12-Mar-2020: Vocational Training Centres for Tribals

Ministry of Tribal Affairs supports the proposals for construction of vocational training centres received from State Governments through Grants under Article 275(1) of the Constitution and under the scheme of Special Central Assistance to Tribal Sub-Scheme (SCA to TSS). These centres are managed by concerned State Governments only. State-wise location of Vocational Training Centres (VTCs) run by various State Governments that have been funded by the Ministry of Tribal Affairs under the erstwhile scheme of “Vocational Training in Tribal Areas” for imparting skill/training to tribal youths are given below. Operational details like placement facilities are maintained by the respective State Governments.

National Scheduled Tribes Finance Development Corporation (NSTFDC) provides financial assistance in the form of loan through State Channelizing Agencies. Financial assistance is extended to eligible Scheduled Tribe persons for undertaking any income generation activities/ self-employment through its implementing agencies. The main schemes of NSTFDC are as under:

  • Term Loan scheme: NSTFDC provides Term Loan for any income generation scheme costing up to Rs 50.00 lakhs per unit. The financial assistance is extended up to 90% of the cost of the scheme and the balance is met by way of subsidy/ promoter’s contribution/ margin money. The interest rate chargeable is 6% p.a. for loan up to Rs 5 lakhs, 8% p.a. for loan ranging between Rs 5 Lakhs to 10% p.a. for loan exceeding Rs10 lakhs on the entire amount of loan.
  • Micro CREDIT Scheme for Self Help Groups:  The Corporation provides loans up to Rs 50,000 per member and Rs 5 Lakhs per Self Help Group (SHG). The interest rate chargeable is 6% p.a.
  • Adivasi Mahila Sashaktikaran Yojana (AMSY): Under this scheme, Scheduled Tribes women can undertake any income generation activity. Loan upto 90% for scheme costing up to Rs 2 Lakh is provided at 4% p.a. rate of interest.
  • Adivasi Shiksha Rinn Yojana (ASRY): Under this scheme, financial assistance up to Rs 10.00 lakh at concessional rate of interest of 6% per annum is provided to ST students for pursuing professional/ technical education, including Ph.D. in India. Ministry of Human Resources Development, Govt. of India provides interest subsidy for this scheme, whereby, no interest is payable by a student during the course period and one year or six month after getting the job, as the case may be.

27-Feb-2020: Shri Arjun Munda Launches ‘Capacity Building Programme for Scheduled Tribe Representatives’ and ‘1000 Springs Initiatives’ in Bhubaneshwar

Union Tribal Affairs Minister Shri Arjun Munda launched the “Programme for Capacity Building of Scheduled Tribe Representatives in Local Self Governments” at a programme in Bhubaneshwar (Odisha) today. He also launched “1000 Spring Initiatives” and an online portal on GIS-based Spring Atlas with hydrological and chemical properties of the Springs on the occasion. The Chief Minister of Odisha Shri Navin Patnaik and Smt. Renuka Singh Saruta, Minister of State for Tribal Affairs also graced the occasion.

A short documentary film on FRA in Odisha (Odisha’s Journey in FRA) and FRA Atlas of Odisha were also released. Inaugural session was followed by Technical Session, which comprised of Tribal Development Paradigms, Alienation of Tribal Land, Van Dhan Vikas Kendra and Innovation of Tribal Development.

Addressing on the occasion, Shri Arjun Munda said that '1000 Springs Initiative’ aims at improving access to safe and adequate water for the tribal communities living in difficult and inaccessible part of rural areas in the country. It is an integrated solution around natural springs. It includes provision of infrastructure for piped water supply for drinking; provision of water for irrigation; community-led total sanitation initiatives; and provision for water for backyard nutrition gardens, generating sustainable livelihood opportunities for the tribal people. He hoped that the learning and suggestions coming out of the consultation will be used for further expansion of the project.

He said that online portal on GIS-based Spring Atlas has been developed to make these data easily accessible from an online platform. Presently, data of more than 170 springs have been uploaded on the Spring Atlas.

Shri Munda said that the Capacity Building initiative is aimed at empowering tribal PRI representatives by enhancing their decision making capabilities at local government level. Among other issues concerning tribal development, it also focusses on constitutional and legal provisions that protect and promote the rights and welfare of the tribal population. The programme will ensure greater participation of ST PRIs representatives in planning, execution and monitoring of government policies and programmes. Their better participation in the development process would ensure better prioritization of the tribal development agenda.

Springs are natural sources of groundwater discharge and have been used extensively in the mountainous regions across the world, including India. However, in the central and eastern Indian belt with more than 75% tribal population, it remains largely unrecognized and under-utilized. The initiative will help in harnessing the potential of perennial springs’ water to address natural scarcity of water in tribal areas.

Under this initiative, more than 70 young tribal youths from the rural belt of three districts of Odisha namely, Kalahandi, Khandamal and Gajapati have been trained as barefoot hydro geologists by combining traditional and scientific knowledge for identification and mapping of springs, and undertaking rejuvenation and protection measures in their habitations.

A Capacity Building initiative is being launched for elected representatives to PRIs from among STs by the Ministry of Tribal Affairs. This initiative is aimed at empowering tribal PRI representatives by enhancing their decision making capabilities at local government level. The capacity building programme, among other issues concerning tribal development, will also focus on constitutional and legal provisions that protect and promote the rights and welfare of the tribal population. The programme will ensure greater participation of ST PRIs representatives in planning, execution and monitoring of government policies and programmes. Their better participation in the development process would ensure better prioritization of the tribal development agenda.

The capacity building of PRI representatives, who directly participate in the development initiatives at local government level, can be of great help in bridging the development gaps among communities and regions. This will help in effective and better implementation of various developmental and welfare programmes and substantially improve the expected outcomes.

As a precursor to launching this initiative, the Ministry held consultations with various stakeholders over the last few months. A workshop was organized on “Development of Module for Capacity Building of elected PRI Representatives belonging to Scheduled Tribes” on 23rd December last year in New Delhi. The workshop was attended by the representatives of State Tribal Research & Development Institutes, State Institutes of Rural Development, Administrative Training Institutes, Kerala Institute of Local Administration and National Institute of Public Cooperation & Child Development of the Ministry of Women & Child Development.

An interaction with various stake holders, including PRI representatives belonging to Scheduled Tribes, Civil Society Organizations, and officials from forest department was also held to arrive at a suitable framework for the capacity building programme.

The module for capacity building programme has been developed in conjunction with United Nations Development Programme for the purpose. This module will be translated to the local languages for imparting training. Facilitators from within the tribal communities will be involved in the Capacity Building process so that information sought to be conveyed can be better done in the local idiom. The methodology of capacity building will include audio-visual aids, role play and a workshop approach. The Capacity Building Programme will be implemented in a cascading mode for better coverage and faster implementation. The programme will commence with the Training of Master Trainers followed by training of facilitators. It will be implemented in a thematic manner by prioritizing themes for the capacity building of PRI Representatives, which are required for the community. The programme will be implemented by State governments through respective SIRD&PR and TRIs

11-Feb-2020: Shri Arjun Munda Inaugurates Workshop on Van Dhan and Entrepreneurship Development

Union Minister for Tribal Affairs Shri Arjun Munda inaugurated the “Workshop on Van Dhan and Entrepreneurship Development” organized by TRIFED under Ministry of Tribal Affairs here today. Smt. Renuka Singh, Minister of State for Tribal Affairs and senior Officials of various Ministries and Departments were also present.  Scheduled Tribe (ST) Members of Parliament graced the occasion, where they had been informed about the Van Dhan Scheme and the suggestions & advice were sought from them for implementing and expanding the scheme in their respective constituencies.

Addressing on the occasion, Shri Arjun Munda said that Pradhan Mantri Van Dhan Yojana (PMVDY) is an initiative targeting livelihoods generation for tribals by harnessing the wealth of the forest i.e., Van Dhan. The programme aims to tap the traditional knowledge and skills of tribals and add branding, packaging and marketing skills to optimize their income through a market led enterprise model by setting up of Van Dhan Kendras (VDVKs). The objective of PMVDY is to create tribal enterprise comprising of tribal gatherers/ entrepreneurs, who would collectively undertake all related activities starting from collection of NTFPs through sustainable harvesting, value-addition, packaging, branding and marketing of value-added products. He informed the Members that PMVDY envisages creation of tribal enterprises for employment and entrepreneurship development of 45 Lakh tribals, involving 1 Lakh SHGs/5000 VDVKs covering 27 States and 307 districts during next 3 years..

The Ministry of Tribal Affairs, Govt of India through TRIFED started the above initiative in the month of Aug., 2019. TRIFED has so far sanctioned proposals for establishment of 1101 Van Dhan Kendras in 26 States and 1 UT. The scheme is being implemented through State Nodal Departments and State/District Implementing Agencies. Reputed Institutions like IITs, IIMs and National Level Intuitions have been associated for supporting this initiative by taking their help in devising the training module and imparting training to members of Van Dhan Kendras on various aspects including processing of forest products, branding, packaging and marketing of value-added products. These reputed Institution will continue their support post training to the members for developing an Van Dhan enterprise. Besides, Organisations like FICCI, CII, ASSOCHAM, PHD chamber, DICCI etc. are also being associated for bringing support and participation of trade and industry in this Van Dhan programme.  TRIFED has reached out to various Ministries like Commerce, MSME, RD, Railways etc. also for support to promote tribal products through a multi-pronged strategy.

The process of establishment of Van Dhan Kendras has gained momentum in the States. Out of sanctioned 1101 Van Dhan Kendras, 406 Van Dhan Kendras have identified tribal beneficiaries, 174 have done training of SHGs/VDVKs and 41 Kendras have initiated process of value-addition and processing operations.

16-Oct-2019: Shri Arjun Munda launches Van Dhan Internship Programme of TRIFED

Shri Arjun Munda, Union Minister of Tribal Affairs launched the “Van Dhan Internship Programme” organised by TRIFED under Ministry of Tribal Affairs.

These interns will help the tribal population in becoming self-reliant and entrepreneurs. All interns are now part of “National Building Team”. Emphasizing on the need of entrepreneurship, the Minister opined that it encourages a person to take the initiative for development.

18 interns (to be called Minister’s interns) from some of the reputed Institutes of Rural Management/ Management Institutions/ Institutes of Social Work/ Social Services of the country are participating in the “Van Dhan Internship Programme”. These interns have been selected to go and work on Van Dhan programme in the field. These interns have an inclination towards involving in matters related to tribal livelihood.

An advertisement was released in Economic Times (All India Edition) on 13th September, 2019 for these interns. After their selection through the walk- in- interview, these interns are undergoing a one week training programme. The period of internship is 6 months (extendable developing upon the need of the organisation and mutual sustainability.

These interns will work with the team of TRIFED in various states and districts in tribal areas in development of tribal welfare and inclusive growth (a dissertation has to be submitted on conclusion of the internship). They will support the TRIFED activities on livelihood promotion, value addition of NTFTs, marketing and credit linkages. They will develop tools and techniques on institutional development including mechanism for determination of a just price or producer price of Minor Forest Products.
