rs.2,678 crore has been released from 2016-17 till December, 2020. As per information provided by the States, about 14.85 lakh hectare CCA has been developed, with the reported expenditure of Rs.5,302.00 Crore.

8-Feb-2021: Budget 2021-22: Status of the Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana

Finance Minister Smt. Nirmala Sitharaman in her budget speech mentioned about doubling farmers' income, women empowerment and inclusive development (Para 25) - which are addressed to by Watershed Development Component of PMKSY of Department of Land Resources under the Ministry of Rural Development. The status of the schemes and the opportunities for the ministry are as follows:

Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY)

Integrated Watershed Management Programme (IWMP) was amalgamated as the Watershed Development Component (WDC) of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in 2015-16. WDC-PMKSY is for development of rainfed and degraded areas. Out of 8214 sanctioned watershed development projects, 345 uninitiated projects and 1487 projects in Preparatory Phase (Total 1832) had been transferred to States to be taken up under their respective states' budget. Out of the balance 6382 projects being funded by DoLR, as on 31.01.2021, 4743 (74.32%) have been reported completed, 409 (6.41%) are in the Consolidation Phase and 1230 (19.28%) are in Works Phase.

As on 31.01.2021, end-line evaluation reports of 2457 completed projects have been received. The evaluation reports reveal that there is a significant improvement in the availability of surface and groundwater, increase in productivity, vegetative cover, enhanced livelihood opportunities and household incomes in project areas.

As per information received from the States, since 2014-15, 7.09 lakh water harvesting structures were created/rejuvenated and an additional area of 15.17 lakh ha was brought under protective irrigation up to Q-3 of 2020-21.

21-Oct-2020: MOS Jal Shakti launched Mobile application for Geo tagging of the components of projects under Pradhan Mantri Krishi Sinchayee Yojana

Union Minister of State for Jal Shakti and Social Justice & Empowerment Sh. Rattan Lal Kataria, today launched a Mobile application for Geo tagging of the components of projects under Pradhan Mantri Krishi Sinchayee Yojana- Accelerated Irrigation Benefits Programme(PMKSY-AIBP) of the Department of WR, RD& GR under Ministry of Jal Shakti.

On the occasion of launch of the App through Video Conferencing from Panchkula, the Minister said that in 2016-17, the Union Govt, in consultation with States, prioritized Ninety-nine (99) ongoing Major/ Medium Irrigation (MMI) Projects in the country, for completion in phases under PMKSY-AIBP. The completion of these projects will ensure creation of additional irrigation potential of 34.64 lakh hectare all over the country which would result in protective irrigation and bring much desired rural prosperity. So far, out of 99 projects, 44 projects have been completed and 21.33 Lakh ha. of targeted irrigation potential has been achieved. Remaining projects are at various stages of completion.

The Minister said that in order to track the pace of work and actual status of the projects, the Ministry with the help of Bhaskaracharya National Institute of Space Applications & Geo-informatics (BISAG-N) has developed and launched the mobile application.

Sh. Kataria added that wherever possible, as a part of digital India campaign of the Union Govt led by  Prime Minister Sh. Narender Modi, advanced Technology and Latest techniques have been adopted in the monitoring of these projects for keeping a track of their progress and bottlenecks in the execution. In this regard, an online Management Information System (MIS) has been developed for time to time review of the progress of works in projects. The Remote Sensing techniques are also being used to assess the cropped area in the command area of the prioritized projects.

He further said that Mobile Application can be used by monitoring team/ project authorities to capture the image of project component along with other details such as location, type of canal/ structure, completion status, etc. and this captured information can be submitted by the user for geo-tagging on the GIS portal developed for this purpose. The mobile application can be operated in both online & offline mode depending on the network availability in the region.

The Minister said that launch of the app is a step forward in the efforts of the Ministry of Jal Shakti for realizing Hon’ble Prime Minister’s vision of “Doubling the Farmers Income”.

The Officers from the Ministry of Jal Shakti, Ministry of Electronics & Information Technology, Central Water Commission and Bhaskaracharya National Institute of Space Applications & Geo-informatics (BISAG-N) attended the event through VC from all over the country.

10-Jun-2020: Annual allotment of Rs. 4000 crore made to State Governments under ‘Per Drop More Crop’ component of PMKSY

Department of Agriculture Cooperation & Farmers’ Welfare is implementing ‘Per Drop More Crop’ component of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY- PDMC). The PMKSY- PDMC focuses on enhancing water use efficiency at farm level through Micro Irrigation technologies viz. Drip and Sprinkler irrigation systems. Drip micro irrigation technique not only helps in water saving but also in reducing fertilizer usage, labour expenses and other input costs.

For the current year, annual allotment of Rs. 4000 crore has already been allocated and conveyed to the State Governments.  The State Governments have identified the beneficiaries to be covered under the programme. Fund release to some of the States is already under process for the year 2020-21.

Further, Micro Irrigation Fund corpus of Rs. 5000 crore has been created with NABARD. The objective of the fund is to facilitate the states in mobilizing the resources for expanding coverage of Micro Irrigation by taking up special and innovative projects and also for incentivising micro irrigation beyond the provisions available under PMKSY-PDMC to encourage farmers to install micro irrigation systems. So far, Micro Irrigation Funds have been released to the states of Andhra Pradesh and Tamil Nadu for Rs. 616.14 crore and for Rs.478.79 crore, respectively through NABARD. The area covered under these projects is 1.021 lakh ha. in Andhra Pradesh and 1.76 lakh ha. in Tamil Nadu.

During the last five years (2015-16 to 2019-20), an area of 46.96 lakh ha. has been covered under Micro Irrigation through PMKSY-PDMC.

11-Feb-2020: Drip Irrigation

Per Drop More Crop component of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY-PDMC) is operational in the country from 2015-16. The PMKSY- PDMC focuses on enhancing water use efficiency at farm level through Micro Irrigation viz. Drip and Sprinkler irrigation.

The Government provides financial assistance @ 55% for small and marginal farmers and @ 45% for other farmers for installation of Drip and Sprinkler Irrigation systems. In addition, some States provide additional incentives/top up subsidy for encouraging farmers to adopt Micro Irrigation.

Wide publicity through press & print media, publication of leaflets/booklets, organization of workshops, exhibitions, farmer fairs, information on State/Government of India web portals etc. is being done.  Demonstrations have been setup  in 160 Krishi Vigyan Kendras (KVKs) for educating the farmers.

42.15 lakh ha (Drip 22.81 lakh ha & Sprinkler 19.34 lakh ha) has been covered under PMKSY-PDMC since 2015-16 till date.

7-Aug-2018: Revised MoA signed for Funding of Central Share of 99 Prioritized Irrigation Projects

A revised Memorandum of Agreement (MoA) has been signed yesterday amongst Govt. of India (through MoWR, RD & GR), NABARD and National Water Development Agency (NWDA) for funding of central share of 99 prioritized irrigation projects under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) through Long Term Irrigation Fund (LTIF).

It will enable this Ministry to release Central Assistance to prioritized projects under PMKSY as per the requirements from time to time.

During 2015-16 PMKSY was launched by the Central Government with an overarching vision to ensure access to some means of protective irrigation for all agricultural farms in the country, and to produce ‘per drop more crop’, thus bringing much desired rural prosperity.

Under PMKSY, 99 ongoing irrigation projects were identified for completion in mission mode by December, 2019. Total requirement of funds for completion of these projects was estimated at Rs. 77,595 crore (Rs. 48,546 crore for project works and Rs. 29,049 crore for Command Area Development works) with Central Assistance of Rs. 31,342 crore.

Subsequently, a tripartite Memorandum of Agreement (MoA) was signed on 06 September 2016, amongst Govt. of India (through MoWR, RD & GR), NABARD and NWDA for funding of Central Assistance in respect of these 99 irrigation projects through LTIF.

During 2016-17 and 2017-18, cumulative loan amount of Rs. 7863.60 crore has been availed from LTIF for funding these projects.

Now, Department of Economic Affairs, Ministry of Finance has modified certain existing mechanism of funding of these 99 projects under LTIF, with reference to source of funds, liability towards servicing of coupon on bonds, repayment pattern of loan and rate of interest on loan, etc. which has necessitated some revision in the earlier signed MoA.

23-Jan-2018: Central Assistance released Under PMKSY by Ministry of Water Resources

The Ministry of Water Resources, River Development and Ganga Rejuvenation during last week released Central Assistance (CA) of Rs. 246.9 crore for 9 prioritized projects under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) for Accelerated Irrigation Benefits Programme (AIBP) works and Rs. 487.80 crore for Command Area Development (CAD) works of 17 projects.

During 2017-18, so far, Central Assistance amounting to Rs. 1152.52 crore has been released for 26 priority projects under AIBP. Also, Rs. 3318.85 crore has been released as State share from NABARD for 24 priority projects under AIBP. For CAD works, CA amounting to Rs. 524.90 crore for 22 priority projects and Rs. 71.52 crore as State share has been released through NABARD.

Thus, total funds of Rs. 6047.15 crore have been leveraged under Long Term Irrigation Fund (LTIF) through NABARD during 2017-18 so far.

Further, Rs. 436 crore have been released under PMKSY- Har Khet Ko Pani (HKKP) for Surface Minor Irrigation (SMI) and Repair, Renovation and Restoration (RRR) schemes for various States.

2017

7-Apr-2017: MIS for monitoring PMKSY Projects

MIS for monitoring PMKSY projects was launched. The MIS will help in quick monitoring of PMKSY projects. Execution of 21 various PMKSY projects having irrigation potential of 5.22 Lakh hectare will be over by June this year. Another 33 projects will be over by 2017-18 (Potential Utilization of 12.95 Lakh Hectares) and the balance 45 projects have been identified to be completed by March, 2019 (Potential Utilization of 48.54 Lakh Ha.).

Issues in respect of many other projects which were at standstill such as Gosikhurd in Maharashtra have been streamlined and are getting back on track so as to meet the completion targets of March 2019.  This project is likely to create an irrigation potential of 2.50 lakh ha. Similarly, Polavaram Project has been put on a fast track when completed this project is likely to irrigate 2.9 lakh ha.  States like Maharashtra have undertaken innovative means such as installation of underground pressure pipelines to get over the difficulties of land acquisition for timely completion of these projects.

Under the new MIS, ProjectWise nodal officers have been nominated for regularly feeding the physical and financial progress of the projects. The MIS has been put in the public domain. Project wise/ Priority wise /State wise physical/financial details in tabular/graphical format are available in MIS. It has the feature of comparing the progress of the project on quarterly basis and also provides details of the constraints affecting the progress of the project.

The Ministry of Water Resources, River Development and Ganga Rejuvenation has taken up a programme for completion of 99 prioritized incomplete major and medium irrigation projects in the country under PMKSY. Total fund required for completion of all the 99 identified projects have been estimated at Rs.77595 crore (Rs.48546 crore for Project Works and Rs.29049 crore for Command Area Development works). The Central Assistance (CA) is estimated at Rs.31342 crore. The likely total potential utilization through these projects is estimated to be 76.03 lakh hectares.

During 2016-17, Central Assistance (CA) of Rs.3308 crore was released for projects under AIBP and Rs.854 crore for projects under CAD&WM. Further, an amount of Rs.3334 crore towards State share has been released through NABARD, for six States. In addition, an amount of Rs.2514 crore has been released for Polavaram project of Andhra Pradesh.
