12-Dec-2022: Pradhan Mantri Adi Adarsh Gram Yojna aims at transforming villages with significant tribal population into model village

Ministry of Tribal Affairs has revamped the existing Scheme of ‘Special Central Assistance to Tribal Sub-Scheme (SCA to TSS) with nomenclature ‘Pradhan Mantri Adi Adarsh Gram Yojna (PMAAGY)’, for implementation during 2021-22 to 2025-26, which aims at transforming villages with significant tribal population into model village (Adarsh Gram)covering about population of 4.22 crore (About 40% of the total Tribal Population). It is envisaged to cover 36,428 villages having at least 50% tribal population and 500 STs across States / UTs with notified STs.

The main objective of this scheme is to achieve integrated socio-economic development of selected villages through convergence approach. It includes preparing Village Development Plan based on the needs, potential, and aspirations. It also includes maximizing the coverage of individual / family benefit schemes of the Central / State Governments and  improving the infrastructure in vital sectors like health, education, connectivity and livelihood.

The scheme envisions to mitigate gaps prominently in 8 sectors of development viz. Road connectivity (Internal and Intervillage /block), Telecom connectivity (Mobile /internet), School, Anganwadi Centres, Health Sub-Centre, Drinking water facility, Drainage and solid waste management. A sum of ₹20.38 lakh per village as ‘Gap-filling’ has been provisioned for approved activities including administrative expenses under PMAAGY. Besides States / UTs are encouraged for convergence of resources as Central / State Scheduled Tribe Component (STC) funds and other financial resources available with them for saturation of gaps in the villages identified under PMAAGY.

During 2021-22 and 2022-23, a total of about 16554 villages have been taken up. So far, an amount of Rs. 1927.00 Crore has already been released to the States and Village Development Plan in respect of 6264 villages have been approved for implementation. As far as Gujarat State is concerned, a total of 3764 villages have been identified under PMAAGY. Out of which village development plan for 1562 Villages have been approved and a total of Rs. 35318.54 lakh has been released to the State of Gujrat under the scheme.

8-Aug-2022: Ministry of Tribal Affairs is implementing ‘Pradhan Mantri Adi Adarsh Gram Yojna’ to achieve integrated socio-economic development of tribal population

Government has modified the earlier scheme of ‘Special Central Assistance to Tribal Sub-Scheme (SCA to TSS) with nomenclature ‘Pradhan Mantri Adi Adarsh Gram Yojna (PMAAGY)’, for implementation during 2021-22 to 2025-26, which aims at mitigating gaps and providing basic infrastructure in villages with significant tribal population in convergence with funds available under different schemes in Central Scheduled Tribe Component. It is envisaged to cover 36,428 villages having at least 50% ST population and 500 STs across States / UTs with notified STs during the period.

The main objective of this scheme is to achieve integrated socio-economic development of selected villages through convergence approach. It includes the following components.

  1. Preparing Village Development Plan based on the needs, potential, and aspirations;
  2. Maximizing the coverage of individual / family benefit schemes of the Central / State Governments;
  3. Improving the infrastructure in vital sectors like health, education, connectivity and livelihood;

The scheme envisions to mitigate gaps in prominent 8 sectors of development viz. Road connectivity (Internal and Inter village /block), Telecom connectivity (Mobile /internet), School, Anganwadi Centres, Health Sub-Centre, Drinking water facility, Drainage and solid waste management. An amount of Rs. 7,276 cr. has been approved by the Cabinet for the scheme in next 5 years. Besides, States / UTs are encouraged for convergence of resources as Central / State Scheduled Tribe Component (STC) funds and other financial resources available with them for saturation of infrastructure and services in the villages identified under PMAAGY.

4-Aug-2022: PM’s New Welfare Programme for Minorities

The Ministry is implementing the Prime Minister’s New 15 Point Programme for welfare of Minority Communities. It is an overarching programme which covers various schemes/initiatives of the participating Ministries/Departments with an aim to ensure that the underprivileged and weaker sections of six centrally notified minority communities have equal opportunities for availing the various Government welfare Schemes and contribute to the overall socio-economic development of the Country. The programme has the following broad objectives: (i) Enhancing opportunities for education; (ii) Ensuring an equitable share for minorities in economic activities and employment, through existing and new schemes, enhanced credit support for self-employment, and recruitment to State and Central Government jobs; (iii) Improving the conditions of living of minorities by ensuring an appropriate share for them in infrastructure development schemes; and (iv) Prevention and control of communal disharmony and violence.

Under the said 15 PP Programme, various schemes/initiatives are implemented by various Ministries/Departments of the Central Government throughout the country. Under these schemes covered under 15 Point Programme, 15% of the outlays and targets are, to the extent possible, earmarked for notified minorities. However, the schemes of the Ministry of Minority Affairs covered under the 15 Point Programme are exclusively meant for notified minorities. The details of the schemes are as under:-

Educational Empowerment

  1. Scholarship Schemes- Pre-Matric Scholarship, Post-Matric Scholarship and Merit-cum-Means based Scholarship.
  2. Maulana Azad National Fellowship Scheme, provides financial assistance to students from notified minority communities, to pursue higher education such as M.Phil. and Ph.D.
  3. In addition, the Maulana Azad Education Foundation implements the scheme viz. Begum Hazrat Mahal National Scholarship for meritorious girls belonging to minorities studying in Classes IX to XII.
  4. Naya Savera – Free Coaching and Allied Scheme which aims to enhance skills and knowledge of students and candidates from minority communities where total annual family income is less than Rs. 6 lakh to get employment in Government Sector/ Public Sector Undertaking, jobs in private sector, and admission in reputed institutions in technical and professional courses at undergraduate and post-graduate levels.

Economic Empowerment

  1. Skill Development:
    1. Seekho aur Kamao (Learn & Earn): It is a skill development initiative for minorities and aims to upgrade the skills of minority youth in various modern/traditional skills depending upon their qualification, present economic trends and market potential, which can earn them suitable employment or make them suitably skilled to go for self-employment.
    2. A mission has been launched by the Ministry of Minority Affairs under “Upgrading the Skill and Training in Traditional Arts/Crafts for Development (USTTAD)” scheme to give an effective platform to minority artisans and culinary experts from across the country to showcase and market their finest handicraft and exquisitely crafted products through “Hunar Haats” organized by the Ministry.
    3. Nai Manzil – A scheme to provide education and skill training to the youth from minority communities.
    4. Gharib Nawaz Employment Training Programme for providing short-term job oriented skill development courses to youths belonging to minority communities.
    5. Pradhan Mantri Kaushal Vikas Yojana (PMKVY): Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing a flagship scheme known as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) with an objective to provide skilling to people including persons from minority community under Short Term Training (STT) and Recognition of Prior Learning (RPL) across the country.
  2. National Minorities Development Finance Corporation (NMDFC) Loan Schemes provide concessional loans for self-employment and income generating activities for the socio-economic development of the ‘backward sections’ amongst the notified minorities.
  3. Priority Sector Lending by Banks (Department of Financial Services).
  4. National Urban Livelihoods Mission (M/o Housing & Urban Affairs).
  5. National Rural Livelihoods Mission (M/o Rural Development).
  6. Deen Dayal Upadhyay – Gramin Kaushal Yojana (M/o Rural Development).
  7. Pradhan Mantri Awaas Yojana (Gramin)- (M/o Rural Development).

In addition, another scheme namely Pradhan Mantri Jan Vikas Karyakram (PMJVK) is implemented by the Ministry of Minority Affairs, which aims to improve the socio-economic conditions and basic amenities of minorities so as to improve their quality of life and reduce imbalances in the identified Minority Concentration Areas. The major projects approved under PMJVK are in sectors of education, health and skill, and include Residential Schools, School buildings, Hostels, Degree Colleges, ITIs, Polytechnics, Sadhbhav Mandaps, Health Centres, Skill Centres, Sports facilities, Drinking Water facilities, sanitation facilities etc.

Ministry has engaged institutions of national repute namely, National Institute of Fashion Technology (NIFT), National Institute of Design (NID) and Indian Institute of Packaging (IIP) to work in various craft clusters for design intervention, product range development, packaging, exhibitions and brand building etc. So far, 35 Hunar Haats have been organized at Delhi, Puducherry, Mumbai, Prayagraj, Jaipur, Ahmedabad, Hyderabad, Indore, Ranchi, Lucknow, Rampur, Mysuru, Bhopal, Surat, Vrindavan, Dehradun, Goa.  As a result of this, more than five lakh artisans and people associated with them, have been provided employment and employment opportunities, out of which more than 50% beneficiaries are women.

      5. Further, from the 4.15 lakh certified candidates under the placement linked STT component, 2.04 lakh candidates have been placed in various organizations.

26-Jul-2022: Housing for Nomadic Tribes

Ministry of Social Justice and Empowerment, Development and Welfare Board for De-notified, Nomadic and Semi- Nomadic Communities has launched the Scheme for Economic Empowerment of DNTs which inter-alia includes housing for Nomadic Communities. The scheme will be implemented throughout the country including West Bengal.

One of the objective of the Scheme for Economic Empowerment of DNTs (SEED) is to take initiatives to save their traditional art and facilitate their marketing initiatives for Skill Development, encouragement to community clusters, Self Help Groups (SHGs), Community Based Organisations (CBOs) etc. in order to boost livelihood opportunities to Nomadic Communities.

29-Mar-2022: Housing to Nomadic Tribes

The Ministry has launched a new Scheme namely the Scheme for Economic Empowerment of DNTs (SEED). One of the component of the scheme provides for financial support for construction of houses to members of the DNT/NT/SNT (De-notified/Nomadic/Semi-Nomadic) communities. The admissible support is Rs.1.20 lakhs in plains and 1.30 lakhs in hilly areas (per unit assistance).

One of the component of this SEED scheme is to provide financial assistance to facilitate livelihood initiatives at community level to build up and strengthen small clusters of DNT/NT/SNT community institutions.
