22-Jun-2023: Pradhan Mantri Matsya Sampada Yojana Review Meeting for North Eastern Region

Fisheries sector plays an important role in the Indian economy. It contributes to the national income, exports, food and nutritional security as well as the employment generation. The sector provides livelihood for more than 2.8 crore fishers and fish farmers at primary level and several more along the fisheries value chain. It is also a major source of income for a large proportion of the country's economically disadvantaged population.

In order to consolidate the sectoral gains and sustain the rapid growth of the fisheries sector, the Government of India since 2014 has ushered in transformational changes/reforms through multi-pronged strategies and focused interventions in the areas of fish production and productivity, technology infusion, strengthening and modernization of infrastructure, boosting domestic consumption and exports, growth of entrepreneurship and employment etc. with welfare of fishers and fish farmers at the core. Pradhan Mantri Matsya Sampada Yojana (PMMSY) (2020-21 to 2024-25) was launched at an investment of Rs. 20,050 crore with the central government share of Rs 9407 crore.

Till date, under PMMSY, projects worth Rs 14,654.67 crore have been approved from 2020-21 to 2022-23. Nearly ~73% of the envisaged investment has been achieved so far. Similarly, against the total outlay of central share of Rs 9,407 crore, central share of Rs 6,140.82 crore has been approved from 2020-21 to 2022-23.

As PMMSY enters its fourth year of implementation, the Department plans to expedite the pace of implementation. For this, the Department has planned to conduct States/UTs’ review meetings under the Chairmanship of Shri Abhilaksh Likhi, OSD, DoF (GoI) from 21st to 24th June’23. The discussion in review meeting focusses around State Annual Action Plan 2023-24, utilisation of central funds, release of State share, SNA related issues and implementation strategy for categorised projects from 1st July 2023 to 31st March 2024.

The first review meeting in the series was held on 21st June with the North Eastern Region (NER). Concerned NER state fisheries’ officials attended the meeting and interacted with the senior officials of DoF (GoI). Development of fisheries at NER receives special attention from NitiAyog as well as Ministry of Development of North Eastern Region. Under PMMSY, project worth Rs 958.26 crore have been sanctioned with central share of Rs 525.28 crore (FY 2020-21 to FY 2022-23). The NER has achieved 72% of its total envisaged investment (Rs 1331 crore) and 68.39% of the allotted central share (Rs 768 crore). It is pertinent to note that no such specific allocation has been done for NER states before 2014. The sanctioned activities comprised of new ponds, integrated fish farming, ornamental fisheries, Biofloc, RAS, hatcheries, brood banks, feed mills, etc.

As per the meeting agenda, financial and physical progress was discussed. It was highlighted that all states should expedite grounding and implementation of approved activities/projects and ensure submission of Utilisation Certificates (UCs) for release of next instalment of funds. In addition, in order to fulfil SNA compliance, all states were urged to transfer the deficit amount from State treasury to SNA along with regular submission of important reports of Monthly Progress Report (MPR), PRAYAS and Direct Benefit Transfer (DBT).

States were informed that State Annual Action Plans have been reviewed by the Project Appraisal Committee (PAC) and projects have been moved for further action or revision. Further, States were appreciated for clearing 100% central liabilities for all projects approved in FY 20-21.States like Assam and Manipur were appreciated for their good physical progress and filling up beneficiaries information on MIS.

In order to facilitate access to institutional credit by fishermen and fish farmers for meeting their working capital requirements, the states were encouraged to mobilise beneficiaries for filling KCC applications.

The state officials put forth the on-ground issues and challenges for discussion and resolution while ensuring to constantly work on improving grounding of projects and exhibit promising improvements in due course of time.

16-May-2023: Under The Flagship Scheme PMMSY seven major Field Studies are being carried out by National Productivity Council

For giving fresh impetus to deliverables under the flagship Pradhan Mantri Matsya Sampada Yojana(PMMSY) seven major field studies are being carried out by the autonomous body, National Productivity Council (NPC). While speaking at an occasion held at NPC headquarters in New Delhi, to launch these interventions under PMMSY, Union Minister for Fisheries, Animal Husbandry and Dairying, Shri Parshottam Rupala said, “PMMSY has proved to be transformative in boosting the contribution of fisheries sector to country’s GDP. Innovative and proactive measures by the Government of India along with stakeholders is bringing about a new blue revolution. The new field studies by NPC would help the Department further strengthen its mechanisms of delivery.”

Union Minister informed that the major field studies would be undertaken in seven areas such as (i)Best practices in fish marketing system of Andhra Pradesh and dissemination through workshop; (ii) Agro-climatic zone-specific mapping of innovative fishing Practices for enhancing Production and Productivity in Upper Gangetic Plain Region; (iii) Design improvement in storage containers used in supply chain for inland and marine fishes by vendors; (iv) Improvement in fish marketing infrastructure of Ghazipur and Howrah fish markets; (v) Evaluation of RAS and Biofloc technologies and their dissemination through workshop; (vi) Strengthen monitoring mechanism of implementation of PMMSY and (vii) Assessment of post-harvest losses in inland and marine fisheries and to suggest measures to minimize these losses. NPC would complete the field studies in about nine months.

Shri Rupala further added that “while aiming at enhancing production and productivity, the PMMSY offers a wide range of activities for the benefit of fishers, fish farmers, youth, women, entrepreneurs etc. The Scheme has facilitated cluster development, economies of scale, enhancing competitiveness of fisheries sector, generation of higher incomes to the stakeholders, etc. While accelerating growth and expansion of the sector in an organized manner, the PMMSY has created a conducive environment for development of entrepreneurship and encourage private sector participation”.

Union Minister said that the Govt. has provided financial assistance under PMMSY to individual and groups engaged in fishing industry and to build critical infrastructure and supply chain to support the industry and PMMSY has received overwhelming responses from states/UTs and projects of value Rs. 14659.12 Crores have been approved by the Govt. till 31.03.2023.

PMMSY is being implemented by the Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying (FAHD), Government of India. PMMSY is a scheme to bring about Blue Revolution through sustainable and responsible development of fisheries sector in the country at an estimated investment of Rs. 20,050 crores. PMMSY is being implemented in all the States and Union Territories since FY 2020-21. It is designed to address critical gaps in the fisheries value chain from fish production, productivity and quality to technology, post-harvest infrastructure and marketing.

Speaking at the occasion, Sundeep Nayak, NPC Director General said that India was the second largest aqua-resources producing country and figured among the top fish exporting countries. About 17% of agricultural exports of India is from fish and fish products. The fisheries sector provides livelihood to more than 2.8 crores of fishers and fish farmers at the primary level and several more along the fisheries value chain. PMMSY offers a wide range of activities for the benefit of fishers, fish farmers, youth, women, entrepreneurs, etc. The scheme has facilitated cluster development, economies of scale, enhancing competitiveness of fisheries sector and generation of higher income for the stakeholders. Set up in 1958, the National Productivity Council (NPC) is an autonomous organization under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India. NPC has been entrusted with major field studies under PMMSY for boosting the value to the stakeholders from the scheme.

23-Dec-2022: Pradhan Mantri Matsya Sampada Yojana envisages insurance coverage to fishers

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India under Pradhan Mantri Matsya Sampada Yojana (PMMSY) implemented with effect from 2020-21 inter-alia provides insurance coverage to fishers which includes fish workers, fish farmers and any other categories of persons directly involved in fishing and fisheries related allied activities. The insurance coverage provided under the PMMSY includes (i) Rs.5,00,000/- against accidental death or permanent total disability, (ii) Rs.2,50,000/- for permanent partial disability and (iii) hospitalization expenses in the event of accident for a sum of Rs. 25,000/-.

Since, the existing and ongoing PMMSY is comprehensively catering to the needs of the personal insurance of fishers, fish workers, fish farmers and any other categories of persons directly involved in fishing and fisheries related allied activities, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India.

20-Dec-2022: Steps by Department of Fisheries to improve Inland fisheries and Aquaculture

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India under the ongoing Pradhan Mantri Matsya Sampada Yojana (PMMSY) has taken steps to intensify and diversify inland fisheries and aquaculture with focus on diversification of species, introduction of new species and peg the critical gaps in the demand and supply of quality brood and seed of cultivable species and species-specific feeds, Adequate number of brood banks, hatcheries, seed rearing units, specific pathogen free or resistant seed, genetically improved brood stock, and feed mills. As a result, Inland fisheries and aquaculture has contributed 74.59% of the total fish production of India during 2021-22. Further, the Department of Fisheries under PMMSY is also supporting exposure visits, training and capacity building programme of fish farmers and other stakeholders in modern technologies developed in fisheries and aquaculture viz Cage culture in Reservoir, pen culture in wetlands, Biofloc Technology, Re-circulatory Aquaculture System, Scaling up of Freshwater Prawn (Scampi) Culture, promotion of Inland Saline Aquaculture in potential area to improve farm practices for enhanced production.

10-Sep-2022: 2nd Anniversary of Pradhan Mantri Matsya Sampada Yojana (PMMSY) celebrated

Pradhan Mantri Matsya Sampada Yojana (PMMSY) accomplishes  its successful second anniversary today. To commemorate the auspicious day,  Department of Fisheries, Union Ministry of Fisheries, Animal Husbandry and Dairying, held an event in New Delhi today. The key objective of the event is to manifest the achievements and future action plans of the PMMSY flagship program.

Shri Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry was Chief Guest at the event. Dr. L. Murugan, Minister of State, FAHD and I&B, Shri Tarun Shridhar, Former Secretary, Ministry of Fisheries, Animal Husbandry and Dairying and Dr. S. Ayyappan,     Former Director General, Indian Council of Agricultural Research were Guests of Honour and Shri Jatindra Nath Swain, Secretary, Ministry of FAHD was also present.

About 300 fishers and fish farmers along with senior officials from States/UTs attended the celebration and shared their experiences and success stories. The event witnessed the  launch of Booklet on PMMSY & its achievements, Matsya Sampada: 3rd edition of DoF Newsletter, Tilapia Action Plan as a part of Export Diversification, Scampi Action Plan, National Seed Plan: 2022-2025 etc.

Union Minister Shri Rupala congratulated the Department of Fisheries and PMC team for ideating the event, publishing booklets and representing it in an interesting manner that captures the essence and amalgamation of achievements and future action plan.

Dr. L Murugan shared how the fishery sector is programmed for sectoral transformation in India from its independence to the present day and the ancient history of subsistence of the fishery sector as a crucial sector in India.

Shri Jatindra Nath Swain shared how to utilize the true potential of our reservoirs and natural resources by infusion of technology and public stocking and rejuvenation of water bodies by river and sea ranching programme. He addressed the fishery and fish farmers as the nucleus of PMMSY and congratulated them for their success in the fishery sector under the PMMSY scheme.

Shri Tarun Shridhar shared his experience regarding the introduction of the Shrimp revolution in the nation and shared valuable information pertinent to diversification in the fisheries sector. Dr. S. Ayappan stressed on the importance of technology and innovations and the usage of scientific practices in fish farming for bringing India to the top of the global map in terms of productivity. Dr. C Suvarna, Chief Executive, NFDB shared that the PMMSY scheme has well-structured implementation framework.   

The Government of India, as part of the ‘Atma Nirbhar Bharat’ package, introduced the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with investments to the tune of Rs. 20,050 crores, highest ever investment in the sector.

About PMMSY:

In the last two years, though Covid-19 has impacted the sector adversely, but the sector has managed to bounce back under the scheme by adopting a series of systematic approach.  Fisheries growth rate in last 2 years,  shows an impressive growth of 14.3% from 2019-20 to 2021-22. Further, fish production reached an all-time high of 141.64 lakh tons during 2019-20 to 161.87 lakh tons (provisional) during 2021-22.

Similarly in exports, we have achieved the all-time high exports of 13.64 lakh tonnes valuing Rs 57,587 crores (USD 7.76 bn) dominated by exports of shrimps. At present we are exporting to 123 countries.

For development of Inland fisheries, 20 integrated reservoir development projects have been undertaken by installing 20,622 cages. For adopting driving in technology to enhance productivity, 3117 RAS units and 2693 bio-floc units have been transposed as functional. Nearly 1600 ha area has been subsumed under saline and alkaline area development initiatives.

For development of Marine fisheries  276 deep sea fishing vessels have been approved and initiated for procurement. 10 marine hatcheries for providing quality seed to the farmers have been approved. Nearly 1556 nos. of cage going to be installed in sea have been sanctioned already.

So far PMMSY has supported 31.47 lakh farmers under insurance coverage from 22 state and 7 UTs and additional 6.77 lakh farmers have been covered for livelihood and nutritional support during lean/ban period.

Further, to help meet working capital and short-term credit requirements of the sector, the Government has extended the Kisan Credit Card (KCC) to Fishers, Fish Farmers, Self Help Groups (SHGs), Joint Liability Groups, Women Groups, etc. As on Jan 2022, a total of 6,35,783 applications have been submitted and an amount of Rs 1,04,179 Lakh has been sanctioned.

To strengthen the fisheries infrastructure and augment fish production, as of date a total of 19 fishing harbors and fish landing centers proposals have been approved to the tune of Rs. 912.03 crores. Through the PMMSY, it is envisaged that an estimated 68 lakh Employment will be generated by the end of 2024-25.

Earlier, Marine fish production dominated India’s total fish production. However, with adoption of science-based practices and technology in year 2019, 74% of fish production was contributed by inland fisheries and the rest 26% by marine fisheries.

In this scheme, Aquaculture promotion will be undertaken especially in the saline and alkaline areas of Northern India. Another key concern is Aquatic health management and focus is laid on the address of diseases, anti-biotic and residue issues which will be supported by an integrated laboratory network.

Background:

Prime Minister envisioned PMMSY as a tool of Atma Nirbhar Bharat towards the purpose of rural development by utilizing rural resources and boosting rural economy in a rapid way. PMMSY can be a key factor for augmenting livelihood of rural sector of the nation. The main motto of PMMSY is ‘Reform, Perform and Transform’ in the fisheries sector.

The reforms and initiatives in PMMSY scheme have been inculcated in core & trunk infrastructure development, modernization of Indian fisheries, especially the push for new fishing harbours/landing centres, modernisation and mechanization of traditional fishermen crafts-trawlers-deep sea going vessels, provision of post-harvest facilities to reduce post-harvest loss, cold chains facilities, clean and hygienic fish markets, two wheelers with ice boxes and many more. Fishermen are provided with insurance cover, financial assistance and a facility of Kisan Credit Card as well. PMMSY has set a way forward to enhance its utilization by invigorating rural economy.

The interventions in the scheme have been adequately developed to cater to multi-pronged aspects in terms of people, process and technology which are the 3 important pillars of continued growth and change. These 3 pillars comprise various aspects across the chain: sustainable production practices; adequate processing infrastructure creation; target marketing for end consumer; inclusive policies and ample regulatory frameworks for adoption.

To give right impetus to the state initiatives though technology adoption, optimal utilization of fisheries and capacity building, the Department has sanctioned proposals from different states for leveraging innovative technologies under Ministry’s flagship scheme of Pradhan Mantri Matsya Sampada Yojana (PMSSY).

19-Jul-2022: PMMSY provides livelihood and nutritional support for socio-economically backward active traditional fisher’s families

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) implemented by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India provides livelihood and Nutritional support for socio-economically backward active traditional fisher’s families during the fishing ban/lean period.

Under this activity, the Governmental financial assistance of Rs. 3000/- per annum is provided to each enrolled beneficiary and the enrolled beneficiary’s contribution is for Rs. 1500/- annually. Such accumulated amount of Rs. 4500/- is disbursed to each enrolled beneficiary by the respective State/UT at the rate of Rs. 1500/- per month during the fishing ban/lean period for three months annually. During last two years of implementation of PMMSY a total number of 8,12,195 have been provided the aforesaid livelihood and nutritional support at total cost of Rs. 360.99 crore with central assistance of Rs. 140.72 crore.

The Department through National Fisheries Development Board (NFDB) has initiated ‘Fish Market Price Information System’ (FMPIS) in year 2018, to capture and disseminate fish market prices of commercially important marine and inland fishes from selected wholesale and retail fish markets. At present, the real time fish price is captured from 88 retail & wholesale fish markets and are uploaded in FMPIS web portal. In addition, weekly, analytical reports are published in NFDB website and social media platforms for facilitating the public and fishers to know the fair price of fishes.

9-Jun-2022: Launch of Pradhan Mantri Matsya Sampada Yojna(PMMSY) Dashboard

Digital India is a flagship programme of the Government of India with the vision to transform the country into a digitally empowered society and knowledge economy. The programme covers multiple Government Ministries and Departments with the aim of building a culture of ‘good governance’ that functions on evidence-based decision making. It is in line with Prime Minister's vision to use technology as a means to empower and as a tool that bridges the distance between hope and opportunity. In view of the same, Shri Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry & Dairying launched the PMMSY MIS dashboard on 7th June 2022. The occasion was graced by Dr Sanjeev Kumar Balyan, Minister of State, Fisheries, Animal Husbandry & Dairying, Dr L Murugan, Minister of State, Fisheries, Animal Husbandry & Dairying and Information and Broadcasting, Shri J.N. Swain, Secretary, Department of Fisheries, Shri Atul Chaturvedi, Secretary, Ministry of Fisheries, Animal Husbandry and Dairying, Dr J Balaji, Joint Secretary (Marine Fisheries), Shri Sagar Mehra, Joint Secretary (Inland Fisheries) and other senior officials.

PMMSY scheme was launched in May 2020 with the highest ever investment of Rs. 20,050 crores for focussed and holistic development of the fisheries sector while ensuring socio-economic wellbeing of fishermen, fish farmers and other stakeholders. Till date a total project investment of Rs 7242.90 Crores (FY 2020-22) has been done under PMMSY. Keeping in view the vast scope of the PMMSY scheme with multitude locations and components and move towards digitalisation, it is imperative to put a Management Information System (MIS) in place for aggregating information on one platform. The PMMSY MIS dashboard aims at (i) effective monitoring of the PMMSY scheme activities and their progress in all participating States/UTs (ii) strategically utilising the information for informed decision making. PMMSY MIS application aggregates the data from all participating states/UTs, analyses the data and projects the data in form of a dashboard for sectoral insights. Key performance parameters are used for projecting overall performance at national and State/UT levels, thus highlighting specific achievements and gaps.

With the realisation of this strategic technological initiative, Union Minister of Fisheries, Animal Husbandry & Dairying congratulated and appreciated the efforts of the department officials and the technical team from the PMMSY – PMC (Project Management Consultant).

As the data is fed into the MIS system at district level by each participating States/UT, the platform is a true indicator of the PMMSY scheme progress. The information is further used for coordination, gap analysis and requirement to take corrective actions. With many other technological development activities in pipeline for MIS dashboard improvement, the Department of Fisheries and PMC team has been simultaneously making efforts for on boarding of all the states/UTs through hands-on training on the platform and creating awareness.

22-Mar-2022: Breakwater Fishing Harbour

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), inter-alia, provides financial assistance to the State Governments and Union Territories (UTs) for the development of fishing harbours and fish landing centres. Under PMMSY, the central financial assistance upto 60% of project cost to the State Governments and 100% for UTs is provided for the development of fishing harbours and fish landing centres. Besides, the Government of India meets the entire cost for modernization of fishing harbours exclusively owned by the Central Government. Further, in order to address the infrastructure requirements of fisheries sector, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying during 2018-19 created the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) with a total fund size of Rs 7522.48 crore. Under FIDF, concessional finance is provided to State Governments and their entities including private sector for development of fisheries infrastructure including fishing harbours and fish landing centres. The PMMSY provides for suitable linkages and convergence with the “Sagarmala” scheme of the Ministry of Ports, Shipping and Waterways. No proposal has been received from Tamil Nadu Government for establishing a mini breakwater fishing harbour.

22-Mar-2022: Modernising Fishing Harbours

The Visakhapatnam Port Trust under Ministry of Ports, Shipping and Waterways, Government of India has finalized the Detailed Project Report for Modernisation of Fishing harbour at Vishakhapatnam at an estimated cost of Rs.152.81 crore under Central Sector in convergence with Pradhan Mantri Matsya Sampada Yojana (PMMSY) of Department of Fisheries, Government of India and Sagarmala scheme of Ministry of Ports, Shipping and Waterways, Government of India.

Setting up of fishing harbours depends on several factors such as assessed need, availability of land, project feasibility, receipt of complete project proposal from the State Governments, etc. The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying under the PMMSY, inter-alia, provides financial assistance to the State Governments and Union Territories (UTs) for the development of fishing harbours and fish landing centres. Under PMMSY, the central financial assistance upto 60% of project cost to the State Governments and 100% for UTs is provided under the Centrally Sponsored Scheme component for the development of fishing harbours and fish landing centres. Besides, the Government of India meets the entire cost under Central Sector for modernization of fishing harbours exclusively owned by the Central Government. The PMMSY also provides for suitable linkages and convergence with the “Sagarmala” scheme of the Ministry of Ports, Shipping and Waterways. Further, in order to address the infrastructure requirements of fisheries sector, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying during 2018-19 created the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) with a total fund size of Rs 7522.48 crore. Under FIDF, concessional finance is provided to State Governments and their entities including private sector for development of fisheries infrastructure including fishing harbours and fish landing centres. States including Andhra Pradesh are availing assistance under the above schemes for establishing fishing harbours.

15-Mar-2022: Weather-Based Index Insurance Scheme

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing a flagship scheme namely Pradhan Mantri Matsya Sampada Yojana (PMMSY) with a highest ever investment of Rs. 20,050 crore for a period of 5 years with effect from 2020-21 to 2024- 25 in all the States/Union Territories. PMMSY inter-alia provides livelihood and nutritional support for socio-economically backward active traditional fisher’s families during the fishing ban/lean period under which Governmental financial assistance of Rs. 3000/- per annum is provided to each enrolled beneficiary along with beneficiary contribution of Rs. 1500/- annually. Further, such accumulated amount of Rs. 4500/- is disbursed to each enrolled beneficiary by the respective State/UT at the rate of Rs. 1500/- per month during the fishing ban/lean period for three months annually.

PMMSY also provides support for insurance to fishers and insurance premium subvention for fishing vessels under its Centrally Sponsored scheme component. Insurance coverage for fishers includes (i) Rs.5,00,000/- against accidental death or permanent total disability, (ii) Rs.2,50,000/- for permanent partial disability and (iii) insurance coverage for hospitalization expenses in the event of accident for a sum of Rs. 25,000/-. The Department of Fisheries has no proposal for providing weather-based index insurance scheme to cover the loss suffered by the fishermen due to adverse climatic changes. The draft National Fisheries Policy recommends for insurance of life, craft and gear and other assets of fishers from the vagaries of nature.

15-Mar-2022: Promotion of Seaweed Cultivation

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India has been focusing on progressive growth of the seaweed sector. In this regard, financial assistances provided for culture rafts and monolines/tubenets along with inputs at a unit costs Rs 1500 and Rs 8000 respectively for seaweed cultivation under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) which is being implemented w.e.f. Financial year (FY) 2020-21. Projects with total cost of Rs. 6258.085 lakh with central share of Rs. 2089.175 lakh have been approved under PMMSY during FY 2020-21 and FY 2021-22 (till date) for various States/Union Territories (UT) and R&D institutions.

A proposal for establishment of Seaweed Park in Tamil Nadu has been received for assistance under PMMSY. So far, no proposal has been received regarding establishment of Seaweed Park in Odisha.

7-Dec-2021: Beneficiaries of Pradhan Mantri Matsya Sampada Yojana

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry & Dairying is implementing a flagship scheme Pradhan Mantri Matsya Sampada Yojana (PMMSY)- with the objectives of bringing about sustainable and responsible development of fisheries sector in India for a period of five years with effect from the financial year 2020-21 to FY 2024-25 in all States/Union Territories(UTs). The scheme intends to address the critical gaps in fish production and productivity & quality, in the technology being used in post-harvest infrastructure and management, in modernisation and strengthening of value chain, and in establishing a robust fisheries management framework and fishers’ welfare.

Implementation of the PMMSY commenced during middle of 2020-21. Under PMMSY during 2020-21 to 2021-22 Department of Fisheries has accorded approval of project proposals to the tune of Rs. 5336.96 crores with a central share of Rs. 1823.5 crores to States/UTs and other implementing agencies. An amount of Rs. 1700 crore has been allocated during 2020-21 (RE) and 2021-22 (BE) under PMMSY. An amount of Rs. 1223.96 crore has been released to various States/UTs and other implementing agencies from 2020-21 to 2021-22 (till date).

The cumulative number of beneficiaries covered during 2020-21 and current financial year under Pradhan Mantri Matsya Sampada Yojana is 942761.

PMMSY inter alia focuses on enhancing fish production and productivity by harnessing the unrealized potential of public ponds, reservoirs and such other water bodies in Inland fisheries sector, by developing aquaculture and mariculture through expansion, intensification, diversification & technological infusion such as cage culture, RAS & Biofloc, by making available quality inputs such as seed & feed through development of brood banks, hatcheries & feed mills and by setting up a aquatic animal health management system. The scheme also aims to improve value addition through development of standards for sustainability and traceability in fisheries sector, through development of a robust post-harvest infrastructure and management, modernization and strengthening of the marketing infrastructure, through enhancement of export competitiveness of fisheries products and through establishing a robust fisheries management and regulatory framework.

3-Dec-2021: Pradhan Mantri Matsya Sampada Yojana

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing a flagship scheme namely “Pradhan Mantri Matsya Sampada Yojana (PMMSY)” with highest ever estimate investment of ₹20050 crore in fisheries sector for a period of 5 years with effect from the financial year 2020-21. The objectives of the PMMSY are: (i) Harnessing of fisheries potential in a sustainable, responsible, inclusive and equitable manner, (ii) Enhancing of fish production and productivity through expansion, intensification, diversification and productive utilization of land and water, (iii) Modernizing and strengthening of value chain - post-harvest management and quality improvement, (iv) Doubling fishers and fish farmers' incomes and generation of employment, (v) Enhancing contribution to Agriculture Gross Value Added (GVA) and exports, (vi) Social, physical and economic security for fishers and fish farmers and (vii) Robust fisheries management and regulatory framework.

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has taken several steps for protection of aquatic ecological system; they include imposing of uniform fishing ban in the Indian Exclusive Economic Zone (EEZ) beyond territorial waters in East and West Coasts for a period of 61 days annually, ban on destructive fishing methods, discouraging juvenile fishing, promotion of river and sea ranching, diversification of fisheries activities, use of by-catch and juvenile fish excluders, turtle exclusion devices, providing need-based support to States/UTs for formulation and implementation of fisheries management plans, promotion of deep sea fishing and measures to protect the aquatic ecology.

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying during the last financial year 2020-21 and current year 2021-22 accorded approval to the proposals of the Government of Odisha at a total cost of Rs. 440.56 crore under PMMSY for development of fisheries and aquaculture sector in the State.

30-Sep-2020:  2nd Edition of newsletter “Matsya Sampada” along with a comprehensive Beneficiary Booklet on PMMSY launched

The Union Minister of Fisheries, Animal Husbandry and Dairying, Shri Giriraj Singh today released the 2nd edition of the newsletter “Matsya Sampada” and a Beneficiary Booklet on Pradhan Mantri Matsya Sampada Yojana (PMMSY) which provides a comprehensive outline of the different components/activities of the PMMSY scheme and modalities of submission of the proposals, which would be a valuable resource for fishermen and other stakeholders in the sector. Shri Giriraj Singh expressed confidence that this “Beneficiary Booklet of the PMMSY” will act as an all-inclusive guide to all the beneficiaries and stakeholders in assisting them in knowing the modalities of availing the benefits from the PMMSY and also serve as an indispensable tool to the beneficiaries in knowing about different activities of the PMMSY.

PMMSY aims to enhance fish production to 220 lakh tons by 2024-25. This is a media outreach plan of the Department of Fisheries to reach out to fishermen and fish farmers of India. Shri Giriraj Singh reiterated that the ambitious scheme will result in doubling export earnings to Rs.1,00,000 crores and generate about 55 lakhs direct and indirect employment opportunities in fisheries sector over a period of next five years.

10-Sep-2020: Prime Minister launches PM Matsya Sampada Yojana, e-Gopala App & several initiatives in Bihar

Prime Minister Shri Narendra Modi launched PM Matsya Sampada Yojana, e-Gopala App & several initiatives linked to studies and research in fisheries production, dairy, animal husbandry and agriculture in Bihar through video conferencing.

Speaking on the occasion, PM said the motive behind all these schemes launched today is to empower our villages and make India Self-Reliant (Aatmanirbhar Bharat) in the 21st Century.

The Prime Minister said the Matsya Sampada Yojana is also being launched with the same motive. He said it is being launched in 21 States of the country with an investment of Rs 20,000 Crores which would be spent in the next 4-5 Years. Out of this, projects worth Rs 1700 crores are being launched today.

Under this scheme he said that many facilities have been inaugurated in Patna, Purnia, Sitamarhi, Madhepura, Kishanganj and Samastipur.

The Prime Minister said the scheme provides for new infrastructure, modern equipment and access to new markets to the fish producers, along with increased opportunities for through farming as well as other means.

He said this is the first time after independence, that such a major scheme has been launched in the country for the fisheries sector.

Shri Modi said keeping in mind the importance of the sector and in order to exclusively deal with various issues concerning fisheries a separate Ministry has been created in the Government of India. This will facilitate our fishermen and colleagues related to fish farming and sale.

The goal is also to double fish exports in the coming 3-4 years. This will create millions of new employment opportunities only in the fisheries sector. After interacting with my friends in the sector today, I my confidence increased further.

PM said that much of the fish farming depends on the availability of clear water and the Mission Clean Ganga will further help. He added the fisheries sector is also set to benefit from the work being done on river transport in the areas around Ganga river. The mission Dolphin announced on August 15 this year will also have its impact on the fisheries sector.

The PM lauded the work done by the Government of Bihar in provided safe drinking water r supply to every household. He said that in 4-5 years only 2% houses in Bihar were linked to Water Supply connections and that now more than 70 percent households in Bihar are connected with the supply of clean drinking water. Prime Minister said the efforts of Bihar Government are now getting further support to Jal Jeevan Mission of Govt of India.

He said that even in this time of Corona, about 60 lakh houses in Bihar have been ensured to get water from the tap and this is a really big achievement. He cited this as an example of how the work in our villages continued during the crisis, when almost everything in the country was stopped. He said that it is the strength of our villages that despite the corona, grains, fruits, vegetables and milk continued to come to the mandis, to the dairies without any shortage.

Not only this, the dairy industry has also made record purchases despite this difficult situation. He informed that the PM Kisan Samman Nidhi has also directly transferred money to the bank accounts of more than 10 crore farmers of the country, especially about 75 lakh farmers in Bihar.

He said this work is also praiseworthy because Bihar has also faced floods bravely along with the corona. He said that both the state government and the central government has taken efforts to complete the relief work at a fast pace.

He stressed the benefits of the scheme of free ration and the Pradhan Mantri Garib Kalyan Rojgar Abhiyan to reach every needy fellow of Bihar and every migrant family that returned from outside. He said hence the scheme of free ration has been extended to Deepawali and Chhath Puja after June.

PM said that many of the workers who have returned from the cities due to the Corona crisis are moving towards animal husbandry and they are getting support from many schemes of the Central Government and the Government of Bihar. He said that the Government is constantly making efforts to expand the country's dairy sector like making new products, new innovations, so that the farmers and cattle breeders get more income. Along with this, the focus is to improve the quality of livestock in the country, to maintain their cleanliness and health and access to nutritious food. With this goal, the PM said that a free vaccination campaign is launched today to vaccinate more than 50 crore livestock from the foot and mouth disease and brucellosis. Provisions have also been made under different schemes for better fodder to animals.

He added that Mission Gokul is underway to develop better indigenous breeds in the country. A countrywide artificial insemination program was started a year ago, Phase I has completed today.

The Prime Minister said Bihar is now becoming a major center for the development of quality indigenous breeds. Bihar is going to be strengthened in the dairy sector due to the modern facilities built in Purnia, Patna and Barauni under the National Gokul Mission today. The center built in Purnia is one of the largest centers in India. This will greatly benefit not only Bihar but a large part of eastern India. He added that this center will also give a further boost to the development and conservation of indigenous breeds of Bihar like 'Bachhaur' and 'Red Purnia'.

The Prime Minister said that usually a cow gives birth to one child in a year. But with the help of IVF technology, many calves are possible in a year. Our goal is to reach every village with this technology. He said that along with the good breed of animals, the correct scientific information about their care is also equally important. The e-Gopala app launched today will be an online digital medium that will help the farmers to choose better quality livestock and get freedom from middlemen. This app will give all the information related to cattle care, from productivity, to its health and diet. He added when this work is completed, inserting the animal Aadhaar number in the e-GOPALA app will give all the information related to that animal easily. This will make it easier for cattle owners to buy and sell animals.

The Prime Minister said it is necessary to adopt scientific methods and build modern infrastructure in the village to develop sectors like agriculture, animal husbandry and fisheries rapidly. Bihar has been an important center for education and research related to agriculture.

He said that very few people know that Pusa Institute in Delhi refers to Pusa town near Samastipur in Bihar. During the time of colonial rule itself, a national level Agricultural Research Center was set up at Pusa in Samastipur. He praised visionary leaders like Dr. Rajendra Prasad and Jananayak Karpoori Thakur for carrying this tradition forward after independence.

Taking inspiration from these efforts, the Prime Minister said that in 2016 Dr. Rajendra Prasad University of Agriculture was recognized as a Central University. After this, Courses were expanded extensively in the university and in the colleges affiliated to it. He said taking this further, a new building of the School of Agri-Business and Rural Management has been inaugurated. In addition, new hostels, stadiums and guest houses have also been laid.

Considering the modern needs of the agricultural sector, 3 Central Agricultural Universities are set up in the country compared to only one 5-6 years ago. In the Bihar Mahatma Gandhi Research Center was inaugurated to save farming from the floods that come in Bihar every year. Similarly, the Regional Research and Training Center for Fish in Motipur, the Animal Husbandry and Dairy Development Center at Motihari and many such institutes were started to connect agriculture with science and technology.

The Prime Minister said that clusters of food processing industries and research centres should be set up near villages and with that we can achieve the motto of Jai Kisan, Jai Vigyan and Jai Anusandhan.

The Prime Minister said that the Central Government has set up a Rs 1 Lakh Crore Agriculture Infrastructure Development Fund for creating special infrastructure and providing support to FPOs, Cooperative Groups to develop storage, cold storage and other facilities.

Even Women’s SHGs are getting good support and the support has increased 32 times in the last 6 years.

Shri Narendra Modi said that efforts are being made to rope in all villages in the country as engines of growth and helping them make India Self-Reliant.

9-Sep-2020: PM to launch Pradhan Mantri Matsya Sampada Yojana on 10th September

Prime Minister Shri Narendra Modi will digitally launch the Pradhan Mantri Matsya Sampada Yojana (PMMSY) on 10th September. Prime Minister will also launch e-Gopala App, a comprehensive breed improvement marketplace and information portal for direct use of farmers. Several other initiatives in the fisheries and animal husbandry sectors in Bihar will also be launched by the Prime Minister on the occasion.


The Governor and Chief Minister of Bihar, along with Union Minister and MoS for Fisheries, Animal Husbandry & Dairying, will also be present on the occasion.

Pradhan Mantri Matsya Sampada Yojana

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme for focused and sustainable development of fisheries sector in the country with an estimated investment of Rs. 20,050 crores for its implementation during a period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories, as a part of Aatmanirbhar Bharat Package. The investment of Rs. 20,050 crores under PMMSY is the highest ever in the fisheries sector. Out of this, an investment of about Rs 12340 crores is proposed for beneficiary-oriented activities in Marine, Inland fisheries and Aquaculture and about Rs 7710 crores investment for Fisheries Infrastructure.

PMMSY aims at enhancing fish production by an additional 70 lakh tonne by 2024-25, increasing fisheries export earnings to Rs.1,00,000 crore by 2024-25, doubling of incomes of fishers and fish farmers, reducing post-harvest losses from 20-25% to about 10% and generation of additional 55 lakhs direct and indirect gainful employment opportunities in fisheries sector and allied activities.

PMMSY is designed to address critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure and management, modernization and strengthening of value chain, traceability, establishing a robust fisheries management framework and fishers’ welfare. While aiming to consolidate the achievements of  Blue Revolution Scheme, PMMSY envisages many new interventions such as fishing vessel insurance, support for new/up-gradation of fishing vessels/boats, Bio-toilets,  Aquaculture in saline/alkaline areas, Sagar Mitras, FFPOs/Cs,  Nucleus Breeding Centres, Fisheries and Aquaculture start-ups, Incubators, Integrated Aqua parks, Integrated coastal fishing villages development, Aquatic Laboratories Network and Extension Services, Traceability, Certification and Accreditation, RAS, Biofloc & Cage Culture, E-Trading/Marketing, Fisheries Management Plans, etc.

PMMSY scheme primarily focuses on adopting ‘Cluster or Area based approaches’ and creation of Fisheries clusters through backward and forward linkages. Special focus will be given for employment generation activities such as seaweed and ornamental fish cultivation. It emphasizes on interventions for quality brood, seed and feed, special focus on species diversification, critical infrastructure, marketing networks etc.

As of now, under PMMSY the Department of Fisheries has approved Rs 1723 crores worth of proposals for 21 States/UTs in phase-I. Priority has been accorded for income generating activities under PMMSY.

PMMSY in Bihar envisages an investment of Rs.1390 crore with Central Share of Rs. 535 crore and the additional fish production target pegged at 3 lakh tons. During the current financial year (2020-21), Government of India has sanctioned the proposal of Government of Bihar at a total project cost of Rs.107.00 crore for  major components like establishment of Re-circulatory Aquaculture System (RAS), construction of Biofloc ponds for aquaculture, finfish hatcheries, construction of new ponds for aquaculture, Ornamental fish culture units, installation of Cages in reservoirs/wetlands, Ice plants, refrigerated vehicles, motor cycle with ice box, three wheeler with ice box, cycle with ice box, fish feed plants, extension and support services (Matsya Seva Kendra), establishment of a Brood Bank, etc.

Other inaugurations related to Fisheries sector

Prime Minister will announce the establishment of Fish Brood Bank at Sitamarhi, and of Aquatic Disease Referral Laboratory at Kishanganj, for which assistance has been provided under PMMSY. These facilities will help in enhancing production and productivity of fish by ensuring timely availability of quality and affordable fish seed for the fish farmers and address the need for disease diagnosis as well as water and soil testing facilities.

He will inaugurate one-unit fish feed mill at Madhepura and two units of ‘Fish on Wheels’ assisted at Patna under Blue Revolution. He will also interact with the beneficiaries on the occasion.

Prime Minister will also inaugurate the Comprehensive Fish Production Technology Centre at Dr. Rajendra Prasad Central Agricultural University, Pusa, Bihar. The Center, with facilities for Seed production technology and demonstration unit technology for fish, referral laboratory and diagnostic testing, will facilitate in boosting fish production and assist in capacity building of fish farmers.

e-Gopala App: e-Gopala App is a comprehensive breed improvement marketplace and information portal for direct use of farmers. At present no digital platform is available in the country for farmers managing livestock including buying and selling of disease free germplasm in all forms (semen, embryos, etc.); availability of quality breeding services (Artificial Insemination, veterinary first aid, vaccination, treatment etc.) and guiding farmers for animal nutrition, treatment of animals using appropriate ayurvedic medicine/ethno veterinary medicine. There is no mechanism to send alerts (on due date for vaccination, pregnancy diagnosis, calving etc.) and inform farmers about various government schemes and campaigns in the area. The e-Gopala App will provide solutions to farmers on all these aspects.

Other inaugurations related to Animal Husbandry sector: Prime Minister will inaugurate Semen Station with state of the art facilities, which has been established under Rashtriya Gokul Mission in Purnea, Bihar with an investment of Rs 84.27 crores on 75 acres of land made available by the State Government of Bihar. This is one of the largest semen stations in the government sector with production capacity of 50 lakh semen doses per annum. This Semen Station will also give new dimension to development and conservation of indigenous breeds of Bihar and meet demand of semen doses of eastern and north eastern States.

Prime Minister will inaugurate IVF lab established at Animal Sciences University, Patna under Rashtriya Gokul Mission. A total of 30 ETT and IVF laboratories are being set up across the country through 100% grant in aid. These labs are crucial for propagating elite animals of indigenous breeds and thereby enhancing milk production and productivity manifold.

Prime Minister will also launch use of sex sorted semen in artificial insemination under Rashtriya Gokul Mission by Baroni Milk Union in Begusarai district of Bihar. Through use of sex sorted semen in AI, only female calves can be produced (with more than 90% accuracy). This will help double the growth rate of milk production in the country. Prime Minister will also launch a demonstration of IVF technology at farmer's doorstep. This will propagate the technology for multiplication of high yielding animals at a faster rate as through use of technology they can give birth to 20 calves in a year.

26-May-2020: Pradhan Mantri Matsya Sampada Yojana (PMMSY) aims to enhance fish production to 220 LMT with an investment of over Rs.20,000 crores in next five years

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) aims to enhance fish production to 220 lakh metric tons by 2024-25 from 137.58 lakh metric tons in 2018-19 at an average annual growth rate of about 9%. The Union Minister for Fisheries, Animal Husbandry and Dairying, Shri Giriraj Singh, today said the ambitious scheme will result in doubling export earnings to Rs.1,00,000 crore and generate about 55 lakhs direct and indirect employment opportunities in fisheries sector over a period of next five years. Dedicating the PMMSY to fishers, fish farmers, fish workers, fish vendors and other stakeholders associated with the fisheries sector, Shri Giriraj Singh said that insurance coverage for fishing vessels is being introduced for the first time.

Addressing a press conference on the “PMMSY - A scheme to bring about Blue Revolution through sustainable and responsible development of fisheries sector in India”, approved by the Union Cabinet chaired by the Prime Minister Shri Narendra Modi on 20th May, 2020, Shri Giriraj Singh said that the scheme envisages an estimated investment of Rs. 20,050 crores comprising Central share of Rs. 9,407 crore, State share of Rs 4,880 crore and Beneficiaries contribution of Rs. 5,763 crore. He added that the PMMSY will be implemented over a period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories.

Shri Giriraj Singh said that under the PMMSY thrust will be given towards enhancement of fish production and productivity, quality, sustainability, technology infusion, post-harvest infrastructure, modernisation and strengthening of value chain, standards and traceability in fisheries sector from ‘catch to consumer’, establishing a robust fisheries management framework, fishers’ welfare, enhancement of fisheries export competitiveness.  He further mentioned that PMMSY will create a conducive environment for private sector participation, development of entrepreneurship, business models, promotion of ease of doing business, innovations and innovative project activities including start-ups, incubators etc. in fisheries sector.  The Minister further mentioned that PMMSY being a fisher centric umbrella scheme, fishers, fish farmers, fish workers and fish vendors are the key stakeholders in the developmental activities envisaged and enhancement of their socio-economic status is one the core objectives of this scheme.

The Fisheries Minister said that about 42% of the total estimated investment of the PMMSY is earmarked for creation and upgradation of fisheries infrastructure facilities. Focus areas include Fishing Harbours and Landing Centers, Post-harvest and Cold Chain Infrastructure, Fish Markets and Marketing Infrastructure, Integrated Modern Coastal Fishing Villages and Development of Deep-sea Fishing. Besides creating critical fisheries infrastructure by attracting private investments in fisheries sector, the scheme plans to reduce post-harvest losses from the present high of 25% to about 10% by modernizing and strengthening value chain. Under the Swath Sagar plan, activities envisaged with a view to modernize the fisheries sector include promotion of Bio-toilets, Insurance coverage for fishing vessels, Fisheries Management Plans, E-Trading/Marketing, Fishers and resources survey and creation of National IT-based databases.

Underlining the need to enhance domestic fish consumption with corresponding health benefits, the Minister said that the Government will register “Sagar Mitra” and encourage formation of Fish Farmers Producer Organizations (FFPOs) to help achieve the PMMSY goals. Youth will be engaged in fisheries extension by creation of 3477 Sagar Mitras in coastal fisher villages. Large number of Fisheries Extension Services Centers will be set up in private space to create job opportunities to young professionals.

The scheme will also focus on several new activities and areas such as Traceability, Certification and Accreditation, Aquaculture in saline/alkaline areas, Genetic improvement programmes and Nucleus Breeding Centres, Fisheries and Aquaculture start-ups, promotional activities for fish consumption, branding, GI in fish, Integrated Aqua parks, Integrated coastal fishing villages development, State-of-art wholesale fish markets, Aquatic Referral Laboratories, Aquaculture Extension Services, Biofloc, support for new/upgradation of fishing boats, disease diagnostic and quality testing labs, Organic Aquaculture Promotion and Certification and Potential Fishing Zone (PFZ) devices.

Shri Giriraj Singh said that the PMMSY provides thrust for infusing new and emerging technologies like Re-circulatory Aquaculture Systems, Biofloc, Aquaponics, Cage Cultivation etc. to enhance production and productivity, productive utilization of wastelands and water for Aquaculture. He added that some activities like Mariculture, Seaweed cultivation and Ornamental Fisheries having potential to generate huge employment especially for rural women will be promoted.

Stressing on attaining self-sufficiency in availability of quality seed at affordable price, Shri Giriraj Singh said that the scheme will result in increasing aquaculture average productivity to 5 tons per hectare from the current national average of 3 tons per hectare. This will be achieved through promotion of high value species, establishing a national network of Brood Banks for all commercially important species, Genetic improvement and establishing Nucleus Breeding Centers for self-reliance in Shrimp Brood stock, accreditation of Brood banks, Hatcheries, Farms and also addressing diseases, antibiotics and residues issues, aquatic health management. These steps are likely to ensure quality, higher productivity, improve export competitiveness and fetch higher prices to fishers and farmers.

Constituting about 7.73% of the global fish production and export earnings of Rs.46,589 Crores (2018-19), India today has attained the status of the second largest aquaculture and 4th largest fish exporting nation in the world. Shri Giriraj Singh that the country has high potentiality to attain the 1st highest fishing producing and exporting nation in the world in the coming years, and his Ministry is committed to take the fisheries sector to newer heights. The Minister said that the Fisheries sector has shown an impressive growth in terms of fish production and export earnings during the past five years. The sector recorded an Average Annual Growth Rate of 10.88% during 2014-15 to 2018-19, 7.53% average annual growth in fish production and 9.71% average annual growth in export earnings, with 18% share in agricultural exports. He further added that the Gross Value Added (GVA) of Fisheries sector in the national economy during 2018-19 stood at Rs 2,12,915 crores which constituted 1.24% of the total National GVA and 7.28% share of Agricultural GVA.

Foreseeing the huge scope for development of fisheries, the Prime Minister Shri Narendra Modi, in December, 2014, had called for “a revolution” in the Fisheries sector and named it as “Blue Revolution”. The Union Government has taken several initiatives to harness the potential of the Fisheries sector in a sustainable and responsible manner towards ushering the Blue Revolution in Fisheries as envisioned by the Prime Minister. Some of the major reforms and steps taken by the Union Government include (i) Creation of a separate Ministry of Fisheries, Animal Husbandry and Dairying in the Union Government, (ii) Setting up a new and dedicated Department of Fisheries with independent administrative structure, (iii) Implementation of the Centrally Sponsored Scheme on Blue Revolution: Integrated Development and Management of Fisheries during the period 2015-16 to 2019-20 with a central outlay of Rs. 3,000 crore, (iv) Creation of Fisheries and Aquaculture Infrastructure Development Fund (FIDF) during 2018-19 with a fund size of Rs. 7,522.48 crore, and (v) Launching of PMMSY with an investment of Rs. 20,050 crore, the scheme with highest ever investment for fisheries sector.

The Ministers of State for Fisheries, Animal Husbandry and Dairying, Shri Sanjiv Kumar Baliyan and Shri Pratap Chandra Sarangi, and Secretary, Department of Fisheries, Dr. Rajeev Ranjan, were present during the press conference. On the occasion, the dignitaries released a booklet on the PMMSY.

20-May-2020: Cabinet approves Pradhan Mantri Matsya Sampada Yojana for boosting fisheries sector

The Cabinet in its meeting held today has approved the “Pradhan Mantri Matsya Sampada Yojana - A scheme to bring about Blue Revolution through sustainable and responsible development of fisheries sector in India” with highest ever investment of Rs. 20050 crores in fisheries sector comprising of Central share of Rs. 9407 crore, State share of Rs 4880 crore and Beneficiaries contribution of Rs. 5763 crore. PMMSY will be implemented over a period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories.

Aims and objectives of PMMSY

      1. Harnessing of fisheries potential in a sustainable, responsible, inclusive and equitable manner
      2. Enhancing of fish production and productivity through expansion, intensification, diversification and productive utilization of land and water
      3. Modernizing and strengthening of value chain - post-harvest management and quality improvement
      4. Doubling fishers and fish farmers' incomes and generation of employment
      5. Enhancing contribution to Agriculture GVA and exports 
      6. Social, physical and economic security for fishers and fish farmers
      7. Robust fisheries management and regulatory framework

Background: Fisheries and aquaculture are an important source of food, nutrition, employment and income in India. The sector provides livelihood to more than 20 million fishers and fish farmers at the primary level and twice the number along the value chain. Fish being an affordable and rich source of animal protein, is one of the healthiest options to mitigate hunger and malnutrition.

The Gross Value Added (GVA) of fisheries sector in the national economy during 2018-19 stood at Rs 2,12,915 crores (current basic prices) which constituted 1.24% of the total National GVA and 7.28% share of Agricultural GVA. The sector has immense potential to double the fishers and fish farmers’ incomes as envisioned by government and usher in economic prosperity.

Fisheries sector in India has shown impressive growth with an average annual growth rate of 10.88% during the year from 2014-15 to 2018-19. The fish production in India has registered an average annual growth of 7.53% during last 5 years and stood at an all-time high of 137.58 lakh metric tons during 2018-19. The export of marine products stood at 13.93 lakh metric tons and valued at Rs.46,589 crores (USD 6.73 billion) during 2018-19.

Foreseeing the immense potential for development of fisheries and for providing focused attention to the sector, the Government in its Union Budget, 2019-20 has announced a new scheme, the Pradhan Mantri Matsya Sampada Yojana (PMMSY).

The scheme intends to address critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure and management, modernization and strengthening of value chain, traceability, establishing a robust fisheries management framework and fishers’ welfare. It would also address issues like low productivity in inland Aquaculture, disease, sustainability of marine fisheries, sanitary and Phyto-sanitary matters that impact the competitiveness of India’s exports along with global bench marking.  

Implementation strategy

      1. The PMMSY will be implemented as an umbrella scheme with two separate Components namely (a) Central Sector Scheme (CS) and (b) Centrally Sponsored Scheme (CSS). 
      2. Under the Central Sector Scheme Component an amount of Rs. 1720 crores has been earmarked. Under the Centrally Sponsored Scheme (CSS) Component, an investment of Rs. 18330 crores has been envisaged, which in turn is segregated into Non-beneficiary oriented and Beneficiary orientated sub-components/activities under the following three broad heads:
        1. Enhancement of Production and Productivity
        2. Infrastructure and Post-harvest Management 
        3. Fisheries Management and Regulatory Framework 
      3. Majority of the activities under the Scheme would be implemented with active participation of States/UTs. A well-structured implementation framework would be established for effective planning and implementation of PMMSY. This inter-alia includes creation of State Programme Units in all States/UTs & District Programme Units and Sub-District Programme Unit in high fisheries potential districts. 
      4. For optimal outcomes, ‘Cluster or area-based approach’ would be followed with requisite forward and backward linkages and end to end solutions. Suitable linkages and convergence will be fostered with other centre and state government schemes wherever feasible. 
      5. Thrust will be given for infusing new and emerging technologies like Re-circulatory Aquaculture Systems, Biofloc, Aquaponics, Cage Cultivation etc. to enhance production and productivity, quality, productive utilization of waste lands and water for Aquaculture. 
      6. Special focus on Coldwater fisheries development and expansion of Aquaculture in Brackish Water and Saline Areas.
      7.  Activities like Mariculture, Seaweed cultivation and Ornamental Fisheries having potential to generate huge employment will be promoted.
      8. Focused attention would be given for fisheries development in Jammu and Kashmir, Ladakh, Islands, Northeast, and Aspirational Districts through area specific development plans.
      9. PMMSY envisages promotion of high value species, establishing a national network of Brood Banks for all commercially important species, Genetic improvement and establishing Nucleus Breeding Center for self-reliance in Shrimp Brood stock, organic aquaculture promotion and certification, good aquaculture practices, end to end traceability from ‘catch to consumer’, use of Block Chain Technology, Global Standards and Certification, Accreditation of Brood banks, Hatcheries, Farms, residues issues and aquatic health management supported by a modern laboratory network. 
      10. PMSSY envisages development of Coastal fisher communities in a holistic manner through integrated modern coastal fishing villages with necessary infrastructure. 
      11. Collectivization of fishers and fish farmers through Fish Farmer Producer Organizations (FFPOs) to increase bargaining power of fishers and fish farmers is a key feature of PMMSY.
      12. Aquaparks as hub of fisheries and aquaculture activities with assured, affordable, quality inputs under one roof, post-harvest infrastructure facilities, business enterprise zones, logistic support, business incubation centers, marketing facilities etc. 
      13. Insurance coverage for fishing vessels has been introduced for the first time. Annual Livelihood support for fishers during ban/lean period would be provided.
      14. Well-structured extension support services are envisaged under PMMSY. Youth would be engaged in fisheries extension by creation of 3347 Sagar Mitras in coastal fisher villages. Besides, large number of Fisheries Extension Services Centers would be set up in private space to create job opportunities to young professionals.
      15. Major investments in construction and modernization of Fishing Harbours and Landing centers for hygienic handling of fish, urban marketing infrastructure to deliver quality and affordable fish, development of state of the art whole sale fish markets, retail markets. E-marketing and E-trading of Fish etc. 
      16. Support will be provided for safety and security of fishers at sea, acquisition of technologically advanced fishing vessels for fishermen for promotion of deep-sea fishing, upgradation of Fishing vessels for improving the export competitiveness, communication and/or tracking devices and Bio-toilets in fishing vessels.
      17. Private sector participation, development of entrepreneurship, business models, promotion of ease of doing business, innovations and innovative project activities including start-ups, incubators etc. in fisheries sector.

Major Impact, including employment generation potential 

      1. Enhancing fish production from 137.58 lakh metric tons (2018-19) to 220 lakh metric tons by 2024-25.
      2. Sustained average annual growth of about 9% in fish production
      3. An increase in the contribution of GVA of fisheries sector to the Agriculture GVA from 7.28% in 2018-19 to about 9% by 2024-25.
      4. Double export earnings from Rs.46,589 crores (2018-19) to about Rs.1,00,000 crores by 2024-25.
      5. Enhancing productivity in aquaculture from the present national average of 3 tonnes to about 5 tonnes per hectare.
