15-Dec-2022: Update on Pradhan Mantri Jan Vikas Karyakram (PMJVK)

The Minister of Minority Affairs, Smt. Smriti Zubin Irani in a written reply to a question in the Lok Sabha today informed that the Pradhan Mantri Jan Vikas Karyakram (PMJVK), a Centrally Sponsored Scheme (CSS), is being implemented by the Ministry of Minority Affairs, with the objective to develop infrastructure projects in identified areas, for socio economic development of said areas. The priority sectors under PMJVK are education, health, skill development, women centric projects etc. In North Eastern Region (NER), the States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura are covered under PMJVK. The proposals under PMJVK are sent by the States/Union Territories (UTs) as per demand for infrastructure in the identified areas, which are considered and approved by the Empowered Committee (EC) of PMJVK, after due consultation with the concerned Central Ministries. Projects under PMJVK are implemented and managed by the concerned State/ UT Government. The details of projects considered and approved by the EC for the States in NER is given in the minutes of EC which can be accessed on the website of the Ministry www.minorityaffairs.gov.in.

PMJVK is a demand driven scheme and State/ UT-wise allocation of funds is not made under the scheme.

4-Aug-2022: Funds and Projects under PMJVK

The Pradhan Mantri Jan Vikas Karyakram (PMJVK), a Centrally Sponsored Scheme (CSS), is being implemented by the Ministry of Minority Affairs, with the objective to develop infrastructure projects in identified areas for socio economic development of said areas. Under PMJVK, project-wise funds are released to the States/Union Territories (UTs). The proposals under PMJVK are sent by the States/UTs as per requirement of infrastructure in the identified areas. Proposals received in the Ministry are considered and approved by the Empowered Committee of PMJVK after due consultation with the concerned Central Ministries.

Since the year 2014-15, the Ministry has sanctioned projects worth Rs.1765904 lakh under PMJVK with Central share of Rs.1233688.93 lakh. From the year 2014-15 to 2021-22, an expenditure of Rs.937819 lakh has been incurred under the scheme. During this period more than 50,000 major projects have been sanctioned which includes 1572 School Buildings, 177 Residential Schools, 22965 Additional Class Rooms and other infrastructure in schools, 14637 Smart Classrooms & Teaching Aid, 694 Hostels, 41 Degree Colleges/additional Infrastructure in Colleges, 115 ITI Buildings/additional facilities in ITIs, 19 Polytechnics/additional facilities Polytechnics, 27 Working Women Hostels, 32 Skill Centres, 2324 Health Projects, 605 Sadhbhav Mandaps/ Common Service Centres/Community Hall, 12 Hunar Hubs, 6774 Sanitation/ Toilet projects, 91 Sports Facilities, etc. The State-wise details of projects sanctioned under PMJVK is available on the website of the Ministry i.e. www.minorityaffairs.gov.in.

7-Apr-2022: Funds under Pradhan Mantri Jan Vikas Karyakram

The Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme, which was restructured and implemented with effect from May, 2018, in 1300 identified Minority Concentration Areas (MCAs) of the Country with the objective to develop socio-economic infrastructure assets and basic amenities in these areas. The areas covered under PMJVK were increased from 90 Districts originally, to 308 Districts in 33 States/ UTs w.e.f. May, 2018. The MCAs included 870 Minority Concentration Blocks (MCBs), 321 Minority Concentration Towns (MCTs) and 109 Minority Concentration District Headquarters (MCD Hqrs.) added for the first time. The scheme has now further been revised for implementation w.e.f from 2022-23 onwards in all Districts of the country including all the Aspirational Districts.

Since the year 2014-15, the Ministry has sanctioned projects worth Rs.18257.89 crores under PMJVK. During this period more than 49,000 major projects have been sanctioned which includes 38 Degree Colleges, 177 Residential Schools, 1,550 School Buildings, 23,094 Additional Class Rooms, 14,312 Teaching Aid & Smart Classrooms, 691 Hostels, 27 Working Women Hostels, 94 ITI Buildings and additional facilities in 17 ITIs, 14 Polytechnics, 31 Skill Centres, 2324 Health Projects,01 Medical college, 01 Unani Medical College, 01 Nursing Hostel cum college and upgradation of Hamidiya Hospital at Gandhi Medical College and linked hospitals in Bhopal, 01 Agriculture College, 01 Medical Hunar Hub project comprising of a 300 bedded hospital, a Nursing College, a Paramedical College and a Pharmacy College, a Skill Development Centre along with hostels with capacity of 2300 and also a 200 bedded Working Women Hostel,  413 Sadhbhav Mandaps, 01 Sadhbhav Kendra, 170 Common Service Centres, 553 Market Sheds, 12 Hunar Hubs, 6742 Sanitation/Toilet projects, 91 Sports Facilities including Augmentation of Luwangpokpa Cricket Stadium in Manipur and Upgradation of P.A. Sangma Outdoor Stadium in Meghalaya, etc.

The projects are reviewed at the Centre by the Empowered Committee (EC) of PMJVK in the Ministry of Minority Affairs. The EC regularly reviews the physical and financial progress of the projects being implemented in the States. In order to avoid parking of funds and accumulation of unspent balance and to ensure timely utilization of funds, States have been given flexibility to use the funds available with them as per the requirement assessed by the States, so that approved projects are completed in time and that projects do not get delayed on account of waiting for the second installment to be released by the Centre. The States can also propose surrendering of unviable projects and request for new projects to be sanctioned in lieu of the unviable projects.

For getting real time information regarding completion of projects under PMJVK, an MOU with National Remote Sensing Centre (NRSC)-ISRO has been signed for geo-tagging of assets created under PMJVK. The project aims to help the Ministry in effective monitoring of the projects under PMJVK and ensure completion and commissioning of the projects on time. Besides, developing a mobile app to function on the web-based Bhuvan geo-portal, the NRSC developed app includes project specific attributes, enables online visualisation of PMJVK assets and analyses and generates reports on the projects. An online module for Utilisation Certificate (UC) submission and monitoring of projects through Quarterly Progress Report has also been developed. The projects have been piloted in the State of Manipur and Karnataka. Besides online monitoring of projects under PMJVK, a Project Monitoring Unit (PMU) has also been set up in the Ministry.

24-Mar-2022: Progress of Pradhan Mantri Jan Vikas Karyakram

During the year 2020-21, the Ministry has sanctioned projects worth Rs. 1821.28 crore under Pradhan Mantri Jan Vikas Karyakram. PMJVK is a Centrally Sponsored Scheme and implemented through the State Governments/ Union Territory Governments. Projects under PMJVK are proposed by the States/ UTs where land is already available with the State/ UT. Central Government does not acquire land for construction under the scheme.  The land cost or land acquisition costs are not covered under this programme.

The State Government/UT administration report the progress to the Ministry of Minority Affairs in respect of each project on quarterly basis for both physical and financial progress in the proforma of Quarterly Progress Report (QPR) prescribed for this purpose. The PMJVK guidelines also provides for quarterly meeting by the District Level Committee to review the progress of implementation of the projects under PMJVK and submission of reports to the State Level Committee (SLC).

13-Dec-2021: Minority Concentrated Districts
Under Pradhan Mantri Jan Vikas Karyakram (PMJVK), which is a Centrally Sponsored Scheme, the communities notified as minority communities under Section 2 (c) of the National Commission for Minorities Act (NCM), 1992 are taken as Minority Communities. The Central Government under the NCM Act, 1992 has notified six religious minority communities namely Christian, Sikh, Buddhist, Muslim, Parsi and Jain.

The areas for implementation of PMJVK has been identified on the basis of substantial population of minority communities i.e. 25% of minority population in the area and backwardness parameters in the area concerned which are below the national average. The parameters for identification of Minority Concentration Areas are based on the data of Census, 2011. The details of backwardness parameters applied for identification of such areas are (a) religion-specific socio-economic indicators at the district /block/town viz. literacy rate, female literacy rate, work participation rate and female work participation rate; and (b) basic amenities indicators at the district/block/town level viz. percentage of households with pucca walls, percentage of households with safe drinking water, percentage of households with electricity and percentage of households with latrine facility within the premise. However, the assets created are available to the entire population of the identified area and do not exclude other communities.

Since 2014-15, the Ministry has sanctioned more than 49,000 major projects which includes 35 Degree Colleges, 174 Residential Schools, 1,546 School Buildings, 23,463 Additional Class Rooms/ACR Blocks, 14,312 Teaching Aid & Smart Classrooms, 684 Hostels, 23 Working Women Hostels, 97 ITI Buildings, 13 Polytechnics, 16 Skill Centres, 1,997 Health Projects, 01 Unani Medical College, 408 Sadhbhav Mandaps, 01 Sadhbhav Kendra, 168 Common Service Centres, 553 Market Sheds, 09 Hunar Hubs, 5,455 Sanitation/Toilet projects, 76 Sports Facilities, etc.

In respect of 6 States/UT (Punjab, J&K, Meghalaya, Nagaland, Mizoram and UT of Lakshadweep) where a minority community is in majority, a lower cut-off of 15% of minority population, other than that of the minority community in majority in that State/UT, has been applied for identification of MCD HQ, MCBs and MCTs.

Further, the Ministry of Minority Affairs is implementing various schemes which aim at educational empowerment, employment-orients skill development, infrastructure support, etc. for the upliftment of living standards of the notified minorities. The benefit of these schemes is available to all the minority communities (Muslims, Sikhs, Christians, Buddhists, Parsis and Jains) across the country including the above mentioned 6 States.

2-Aug-2021: Pradhan Mantri Jan Vikas Karyakaram

The Ministry of Minority Affairs implements the Pradhan Mantri Jan Vikas Karyakaram (PMJVK), in the identified Minority Concentration Areas (MCAs) of the country, with the objective to develop socio economic assets and basic amenities in the MCAs. The scheme was restructured in May 2018 and areas identified for implementation of the scheme was increased from a coverage of  196 districts to  308 districts which includes 870 Minority Concentration Blocks, 321 Minority Concentration Towns and 109 Minority Concentration District Headquarters. Priority sectors under the scheme are education, health, skill development and women centric projects.  Projects under PMJVK are implemented by States/UTs/Central Government Organizations as per the need of the identified MCAs.  In the last 7 years under the “Pradhan Mantri Jan Vikas Karyakram” (PMJVK) more than 43,000 basic infrastructure projects including education, health, skill development, women related projects, sports and sadbhav mandaps etc. have been sanctioned at a cost of Rs. 10955.75 crore, and Rs. 8115.67 crore has been released to the States/UTs for implementation of the projects. The sanction of the projects approved along with fund details for education, health, skill development and women related projects under Pradhan Mantri Jan Vikas Karyakram (PMJVK), in the minority concentrated blocks/towns/district-wise, State/UT-wise is available on the official website of the Ministry i.e. https://www.minorityaffairs.gov.in/ .

The following is the monitoring mechanism under PMJVK:

  1. Monitoring through Block Level Committee, District Level Committee and State Level Committee.
  2. Monitoring through Empowered Committee in the Ministry which reviews the progress of construction and commissioning of projects.
  3. Monitoring through visits by officers from the Ministry to project sites.
  4. Monitoring through conferences at the national, regional, state or district levels.
  5. The IT Cells created at State level with Ministry’s funds form an integrated part of the monitoring mechanism.
  6. Monitoring through conferences at the national, regional, state or district levels and visits of officials to the project sites.

An Evaluation study of PMJVK has been conducted by NITI Aayog through M/s. KPMG Advance Services Ltd. The Evaluation Report is available at https://www.minorityaffairs.gov.in/sites/default/files/Evaluation%20Report.pdf.

A meeting under the chairmanship of Secretary (MA) was held on 17.04.2020 with representatives of States/UTs namely A&N Island, Arunachal Pradesh, Assam, Andhra Pradesh, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Manipur, Sikkim, Tamil Nadu, Telangana, Uttar Pradesh, Punjab & West Bengal to assess the impact of COVID-19 pandemic over the implementation of projects of PMJVK and to work out the strategies for dealing with such scenario. The States/UTs were advised to monitor the implementation and ensure that the COVID-19 pandemic has minimum effect on the PMJVK implementation. During the COVID-19 pandemic this Ministry has approved 186 health projects of Rs.512.25 crore. The various projects constructed under PMJVK have been utilized for public during the COVID Pandemic.

Project proposals under PMJVK are received from the States/UTs as per their felt need and infrastructure requirement of the identified MCAs.   

The Ministry has started an awareness campaign “Jaan Hai To Jahan Hai” on Covid-19 Vaccination to prevent apprehensions and rumours, under which various organizations associated with the Ministry like State Waqf Boards, State Haj committees, State Channelizing agencies and Programme Implementing Agencies(PIAs) of various schemes were urged to reach out to the people and work towards spreading awareness and getting rid of the vaccine hesitancy amongst the local communities. In addition to the above, the Ministry has also utilized the social media platforms to spread awareness on vaccination through various renowned personalities from the field of social, cultural and religion as influencers.

14-Sep-2020: The areas under PMJVK have been increased from 90 districts originally to 308 Districts of the country

The Pradhan Mantri Jan Vikas Karyakram(PMJVK) has been restructured in 2018 and is now being implemented in 1300 identified Minority Concentration Areas (MCAs), with an objective of developing socio-economic infrastructure and basic amenities in the said areas. For larger coverage of the scheme, the areas under PMJVK have been increased from 90 Districts originally to 308 Districts of the country, which include 870 Blocks, 321 Towns and 109 District Headquarters.

The expenditure under PMJVK in 2018-19 and 2019-20, has been Rs. 1156.07 crore and Rs.1698.29 crore respectively.

Project proposals under PMJVK are received from the States/UTs as per their felt need and infrastructure requirement of the identified MCA. In the period 2018-19 to 2019-20, the Ministry has sanctioned 85 Residential Schools, 6 Jawahar Navodaya Vidyalayas (JNVs), 454 School Buildings, 22 Degree Colleges, 209 Hostels, 4181 Additional Class Rooms, 329 Additional Classroom Blocks, 7854 Smart Classrooms, 32 Industrial Training Institutes, 7 Polytechnics, 324 Health Projects, 927 Anganwadi Centres, 22 Working Women Hostels, 136 Common Service Centres, 8 Hunar Hubs, 37 Market Sheds, 953 Sanitation Projects, 1027 Drinking Water Projects, 9 Sport facilities, 89 Sadbhav Mandaps, 11 Skill Development Centres etc.

2-May-2018: Cabinet approves restructuring of Multi-sectoral Development Programme for its continuation during remaining period of 14th Finance Commission as Pradhan Mantri Jan Vikas Karyakram

The Cabinet Committee on Economic Affairs has approved the proposal for renaming and restructuring of Multi-sectoral Development Programme(MsDP) as Pradhan Mantri Jan Vikas Karyakram (PMJVK).  CCEA has also approved its continuation during the remaining period of the 14th Finance Commission.

Impact:

  • The restructured programme would provide better socio economic infrastructure facilities to the minority communities particularly in the field of education, health & skill development as compared to the present situation, which would further lead to lessening of the gap between the national average and the minority communities with regard to backwardness parameters. The flexibility introduced in the programme will enable addressing important issues that would result in speedier implementation leading to greater inclusiveness of the minority communities.
  • The criteria for identification of Minority Concentration Towns and Clusters of Villages have been rationalized by lowering the population percentage criteria of Minority Communities and fulfilment of backwardness parameters in the following manners:-
    • Earlier only those Towns which were found backward in terms of both in Basic Amenities and Socio-economic parameters were taken up as MCTs. Now, the Towns which were found backward in either or both of the criteria have been taken up as MCT.
    • Earlier only those Cluster of Villages which were having at-least 50% population of Minority Community were taken. Now the population criteria has been lowered to 25%. These   rationalization   of criteria  would  facilitate   the   inclusive  growth  of communities and social harmony.
  • The area to be covered under PMJVK would be 57% more as compared to the existing MsDP.
  • The MsDP covered 196 district of the country whereas PMJVK will cover 308 districts of the country.

Expenditure: Funding of the scheme would be from budgetary provision of the Ministry. The Expenditure Finance Committee, Department of Expenditure has recommended for the continuation of the programme as PMJVK at the cost of Rs. 3,972 crore. As stipulated in the scheme, the recurring/maintenance expenses will be borne by the State Government / UTs / Organization.

Beneficiaries: The Programme aims to address development deficits in the identified minority concentration areas. The identification of minority concentration areas has been done on the basis of presence of substantial population of notified Minority Communities based on Census, 2011. The inclusion of Minority Concentration District Headquarters along with the Minority Concentration Towns having population more than 25,000, Minority Concentration Blocks and Cluster of Villages as per Census, 2011 data, will extend the coverage of population of minority communities.

Special focus by earmarking funds:

  1. 80% of the resources under the PMJVK would be earmarked for projects related to education, health and skill development.
  2. 33 to 40% of resources under the PMJVK would be specifically allocated for women centric projects.

Monitoring of the Programme strengthened:

  1. Provisions related to Monitoring Mechanism, Transparency and Publicity of Information have been further strengthened by including an online module along with geo-tagging.
  2. A provision to bring all implementing agencies under Public Finance Management System(PFMS) and its effective use ensured to monitor fund utilization has been made in PMJVK.

Background:

MsDP has been identified as one of the Core of the Core Schemes under National Development Agenda in the Report of the Sub-Group of Chief Ministers on Rationalization of Centrally Sponsored Schemes, which was constituted by NITI Aayog. The programme was launched in the year 2008-09 in 90 identified Minority Concentration Districts (MCDs) having at least 25% minority population and below national average with respect to one or both of the backwardness parameters with the objective of developing assets for socio-economic and basic amenities. The MCDs were identified on the basis of census 2001 data. The programme continued during 11th Five Year Plan.

The MsDP was restructured in June 2013 for implementation during 12th Five Year Plan and the area of implementation was replaced by Minority Concentration Blocks (MCB), Minority Concentration Towns (MCT) and Clusters of Villages. Total MCBs - 710, MCTs - 66 in 196 Districts. The MsDP is currently in operation in 27 States/UTs.

MsDP has been designed primarily to address the developmental gaps/deficits in identified backward minority concentration areas by topping up of existing Centrally Sponsored Schemes of various Central ministries/departments without any change in the norms, guidelines and the funding pattern.

The projects considered are additional class rooms, laboratories, school buildings, hostels, toilets, buildings for Polytechnics, ITIs, Community Health Centres, Primary Health Centres / Sub-centres, Anganwadi Centres, Rural Housing etc.

In addition to gap filling projects, MsDP also provides for taking up innovative projects which are not covered by any of the existing CSS of various ministries and these are funded in the ratio of 60:40 and for NE and Hilly States at 90:10 between the Centre and States. This includes Sadbhav Mandap, Market shed etc.

14-Dec-2022: Shahari Waqf Sampatti Vikas Yojana implemented by Ministry of Minority Affairs through Central Waqf Council for providing interest free loan  to Waqf Institutions/Waqf Boards

The Minister of Minority Affairs, Smt. Smriti Zubin Irani in a written reply to a question in the Rajya Sabha today informed that this Ministry implements Shahari Waqf Sampatti Vikas Yojana (SWSVY) through Central Waqf Council (CWC). Under SWSVY, interest free loan is provided to Waqf Institutions/Waqf Boards for taking up economically viable projects on the urban waqf land such as commercial complexes, marriage halls, hospitals, cold storages etc. The annual Grants-in-aid released under the Scheme between 2017-18 to 2021-22 is Rs. 316.00 lakh, 316.00 lakh 316.00 lakh, 300.00 lakh and 100.00 lakh respectively.

The grants and subsequent instalments are released after ascertaining the viability of the project in accordance with the scheme guidelines, receipt of Utilization Certificate (UC) and satisfactory progress Report from the concerned Waqf Institution/ Waqf Board. As on date, total 4 applications are pending amounting to Rs. 487.25 lakh.

14-Dec-2022: National Education Society for Tribal Students (NESTS) organized two-day online workshop in collaboration with Centre for Development of Advanced Computing (CDAC) on e-learning platform developed for EMRS students

National Education Society for Tribal Students (NESTS) collaborated with Centre for Development of Advanced Computing (CDAC) to develop an e-learning platform i.e., Eklavya Learning Management System (ELMS) to enable a comprehensive learning environment for students in EMRSs. In phase – 1, the two-day online training program was organized on 12th& 13th December, 2022 for 52 nominated teachers from across the country. The nominated teachers shall act as master trainers who shall be rolling out the training programme, pan-India in next phase.

As a part of this collaboration, CDAC has developed ELMS that shall render learning content in various e-formats like Audio, Video, Online Lab, Quizzes etc. that can be accessed by both students and teachers. Also, amongst plethora of unique features, the system allows teacher to create new courses and assignments by adding Textbook Pdfs, Audio-Video Files on any particular chapter. The purpose of the workshop was to implement of ELMS in every school by these master trainers and also train others teachers of the State/UT.

The workshop session included brief about the ELMS project, demo of ELMS app, installation of ELMS app on mobile/tablet, Course demo from ELMS Portal and enroll user in course, demo of upload content in a course & demo for communication tools like announcements/forum, chats etc. NESTS believes that the modernized technology, ELMS will effectively contribute towards ensuring blended learning in all EMRSs spanned across the country.

1-Feb-2021: MoU signed with 21 States/UTs for better functioning of Eklavya Model Residential Schools

An MoU was signed today between the Kerala State Eklavya Model Residential School Society and the National Education Society for Tribal Students (NESTS) for effective management of the Eklavya Model Residential Schools (EMRS) in Kerala. The MoU was signed by Shri Puneet Kumar, Principal Secretary, Scheduled Tribes Development Department, Government of Kerala and Shri. Asit Gopal, Commissioner, NESTS in the presence of Dr. Naval Jit Kapoor, Joint Secretary (EMRS), Ministry of Tribal Affairs in New Delhi today.

Out of 28 States, where EMRSs are being established, the NESTS has executed MoUs with 21 State/UT Governments as on date including Government of Kerala.  The signing of the MoU is the first step towards positioning of EMRSs as harbinger of tribal education in the remote tribal hinterlands and it would bring all States on a uniform and mutually agreed platform.

Arjun Munda, Minister of Tribal Affairs said that with the overarching vision of the Prime Minister to usher all round development in tribal areas, the scheme of EMRSs was revamped in 2018-19 to improve the geographical outreach of the programme and introduce several qualitative changes to improve learning outcomes in the schools. By the year 2022, there is a target of establishing 740 EMRSs across the country covering every block with 50% or more ST population and 20,000 or more tribal persons, benefitting around 3.5 lakh tribal students.

In her message, Smt Renuka Singh Saruta, Minister of State said that with this strategic partnership with State Governments, efforts are being taken to ensure holistic development of the students in both academic and extracurricular sphere will bear fruits. The EMRSs have become beacon of success in the tribal areas and emerging as a premier institution of Nation Building.

Sh. R. Subrahmanyam, Secretary Ministry of Tribal Affairs in his message conveyed that as part of revamping of the programme, several systemic changes have been introduced including construction of schools by central agencies, CBSE affiliation of the schools, recruitment of regular teaching and non-teaching staff, designing of school uniforms, capacity building of teachers, leadership development of principals, introduction of online/digital technologies in the schools.

Sh. Puneet Kumar, Principal Secretary ST development department, speaking on the occasion thanked the Ministry of Tribal affairs, Government of India for the overwhelming support through EMRS Scheme on behalf of the Government of Kerala and said that he looked forward to continued cooperation and support for the benefit of the tribal students by improving standards of teaching and improvements in Infrastructure of EMRSs.

EMRSs are a flagship intervention of the Ministry of Tribal Affairs to provide quality education to tribal students in remote tribal areas. The programme being implemented since 1998 have created a niche in the tribal education landscape of the country. However, the scheme was revamped in 2018 to improve the geographical outreach of the programme and introduce several qualitative changes to improve learning outcomes in the schools.

Currently there are 588 schools sanctioned across the country in 28 States/UT with around 73391 students enrolled in the Schools. Another 152 schools shall be sanctioned by the year 2022. Details of the schools can be seen on the dashboard of the Ministry available at www.dashboard.tribal.gov.in.

NESTS was established in April, 2019 as an autonomous organization under the Ministry of Tribal Affairs to run and manage the schools. Ever since then, In order to ensure adequate availability of financial resources in the schools, the recurring cost per annum per student was enhanced to Rs. 1,09,000.00 in 2018-19 from the existing unit cost of Rs. 61,500.00 in 2017-18.With the increase in recurring cost and the construction grant it was imperative that the qualitative improvements in the running and management of the schools are initiated simultaneously. With the execution of MoU, the schools shall be eligible for higher recurring costs so as to ensure qualitative improvements in the schools.

17-Dec-2018: Eklavya Model Residential Schools

In the context of establishing quality residential schools for the promotion of education, Eklavya Model Residential Schools (EMRSs) for ST students are set up in States / UTs with provisioning of funds through “Grants under Article 275(1) of the Constitution”.  The establishing of EMRSs are based on demand of the concerned States/UTs with availability of land as an essential attribute.  As per the budget 2018-19, every block with more than 50% ST population and at least 20,000 tribal persons, will have an Eklavya Model Residential School by the year 2022.

Across the country, as per census 2011 figures, there are 564 sub-districts, i.e. blocks/taluka/tehsils, having more than 50% ST population and at least 20,000 tribal persons. Out of these sub-districts, at present 102 sub-districts have EMRSs and the rest 462 sub-districts do not have an EMRS. Out of this, there are 13 sub-districts in Assam without an EMRS and these are listed below:-

As per extant guidelines, the capital cost for setting up the school complex, including hostels and staff quarters etc. has been earmarked as Rs. 12.00 Crore with a provision to go up to Rs.16.00 Crore in hill areas, deserts and islands. The Ministry also provides Rs. 61,500/- per student per year towards recurring cost for these EMRSs.

13-Jun-2017: 51 EMR schools made functional during the last three years

Ministry of Tribal Affairs has actively initiated various efforts to make more Eklavya Model Residential Schools (EMRS) functional. As a result, 51 new EMRS were made functional during the last three years. 161 EMR Schools are functional right now, while this figure was at 110 in the year 2013-14. More than 52 thousand tribal students are taking education in 161 EMR Schools of 26 States.

Eklavya Model Residential School Scheme was started in 1998 and first school was started in the year 2000 in Maharashtra. A total of 259 schools have been sanctioned during the last 17 years, out of which, 72 EMRS were sanctioned during last three years. EMRSs have been functioning as institutions of excellence for tribal students. Results of these schools have been generally better than other Government schools in the tribal areas. Average pass percentage of students in Class Xth and XIIth in these EMRS is above 90%. Many EMRS students have been reported to be faring well in higher studies and competitive examinations.

In order to further educational opportunities for more ST children, Government seeks to extend the facility of EMRSs in all the 672 Blocks where ST population is more than 50% of the total population in a span of next five years.

As per existing EMRS Guidelines of 2010, at least one EMRS is to be set up in each Integrated Tribal Development Agency (ITDA) / Integrated Tribal Development Project (ITDP) having 50% ST population in the area. The capital cost for setting up the school complex, including hostels and staff quarters etc. has been earmarked at Rs. 12 crore with a provision to go up to Rs.16 crore in hill areas, deserts and islands. Recurring cost during the first year for these schools would be Rs. 42000/-per child, with a provision of raising it by 10% every second year to compensate for inflation etc.
