Union Minister of State (Independent Charge) Ministry of Science and Technology, MoS PMO, Space and Atomic Energy, Dr Jitendra Singh said here today that the ‘Purple Revolution’ originating from Jammu & Kashmir offers attractive StartUp avenues and those who have entered the lavender sector are making a fortune out of it ,but what is required is a wider publicity and awareness about these new opportunities of livelihood rolled out in recent years under the leadership of Prime Minister Narendra Modi. The pace of innovation in India has assumed global scale, but the change of mindset also needs to be encouraged at the same pace, he said.

Addressing a Conference on "Sustainable Agricultural Innovations for Resilient Agri-Food Systems" at the Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) here , Dr Jitendra Singh enumerated a series of pro-agriculture reforms introduced by the Modi government and said several pathbreaking decisions like new guidelines for geospatial technology and relaxation in the regulations for developing Drone are also enabling provisions for today’s agriculture entrepreneurs and Agri-startups.

The Minister also noted that this government had brought in an amendment in the hundred-year-old Indian Forest Act which was enacted by the British government and following this amendment, the home-grown Bamboo has been exempted from the Forest Act so that the youth could use the versatile properties of Bamboo for agriculture entrepreneurship as well as in other sectors. He said, even in our immediate neighbourhood there are huge reserves of bamboo in districts like Kathua and Reasi but these were never adequately explored.

Referring to the theme of the Conference i.e. "Sustainable Agricultural Innovations for Resilient Agri-Food Systems" Dr Jitendra Singh said sustainable innovations are the prerequisites for sustainable StartUps and sustainable means of livelihood. To achieve this, he emphasised the importance of linking with industry right from the beginning and making industry an equal stakeholder so that the research projects are determined by the requirements of the industry.

In the next 25 years of Amrit Kal, said Dr Jitendra Singh, Jammu & Kashmir and several hill territories as well as the Himalayan States are going to make a significant value edition to build India’s future economy because these are the territories whose resources have remain under-utilised in the past. With Prime Minister Narendra Modi giving a focussed attention to these areas, they are going to play a pivotal role in placing India on the world pedestal by 2047, he said.

Dwelling on the theme of the conference, Dr Jitendra Singh said, agricultural development is one of the most powerful tools to end economic constraints, boost shared prosperity and feed a projected 9.7 billion people by 2050. He said, healthy, sustainable and inclusive food systems are critical to achieve the world’s development goals. The Minister, however, emphasised the need to address the climate related issues to avoid their adverse effect on agriculture sector.

Dr Jitendra Singh said, agriculture, forestry, and land use change are responsible for about 25% of greenhouse gas emissions and mitigation in the agriculture sector is part of the solution to climate change. He said, the world faces a dilemma, whether to stay with those innovations that were successful in yields but risk catastrophic climate change, endangering those yields or to continue with innovations in agricultural technology so that we don’t suffer those risks from climate change.

Dr Jitendra Singh also gave example of the Green Revolution, where the yield really did go up and that is a benefit but second those benefits came with serious downside and in some cases economic development was very uneven and people ended up worse off than they were before. In other cases, we had serious agricultural pollution from the agro-chemicals and pests become resistant to pesticides which risks continuing those high yields, the Minister added.

Dr Jitendra Singh said, the areas which will ensure sustainability of agriculture are genetic innovations for climate-resilient agri-food systems, pest management innovations, biodiversity conservation, carbon neutrality and reducing use of fossil fuels in agriculture. He said, the agricultural innovations to enhance food security and productivity in a sustainable manner, climate resilient food solutions, restoration of natural resources, future of farming, agricultural sensors, farming drones, and public health and food safety are important issues concerning the agriculture world over including India.

Dr Jitendra Singh said, policy makers and agricultural scientists in India are working hard on improving livelihoods and creating more and better jobs, including for women and youth, improving food security for all, including access to safe and nutritious food and making agriculture and food more sustainable and more climate-smart, while reducing greenhouse gas emissions.

In his concluding remarks, Dr Jitendra Singh said, Agriculture has changed dramatically in the 20th Century as food and fibre productivity has soared due to new technologies, mechanisation, increased chemical use, specialisation, and government policies that favoured maximising production and reducing food prices. But, the challenges of 21st Century ranging from climate changes to pest attacks and conflicts could pose a threat. The Minister said, “I am convinced that agricultural scientists are capable enough to help India lead the way”.

In an exclusive media interview, Dr Jitendra Singh said that due to high monetary returns, farmers in hilly areas of Jammu and Kashmir are switching from traditional farming to aroma crops like lavender in a big way. He added that aroma crops are both drought and pest resistant, and CSIR is providing all kind of technical support for promoting this Agri Start-up boon in the UT.

The Minister informed that CSIR is also planning to introduce the aroma crops in other hilly States with similar climatic conditions like Uttarakhand, Himachal Pradesh and in North-Eastern States.

Dr Jitendra Singh said, Centre’s Aroma Mission, ably supported by CSIR, is changing the mind-set of farmers and more and more of them are taking up the cultivation of aroma crops like lavender, lemon grass, rose and marigold for extracting costly oils to be used in many industries. He said, the oils selling about Rs 9,000 per litre are used in making incense sticks and also being used for room sprays, cosmetics and therapeutics.

Dr Jitendra Singh said, there is a need for widespread publicity that IIIM Jammu was helping the Start-ups in aroma and lavender farming to sell their produce. Prominent companies like Mumbai based Ajmal Biotech Private Limited, Aditi International and Navnaitri Gamika, etc., are the primary buyers, he added.

Last month, Dr Jitendra Singh inaugurated the country’s first 'Lavender Festival' at Bhaderwah, the birthplace of India's Purple Revolution and said that it became possible only because of the progressive thinking of Prime Minister Narendra Modi who after taking oath as PM in 2014 stressed that the regions which did not receive due priority in the past would be raised to the level of developed regions.

Dr Jitendra Singh informed that Aroma Mission is attracting Start-ups and agriculturists from across the country, and during Phase-I, CSIR helped cultivation on 6,000 hectares of land and covered 46 Aspirational districts across the country. More than 44,000 persons have been trained and several crores of farmers' revenue generated. In the second Phase of Aroma Mission, it is proposed to engage over 45,000 skilled human resources with the aim of benefitting more than 75,000 farming families across the country.

CSIR-IIIM introduced lavender to farmers in Doda, Ramban, Kishtwar, Kathua, Udhampur, Rajouri, Pulwama, Anantnag, Kupwara and Bandipora districts of J&K. It provided free quality planting material and end-to-end technology package on cultivation, processing, value addition and marketing of the Lavender crop to the farmers.

CSIR-IIIM also installed 50 distillation units — 45 fixed and five mobile — at different locations across J&K under CSIR-Aroma Mission.

Lavender cultivation has employed about 5,000 farmers and young entrepreneurs in geographically remote areas of J&K. More than 1,000 farming families are cultivating it on more than 200 acres.

Union Minister of State (Independent Charge) Science & Technology, Minister of State Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today said that the elected representatives are the key players in defining the priority areas for development in their jurisdiction. He said that not only are they accountable to people for the developmental initiatives locally but also play an important role in highlight the lacuna in implementation in various schemes thus acting as a bridge between people and administration. He said this while chairing the District Development Coordination & Monitoring Committee (DISHA) Meeting for Ramban District at Convention Centre Jammu today.

A key decision taken during the meeting was to commence Purple Revolution in Ramban District by encouraging ‘Lavender Cultivation under the CSIR-IIIM’s Aroma Mission through Ministry of Science and Technology on the lines of Doda and Reasi districts. Dr Singh made the announcement at the DISHA Meeting today while adding that since similar climatic and geographic conditions exist in Doda and Ramban, Lavender cultivation can be started Ramban to increase income sources for the youth of the district. Citing examples of Baderwah and Khilani in Doda District and certain areas in upper reached of Reasi,

Dr Singh said that over 500 youth had taken benefit from the purple revolution and augmented their income many-fold. Among many such success stories, Dr Singh mentioned that there were even some of the Engineering graduates had given up their jobs and taken to lavender cultivation which offers a lucrative avenue and is fetching the youth with appreciable profits. Since Ramban too had similar potential for Lavender cultivation under Ministry of Science and Technology’s AROMA mission, he said, it will help in providing means of livelihood to budding farmers and Agri-entrepreneurs and give a boost to Start-Up India campaign and promoting a spirit of entrepreneurship in the region.

Dr Singh while reviewing the functioning of various Central Government Schemes mentioned that the DISHA platform gave an opportunity to elected representatives and executive to work together on various developmental issues for larger public interest. He said Prime Minister Narendra Modi has started very effective and well conceptualized schemes and to take full benefit of these schemes it was important to being to fore the loopholes or problems in implementation so that timely solutions can be worked out and projects may achieve the intended deadlines.

While listening to various suggestions of the PRI members and representatives of various inaccessible Panchayats and Blocks of Ramban District Dr Singh said that the district had a treacherous and hostile topography making the task of reaching out to the ‘last man’ very daunting. However, he said that the Government was resolved to face the challenge. He said that the Government was committed to provide the benefit of the schemes like PMAY, PMGSY, MGNREGA to the people living in the far off panchayats and blocks of Ramban and other difficult areas of Jammu & Kashmir. Dr Singh also lauded the efforts of district administration and PRI members for good performance in schemes like PM Kisan Nidhi, Schemes in Rural Development sector. He urged the officials of various departments to work in coordination with the PRI members and creating SOPs for better coordination and synergy so that the goal of Inclusive development can be achieved.

Union Minister of State (Independent Charge) Science & Technology, Minister of State Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that “Purple Revolution” is Jammu & Kashmir’s contribution to "Start-ups India", an initiative that was launched by Prime Minister Narendra Modi in 2016 and today we are observing the first National Start-up Day.

Briefing about the Aroma Mission launched by the Union Ministry of Science & Technology through the Council of Scientific & Industrial Research (CSIR), which has led to the well-known “Purple Revolution” in India , the Minister informed that the CSIR had, to begin with introduced high-value essential oil bearing lavender crop through its Jammu based laboratory, Indian Institute of Integrative Medicines (IIIM) for cultivation in districts Doda, Kishtwar, Rajouri and later also in the other districts including Ramban, Pulwama, etc. In a brief span of time, aroma/lavender cultivation has become a popular option in farming for agricultural Start-up, he said.

Sharing a lesser known fact, Dr Jitendra Singh disclosed that a youth called Bharat Bhushan hailing from remote village Khillani in district Doda has become a role model success story. Bhushan started lavender cultivation in just about 0.1 hectare of land with the support of CSIR-IIIM but as profits started showing, he converted a larger area of maize plantation around his house also into lavender plantation. Today, he has 20 others working on his lavender fields and Nursery while around 500 farmers from his district have also followed him by switching over from maize to perennial flowering lavender plant, he said.

Dr Jitendra Singh said, unfortunately it was never reported in the local media that IIIM Jammu was helping the Start-ups in aroma and lavender farming to sell their produce. Prominent companies like Mumbai based Ajmal Biotech Private Limited, Aditi International and Navnaitri Gamika, etc., are the primary buyers.

In commemoration of Azadi ka Amrit Mahotsav, Dr Jitendra Singh announced that CSIR has launched Phase-II of Aroma Mission after the completion of Phase-I. In addition to IIIM, CSIR-IHBT, CSIR-CIMAP, CSIR-NBRI and CSIR-NEIST are also now participating in the Aroma Mission,

23-Sep-2022: Community seed bank initiative traces & restores heritage rice varieties in Tamil Nadu

Around 20 heritage rice varieties of Tamil Nadu are being traced, collected, redeemed, and restored at least through 10 community seed banks benefiting more than 500 farmers in the state.

The majority of small & medium farmers of Tamil Nadu have lost their heritage seeds, once owned traditionally by their community forefathers, due to monocropping of hybrids. These varieties had been identified for their unique nutritional, medicinal, and ecological qualities and, above all, their climate resilience. The genetic erosion of heritage and indigenous gene pool of paddy varieties, loss of knowledge on the therapeutic/curative properties of native extant varieties, lack of accessibility to their seed stocks, poses a challenge for the sustenance and future of agriculture and human health in Tamil Nadu.

These community seed banks have been promoted by identification of willing farmers based on location with assistance from local NGOs in 24 districts -- Ariyalur, Chengalpattu, Coimbatore, Dharmapuri, Dindigul, Erode, Kanchipuram, Karur, Madurai, Mayiladurai, Nagapattinam, Pudukkottai, Ramanathapuram, Ranipettai, Salem, Sivagangai, Tenkasi, Thanjavur, Thoothukudi, Thiruvannamalai, Thiruvarur, Tiruchirappalli, Villupuram & Viruthunagar.

A lead farmer cultivates one to many traditional varieties in his farm, a part of which when harvested is shared and distributed to other interested farmers in the neighboring localities and districts with or without payment. This is an informal structure with voluntary participation. A seed bank capital of Rs. 2000 was distributed to each beneficiary farmer to strengthen the heritage rice community seed banks.

The initiative by SASTRA Deemed to be University, with support from the Science and Heritage Research Initiative (SHRI) programme of the Department of Science and Technology (DST), is reviving, conserving, and characterizing the traditional rice varieties.

The operational principles of these banks include memory banking of ethno-ecological knowledge, promotion of medicinal knowledge, and special agronomic qualities through associated cultural belief as well as their conservation. Regional festivals also help to promote exchange of seeds. For example, paddy seed exchange festival –‘Nel Thiruvizha’ organized along with CREATE- a Tiruvarur-based NGO, helped distribute heritage rice seed varieties such as Karuppu kouni, Thuyya malli, Mappillai samba, Karunkuruvai and so on.

During Paddy Seed Festivals, lead farmers may volunteer to distribute the seeds of these traditional varieties free of cost to hundreds of farmers at the rate of 1-2 kgs/farmer. Additionally interested farmers across the state are allowed to visit the on farm standing crops of these varieties. They communicate about the availability and quality of these varieties through apps and online media.

Field gene banks have been set up to propagate the heirloom varieties through seed exchange programmes and organic seed multiplication. The farmers are trained in conservation methods and ways of enriching and revitalizing the indigenous heritage germplasms, as well as on In situ trials for climate adaptability in the farmer’s field on a pilot scale.

The initiative to collect & conserve the traditional landraces of rice varieties can help share and exchange knowledge about the varieties with inherent capacities to withstand climate uncertainties, drought and flood resistance, medicinal and nutritional properties. Once the knowledge about these local indigenous rice varieties spreads beyond the tiny localities to which they are confined, farmers can participate in preventing the erosion of the knowledge. The initiative can bring sustainable yield to all rice-based farmers in the event of climate change uncertainties. ‘Seeds of Past’ conserved to reserve ‘Seeds for future’ can be promoted for upscaling in coming years.

22-Sep-2022: National Workshop on Role of Agri Start-ups in Honey Value Chain held in Varanasi

National Bee Board (NBB), Ministry of Agriculture and Farmers Welfare, in collaboration with National Seed Research and Training Centre (NSRTC) Varanasi, Uttar Pradesh, organized a National Workshop on Role of Agri Start-ups in Honey Value Chain at NSRTC Varanasi, Uttar Pradesh today. Beekeepers, honey Startups and FPOs, stakeholders in beekeeping, officials from various Ministries/ Government Organizations/ Institutes, State Departments of Horticulture, State Agricultural Universities (SAUs)/ Central Agricultural Universities (CAUs), etc. participated in the workshop.

In his opening remarks, Dr. N. K. Patle, Additional Commissioner (Horticulture) and Executive Director, NBB briefed about the role of role of Agri Start-ups in Honey Value Chain. He also highlighted the role of National Beekeeping & Honey Mission (NBHM) and its contribution in the beekeeping sector, including promotion & facilitation for honey startups and FPOs.  He highlighted that implementation of NBHM scheme is also intended to strengthen the infrastructure facilities for honey collection, storage, processing, testing & branding centers, which ultimately enhance the potential of beekeeping in the nation. He invited Honey Startups & FPOs to avail the facilities available under NBHM and adopt beekeeping in a scientific manner to get additional income through honey & other beehive products.

Addressing the participants in the workshop, Dr. Sudhanshu Singh, Director, ISARC Varanasi said that the Government is committed towards increasing the overall potential of beekeeping industry in the country, including supporting the honey startups and FPOs in beekeeping. He mentioned that in order to alter the scenario of the Indian agriculture and beekeeping, it is essential to emphasize more on small and marginal beekeepers and small entrepreneurs who form the majority in Indian agricultural economy. NBHM is supporting Agri- entrepreneurs/ startups for their involvement in beekeeping/ Honey production. He mentioned that promotion and formation of FPOs is the first step for converting Krishi into Atmanirbhar Krishi and for this he assured that implementation of NBHM scheme will bring the revolutionary changes by strengthening the institutional framework in beekeeping sector and information & promotion of Honey startups.

Dr. Abhilaksh Likhi, Additional Secretary, DA&FW mentioned that working in line with Prime Minister Shri Narendra Modi’s clarion call towards creating AtmaNirbhar Bharat, focus is on nurturing potential budding Agri-startups & FPOs through support under NBHM scheme and motivate them to choose beekeeping as an attractive career. He assured that implementation of NBHM will upgrade skills in scientific beekeeping, setting up of state-of-the-art infrastructural facilities for processing honey and allied beekeeping products like bee’s wax, propolis, royal jelly, bee venom, etc., quality upgradation by quality control laboratories and create better supply chain by setting up of collection, storage, bottling and marketing centres.

Dr. M.P. Yadav, Director, NSRTC, Varanasi stated that such kind of workshops/ awareness programs provide handheld platform and create awareness among budding Agri-startups to come forward in the potential agriculture and horticulture sector, including beekeeping. He assured support to participants in various aspects relating to startups in beekeeping.

Start-ups from MANAGE and other states like Tribe Grown Enterprise, Amravati, Maharashtra; Vanabandhu NRMS (OPC) Pvt. Ltd., Bhopal, Madhya Pradesh; Raghunti Bee Products, Rohtak, Haryana; Madhu Makhi Wala, Barabanki, U.P; Mr. Satish Sharma from Brij Honeyfed FPOs of NAFED; and Mr. Ranjeet Kumar, Innovative Bee Farms Private Limited shared their experience and explained about their products being marketed in the country. They also highlighted the importance of Honey Value Chain being created by various stakeholders. These startups are promoting honey sector by Queen breeding, comb, raw honey production and food supplement of bee pollen.

26-Nov-2020: Inauguration of Honey FPOs under the “Formation & Promotion of 10,000 FPOs” Scheme

The Honey FPO Programme of National Agricultural Cooperative Marketing Federation of India Limited. (NAFED) was inaugurated by Minister of Agriculture and Farmers’ Welfare Shri Narendra Singh Tomar on 26th November 2020. The inauguration programme was hosted online and attended by the new Honey FPOs, farmers and FPOs from various parts of the country.

Inaugurating the programme, the Minister stated that “Beekeeping in India is highly predominant in the unorganized sector among  the rural and tribal population. Despite having a huge potential of honey production in the country, the beekeeping industry is still underdeveloped. The adoption level of beekeeping is also quite less due to various constraints. NAFED will address these issues by acting as an intermediary and filling up the gaps between the elements of the beekeeping supply chain and also ensure price remuneration to the beekeeping farmers. Through these Honey FPOs, NAFED will also work for promotion of beekeeping as an occupation for unemployed women and tribal populations and uplift their livelihood”.  Shri Tomar also said that honey beekeeping will change the lifestyle of small and marginal farmers and help in achieving the goal of increasing farmer’s income.

Govt. of India is promoting the creation of FPOs in view of their significant role in fulfilling the mission of implementing  agricultural reforms in the country. Promotion & Formation of FPOs is the first step for converting Krishi into Aatmanirbhar Krishi. For this purpose new Central Sector Scheme for Formation & Promotion of new 10,000 FPOs was launched.

Under the new FPO scheme, so far National Level Project Management Advisory and Fund Sanctioning Committee (N-PMAFSC) had allocated 2200 FPO clusters for 2020-21 to all Implementing agencies. N-PMAFSC allocated 500 FPOs to SFAC, 600 FPOs to NABARD & 500 FPOs to NCDC, 100 FPOs to Watershed Development Department of Karnataka, 50 FPOs to SFAC-Haryana, 50 FPOs to Tamil Nadu SFAC, 50 FPOs to North Eastern Regional Agricultural Marketing Corporation Ltd (NERAMAC), 100 FPOs to NRLM Division of MoRD for the current FY (2020-21). Additionally specialized FPOs to be formed, 100 Organic FPOs by INM, DAC&FW, 100 Oilseed FPOs by DAC&FW and 50 commodity specific FPOs by NAFED with value chain development.

Implementing Agencies had also identified the block wise clusters. FPOs will be developed by specialist 'Cluster Based Business Organizations (CBBOs)’ engaged by Implementing Agencies. NAFED had already empanelled the CBBOs and other IAs are in the process of empanelment of CBBOs.

National Agricultural Cooperative Marketing Federation of India Limited.(NAFED) has been appointed as the 4th National Implementing Agency other than SFAC, NABARD and NCDC for the creation of 10,000 FPOs by the Department of Agriculture, Cooperation & Farmers’ Welfare (DAC&FW). NAFED has recently taken over the national level Federation of Indian FPOs and Aggregators (FIFA) with the aim of creating sustainable small holder institutions to enhance collective capacities, shortening of Agri produce value chains for equitable returns to all stakeholders and leveraging technology for enhanced transparency, scale and seamless agri. produce trading. Creation of Honey FPOs is one of the thrust areas of FIFA’s business plan.

NAFED, through its empanelled Cluster Based Business Organisation (CBBO) Indian Society of Agribusiness Professionals (ISAP) has initiated the formation and promotion of FPOs of beekeepers and honey collectors in 5 States of India. The areas covered under the programme are Sundarbans in West Bengal, East Champaran in Bihar, Mathura in Uttar Pradesh, Morena in Madhya Pradesh and Bharatpur in Rajasthan. The First Honey FPO,  Chambal FED Shahad Utpadak Sahakari Samiti, in the state of Madhya Pradesh under National Beekeeping & Honey Mission was registered on 11.11.2020 under the Cooperatives Act.  The FPO will cover 5 blocks consisting of about 68 villages in Morena District of the state. The other four  FPOs in the state of Bihar, Rajasthan, Uttar Pradesh and West Bengal shall cover 340 villages in these states. Through these 5 FPOs, 4000 – 5000 Beekeepers / Honey Collectors would be benefitted directly.

The Honey FPOs made by ISAP under the aegis of National Bee Board (NBB) and NAFED will help its members in not only upgrading their skills in Scientific Bee Keeping but will also help in making its members set up state of the art infrastructural facilities for processing honey and allied beekeeping products like bee’s wax, propolis, royal jelly, bee venom, etc., quality control laboratories, collection, storage, bottling and marketing centres. These FPOs will benefit by the schemes of Mini Mission – 1 and Mini Mission – 2 of National Beekeeping and Honey Mission (NBHM) of National Bee Board. The beekeepers / honey collectors of all the 5 states would be helped in branding and collective marketing of their Honey and other allied products of bee keeping through the marketing channels of NAFED.
