21-Mar-2023: Department of Animal Husbandry & Dairying implements National Programme for Dairy Development (NPDD) scheme across the country

Department of Animal Husbandry & Dairying (DAHD) is implementing National Programme for Dairy Development (NPDD) scheme across the country since Feb-2014. The scheme has been restructured/ realigned in July 2021 for implementation from 2021-22 to 2025- 26with following two components:

  1. The Component ''A'' of NPDD focuses on creating/strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities for State Cooperative Dairy Federations/ District Cooperative Milk Producers’ Union/SHGs/Milk Producer Companies/Farmer Producer Organizations.
  2. The Component ‘B’ of the NPDD scheme "Dairying through Cooperatives” aims to increase sale of milk and dairy products by increasing farmer’s access to organized market, upgrading dairy processing facilities and marketing infrastructure and enhancing the capacity of producer owned institutions.

Under Component A of NPDD scheme, DAHD has received 189 proposals from various State Governments from March 2014 to till date. As on 13.03.2023, 185 projects have been approved in 28 States and 2 UTs with total outlay of Rs.3015.35 crore (Central Assistance Rs.2297.25 crore) during 2014-15 to 2022-23. Similarly, under Component B of NPDD scheme, 11 projects have been received and approved in 3 States with the total outlay of Rs.251.79 crore (ODA loan-Rs.115.99 crore and Grant-Rs.120.62 crore).

Under NPDD scheme, projects are normally approved for a period of one to three years. As per guidelines, approved funds under a project are released to the States/UTs in installments on the basis of submission of Audited Accounts, Utilization Certificate, physical and financial progress of previously released amount.

2022

22-Mar-2022: National Programme for Dairy Development

Under National Programme for Dairy Development (NPDD) scheme, so far, 12.26 lakh farmer-members have been brought under the ambit of dairy cooperative network. These farmer-members have availed the benefit of the scheme activities including training/orientation programs etc.

Supplementing the efforts of the State Government, Department of Animal Husbandry and Dairying has been implementing following dairy development schemes, wherein provisions have been made for financial assistance to dairy cooperatives, milk producer companies etc., primarily for strengthening/creation of dairy infrastructure for quality milk procurement, its processing, marketing and working capital requirements:-

  1. National Programme for Dairy Development
  2. Dairy Processing and Infrastructure Development Fund
  3. Supporting Dairy Cooperatives and Farmer Producer Organisations engaged in dairy activities

The above schemes benefit farmer-members, including financially weaker farmers in the dairy sector.

2021

7-Dec-2021: National Programme for Dairy Development

Recently, National Programme for Dairy Development (NPDD) scheme has been restructured/realigned in July 2021. The restructured NPDD Scheme is implemented from 2021-22 to 2025-26 and have two components:

Component ''A'' focuses towards creating/strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities.

Component ''B'' (Dairying through Cooperatives-DTC) provides financial assistance from Japan International Cooperation Agency (JICA) for creation of necessary dairy infrastructure, providing market linkages for the produce in villages and for strengthening of capacity building of stake- holding institutions from village to State level.

Provision has been made to encourage dairy entrepreneurships by SHGs registered under State Rural Livelihood Mission (SRLM) /National Rural Livelihood Mission (NRLM) by availing financial assistance through NPDD (Component A).

An amount of Rs. 266.17 crore and Rs.285.86 crore has been released to States during 2019- 20 & 2020-21 respectively under National Programme for Dairy Development scheme.

Under NPDD scheme, out of 20 projects received from Rajasthan, 19 project have been sanctioned with the total approved outlay of Rs 179.25 crore (Central share Rs 144.45 crore).
