22-Dec-2022: Technology Sub-Mission Under PMAY-U

A Technology Sub-Mission (TSM) under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) Mission has been set up for the adoption of innovative, sustainable, eco-friendly and disaster-resilient technologies and building materials for low-cost, speedier and quality construction of houses.

Following activities have been undertaken under TSM to bring a paradigm shift in adoption of innovative construction technologies:

  1. Identification, Evaluation and Certification of Emerging Technologies for adoption by Public/Private agencies.
  2. Global Housing Technology Challenge – India (GHTC-India) was initiated to identify and mainstream globally best available proven construction technologies that are rapid, sustainable, green and disaster resilient.
  3. Under GHTC-India, 54 innovative proven construction technologies shortlisted from across the globe.
  4. Six Light House Projects (LHPs) using six distinct technologies shortlisted under GHTC-India are constructed at six places in the country.
  5. Under Affordable Sustainable Housing Accelerator - India (ASHA-India) initiative, 48 potential future technologies in both Pre & Post prototype categories were shortlisted by Technical Evaluation Committee set up by MoHUA.
  6. Under ASHA-India, five Incubation Centres have been set up to provide Incubation Support to potential future technologies that are not yet market ready.
  7. 14 Demonstration Housing Projects using New Technologies are built under PMAY-U to showcase innovative technology options to States/Union Territories (UTs) and disseminating technical awareness among professionals.
  8. A free online Enrolment of TECHNOGRAHIS has been started for exposing the interested stakeholders to learn different phases of use of innovative technologies in LHPs for adoption and replication.
  9. An online course named NAVARITIH (New, Affordable, Validated, Research Innovation Technologies for Indian Housing) has been started to enhance the capability of building professionals about the new and emerging building materials, technologies and processes for construction.
  10. Indian Housing Technology Mela (IHTM) was organized to showcase the domestic indigenous and innovative technologies, building materials and construction processes for low & medium rise houses. 84 innovative technologies/products/materials were shortlisted under IHTM.
  11. Under the Indian Urban Housing Conclave (IUHC)a National Exhibition on Innovative construction practices was organized to showcase more than 85 innovative construction systems & materials.

MoHUA in association with GIZ and BMTPC is hosting series of trainings/workshops on Innovative Construction Technologies and Thermal Comfort for Affordable Housing named RACHNA (Affordable and Comfortable Housing through National Action). 75 RACHNA training programmes spreading over 30 cities have been successfully conducted across India, covering over 4,500 stakeholders.

  1. Performance Appraisal Certification Scheme (PACS) is being operated for Identification, Evaluation and Certification of Emerging Technologies suiting to different geo-climatic conditions of the country, which are safe, sustainable and environment-friendly and ensure faster delivery of quality houses by BMTPC, MoHUA. Under PACS, so far 77 innovative products and systems have been certified.
  2. More than 15 lakh houses are being constructed/completed using new technologies in various Central and State Schemes. A series of offsite Workshops/Webinars, Webcasting, Mentoring on Technical know-how/Modules were organised jointly with State Governments for capacity building & handholding support on innovative construction technologies.
  3. Various publication on innovative construction technologies and other areas related to faster, cost effective, environment friendly, disaster resistant, sustainable construction.

12-Dec-2022: Progress of PMAY-U

Ministry of Housing and Urban Affairs (MoHUA) is providing Central Assistance under Pradhan Mantri Awas Yojana -Urban (PMAY-U) since June 25, 2015 to provide pucca house with basic amenities to all eligible urban beneficiaries through four verticals, viz. Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).  A total of 122.69 lakh houses were sanctioned till 31st March 2022. Subsequently, the Scheme has been extended till 31st December 2024 for completion of houses sanctioned upto 31.3.2022. During extended period no additional houses will be sanctioned. However, within overall ceiling of 122.69 lakh houses, States/Union Territories (UTs)are allowed to curtail the sanctioned non-starter BLC/AHP/ISSR houses and replace them with new BLC houses. The completion time of the houses generally takes 12 to 18 months for BLC houses and 24 to 36 months in case of AHP/ISSR verticals of the Scheme.

10-Aug-2022: Cabinet approves continuation of Pradhan Mantri Awas Yojana-Urban (PMAY-U) - “Housing for All” Mission up to 31st December 2024.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today has approved the proposal of Ministry of Housing and Urban Affairs (MoHUA) for continuation of Pradhan Mantri Awas Yojana-Urban (PMAY-U) up to 31stDecember 2024 wherein financial assistance is to be provided for the completion of already sanctioned 122.69 lakh houses till 31st March 2022.

PMAY-U: Housing for All is one of the major flagship programmes being implemented by Government of India to provide all weather pucca houses to all eligible beneficiaries in the urban areas of the country through States/UTs/Central Nodal Agencies. The scheme covers the entire urban area of the country, i.e., all statutory towns as per Census 2011 and towns notified subsequently, including Notified Planning/ Development Areas. The scheme is being implemented through four verticals: Beneficiary Led Construction/ Enhancement (BLC), Affordable Housing in Partnership (AHP), In-situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). While Govt of India provides financial assistance, State Govt/UTs implement the scheme including selection of beneficiaries.

During the period of 2004-2014, 8.04 lakh houses were completed under Urban Housing Scheme. Under the Modi Govt, the issue of providing houses to all eligible Urban dwellers in saturation mode was brought into focus and the scheme of PMAY-Urban was conceptualised. In 2017, the original projected demand was 100 lakh houses. Against this original projected demand, 102 lakh houses have been grounded/under construction. Further, out of these 62 lakh houses have been completed. Out of the total sanctioned 123 lakh houses, the proposals of 40 lakh houses were received late (during last 2 years of scheme) from the States/UTs which require another two years to complete them. Therefore, based on the requests from the States/UTs, Union Cabinet decided to extend the implementation period of PMAY-U till 31.12.2024.

Central Assistance approved since 2015 is Rs. 2.03 lakh crore against Rs. 20,000 crore in 2004-2014.Upto 31st March 2022, Central Assistance/subsidy of ₹1,18,020.46 crore has already been released and ₹85,406 crore will be released as Central Assistance/subsidy till 31st December 2024.

The continuation of the scheme based on the request of States/UTs upto 31st December 2024 will help in completion of already sanctioned houses under BLC, AHP & ISSR verticals.

24-Jun-2022: 7th Anniversary to commemorate launch of Pradhan Mantri Awas Yojana-Urban celebrated by MoHUA

The Ministry of Housing and Urban Affairs (MoHUA) organised a virtual event on today to celebrate 7 years of Pradhan Mantri Awas Yojana-Urban (PMAY-U), which was launched by Hon’ble Prime Minister Shri Narendra Modi on 25th June 2015. The event was presided by Shri Manoj Joshi, Secretary, Ministry of Housing and Urban Affairs, and attended by senior officials of the Ministry, Principal Secretaries of States/UTs, MDs of States/UTs and stakeholders from Central and State Governments.

The seventh anniversary celebrations highlighted the important initiatives implemented under PMAY-U Mission, which is one of the largest urban housing programmes in the world. At the outset, a video depicting the glorious 7 years journey of PMAY-U was showcased depicting how the Mission is fulfilling the dream of a pucca house for millions of Indians.

An e-Book encapsulating achievements of the Mission was then released by Secretary, MoHUA. The book takes the readers through the initiatives and reforms that have been undertaken by the Mission to transform the urban landscape of India and more importantly, the impact it has had on the lakhs of beneficiaries of PMAY-U, who are proud owners of a pucca house with all basic amenities. The e-Book can be downloaded from PMAY-U website (https://pmay-urban.gov.in/).

At the event, winners of Khushiyon Ka Aashiyana Short Film Contest were also declared. The contest was launched by MoHUA as part of Azadi ka Amrit Mahotsav celebrations. It was open to PMAY-U beneficiaries, students, youths, civil society organisations, institutions and individual/groups above 18 years of age, during the period 1st July 2021 to 30th September 2021. The broad theme was ‘Transforming Human Lives in Urban Landscape’ through PMAY-U mission.

The contest received an overwhelming response from across India, especially from PMAY-U beneficiaries, who enthusiastically participated in the competition by sharing their life transforming experiences through films made by themselves. A total of 34 participants have been selected under three categories for recognition. The winners of the contest will get a cash prize and a certificate of recognition. The 1st Prize carries a cash reward of ₹ 25,000, 2nd prize ₹ 20,000 and the 3rd prize ₹ 12,500. The winners’ names have been uploaded on PMAY-U website.

PMAY-U field inspection module in dashboard was also launched on the occasion. The purpose is to assist visitors to inspect PMAY-U project sites/houses construction by beneficiaries with the help of just a mobile phone. The module can be used by the Ministry, Central Nodal Agencies, PMU members, State officials and respective SLTCs/CLTCs staff.

Addressing the event, Secretary, MoHUA, said that in the seven years of implementation of PMAY-U, with the concerted efforts put in by everyone associated with the Mission, a lot of achievements have been made and some more have to be fulfilled. Shri Joshi urged the States/UTs to expedite construction work in their respective regions to fulfil the target of Housing for All. “I am hopeful everyone will work together and achieve the target,” he added.

In line with the Hon’ble Prime Minister’s vision of ‘Housing for All’, With a total investment of ₹ 8.31 Lakh Crore PMAY-U has so far sanctioned 122.69 lakh, out of which more than 1 crore houses have been grounded and over 61 lakh houses have been completed and delivered to the beneficiaries. Owing to the construction work under PMAY-U, 423 Lakh MT Cement and 96 Lakh MT Steel has been consumed while 239 Lakh jobs have been created.

Over the years, various technological and reformative measures have been taken by the Ministry to transform the urban landscape of India. Six Light House Projects (LHPs) under Global Housing Technology Challenge India (GHTC-India) is one such initiative that is promoting globally available construction technologies that are sustainable, eco-friendly and disaster-resilient to enable a paradigm shift in affordable housing. The LHPs showcase the best of new-age alternate global technology in housing construction sector. The project in Chennai has been completed in all respects and was inaugurated by Hon’ble Prime Minister on 26th May 2022. LHPs in Rajkot, Indore, Lucknow, Ranchi and Agartala are currently in the making.

MoHUA has also launched Affordable Rental Housing Complexes (ARHCs), a sub-scheme under PMAY-U for urban migrants/poor. Under Model 1, a total of 5,478 existing government-funded vacant houses have been converted into ARHCs in Chandigarh, Gujarat (Ahmedabad, Rajkot and Surat), Rajasthan (Chittorgarh) and in Jammu. Proposals for converting 7,483 vacant houses into ARHCs has been processed in Gujarat, Himachal Pradesh, Haryana, Madhya Pradesh, Uttarakhand and Rajasthan. Under Model 2, 80,273 new ARHC units with TIG of Rs 178.28 Crore have been sanctioned for construction by Public/Private entities. Meanwhile, construction of 22,689 new ARHC units are in progress in Sriperumbudur, Tamil Nadu.

The Government of India has set up a Technology Sub-Mission (TSM) under the Pradhan Mantri Awas Yojana - Urban (PMAY-U) Mission to facilitate adoption of modern, innovative and green technologies and building material for faster and quality construction of houses. TSM also facilitates preparation and adoption of layout designs and building plans suitable for various geo-climatic zones and assists States/ Cities in deploying disaster resistant and environment friendly technologies.

The Ministry of Housing and Urban Affairs is already implementing PMAY-U) since 25th June 2015, with the aim to provide pucca house with basic amenities to all eligible urban families with the vision of housing for all.  A total of 1.15 crore houses have already been sanctioned, of which more than 56 lakh houses are completed and delivered to the beneficiaries so far and remaining houses are at various stages of construction/ grounding. 14-Mar-2022: PMAY-U gives Central assistance to States/ Union Territories for providing all-weather pucca houses to all eligible urban households

In pursuance of the Government’s vision of “Housing for All”, Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) since 25.06.2015 for giving Central assistance to States/ Union Territories (UTs) for providing all-weather pucca houses to all eligible urban households. States/ UTs have undertaken demand survey under PMAY-U for assessing actual demand of housing.  Total assessed demand of houses reported by States/ UTs under the scheme is 112.24 lakhs. Based on the project proposals submitted by the States/ UTs, 1,15,08,778 houses have been sanctioned across the country.

In order to achieve the vision of ‘Housing for All’, Ministry monitors progress of the Scheme through periodic review meetings, video-conferences and field visits. Ministry has advised States/ UTs to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline.

PMAY-U addresses affordable housing requirement in urban areas through four verticals: (i) Beneficiary-led individual house construction or enhancement (BLC) (ii) Affordable Housing in Partnership (AHP) (iii) Credit-Linked Subsidy Scheme (CLSS) and (iv) “In-Situ” Slum Redevelopment (ISSR).

Further, this Ministry has launched Affordable Rental Housing Complexes (ARHCs) as a sub-scheme of PMAY-U to provide dignified living to urban migrants/poor near their workplace. This scheme is being implemented through two models i.e. Model-1: Utilizing existing Government funded vacant houses to convert into ARHCs through Public Private Partnership (PPP) or by Public Agencies, andModel-2: Construction, Operation & Maintenance of ARHCs by Public/Private Entities on their own available vacant land.

Around 115.09 lakh houses have been sanctioned under PMAY-U; out of which, nearly 55.45 lakh have been completed/ delivered to beneficiaries and remaining are at various stages of construction/ grounding.

15-Feb-2022: 58th meeting of CSMC under PMAY(U)

Project proposals for more than 60,000 houses were approved for construction in Andhra Pradesh, Chhattisgarh, Himachal Pradesh, Karnataka and Rajasthan at the 58th meeting of Central Sanctioning and Monitoring  Committee (CSMC) under Pradhan Mantri Awas Yojana (Urban) today. The meeting, held in video conference mode, was chaired by Shri Manoj Joshi, Secretary, Ministry of Housing and Urban Affairs (MoHUA).

Presiding over the meeting, Secretary, MoHUA also discussed the issues pertaining to grounding and  construction of houses in different States under different verticals of PMAY(U). He reviewed the pace of completion of houses in the States and directed the officials to expedite the process and meanwhile also evaluate the beneficiary allotment and completion of Affordable Housing in Partnership (AHP) projects in their respective areas. Secretary, MoHUA, said that work should be done in a processed manner so that maximum benefits of the Scheme should reach to the beneficiaries without any delay.

The total number of sanctioned houses under PMAY(U) is now 114.04 Lakh; of  which around 93.25 Lakh have been grounded for construction and around 54.78 Lakh have been completed and delivered to the beneficiaries. The total investment under the Mission is ₹ 7.52 Lakh crore, with Central Assistance of ₹ 1.87 Lakh Cr. So far, Central Assistance amounting to ₹ 1.21 Lakh Cr has already been released.

A booklet on 'Transformative Reforms Towards Housing for All' was also released by Secretary, MoHUA. Through various chapters and illustrations, the booklet will take the readers through the transformative journey of PMAY(U) all these years, challenges faced, opportunities created, implementation mechanisms, reforms for the overall growth of affordable housing sector in India, and the impact the Scheme on the lives of its beneficiaries. Towards the end, the 'Transformative Reforms Towards Housing for All' lays the way forward which is required to complete the vision of Hon’ble Prime Minister to ensure ‘Housing for All’.

Proceedings of 'Awas Par Samvaad' was also released on the occasion. Awas Par Samvaad, the first- of-its-kind initiative in the urban housing sector, was conducted as an activity under ‘Azadi Ka Amrit Mahotsav’ (AKAM). Based on the AKAM theme, 75 workshops/ seminars/ webinars were hosted in different parts of the country to create awareness and promote discussion, deliberation and dissemination on 'Housing for All' amongst multiple stakeholders. Awas Par Samvaad evinced enthusiastic participation from several institutions and organisations.

Learnings and take-aways from these 75 workshops have been compiled in the form of a booklet for students, professionals and urban practitioners to enable them to learn about government policies/frameworks for future application and implementation of housing programmes and also give a new perspective in their dealings as professionals.

3-Feb-2022: Center provide assistance to States/UTs under Pradhan Mantri Awas Yojana - Urban (PMAY-U)

The Schemes on housing are implemented by States/ UTs and the Land and Colonization are State Subjects. However, Ministry of Housing and Urban Affairs under the vision of ‘Housing for All’ by 2022, is supplementing the efforts of States/ UTs by providing central assistance under Pradhan Mantri Awas Yojana-Urban (PMAY-U) for construction of houses for all eligible families/ beneficiaries since 25.06.2015. There are no targets under PMAY-U Scheme. Based on the demand, State/UT Government prepares project proposals under PMAY-U and after due approval of State Level Sanctioning and Monitoring Committee (SLSMC) submits to the Ministry for sanctioning. Against the demand of 1.12 crore houses as validated by States/ UTs in 2017, so far 1.14 crore have been sanctioned by the Ministry under PMAY-U.

The Ministry has sanctioned all project proposals for providing houses to eligible beneficiaries as proposed and duly approved by States/UTs.

24-Nov-2021: Proposals for Construction of 3.61 Lakh Houses approved under PMAY(U)

The 56th meeting of Central Sanctioning and Monitoring Committee (CSMC) of Pradhan Mantri Awas Yojana (Urban) was held in New Delhi on 23rd November 2021 under the chairmanship of Shri Durga Shanker Mishra, Secretary, Ministry of Housing and Urban Affairs (MoHUA). A total of 3.61 lakh houses were approved for construction from 17 States/UTs under Affordable Housing in Partnership (AHP), Beneficiary-Led Construction (BLC), In-Situ Slum Redevelopment (ISSR) verticals of PMAY-U.

Presiding over the meeting, Secretary, MoHUA, took up the issues pertaining with States/UTs regarding construction of houses under the Mission. He asked the States/UTs to resolve the issues without delay so that construction of houses can be expedited.

Construction of PMAY-U houses are in various stages. With this, the total number of sanctioned houses under the Mission is now 1.14 crore; of which more than 89 lakh have been grounded for construction and 52.5lakhhave been completed and delivered to the beneficiaries. The total investment under the Mission is ₹ 7.52 lakh crore, with a Central Assistance of ₹1.85 lakh crore. So far, ₹1.13 lakh crore of funds have already been released. The CSMC also accorded approval for revision of projects from 14 States/UTs translating into 3.74 lakh houses.

Further, Secretary, MoHUA, laid renewed emphasis to accelerate housing construction and completion across the country within stipulated time under PMAY-U so that the goal of ‘Housing for All’ by 2022 can be achieved.

At the CSMC meeting, an e-Finance module was also launched by Secretary, MoHUA. The e-Finance module has been integrated with all modules of the PMAY-U MIS system and designed, developed within PMAY-U MIS System with the objectives to provide unique platform to all stakeholders for disbursement of funds through Direct Benefit Transfer mode &to validate beneficiaries.

While launching the module, Secretary, MoHUA, said, “The e-Finance module has been launched with a specific purpose to remove any sort of misinformation. Now, there will be transparency, and all financial data will be captured on the platform.” He instructed that training programmes for officers/MIS personnel across States/UTs should be organised region wise for the early implementation of the module.

Secretary, MoHUA, also approved proposals under Affordable Rental Housing Complexes (ARHCs) - Model 2 - in Telangana and Tamil Nadu. A total of 19,535 units, have been approved for urban migrants/poor, involving Technology Innovation Grant of Rs 39.11 crore.

Secretary, MoHUA, directed the States/UTs to ensure proper implementation of ARHCs by utilising vacant JNNURM houses. He also encouraged the stakeholders to come up with more proposals under Model 2 of ARHCs.

ARHCs provide affordable rental accommodation to urban migrants/poor in urban areas close to their workplace. The ARHC scheme is being implemented through two models. Under Model 1, existing Government funded vacant houses are converted into ARHCs through Public Private Partnership or by Public Agencies; Under Model 2, construction, operation and maintenance of ARHCs will be done by Public/Private Entities on their own vacant land.

16-Aug-2021: Secretary, MoHUA chairs the 55th CSMC Meeting under PMAY-U

At the 55th meeting of Central Sanctioning and Monitoring Committee (CSMC) under Pradhan Mantri Awas Yojana-Urban (PMAY-U), proposals for construction of 16,488 houses have been approved. A total of four States/UTs attended the meeting held today in New Delhi through video conference. The houses are proposed to be constructed under Beneficiary-Led Construction (BLC) and Affordable Housing in Partnership (AHP) verticals of PMAY-U.

Presiding over the meeting, Shri Durga Shanker Mishra, Secretary, MoHUA while chairing the meeting said, “The demand for sanction has saturated in all States/UTs and work should be done expeditiously towards completing all the projects within stipulated time.”

Construction of PMAY-U houses is in various stages. With this, the total number of sanctioned houses under PMAY-U is now 113.06 Lakh; of which 85.65 Lakh have been grounded for construction and more than 51 Lakh have been completed and delivered to the beneficiaries. The total investment under the Mission is ₹ 7.39 Lakh Crore with a Central Assistance of ₹1.82 Lakh Crore. So far, ₹1,06,390 Crore of funds have already been released under the Mission.

The approval for proposals under Model-2 of Affordable Rental Housing Complexes (ARHCs) was also reviewed by Secretary, MoHUA, with 5 States, namely Tamil Nadu, Chhattisgarh, Assam, Uttar Pradesh and Gujarat. A total of 59,350 units, including single bedroom/double bedroom units and dormitory beds, have been approved for urban migrants/ poor, involving a Technology Innovation Grant (TIG) of over ₹ 135 Crore.

ARHCs, a sub-scheme under PMAY-U, provides ease of living to urban migrants/poor in industrial sector as well as in non-formal urban economy to get access to dignified affordable rental housing close to their workplace. The scheme offers major step towards making of ‘AatmaNirbhar Bharat’.

Further, Secretary, MoHUA, urged the States/ UTs to participate enthusiastically in ‘PMAY(U) Awards -100 Days Challenge’. “Our major focus should be how can States/ UTs make their cities saturated. Completion of projects should be aimed at,” he added.

With respect  to Light House Projects (LHPs), Secretary, MoHUA, said that the States/ UTs should encourage registration of stakeholders as Technograhis in large numbers so that they get to learn about globally innovative technologies and adapt their use in Indian context across the nation.

9-Jun-2021: Proposals for construction of nearly 3.61 Lakh houses approved under PMAY(Urban)

The Government approved 708 proposals for construction of 3.61 lakh houses under Pradhan Mantri Awaas Yojana – Urban (PMAY-U) on 8th June 2021. The decision was taken at the 54th Meeting of the Central Sanctioning and Monitoring Committee (CSMC) under PMAY-U held in New Delhi. The Meeting was attended by 13 States/UTs. These houses are proposed to be constructed across Beneficiary Led Construction and Affordable Housing in Partnership verticals.

In addition, ‘PMAY- U Awards 2021 - 100 Days Challenge’ was also launched by Shri Durga Shanker Mishra, Secretary, Ministry of Housing & Urban Affairs (MoHUA) . The awards are given to recognize and celebrate the outstanding contribution and performances by States, Union Territories (UTs), Urban Local Bodies (ULBs) and beneficiaries for successful implementation of the Mission and create a healthy competition.

This was the first CSMC meeting during the second wave of COVID-19 pandemic and reflects the importance the Government has attached to the objective of providing pucca houses to all eligible beneficiaries of Urban India by 2022 with the vision of ‘Housing for All’.  Ministry of Housing and Urban Affairs (MoHUA) has laid renewed emphasis to accelerate housing construction and completion across the country within stipulated time under PMAY(U).

“The demand for sanction has saturated in all States/UTs.  Utilisation of unused funds and ensuring completion of the projects within stipulated time is our prime focus now,” said Shri Durga Shanker Mishra at the meeting.

The States/UTs also put in their proposals for revision of projects due to various issues such as, of land, topographical hazards, inter-city migration, change of preferences of verticals, loss of lives etc.

With this, as on date, the total number of sanctioned houses under PMAY(U) is now 112.4 lakh and so far,  82.5 lakh  have been grounded for construction of which 48.31 lakh  have been completed/delivered. Total investment under the Mission is Rs 7.35 Lakh Crore which has Central assistance of Rs 1.81. Lakh Crore of which Rs 96,067 Crore of funds have been released.

Addressing the participating States/UTs, Secretary, MoHUA laid emphasis on Six Light House Projects (LHPs), the foundation stones of which were laid by Prime Minister in January, 2021. The LHPs are being constructed at Agartala, Chennai, Lucknow, Ranchi, Rajkot and Indore. “These LHPs should galvanize all concerned departments involved in construction. Use of cutting edge technology should be replicated and scaled up,” he said. An E-Module on Technograhi comprising learning tools on innovative construction technologies shortlisted under Global Housing Technology Challenge – India and being used in six LHPs was also launched at the event. It is a step towards building capacities of stakeholders in the area innovative construction technologies.

Secretary, MoHUA, also inaugurated a newly constructed Demonstration Housing Project in Panchkula, Haryana which will be used as a working woman hostel on rental basis. Under Technology sub mission of PMAY-U, 6 Demonstration Housing Projects (DHPs) have been completed so far and 7 are being constructed in different parts of the country.  DHPs are model housing projects built with new/alternate technology that not only showcase field level application of the technology but also used as platform to impart on-site orientation & training to practitioners & students in the housing sector on the application and use of such technology.

24-Jul-2020: Target of construction of 2.95 crore houses under PMAY-G expected to be achieved by March 2022

To achieve the objective of “Housing for all by the year 2022”, Prime Minister Shri Narendra Modi launched the restructured rural housing scheme, namely Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) on 20th November, 2016 with the target of construction of 2.95 crore houses with all basic amenities by the year 2022.

The selection of beneficiaries through a three stage validation (Socio Economic Caste Census 2011, Gram Sabha, and geo-tagging) has ensured selection of the poorest of the poor under PMAY-G. The department took various measures including IT/DBT to ensure smooth flow of fund to the beneficiaries account, use of new housing designs after studying local region specific typologies, evidence based monitoring through geo-tagged photos taken at all pre-determined stages of construction, transaction based MIS, adequate provision of fund, training of rural masons etc., for timely completion of houses.

All these measures ensured increased pace for construction of houses resulting in completion of 1.10 crore houses which includes houses to 1.46 lakh landless beneficiaries under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G). The increased pace of work has been reflected in the NIPFP study which indicated 114 days as average completion time for Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) as compared to 314 days earlier. The Ministry of Rural Development has also completed construction of around 72 lakh houses under Indira Awaas Yojana totalling construction of 182 lakh houses since 2014.

PMAY-G also addresses the basic needs of households through convergence with various government programmes. The poor not only get a home but also get up to 90-95 days of work under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Their homes are also provided electricity connection under the existing Ministry of Power schemes and LPG connection under Pradhan Mantri Ujjwala Scheme besides the households’ toilet under Swachh Bharat Mission / MGNREGS and tap connection under Jal Jeevan Mission. Efforts have also been made to provide livelihood development and diversification opportunities to 1.82 crore rural households, under Deendayal Antyodaya Yojana-National Rural Livelihood Mission (DAY-NRLM).

With partnership with the States, the Ministry of Rural Development is confident that with a large number of houses under different stages of completion and increased pace of completion of houses, it would be able to achieve the target of construction of 2.95 crore houses under PMAY-G by March, 2022.

27-Sep-2019: Govt approves construction of 1.23 lakh houses under PMAY-Urban

Centre has approved construction of 1.23 lakh more houses under Pradhan Mantri Awas Yojana (Urban). The 47th Central Sanctioning And Monitoring Committee approved 630 proposals from participating states for construction of 1.23 lakh houses with an overall investment of 4,988 crore rupees.

An official release said the commitment from government as central assistance will be 1,805 crore rupees.

28-Jun-2019: Houses Sanctioned Under PMAY(U) now Stands at 83.62 Lakhs

In the 44th meeting of the Central Sanctioning cum Monitoring Committee (CSMC) under PMAY(U), held today, under the chairmanship of Secretary, Ministry of Housing & Urban Affairs, Shri Durga Shanker Mishra, more than 2.5 Lakh houses were sanctioned in 10 states. The cumulative number of houses sanctioned under PMAY(U) now stands at about 83,62,975.

The CSMC discussed, among other important points, the progress of the Scheme from various states like Assam, Bihar, Chhattisgarh, Jharkhand, Meghalaya, Nagaland, Tamil Nadu, Uttar Pradesh, Haryana etc. The State of Uttar Pradesh presented proposals for construction of 1.38 lakh more houses which was the highest among all 10 participating states. With this, Uttar Pradesh has become first in the country in project sanctioned with about 12.96 lakh houses sanctioned, closely followed by Andhra Pradesh (12.48 lakh houses) and Maharashtra ( 9.86 lakh houses).

25-Feb-2019: 5,60,695 Houses Sanctioned Under Pradhan Mantri Awas Yojana(Urban) in The 43nd CSMC

The Ministry of Housing & Urban Affairs has approved the construction of another 5,60,695 more affordable houses for the benefit of urban poor under Pradhan Mantri Awas Yojana (Urban). The approval was given in the 43rd meeting of the Central Sanctioning and Monitoring Committee. The cumulative number of houses sanctioned under PMAY(U) now is 79,04,674.

The number of houses sanctioned for Uttar Pradesh is 1,79,215, Andhra Pradesh 1,10,618, Maharashtra 1,01,220 while Karnataka has been sanctioned 48,729 houses. The houses sanctioned for Madhya Pradesh is 26,587 houses and Gujarat 25,861. The number of houses for Manipur is 13,715 while Tamil Nadu has been sanctioned 12,174 houses. Bihar has been sanctioned 10,084 houses while the houses sanctioned for Odisha is 7,472. The number of houses sanctioned for Chhattisgarh is 7,067 while the sanction for Kerala is 4,194 houses. Haryana has been sanctioned 4,019 houses, Rajasthan 3,601, Jharkhand 2,165 and Assam  1,419. The number of houses for Meghalaya is 1,397 while the houses sanctioned for Puducherry is 1,158.

A total of 1,243 projects with a project cost of Rs 33,873 crore with central assistance of Rs 8,404 crore has been approved in the meeting held under the Chairmanship of Shri Durga Shankar Mishra, Secretary, Ministry of Housing and Urban Affairs.

19-Feb-2019: Cabinet approves continuation of Pradhan Mantri Awaas Yojana – Gramin beyond March, 2019 (PMAY-G Phase-II)

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the implementation of Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) beyond March, 2019 (PMAY-G) Phase-II as follows:

  • Total target for construction of 1.95 crore houses under PMAY-G Phase-II upto 2022.
  • Continuation of rural housing scheme Pradhan Mantri Awaas Yojana Gramin (PMAY-G) in Phase-II till 2019-20 as per the existing norms of PMAY-G Phase-I, with a target of 60 lakh houses involving financial implication of Rs.76,500 crore (Central Share of Rs. 48,195 crore and State share of Rs.28,305 crore)
  • Continuation of the scheme beyond 2019-20 upto 2021-22 in the next finance commission cycle, after due appraisal and approval based on third party evaluation of scheme/programme as per the extant procedure.
  • Inclusion of additional eligible households from the final Awaas+ list into the Permanent Wait List (PWL) of PMAY-G, with a ceiling of 1.95 Cr, on priority for those States / UTs where PWL is exhausted and allocate target to these States / UTs with the approval of the Minister of Rural Development in consultation with the Ministry of Finance.
  • Continuation of Program Management Unit (PMU) and National Technical Support Agency (NTSA) till 2019-20.
  • Borrowing for additional financial requirement through existing mechanism of EBR till the validity of the scheme.
  • Reduction in administrative expenses from 4% to 2% of programme funds. 2% of the programme funds allocated for administrative component, shall be bifurcated. 0.30% of the programme funds shall be retained at the central level and the remaining 1.70% of the programme fund shall be released to the States/UTs as Administrative Fund.

Benefits: The left out rural households who are houseless and / or living in dilapidated houses subject to a ceiling of 1.95 crore would be provided pucca houses by 2022.

14-Feb-2019: Mobile App to Allow Beneficiaries to Capture & Upload Photographs of Completed Houses

Shri Hardeep S Puri, Minister of State (I/C) for Housing and Urban Affairs has stated that the PMAY (U) Mobile App will allow beneficiaries to capture and upload high resolution photographs of completed houses along with their families. The App will also allow uploading of selfies of beneficiaries with their house and a 30 - 60 seconds video clip where beneficiaries share their stories of owning a house under PMAY (U). These stories would be an emotional recount of experiences such as increased self-esteem, sense of pride and dignity, improved social status, safety and security for the family, protected environment for the girl child, children’s education among others. He was speaking at the launch of the PMAY(U) Mobile App.  A one-minute film showcasing the impact of PMAY(U) in the lives of beneficiaries was also released on the occasion.

Shri Hardeep S. Puri emphasized  that the mission intends to create a closer interface with its beneficiaries. Hence a mobile application has been developed to bring beneficiaries directly in contact with the mission. The application would allow beneficiaries of PMAY (U) to capture and upload photos and videos of completed houses along with testimonies. These photos and videos of beneficiary testimonies will be scrutinized at State as well as at Central level. The selected beneficiaries from States/UTs would be awarded and invited as special guest for anniversary celebration of PMAY (U)

The one-minute film showcases the impact of PMAY (U) on the lives of beneficiaries from across the country. It narrates the stories of happy families experiencing a transformation of owning a house with all basic amenities which include water, electricity, kitchen with gas connection and toilet. The film narrates, how PMAY (U) is contributing in transforming the lives of all Indians starting from Kashmir to Kerala and empowering them from different walks of life. It has encapsulated the journeys and emotions of families belonging to different regions of the country who feel connected with a common feeling i.e. the pride of owning their dream house through PMAY (U).

The PMAY (U) mission was launched on 25th June 2015 with the aim to provide houses to every eligible urban household in India by the year 2022.  The scheme has achieved a significant milestone of approving more than 73 lakh houses against a validated demand for about one crore houses in urban areas.  Around 40 Lakh houses are at various stages of construction and more than 15 lakh houses have already been completed. Further around 12 lakh houses are being constructed using new and emerging technologies.

14-Jan-2019: Global Housing Technology Challenge-India

Shri Hardeep S. Puri, Minister of State (I/C) for Housing and Urban Affairs (MoHUA) has called for a paradigm shift in technology transition using large scale construction under PMAY (U) as an opportunity to get the best available construction technologies across the globe. Launching “Global Housing Technology Challenge-India” (GHTC- India), Shri Puri envisioned to source technologies from all over the world and identify such technologies which would be suitable for adoption in India.

GHTC- India intends to get best globally available innovative construction technologies through a challenge process. It seeks to demonstrate and deliver ready to live-in houses in a shorter time, with lower cost and quality construction in a sustainable manner. It also seeks to promote future technologies, to foster an environment of research and development in the country.

Pointing out that the conventional system of housing construction is time consuming as well as resource intensive, Shri Puri emphasised that there is a need to look for new emerging, disaster-resilient, environment friendly, cost effective and speedy construction technologies. The shift in technology transition will also address the challenges of large-scale housing construction in minimum time and cost with optimum use of resources and environment friendly practices.

GHTC-India has been conceptualized to enable the paradigm shift required in the construction sector in the country. GHTC-India will bring change, both in the perception as well as the manner in which construction of houses is done. The challenge has three components viz. i) Conduct of Grand Expo-cum-Conference, ii) Identifying Proven Demonstrable Technologies from across the world and iii) Promoting Potential Technologies through setting up incubation centers at selected IITs and organizing accelerator workshops under the Affordable Sustainable Housing Accelerators- India (ASHA-India) Program.

Shri Durga Shanker Mishra, Secretary, MoHUA said that all stakeholders involved in building construction industry, technology providers, construction agencies, developers and technical institutes would participate in the Challenge. He stated that MoHUA has been implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) Mission to provide all weather “pucca” houses to eligible beneficiaries by the year 2022. Against the validated demand of about one crore housing units to be constructed by the year 2022, MoHUA has so far sanctioned around 70 lakh houses, out of which around 37 lakh have been grounded and around 15 lakh completed and allotted to beneficiaries.

To ensure a robust process, MoHUA conducted a series of consultations with State/UT governments, IITs, technology providers and other relevant stakeholders to identify broad reasons for slow and limited adoption of innovative and alternative construction technologies for affordable housing. Based on the feedback received and subsequent deliberations, the issues identified include, ensuring the suitability of foreign technologies for Indian conditions, certification and standardization including the requirement of proper specifications and codes, challenges in the procurement processes, and the necessary policy support to synergize both demand and supply. In addition, deliberations also included issues of knowledge transfer, access to raw materials and scale of demand for large scale uptake by entrepreneurs/ organizations. Typically conventional construction systems (such as the use of brick and mortar) are slow paced, energy intensive, dependent on natural resources and have large carbon footprint. They use low levels of mechanization and have high dependence on manual labour. A concerted effort is required to create mass awareness to accept a technology transition from conventional to new technologies through lighthouse projects, expositions and other outreach methods that will mainstream its use.

This transition will contribute towards achieving the Sustainable Development Goals (SDGs) as laid out by the United Nations (UN), the New Urban Agenda and the Paris Climate Accord to which India is a signatory and other such international commitments. The use of alternative, innovative and fast-track technologies aims at:-a) conservation of natural resources; b) bringing speed in construction; c) utilization of industrial and construction demolition waste; d) reduction in air and noise pollution; e) optimum use of water; f) increased labour productivity; g) cost reduction; h) safe and disaster resilient houses; and i) all weather site execution etc. Such a technology transition aligns well with the vision of New India 2022. This will bring the country at par with the advanced economies of the world and their rigorous standards in the construction sector.

A Grand Expo and Conference will be organized to provide a platform to all stakeholders associated with housing construction for the exchange of knowledge and business. This event will be conducted biennially. Proven and demonstrable technology providers from across the globe and India will be invited to the Expo so that the organizers of GHTC-India may evaluate and assess the range of technologies available. Potential future technologies will also be invited and screened to participate at the expo.

Other Stakeholders such as academia, students of technical institutes, technologists, engineers, architects, Research and Development (R&D) institutes, Government agencies including housing boards & state Public Works Department (PWDs), developers, entrepreneurs etc. will be invited to participate as delegates. Developers and construction companies who may serve as local support partners to execute project on ground in partnership with global technology providers will also be invited.

27-Dec-2018: YEAR ENDER - 6 - PMAY- Ministry of Housing & Urban Affairs 2018

The Ministry of Housing & Urban Affairs has embarked upon one of the most ambitious programmes undertaken in the world for Urban renaissance for rejuvenating and transforming Indian cities through a number of initiatives including sanctioning of 68.5 lakh houses for construction under the Pradhan Mantri Awas Yojana in urban areas.

PRADHAN MANTRI AWAS YOJANA (URBAN) – PMAY(U)  - Housing for All (HFA)

PMAY (U) is a Mission to provide housing for all by 2022 and is being implemented from June, 2015. It provides central assistance to Urban Local Bodies (ULBs) and other implementing agencies through States/UTs for in-situ Rehabilitation of existing slum dwellers using land as a resource with private participation; Credit Linked Subsidy; Affordable Housing in Partnership and Subsidy for beneficiary-led individual house construction/enhancement.

Under the PMAY(U), the total investment involved is  Rs 3,56,397 Crores. Out of the approved total central assistance of Rs 1,00,275 crore, Rs 33,455 crores have already been released to States/UTs as on 10.12.2018. Interest subsidy of Rs 6,943.95 crore on housing loans has been credited directly to 3,14,703 beneficiaries under CLSS(Credit Linked Subsidy Scheme).

So far, more than 68.5 Lakh houses have been approved for funding under the Mission. 35.67 lakh houses have been grounded for construction of which 12.45 lakh houses have been completed. The Ministry is optimistic that the States/UTs would submit project proposals at the earliest . This would enable sanction of validated demand of 1 Crore houses well before 2020 so that construction activities can be completed to provide  “Housing for all by 2022”.

To fast track the construction of sanctioned houses, the Ministry has identified 24 new technologies for mass housing construction and further issued schedule of rates for 11 new construction technologies and building materials for adoption among States/UTs. In addition, the Ministry is also organizing Global Housing Technology Challenge (GHTC) to co-opt internationally acclaimed rapid mass housing construction technologies and to help States/UTs to construct sanctioned houses under PMAY(U) to address housing shortage in the urban areas by 2022.

A National Urban Housing Fund for Rs. 60,000 crores has been set up for raising Extra Budgetary Resources (EBR) in phases for the rapid implementation of PMAY (U). A sum of Rs. 8,000 Cr. was mobilised under this fund in FY 2017-18. In FY 2018-19 approval has been secured to raise Rs. 25,000 crore under this mechanism out of which a sum of Rs. 5050 crore has been already raised and disbursed to the States/UTs and CNAs. This process of raising resources through EBR ensures that there will be unhindered availability of resources for PMAY(U).

The Affordable Housing Fund (AHF) was established in National Housing Bank (NHB) as announced by the Hon’ble Union Finance Minister in the General Budget for 2018-19. The objective of the fund is to improve the affordability of the target group to own their homes. The corpus of the Fund will be 10,000 crores and will be contributed by Scheduled Commercial Banks as allocated by the Reserve Bank of India (RBI). The first tranche of 2,500 crores was received by NHB in August, 2018 & it has disbursed the entire amount of 2,500 crores by 30-11-2018. The next tranche of 2,500 crores is expected to be received by NHB by 31.12.2018.

The huge investment of 3.6 Lakh crore in housing sector is providing more job opportunities in construction and allied sectors with the help of induced effect and contributing to overall health of the economy.

24-Aug-2018: Centre approves 1.12 lakh more houses under PM's housing scheme

The Centre has approved construction of nearly 1.12 lakh more affordable houses for urban poor in eight states under the Pradhan Mantri Awas Yojna, with Andhra Pradesh bagging the largest share of over 37,000 housing units.

According to the Housing and Urban Affairs Ministry, which is mandated to implement the scheme, the total number of houses being funded under the PMAY (Urban) is close to 55 lakh across the country so far.

The approval was given in a meeting of the central sanctioning and monitoring committee (CSMC) of PMAY(U). Last month, the committee also sanctioned construction of 2.67 lakh affordable houses for the poor in 10 states.

The Ministry of Housing and Urban Affairs has approved the construction of 1,12,213 more affordable houses for the benefit of urban poor under Pradhan Mantri Awas Yojana (Urban).  It stated that Andhra Pradesh has been sanctioned 37,719 houses while the sanction for Haryana is 19,858. The number of houses sanctioned for Madhya Pradesh is 18,375, Maharashtra 12,238 houses, Chhattisgarh 10,632 houses and Karnataka 8,761 houses.

Approvals given for J&K stands at 4,442 houses while Arunachal Pradesh has been sanctioned 188 houses.

The central assistance of Rs 1,683.18 crore will be provided to execute these projects. With these proposed houses, cumulative houses under PMAY(U) would become 54,95,443 after final approval from CSMC.

In the last CSMC meeting, Madhya Pradesh was sanctioned 59,421 houses, while 55,296 housing units were authorised for Gujarat.

1-Aug-2018: 1.07 crore rural houses constructed over the last four years under Pradhan Mantri Awaas Yojana –Gramin

The re-structured rural housing scheme Pradhan Mantri Awas Yojana – Gramin (PMAY-G) which has the objective of “Housing for All by 2022” was launched by Hon’ble Prime Minister on 20th November, 2016 from Agra. 2.95 crore houses are set to be constructed by 2022 to achieve the set objective of PMAY-G which has been decided to achieve in phases. In the first phase the target is construction of one crore pucca houses by 31st March, 2019.

A total of 1.07 crore rural houses have been completed over the last four years (2014-15 to 2017-18) which  include completion of 38.20  lakh Pradhan Mantri Awaas Yojana – Gramin (PMAY- G) houses and 68.64 lakh IAY houses that were sanctioned in 2014-15 and 2015-16 and prior to that. If the figures of the current financial year are also added to this achievement under the rural housing scheme the achievement from 2014-15 till date becomes 1.13 crore completed rural houses. The details of rural housing scheme and progress can be seen from the website of PMAY-G, i.e. (pmayg.nic.in). The confidence on timely completion is further strengthened by a recent study conducted by National Institute of Public Finance and Policy (NIPFP), New Delhi, which has concluded that the average time of construction of a house under PMAY-G has gone down to 114 days as against 314 days under the erstwhile rural housing scheme, i.e. IAY. In view of the availability of 240 days till March, 2019, and keeping in view the current pace of construction of PMAY-G houses and various initiatives of the Ministry to closely track the progress of construction, the target of completion of 1.00 crore pucca houses under PMAY-G would be achieved by March, 2019. In this way Government would construct 1.70 crore rural houses between April, 2014 and March, 2019.

The completed PMAY-G houses are changing the rural landscape and bringing social transformation in villages across the country.

25-Jun-2018: Pradhan Mantri Awas Yojana – Urban Sanctions a Total Of 3,18,900 Houses from 6 States/UTs

Ministry of Housing and Urban Affairs (MoHUA) conducted its 35th Central Sanctioning and Monitoring Committee (CSMC) meeting of Pradhan Mantri Awas Yojana (PMAY) – Urban where a total of 3,18,900 houses from 6 States/UTs were approved.  With this, the PMAY (U) has approved more than 51 Lakhs dwelling units against the estimated demand of 1 crore. As the scheme is completing its 3rd year of implementation today, a significant milestone of more than 51 lakh houses approved has been achieved. This is a huge jump in comparison to old housing scheme where 12.4 Lakh houses were approved in around 9 years of its implementation. Such unprecedented performance is due to innovative architecture of the scheme where flexibility has been given to the States/UTs to approve the projects.  Further, rather than a rigid approach, beneficiaries are free to choose from 4 verticals of the Mission as per their preference. The State of Maharashtra has taken a big stride in achieving its target of providing houses to slum dwellers by getting 2.48 lakh houses approved in 35th CSMC.

The total project cost approved under PMAY (U) stands at Rs. 2.81 lakh crore with a Central Assistance of Rs. 77,934 crore. A total of 7.60 lakh houses are already completed and another 28 lakh have been grounded. Massive expansion of housing finance through CLSS is taking place. As on today, more than 2 lakh beneficiaries have been given subsidy under the CLSS vertical of the mission which is substantially higher than 18,166 beneficiaries who benefited from earlier comparable Interest Subsidy Schemes (ISHUP/RRY) – 2008 to 2013. Carpet area expansion upto 200 sq. m. under MIG component of the CLSS is being welcomed by all stakeholders.

In terms of coverage, the Mission is a paradigm shift in the history of housing schemes being implemented in the past. The Government of India is committed to provide “Housing for All” by the end of the Mission period-2022. A National Urban Housing Fund for Rs. 60,000 crores has been set up for raising Extra Budgetary Resources (EBR) in phases, for the rapid implementation of PMAY (U). Keeping the ethos of cooperative federalism, the States/UTs are implementing the scheme with considerable zeal and initiatives.  The States of Andhra Pradesh, Madhya Pradesh, Telangana, Gujarat, Tamil Nadu, Jharkhand and Chhattisgarh are among the best performing States. The Hon’ble Prime Minister Sh. Narendra Modi had earlier this month had one-to-one interactions with the beneficiaries of PMAY. This has been a huge morale boost to beneficiaries and other stakeholders.

Use of innovative and fast-track construction technology has been adopted in a big way under the scheme. More than 7 lakh houses are being constructed in different States using new technologies. The progress of the houses on the ground has been monitored through geo-tagging using space technology.  The Ministry has further rolled out eight models of Public-Private Partnerships for Affordable Housing that has ushered in a revolution in Affordable Housing sector in India.

The investment in the housing sector has a spiral and cascading effect on other sectors of the economy as well, thereby boosting the GDP of the country. The increased activity in the housing sector, increases the demand of not only construction material such as bricks, cement, sand and steel but also the allied sectors.

In addition, the impetus in housing sector, also results in huge direct employment creation, as large number of jobs, both skilled and unskilled, are also created potentially.

22-Dec-2022: Technology Sub-Mission Under PMAY-U

A Technology Sub-Mission (TSM) under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) Mission has been set up for the adoption of innovative, sustainable, eco-friendly and disaster-resilient technologies and building materials for low-cost, speedier and quality construction of houses.

Following activities have been undertaken under TSM to bring a paradigm shift in adoption of innovative construction technologies:

  1. Identification, Evaluation and Certification of Emerging Technologies for adoption by Public/Private agencies.
  2. Global Housing Technology Challenge – India (GHTC-India) was initiated to identify and mainstream globally best available proven construction technologies that are rapid, sustainable, green and disaster resilient.
  3. Under GHTC-India, 54 innovative proven construction technologies shortlisted from across the globe.
  4. Six Light House Projects (LHPs) using six distinct technologies shortlisted under GHTC-India are constructed at six places in the country.
  5. Under Affordable Sustainable Housing Accelerator - India (ASHA-India) initiative, 48 potential future technologies in both Pre & Post prototype categories were shortlisted by Technical Evaluation Committee set up by MoHUA.
  6. Under ASHA-India, five Incubation Centres have been set up to provide Incubation Support to potential future technologies that are not yet market ready.
  7. 14 Demonstration Housing Projects using New Technologies are built under PMAY-U to showcase innovative technology options to States/Union Territories (UTs) and disseminating technical awareness among professionals.
  8. A free online Enrolment of TECHNOGRAHIS has been started for exposing the interested stakeholders to learn different phases of use of innovative technologies in LHPs for adoption and replication.
  9. An online course named NAVARITIH (New, Affordable, Validated, Research Innovation Technologies for Indian Housing) has been started to enhance the capability of building professionals about the new and emerging building materials, technologies and processes for construction.
  10. Indian Housing Technology Mela (IHTM) was organized to showcase the domestic indigenous and innovative technologies, building materials and construction processes for low & medium rise houses. 84 innovative technologies/products/materials were shortlisted under IHTM.
  11. Under the Indian Urban Housing Conclave (IUHC)a National Exhibition on Innovative construction practices was organized to showcase more than 85 innovative construction systems & materials.

MoHUA in association with GIZ and BMTPC is hosting series of trainings/workshops on Innovative Construction Technologies and Thermal Comfort for Affordable Housing named RACHNA (Affordable and Comfortable Housing through National Action). 75 RACHNA training programmes spreading over 30 cities have been successfully conducted across India, covering over 4,500 stakeholders.

  1. Performance Appraisal Certification Scheme (PACS) is being operated for Identification, Evaluation and Certification of Emerging Technologies suiting to different geo-climatic conditions of the country, which are safe, sustainable and environment-friendly and ensure faster delivery of quality houses by BMTPC, MoHUA. Under PACS, so far 77 innovative products and systems have been certified.
  2. More than 15 lakh houses are being constructed/completed using new technologies in various Central and State Schemes. A series of offsite Workshops/Webinars, Webcasting, Mentoring on Technical know-how/Modules were organised jointly with State Governments for capacity building & handholding support on innovative construction technologies.
  3. Various publication on innovative construction technologies and other areas related to faster, cost effective, environment friendly, disaster resistant, sustainable construction.

12-Dec-2022: Progress of PMAY-U

Ministry of Housing and Urban Affairs (MoHUA) is providing Central Assistance under Pradhan Mantri Awas Yojana -Urban (PMAY-U) since June 25, 2015 to provide pucca house with basic amenities to all eligible urban beneficiaries through four verticals, viz. Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).  A total of 122.69 lakh houses were sanctioned till 31st March 2022. Subsequently, the Scheme has been extended till 31st December 2024 for completion of houses sanctioned upto 31.3.2022. During extended period no additional houses will be sanctioned. However, within overall ceiling of 122.69 lakh houses, States/Union Territories (UTs)are allowed to curtail the sanctioned non-starter BLC/AHP/ISSR houses and replace them with new BLC houses. The completion time of the houses generally takes 12 to 18 months for BLC houses and 24 to 36 months in case of AHP/ISSR verticals of the Scheme.

10-Aug-2022: Cabinet approves continuation of Pradhan Mantri Awas Yojana-Urban (PMAY-U) - “Housing for All” Mission up to 31st December 2024.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today has approved the proposal of Ministry of Housing and Urban Affairs (MoHUA) for continuation of Pradhan Mantri Awas Yojana-Urban (PMAY-U) up to 31stDecember 2024 wherein financial assistance is to be provided for the completion of already sanctioned 122.69 lakh houses till 31st March 2022.

PMAY-U: Housing for All is one of the major flagship programmes being implemented by Government of India to provide all weather pucca houses to all eligible beneficiaries in the urban areas of the country through States/UTs/Central Nodal Agencies. The scheme covers the entire urban area of the country, i.e., all statutory towns as per Census 2011 and towns notified subsequently, including Notified Planning/ Development Areas. The scheme is being implemented through four verticals: Beneficiary Led Construction/ Enhancement (BLC), Affordable Housing in Partnership (AHP), In-situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). While Govt of India provides financial assistance, State Govt/UTs implement the scheme including selection of beneficiaries.

During the period of 2004-2014, 8.04 lakh houses were completed under Urban Housing Scheme. Under the Modi Govt, the issue of providing houses to all eligible Urban dwellers in saturation mode was brought into focus and the scheme of PMAY-Urban was conceptualised. In 2017, the original projected demand was 100 lakh houses. Against this original projected demand, 102 lakh houses have been grounded/under construction. Further, out of these 62 lakh houses have been completed. Out of the total sanctioned 123 lakh houses, the proposals of 40 lakh houses were received late (during last 2 years of scheme) from the States/UTs which require another two years to complete them. Therefore, based on the requests from the States/UTs, Union Cabinet decided to extend the implementation period of PMAY-U till 31.12.2024.

Central Assistance approved since 2015 is Rs. 2.03 lakh crore against Rs. 20,000 crore in 2004-2014.Upto 31st March 2022, Central Assistance/subsidy of ₹1,18,020.46 crore has already been released and ₹85,406 crore will be released as Central Assistance/subsidy till 31st December 2024.

The continuation of the scheme based on the request of States/UTs upto 31st December 2024 will help in completion of already sanctioned houses under BLC, AHP & ISSR verticals.

24-Jun-2022: 7th Anniversary to commemorate launch of Pradhan Mantri Awas Yojana-Urban celebrated by MoHUA

The Ministry of Housing and Urban Affairs (MoHUA) organised a virtual event on today to celebrate 7 years of Pradhan Mantri Awas Yojana-Urban (PMAY-U), which was launched by Hon’ble Prime Minister Shri Narendra Modi on 25th June 2015. The event was presided by Shri Manoj Joshi, Secretary, Ministry of Housing and Urban Affairs, and attended by senior officials of the Ministry, Principal Secretaries of States/UTs, MDs of States/UTs and stakeholders from Central and State Governments.

The seventh anniversary celebrations highlighted the important initiatives implemented under PMAY-U Mission, which is one of the largest urban housing programmes in the world. At the outset, a video depicting the glorious 7 years journey of PMAY-U was showcased depicting how the Mission is fulfilling the dream of a pucca house for millions of Indians.

An e-Book encapsulating achievements of the Mission was then released by Secretary, MoHUA. The book takes the readers through the initiatives and reforms that have been undertaken by the Mission to transform the urban landscape of India and more importantly, the impact it has had on the lakhs of beneficiaries of PMAY-U, who are proud owners of a pucca house with all basic amenities. The e-Book can be downloaded from PMAY-U website (https://pmay-urban.gov.in/).

At the event, winners of Khushiyon Ka Aashiyana Short Film Contest were also declared. The contest was launched by MoHUA as part of Azadi ka Amrit Mahotsav celebrations. It was open to PMAY-U beneficiaries, students, youths, civil society organisations, institutions and individual/groups above 18 years of age, during the period 1st July 2021 to 30th September 2021. The broad theme was ‘Transforming Human Lives in Urban Landscape’ through PMAY-U mission.

The contest received an overwhelming response from across India, especially from PMAY-U beneficiaries, who enthusiastically participated in the competition by sharing their life transforming experiences through films made by themselves. A total of 34 participants have been selected under three categories for recognition. The winners of the contest will get a cash prize and a certificate of recognition. The 1st Prize carries a cash reward of ₹ 25,000, 2nd prize ₹ 20,000 and the 3rd prize ₹ 12,500. The winners’ names have been uploaded on PMAY-U website.

PMAY-U field inspection module in dashboard was also launched on the occasion. The purpose is to assist visitors to inspect PMAY-U project sites/houses construction by beneficiaries with the help of just a mobile phone. The module can be used by the Ministry, Central Nodal Agencies, PMU members, State officials and respective SLTCs/CLTCs staff.

Addressing the event, Secretary, MoHUA, said that in the seven years of implementation of PMAY-U, with the concerted efforts put in by everyone associated with the Mission, a lot of achievements have been made and some more have to be fulfilled. Shri Joshi urged the States/UTs to expedite construction work in their respective regions to fulfil the target of Housing for All. “I am hopeful everyone will work together and achieve the target,” he added.

In line with the Hon’ble Prime Minister’s vision of ‘Housing for All’, With a total investment of ₹ 8.31 Lakh Crore PMAY-U has so far sanctioned 122.69 lakh, out of which more than 1 crore houses have been grounded and over 61 lakh houses have been completed and delivered to the beneficiaries. Owing to the construction work under PMAY-U, 423 Lakh MT Cement and 96 Lakh MT Steel has been consumed while 239 Lakh jobs have been created.

Over the years, various technological and reformative measures have been taken by the Ministry to transform the urban landscape of India. Six Light House Projects (LHPs) under Global Housing Technology Challenge India (GHTC-India) is one such initiative that is promoting globally available construction technologies that are sustainable, eco-friendly and disaster-resilient to enable a paradigm shift in affordable housing. The LHPs showcase the best of new-age alternate global technology in housing construction sector. The project in Chennai has been completed in all respects and was inaugurated by Hon’ble Prime Minister on 26th May 2022. LHPs in Rajkot, Indore, Lucknow, Ranchi and Agartala are currently in the making.

MoHUA has also launched Affordable Rental Housing Complexes (ARHCs), a sub-scheme under PMAY-U for urban migrants/poor. Under Model 1, a total of 5,478 existing government-funded vacant houses have been converted into ARHCs in Chandigarh, Gujarat (Ahmedabad, Rajkot and Surat), Rajasthan (Chittorgarh) and in Jammu. Proposals for converting 7,483 vacant houses into ARHCs has been processed in Gujarat, Himachal Pradesh, Haryana, Madhya Pradesh, Uttarakhand and Rajasthan. Under Model 2, 80,273 new ARHC units with TIG of Rs 178.28 Crore have been sanctioned for construction by Public/Private entities. Meanwhile, construction of 22,689 new ARHC units are in progress in Sriperumbudur, Tamil Nadu.

The Government of India has set up a Technology Sub-Mission (TSM) under the Pradhan Mantri Awas Yojana - Urban (PMAY-U) Mission to facilitate adoption of modern, innovative and green technologies and building material for faster and quality construction of houses. TSM also facilitates preparation and adoption of layout designs and building plans suitable for various geo-climatic zones and assists States/ Cities in deploying disaster resistant and environment friendly technologies.

Following activities have been undertaken under TSM:

14-Mar-2022: PMAY-U gives Central assistance to States/ Union Territories for providing all-weather pucca houses to all eligible urban households

In pursuance of the Government’s vision of “Housing for All”, Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) since 25.06.2015 for giving Central assistance to States/ Union Territories (UTs) for providing all-weather pucca houses to all eligible urban households. States/ UTs have undertaken demand survey under PMAY-U for assessing actual demand of housing.  Total assessed demand of houses reported by States/ UTs under the scheme is 112.24 lakhs. Based on the project proposals submitted by the States/ UTs, 1,15,08,778 houses have been sanctioned across the country.

In order to achieve the vision of ‘Housing for All’, Ministry monitors progress of the Scheme through periodic review meetings, video-conferences and field visits. Ministry has advised States/ UTs to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline.

PMAY-U addresses affordable housing requirement in urban areas through four verticals: (i) Beneficiary-led individual house construction or enhancement (BLC) (ii) Affordable Housing in Partnership (AHP) (iii) Credit-Linked Subsidy Scheme (CLSS) and (iv) “In-Situ” Slum Redevelopment (ISSR).

Further, this Ministry has launched Affordable Rental Housing Complexes (ARHCs) as a sub-scheme of PMAY-U to provide dignified living to urban migrants/poor near their workplace. This scheme is being implemented through two models i.e. Model-1: Utilizing existing Government funded vacant houses to convert into ARHCs through Public Private Partnership (PPP) or by Public Agencies, andModel-2: Construction, Operation & Maintenance of ARHCs by Public/Private Entities on their own available vacant land.

Around 115.09 lakh houses have been sanctioned under PMAY-U; out of which, nearly 55.45 lakh have been completed/ delivered to beneficiaries and remaining are at various stages of construction/ grounding.

15-Feb-2022: 58th meeting of CSMC under PMAY(U)

Project proposals for more than 60,000 houses were approved for construction in Andhra Pradesh, Chhattisgarh, Himachal Pradesh, Karnataka and Rajasthan at the 58th meeting of Central Sanctioning and Monitoring  Committee (CSMC) under Pradhan Mantri Awas Yojana (Urban) today. The meeting, held in video conference mode, was chaired by Shri Manoj Joshi, Secretary, Ministry of Housing and Urban Affairs (MoHUA).

Presiding over the meeting, Secretary, MoHUA also discussed the issues pertaining to grounding and  construction of houses in different States under different verticals of PMAY(U). He reviewed the pace of completion of houses in the States and directed the officials to expedite the process and meanwhile also evaluate the beneficiary allotment and completion of Affordable Housing in Partnership (AHP) projects in their respective areas. Secretary, MoHUA, said that work should be done in a processed manner so that maximum benefits of the Scheme should reach to the beneficiaries without any delay.

The total number of sanctioned houses under PMAY(U) is now 114.04 Lakh; of  which around 93.25 Lakh have been grounded for construction and around 54.78 Lakh have been completed and delivered to the beneficiaries. The total investment under the Mission is ₹ 7.52 Lakh crore, with Central Assistance of ₹ 1.87 Lakh Cr. So far, Central Assistance amounting to ₹ 1.21 Lakh Cr has already been released.

A booklet on 'Transformative Reforms Towards Housing for All' was also released by Secretary, MoHUA. Through various chapters and illustrations, the booklet will take the readers through the transformative journey of PMAY(U) all these years, challenges faced, opportunities created, implementation mechanisms, reforms for the overall growth of affordable housing sector in India, and the impact the Scheme on the lives of its beneficiaries. Towards the end, the 'Transformative Reforms Towards Housing for All' lays the way forward which is required to complete the vision of Hon’ble Prime Minister to ensure ‘Housing for All’.

Proceedings of 'Awas Par Samvaad' was also released on the occasion. Awas Par Samvaad, the first- of-its-kind initiative in the urban housing sector, was conducted as an activity under ‘Azadi Ka Amrit Mahotsav’ (AKAM). Based on the AKAM theme, 75 workshops/ seminars/ webinars were hosted in different parts of the country to create awareness and promote discussion, deliberation and dissemination on 'Housing for All' amongst multiple stakeholders. Awas Par Samvaad evinced enthusiastic participation from several institutions and organisations.

Learnings and take-aways from these 75 workshops have been compiled in the form of a booklet for students, professionals and urban practitioners to enable them to learn about government policies/frameworks for future application and implementation of housing programmes and also give a new perspective in their dealings as professionals.

3-Feb-2022: Center provide assistance to States/UTs under Pradhan Mantri Awas Yojana - Urban (PMAY-U)

The Schemes on housing are implemented by States/ UTs and the Land and Colonization are State Subjects. However, Ministry of Housing and Urban Affairs under the vision of ‘Housing for All’ by 2022, is supplementing the efforts of States/ UTs by providing central assistance under Pradhan Mantri Awas Yojana-Urban (PMAY-U) for construction of houses for all eligible families/ beneficiaries since 25.06.2015. There are no targets under PMAY-U Scheme. Based on the demand, State/UT Government prepares project proposals under PMAY-U and after due approval of State Level Sanctioning and Monitoring Committee (SLSMC) submits to the Ministry for sanctioning. Against the demand of 1.12 crore houses as validated by States/ UTs in 2017, so far 1.14 crore have been sanctioned by the Ministry under PMAY-U.

The Ministry has sanctioned all project proposals for providing houses to eligible beneficiaries as proposed and duly approved by States/UTs.

24-Nov-2021: Proposals for Construction of 3.61 Lakh Houses approved under PMAY(U)

The 56th meeting of Central Sanctioning and Monitoring Committee (CSMC) of Pradhan Mantri Awas Yojana (Urban) was held in New Delhi on 23rd November 2021 under the chairmanship of Shri Durga Shanker Mishra, Secretary, Ministry of Housing and Urban Affairs (MoHUA). A total of 3.61 lakh houses were approved for construction from 17 States/UTs under Affordable Housing in Partnership (AHP), Beneficiary-Led Construction (BLC), In-Situ Slum Redevelopment (ISSR) verticals of PMAY-U.

Presiding over the meeting, Secretary, MoHUA, took up the issues pertaining with States/UTs regarding construction of houses under the Mission. He asked the States/UTs to resolve the issues without delay so that construction of houses can be expedited.

Construction of PMAY-U houses are in various stages. With this, the total number of sanctioned houses under the Mission is now 1.14 crore; of which more than 89 lakh have been grounded for construction and 52.5lakhhave been completed and delivered to the beneficiaries. The total investment under the Mission is ₹ 7.52 lakh crore, with a Central Assistance of ₹1.85 lakh crore. So far, ₹1.13 lakh crore of funds have already been released. The CSMC also accorded approval for revision of projects from 14 States/UTs translating into 3.74 lakh houses.

Further, Secretary, MoHUA, laid renewed emphasis to accelerate housing construction and completion across the country within stipulated time under PMAY-U so that the goal of ‘Housing for All’ by 2022 can be achieved.

At the CSMC meeting, an e-Finance module was also launched by Secretary, MoHUA. The e-Finance module has been integrated with all modules of the PMAY-U MIS system and designed, developed within PMAY-U MIS System with the objectives to provide unique platform to all stakeholders for disbursement of funds through Direct Benefit Transfer mode &to validate beneficiaries.

While launching the module, Secretary, MoHUA, said, “The e-Finance module has been launched with a specific purpose to remove any sort of misinformation. Now, there will be transparency, and all financial data will be captured on the platform.” He instructed that training programmes for officers/MIS personnel across States/UTs should be organised region wise for the early implementation of the module.

Secretary, MoHUA, also approved proposals under Affordable Rental Housing Complexes (ARHCs) - Model 2 - in Telangana and Tamil Nadu. A total of 19,535 units, have been approved for urban migrants/poor, involving Technology Innovation Grant of Rs 39.11 crore.

Secretary, MoHUA, directed the States/UTs to ensure proper implementation of ARHCs by utilising vacant JNNURM houses. He also encouraged the stakeholders to come up with more proposals under Model 2 of ARHCs.

ARHCs provide affordable rental accommodation to urban migrants/poor in urban areas close to their workplace. The ARHC scheme is being implemented through two models. Under Model 1, existing Government funded vacant houses are converted into ARHCs through Public Private Partnership or by Public Agencies; Under Model 2, construction, operation and maintenance of ARHCs will be done by Public/Private Entities on their own vacant land.

16-Aug-2021: Secretary, MoHUA chairs the 55th CSMC Meeting under PMAY-U

At the 55th meeting of Central Sanctioning and Monitoring Committee (CSMC) under Pradhan Mantri Awas Yojana-Urban (PMAY-U), proposals for construction of 16,488 houses have been approved. A total of four States/UTs attended the meeting held today in New Delhi through video conference. The houses are proposed to be constructed under Beneficiary-Led Construction (BLC) and Affordable Housing in Partnership (AHP) verticals of PMAY-U.

Presiding over the meeting, Shri Durga Shanker Mishra, Secretary, MoHUA while chairing the meeting said, “The demand for sanction has saturated in all States/UTs and work should be done expeditiously towards completing all the projects within stipulated time.”

Construction of PMAY-U houses is in various stages. With this, the total number of sanctioned houses under PMAY-U is now 113.06 Lakh; of which 85.65 Lakh have been grounded for construction and more than 51 Lakh have been completed and delivered to the beneficiaries. The total investment under the Mission is ₹ 7.39 Lakh Crore with a Central Assistance of ₹1.82 Lakh Crore. So far, ₹1,06,390 Crore of funds have already been released under the Mission.

The approval for proposals under Model-2 of Affordable Rental Housing Complexes (ARHCs) was also reviewed by Secretary, MoHUA, with 5 States, namely Tamil Nadu, Chhattisgarh, Assam, Uttar Pradesh and Gujarat. A total of 59,350 units, including single bedroom/double bedroom units and dormitory beds, have been approved for urban migrants/ poor, involving a Technology Innovation Grant (TIG) of over ₹ 135 Crore.

ARHCs, a sub-scheme under PMAY-U, provides ease of living to urban migrants/poor in industrial sector as well as in non-formal urban economy to get access to dignified affordable rental housing close to their workplace. The scheme offers major step towards making of ‘AatmaNirbhar Bharat’.

Further, Secretary, MoHUA, urged the States/ UTs to participate enthusiastically in ‘PMAY(U) Awards -100 Days Challenge’. “Our major focus should be how can States/ UTs make their cities saturated. Completion of projects should be aimed at,” he added.

With respect  to Light House Projects (LHPs), Secretary, MoHUA, said that the States/ UTs should encourage registration of stakeholders as Technograhis in large numbers so that they get to learn about globally innovative technologies and adapt their use in Indian context across the nation.

9-Jun-2021: Proposals for construction of nearly 3.61 Lakh houses approved under PMAY(Urban)

The Government approved 708 proposals for construction of 3.61 lakh houses under Pradhan Mantri Awaas Yojana – Urban (PMAY-U) on 8th June 2021. The decision was taken at the 54th Meeting of the Central Sanctioning and Monitoring Committee (CSMC) under PMAY-U held in New Delhi. The Meeting was attended by 13 States/UTs. These houses are proposed to be constructed across Beneficiary Led Construction and Affordable Housing in Partnership verticals.

In addition, ‘PMAY- U Awards 2021 - 100 Days Challenge’ was also launched by Shri Durga Shanker Mishra, Secretary, Ministry of Housing & Urban Affairs (MoHUA) . The awards are given to recognize and celebrate the outstanding contribution and performances by States, Union Territories (UTs), Urban Local Bodies (ULBs) and beneficiaries for successful implementation of the Mission and create a healthy competition.

This was the first CSMC meeting during the second wave of COVID-19 pandemic and reflects the importance the Government has attached to the objective of providing pucca houses to all eligible beneficiaries of Urban India by 2022 with the vision of ‘Housing for All’.  Ministry of Housing and Urban Affairs (MoHUA) has laid renewed emphasis to accelerate housing construction and completion across the country within stipulated time under PMAY(U).

“The demand for sanction has saturated in all States/UTs.  Utilisation of unused funds and ensuring completion of the projects within stipulated time is our prime focus now,” said Shri Durga Shanker Mishra at the meeting.

The States/UTs also put in their proposals for revision of projects due to various issues such as, of land, topographical hazards, inter-city migration, change of preferences of verticals, loss of lives etc.

With this, as on date, the total number of sanctioned houses under PMAY(U) is now 112.4 lakh and so far,  82.5 lakh  have been grounded for construction of which 48.31 lakh  have been completed/delivered. Total investment under the Mission is Rs 7.35 Lakh Crore which has Central assistance of Rs 1.81. Lakh Crore of which Rs 96,067 Crore of funds have been released.

Addressing the participating States/UTs, Secretary, MoHUA laid emphasis on Six Light House Projects (LHPs), the foundation stones of which were laid by Prime Minister in January, 2021. The LHPs are being constructed at Agartala, Chennai, Lucknow, Ranchi, Rajkot and Indore. “These LHPs should galvanize all concerned departments involved in construction. Use of cutting edge technology should be replicated and scaled up,” he said. An E-Module on Technograhi comprising learning tools on innovative construction technologies shortlisted under Global Housing Technology Challenge – India and being used in six LHPs was also launched at the event. It is a step towards building capacities of stakeholders in the area innovative construction technologies.

Secretary, MoHUA, also inaugurated a newly constructed Demonstration Housing Project in Panchkula, Haryana which will be used as a working woman hostel on rental basis. Under Technology sub mission of PMAY-U, 6 Demonstration Housing Projects (DHPs) have been completed so far and 7 are being constructed in different parts of the country.  DHPs are model housing projects built with new/alternate technology that not only showcase field level application of the technology but also used as platform to impart on-site orientation & training to practitioners & students in the housing sector on the application and use of such technology.

24-Jul-2020: Target of construction of 2.95 crore houses under PMAY-G expected to be achieved by March 2022

To achieve the objective of “Housing for all by the year 2022”, Prime Minister Shri Narendra Modi launched the restructured rural housing scheme, namely Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) on 20th November, 2016 with the target of construction of 2.95 crore houses with all basic amenities by the year 2022.

The selection of beneficiaries through a three stage validation (Socio Economic Caste Census 2011, Gram Sabha, and geo-tagging) has ensured selection of the poorest of the poor under PMAY-G. The department took various measures including IT/DBT to ensure smooth flow of fund to the beneficiaries account, use of new housing designs after studying local region specific typologies, evidence based monitoring through geo-tagged photos taken at all pre-determined stages of construction, transaction based MIS, adequate provision of fund, training of rural masons etc., for timely completion of houses.

All these measures ensured increased pace for construction of houses resulting in completion of 1.10 crore houses which includes houses to 1.46 lakh landless beneficiaries under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G). The increased pace of work has been reflected in the NIPFP study which indicated 114 days as average completion time for Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) as compared to 314 days earlier. The Ministry of Rural Development has also completed construction of around 72 lakh houses under Indira Awaas Yojana totalling construction of 182 lakh houses since 2014.

PMAY-G also addresses the basic needs of households through convergence with various government programmes. The poor not only get a home but also get up to 90-95 days of work under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Their homes are also provided electricity connection under the existing Ministry of Power schemes and LPG connection under Pradhan Mantri Ujjwala Scheme besides the households’ toilet under Swachh Bharat Mission / MGNREGS and tap connection under Jal Jeevan Mission. Efforts have also been made to provide livelihood development and diversification opportunities to 1.82 crore rural households, under Deendayal Antyodaya Yojana-National Rural Livelihood Mission (DAY-NRLM).

With partnership with the States, the Ministry of Rural Development is confident that with a large number of houses under different stages of completion and increased pace of completion of houses, it would be able to achieve the target of construction of 2.95 crore houses under PMAY-G by March, 2022.

27-Sep-2019: Govt approves construction of 1.23 lakh houses under PMAY-Urban

Centre has approved construction of 1.23 lakh more houses under Pradhan Mantri Awas Yojana (Urban). The 47th Central Sanctioning And Monitoring Committee approved 630 proposals from participating states for construction of 1.23 lakh houses with an overall investment of 4,988 crore rupees.

An official release said the commitment from government as central assistance will be 1,805 crore rupees.

28-Jun-2019: Houses Sanctioned Under PMAY(U) now Stands at 83.62 Lakhs

In the 44th meeting of the Central Sanctioning cum Monitoring Committee (CSMC) under PMAY(U), held today, under the chairmanship of Secretary, Ministry of Housing & Urban Affairs, Shri Durga Shanker Mishra, more than 2.5 Lakh houses were sanctioned in 10 states. The cumulative number of houses sanctioned under PMAY(U) now stands at about 83,62,975.

The CSMC discussed, among other important points, the progress of the Scheme from various states like Assam, Bihar, Chhattisgarh, Jharkhand, Meghalaya, Nagaland, Tamil Nadu, Uttar Pradesh, Haryana etc. The State of Uttar Pradesh presented proposals for construction of 1.38 lakh more houses which was the highest among all 10 participating states. With this, Uttar Pradesh has become first in the country in project sanctioned with about 12.96 lakh houses sanctioned, closely followed by Andhra Pradesh (12.48 lakh houses) and Maharashtra ( 9.86 lakh houses).

25-Feb-2019: 5,60,695 Houses Sanctioned Under Pradhan Mantri Awas Yojana(Urban) in The 43nd CSMC

The Ministry of Housing & Urban Affairs has approved the construction of another 5,60,695 more affordable houses for the benefit of urban poor under Pradhan Mantri Awas Yojana (Urban). The approval was given in the 43rd meeting of the Central Sanctioning and Monitoring Committee. The cumulative number of houses sanctioned under PMAY(U) now is 79,04,674.

The number of houses sanctioned for Uttar Pradesh is 1,79,215, Andhra Pradesh 1,10,618, Maharashtra 1,01,220 while Karnataka has been sanctioned 48,729 houses. The houses sanctioned for Madhya Pradesh is 26,587 houses and Gujarat 25,861. The number of houses for Manipur is 13,715 while Tamil Nadu has been sanctioned 12,174 houses. Bihar has been sanctioned 10,084 houses while the houses sanctioned for Odisha is 7,472. The number of houses sanctioned for Chhattisgarh is 7,067 while the sanction for Kerala is 4,194 houses. Haryana has been sanctioned 4,019 houses, Rajasthan 3,601, Jharkhand 2,165 and Assam  1,419. The number of houses for Meghalaya is 1,397 while the houses sanctioned for Puducherry is 1,158.

A total of 1,243 projects with a project cost of Rs 33,873 crore with central assistance of Rs 8,404 crore has been approved in the meeting held under the Chairmanship of Shri Durga Shankar Mishra, Secretary, Ministry of Housing and Urban Affairs.

19-Feb-2019: Cabinet approves continuation of Pradhan Mantri Awaas Yojana – Gramin beyond March, 2019 (PMAY-G Phase-II)

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the implementation of Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) beyond March, 2019 (PMAY-G) Phase-II as follows:

  • Total target for construction of 1.95 crore houses under PMAY-G Phase-II upto 2022.
  • Continuation of rural housing scheme Pradhan Mantri Awaas Yojana Gramin (PMAY-G) in Phase-II till 2019-20 as per the existing norms of PMAY-G Phase-I, with a target of 60 lakh houses involving financial implication of Rs.76,500 crore (Central Share of Rs. 48,195 crore and State share of Rs.28,305 crore)
  • Continuation of the scheme beyond 2019-20 upto 2021-22 in the next finance commission cycle, after due appraisal and approval based on third party evaluation of scheme/programme as per the extant procedure.
  • Inclusion of additional eligible households from the final Awaas+ list into the Permanent Wait List (PWL) of PMAY-G, with a ceiling of 1.95 Cr, on priority for those States / UTs where PWL is exhausted and allocate target to these States / UTs with the approval of the Minister of Rural Development in consultation with the Ministry of Finance.
  • Continuation of Program Management Unit (PMU) and National Technical Support Agency (NTSA) till 2019-20.
  • Borrowing for additional financial requirement through existing mechanism of EBR till the validity of the scheme.
  • Reduction in administrative expenses from 4% to 2% of programme funds. 2% of the programme funds allocated for administrative component, shall be bifurcated. 0.30% of the programme funds shall be retained at the central level and the remaining 1.70% of the programme fund shall be released to the States/UTs as Administrative Fund.

Benefits: The left out rural households who are houseless and / or living in dilapidated houses subject to a ceiling of 1.95 crore would be provided pucca houses by 2022.

14-Feb-2019: Mobile App to Allow Beneficiaries to Capture & Upload Photographs of Completed Houses

Shri Hardeep S Puri, Minister of State (I/C) for Housing and Urban Affairs has stated that the PMAY (U) Mobile App will allow beneficiaries to capture and upload high resolution photographs of completed houses along with their families. The App will also allow uploading of selfies of beneficiaries with their house and a 30 - 60 seconds video clip where beneficiaries share their stories of owning a house under PMAY (U). These stories would be an emotional recount of experiences such as increased self-esteem, sense of pride and dignity, improved social status, safety and security for the family, protected environment for the girl child, children’s education among others. He was speaking at the launch of the PMAY(U) Mobile App.  A one-minute film showcasing the impact of PMAY(U) in the lives of beneficiaries was also released on the occasion.

Shri Hardeep S. Puri emphasized  that the mission intends to create a closer interface with its beneficiaries. Hence a mobile application has been developed to bring beneficiaries directly in contact with the mission. The application would allow beneficiaries of PMAY (U) to capture and upload photos and videos of completed houses along with testimonies. These photos and videos of beneficiary testimonies will be scrutinized at State as well as at Central level. The selected beneficiaries from States/UTs would be awarded and invited as special guest for anniversary celebration of PMAY (U)

The one-minute film showcases the impact of PMAY (U) on the lives of beneficiaries from across the country. It narrates the stories of happy families experiencing a transformation of owning a house with all basic amenities which include water, electricity, kitchen with gas connection and toilet. The film narrates, how PMAY (U) is contributing in transforming the lives of all Indians starting from Kashmir to Kerala and empowering them from different walks of life. It has encapsulated the journeys and emotions of families belonging to different regions of the country who feel connected with a common feeling i.e. the pride of owning their dream house through PMAY (U).

The PMAY (U) mission was launched on 25th June 2015 with the aim to provide houses to every eligible urban household in India by the year 2022.  The scheme has achieved a significant milestone of approving more than 73 lakh houses against a validated demand for about one crore houses in urban areas.  Around 40 Lakh houses are at various stages of construction and more than 15 lakh houses have already been completed. Further around 12 lakh houses are being constructed using new and emerging technologies.

14-Jan-2019: Global Housing Technology Challenge-India

Shri Hardeep S. Puri, Minister of State (I/C) for Housing and Urban Affairs (MoHUA) has called for a paradigm shift in technology transition using large scale construction under PMAY (U) as an opportunity to get the best available construction technologies across the globe. Launching “Global Housing Technology Challenge-India” (GHTC- India), Shri Puri envisioned to source technologies from all over the world and identify such technologies which would be suitable for adoption in India.

GHTC- India intends to get best globally available innovative construction technologies through a challenge process. It seeks to demonstrate and deliver ready to live-in houses in a shorter time, with lower cost and quality construction in a sustainable manner. It also seeks to promote future technologies, to foster an environment of research and development in the country.

Pointing out that the conventional system of housing construction is time consuming as well as resource intensive, Shri Puri emphasised that there is a need to look for new emerging, disaster-resilient, environment friendly, cost effective and speedy construction technologies. The shift in technology transition will also address the challenges of large-scale housing construction in minimum time and cost with optimum use of resources and environment friendly practices.

GHTC-India has been conceptualized to enable the paradigm shift required in the construction sector in the country. GHTC-India will bring change, both in the perception as well as the manner in which construction of houses is done. The challenge has three components viz. i) Conduct of Grand Expo-cum-Conference, ii) Identifying Proven Demonstrable Technologies from across the world and iii) Promoting Potential Technologies through setting up incubation centers at selected IITs and organizing accelerator workshops under the Affordable Sustainable Housing Accelerators- India (ASHA-India) Program.

Shri Durga Shanker Mishra, Secretary, MoHUA said that all stakeholders involved in building construction industry, technology providers, construction agencies, developers and technical institutes would participate in the Challenge. He stated that MoHUA has been implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) Mission to provide all weather “pucca” houses to eligible beneficiaries by the year 2022. Against the validated demand of about one crore housing units to be constructed by the year 2022, MoHUA has so far sanctioned around 70 lakh houses, out of which around 37 lakh have been grounded and around 15 lakh completed and allotted to beneficiaries.

To ensure a robust process, MoHUA conducted a series of consultations with State/UT governments, IITs, technology providers and other relevant stakeholders to identify broad reasons for slow and limited adoption of innovative and alternative construction technologies for affordable housing. Based on the feedback received and subsequent deliberations, the issues identified include, ensuring the suitability of foreign technologies for Indian conditions, certification and standardization including the requirement of proper specifications and codes, challenges in the procurement processes, and the necessary policy support to synergize both demand and supply. In addition, deliberations also included issues of knowledge transfer, access to raw materials and scale of demand for large scale uptake by entrepreneurs/ organizations. Typically conventional construction systems (such as the use of brick and mortar) are slow paced, energy intensive, dependent on natural resources and have large carbon footprint. They use low levels of mechanization and have high dependence on manual labour. A concerted effort is required to create mass awareness to accept a technology transition from conventional to new technologies through lighthouse projects, expositions and other outreach methods that will mainstream its use.

This transition will contribute towards achieving the Sustainable Development Goals (SDGs) as laid out by the United Nations (UN), the New Urban Agenda and the Paris Climate Accord to which India is a signatory and other such international commitments. The use of alternative, innovative and fast-track technologies aims at:-a) conservation of natural resources; b) bringing speed in construction; c) utilization of industrial and construction demolition waste; d) reduction in air and noise pollution; e) optimum use of water; f) increased labour productivity; g) cost reduction; h) safe and disaster resilient houses; and i) all weather site execution etc. Such a technology transition aligns well with the vision of New India 2022. This will bring the country at par with the advanced economies of the world and their rigorous standards in the construction sector.

A Grand Expo and Conference will be organized to provide a platform to all stakeholders associated with housing construction for the exchange of knowledge and business. This event will be conducted biennially. Proven and demonstrable technology providers from across the globe and India will be invited to the Expo so that the organizers of GHTC-India may evaluate and assess the range of technologies available. Potential future technologies will also be invited and screened to participate at the expo.

Other Stakeholders such as academia, students of technical institutes, technologists, engineers, architects, Research and Development (R&D) institutes, Government agencies including housing boards & state Public Works Department (PWDs), developers, entrepreneurs etc. will be invited to participate as delegates. Developers and construction companies who may serve as local support partners to execute project on ground in partnership with global technology providers will also be invited.

27-Dec-2018: YEAR ENDER - 6 - PMAY- Ministry of Housing & Urban Affairs 2018

The Ministry of Housing & Urban Affairs has embarked upon one of the most ambitious programmes undertaken in the world for Urban renaissance for rejuvenating and transforming Indian cities through a number of initiatives including sanctioning of 68.5 lakh houses for construction under the Pradhan Mantri Awas Yojana in urban areas.

PRADHAN MANTRI AWAS YOJANA (URBAN) – PMAY(U)  - Housing for All (HFA)

PMAY (U) is a Mission to provide housing for all by 2022 and is being implemented from June, 2015. It provides central assistance to Urban Local Bodies (ULBs) and other implementing agencies through States/UTs for in-situ Rehabilitation of existing slum dwellers using land as a resource with private participation; Credit Linked Subsidy; Affordable Housing in Partnership and Subsidy for beneficiary-led individual house construction/enhancement.

Under the PMAY(U), the total investment involved is  Rs 3,56,397 Crores. Out of the approved total central assistance of Rs 1,00,275 crore, Rs 33,455 crores have already been released to States/UTs as on 10.12.2018. Interest subsidy of Rs 6,943.95 crore on housing loans has been credited directly to 3,14,703 beneficiaries under CLSS(Credit Linked Subsidy Scheme).

So far, more than 68.5 Lakh houses have been approved for funding under the Mission. 35.67 lakh houses have been grounded for construction of which 12.45 lakh houses have been completed. The Ministry is optimistic that the States/UTs would submit project proposals at the earliest . This would enable sanction of validated demand of 1 Crore houses well before 2020 so that construction activities can be completed to provide  “Housing for all by 2022”.

To fast track the construction of sanctioned houses, the Ministry has identified 24 new technologies for mass housing construction and further issued schedule of rates for 11 new construction technologies and building materials for adoption among States/UTs. In addition, the Ministry is also organizing Global Housing Technology Challenge (GHTC) to co-opt internationally acclaimed rapid mass housing construction technologies and to help States/UTs to construct sanctioned houses under PMAY(U) to address housing shortage in the urban areas by 2022.

A National Urban Housing Fund for Rs. 60,000 crores has been set up for raising Extra Budgetary Resources (EBR) in phases for the rapid implementation of PMAY (U). A sum of Rs. 8,000 Cr. was mobilised under this fund in FY 2017-18. In FY 2018-19 approval has been secured to raise Rs. 25,000 crore under this mechanism out of which a sum of Rs. 5050 crore has been already raised and disbursed to the States/UTs and CNAs. This process of raising resources through EBR ensures that there will be unhindered availability of resources for PMAY(U).

The Affordable Housing Fund (AHF) was established in National Housing Bank (NHB) as announced by the Hon’ble Union Finance Minister in the General Budget for 2018-19. The objective of the fund is to improve the affordability of the target group to own their homes. The corpus of the Fund will be 10,000 crores and will be contributed by Scheduled Commercial Banks as allocated by the Reserve Bank of India (RBI). The first tranche of 2,500 crores was received by NHB in August, 2018 & it has disbursed the entire amount of 2,500 crores by 30-11-2018. The next tranche of 2,500 crores is expected to be received by NHB by 31.12.2018.

The huge investment of 3.6 Lakh crore in housing sector is providing more job opportunities in construction and allied sectors with the help of induced effect and contributing to overall health of the economy.

24-Aug-2018: Centre approves 1.12 lakh more houses under PM's housing scheme

The Centre has approved construction of nearly 1.12 lakh more affordable houses for urban poor in eight states under the Pradhan Mantri Awas Yojna, with Andhra Pradesh bagging the largest share of over 37,000 housing units.

According to the Housing and Urban Affairs Ministry, which is mandated to implement the scheme, the total number of houses being funded under the PMAY (Urban) is close to 55 lakh across the country so far.

The approval was given in a meeting of the central sanctioning and monitoring committee (CSMC) of PMAY(U). Last month, the committee also sanctioned construction of 2.67 lakh affordable houses for the poor in 10 states.

The Ministry of Housing and Urban Affairs has approved the construction of 1,12,213 more affordable houses for the benefit of urban poor under Pradhan Mantri Awas Yojana (Urban).  It stated that Andhra Pradesh has been sanctioned 37,719 houses while the sanction for Haryana is 19,858. The number of houses sanctioned for Madhya Pradesh is 18,375, Maharashtra 12,238 houses, Chhattisgarh 10,632 houses and Karnataka 8,761 houses.

Approvals given for J&K stands at 4,442 houses while Arunachal Pradesh has been sanctioned 188 houses.

The central assistance of Rs 1,683.18 crore will be provided to execute these projects. With these proposed houses, cumulative houses under PMAY(U) would become 54,95,443 after final approval from CSMC.

In the last CSMC meeting, Madhya Pradesh was sanctioned 59,421 houses, while 55,296 housing units were authorised for Gujarat.

1-Aug-2018: 1.07 crore rural houses constructed over the last four years under Pradhan Mantri Awaas Yojana –Gramin

The re-structured rural housing scheme Pradhan Mantri Awas Yojana – Gramin (PMAY-G) which has the objective of “Housing for All by 2022” was launched by Hon’ble Prime Minister on 20th November, 2016 from Agra. 2.95 crore houses are set to be constructed by 2022 to achieve the set objective of PMAY-G which has been decided to achieve in phases. In the first phase the target is construction of one crore pucca houses by 31st March, 2019.

A total of 1.07 crore rural houses have been completed over the last four years (2014-15 to 2017-18) which  include completion of 38.20  lakh Pradhan Mantri Awaas Yojana – Gramin (PMAY- G) houses and 68.64 lakh IAY houses that were sanctioned in 2014-15 and 2015-16 and prior to that. If the figures of the current financial year are also added to this achievement under the rural housing scheme the achievement from 2014-15 till date becomes 1.13 crore completed rural houses. The details of rural housing scheme and progress can be seen from the website of PMAY-G, i.e. (pmayg.nic.in). The confidence on timely completion is further strengthened by a recent study conducted by National Institute of Public Finance and Policy (NIPFP), New Delhi, which has concluded that the average time of construction of a house under PMAY-G has gone down to 114 days as against 314 days under the erstwhile rural housing scheme, i.e. IAY. In view of the availability of 240 days till March, 2019, and keeping in view the current pace of construction of PMAY-G houses and various initiatives of the Ministry to closely track the progress of construction, the target of completion of 1.00 crore pucca houses under PMAY-G would be achieved by March, 2019. In this way Government would construct 1.70 crore rural houses between April, 2014 and March, 2019.

The completed PMAY-G houses are changing the rural landscape and bringing social transformation in villages across the country.

25-Jun-2018: Pradhan Mantri Awas Yojana – Urban Sanctions a Total Of 3,18,900 Houses from 6 States/UTs

Ministry of Housing and Urban Affairs (MoHUA) conducted its 35th Central Sanctioning and Monitoring Committee (CSMC) meeting of Pradhan Mantri Awas Yojana (PMAY) – Urban where a total of 3,18,900 houses from 6 States/UTs were approved.  With this, the PMAY (U) has approved more than 51 Lakhs dwelling units against the estimated demand of 1 crore. As the scheme is completing its 3rd year of implementation today, a significant milestone of more than 51 lakh houses approved has been achieved. This is a huge jump in comparison to old housing scheme where 12.4 Lakh houses were approved in around 9 years of its implementation. Such unprecedented performance is due to innovative architecture of the scheme where flexibility has been given to the States/UTs to approve the projects.  Further, rather than a rigid approach, beneficiaries are free to choose from 4 verticals of the Mission as per their preference. The State of Maharashtra has taken a big stride in achieving its target of providing houses to slum dwellers by getting 2.48 lakh houses approved in 35th CSMC.

The total project cost approved under PMAY (U) stands at Rs. 2.81 lakh crore with a Central Assistance of Rs. 77,934 crore. A total of 7.60 lakh houses are already completed and another 28 lakh have been grounded. Massive expansion of housing finance through CLSS is taking place. As on today, more than 2 lakh beneficiaries have been given subsidy under the CLSS vertical of the mission which is substantially higher than 18,166 beneficiaries who benefited from earlier comparable Interest Subsidy Schemes (ISHUP/RRY) – 2008 to 2013. Carpet area expansion upto 200 sq. m. under MIG component of the CLSS is being welcomed by all stakeholders.

In terms of coverage, the Mission is a paradigm shift in the history of housing schemes being implemented in the past. The Government of India is committed to provide “Housing for All” by the end of the Mission period-2022. A National Urban Housing Fund for Rs. 60,000 crores has been set up for raising Extra Budgetary Resources (EBR) in phases, for the rapid implementation of PMAY (U). Keeping the ethos of cooperative federalism, the States/UTs are implementing the scheme with considerable zeal and initiatives.  The States of Andhra Pradesh, Madhya Pradesh, Telangana, Gujarat, Tamil Nadu, Jharkhand and Chhattisgarh are among the best performing States. The Hon’ble Prime Minister Sh. Narendra Modi had earlier this month had one-to-one interactions with the beneficiaries of PMAY. This has been a huge morale boost to beneficiaries and other stakeholders.

Use of innovative and fast-track construction technology has been adopted in a big way under the scheme. More than 7 lakh houses are being constructed in different States using new technologies. The progress of the houses on the ground has been monitored through geo-tagging using space technology.  The Ministry has further rolled out eight models of Public-Private Partnerships for Affordable Housing that has ushered in a revolution in Affordable Housing sector in India.

The investment in the housing sector has a spiral and cascading effect on other sectors of the economy as well, thereby boosting the GDP of the country. The increased activity in the housing sector, increases the demand of not only construction material such as bricks, cement, sand and steel but also the allied sectors.

In addition, the impetus in housing sector, also results in huge direct employment creation, as large number of jobs, both skilled and unskilled, are also created potentially.

26-Apr-2017: Over Rs.one lakh cr investment approved for housing of urban poor

Ministry of Housing and Urban Poverty Alleviation has sanctioned 1,00,537 more houses for urban poor under Pradhan Mantri Awas Yojana (Urban) with an investment of Rs.4,200 cr taking the total investment so far approved to Rs.1,00,466 cr. This is 307% more than the investment approved of Rs.32,713 cr during 2004-14 for affordable housing in urban areas.

With the latest sanctions, the Ministry has so far approved construction of 18,75,389 houses for Economically Weaker Sections under PMAY(Urban) in 2,151 cities and towns in 34 States/UTs as against 13.80 lakh houses sanctioned during 2004-15 with an approved investment of Rs.32,009 cr.

The total investment approved so far includes central assistance of Rs.29,409 cr, assistance from State Governments and beneficiary contribution.

In the latest sanctions, Madhya Pradesh got 57,131 houses, Tamil Nadu-24,576, Manipur-6,231, Chattisgarh-4,898, Gujarat-4,261, Assam-2,389, Kerala-643, Jharkhand-331 and Daman & Diu-77.

With total houses sanctioned of 2,66,842, Madhya Pradesh has emerged the leader for the first time  in approvals under PMAY(Urban) with a total investment of Rs.18,283 cr. Tamil Nadu is second with 2,52,532 houses with a total project cost of Rs.9,112 cr.

Of the total houses so far sanctioned, 10,65,058 were under the Beneficiary Led Construction component of PMAY(Urban) wherein beneficiaries undertake new construction or enhancement of existing houses for which central assistance of Rs.1.50 lakh each is provided. 5,87,115 have been sanctioned under Affordable Housing in Partnership under which state governments provide land/financial assistance for housing projects for which central assistance of Rs.1.50 lakh each is given per beneficiary.

20-Feb-2017: 90,095 more affordable houses sanctioned for urban poor under PMAY(Urban)

Ministry of Housing & Urban Poverty Alleviation today approved construction of 90,095 more affordable houses for the benefit of urban poor under Pradhan Mantri Awas Yojana (Urban) with an investment of Rs.5,590 cr and central assistance of Rs.1,188 cr.

Madhya Pradesh has been sanctioned 82,262 houses in 49 cities and towns with an investment of Rs.5,260 cr with central assistance of Rs.1,071 cr. Jammu & Kashmir got 4,915 houses in 24 cities and towns with an investment of Rs.240 cr and central assistance of Rs.74 cr. Dadra & Nagar Haveli’s capital Silvassa has been sanctioned 803 affordable houses with an investment of Rs.26 cr and central assistance of Rs.12 cr.

The approval accorded today was for construction of 46,823 new houses under the Beneficiary Led Construction (BLC) component of PMAY (Urban), enhancement of 773 houses in Jammu & Kashmir under BLC and building 42,499 new houses in Madhya Pradesh under Affordable Housing in Partnership (AHP) component.

In Madhya Pradesh, another 39,763 new houses will be built under BLC component under which an eligible beneficiary is assisted to build a house on the land owned by him/her.

City-wise approvals in Madhya Pradesh include: Indore-30,789 houses, Ratlam-6,419, Sagar-3,156, Ujjain-2,884, Katni-2,800, Shivpuri-2,625, Chindwara-2,508, Nagda-2,073, Jabalpur-2,012, Datia-1,726, Singrauli-1,716, Dabra-1,720, Vidisha-1,513, Damoh-1,480, Sehore-1,200, Sidhi-1,057, Astha-1,000 and Unchehara-1,000.

In Jammu & Kashmir, Srinagar has been approved 663 affordable houses, Handwara-602, Badgam-476, Baramulla-393, Doda-306, Pulwama-270, Kargil-261, Sopore-205, Ganderbal-185, Bhaderwah-176, Shopian-159, RS Pura-143, Samba-121, Kishtwar-113, Leh-99 and Poonch-96.

With this, total number of affordable houses approved for Madhya Pradesh under PMAY(Urban) has increased to 1,87,135 and for Jammu & Kashmir to 5,864.

With today’s approvals, construction of a total number of 16,51,687 affordable houses for the benefit of urban poor has been sanctioned so far under PMAY (Urban) with a total investment of Rs.89,072 cr with central assistance of Rs.25,819 cr.

Under BLC and AHP components of PMAY (Urban), central assistance of Rs.1.50 lakh is provided for each beneficiary.
