1-Jun-2023: Union Minister For Jal Shakti, Shri Gajendra Singh Shekhawat Launches Unified Registration Portal For GOBARdhan
The Union Minister for Jal Shakti, Shri Gajendra Singh Shekhawat launched the Unified Registration Portal for GOBARdhan which will act as a one stop repository to assess investment and participation in Biogas/CBG sector at pan India level and more importantly streamline the process of setting up CBG/Biogas plants in India. Any government, cooperative or private entity operating or intending to setup a Biogas/CBG/Bio CNG plant in India can obtain a registration number by enrolling in this unified registration portal launched today. The registration number will enable availing of multitude of benefits and support from the Ministries & Departments of Government of India. States have been advised to get their CBG/Biogas plant operators registered on the portal on priority to avail existing and upcoming support from the Union Government.
Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) is a vital umbrella initiative of Government of India, based on the whole of Government approach and aims to convert waste to wealth towards promoting circular economy. Government of India intends to build a robust ecosystem for setting up Biogas/Compressed Biogas (CBG)/ Bio-Compressed Natural Gas (CNG) plants to drive sustainable economic growth and promote a circular economy. As the nodal department for GOBARdhan, Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti has developed this portal, which can be accessed at https://gobardhan.co.in. The launch was attended, in virtual mode, by Additional Chief Secretaries/Principal Secretaries (In charge of rural sanitation) of all States/UTs and representation of various central Ministries and Departments.
Addressing the gathering, the Union Minister for Jal Shakti, Shri. Gajendra Singh Shekhawat said that this Unified Registration Portal of GOBARdhan is a perfect example of Cooperative Federalism as the stakeholder Central Ministries, all line departments of Centre and States have come together in development and deployment of the portal. He stated, “Our visionary Prime Minister gave us the responsibility of ensuring ‘waste to wealth’ to which effect we launched the GOBARdhan initiative. With more than 650 GOBARdhan plants and this portal, we have made significant achievement in our waste to wealth generation journey”. The Union Minister further said that the portal will not only ensure Ease of Doing Business (EODB) but with aggregated data from all Ministries & Departments across Centre and States, the initiative will also attract greater investment from the private players. “I hope and urge everyone present here today that we must continue our concreted efforts to ensure faster pace and progress of outcomes – ‘gati aur pragati’ of the GOBARdhan initiative”, he added. Sh. Shekhawat highlighted that registering of new projects on the portal is a pre-requisite to avail any benefit/support of GoI schemes and programs (GOBARdhan related) and in that context he urged all private operators as well as Government stakeholders to register at the earliest on this Unified Registration Portal. Sh. Shekhawat concluded his address by congratulating all the Officers and stakeholders for all their efforts towards developing the portal.
Speaking on the occasion, Secretary, Department of Drinking Water and Sanitation, Ms. Vini Mahajan said that the Portal was the result of extensive consultative process among all stakeholder Ministries. She informed that the Portal was made live to all States, Ministries and Line Departments for dry run, to sort all technical issues. The CBG Producers Association was also made to test and explore the functioning of the portal. Ms. Mahajan added that the Portal displays information on both existing as well as proposed GOBARdhan projects and will be a valuable tool for investors as well as entrepreneurs of the sector.

He added that the portal is available in the public domain to ensure transparency as well as making data available for research and related purposes.

Waste to Energy Scheme of M/o New and Renewable Energy, SATAT (Sustainable Alternative Towards Affordable Transportation) scheme of M/o Petroleum and Natural Gas, SBM(G) Phase II of DDWS, Agri Infrastructure Fund (AIF) of Dept. of Agriculture Cooperation & Farmers Welfare and Animal Husbandry Infrastructure Development Fund (AHIDF) of Dept. of Animal Husbandry & Dairy. GOBARdhan is being implemented in partnership with State Governments and Private Sector including entrepreneurs, societies etc. Any plant/project producing CBG/Biogas (more than 10 cuM/day) and bio slurry as principal outputs is eligible to be under the ambit of GOBARdhan.
GOBARdhan initiative is envisioned to contribute significantly towards reaching India’s climate action goals particularly achieving net-zero emissions by 2070. With the highest livestock population in the world, India produces vast amounts of animal waste. CBG/Biogas sector can play a crucial role in India’s energy transition, ensuring energy security and affordability, enhancing entrepreneurship, providing rural employment, and boosting local economies. Transitioning to CBG/Biogas can contribute to job creation for semi-skilled and skilled labor in multiple areas viz. waste collection, operations, construction etc. It will benefit rural people in general and women in particular from the use of clean fuel, improved cleanliness in villages and consequent improvement in health outcomes (through decreased incidence of vector borne and respiratory diseases). Initiative will also augment nation’s efforts toward achieving the Sustainable Development Goals (SDGs) viz. SDG 3: Good Health and Wellbeing, SDG 6: Clean Water & Sanitation, SDG 7: Affordable & Clean energy, SDG 13: Climate Action; amongst others. Further, the initiative contributes significantly towards circular economy, and Govt. of India’s Mission LiFE.

23-Aug-2022: HPCL commences its first Cow dung to Compressed Biogas Project
In a transcending move towards green energy and commitment towards environmental stewardship, HPCL commenced its Cow dung to Compressed Biogas Project at Sanchore, Rajasthan. This will be HPCL’s first project under Waste to Energy portfolio. The plant is proposed to utilize 100 Tons per day of dung to produce biogas, which can be utilized as automotive fuel. The project is proposed to be commissioned in a year’s time.
The project’s ground breaking ceremony took place at Shree Godham Mahatirth Pathmeda Lok Punyarth Nyas, Village Pathmeda, Tehsil Sanchore District Jalore in Rajasthan which was attended by ED - Bio-fuel & Renewables, Shri Shuvendu Gupta and Senior officials from HPCL.
The project is being developed under GOBAR-Dhan scheme launched by Government of India in Apr’18 as a part of the Biodegradable Waste Management component under Swachh Bharat Mission (Grameen) to positively impact cleanliness and generate wealth and energy from cattle and organic waste.
15-Mar-2022: Procurement of Cow dung
Cow dung procurement from farmers is the responsibility of State Government. The States are implementing Schemes and programs in this regard. In addition, to supplement the efforts of State Government, the Ministry of Drinking Water & Sanitation, Government of India is implementing a multi-agency flagship programme named as GOBARDHAN project in order to promote use of organic fertilizer and fuel using animal dung and agriculture waste. National Dairy Development Board (NDDB) has established successful pilot model on manure value chain to harness the potential in cow dung in Mujkuva and Jakariyapura village of Anand district. NDDB is also working on large scale unique model in Varanasi Milk Union wherein electrical and thermal energy needs of dairy plants can be sufficed by dung based biogas plants. Besides, Banaskantha District Co-operative Milk Producers Union is also promoting cattle dung biogas plant by cooperative dairies/ entrepreneurs using cow dung and Agri-wastes. Under Animal Husbandry Infrastructure Development Fund and Dairy Infrastructure Development Fund, provision has been made to provide interest subvention for the projects which can convert cow dung and Agri- wastes into Compressed biogas and organic fertilizers.
30-Apr-2018: Swachh Bharat Mission launches GOBAR-DHAN to promote wealth and energy from waste
Union Minister for Drinking Water and Sanitation, Sushri Uma Bharti, launched the GOBAR (Galvanizing Organic Bio-Agro Resources - DHAN scheme at the National Dairy Research Institute (NDRI) Auditorium, Karnal in the presence of the Chief Minister of Haryana, Shri Manohar Lal Khattar. The scheme aims to positively impact village cleanliness and generate wealth and energy from cattle and organic waste. The scheme also aims at creating new rural livelihood opportunities and enhancing income for farmers and other rural people.
The Swachh Bharat Mission (Gramin) comprises two main components for creating clean villages – creating open defecation free (ODF) villages and managing solid and liquid waste in villages. With over 3.5 lakh villages, 374 districts and 16 States/UTs of the country being declared ODF, the stage is set for ODF-plus activities, including measures to enhance solid and liquid waste management. The GOBAR-DHAN scheme, with its focus on keeping villages clean, increasing the income of rural households, and generation of energy from cattle waste, is an important element of this ODF-plus strategy. The scheme envisages the implementation of 700 bio-gas units in different states of the country in 2018-19.
The guidelines of GOBAR-DHAN scheme were also launched which details of the scheme, implementation arrangements, financing provisions and roles and responsibilities of the Centre, State governments, districts and other stakeholders involved in implementation of the scheme. The IEC strategy for GOBAR-DHAN and successful case studies were also presented and field visits to bio-gas plants were also conducted after the launch. The launch was attended by sarpanches from the project villages, implementing agencies, officers from 14 states and district officers.
1-Feb-2018: Launch of Gobar-Dhan Scheme announced to improve lives of villagers
In an effort to make the villages open defecation free and improving the lives of villagers, the Finance Minister in his budget speech announced the launch of Galvanizing Organic Bio-Agro Resources Dhan (GOBAR-DHAN). The Minister added that this will manage and convert cattle dung and solid waste in farms to compost, bio-gas and bio-CNG.
The Finance Minister also announced that 187 projects have been sanctioned under Namami Gange Programme for infrastructure development, reverse surface cleaning, rural sanitation and other interventions at a cost of Rs.16, 713 crore. 47 projects have been completed and remaining projects are at various stages of execution. All 4465 Ganga Grams villages on the bank of river have been declared open defecation free.
To achieve the vision of an inclusive society, the Government has identified 115 aspirational districts taking various indices of development in consideration, aiming at improving the quality of life in these districts by investing in social services like health, education, nutrition, skill upgradation, financial inclusion and infrastructure like irrigation, rural electrification, potable drinking water and access to toilets at an accelerated pace and in a time bound manner. These 115 districts are expected to become model of development.
